आदेश
सं. एस वाई–19014/14/2018–एस बी आर–332328.— पोत परिवहन मंत्रालय के अपने 2 फरवरी 2017 के आदेश द्वारा दिनांक 18.02.2017 के भारत के राजपत्र भाग-I खbड-I में प्रकाशित पोत भंजन संिहता (संशोिधत), 2013 के पैरा 8.4.1 द्वारा प्रदत अधिकारों का उपयोग करते cए पोत परिवहन मंत्रालय में भारत सरकार एतdारा पोत भंजन संिहता (संशोिधत), 2013 को निम्नानुसार संशोिधत करती है:
(i) पैरा 3.1.1 में "सात दिन" शब्दों को "तीन दिन" के साथ बदला जाएगा।
(ii) पैरा 3.4 में "सात दिन" शब्दों को "तीन दिन" के साथ बदला जाएगा।
(iii)पैरा 5.2 के बाद निम्नलिखित उप पैरा जोड़े जाएंगे।
"5.2.1 पैट्रोलियम टैंकरों के मामले में बीचिग सeटफिके ट जारी होने के बाद औद्योगिक सुरक्षा और स्वास्थ्य िनदेशालय (डीआईएसएच) द्वारा प्राधिकृ त सक्षम jक्ति से 'मैन एंट्री', 'गैस-kी', और 'फिट-फार-हॉट-वर्क ' के िलए सeटफिके ट प्राप्त किए जाएं।
5.2.2 जीपीसीबी द्वारा डिकन्टेमीनेशन सeटफिके ट जारी करने के िलए जांच करते समय जीपीसीबी अधिकारियों के साथ िडश अिधकारी भी जाएंगे और यदि उिचत समझा जाए तो जीपीसीबी द्वारा डिकन्टेमीनेशन सeटफिके ट जारी करने से पूर्व िडश अिधकारी आग प्रवृत/ज्वलनशील पदार्थ को हटाने की अनुमित प्रदान की जा सकती है ।" (iv) पैरा 6.1.5 में "लदार्इ और ढुलार्इ प्रचालनों सिहत" शब्दों को हटाया जाएगा।
(v) पैरा 6.1.5 में निम्नलिखित परन्तुक जोड़े जाएँ:
"परन्तु, यह कि लदार्इ और ढुलार्इ और हाउसकीपिग प्रचालनों को रात 9 बजे तक करने की अनुमित दी जा सकती है :

"ध्यान देने योग्य पदाथp के उपयुक्त िनपटान विकल्प (पुन:उपयोग /पुनqWण/भस्मीकरण उपचार एवं सुरक्षित कचरागाह में िनपटान) शीर्षक के अंतर्गत प्रविष्टि को निम्नानुसार संशोिधत किया जाए:

This rate will be in force w.e.f. 1st October, 2018. The funds concerned are:

ORDER
No. SY-19014/14/2018-SBR-332328.—In exercise of the powers conferred by para 8.4.1 of the Shipbreaking Code (Revised), 2013, published by the Ministry of Shipping vide order dated 2nd February, 2017 in Gazette of India Part I- Section 1 dated 18.02.2017, the Government of India in the Ministry of Shipping hereby amends the Shipbreaking Code (Revised), 2013, as follows:
(i) In para 3.1.1. the words "7 days" shall be replaced by "3 days".
(ii) In para 3.4 the words "7 days" shall be replaced by "3 days".
(iii) Following sub-paras shall be added after para 5.2:
"5.2.1 In the case of petroleum tankers, after issue of beaching certificate, certificates for 'man entry', 'gas-free', and 'fit-for-hot-work' will be obtained from the Competent Person authorized by Directorate of Industrial Safety and Health (DISH).
5.2.2 DISH officials will accompany the GPCB officials, at the time of visit for issuing decontamination certificate by GPCB, and if considered appropriate, DISH officials may permit removal of fire prone/combustible material before issuance of decontamination certificate by GPCB."
(iv) In para 6.1.5 the words "including loading and unloading operations" shall be deleted.
(v) Following provisos may be added to para 6.1.5:
"Provided, however, that loading and unloading and housekeeping operations may be permitted upto 9 p.m. :
Provided further that the activity of "Beaching" (Landing) and pulling of Ship and part of Ship for securing the ship closer to the yard may be undertaken whenever there is a high tide".
(vi) Entry under the heading "Appropriate Disposal Option (Reuse/Recycle /Incineration Treatment & Disposal to Secure landfill) of substances of concern" at Sl.No.2 in the table below para 6.4.1 (x) shall be amended as under:

(vii) In para 8.1.2(a):

(b) The words 'within 30 days' shall be replaced with 'within 5 days'.
