काकाकाका.िन.आ.िन.आ.िन.आ.िन.आ. . . . 71717171....————राष्ट्रपित, संविधान के अनु(cid:21)छेद 309 के परन्तुक द्वारा प्रदत्त शक्तियों का प्रयोग करते &ए, और (i) तकनीकी विकास और उत्पादन (वायु) संगठन निदेशालय, वर्ग-3 तकनीकी, वै2ानिक और अन्य अननुसचिवीय पद भर्ती नियम, 1972 जहां तक उसका संबंध नक्शानवीश >ेणी-1 और नक्शानवीश >ेणी-2 और (ii) रक्षा मंत्रालय, रक्षा उत्पादन विभाग, वैमानिक गुणवत्ता आCासन महानिदेशालय नक्शानवीश समूह 'ग' पद भर्ती नियम 2017 का उन बातों के सिवाय अधिEांत करते &ए जिन्हें ऐसे अधिEमण से पूर्व किया गया है या करने का लोप किया गया है, रक्षा मंत्रालय, रक्षा उत्पादन विभाग, वैमानिक गुणवत्ता आCासन महानिदेशालय में ज्येष्ठ नक्शानवीश के पद पर भर्ती की पJति का विनियमन करने के लिए निम्नलिखित नियम बनाते हैं, अर्थात्:—
1.1.1.1. संक्षिप्त नाम और प्रारंभसंक्षिप्त नाम और प्रारंभसंक्षिप्त नाम और प्रारंभसंक्षिप्त नाम और प्रारंभ....————(1) इन नियमों का संक्षिप्त नाम रक्षा मंत्रालय, रक्षा उत्पादन विभाग, वैमानिक गुणवत्ता आCासन महानिदेशालय,ज्येष्ठ नक्शानवीश, समूह 'ख' पद भर्ती नियम, 2018 है।
(2) ये राजपत्र में उनके प्रकाशन की तारीख को प्रवृत्त होंगे।
2.2.2.2. पद की संख्या, वर्गीकरणपद की संख्या, वर्गीकरणपद की संख्या, वर्गीकरणपद की संख्या, वर्गीकरण और वेतन मैट्रिक्स में स्तर.और वेतन मैट्रिक्स में स्तर.और वेतन मैट्रिक्स में स्तर.और वेतन मैट्रिक्स में स्तर.————पद की संख्या, उसका वर्गीकरण और वेतन मैट्रिक्स में स्तर वह होगा जो इन नियमों से उपाबJ अनुसूची के स्तंभ (2) से स्तंभ (4) में विनिXदष्ट हैं।

(क) जिसने ऐसे ]क्ति से जिसका पति या जिसकी प^ी जीवित है, विवाह किया है या विवाह की संविदा की है; या (ख) जिसने अपने पति या अपनी प^ी के जीवित रहते &ए किसी ]क्ति से विवाह किया है या विवाह की संविदा की है, उक्त पद पर नियुक्ति का पात्र नही होगा :
परन्तु यदि के न्_ीय सरकार का यह समाधान हो जाता है कि ऐसा विवाह उस ]क्ति और विवाह के अन्य पक्षकार को लागू स्वीय विधि के अधीन अनु2ेय है और ऐसा करने के लिए अन्य आधार हैं तो वह किसी ]क्ति को इस नियम के प्रवर्तन से छू ट दे सके गी।
5.5.5.5. शिथिल करने की शक्तिशिथिल करने की शक्तिशिथिल करने की शक्तिशिथिल करने की शक्ति....————जहां के न्_ीय सरकार की यह राय है कि ऐसा करना आवश्यक या समीचीन है, वहां वह उसके लिए जो कारण हैं, उन्हें लेखबJ करके तथा संघ लोक सेवा आयोग से परामर्श करके इन नियमों के किसी उपबंध को किसी वर्ग या प्रवर्ग के ]क्तियों की बाबत, आदेश द्वारा शिथिल कर सके गी।

S.R.O. 71.—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in supersession of - (i) the Directorate of Technical Development and Production (Air) Organisation Class III Technical, Scientific and other Non-Ministerial posts Recruitment Rules, 1972, in so far as they relate to the posts of Draughtsman Grade-I and Draughtsman Grade-II and (ii) the Ministry of Defence, Department of Defence Production, Directorate General of Aeronautical Quality Assurance, Draughtsman, Group 'C' post, Recruitment Rules, 2017 except as respects of things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment to the post of Senior Draughtsman in the Ministry of Defence, Department of Defence Production, Directorate General of Aeronautical Quality Assurance, namely:-
1. Short title and commencement.─(1) These rules may be called the Ministry of Defence, Department of Defence Production, Directorate General of Aeronautical Quality Assurance, Senior Draughtsman, Group 'B' posts, Recruitment Rules, 2018.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. Number of posts, classification and level in the pay matrix .─The number of the said posts, their classification and the level in the pay matrix attached thereto shall be as specified in columns (2) to (4 ) of the Schedule annexed to these rules.
3. Method of recruitment, age-limit, other qualifications, etc.─The method of recruitment, age-limit, qualifications and other related matters relating to the said posts shall be as specified in columns (5) to (13) of the said Schedule.
4. Disqualification.─ No person, -
(a) who has entered into or contracted a marriage with a person having a spouse living; or
(b) who, having a spouse living, has entered into or contracted a marriage with any person,
Shall be eligible for appointment to any of the said posts:
Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule.
5. Power to relax.─Where the Central Government is of the opinion that it is necessary or expedient to do so, may, by order, and for reasons to be recorded in writing, and in consultation with the Union Public Service Commission, relax any of the provisions of these rules with respect to any class or category of persons.
6. Saving.─Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required to be provided for the Scheduled Castes, Scheduled Tribes, Other Backward classes, ex-servicemen and other special categories of persons, in accordance with the orders issued by the Central Government from time to time in this regard.

S.R.O. 72.—In the exercise of the powers conferred by section 3 of the Works of Defence Act, 1903 (7 of 1903), the Central Government considers it necessary to impose the restrictions specified in clause (b) of section 7 of the said Act upon the use and enjoyment of the land lying in the vicinity of the Defence Research Development Organisation, Khetri, Distt Jhunjhunu, Rajasthan, and hereby declare that the land comprised in the area specified in the Schedule annexed hereto shall be kept free from buildings and other obstructions.
2. A sketch plan of the said land may be inspected in the office of the Distt Collector Jhunjhunu and Forest Deptt Jhunjhunu, Distt Jhunjhunu, Rajasthan.
