G.S.R. 273.—In exercise of the powers conferred by sub-section (1) read with clauses (a) and (b) of sub- section (2) of section 165 of the Assam Rifles Act, 2006 (47 of 2006), the Central Government hereby makes the following rules to amend the Assam Rifles (Para Medical Cadre) Group 'C' posts, Recruitment Rules, 2013, namely:-

1. (1) These rules may be called the Assam Rifles (Para Medical Cadre) Group 'C' Non-Ministerial, combatised posts Recruitment (Amendment) Rules, 2018.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. In the Assam Rifles (Para Medical Cadre) Group 'C' posts, Recruitment Rules, 2013 (herein after referred to as the said rules), for rule 2, the following rules shall be substituted, namely:-

"2. Number of post, classification and level in the pay matrix.—The number of post, its classification and level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules".

3. In the said rules, in the Schedule,

(A) against serial number (1), relating to the post of Warrant Officer (Physiotherapist),-

(i) in column (4), for the heading and the entries relating thereto, the following shall be substituted, namely:-

(B) against serial number (2), relating to the post of Warrant Officer (Operation Theatre Technician),- (i) in column (4), for the heading and the entries relating thereto, the following shall be substituted, namely:-

(C) against serial number (3), relating to the post of Havildar (X-Ray Assistant),-

सा.का.िन.सा.का.िन.सा.का.िन.सा.का.िन. 274274274274....————राष्ट्रपति, संविधान के अनु(cid:27)छेद 309 के परन्तुक द्वारा प्रदत्त शक्तियों का प्रयोग करते &ए, भारत के महारजिस्ट्रार का कार्यालय (भाषा प्रभाग) तथा राज्यों एवं संघ राज्यक्षेत्रों में स्थित जनगणना कार्य निदेशालय कार्यालय - कनिष्ठ अनुवादक भर्ती नियमावली, 2011 में संशोधन के लिए एत9ारा निम्नलिखित नियम बनाते हैं, अर्थात्:-

1. (1) इन नियमों का नाम भारत के महारजिस्ट्रार का कार्यालय (भाषा प्रभाग) तथा राज्यों एवं संघ राज्यक्षेत्रों में स्थित जनगणना कार्य निदेशालय कार्यालय - कनिष्ठ अनुवादक भर्ती (संशोधन) िनयमावली, 2018 होगा ।

(2) ये सरकारी राजपत्र में अपने प्रकाशन की तारीख को प्रवृत्त होंगे ।

2. भारत के महारजिस्ट्रार का कार्यालय (भाषा प्रभाग) में तथा राज्यों एवं संघ राज्यक्षेत्रों में स्थित जनगणना कार्य निदेशालय कार्यालयों में (कनिष्ठ अनुवादक) भर्ती नियमावली, 2011, िनयम 2 के िलए, निम्नलिखित नियम प्रतिस्थापित किया जाएगा, अर्थात्:-

"2. पदों की संख्या, वर्गीकरण और पे मैट्रिक्स में लेवल—पदों की संख्या, उनका वर्गीकरण और पे मैट्रिक्स में उनसे जुड़ा लेवल इन नियमों के साथ संलI अनुसूची के कॉलम (2) से (4) तक में यथा विनिOदष्ट होगा ।" 3. उक्त नियमावली में, अनुसूची में, -

(i) कॉलम (4) में,

(अ) शीर्षक के लिए निम्नलिखित शीर्षक को प्रतिस्थापित किया जाएगा, अर्थात्:-

"पे मैट्रिक्स में लेवल";

(ब) विद्यमान एंट्री के लिए, निम्नलिखित एंट्री को प्रतिस्थापित किया जाएगा, अर्थात्:-

"पे मैट्रिक्स ( 35400 – 112400 Wपए) में लेवल 6" ;

(ii) कालम (10) में, उप-शीर्षक 'सीधी भर्ती द्वारा' के अंतर्गत, टिप्पणी के बाद , मद (क) में, उप-मद (ii) और (iii) के स्थान पर , निम्नलिखित उप-मदों को प्रतिस्थापित किया जाएगा, अर्थात्:-

"(ii) मूल संवर्ग अथवा विभाग में पे मैट्रिक्स के लेवल 5 (29200-93200 Wपए) अथवा समतुल्य पद पर नियमित आधार पर नियुक्ति के प\ात उस ]ेड में छह वर्ष के सेवा की हो ; अथवा

(iii) मूल संवर्ग अथवा विभाग में पे मैट्रिक्स के लेवल 4 (25500-81100 Wपए) अथवा समतुल्य पद पर नियमित आधार पर नियुक्ति के प\ात उस ]ेड में दस वर्ष के सेवा की हो;"

G.S.R. 274.—In exercise of the powers conferred by the proviso to article 309 of the Constitution, the President hereby makes the following rules to amend the Office of the Registrar General, India (Language Division) and the Offices of the Directors of Census Operations in the States and the Union territories, Junior Translator Recruitment Rules, 2011, namely:-

1. (1) These rules may be called the Office of the Registrar General, India (Language Division) and the Offices of the Directors of Census Operations in the States and the Union territories, Junior Translator Recruitment (Amendment) Rules, 2018.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. In the Office of the Registrar General, India (Language Division) and the Offices of the Directors of Census Operations in the States and the Union territories, (Junior Translator) Recruitment Rules, 2011, for rule 2, the following rule shall be substituted, namely:-

"2. Number of post, classification and level in the pay matrix.- The number of post, its classification and level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.".

3. In the said rules, in the Schedule,-

(i) in column (4),-

(a) for the heading, the following heading shall be substituted, namely:-

"Level in the pay matrix." ;

(b) for the existing entry, the following entry shall be substituted, namely:-

"Level 6 in the pay matrix (` 35400-112400).";

(ii) in column (10), under the sub-heading 'By direct recruitment', after the Note, in item (a), for sub-items (ii) and (iii), the following sub-items shall be substituted, namely:-

"(ii) with six years' service in the grade rendered after appointment thereto on regular basis in level 5 in the pay matrix (` 29200-92300) or equivalent in the parent cadre or department; or

(iii) with ten years' service in the grade rendered after appointment thereto on regular basis in level 4 in the pay matrix (` 25500-81100) or equivalent in the parent cadre or department;".

1111 संक्षिप्तसंक्षिप्तसंक्षिप्तसंक्षिप्त नाम और प्रारम्भ नाम और प्रारम्भ नाम और प्रारम्भ नाम और प्रारम्भ::::————(1) इन नियमों का नाम भारत के महारजिस्ट्रार का कार्यालय (डिस्पैच राइडर) भर्ती नियम, 2018 है ।

(2) ये राजपत्र में प्रकाशन की तारीख को प्रवृत्त होंगे ।

2.2.2.2. पद की संख्यापद की संख्यापद की संख्यापद की संख्या, , , , वर्गीकरण और पे मैट्रिक्स में लेवल:वर्गीकरण और पे मैट्रिक्स में लेवल:वर्गीकरण और पे मैट्रिक्स में लेवल:वर्गीकरण और पे मैट्रिक्स में लेवल:—उक्त पद की संख्या, उसका वर्गीकरण और उससे जुड़ी पे मैट्रिक्स में लेवल वह होगा जो इन नियमों से उपाबd अनुसूची के कालम (2) से (4) में विनिOदष्ट है ।

3.3.3.3. भर्ती की प)तिभर्ती की प)तिभर्ती की प)तिभर्ती की प)ति,,,, आयु सीमाआयु सीमाआयु सीमाआयु सीमा, , , , शैक्षिक अर्हताएं इत्यादि:शैक्षिक अर्हताएं इत्यादि:शैक्षिक अर्हताएं इत्यादि:शैक्षिक अर्हताएं इत्यादि:---- भर्ती की पdति, आयु सीमा, शैक्षिक अर्हताएं और उक्त पद से संबंधित अन्य बातें वे होंगी जो उक्त अनुसूची के कालम (5) से (13) में विनिOदष्ट हैं ।

4.4.4.4. निरर्हनिरर्हनिरर्हनिरर्हताएं: ताएं: ताएं: ताएं: वह eयक्ति,-

(अ) जिसने ऐसे eयक्ति से, जिसका पति या पत्नी जीिवत है, िववाह किया है; या

(ब) जिसने अपने पति या अपनी पत्नी के जीवित होते &ए किसी अन्य eयक्ति से विवाह किया है,

उक्त पद पर नियुक्ति का पात्र नहf होगा ।

परन्तु, यदि के न्gीय सरकार का यह समाधान हो जाता है कि ऐसा विवाह ऐसे eयक्ति और विवाह के अन्य पक्षकार को लागू स्वीय विधि के अधीन अनुhेय है और ऐसा करने के लिए अन्य आधार हैं तो वह किसी eयक्ति को इस नियम के प्रवर्तन से छू ट दे सके गी ।

5.5.5.5. शिथिल करने की शक्तिशिथिल करने की शक्तिशिथिल करने की शक्तिशिथिल करने की शक्ति : : : :————जहां के न्gीय सरकार की यह राय है कि ऐसा करना आवश्यक या समीचीन है, वहां वह, उसके िलए जो कारण हैं उन्हें लेखबd करके इन नियमों के किसी उपबंध को किसी वर्ग या प्रवर्ग के eयक्तियों के बारे में, आदेश द्वारा शिथिल कर सके गी ।

6.6.6.6. 1या1या1या1यावृत्तिवृत्तिवृत्तिवृत्ति : : : :————इन नियमों की कोई बात ऐसे आरक्षण, आयु सीमा में छू ट और अन्य रियायतों पर प्रभाव नहf डालेगी, िजनका के न्gीय सरकार द्वारा इस संबंध में समय-समय पर निकाले गए आदेशों के अनुसार अनुसूचित जातियों, अनूसूचित जनजातियों, भूतपूर्व सैनिकों और अन्य विशेष प्रवगj के eयक्तियों के लिए उपबन्ध करना अपेक्षित है ।

G.S.R. 275.—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in supersession of the office of Registrar General, India, (Despatch Rider) Recruitment Rules, 2003, except as respects things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment to the post of Despatch Rider in the Office of the Registrar General, India, Delhi, namely:-

1. Short title and commencement.—(1) These rules may be called in the Office of the Registrar General, India (Despatch Rider) Recruitment Rules, 2018.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. Number of post, classification and level in the pay matrix.—The number of the post, its classification and level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.

3. Method of recruitment, age-limit, educational qualifications, etc.—The method of recruitment, age-limit, educational qualifications and other matters relating to the said post shall be as specified in columns (5) to (13) of the aforesaid Schedule.

4. Disqualification.—No person,—

(a) who has entered into or contracted a marriage with a person having a spouse living; or

(b) who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said post:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and there are other grounds for so doing, exempt any person from the operation of this rule.

5. Power to relax.—Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any class or category of persons.

6. Saving.—Nothing in these rules shall affect reservations, relaxation of age-limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, the Ex-Servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

(2) ये सरकारी राजपत्र में अपने प्रकाशन की तारीख को प्रवृत्त होंगे ।

2. भारत के महारजिस्ट्रार का कार्यालय तथा राज्यों एवं संघ राज्यक्षेत्रों में स्थित जनगणना कार्य निदेशालय कार्यालय (मानचित्र अधिकारी) भर्ती नियमावली, 2011 (इसके प\ात पूवoक्त नियमावली के रूप में संदqभत), में नियम 2 के िलए निम्नलिखित नियम प्रतिस्थापित किया जाएगा, अर्थात्:-

"2. पद की संख्या, वर्गीकरण और पे मैट्रिक्स में लेवल—पद की संख्या, इसका वर्गीकरण और पे मैट्रिक्स में उससे जुड़ा लेवल इन नियमों के साथ संलI अनुसूची के कॉलम (2) से (4) तक में यथा विनिOदष्ट होगा ।"

3. उक्त नियमावली में, अनुसूची में, -

(अ) कॉलम (4) में, कॉलम के शीर्षक तथा उससे संबंधित प्रविष्टियों के लिए निम्नलिखित कॉलम शीर्षक तथा प्रविष्टियों को प्रतिस्थापित किया जाएगा, अर्थात्:-

(ब) कॉलम (11) में,

(I) उप-शीर्षक "प्रोन्नति" के अंतर्गत;

(i) शब्द, अंक, कोष्ठक और वर्ण "पे बै'ड-3 (15600-39100 Wपए) और ]ेड पे 5400 Wपए", के िलए शब्द, अंक, कोष्ठक और वर्ण "लेवल-10 (56100-177500/- Wपए)" प्रतिस्थापित किया जाएगा;

(ii) टिप्पणी 2 को हटा दिया जाएगा-

(II) उप-शीर्षक "प्रतिनियुक्ति (अल्पकालिक संविदा सहित)" के अंतर्गत, -

(i) मद (क), उप-मद (ii) में शब्द, अंक, कोष्ठक और वर्ण "पे बै'ड-3 (15600-39100 Wपए) और ]ेड पे 5400 Wपए" के लिए शब्द, अंक, कोष्ठक और वर्ण "लेवल-10 (56100-177500/- Wपए)" प्रतिस्थापित किया जाएगा;

1. (1) These rules may be called the Office of the Registrar General, India and the Offices of the Directors of Census Operations in States and Union Territories (Map Officer) Recruitment (Amendment) Rules, 2018.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. In the Office of the Registrar General, India and the offices of the Directors of Census Operations in States and Union Territories (Map Officer) Recruitment Rules, 2011 (hereinafter referred to as the said rules), for rule 2, the following rule shall be substituted, namely:-

"2. Number of post, classification and level in the pay matrix.—The number post, its classification and level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules."

3. In the said rules, in the Schedule,-

(i) in column (4), for the column heading and the entries relating thereto, the following column heading and entries shall be substituted, namely:-

(ii) in column (11),-

(I) under sub-heading "Promotion",-

(i) for the words, figures, brackets and letters " the Pay Band-3 (Rs. 15600-39100) and Grade Pay of Rs. 5400", the words, figures, brackets and letters "level-10 (Rs. 56100-177500)" shall be substituted;

(ii) Note 2 shall be omitted;

(II) under sub-heading "Deputation (including short-term contract)",-

(i) in item (a), in sub-item (ii), for the words, figures, brackets and letters " the Pay Band-3 (Rs. 15600- 39100) and Grade Pay of Rs.5400", the words, figures, brackets and letters "level-10 (Rs.56100- 177500)" shall be substituted;

(ii) Note 4 shall be omitted.

(2) ये सरकारी राजपत्र में अपने प्रकाशन की तारीख को प्रवृत्त होंगे ।

2. भारत के महारजिस्ट्रार का कार्यालय, सहायक महारजिस्ट्रार (मानचित्र) समूह 'क' भर्ती नियमावली, 2011 (इसके प\ात पूवoक्त नियमावली के रूप में संदqभत), में नियम 2 के िलए, निम्नलिखित नियम प्रतिस्थापित किया जाएगा, अर्थात्:-

"2. पदों की संख्या, वर्गीकरण और पे मैट्रिक्स में लेवल- उल्लिखित पद की संख्या, उसका वर्गीकरण और पे मैट्रिक्स में उससे जुड़ा लेवल इन नियमों के साथ संलI अनुसूची के कॉलम (2) से (4) तक में यथाविनिOदष्ट होगा ।

3. उक्त नियमावली में, अनुसूची में, -

(अ) कॉलम (4) में, शीर्षक तथा उससे संबंधित प्रविष्टियों के लिए निम्नलिखित को प्रतिस्थापित किया जाएगा, अर्थात्:-

(ब) कॉलम (11) में, उप-शीर्षक के अंतर्गत "संयुक्त विधि [प्रतिनियुक्ति (अल्पकालिक संविदा सहित) के साथ पदोन्नति ]",-

(i) शब्द, अंकों और वणj "पे बै'ड-3 (15600-39100 Wपए और ]ेड पे 6600 Wपए", के लिए शब्दों, अंकों और वणj "लेवल-11 (67700-208700/- Wपए)" प्रतिस्थापित किया जाएगा;

उक्त पद पर नियुक्ति का पात्र नहf होगा:

परन्तु यदि के न्gीय सरकार का यह समाधान हो जाता है कि ऐसा विवाह ऐसे eयक्ति और विवाह के अन्य पक्षकार को लागू स्वीय विधि के अधीन अनुhेय है और ऐसा करने के लिये अन्य आधार हैं तो वह किसी eयक्ति को इस नियम के प्रर्वतन से छू ट दे सके गी।

5. शिथिल करने की शक्तिशिथिल करने की शक्तिशिथिल करने की शक्तिशिथिल करने की शक्ति....————जहां के न्gीय सरकार की यह राय है कि ऐसा करना आवश्यक या समीचीन है, वहy वह उसके लिए जो कारण है उन्हें लेखबd करके और संघ लोक सेवा आयोग के परामर्श से इन नियमों के किसी उपबंध को किसी वर्ग या प्रवर्ग के eयक्तियों के बाबत प्रतिनियुक्ति पर नियुक्ति हेतु चयन करने के दौरान आदेश द्वारा शिथिल कर सकें गे।

1. Short title and commencement.- (1)These rules may be called the Ministry of Commerce and Industry, Department of Commerce, Office of the Directorate General of Commercial Intelligence and Statistics, Junior Translator (Group 'B') Posts Recruitment Rules, 2018.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. Number of post, classification, level in the pay matrix.- The number of post, its classification, level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.

4. Disqualification.- No person, -

बशत(cid:133) कि कें g सरकार ने इस बात से संतुष्ट होकर ऐसे eयक्ति को इस नियम के प्रवर्तन से छू ट न दी हो कि उस eयक्ति अथवा विवाह के अन्य पक्षकार के लिए लागू वैयक्तिक विधि के अंतर्गत ऐसे विवाह की अनुमति है तथा ऐसा करने के अन्य आधार भी है।

5. छू ट देने का अिधकार.छू ट देने का अिधकार.छू ट देने का अिधकार.छू ट देने का अिधकार.–––– यदि कें gीय सरकार की राय में ऐसा करना आवश्यक या समीचीन है, तो वह आदेश के माध्यम से eयक्तियों को किसी (cid:134)ेणी अथवा वर्ग के संबंध में इन नियमों के प्रावधान से छू ट दे सकती है तथा इसके कारण लिखित में रिकार्ड किए जाएंगे।

(क) िजसने ऐसे (cid:140)क्ति के साथ विवाह अथवा अनुबंधित विवाह किया हो जिसका पति/प(cid:141)ी जीवित हो, अथवा (ख) जिसकी प(cid:141)ी/पति के जीवित रहते &ए उसने किसी भी अन्य (cid:140)क्ति के साथ विवाह अथवा अनुबंधित विवाह किया हो, उक्त पद पर नियुक्ति हेतु पात्र नहf होगा :

बशत{ कि भारत सरकार संतुष्ट हो कि, ऐसा विवाह उस (cid:140)क्ति पर लागू निजी कानून और विवाह के दूसरे पक्ष को स्वीकार्य है और ऐसा करने के लिए अन्य आधार भी हैं तो इस नियम के अंतर्गत कार्रवाई से किसी भी (cid:140)क्ति को छू ट मिल सकती है।

5. िशिथलीकरण का अिधकारिशिथलीकरण का अिधकारिशिथलीकरण का अिधकारिशिथलीकरण का अिधकार---- जहां कें gीय सरकार की राय है कि ऐसा करना आवश्यक या समीचीन है, वहां वह उसके िलए जो कारण हैं उन्हें लेखबd करके इन नियमों के किसी भी उपबंध को किसी वर्ग या प्रवर्ग के (cid:140)क्तियों के बाबत, आदेश द्वारा शिथिल कर सके गी।

6. Jावृत्तिJावृत्तिJावृत्तिJावृत्ति- इन नियमों की कोई बात, ऐसे आरक्षण, आयु सीमा में छू ट और अन्य रियायतों पर प्रभाव नहf डालेगी, जिनका कें gीय सरकार द्वारा इस संबंध में समय-समय पर जारी किए गए आदेशों के अनुसार अनुसूचित जातियों, अनुसूचित जनजातियों, भूतपूर्व सैनिकों और अन्य विशेष प्रवर्ग के (cid:140)क्तियों के लिए उपबंध करना अपेक्षित है।

G.S.R. 280.—In exercise of the powers conferred by the proviso to article 309 of the Constitution, and in supersession of the Office of the Development Commissioner (Handicrafts) Headquarters/Regional Offices/RD and TDCs (Senior Accountant, Accounts Assistant and Junior Accountant) Recruitment Rules, 1983 in so far as they relate to the post of Junior Accountant, except as respects things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment for the post of the Junior Accountant in the Ministry of Textiles, Office of the Development Commissioner (Handicrafts), namely:-

1. Short title and commencement.—(1) These rules may be called the Ministry of Textiles, Office of the Development Commissioner (Handicrafts) Junior Accountant (Group' C' Non-Gazetted Post) Recruitment Rules, 2018,

(2) They shall come into force on the date of their publication in the Official Gazette.

2. Number of posts, classification and level in the pay matrix. – The number of the said post, its classification, and the level in the pay matrix attached thereto, shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.

3. Method of recruitment, age-limit, qualifications, etc. – The method of recruitment, age-limit, qualifications and other matters relating thereto shall be as specified in columns (5) to (13) of the said Schedule.

4. Disqualification. – No person, -

(a) who has entered into or contracted a marriage with a person having a spouse living; or (b) who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said posts:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule.

5. Power to relax. – Where the Central Government is of the opinion that it is necessary or expedient to do so, it may, by order and for reasons to be recorded in writing, and in consultation with the Union Public Service Commission, relax any of the provisions of these rules with respect to any class or category of persons.

6. Saving. – Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required to be provided for Scheduled Castes, Scheduled Tribes, Other Backward Classes, Ex-servicemen and other special categories of persons, in accordance with the orders issued by the Central Government from time to time in this regard.

उक्त पद पर नियुक्ति का पात्र नहf होगा :
