सा.का.िन.सा.का.िन.सा.का.िन.सा.का.िन. 52525252....————राष्ट्रपति, संविधान के अनु(cid:24)छेद 309 के परन्तुक द्वारा प्रदत्त शक्तियों का प्रयोग करते 'ए और कृ षि मंत्रालय, कृ षि और सहकारिता विभाग, विस्तार निदेशालय कलाकार (कनिष्ठ) (समूह 'ग' पद), भर्ती नियम, 2014 भर्ती प:ति का विनियमन करने के लिए निम्नलिखित नियम बनाते हैं, अर्थात्:-

1.1.1.1. संक्षिप्त नाम और प्रारंभसंक्षिप्त नाम और प्रारंभसंक्षिप्त नाम और प्रारंभसंक्षिप्त नाम और प्रारंभ....————(1) इन नियमों का संक्षिप्त नाम कृ षि एवं किसान कल्याण मंत्रालय, कृ षि, सहकारिता एवं किसान कल्याण विभाग, विस्तार निदेशालय, कलाकार (कनिष्ठ) (समूह 'ग' पद) भर्ती नियम, 2019 है।

(2) ये राजपत्र में उनके प्रकाशन की तारीख को प्रवृत्त होंगे।

2. कृ षि एवं किसान कल्याण मंत्रालय, कृ षि, सहकारिता एवं किसान कल्याण विभाग, विस्तार िनदेशालय, कलाकार (कनिष्ठ) (समूह 'ग' पद), भर्ती नियम, 2014 के –

(क) नियम 2 में, दोनो स्थानों पर होने वाले "वेतन बैंड एवं Mेड वेतन या वेतनमान" शब्द के लिए Oमश: "वेतन

मैट्रिक्स में स्तर" शब्द प्रतिस्थापित किया जाएगा;

(ख) अनुसूची में,

(i) कॉलम (4) में, शीर्षक के लिए, निम्नलिखित शीर्षक को प्रतिस्थापित किया जाएगा, अर्थात्:-

"वेतन मैट्रिक्स में स्तर"

(ii) कॉलम (4) के अंतर्गत प्रवेश के लिए निम्नलिखित प्रविष्टि प्रतिस्थापित की जाएगी, अर्थात्:-

"स्तर – 5 (29,200-92,300 U.)",

(iii) टिप्पणी के कॉलम (10) के अंतर्गत, मद (क) के उप-मद (ii) में शब्दों, अंकों और अक्षरों के लिए "वेतन बैंड-1, 5200-

20,200 U. + Mेड वेतन 2400 U." के शब्दों, अंकों और अक्षरों के लिए वेतन मैट्रिक्स के स्तर-4 (25,500-81,100 U.) प्रतिस्थापित किया जाएगा।

G.S.R. 52.—In exercise of the powers conferred by the proviso to article 309 of the Constitution, the President hereby makes the following rules to amend the Ministry of Agriculture, Department of Agriculture and Cooperation, Directorate of Extension, Artist (Junior) (Group 'C' post), Recruitment Rules, 2014, namely:-

1. Short title and commencement.—(1) These rules may be called the Ministry of Agriculture and Farmers Welfare, Department of Agriculture, Cooperation and Farmers Welfare, Directorate of Extension, Artist (Junior) (Group 'C' post), Recruitment Rules, 2019.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. In the Ministry of Agriculture & Farmers Welfare, Department of Agriculture, Cooperation & Farmers Welfare, Directorate of Extension, Artist (Junior) (Group 'C' post), Recruitment Rules, 2014:-

(a) in rule 2, for the words "pay band and grade pay or pay scale" occurring at both the places, the words "Level in the Pay Matrix" shall respectively be substituted;

(b) in the Schedule,-----

(i) in column (4), for the heading, the following heading shall be substituted, namely:-----

"Level in the Pay Matrix";

(ii) for the entry under column (4), the following entry shall be substituted, namely:-

"Level – 5 (Rs. 29,200-92,300)";

(iii) under column (10), in the Note, in sub-item (ii) of item (a), for the words, figures and letters "pay Band-1, Rs. 5200-20,200 plus Grade Pay Rs. 2400", the words, figures and letters" Level-4 (Rs. 25,500-81,100) in the Pay Matrix" shall be substituted.

1. (1) इन नियमों का संक्षिप्त नाम वनस्पति संरक्षण, संगरोध और संMह निदेशालय, फरीदाबाद, वरिष्ठ प्रशासनिक अिधकारी, प्रशासनिक अधिकारी bेणी-I और प्रशासनिक अधिकारी bेणी-II भर्ती (संशोधन) नियम, 2018 है ।

(2) ये राजपत्र में उनके प्रकाशन की तारीख को प्रवृत्त होंगे ।

2. वनस्पति संरक्षण, संगरोध एवं संMह निदेशालय, फरीदाबाद, वरिष्ठ प्रशासनिक अधिकारी, प्रशासनिक अधिकारी bेणी-I और प्रशासनिक अधिकारी bेणी-II भर्ती नियम, 2012 (जिसे इसमें इसके पश्चात उक्त िनयम कहा गया है) के िनयम (2) के स्थान पर, निम्निलिखत िनयम रखा जाएगा, अर्थात् :-

3. उक्त नियम में, अनुसूची में,-

(क) वरिष्ठवरिष्ठवरिष्ठवरिष्ठ प्रशासनिक अधिकारी के पद से संबंधित ,म संख्या प्रशासनिक अधिकारी के पद से संबंधित ,म संख्या 1 के सामने 1 के सामने 1 के सामने 1 के सामने,,,,---- प्रशासनिक अधिकारी के पद से संबंधित ,म संख्या प्रशासनिक अधिकारी के पद से संबंधित ,म संख्या

(I) स्तंभ (4) में, स्तम्भ शीर्ष और उससे संबंधित प्रविष्टियों के स्थान पर निम्निलिखत रखा जाएगा, अर्थात् :-

(II) स्तंभ (11) में ''प्रतिनियुक्ति/प्रोन्नित'' के अधीन स्तंभ (ii) में,-

(क) मद सं. (क) में,-

(i) उप-मद (ii) में ''वेतन बैंड-3, (9300-34800/- U.) + Mेड वेतन 5400/- U.'', शब्द, अक्षर और अंक के स्थान पर ''वेतन मैट्रिक्स में स्तर-10 (56100-177500/- U.)'' शब्द, अंक और अक्षर रखे जाएंगे;

(ii) उप-मद (iii) में ''वेतन बैंड-2, (9300-34800/- U.) + Mेड वेतन 4800/- U.'', शब्द, अक्षर और अंक के स्थान पर ''वेतन मैट्रिक्स में स्तर-8 (47600-151100/- U.)'' शब्द, अंक और अक्षर रखे जाएंगे;

(ख) टिप्पण 2 का लोप किया जाएगा ,

G.S.R. 53.— In exercise of the powers conferred by the proviso to article 309 of the Constitution, the President hereby makes the following rules to amend the Directorate of Plant Protection, Quarantine and Storage, Faridabad, Senior Administrative Officer, Administrative Officer Grade-I and Administrative Officer Grade-II, Recruitment Rules, 2012 namely :-

1. (1) These rules may be called the Directorate of Plant Protection, Quarantine and Storage, Faridabad, Senior Administrative Officer, Administrative Officer Grade-I and Administrative Officer Grade-II, Recruitment (Amendment) Rules, 2018.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. In the Directorate of Plant Protection, Quarantine and Storage, Faridabad, Senior Administrative Officer, Administrative Officer Grade-I and Administrative Officer Grade-II, Recruitment Rules, 2012 (hereinafter referred to as the said rules), for rule 2, the following rule shall be substituted, namely.

"2. Number of posts, classification and level in the pay matrix.—The number of the posts, their classification and level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rule."

3. In the said rules, in the schedule,-

(A) against serial number 1 relating to the post of Senior Administrative Officer,-

(I) in column (4), for the column heading and the entries relating thereto, the following shall be substituted, namely:-

(II) in column (11) under " Deputation/ Promotion" -

(a) in item (A),-

(I) in sub-item (ii) for the words, figures and letters "Pay band-3, Rs. 15600-39100 with Grade Pay of Rs. 5400", the words, figures and letters "level-10 in the pay matrix (Rs.56100-177500)"shall be substituted;

2. In the Ministry of Agriculture, Department of Agriculture and Cooperation, Directorate of Plant Protection, Quarantine and Storage, Faridabad, Law stream, Recruitment Rules, 2014 (hereinafter referred to as the said rules), for rule 2, the following rule shall be substituted, namely:-

"2. Number of post, classification and level in the pay matrix.—The number of the posts, their classification and level in the pay matrix attached thereto, shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.".

3. In the said rules, in the Schedule,-

(A) against serial number 1 relating to the post of Assistant (Legal), in column (4), for the column heading and the entries relating thereto, the following shall be substituted, namely:-

(2) ये राजपत्र में उनके प्रकाशन की तारीख को प्रवृत्त होंगे ।

2. कृ षि मंत्रालय, कृ षि एवं सहकारिता िवभाग, वनस्पति संरक्षण, संगरोध एवं संMह निदेशालय, फरीदाबाद, डाटा प्रोसेसिंग सहायक bेणी-'क', डाटा प्रोसेसिंग सहायक और वरिष्ठ प्रोMामर भर्ती नियम, 2015 (जिसे इसमें इसके पश्चात उक्त िनयम कहा गया है) के िनयम (2) के स्थान पर, निम्निलिखत िनयम रखा जाएगा, अर्थात् :-

G.S.R. 57.—In exercise of the powers conferred by the proviso to article 309 of the Constitution, the President hereby makes the following rules regulating the method of recruitment to the post of Research Officer in Permanent Mission of India (PMI) to the World Trade Organization (WTO), Geneva (Switzerland) Recruitment Rules, 2019, under the Ministry of Commerce of Commerce and Industry, Department of Commerce, namely: -

1. Short title and commencement –

(1) These rules may be called the Ministry of Commerce and Industry, Permanent Mission of India to the World Trade Organisation, Geneva (Switzerland), Research Officer, Recruitment Rules, 2019.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. Number of posts, classification and level in the pay matrix.—

The number of the post, its classification and the level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.

3. Method of recruitment, age-limit and qualification etc.—

The method of recruitment, age-limit, qualifications and the other matters relating to the said post shall be as specified in columns (5) to (13) of the aforesaid Schedule.

4. Disqualifications .—No Person,

(a) who has entered into or contracted a marriage with a person having a spouse living, or

(b) who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said post:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule.

5. Power to relax.—Where the Central Government is of opinion that it is necessary or expedient so to do, it may, by order, and for reasons to be recorded in writing and in consultation with the Union Public Service commission, relax any of the provisions of these rules with respect to any class or category of persons.

6. Saving.—Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required to be provided for the Scheduled Castes, Scheduled Tribes, ex-servicemen and other special categories of persons, in accordance with the orders issued by the Central Government from time to time in this regard.

SCHEDULE

Note : Period of deputation including the period of deputation in another ex-cadre post held immediately preceding this appointment in the same or other organisation/ department of Central Government shall ordinarily not to exceed three years. The maximum age limit for appointment by deputation shall not be exceeding fifty six years as on the closing date of receipt of applications.
