काकाकाका....िनिनिनिन....आआआआ....104.104.104.104.————राष्ट्रपति, संविधान के अनु(cid:25)छेद 309 के परन्तुक द्वारा प्रदत्त शक्तियों का प्रयोग करते $ए आर्डनेंस फै क्टरी समूह 'ग' और समूह 'घ' औद्योगिक पद भर्ती नियम, 1994 का संशोधन करने के लिए निम्नलिखित नियम बनाते हैं, अर्थात् :-
1.1.1.1. संक्षिप्त नाम और प्रारंभसंक्षिप्त नाम और प्रारंभसंक्षिप्त नाम और प्रारंभसंक्षिप्त नाम और प्रारंभ....———— (1) इन नियमों का संक्षिप्त नाम आर्डनेंस फै क्टरी समूह 'ग' और समूह 'घ' औद्योगिक पद भर्ती (संशोधन) िनयम, 2018 है ।
(2) ये राजपत्र में उनके प्रकाशन की तारीख को प्रवृत्त होंगे ।
2. आर्डनेंस फै क्टरी समूह 'ग' और समूह 'घ' औद्योगिक पद भर्ती (संशोधन) िनयम, 1994 में,-
(1) पद संख्या, वर्गीकरण और वेतनमान, िनयम शीर्षक और उससे संबंधित प्रविष्टियों के स्थान पर निम्नलिखित नियम शीर्षक और प्रविष्टियां रखी जाएगी, अर्थात् : ————

S.R.O.104.— In exercise of the powers conferred by the proviso to article 309 of the Constitution, the President hereby makes the following rules to amend the Ordnance Factories Group C and Group D Industrial Posts Recruitment Rules, 1994 namely :—
1. Short title and commencement. — (1) These rules may be called the Ordnance Factories Group C and Group D Industrial Posts Recruitment (Amendment) Rules, 2018
(2) They shall come into force on the date of their publication in the Official Gazette.
2. In the Ordnance Factories Group C and Group D Industrial Posts Recruitment Rules, 1994, —
(1) for rule under heading "Number, classification and scale of pay" and the entries relating thereto, the following rule heading and entries shall be substituted, namely :—
" Number of posts, classification and level in the pay matrix. - The number of the said posts, their classification and level in the pay matrix attached thereto, shall be as specified in columns (2) to (4) of the Schedule annexed to these rule." ;
(2) in the Schedule to the Ordnance Factories Group C and Group D Industrial Posts Recruitment Rules, 1994, —
(a) against serial number 1, relating to the post of Master Craftman, —
(i) in column (4), for the heading and the entries relating thereto, the following column heading and entries shall be substituted, namely : —

(ii) in column (12), for the words, letters and figures " pay scale of Rs. 1320-30-1560-EB-40-2040", the words, letters, figures and brackets "level 5 (Rs.29200-92300) in the pay matrix" shall be substituted. (i) in column (4), for the entries relating thereto, the following entries shall be substituted, namely : —

(ii) in column (12), for the words, letters and figures "pay scale of Rs. 1200-1800", the words, figures and brackets "level 4 (Rs.25500-81100) in the Pay Matrix" shall be substituted;
(c) against serial number 3, relating to the post of Highly skilled grade II workman,-
(i) in column (4), for the entries relating thereto, the following entries shall be substituted, namely : —

(ii) in column (12), for the words, figures and letters "pay scale of Rs. 950-20-1150-EB-25-1500", the words, figures, letters and brackets "level 2 (Rs.19900-63200) in the Pay Matrix" shall be substituted;
(d) against serial number 4, relating to the post of Skilled workman,-
(i) in column (4), for the entries relating thereto, the following entries shall be substituted, namely : —
"Level- 2 (Rs. 19900-63200)";
(ii) in column (12), for the words, letters and figures " pay scale of Rs. 800-15-1010-EB-20-1150", the words, figures, letters and brackets "level 1 (Rs.18000-56900) in the Pay Matrix" shall be substituted;
(e) against serial number 5, relating to the post of Semi-skilled workman, —
(i) in column (4), for the entries relating thereto, the following entries shall be substituted, namely : —

काकाकाका....िनिनिनिन....आआआआ....105105105105....———— राष्ट्रपति, संिवधान के अनु(cid:25)छेद 309 के परंतुक द्वारा प्रदत्त शक्तियों का प्रयोग करते $ए और आयुध कारखाना बोर्ड(समूह "ग" अनुसिचवीय पद) भर्ती िनयम, 1991 को, जहां तक उनका संबंध सहायक के पद से है, उन बातों के िसवाय अधिNांत करते $ए जिन्हें ऐसे अधिNमण से पहले किया गया है या करने का लोप किया गया है, आयुध कारखाना बोर्ड मुख्यालय (िजसके अंतर्गत आयुध उपस्कर कारखाना समूह मुख्यालय, कानपुर, शUागार यान मुख्यालय, अवाडी, आयुध कारखाना बोर्ड, नई दिल्ली कार्यालय, नई दिल्ली और सुरक्षा नियंत्रक, आयुध कारखाना बोर्ड मुख्यालय, कोलकाता हैं) में सहायक, समूह "ख" अराजपत्रित के पद पर भर्ती की पKति का िविनयमन करने के िलए निम्नलिखित िनयम बनाते हैं: अर्थात् :————

(2) ये राजपत्र में उनके प्रकाशन की तारीख को प्रवृत्त होंगे ।

3. भर्तीभर्तीभर्तीभर्ती कीकीकीकी प%तिप%तिप%तिप%ति, , , , आयुआयुआयुआयु----सीमासीमासीमासीमा औरऔरऔरऔर अर्हताएंअर्हताएंअर्हताएंअर्हताएं आदिआदिआदिआदि----भर्तीभर्तीभर्तीभर्ती कीकीकीकी प%तिप%तिप%तिप%ति.—आयु सीमा अर्हताएं और उससे संबंिधत अन्य बातें वे होंगी जो उक्त अनुसूची के स्तंभ (5) से (13) में विनिMदष्ट हैं ।
4. निरर्हतानिरर्हतानिरर्हतानिरर्हता.— वह Wक्ति-
(क) िजसने ऐसे Wक्ति से िजसका पित या जिसकी पXी जीिवत है, िववाह किया है, या िववाह की संिवदा की है; या (ख) िजसने, अपने पित या अपनी पXी के जीिवत रहते $ए किसी Wक्ति से िववाह किया है, या िववाह की संिवदा की है, उक्त पद पर नियुक्ति का पात्र नहY होगा :
परंतु यदि कें Zीय सरकार का यह समाधान हो जाता है कि ऐसा िववाह उस Wक्ति और िववाह के अन्य पक्षकार को लागू स्वीय िविध के अधीन अनु[ेय है और ऐसा करने के िलए अन्य आधार है तो वह किसी Wक्ति को इस िनयम के प्रवर्तन से छू ट दे सके गी ।
5. िशिथलिशिथलिशिथलिशिथल करनेकरनेकरनेकरने कीकीकीकी शक्तिशक्तिशक्तिशक्ति....———— जहां कें Zीय सरकार की यह राय है कि ऐसा करना आवश्यक या समीचीन है , वहां वह उसके िलए जो कारण हैं, उन्हें लेखबK करके , तथा संघ लोक सेवा आयोग से परामर्श करके , इन नियमों के किसी उपबंध को किसी वर्ग या प्रवर्ग के Wक्तियों की बाबत, आदेश द्वारा िशिथल कर सके गी।
6. .ावृति.ावृति.ावृति.ावृति....———— इन नियमों की कोई बात, ऐसे आरक्षण, आयु-सीमा में छू ट और अन्य रियायतों पर प्रभाव नहY डालेगी, िजनका कें Zीय सरकार द्वारा इस संबंध में समय-समय पर जारी किए गए आदेशों के अनुसार अनुसूिचत जातियों, अनुसूिचत जनजातियों, अन्य िपछड़े वग] भूतपूर्व सैनिकों और अन्य िवशेष प्रवर्ग के Wक्तियों के िलए उपबंध करना अपेक्षित है ।

| प्रोन्नतिः व ेतन मैट्रिक्स में स्तर-4 में ऐसे उd Sेणी िलिपक, जिन्होंने उस Sेणी में 10 वर्ष की िनयिमत सेवा की हो और प्रेरण प्रशिक्षण/कार्यालय प्रNिया में 2 सप्ताह का प्रशिक्षण सफलतापूर्वक पूर्ण किया हो । टिप्पणः टिप्पणः टिप्पणः टिप्पणः— जहां ऐसे कनिष्ठ Wक्तियों के संबंध में, जिन्होंने अपनी अर्हक या पात्रता सेवा पूरा कर ली है, प्रोन्नति के िलए िवचार किया जा रहा हो, वहां उनके ज्येष्ठ Wक्तियों के संबंध में भी िवचार किया जाएगा परंतु यह तब जब कि उसके द्वारा की गई ऐसी अर्हक या पात्रता सेवा, अपेक्षित अर्हक या पात्रता सेवा के आधे से अिधक से या दो वर्ष से, इनमें से जो भी कम हो, कम न हो और उन्होंने अपने ऐसे कनिष्ठ Wक्तियों सिहत, जिन्होंने ऐसी अर्हक या पात्रता सेवा पहले ही पूरी कर ली है, अगली उdतर Sेणी में प्रोन्नति के िलए अपनी परिवीक्षा की अविध सफलतापूर्वक पूरी कर ली हो । |

S.R.O. 105.— In exercise of powers conferred by the proviso to Article 309 of the Constitution and in supersession of the Ordnance Factory Board (Group 'C' Ministerial posts) Recruitment Rules, 1991, in so far as they relate to the post of Assistant, except as respects things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment to the post of Assistant , Group 'B' Non Gazetted in Ordnance Factory Board Headquarters (including Ordnance Equipment Factories Group Headquarters, Kanpur, Armoured Vehicles Headquarters, Avadi , Ordnance Factory Board New Delhi Office, New Delhi and Controller of Safety , Ordnance Factory Board Headquarters, Kolkata) namely :-
1. Short Title and Commencement.—(1) These rules may be called the Ordnance Factory Board Headquarters, Assistant (Group 'B' post) Recruitment Rules, 2018.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. Number of post, classification and level in the pay matrix. —The number of the said post, its classification and the level in the pay matrix attached thereto, shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.
3. Method of recruitment, age-limit, qualifications, etc. — The method of recruitment, age-limit, qualifications and other matters relating thereto, shall be as specified in columns (5) to (13) of the said Schedule.
4. Disqualifications. – No person, –
(a) who has entered into or contracted a marriage with a person having a spouse living; or;
(b) who, having a spouse living, has entered into or contracted a marriage with any person,
shall be eligible for appointment to any of the said posts :
Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule.
5. Power to relax .– Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order, for reasons to be recorded in writing, and in consultation with Union Public Service Commission, relax any of the provisions of these rules with respect to any class or category of persons.
6. Saving .– Nothing in these rules shall affect reservations, relaxation of age limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, the Ex-Servicemen, the Other Backward Classes and other special categories of persons, in accordance with the orders issued by the Central Government from time to time in this regard.

2. भारतीय आर्डनेंस कारखाना सेवा (समूह-'क') भर्ती िनयम के 2002 की अनुसूची-II में Nम संख्या 7 के खंड (ख) और उससे संबंिधत प्रविष्टियों के स्थान पर, निम्नलिखित प्रविष्टियां रखY जाएंगी अर्थात्: ————

1. (I) These rules may be called the Indian Ordnance Factories Services (Group-A) Recruitment (Amendment) Rules, 2018.
(II) They shall come into force on the date of their publication in the Official Gazette.
2. In the Schedule–II to the Indian Ordnance Factories Services (Group-A) Recruitment Rules, 2002, for clause (b) of serial number 7 and entries relating thereto, the following shall be substituted, namely:—
