सं. 11024/02/2018-पीएमए.—कें (cid:13)ीय गृह मंत्री संपूर्ण भारत संघ के कें (cid:13)ीय सशस्त्र पुिलस बलों, राज्य/संघ राज्य क्षेत्र पुिलस बलों, कें (cid:13)ीय पुिलस संगठनों, असम राइफल्स, राष्ट्रीय सुरक्षा गारद, कें (cid:13) सरकार/राज्य सरकार/संघ राज्य क्षेत्र/कें (cid:13)ीय सशस्त्र पुिलस बलों, होमगा&र्स तथा किसी अन्य सशस्त्र पुिलस बल के स्थाई पुिलस का*मकों तथा अन्य स्थाई सहायक स्टाफ को 15/25 वर्ष लंबी सेवा अविध के आधार पर लंबी सेवा के सम्मानस्वरूप प्रदान किए जाने वाले "उत्कृ ष्ट सेवा पदक" तथा "अित उत्कृ ष्ट सेवा पदक" प्रारंभ करने तथा इन्हें अिभशािसत करने वाली निम्निलिखत संविधियों को बनाने, िवधान करने तथा स्थािपत करने की घोषणा करते हैं जो अिधसूचना की उनकी तारीख से प्रभावी मानी जाएंगी।

उत्कृ ष्ट सेवा पदक

प्रथमतया:-पुरस्कार पदक के रूप में होगा तथा उसे ''उत्कृ ष्ट सेवा पदक'' (िजसे इसमें इसके पश्चात पदक कहा गया है) का नाम दिया जाएगा।

द्वितीय:- पदक गोल आकार का होगा और कपरो-िनकल से बना होगा, िजसका रंग सिल्वर होगा तथा >यास 1 3/8 इंच होगा। इसके अ? भाग पर बीचों-बीच ''भारत के मानचित्र की रूपरेखा" का िडजाइन उत्कीर्ण होगा। इसके ऊपरी किनारे पर हिदी में ''उत्कृ ष्ट सेवा पदक'' तथा िनचले किनारे पर''UTKRISHT SEVA PADAK" शब्द अं?ेजी में उत्कीर्ण होंगे। पदक के पृष्ठ भाग पर बीचों-बीच राज्य संप्रतीक बना होगा तथा इसके नीचे ''सत्यमेव जयते'' हिदी में िलखा होगा। ''सत्यमेव जयते'' के नीचे ''भारत सरकार'' हिदी में तथा उसके बाद "Government of India" अं?ेजी में िलखा होगा।

तृतीय:- पदक के वल उन >यक्तियों को प्रदान किया जाएगा जिन्होंने लगातार 15 वषF तक भारत के क्षेत्र के भीतर पुिलस बलों के सदस्यों के रूप में पूर्ण निष्ठा, कौशल एवं साहस से अपने कर्त>यों का निर्वहन किया है।

चतुर्थ:- िजन Gक्तियों को यह पदक प्रदान किया जाएगा, उनके नाम की प्रविष्टि ऐसे नामों वाले एक रजिस्टर में की जाएगी िजसका संबंिधत राज्य/संघ राज्य क्षेत्र/ कें (cid:13)ीय सशस्त्र पुिलस बलों/कें (cid:13)ीय पुिलस संगठनों द्वारा रख रखाव किया जाएगा।

पंचम:- प्रत्येक पदक सीने की बाई ओर लटकाया जाएगा और ''उत्कृ ष्ट सेवा पदक'' के मामले में 1 3/8 इंच चौड़ा मानक आकार का रिबन आधा नीला तथा आधा लाल होगा।

षष्ठम:- कें (cid:13)ीय गृह मंत्री किसी भी >यक्ति को प्रदान किए गए उपयुक्त पदक को निरस्त करने अथवा रद्द करने के िलए सक्षम होंगे और ऐसी स्थिति में उस >यक्ति का नाम रजिस्टर से हटा दिया जाएगा। तथािप, के न्(cid:13)ीय गृह मंत्री को इस प्रकार जब्त किए गए पदक को पुन: बहाल करने का अिधकार होगा। प्रत्येक ऐसे >यक्ति, िजसे यह पदक प्रदान किया गया है, को इसे प्राप्त करने से पूर्व एक अनुबंध करना होगा कि यदि उसका510 [Hkkx Iµ[k.M 1 Hkkjr dk jkti=] tqykbZ 28] 2018 ¼Jko.k 6] 1940½ नाम उपयु र्क्त ढंग से हटा दिया जाता है तो वह पदक लौटा देगा। प्रत्येक मामले में पदक को रद्द किए जाने अथवा उसे बहाल किए जाने की सूचना रजिस्टर में दर्ज की जाएगी।

सप्तम: इन संविधियों के उद्देश्य को लागू करने के िलए िनयम बनाने का अिधकार गृह मंत्रालय को होगा।

अित उत्कृ ष्ट सेवा पदक

पंचम:- प्रत्येक पदक सीने की बाई ओर लटकाया जाएगा और ''अित उत्कृ ष्ट सेवा पदक'' के मामले में 1 3/8 इंच चौड़ा रिबन होगा िजसका एक ितहाई हिस्सा नीला, एक ितहाई पीला तथा एक ितहाई हिस्सा लाल रंग का होगा।

सं. 11024/02/2018-पीएमए.—उत्कृ ष्ट सेवा पदक तथा अित उत्कृ ष्ट सेवा पदक प्रदान करने से संबंिधत संविधियों की 'सप्तम' संिविध के अनुसार पदक प्रदान करने का अिधशासन करने वाले निम्निलिखत िनयम अिधसूिचत किए जाते हैं जो अपनी अिधसूचना की तारीख से प्रभावी माने जाएंगे।

उत्कृ ष्ट सेवा पदक

1. सतत सेवा के आधार पर पदक प्रदान करने संबंधी संस्तुितयां सतत सेवा के 15 वर्ष पूरे होने के बाद यथा शीP की जाएंगी।

2. सभी संस्तुतियों में संस्तुत >यक्ति के नाम और पदनाम, पुिलस बल, अथवा कें (cid:13)ीय पुिलस/सुरक्षा/आसूचना संगठनों की यूिनट का, िजनका वह सदस्य है अथवा था, के नाम और सेवा विवरणों, िजसके िलए पदक प्रदान की करने की संस्तुित की गई है, का उल्लेख होगा।

3. 'उत्कृ ष्ट सेवा पदक' के अंतर्गत प्रदान किए गए पदकों की संख्या राज्य/संघ राज्य क्षेत्र/ सीपीओ/सीएपीएफ/एआर/एनएसजी तथा कें (cid:13) सरकार के आसूचना संगठन के पुिलस बल की स्वीकृ त संख्या के 1 प्रतिशत से अिधक नहR होनी चािहए।

4. पदक निम्निलिखत के िलए प्रदान किया जाएगा:

(i) 15 वर्ष की सतत सेवा; और

(ii) पुिलस सेवा अथवा कें (cid:13)ीय पुिलस/सुरक्षा संगठन/आसूचना संगठन की यूनिटों में िवशेष विशिष्ट रिकार्ड।

5. राज्यों/संघ राज्य क्षेत्रों के पुिलस विभागों के प्रमुखों अर्थात् पुिलस महानिदेशकों और प्रमुखों अर्थात कें (cid:13)ीय सशस्त्र पुिलस बलों और कें (cid:13)ीय पुिलस संगठनों के महानिदेशकों/निदेशकों/आसूचना एजेंसियों के िनदेशक को अपने पात्र पुिलस का*मकों को 'उत्कृ ष्ट सेवा पदक' प्रदान करने की शक्तियां प्रत्यायोिजत की जाती हैं।

6. पदक उस स्थिति में जब्त कर िलया जाएगा जब सरकार की राय में इसका धारक (cid:13)ोह अथवा ऐसे आचरण का दोषी हो िजससे बल को अप्रतिष्ठा िमली हो।

7. पदक की घोषणा राज्य/संघ राज्य क्षेत्र/सीएपीएफ/सुरक्षा संगठन द्वारा इस उद्देश्य के िलए यथानिर्धारित किसी उिचत ितिथ को की जाएगी।

8. मंत्रालय इन नियमों को लागू करने के िलए मानक प्रचालन प्रTिया (एसओपी) निर्धारित करेगा।

9. पदक प्रदान करने के संबंध में उत्पन्न किसी भी िववाद या िशकायत की स्थिति में के न्(cid:13)ीय गृह मंत्री का निर्णय अंितम होगा।

10. पदक का कोटा और पदक प्रदान करने की चयन प्रTिया इन नियमों के तहत नि*मत मानक प्रचालन प्रTिया (एसओपी) के अंतर्गत निर्धारित की जा सके गी।

अित उत्कृ ष्ट सेवा पदक

1. सतत सेवा के आधार पर पदक प्रदान करने संबंधी संस्तुितयां सतत सेवा के 25 वर्ष पूरे होने के बाद यथासंभव शीP की जाएंगी।

2. सभी संस्तुतियों में संस्तुत >यक्ति के नाम और पदनाम, पुिलस बल अथवा कें (cid:13)ीय पुिलस/सुरक्षा/संगठनों की यूिनट के नाम िजनका वह सदस्य है अथवा था और सेवा विवरणों, िजनके िलए पदक प्रदान की करने की संस्तुित की गई है, का उल्लेख होगा।

3. 'अित उत्कृ ष्ट सेवा पदक' के अंतर्गत प्रदान किए गए पदकों की संख्या राज्य/संघ राज्य क्षेत्र/सीपीओ/सीएपीएफ/ एआर/एनएसजी तथा कें (cid:13) सरकार के आसूचना संगठन के पुिलस बल की स्वीकृ त संख्या के 0.5 प्रतिशत से अिधक नहR होनी चािहए।

4. पदक निम्निलिखत के िलए प्रदान किया जाएगा:-

(i) 25 वर्ष की सतत सेवा

(ii) पुिलस सेवा अथवा कें (cid:13)ीय पुिलस/सुरक्षा संगठन/आसूचना संगठन की यूनिटों में िवशेष विशिष्ट रिकार्ड।

5. राज्यों/संघ राज्य क्षेत्रों के पुिलस विभागों के प्रमुखों अर्थात् पुिलस महानिदेशकों और प्रमुखों अर्थात् कें (cid:13)ीय सशस्त्र पुिलस बलों और कें (cid:13)ीय पुिलस संगठनों के महानिदेशकों/निदेशकों/आसूचना एजेंसियों के िनदेशक को अपने पात्र पुिलस का*मकों को 'अित उत्कृ ष्ट सेवा पदक' प्रदान करने की शक्तियां प्रत्यायोिजत की जाती हैं।

फा. सं. 23011/03/2018-पीएमए.—कें (cid:13)ीय गृह मंत्री, कें (cid:13)ीय सशस्त्र पुिलस बलों(सीएपीएफ)/कें (cid:13)ीय पुिलस संगठनों (सीपीओ), राज्य/संघ राज्य क्षेत्र पुिलस बलों और सुरक्षा संगठनों के सदस्यों के िलए जम्मू एवं कश्मीर (जे एंड के )/वामपंथी उ?वाद (एल डब्ल्यू ई) प्रभावित क्षेत्र, पूवVत्तर क्षेत्र में दो वर्ष की सतत सेवा में उत्कृ ष्ट कर्त>य निष्ठा के िलए "पुिलस आंतरिक सुरक्षा सेवा पदक- जम्मू एवं कश्मीर राज्य/एल डब्ल्यू ई क्षेत्र/पूवVत्तर क्षेत्र'' नामक पदक प्रारंभ करते हैं और इन पदकों को शािसत करने वाली निम्निलिखत संविधियों का सृजन, िवधान और स्थापना करते हैं जो अिधसूचना में उनकी तारीख से प्रभावी मानी जाएंगी।

पुिलस आंतरिक सुरक्षा सेवा पदक-जम्मू एवं कश्मीर राज्य/वामपंथी उ?वाद प्रभावित क्षेत्र/पूवVत्तर क्षेत्र

प्रथमतया: यह पुरस्कार पदक के रूप में होगा तथा इसे "पुिलस आंतरिक सुरक्षा सेवा पदक-जम्मू एवं कश्मीर राज्य/वामपंथी उ?वाद प्रभावित क्षेत्र/पूवVत्तर क्षेत्र'' का नाम दिया जाएगा (िजसे इसमें इसके पश्चात पदक कहा गया है)।

द्वितीय:- यह पदक गोल आकार का होगा और कप्रो-िनकल से बना होगा, िजसका रंग सुनहरा होगा तथा >यास 1 3/8 इंच होगा। इसके अ? भाग पर बीचों-बीच ''भारत के मानचित्र की रूपरेखा'' का िडजाइन उभरा होगा और बाX तरफ '' पुिलस आंतरिक सुरक्षा सेवा पदक'' हिदी में उत्कीर्ण होगा और इसकी दाX तरफ ''POLICE ANTRIK SURAKSHA SEVA PADAK" शब्द अं?ेजी में उत्कीर्ण होगा। पदक के िनचले भाग पर यथास्थिति जम्मू एवं कश्मीर राज्य/वामपंथी उ?वाद प्रभावित क्षेत्र/पूवVत्तर क्षेत्र उत्कीर्ण होगा। पदक के पृष्ठ भाग पर बीचों-बीच राज्य संप्रतीक बना होगा तथा इसके नीचे ''सत्यमेव जयते'' हिदी में िलखा होगा। ''सत्यमेव जयते'' के नीचे ''भारत सरकार'' हिदी में तथा उसके बाद"Government of India" अं?ेजी में िलखा होगा। हािशए पर उस >यक्ति का नाम अंकित होगा िजसे पदक प्रदान किया गया है।

तृतीय:- पदक राज्य/संघ राज्य क्षेत्र के मान्यता प्राप्त पुिलस बल और कें (cid:13)ीय सशस्त्र पुिलस बल/कें (cid:13)ीय पुिलस संगठनों या संघ के किसी अन्य सशस्त्र पुिलस बल के उन सदस्यों को दिया जाएगा जिन्होंने भारत सरकार द्वारा पदक प्रदान किए जाने के िलए निर्धारित स्थितियों और निर्धारित अविध के िलए सेवा प्रदान की हो/प्रदान करते हैं।

चतुर्थ:- ऐसे >यक्तियों के नाम जिन्हें पदक प्रदान किया जाना है एक रजिस्टर में िलखे जाएंगे और ऐसे नामों संबंधी रजिस्टर गृह मंत्रालय में मंत्रालय द्वारा निदYशित प्राधिकारी के पास रहेगा।

पंचम:- प्रत्येक पदक सीने पर बाX ओर लटकाया जाएगा और ''पुिलस आतंरिक सुरक्षा सेवा पदक-जम्मू एवं कश्मीर राज्य/वामपंथी उ?वाद प्रभावित क्षेत्र/पूवVत्तर क्षेत्र'' के मामले में 1 3/8 इंच चौड़ा रिबन निम्निलिखत रंग और आकार का होगा:

(क) जम्मू एवं कश्मीर राज्य- बाX ओर 8 िममी की नीली पZी, उसके बाद 5.45 िममी की सफे द पZी, उसके बाद 8 िममी की लाल पZी और उसके बाद 5.45 िममी की सफे द पZी और उसके बाद 8 िममी की नीली पZी रिबन के दािहने किनारे पर होगी।

(ख) वामपंथी उ?वाद क्षेत्र:- बाX ओर 8 िममी की नीली पZी, उसके बाद 5.45 िममी की हरी पZी, उसके बाद 8 िममी की लाल पZी उसके बाद 5.45 िममी की हरी पZी, उसके बाद 8 िममी की नीली पZी रिबन के दाएं किनारे पर होगी।

(ग) पूवVत्तर क्षेत्र:- बाX ओर 8 िममी की नीली पZी, उसके बाद 5.45 िममी की के सरिया पZी, उसके बाद 8 िममी की लाल पZी उसके बाद 5.45 िममी की के सरिया पZी और उसके बाद रिबन की दाX ओर 8 िममी की नीली पZी होगी।

षष्ठम:- कें (cid:13)ीय गृह मंत्री किसी भी >यक्ति को प्रदान किए गए उपयु र्क्त पदक को निरस्त करने अथवा रद्द करने के िलए सक्षम होंगे और ऐसी स्थिति में उस >यक्ति का नाम रजिस्टर से हटा दिया जाएगा। तथािप, के न्(cid:13)ीय गृह मंत्री को इस प्रकार जब्त किए गए पदक को पुन: बहाल करने का अिधकार होगा। प्रत्येक ऐसे >यक्ति, िजसे यह पदक प्रदान किया गया है, को इसे प्राप्त करने से पूर्व एक अनुबंध करना होगा कि यदि उसका नाम उपयु र्क्त ढंग से हटा दिया जाता है तो वह पदक लौटा देगा। प्रत्येक मामले में पदक को रद्द किए जाने अथवा उसे बहाल किए जाने की सूचना रजिस्टर में दर्ज की जाएगी।

सप्तम: इन संविधियों के उद्देश्य को पूरा करने के िलए िनयम बनाने का अिधकार गृह मंत्री को होगा।

1. सतत सेवा के आधार पर पदक प्रदान करने के िलए सक्षम प्राधिकारी द्वारा यथा अिधसूिचत संस्तुितयां जम्मू एवं कश्मीर राज्य/वामपंथी उ?वाद प्रभावित क्षेत्र/ पूवVत्तर क्षेत्र में प्रदत्त सेवाकाल(न्यूनतम 2 वर्ष) की सतत सेवा पूरी होने के बाद यथाशीP की जाएंगी।

2. सभी संस्तुतियों में संस्तुत >यक्ति के नाम और पदनाम, पुिलस बल, अथवा कें (cid:13)ीय पुिलस/सुरक्षा/संगठनों की यूिनट का, िजनका वह सदस्य है अथवा था और सेवा िववरण, िजनके िलए पदक प्रदान की करने की संस्तुित की गई है का उल्लेख होगा।

3. जम्मू एवं कश्मीर राज्य/वामपंथी उ?वाद प्रभावित क्षेत्र/पूवVत्तर क्षेत्र के िलए प्रदान किए जाने वाले पुिलस आंतरिक सुरक्षा सेवा पदक की संख्या की किसी एक वर्ष में कोई सीमा नहR होगी

4. यह पदक सक्षम प्राधिकारी द्वारा यथा अिधसूिचत जम्मू एवं कश्मीर राज्य/वामपंथी उ?वाद प्रभावित क्षेत्र/ पूवVत्तर क्षेत्र में 2 वर्ष की सतत सेवा के िलए प्रदान किया जाएगा। वामपंथी उ?वाद प्रभावित क्षेत्र वह होगा जो कें (cid:13)ीय सरकार द्वारा समय-समय पर अिधसूिचत किया जाएगा। उस क्षेत्र में उत्तरवर्ती 2 वर्ष की सतत सेवा के िलए पदक में एक बार (bar) जोड़ दिया जाएगा।

5. पदक की घोषणा राज्य/संघराज्य क्षेत्र/सीएपीएफ/सुरक्षा संगठन द्वारा इस उद्देश्य के िलए यथा निर्धारित किसी भी उिचत ितिथ पर की जाएगी।

6. राज्यों/संघ राज्य क्षेत्रों के पुिलस विभागों के प्रमुखों अर्थात् पुिलस महानिदेशकों और प्रमुखों अर्थात् कें (cid:13)ीय सशस्त्र पुिलस बलों/कें (cid:13)ीय पुिलस संगठनों के महािनदेशक को ऐसे पदक प्रदान करने की शक्ति दी जाएगी।

7. पदक उस स्थिति में जब्त कर िलया जाएगा जब कें (cid:13)ीय गृह मंत्री की राय में इसका धारक (cid:13)ोह अथवा ऐसे आचरण का दोषी हो िजससे बल की प्रतिष्ठा खराब ^ई है।

8. उपयु र्क्त पदक के िलए चयन प्रTिया का मानक प्रचालन प्रTिया में किए गए उल्लेख के अनुसार पालन किया जाएगा।

9. मंत्रालय इन नियमों को लागू करने के िलए मानक प्रचालन प्रTिया (एसओपी) लागू कर सकता है।

सं. 11024/04/2018-पीएमए.—के न्(cid:13)ीय गृह मंत्री के न्(cid:13)ीय सरकार के आसूचना संगठनों, राज्य/संघ राज्य क्षेत्रों के पुिलस बलों, के न्(cid:13)ीय पुिलस संगठनों, के न्(cid:13)ीय सशस्त्र पुिलस बलों, राष्ट्रीय सुरक्षा गारद, असम राइफल्स के आसूचना विग/शाखा/िवशेष शाखा के सदस्यों को उत्कृ ष्ट कार्य निष्पादन, अदम्य एवं साहिसक आसूचना सेवा के सम्मानस्वरूप प्रदान किए जाने वाले ''असाधारण आसूचना कु शलता पदक'' प्रारंभ करने, उनका िवधान करने एवं उन्हें शािसत करने वाली निम्निलिखत संविधियों की स्थापना करने की घोषणा करते हैं जो अिधसूचना की उनकी तारीख से प्रभावी मानी जाएंगी:

असाधारण आसूचना कु शलता पदक

प्रथमतया:- पुरस्कार पदक के रूप में होगा तथा उन्हें ''असाधारण आसूचना कु शलता पदक'' (िजसे इसमें इसके पश्चात पदक कहा गया है) का नाम दिया जाएगा।

द्वितीय:- पदक गोल आकार का होगा और सिल्वर गोल्ड गिल्ट से बना होगा िजसका >यास 1 3/8 इंच होगा तथा इसके अ? भाग पर बीचों- बीच ''कौटिल्य'' उत्कीर्ण होगा िजसके नीचे ''आसूचना लभते सुरक्षा'' तथा ऊपरी िसरे पर ''आसूचना सेवा'' एवं िनचले किनारे पर ''Aasuchana Sewa'' उत्कीर्ण होंगे। हिन्दी तथा अं?ेजी शब्दों को दोनों ओर बने एक छोटे िसतारे की आकृ ित पृथक करेगी। पदक के पृष्ठ भाग पर के न्(cid:13) में राज्य संप्रतीक तथा ''असाधारण आसूचना कु शलता पदक'' और ऊपरी तथा िनचले िसरे पर Tमश: ''Asadharan Aasuchana Kushalata Padak'' िलखा होगा। राज्य संप्रतीक के नीचे ''सत्यमेव जयते'' (हिन्दी में) िलखा होगा। राज्य संप्रतीक तथा इसके चारों आरे िलखे गए शब्दों के चारों ओर फू लों की माला का छल्ला बना होगा। हािशए पर उस >यक्ति का नाम िलखा होगा िजसे यह पदक प्रदान किया गया है।

तृतीय: यह पदक के वल के न्(cid:13) सरकार द्वारा अिधसूिचत आसूचना संगठनों के सदस्यों अथवा राज्य/संघ राज्य क्षेत्र पुिलस की आसूचना शाखा/िवशेष शाखाओं तथा के न्(cid:13)ीय पुिलस संगठनों, के न्(cid:13)ीय सशस्त्र पुिलस बलों, असम राइफल्स, एनएसजी के आसूचना विगों के ऐसे सदस्यों को प्रदान किया जाएगा जो आतंकवाद/उ?वाद/वि(cid:13)ोह इत्यादि का मुकाबला करने के िलए आसूचना एकत्रित करने का कार्य करने में लगे ^ए है तथा जिन्होंने आसूचना सं?हण में ऐसे असाधारण साहिसक एवं कु शलतापूर्ण कृ त्यों को अंजाम दिया है जिनकी वजह से जासूसी/वि(cid:13)ोह/आतंकवाद/उ?वाद/संगठित अपराधों के माcूलों का रहस्योdाटन करने में अथवा ऐसे संगठनों के सदस्यों को गिरeतार करने/पकड़ने/निष्प्रभावी बनाने में महत्वपूर्ण सफलता प्राप्त ^ई है।

चतुर्थ: पदक प्राप्तकर्ताओं के नाम कार्य की सुरक्षा तथा >यक्ति की पहचान को गुप्त रखने के कारण भारत के राजपत्र में प्रकाशित नहR किए जाएंगे। तथािप, गृह मंत्रालय द्वारा निदYशित किसी प्राधिकारी द्वारा ऐसे नामों से संबंिधत रजिस्टर रखा जा सकता है।

पंचम: प्रत्येक पदक सीने पर बाX तरफ लटकाया जाएगा और 1 3/8 इंच चौड़ाई का रिबन आधा नीला तथा आधा चमकीले श्वेत वर्ण वाला होगा और इन दोनों रंगों को 1/8 इंच चौड़ी खड़ी लाल रंग की रेखा पृथक करेगी।

षष्ठम: आसूचना संबंधी कोई ऐसा कृ त्य िजसके सम्मानस्वरूप ''असाधारण आसूचना कु शलता पदक'' का सम्मान प्रदान किया जाना चािहए fकतु, ऐसे >यक्ति द्वारा किया जाता है िजसे पहले ही पदक प्रदान किया जा चुका है, तो उसे उस रिबन िजससे पदक लटकाया गया है, पर एक बार (Bar) लगाकर दर्ज किया जाएगा। ऐसे प्रत्येक अतिरिक्त कृ त्य के िलए एक अतिरिक्त बार (Bar) जोड़ा जाएगा और प्रदान किए गए प्रत्येक बार (Bar) के िलए गोल्ड गिल्ट के साथ छोटा सिल्वर गुलाब रिबन से तब जोड़ा जाएगा जब अके ले पहना जाए।

सं.11024/04/2018पीएमए.—"असाधारण आसूचना कु शलता पदक'' प्रदान करने से संबंिधत संविधियों की 'अष्ठम' संिविध के अनुसार उनका अिधशासन करने वाले निम्निलिखत िनयम अिधसूिचत किए जाते हैं जो अपनी अिधसूचना की तारीख से प्रभावी माने जाएंगे:

1. आतंकवाद/उ?वाद/वि(cid:13)ोह, आदि की रोकथाम करने के िलए आसूचना सेवा में दिखाए गए ऐसे असाधारण साहस और कौशल संबंधी कृ त्यों के आधार पर, िजनसेया तो जासूसी/ आतंकवाद/उ?वाद/संगठित अपराधों के मॉcूल्स का पता लगाने में या तो महत्वपूर्ण सफलता िमली हो अथवा ऐसे संगठनों के सदस्यों गिरeतार किया गया है/उन्हें पकड़ा गया हो, उस अवसर के बाद जब असाधारण साहस और कौशल दिखाया गया हो यथासंभव शीP पदक प्रदान करने के िलए संस्तुितयां की जाएंगी।

2. सभी संस्तुतियों में संस्तुत >यक्ति के नाम और पदनाम, कें (cid:13)ीय सरकार के उस आसूचना संगठन तथा राज्य/संघ राज्य क्षेत्र पुिलस, सीपीओ, सीएपीएफ, एआर तथा एनएसजी की आसूचना विग/शाखा/िवशेष शाखा िजसका वह सदस्य है अथवा था, के नाम एवं उस आसूचना सेवा के विवरणों का उल्लेख होगा िजनके िलए पदक प्रदान करने की संस्तुित की गई है।

3. पदक निम्निलिखत के िलए प्रदान किया जाएगा:-

(i) आतंकवाद/उ?वाद/वि(cid:13)ोह, आदि की रोकथाम करने के िलए ऐसी आसूचना एकत्र करने में दिखाए गए ऐसे असाधारण साहस और कौशल संबंधी कृ त्य िजनसे जासूसी/ आतंकवाद/उ?वाद/संगठित अपराधों के मॉcूल्स का पता लगाने में अथवा ऐसे संगठनों के सदस्यों को गिरeतार करने/पकड़ने में अत्यिधक सफलता िमली हो।

(ii) कें (cid:13) सरकार के संगठनों तथा राज्य/ संघ राज्य क्षेत्र पुिलस, सीपीओ, सीएपीएफ, एआर, एनएसजी के आसूचना िवभाग/विग/शाखा/िवशेष शाखा में आसूचना सेवा का िवशेष विशिष्ट रिकॉर्ड।

(iii) गंभीर और Gापक रूप से अपराध और सार्वजनिक अ>यवस्था के विरूh आसूचना एकत्र करने में िवशेष प्रयास।

4. पदक प्रदान करने के िलए कोई अर्हक सेवा नहR होगी िजसे के वल अत्यिधक असाधारण योग्यता और मैरिट की िविशष्ट आसूचना सेवा के िलए प्रदान किया जाना होता है।

5. पदक के िलए उम्मीदवारों का चयन करने के िलए त्रिस्तरीय जाँच प्रकिया का पालन किया जाएगा िजसका ब्यौरा निम्नानुसार है:-

(क) के न्(cid:13)ीय सरकार के आसूचना संगठनों के प्रमुख और राज्य/संघ राज्य क्षेत्र पुिलस की आसूचना विग/ब्रांच/िवशेष ब्रांच, सीपीओ, सीएपीएफ, एआर और एनएसजी के प्रमुख नािमित का चयन करने और गृह मंत्रालय को सिफारिश भेजने के िलए संगठन/राज्य के स्तर पर नामांकन की जाँच करने के िलए वरिष्ठ स्तरीय अधिकारियों की सिमित का गठन करेंगे।

(ख) के न्(cid:13)ीय सरकार के आसूचना संगठनों और गृह मंत्रालय के माध्यम से राज्य/संघ राज्य क्षेत्र पुिलस, सीपीओ, सीएपीएफ, एआर और एनएसजी की आसूचना विग/ब्रांच/िवशेष ब्रांच से प्राप्त सिफारिशों की जांच करने के िलए डीआईबी द्वारा गठित िवशेष िनदेशक, आईबी की अध्यक्षता में एक उप सिमित516 [Hkkx Iµ[k.M 1 Hkkjr dk jkti=] tqykbZ 28] 2018 ¼Jko.k 6] 1940½ (ग) गृह सिचव की अध्यक्षता में गृह मंत्रालय में चयन सिमित जिसमें डीआईबी एक सदस्य होगा और राज्य/संघ राज्य क्षेत्र के 2- डीजीएसपी (वर्णानुTम में रोटेशन द्वारा) और रोटेशन द्वारा सीएपीएफ के 1 डीजी (बड़े संगठन को प्राथमिकता दी जाएगी) प्रत्येक वर्ष पदक प्रदान करने के िलए सभी नामांकनों की जांच करेंगे और सिफारिश करेंगे।

6. मंत्रालय स्तरीय सिमित द्वारा की गई सिफारिश के न्(cid:13)ीय गृह मंत्री के विचारार्थ और अनुमोदनार्थ प्रस्तुत की जाएगी।

7. पदक उस स्थिति में जब्त कर िलया जाएगा जब कें (cid:13)ीय गृह मंत्री की राय में इसका धारक (cid:13)ोह, कार्रवाई में कायरता अथवा ऐसे ही आचरण का दोषी हो िजससे बल को अप्रतिष्ठा िमली हो।

8. प्रत्येक िवजेता को पदक के साथ के न्(cid:13)ीय गृह मंत्री के हस्ताक्षर वाला प्रमाणपत्र (स्Tोल) प्रदान किया जाएगा।

9. मंत्रालय इन नियमों को लागू करने के िलए मानक प्रचालन प्रTिया (एसओपी) निर्धारित कर सकता है।

10. पदक प्रदान करने के संबंध में उत्पन्न होने वाले किसी भी िववाद या िशकायत के मामले में के न्(cid:13)ीय गृह मंत्री का निर्णय अंितम होगा।

11. राज्य/संघ राज्य क्षेत्र/के न्(cid:13)ीय आसूचना संगठन/ इकाई द्वारा इस उद्देश्य के िलए यथानिर्धारित किसी उिचत ितिथ को "असाधारण आसूचना कु शलता पदक'' की घोषणा के िलए संस्तुितयाँ निर्धारित तारीख से कम से कम तीन माह पहले गृह मंत्रालय में प^ंच जाएं।

के न्(cid:13)ीय गृह मंत्री विशिष्ट ऑपरेशन पदक

1. पुिलस क*मयों को वि(cid:13)ोह-रोधी/राष्ट्र-रोधी तत्वों से मुकाबला करने के िलए तथा आंतरिक/सीमावर्ती सुरक्षा के िलए िवदेश मंत्रालय में उनकी प्रतिनियुक्ति के दौरान भारत में या भारत से बाहर प्रमुख बचाव अभियानों सिहत विशिष्ट ऑपरेशनों में राज्य/संघ राज्य क्षेत्र के पुिलस बलों, कें (cid:13)ीय पुिलस संगठनों(सीपीओ)/कें (cid:13)ीय सशस्त्र पुिलस बलों (सीएपीएफ) और सुरक्षा संगठनों के सदस्यों के रूप में भाग लेने या किसी प्रकार से सहायता प्रदान करने के आधार पर पुरस्कार प्रदान करने की सिफारिशें की जाएंगी।

2. सभी सिफारिशों में सिफारिश किए गए >यक्ति का नाम तथा रैंक, पुिलस बल का नाम या सीपीओ/सीएपीएफ तथा सुरक्षा संगठनों की यूिनट िजसका वह सदस्य है या था और उस विशिष्ट ऑपरेशन के ब्यौरे िजसके िलए पदक प्रदान करने की सिफारिश की गई है, का उल्लेख होगा।

3. एक वर्ष में विशिष्ट ऑपरेशनों के िलए प्रदान किए जाने वाले पदकों की संख्या की कोई सीमा नहR होगी।

4. यह पदक, पदक धारक द्वारा अनिष्ठा दिखाने, कार्रवाई में कायरता दिखाने तथा या ऐसे आचरण कादोषी पाए जाने पर िजससे कें (cid:13)ीय गृह मंत्री की राय में बल की प्रतिष्ठा खराब ^ई हो, जब्त किया जा सके गा।

5. के न्(cid:13)ीय गृहमंत्री विशिष्ट ऑपरेशन पदक की घोषणा राज्य/संघ राज्य क्षेत्र/ के न्(cid:13)ीय सशn पुिलस बल/ सुरक्षा संगठनों के परामर्श से गृह मंत्रालय द्वारा किसी भी उपयुक्त तारीख पर की जा सके गी। पदक के िलए सिफारिश गृह मंत्रालय को विशिष्ट अिभयान के तीन माह की अविध के भीतर प^ँच जानी चािहए।

6. उम्मीदवारों का चयन करने के िलए दो स्तरीय जाँच प्रTिया का नीचे दिए गए िववरण के अनुसार पालन किया जाएगा:-

(क) संगठन के प्रमुख नामितिओं का चयन करने और गृह मंत्रालय को सिफारिश भेजने के िलए संगठन/राज्य के स्तर पर नामांकनों की जाँच करने के िलए वरिष्ठ स्तरीय अधिकारियों की सिमित का गठन करेंगे।

(ख) गृह मंत्रालय में एक सिमित सभी नामांकनों की जाँच करेगी तथा पदक के िलए सिफारिश करेगी। गृह सिचव की अध्यक्षता वाली चयन सिमित में आसूचना ब्यूरो के िनदेशक सदस्य होंगे तथा राज्यों/संघराज्य क्षेत्रों के 2 डीजीपी वर्णानुTम के अनुसार रोटेशन द्वारा और सीएपीएफ के 1 डीजी रोटेशन द्वारा (बड़े संगठन को प्राथमिकता दी जाएगी) प्रति वर्ष सिमित में सदस्य के रूप में शािमल होंगे।

(ग) के न्(cid:13)ीय गृह मंत्री गृह मंत्रालय की चयन सिमित द्वारा संस्तुत पदक विजेताओं की अंितम सूची का अनुमोदन करने के िलए सक्षम प्राधिकारी होंगे।

7. प्रत्येक िवजेता को पदक के साथ के न्(cid:13)ीय गृह मंत्री के हस्ताक्षर वाला प्रमाणपत्र (स्Tोल) प्रदान किया जाएगा।

8. इन नियमों को लागू करने के िलए मंत्रालय मानक प्रचालन प्रTिया (एसओपी) निर्धारित करेगा।

9. पदक प्रदान करने के संबंध में उत्पन्न होने वाले किसी भी िववाद या िशकायत के मामले में के न्(cid:13)ीय गृह मंत्री का निर्णय अंितम होगा।

कें (cid:13)ीय गृह मंत्री विशिष्ट ऑपरेशन पदक

प्रथमतया: पुरस्कार एक पदक के रूप में होगा तथा इसे ''के न्(cid:13)ीय गृहमंत्री विशिष्ट ऑपरेशन पदक'' (िजसे इसमें इसके पश्चात् पदक कहा गया है) का नाम दिया जाएगा।

द्वितीय: पदक गोल आकार का होगा तथा कप्रो-िनकल का बना होगा। इसका >यास वज़न''पुिलस(िवशेष cूटी) पदक'' के समान 1 3/8 इंच होगा। पदक के अ? भाग पर बीचों बीच 'सरदार पटेल के चेहरे' की आकृ ित होगी। इसके नीचे 'जय भारत' तथा ऊपरी किनारे पर ''राष्ट्र प्रहरी'' (िहन्दी में) और िनचले किनारे पर ''Sentinel of the Nation'' (अं?ेजी में) उत्कीर्ण होगा। हिन्दी तथा अं?ेजी उत्कीर्ण शब्दों को दोनों ओर बनी एक छोटे से िसतारे की आकृ ित पृथक करेगी। पदक के पृष्ठ भाग पर बीचों-बीच राज्य संप्रतीक उत्कीर्ण होगा। पदक के ऊपरी एवं िनचले किनारे पर Tमश: ''के न्(cid:13)ीय गृह मंत्री विशिष्ट ऑपरेशन पदक'' (हिन्दी में) तथा ''Union Home Minister's Special Operation Medal''(अं?ेजी में) िलखा होगा। ''सत्यमेव जयते'' (हिन्दी में) राज्य संप्रतीक के नीचे िलखा होगा। राज्य संप्रतीक तथा इसके चारों ओर िलखे शब्दों के चारों ओर फू लों की माला का छल्ला बना होगा।

तृतीय: यह पदक राज्य/संघराज्य क्षेत्र, क्षेत्र या देश की सुरक्षा पर प्रत्यक्ष प्रभाव या असर डालने वाले महpवपूर्ण प्रकृ ति या स्तर के अभियानों के सफल संचालन पर या बड़े बचाव अभियानों में भाग लेने के िलए रैंक/Nेणी/सेवा की ओर ध्यान दिए िबना राज्य/संघ राज्य क्षेत्र पुिलस बलों, के न्(cid:13)ीय पुिलस संगठनों/के न्(cid:13)ीय सशn पुिलस बलों तथा सुरक्षा संगठनों के के वल उन्हR का*मकों को प्रदान किया जाएगा जिन्होंने अपनी तैनाती के दौरान भारत के भीतर अथवा देश के बाहर िवदेश मंत्रालय में प्रतिनियुक्ति पर वि(cid:13)ोह-रोधी/राष्ट्र-रोधी तत्वों से मुकाबला करने, आंतरिक/सीमावर्ती सुरक्षा इत्यादि से जुड़े ऐसे किसी विशिष्ट ऑपरेशन में भाग िलया है या किसी तरह से सहायता की है।

चतुर्थ: पदक प्राप्तकर्ता पुिलस का*मकों के नाम भारत के राजपत्र में प्रकाशित किए जाएंगे fकतु राज्य/संघ राज्य क्षेत्र पुिलस बलों/के न्(cid:13)ीय पुिलस संगठनों/के न्(cid:13)ीय सशस्त्र पुिलस बलों के आसूचना संगठनों/इकाइयों के सदस्यों के नाम इसमें शािमल नहR होंगे तथा ऐसे >यक्तियों के नामों के एक रजिस्टर का गृह मंत्रालय द्वारा निदYशित प्राधिकारी द्वारा रखरखाव किया जाएगा।

पंचम: प्रत्येक पदक 1 3/8 इंच चौड़े एक रिबन जो आधा पीला तथा आधा सिल्वर सफे द रंग का होगा तथा इन दो रंगों को 1/8 इंच चौड़ी एक खड़ी नीली रेखा पृथक करेगी, से सीने की बाX ओर लटकाया जाएगा।

छठा: पहली बार पदक के िलए अर्ह ^ए >यक्ति को पदक प्रदान किया जाएगा तथा उसके उपरांत पदक के िलए अर्हता प्राप्त करने पर पदक के ऊपरएक बार (Bar) प्रदान किया जाएगा।

सप्तम: के न्(cid:13)ीय गृह मंत्री किसी भी >यक्ति को प्रदान किए गए उपयु र्क्त पदक को निरस्त करने और रद्द करने के िलए सक्षम होंगे और ऐसी स्थिति में उस >यक्ति का नाम रजिस्टर से हटा दिया जाएगा तथा पदक को जब्त कर िलया जाएगा। तथािप, के न्(cid:13)ीय गृह मंत्री को किसी Gक्ति से इस प्रकार जब्त किए गए पदक को पुन: बहाल करने का अिधकार होगा। प्रत्येक ऐसे >यक्ति, िजसे यह पदक प्रदान किया गया है को इसे प्राप्त करने से पूर्व एक अनुबंध करना होगा कि यदि उसका नाम उपयु र्क्त ढंग से हटा दिया जाता है तो वह पदक लौटा देगा। प्रत्येक मामले में पदक को रद्द किए जाने अथवा उसे बहाल किए जाने की सूचना भारत के राजपत्र में प्रकाशित की जाएगी।

अष्ठम: इन संविधियों के उद्देश्य को पूरा करने के िलए िनयम बनाने का अिधकार गृह मंत्रालय को होगा।

सं. 5/12/2016-चमड़ा - कें (cid:13) सरकार ने चमड़ा और फु टिवयर क्षेत्र में रोजगार सृजन के िलए एक िवशेष पैके ज को मंजूरी दी है। पैके ज में 2017-18 से 2019-20 तक तीन वित्तीय वषF के दौरान 2,600 करोड़ sपए के अनुमोदित Gय के साथ कें (cid:13)ीय क्षेत्र योजना 'भारतीय फु टिवयर, चमड़ा और सहायक साम?ी िवकास कार्यTम (आईएफएलएडीपी)' का कार्यान्वयन शािमल है।

2. इस योजना से चमड़ा क्षेत्र के िलए बुिनयादी ढांचे का िवकास, चमड़ा क्षेत्र से संबंिधत पर्यावरण संबंधी चिताओं का समाधान, अतिरिक्त िनवेश की सुिवधा, रोजगार सृजन और उत्पादन में वृhि होगी।

3. 2017-18 से 2019-20 के दौरान आईएफएलएडीपी के तहत निम्नलिखित उप-योजनाएं कार्यान्वित की जाएंगी: -

(i) मानव संसाधन िवकास (एचआरडी)

(ii) चमड़ा क्षेत्र का एकीकृ त िवकास (आईडीएलएस)

(iii) संस्थागत सुविधाओं की स्थापना

(iv) मेगा लेदर, फु टिवयर और सहायक साम?ी क्लस्टर (एमएलएफएसी)

(v) चमड़ा प्रौद्योगिकी, अिभनवीकरण और पर्यावरण संबंधी मुद्दे

(vi) चमड़ा, फु टिवयर और सहायक साम?ी क्षेत्र में भारतीय ब्रांडों का संवर्धन

(vii) चमड़ा, फु टिवयर और सहायक साम?ी क्षेत्र के िलए अतिरिक्त रोजगार प्रोत्साहन

5. आईएफएलएडीपी के तहत उप-योजनाओं का प्रभावी कार्यान्वयन सुनिuित करने के िलए, एक अिधकार-प्राप्त सिमित, एक संचालन सिमित तथा एक सलाहकार सिमित का गठन करने का निर्णय िलया गया है।

6. अिधकार-प्राप्त सिमित के विचारार्थ िवषय निम्नानुसार होंगे:-

(i) भारतीय फु टिवयर, चमड़ा और सहायक साम?ी िवकास कार्यTम के कार्यान्वयन की िनगरानी।

(ii) भारतीय फु टिवयर, चमड़ा और सहायक साम?ी िवकास िवकास कार्यTम के तहत विभिन्न उप-योजनाओं के दिशा-निदYशों में संशोधन का सुझाव देना और चमड़ा क्षेत्र के िवकास के िलए वांिछत परिणाम प्राप्त करने के िलए अपेक्षित/अनिवार्य विशिष्ट उपायों का सुझाव देना।

(iii) चमड़ा उद्योग से संबंिधत अथवा उनसे जुड़े विभिन्न मंत्रालयों/विभागों द्वारा कार्यान्वित की जा रही योजनाओं के बारे में जानकारी का समन्वय एवं संकलन करना और चमड़ा क्षेत्र के सम? िवकास के िलए सभी संबंधितों को उसका प्रसार करना।

(iv) संचालन सिमित को प्रदत्त शक्तियों के अलावा भारतीय फु टिवयर, चमड़ा और सहायक सामा?ी िवकास कार्यTम की उप-योजनाओं के तहत प्रस्तावों को मंजूरी देना।

(v) संबंिधत दिशा-निदYशों में उल्लिखितानुसार भारतीय फु टिवयर, चमड़ा और सहायक सामा?ी िवकास कार्यTम की सभी उप-योजनाओं से संबंिधत विशिष्ट मुद्दों को मंजूरी देना।

(vi) किसी भी अन्य मुद्दे को शािमल करना जो ऊपर नहR दिया गया है।

7. सिमित अपनी प्रTियाओं को स्वयं िवकिसत करेगी और एक या एक से अिधक उप-समितियों का गठन कर सकती है। यह समय-समय पर और आवश्यकतानुसार बैठक करेगी।

8. अिधकार-प्राप्त सिमित का गठन निम्नानुसार होगा: -

9. संचालन समिति के विचारार्थ िवषय निम्नानुसार होंगे:-

(i) प्रभावी Tियान्वयन सुनिuित करना, कार्यप्रणालियों को निर्धारित करना, आधुनिकीकरण कार्यTम के िलए आवश्यक मानक संयत्र और मशीनरी के िलए िनयामक कीमतों का निर्णय करना, सरकार से वित्तीय सहायता की स्वीकृ ति प्राप्त करना और चमड़ा क्षेत्र का एकीकृ त िवकास (आईडीएलएस) उप-योजना के तहत औद्योगिक इकाईयों के िलए सरकार से वित्तीय सहायता की िनगरानी तथा संिवतरण करना

(ii) भारतीय फु टिवयर, चमड़ा और सहायक साम?ी िवकास कार्यTम के अंतर्गत 'चमड़ा प्रौद्योगिकी, अिभनवीकरण और पर्यावरणीय मुद्दों' संबंधी उप-योजना के मानव संसाधन िवकास तथा सामान्य बहिvाव आशोधन संयंत्र संघटक की उप- योजनाओं के तहत 15 करोड़ s. तक की लागत वाले प्रस्तावों का अनुमोदन और520 [Hkkx Iµ[k.M 1 Hkkjr dk jkti=] tqykbZ 28] 2018 ¼Jko.k 6] 1940½ (iii) भारतीय फु टिवयर, चमड़ा और सहायक साम?ी विकास कार्यTम के तहत विभाग द्वारा स्वीकृ त परियोजनाओं के कार्यान्वयन की निगरानी करना।

(iv) संबंिधत दिशानिदYशों में उल्लिखितानुसार आईएफएलएडीपी की सभी उप-योजनाओं से संबंिधत विशिष्ट मुद्दों का समाधान करना।

(v) अिधकार-प्राप्त समिति द्वारा सxपा गया अन्य कोई भी कार्य।

10. सिमित अपनी प्रTियाओं को िवकिसत करेगी और आवश्यकतानुसार एक या एक से अिधक उप-समितियों का गठन कर सकती है। यह समय-समय पर और आवश्यकतानुसार बैठक करेगी।

(iii) संबंिधत दिशानिदYशों में उल्लिखितानुसार, आईएफएलएडीपी की सभी उप-योजनाओं से संबंिधत विशिष्ट मुद्दों का समयबh समाधान करना।

(iv) अिधकार-प्राप्त सिमित एवं संचालन सिमित द्वारा सxपा गया अन्य कोई भी कार्य।

13. सिमित आवश्यकतानुसार अपनी प्रTियाओं को विकसित करेगी। यह समय -समय पर और आवश्यकतानुसार बैठक करेगी।

No. 11024/02/2018-PMA – The Union Home Minister is pleased to institute an award for permanent police personnel and other permanent support staff working in Central Armed Police Forces, State/UT Police Forces, Central Police Organisations, Assam Rifles, National Security Guards, Intelligence organizations of the Central Government/State/UT/CAPF, Home Guards and any other armed Police force of the Union throughout the Indian Union in consideration of the long service medal based on the length of service after 15 / 25 years of service to be designated "UTKRISHT SEVA PADAK" and "ATI UTKRISHT SEVA PADAK" and to make, ordain and establish the following statutes governing them which shall be deemed to have effect from the date of their notification.

UTKRISHT SEVA PADAK

Firstly – The award shall be in the form of a Medal styled and designated as the "UTKRISHT SEVA PADAK" (hereinafter referred to as Medal).

Secondly - The Medal shall be circular in shape, made of cupro-nickel and will be of silver colour, one and three eighth inches in diameter, and shall have embossed on the obverse the design of "OUTLINE OF MAP OF INDIA" in the Centre and shall have engraved "UTKRISHT SEVA PADAK" in Hindi on the upper edge and the words "UTKRISHT SEVA PADAK" in English inscribed on the lower edge thereof. On the reverse, it shall have embossed the State Emblem in the Centre and words "SATYAMAVE JAYATE" in Hindi shall be embossed below the State Emblem. The words "BHARAT SARKAR" in Hindi followed by "Government of India" in English will be embossed below "SATYAMAVE JAYATE".

Thirdly – The Medal shall only be awarded to those who have either performed their duties with conspicuous devotion, skill and courage as members of police forces within the territory of India, continuously for 15 Years.

Fourthly – The names of those to whom this Medal may be awarded may be kept in the Register of such names which will be maintained by concerned States/UT/s/CAPFs/CPOs.

Fifthly – Each Medal shall be suspended from the left breast and the riband, of an inch and three eighth in width, shall, in the case of UTKRISHT SEVA PADAK, be half blue and half red of the standard size.

Sixthly – It shall be competent for the Union Home Minister to cancel and annul the award to any person of the above decoration and that there upon his name in the Register shall be erased. It shall, however, be competent for Union Home Minister to restore any decoration, which may have been so forfeited. Every person to whom the said decoration is awarded shall, before receiving the same, enter into an agreement, to return the medal if his name is erased as aforesaid. Notice of cancellation or restoration in every case shall be entered in the Register.

Seventhly – It shall be competent for Ministry of Home Affairs to make rules to carry out the purpose of these Statutes.

ATI UTKRISHT SEVA PADAK

Firstly – The award shall be in the form of a Medal and styled and designated the " ATI UTKRISHT SEVA PADAK" (hereinafter referred to as the Medal).

Secondly - The Medal shall be circular in shape, made of cupro-nickel and will be of golden colour, one and three eighth inches in diameter, and shall have embossed on the obverse the design of "OUTLINE OF MAP OF INDIA" in the Centre and shall have engraved "ATI UTKRISHT SEVA PADAK" in Hindi on the upper edge and the words "ATI UTKRISHT SEVA PADAK" in English inscribed on the lower edge thereof. On the reverse, it shall have embossed the State Emblem in the Centre and words "SATYAMAVE JAYATE" in Hindi shall be embossed below the State Emblem. The words "BHARAT SARKAR" in Hindi followed by "Government of India" in English will be embossed below "SATYAMAVE JAYATE".

Thirdly – The Medal shall only be awarded to those who have either performed their duties with conspicuous devotion, skill and courage as members of police forces within the territory of India, for continuously for 25 Years.

Fourthly – The names of those to whom this Medal may be awarded may be kept in the Register of such names which will maintained by concerned States/UT/s/CAPFs/CPOs.

Fifthly – Each Medal shall be suspended from the left breast and the riband, of an inch and three eighth in width, shall, in the case of ATI UTKRISHT SEVA PADAK, be one third blue, one third yellow and one third Red.

Sixthly – It shall be competent for the Union Home Minister to cancel and annul the award to any person of the above decoration and that there upon his name in the Register shall be erased. It shall, however, be competent for Union Home Minister to restore any decoration, which may have been so forfeited. UTKRISHT SEVA PADAK

1. Recommendations for award on the ground of continuous service shall be made as soon as possible after the completion of 15 years of continuous service .

2. All the recommendations shall state the name and rank of the person recommended, the name of the Police Force, or the Unit of the Central Police/Security/Intelligence Organizations of which he is or was a member and particulars of the service for which the grant of the medal is recommended.

3. The number of medals awarded for UTKRISHT SEVA PADAK should not be more than 1% of the sanctioned strength of the Police Force of the State/UT/CAPF/ CPO/AR/NSG and Intelligence organization of Central Government. 4. The medal shall be awarded for:

(i) 15 years of continuous service; and

(ii) A special distinguished record in police service or in the Units of Central Police / Security Organization/Intelligence Organisation.

5. The Heads of Police Departments in the States/Union Terrorities that is, Director General of Police and Heads that is Director Generals/Director of the Central Armed Police Forces and Central Police Organisations/Director of Intelligence Agencies are delegated the powers to award Utkrisht Seva Padak to their eligible police personnel .

6. The Medal is liable to be forfeited when the holder is guilty of disloyalty or such conduct as in the opinion of the Government brings the force into disrepute.

7. The medal will be announced on any suitable date as fixed for the purpose by the State/UT/CAPF/Security organization.

8. The Ministry may lay down standard operating procedure (SOP) for giving effect to these Rules.

9. In case of any dispute or complaint arising in connection with the award of the Medal, the decision of the Union Home Minister shall be final.

10. The quota of the medal and Selection procedure for awarding the medal may be prescribed in the Standard Operating Procedure (SOPs) made under these Rules.

ATI UTKRISHT SEVA PADAK

1. Recommendations for award on the ground of continuous service shall be made as soon as possible after the completion of 25 years of continuous service.

2. All the recommendations shall state the name and rank of the person recommended, the name of the Police Force, or the Unit of the Central Police/Security Organizations of which he is or was a member and particulars of the service for which the grant of the medal is recommended.

3. The number of medals awarded for ATI UTKRISHT SEVA PADAK should not be more than 0.5% of the sanctioned strength of the Police Force of the State/UT/CAPF/CPO/AR/NSG and Intelligence organization of Central Government.

4. The medal shall be awarded for

(i) 25 years of continuous service; and (ii) A special distinguished record in police service or in the Units of Central Police / Security Organization/ Intelligence Organization.

5. POLICE ANTRIK SURAKSHA SEVA PADAK – J&K STATE /LWE REGION/ NE REGION

Firstly – The award shall be in the form of a Medal and styled and designated the "POLICE ANTRIK SURAKSHA SEVA PADAK–J&K STATE/ LWE REGION/NE REGION (hereinafter referred to as the Medal).

Secondly - The Medal shall be circular in shape, made of cupro-nickel and will be of golden colour, one and three eighth inches in diameter, and shall have embossed on the obverse the design of "OUTLINE OF MAP OF INDIA" in the

Centre and shall have engraved ''पुिलस आंत(cid:9)रक सुर(cid:12)ा सेवा पदक'' in Hindi on the left edge and the words "POLICE ANTRIK SURAKSHA SEVA PADAK" in English inscribed on the right edge thereof. The bottom of the medal shall have embossed the "J&K STATE / LWE REGION/NE REGION" as the case may be. On the reverse, it shall have embossed the

State Emblem in the centre and the words ''सत ्यमेव जयते ''in Hindi shall be embossed below the State Emblem. The words

''भारत सरकार ''in Hindi followed by "Government of India" in English will be embossed below "SATYAMAVE JAYATE". On the rim, the name of the person to whom the medal has been awarded, shall be inscribed.

Thirdly – The medal shall be awarded to those members of a recognized Police Force of State/UT and Central Armed Police Forces/Central Police Organizations and any other Armed Police Force of the Union who have performed/perform service in such conditions and for such period, as may be prescribed by Government of India for the award.

Fourthly – The names of those to whom this medal be awarded, a Register of such names may be kept in the Ministry of Home Affairs by such authority as the Ministry may direct.

3. The number of medals awarded for POLICE ANTRIK SURAKSHA SEVA PADAK FOR J&K STATE /LWE REGION/NE REGION will have no limit in any one year.

4. The medal shall be awarded for 2 years of continuous service in J&K State/ LWE region / NE region as notified by competent authority. LWE region are as notified by Central government from time to time. A bar will be added to the medal for subsequent 2 years continuous service in that Region.

5. The medal will be announced on any suitable date as fixed for the purpose by the State/UT/CAPF/Security organisation.

6. The Heads of Police Departments in the States/UTs, that is Director General of Police (DGP) and Heads that is DG of the CAPFs/CPOs will be empowered to award the medals.

7. The Medal is liable to be forfeited when the holder is guilty of disloyalty or such conduct as in the opinion of the Union Home Minister, brings the force into disrepute.

8. Selection procedure for the above Medal will be followed as mentioned in standard operation procedure.

ASADHARAN AASUCHANA KUSHALATA PADAK

Firstly: The award shall be in the form of a Medal and styled and designated the "Asadharan Aasuchana Kushalata Padak" (hereinafter referred to as the Medal).

Secondly: The Medal shall be circular in shape, made of silver gold gilt, one and three eighth inches in diameter and

shall have embossed on the obverse the symbol of "Kautilya" in the Centre with the "आसूचना लभते सुर(cid:12)ा" inscribed below

and shall have engraved on the upper edge, the words "आसूचना सेवा "and the words "Aasuchana Sewa" inscribed on the lower edge. Hindi and English inscription shall be separated by a small Star appearing on either side. On the reverse, it shall

have embossed the State Emblem in the centre and words "असाधारण आसूचना कु शलता पदक" and "Asadharan Aasuchana

Kushalata Padak" on the upper and lower edge respectively. The words "स(cid:29)यमेव जयते" (in Hindi) shall be embossed below the State Emblem. The State Emblem and the writings around it shall be encircled by a wreath. On the rim, the name of the person to whom the Medal has been awarded, shall be inscribed.

Thirdly: The Medal shall only be awarded to the Members of Intelligence organizations notified by Central Government or Members of Intelligence Branch/Special Branches of State/UT Police and Intelligence Wings of CPOs, CAPF, AR, NSG engaged in intelligence gathering for combating terrorism/militancy/insurgency etc. and performed acts of exceptional courage and skill in intelligence gathering, leading to significant breakthrough in unearthing of modules of espionage/insurgency/terrorism/ militancy/organised crimes or in arrest/capture/neutralization of members of such outfits.

Fourthly: The name of those to whom this Medal is awarded may not be published in the Gazette of India for the reason of security of the work and need to safeguard the identity of the person. However, a Register of such names may be kept by such authority as directed by MHA.

Fifthly: Each Medal shall be suspended from the left breast and the riband, of one and three eighth inches in width, shall be half blue and silver white, the two colours being separated by a vertical red line 1/8" in width.

Sixthly: Any act of Intelligence, which is worthy of recognition by the award of "Asadharan Aasuchana Kushalata Padak" but is performed by one upon whom the Decoration has already been conferred, may be recorded by a Bar attached to the riband by which the Medal is suspended. For every such additional act an additional Bar may be added and for each Bar awarded a small silver rose with gold gilt shall be added to the riband, when worn alone.

Seventhly: It shall be competent for the Union Home Minister to cancel and annul the award to any person of the above decoration and that thereupon his name in the Register shall be deleted. It shall, however, be competent for the Union Home Minister to restore any Decoration, which may have been so forfeited. Every person to whom the said decoration is awarded shall, before receiving the same, enter into an agreement, to return the Medal if, his name is deleted as aforesaid. Notice of cancellation or restoration should not be published in the Gazette of India. However, entries of such effect should be made in the Register.

Eighthly: It shall be competent for Ministry of Home Affairs to make rules to carry out the purpose of these statutes.

All the recommendations shall state the name and rank of the person recommended, the name of the Intelligence organizations of Central Government and Intelligence Wing/Branch/Special Branch of State/UT Police, CPOs, CAPF, AR and NSG of which he/she is or was a member and particulars of the intelligence service for which the grant of the Medal is recommended.

3. The Medal shall be awarded for:

(i) Performed acts of skill and exceptional courage in intelligence gathering for combating terrorism/militancy/insurgency etc., leading either to significant breakthrough in unearthing of modules of espionage/ terrorism/militancy/organized crimes or in arrest/capture of members of such outfits.

(ii) A special distinguished record of intelligence service in organizations of Central Government and Intelligence Department/Wing/Branch/Special Branch of State/UT Police, CPOs, CAPF, AR, NSG.

(iii) Special efforts in intelligence gathering against serious or wide spread out breaks of crime or public disorder.

4. There shall be no qualifying service period for the award, which is to be given only for distinguished intelligence service of very exceptional ability and merit.

5. A three tier screening procedure will be followed for selection of the candidates for the Medal, as detailed below:

a) Head of the Intelligence organizations of Central Government and Intelligence Wing/Branch/Special Branch of State/UT Police, CPOs, CAPF, AR and NSG will constitute a committee of senior level officers for screening of nomination at the organization/state level to select the nominees and send the recommendation to MHA.

b) A Sub Committee headed by Special Director, IB constituted by DIB to scrutinize the recommendations received from Intelligence organizations of Central Government and Intelligence Wing/Branch/ Special Branch of State/UT Police, CPOs, CAPF, AR and NSG through MHA.

c) A Selection Committee in MHA headed by Home Secretary wherein DIB would be a member and 2 DGsP of State/UT (by rotation in alphabetical order) and 1 DG of a CAPF by rotation (the larger Organisation would be given preference) would screen all the nominations and recommend for award of the Medal every year.

6. The recommendation made by Ministry level Committee will be submitted to the Union Home Minister for his consideration and approval.

7. The Medal is liable to be forfeited when the holder is guilty of disloyalty, cowardice in action or such conduct as in the opinion of the Union Home Minister, brings the force into disrepute.

8. A certificate (Scroll) signed by the Union Home Minister will be awarded to each winner alongwith the Medal.

9. The Ministry may lay down standard operating procedure (SOP) for giving effect to these Rules.

10. In case of any dispute or complaint arising in connection with the award of the Medal, the decision of the Union Home Minister shall be final.

11. Recommendations for the announcement of the "Asadharan Aasuchana Kushalata Padak" on any suitable date as may be fixed for the purpose by the State/UT/Central Intelligence organizations/entity. The recommendation should reach MHA at least three months before the designated date.

Recommendations for award to Police personnel will be made on the ground of either participation in special operations including major rescue operations or in any way assisting in special operations as members of State/UT Police Forces, Central Police Organisations (CPOs)/Central Armed Police Forces (CAPFs) and Security organisations within the territory of India or outside the country during their posting on deputation to MEA for fighting anti- insurgency/anti-national elements, internal/border security, etc.

2. All the recommendations shall state the name and rank of the person recommended, the name of the Police Force, or the Unit of the CPOs/CAPFs and Security organisations of which he is or was a Member and particulars of Special Operation for which the grant of the Medal is recommended.

3. There should be no limit on the number of Medals to be awarded for special operations in a year.

4. The medal is liable to be forfeited when the holder is guilty of disloyalty, cowardice in action or such conduct as in the opinion of the Union Home Minister, brings the force into disrepute.

5. The announcement of the Union Home Minister's Special Operation Medal may be made on any suitable date as decided by MHA in consultation with State/UT/CAPF/Security organizations. The recommendation for the award should reach MHA within three months of the special operation.

6. A two tier screening procedure will be followed for selection of candidates as detailed below:

a) Head of the organisation will constitute a committee of senior level officers for screening of nominations at the organization/State level to select the nominees and send the recommendation to MHA.

b) A Committee in MHA will screen all the nominations and recommend for award. Director, IB would be a member of the selection committee under the Chairmanship of Home Secretary, and 2 DsGP of States/UTs by rotation in alphabetical order and 1 DG of a CAPF by rotation (the larger organisation would be given preference) in the committee every year.

c) The Union Home Minister will be the Competent authority to approve the final list of awardee recommended by the Selection Committee of MHA.

7. A certificate (Scroll) signed by the Union Home Minister will be awarded to each winner alongwith the Medal.

Firstly: The award shall be in the form of a medal and styled and designated as the "Union Home Minister's Special Operation Medal" (hereinafter referred to as the Medal).

Secondly: The Medal shall be circular in shape, made of cupro-nickel, one and three eighth inches in diameter weight shall be same as "Police (Special Duty) Medal" and shall have embossed on the obverse the symbol of "face of Sardar

Patel" in the Centre with the words "जय भारत" inscribed below and shall have engraved on the upper edge, the words "रा(cid:30)

ूहर!" (in Hindi) and the words "Sentinel of the Nation" (in English) inscribed on the lower edge. Hindi and English inscription shall be separated by a small Star appearing on either side. On the reverse, it shall have embossed the State

Emblem in the centre and words "के न ्ि!य गृहमंऽी 'विश( ' ऑपरेशन पदक" (in Hindi) and "Union Home Minister's Special

Operation Medal"(in English) on the upper and lower edge respectively. The words "स(cid:29)यमेव जयते" (In Hindi) shall be embossed below the State Emblem. The State Emblem and the writings around it, shall be encircled by a wreath.

Thirdly: The Medal shall only be awarded on successful conduct of operations of a significant nature or scale, having direct bearing or impact on security of State/UT, region or country, or for participation in major rescue operations, to personnel, irrespective of ranks/categories/service, who have either participated in such special operation or in any way assisted in a special operation as members of State/UT Police Forces, CPOs/CAPF and Security organisations within the territory of India or outside the country during their posting on deputation to Ministry of External Affairs for fighting anti- insurgency/ anti-national elements, internal/border security, etc.

Fourthly: The name of police personnel whom this medal is awarded may be published in the Gazette of India excluding the members of the intelligence organizations/units of the State/UT Police Forces/ CPOs/CAPFs and a Register of such names may be kept by such authority as the Ministry of Home Affairs may direct.

Fifthly: Each medal shall be suspended from the left breast with a riband, of an inch and three eighth in width, shall be, half yellow and half silver white, the two colours being separated by a vertical blue line 1/8" in width.

Sixthly: An individual qualifying for the medal for the first time shall be awarded the medal and on all subsequent occasions when qualifying, shall be awarded a bar to the medal.

Seventhly: It shall be competent for the Union Home Minister to cancel and annul the award to any person of the above decoration and that there upon his name in the Register shall be erased and Medal shall stand forfeited. It shall, however, be competent for the Union Home Minister to restore any Medal, which may have been so forfeited, to the person. Every person to whom the said Medal is awarded shall, before receiving the same, enter into an agreement, to return the medal if his name is erased as aforesaid. Notice of cancellation or restoration in every case shall be published in the Gazette of India.

Eighthly: It shall be competent for the Ministry of Home Affairs to make rules to carry out the purpose of these statutes.

No.5/12/2016-Leather – The Central Government has approved a special package for employment generation in leather and footwear sector. The package includes implementation of Central Sector Scheme 'Indian Footwear, Leather & Accessories Development Programme (IFLADP)' with an approved expenditure of Rs.2600 crore over the three financial years from 2017-18 to 2019-20.

2. The scheme would lead to development of infrastructure for the leather sector, address environment concerns specific to the leather sector, facilitate additional investments, employment generation and increase in production.

3. The following sub-schemes would be implemented under IFLADP during 2017-18 to 2019-20:-

(i) Human Resource Development (HRD)

(ii) Integrated Development of Leather Sector (IDLS)

(iii) Establishment of Institutional Facilities

(iv) Mega Leather, Footwear and Accessories Cluster (MLFAC)

(v) Leather Technology, Innovation and Environmental Issues

(vi) Promotion of Indian Brands in Leather, Footwear and Accessories Sector

(vii) Additional Employment Incentive for Leather, Footwear and Accessories Sector

4. The guidelines of above mentioned seven sub-schemes are available on the website of the Department i.e. http://dipp.nic.in/programmes-and-schemes/others/indian-leather-development-programme.

5. In order to ensure effective implementation of the sub-schemes under IFLADP, it has been decided to constitute an Empowered Committee, a Steering Committee and an Advisory Committee.

(i) Monitor the implementation of Indian Footwear, Leather & Accessories Development Programme.

(ii) To suggest modifications in the guidelines of the various sub-schemes under Indian Footwear, Leather & Accessories Development Programme and also suggest specific measures required/essential to achieve the desired output for the development of the leather sector.

(iii) To co-ordinate and collate information about schemes being implemented by various Ministries/Department having connection or linkage to leather industry and synergize/disseminate the same to all concerned for overall development of the leather sector.

(iv) Approve proposals under the sub-schemes of Indian Footwear, Leather & Accessories Development Programme beyond the delegated powers of the Steering Committee.

(v) Approve specific issues concerning all sub-schemes of Indian Footwear, Leather & Accessories Development Programme as mentioned in the concerned guidelines.

(vi) To take up any other issue not specified above.

7. The Committee will devise its own procedures and may appoint one or more Sub-committees, as it may consider. It will meet from time to time and as per requirement.

Subject: Public Procurement (Preference to Make in India), Order 2017- Notifying goods in Leather, Footwear and Accessories sector in furtherance of the Order

No. P-27025/44/2018-Leather.—The Government of India has issued Public Procurement (Preference to Make in India), Order 2017, vide the Department of Industrial Policy and Promotion (DIPP) Notification No. P45021/2/2017 –B.E.–II dated 15.06.2017 to encourage 'Make in India' and promote manufacturing and production of goods and services in India with a view to enhancing income and employment.

2. Subject to provisions of Public Procurement (Preference to Make in India), Order 2017, notified vide reference cited above, and in furtherance of this order, the following types of products in Leather, Footwear and Accessories Sector, where sufficient domestic manufacturing capacity and local competition is available, the minimum local content is specified as below:

3. The Minimum Local Content shall be reckoned with reference to ex-factory price (pre-GST) on which the manufacturer has paid GST.

4. The Order comes into effect immediately.

5. DIPP shall be the Nodal Ministry to monitor the implementation of Order on Leather, Footwear and Accessories sector products.
