ओ-27011/1/2017-ओएनजी-II (वॉल्यूम I):—सरकार ने सचिवों की अधिकार प्राप्त समिति (ईसीएस) की सिफारिशों के आधार पर अंतर्राष्ट्रीय प्रतिस्पर्धात्मक बोली (आईसीबी) के बाद हाइ.ोकार्बन अन्वेषण और लाइसेंसिग नीति (एचईएलपी)/खुला रकबा लाइसेंसिग नीति (ओएएलपी) के तहत सफल बोलीदाताओं को संविदागत क्षेत्र प्रदान करने के लिए पेट्रोलियम और प्राकृ तिक गैस मंत्री और वित्त मंत्री को शक्तियां प्रदान करने का निर्णय लिया है। इसके अलावा, दिनांक 30 मार्च, 2016 के हाइ.ोकार्बन अन्वेषण और लाइसेंसिग नीति संकल्प के पैरा 12 में आंशिक संशोधन करते Fए सरकार ने सचिव, पेट्रोलियम और प्राकृ तिक गैस, वित्त सचिव और विधि सचिव के अलावा सदस्यों के रूप में सिचव, Hयय िवभाग और सिचव, आIथक कार्य विभाग को शामिल करके सचिवों की मौजूदा अधिकार प्राप्त समिति के पुनर्गठन को भी अनुमोदित कर दिया है।

RESOLUTION
New Delhi, 29th June 2018
O-27011/1/2017-ONG-II (Vo.I):—The Government has decided to delegate the powers to Minister of Petroleum & Natural Gas and Minister of Finance to award the Contract Areas to successful bidders under Hydrocarbon Exploration and Licensing Policy (HELP) / Open Acreage Licensing Policy (OALP), after International Competitive Bidding (ICB) based on the recommendations of Empowered Committee of Secretaries (ECS). Further, in partial modification of para 12 of Hydrocarbon Exploration and Licensing Policy Resolution dated 30th March 2016, the Government has also approved reconstitution of the existing Empowered Committee of Secretaries (ECS) by including Secretary, Department of Expenditure and Secretary Department of Economic Affairs also as Members, in addition to Secretary Petroleum and Natural Gas, Finance Secretary and Law Secretary.
