काकाकाका....िनिनिनिन....आआआआ.... 4444....————राष्ट्रपति, संविधान के अनु(cid:24)छेद 309 के परंतुक द्वारा प्रदत्त शक्तियों का प्रयोग करते &ए, रक्षा मंत्रालय, गुणता आ-ासन महानिदेशालय, प्रशासनिक अधिकारी और भंडार अधिकारी (समूह 'क' और समूह 'ख' पद) भर्ती नियम, 2013 को उन बातों के सिवाय अधि:ांत करते &ए जिन्हें ऐसे अधि:मण से पूर्व किया गया है या करने का लोप किया गया है, रक्षा मंत्रालय गुणता आ-ासन महानिदेशालय में प्रशासनिक अधिकारी और भंडार अधिकारी के पदों पर भर्ती की पBति का विनियमन करने के लिए निम्नलिखित नियम बनाते हैं, अर्थात्-
1. संक्षिप्त नाम और प्रारंभसंक्षिप्त नाम और प्रारंभसंक्षिप्त नाम और प्रारंभसंक्षिप्त नाम और प्रारंभ....————(1) इन नियमों का संक्षिप्त नाम रक्षा मंत्रालय, गुणता आ-ासन महानिदेशालय, प्रशासनिक अधिकारी और भंडार अधिकारी (समूह 'क' और समूह 'ख' पद) भर्ती नियम, 2019 है।
(2) ये राजपत्र में प्रकाशन की तारीख को प्रवृत्त होंगे।
2. लागू होनालागू होनालागू होनालागू होना....————ये नियम, इन नियमों से उपाबB अनुसूची के स्तंम्भ (1) में विनिNर्दष्ट पदों पर लागू होंगे।
3. पदों की संख्या, वर्गीपदों की संख्या, वर्गीपदों की संख्या, वर्गीपदों की संख्या, वर्गीकरण और वेतन मैट्रिक्स में स्तरकरण और वेतन मैट्रिक्स में स्तरकरण और वेतन मैट्रिक्स में स्तरकरण और वेतन मैट्रिक्स में स्तर....————पद की संख्या, उसका वर्गीकरण और वेतन मैट्रिक्स में स्तर वह होगा, जो इन नियमों से उपाबB अनुसूची के स्तंभ (2) से (4) में विनिNर्दष्ट है।

5. निरर्हतानिरर्हतानिरर्हतानिरर्हता....————वह Xक्ति-
(क) जिसने ऐसे Xक्ति से जिसका पति या जिसकी पYी जीवित है, विवाह किया है, या
(ख) जिसने अपने पति या अपनी पYी के जीवित रहते &ए किसी Xक्ति से विवाह किया है, उक्त पद पर नियुक्ति का पात्र नहZ होगाः
परन्तु यदि के न्\ीय सरकार का यह समाधान हो जाता है कि ऐसा विवाह उस Xक्ति और विवाह के अन्य पक्षकार को लागू स्वीय विधि के अधीन अनु]ेय है और ऐसा करने के लिए अन्य आधार हैं तो वह किसी Xक्ति को इस नियम के प्रवर्तन से छू ट दे सके गी।
6. शिथिल करने की शक्तिशिथिल करने की शक्तिशिथिल करने की शक्तिशिथिल करने की शक्ति.—जहां के न्\ीय सरकार की यह राय है कि ऐसा करना आवश्यक या समीचीन है, वहां उसके लिए जो कारण हैं, उन्हें लेखबB करके , तथा संघ लोक सेवा आयोग से परामर्श करके , इन नियमों के किसी उपबंध को किसी वर्ग या प्रवर्ग के Xक्तियों की बाबत, आदेश द्वारा शिथिल कर सके गी।
7. .ावृत्ति.ावृत्ति.ावृत्ति.ावृत्ति....————इन नियमों की कोई बात, ऐसे आरक्षण, आयु-सीमा में छू ट और अन्य रियायतों पर प्रभाव नहZ डालेगी, जिनका के न्\ीय सरकार द्वारा इस संबंध में समय-समय पर जारी किए गए आदेशों के अनुसार अनुसूचित जातियों, अनुसूचित जनजातियों, अन्य पिछड़ें वगb, भूतपूर्व सैनिकों और अन्य विशेष प्रवर्ग के Xक्तियों के लिए उपबंध करना अपेक्षित है।

किए जाने के पात्र नहZ होंगे। इसी प्रकार प्रतिनियुक्त Xक्ति प्रोन्नति द्वारा नियुक्ति के लिए विचार किए जाने के पात्र नहZ होंगे।
टिप्पण 2टिप्पण 2टिप्पण 2टिप्पण 2:::: प्रतिनियुक्ति की अवधि, जिसके अंतर्गत के न्\ीय सरकार के उसी या किसी अन्य संगठऩ या विभाग में इस नियुक्ति से ठीक पहले धारित किसी अन्य काडर बाw पद पर प्रतिनियुक्त की अवधि है साधारणतया 3 वर्ष से अधिक नहZ होगी।

S.R.O. 4.—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in supersession of the Ministry of Defence, Directorate General of Quality Assurance, Administrative Officer and Stores Officer (Group 'A' and Group 'B' posts) Recruitment Rules, 2013, except as respects things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment to the posts of Administrative Officer and Stores Officer in the Ministry of Defence, Directorate General of Quality Assurance, namely :—
1. Short title and commencement.—(1) These rules may be called the Ministry of Defence, Directorate General of Quality Assurance, Administrative Officer and Stores Officer (Group 'A' and 'B' posts) Recruitment Rules, 2019.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. Application.—These rules shall apply to the posts specified in column (1) of the Schedule annexed to these rules.
3. Number of posts, classification and level in the pay matrix.—The number of said posts, their classification and level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the said Schedule.
4. Method of recruitment, age-limit, other qualifications, etc.—The method of recruitment, age-limit, qualifications and other matters relating thereto be as specified in columns (5) to (13) of the said Schedule.
5. Disqualification .- No person,-
(a) who has entered into or contracted a marriage with a person having a spouse living ; or
(b) who, having a spouse living, has entered into or contracted a marriage with any person,
shall be eligible for appointment to the said posts:
Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule.

Power to relax .—Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order, for reasons to be recorded in writing and in consultation with Union Public Service Commission, relax any of the provisions of these rules with respect to any class or category of persons.
7. Saving.—Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, other Backward classes, the Ex-servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

S.R.O. 12.—In exercise of the powers conferred by the proviso to article 309 of the Constitution, the President hereby makes the following rules to amend the Indian Air Force Group 'C' Industrial posts, Highly Skilled Workers, Recruitment Rules, 2014, namely:–
1. (1) These rules may be called the Indian Air Force Group 'C' Industrial posts, Highly Skilled Workers, Recruitment (Amendment) Rules, 2019.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. In the Indian Air Force Group 'C' Industrial posts, Highly Skilled Workers, Recruitment Rules, 2014,– (1) for rule 3, the following rule shall be substituted, namely :–
"3. Number of posts, classification and level in pay matrix.—The number of said posts, their classification and level in the pay matrix attached thereto, shall be as specified in columns (2) to (4) of the said Schedule.".
(2) in the Schedule,–

का.िन.आ.का.िन.आ.का.िन.आ.का.िन.आ. 13131313....————राष्ट्रपति, संविधान के अनु(cid:24)छेद 309 के परन्तुक द्वारा प्रदत्त शक्तियों का प्रयोग करते &ए, रक्षा मंत्रालय, भारतीय वायु सेना, समूह ´ग´, औद्योगिक पद (कु शल hेणी) भर्ती नियम, 2016 का संशोधन करने के िलए निम्नलिखित नियम बनाते हैं, अर्थात् :-
1.1.1.1. संक्षिप्त नाम और प्रारम्भसंक्षिप्त नाम और प्रारम्भसंक्षिप्त नाम और प्रारम्भसंक्षिप्त नाम और प्रारम्भ.... ————(1) इन नियमों का संक्षिप्त नाम रक्षा मंत्रालय, भारतीय वायु सेना, समूह ´ग´, औद्योगिक पद (कु शल hेणी) भर्ती (संशोधन) नियम, 2019 है।
(2) ये राजपत्र में प्रकाशन की तारीख को प्रवृत्त होंगे।
2. रक्षा मंत्रालय, भारतीय वायु सेना, समूह ´ग´, औद्योगिक पद (कु शल hेणी) भर्ती नियम, 2016 में.-
(1) िनयम 3 के स्थान पर, निम्नलिखित नियम रखा जाएगा, अर्थात् :-

S.R.O. 13.—In exercise of the powers conferred by the proviso to article 309 of the Constitution, the President hereby makes the following rules to amend the Ministry of Defence, Indian Air Force, Group 'C' Industrial posts (Skilled Grade) Recruitment Rules, 2016, namely:–
1. (1) These rules may be called the Ministry of Defence, Indian Air Force, Group 'C' Industrial posts (Skilled Grade) Recruitment (Amendment) Rules, 2019.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. In the Ministry of Defence, Indian Air Force, Group 'C' Industrial posts (Skilled Grade) Recruitment Rules, 2016, –
(1) for rule 3, the following rule shall be substituted, namely :–
"3. Number of posts, classification and level in pay matrix.—The number of said posts, their classification and level in the pay matrix attached thereto, shall be as specified in columns (2) to (4) of the said Schedule.".
(2) in the Schedule, –

(2) ये राजपत्र में प्रकाशन की तारीख को प्रवृत्त होंगे।
2. भारतीय वायु सेना, अनुवादक (रूसी या अंfेजी), भर्ती नियम, 2014 में.-
(1) िनयम 2 के स्थान पर, निम्नलिखित नियम रखा जाएगा, अर्थात् :-

S.R.O. 21.—In exercise of the powers conferred by the proviso to article 309 of the Constitution, the President hereby makes the following rules to amend the Indian Air Force (Artists) Recruitment Rules, 2010, namely:– 1. (1) These rules may be called the Indian Air Force (Artists) Recruitment (Amendment) Rules, 2019.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. In the Indian Air Force (Artists) Recruitment Rules, 2010, –
(1) for rule 2, the following rule shall be substituted, namely :–
"2. Number of posts, classification and level in pay matrix.—The number of said posts, their classification and level in the pay matrix attached thereto, shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.".
(2) in the Schedule, –
(a) against serial number 1, relating to the post of Junior Artist Grade I ,–
(i) in column (4), for the column heading and the entries relating thereto, the following column heading and entries shall be substituted, namely:–

| Level–5 (Rs. 29200–92300)"; |
(b) against serial number 2, relating to the post of Junior Artist Grade II ,–
(i) in column (4), for the entries, the following entries shall be substituted, namely:–

का.िन.आ.का.िन.आ.का.िन.आ.का.िन.आ. 22.22.22.22.————राष्ट्रपति, संविधान के अनु(cid:24)छेद 309 के परन्तुक द्वारा प्रदत्त शक्तियों का प्रयोग करते &ए, भारतीय वायु सेना, प्रयोगशाला सहायक, भर्ती नियम, 2011 का संशोधन करने के लिए निम्नलिखित नियम बनाते हैं, अर्थात् :-
1.1.1.1. संक्षिप्त नाम और प्रारम्भसंक्षिप्त नाम और प्रारम्भसंक्षिप्त नाम और प्रारम्भसंक्षिप्त नाम और प्रारम्भ.... ————(1) इन नियमों का संक्षिप्त नाम भारतीय वायु सेना, प्रयोगशाला सहायक, भर्ती (संशोधन) िनयम, 2019 है।
(2) ये राजपत्र में प्रकाशन की तारीख को प्रवृत्त होंगे।
2. भारतीय वायुसेना, प्रयोगशाला सहायक, भर्ती नियम, 2011 में.-
(1) नियम 3 के स्थान पर, निम्नलिखित नियम रखा जाएगा, अर्थात् :-
पदों की संख्या, वर्गीकरण और वेतन मैट्रिक्स में स्तर....————उक्त पदों की संख्या, उनका वर्गीकरण और """"3.3.3.3. पदों की संख्या, वर्गीकरण और वेतन मैट्रिक्स में स्तर पदों की संख्या, वर्गीकरण और वेतन मैट्रिक्स में स्तर पदों की संख्या, वर्गीकरण और वेतन मैट्रिक्स में स्तर
उससे संल| वेतन मैट्रिक्स में स्तर वह होगा जो इन नियमों से उपाबB अनुसूची के स्तंभ (2) से (4) में विनिNर्दष्ट है ।"।
(2) अनुसूची में, स्तंभ (4) में, स्तंभ शीर्ष और उससे संबंधित प्रविष्टियों के स्थान पर, निम्नलिखित स्तंभ शीर्ष और प्रविष्टियां रखी जाएंगी, अर्थात् :-
