फा.सं.11019/09/2018-पीएमए.— "अन्वेषण में उत्कृ ष्टता के िलए कें /ीय गृह मंत्री पदक" से संबंिधत संविधियों की संिविध "सप्तम" के अनुसार, तीन स्तरीय जाँच प्र4िया से संबंिधत मौजूदा िनयम 5 को निम्नानुसार प्रतिस्थापित किया जाए:—
5. पदक के िलए उम्मीदवारों के चयन के िलए नीचे दिए गए ब्यौरे के अनुसार दो स्तरीय जाँच प्र4िया का पालन किया जाएगा:
(क) पुिलस बल/संगठन के डीजी/डीजीपी/िनदेशक की अध्यक्षता में कें /ीय जांच एजेंसी/राज्य/संघ राज्य क्षेत्र स्तर पर पहली सिमित।
(i) यह सिमित गृह मंत्रालय को पदकों के कें /ीय/राज्य अन्वेषण एजेंसी कोटे के िलए दोगुने उम्मीदवारों की सिफारिश करेगी।
(ii) सिमित गृह मंत्रालय के स्तर की सिमित को निम्नलिखित दस्तावेज़ अAेषित करेगी:
1. योग्यता के 4म में तैयार नामितियों की सूची के साथ सिमित की कार्यवाही।
2. उस अिधकारी द्वारा जाँच किए गए मामले की प्रशस्ति/ब्यौरा िजसके िलए पदक की सिफारिश की गई है।
3. िपछले 05 वर्ष की सतर्क ता िनकासी और एपीएआर Aेडिग।
(ख) िवशेष सिचव/अपर सिचव (पुिलस-I के प्रभारी), गृह मंत्रालय की अध्यक्षता में और सिमित के सदस्य के रूप में डीजी/बीपीआरएवंडी, डीजी/एनआईए, सीबीआई एवं आईबी के एसडी/एडी, जेएस(पी-I) के साथ मंत्रालय स्तर की सिमित अंितम सिफारिशें करेगी।

Subject: Nomination of Shri Santosh Kumar, M.P (Lok Sabha) as a new member in place of Shri Vivek Gupta, M.P (Rajya Sabha) in the Hindi Advisory Committee of the Ministry of Home Affairs-Reg.
F.No. 20012/02/2013-Hindi.—Shri Vivek Gupta, M.P (Rajya Sabha) is no more a non-official member of Hindi Advisory Committee of the Ministry of Home Affairs, as his tenure in Rajya Sabha has expired. Shri Santosh Kumar, M.P (Lok Sabha) has been nominated by the Committee of Parliament On Official Language in his place, as a non-official member of this committee .
Shri Santosh Kumar, M.P (Lok Sabha) will continue to be a member of this Committee till the committee exsits or his tenure expires as a member of Parliament in (Lok Sabha), whichever is earlier.
Other terms and conditions of the committee will remain the same .

F.No.11019/09/2018-PMA.—In accordance with Statutes "Seventhly" of the Statues relating to the "UNION HOME MINISTER'S MEDAL FOR EXCELLENCE IN INVESTIGATION", the existing Rule 5 regarding three tier screening procedure be substituted as under: —
5. There will be two tier screening procedure followed for selection of the candidates for the Medal, as detailed below:
(a) First Committee at Central Investigation Agency/State/UT level headed by DG/DGP/Director of the police force/organization.
(i) Ths Committee will recommend twice the number of candidates for Central/State Investigating Agency quota of Medals to MHA.
(ii) The Committee will forward the following documents to MHA level Committee:
1. Committee proceeding with the list of nominees prepared in order of merit. 2. Citation/details of the case investigated by the officer for whom the Medal is recommended. 3. Vigilance clearance and APAR grading for last 05 years.
(b) Ministry level Committee headed by Special Secretary/Additional Secretary (in charge of Police-I)/MHA with DG/BPR&D, DG/NIA, SD/AD of CBI & IB and JS(P-I) as members of Committee will make the final recommendations.
