का.का.का.का.िन.आ.िन.आ.िन.आ.िन.आ. 35.35.35.35.————राष्ट्रपति, संविधान के अनु(cid:22)छेद 309 के परंतुक द्वारा प्रदत्त शक्तियों का प्रयोग करते $ए, गुणवत्ता आ(ासन महानिदेशालय नियम, 1996 में कार्यरत सिविलयनो के लिए निवास स्थान के आबंटन को और संशोिधत करने के लिए निम्नलिखित संशोधन करते हैं, अर्थात् :--
गुणवत्ता आ(ासन महानिदेशालय नियम, 1996 में कार्यरत सिविलियनों के लिए निवास स्थान के आबंटन में नियम 7 के स्थान पर निम्नलिखित नियम रखे जाएंगे, अर्थात् :--
"7. (क) एक आवेदक नीचे दी गई सारणी में तत्संबंधी स्तंभ (3) में विनि?दष्ट वेतन मैट्रिक्स में स्तर के अनुसार स्तंभ (1) में दिखाए गए प्रकार के आवास के आबंटन के लिए पात्र होगा:--

(ख) वास प्रकार I से प्रकार IV तक के संबंध में पूSवकता की तारीख सरकारी सेवा में पद Hहण करने की तारीख से होगी और उV प्रकार के वास के लिए उस अधिकारी के संबंधी वेतन मैट्रिक्स में वेतन आहरण करने की तारीख से होगी ।
(ग) जहां अधिकारियों का वेतन समतुल्य है, वहां ज्येष्ठ अधिकारी को कनिष्ठ अधिकारी से पूSवकता दी जाएगी ।
(घ) जहां वास प्रकार V और प्रकार VI, प्रकार Vक और प्रकार Vख या प्रकार VIक और प्रकार VIख के रूप में वर्गीकृ त किए गए है, ऐसी दशा में प्रकार V और प्रकार VI के लिए सभी पात्र आवेदक रिक्त $ए वास के कारण राजस्व की किसी हानि से बचने के लिए वास की उपलब्धता के अनुसार समूहकृ त होंगे ।
(ङ) स्टेशन जहां आवास कतिपय नियुक्तियों या स्थापन के प्रमुख और आवश्यक सेवाओं के लिए प्रधान काSमक के लिए निcित किए गए है, संबंधी आवेदक उपयु र्क्त सारणी के स्तंभ (1) में उल्लेखित आवास के प्रकार को विचार में लाए बिना निcित किए गए गृह के हकदार होंगे और अनुdप्ति फीस आबंटित किए गए आवास प्रकार के अनुसार होगी।
(च) संपदा अधिकारी या संपदा या स्टेशन के समन्वयकारी अधिकारियों द्वारा उनके प्रशासनिक नियंत्रण और अधिकारिताओं के अधीन परिसरों में आवास की उपलब्धता के अनुसार और संपदा या स्टेशन की दशाओं के अनुसार आवास के आबंटन के लिए संपदा या स्टेशन के लिए स्थानीय मानक प्रचालन किया तथा इन नियमों में अंतSवष्ट उपबंधों के अनुरूप मानक प्रचालन प्रiिया का रखा जाना ।

S.R.O. 35.—In exercise of the powers conferred by the proviso to article 309 of the Constitution, the President hereby makes the following amendments further to amend the Allotment of Residential Accommodation to Civilians Serving in Directorate General of Quality Assurance Rules, 1996, namely :-

In the Allotment of Residential Accommodation to Civilians Serving in Directorate General of Quality Assurance Rules, 1996, for rule 7, the following rule shall be substituted, namely :-
"7. (a) An applicant shall be eligible for allotment of residence of the type as shown in column (1) as per level in the pay matrix specified in the corresponding column (3) in the table below :-

(b) The date of priority in respect of Type I to Type IV accommodation shall be the date of joining the Government service and for Higher Type of accommodation, the date on which the officers start drawing pay in the relevant pay matrix.
(c) Where the pay of the officers is equal, the senior officer shall be given priority over the junior officer. (d) Where type V and type VI accommodation has not been classified as type V-A and type V-B or type VI-A and type VI-B, as the case may be, all eligible applicants for type V and type VI shall be grouped as per the availability of accommodation to avoid any loss of revenue by the way of accommodation being vacant. (e) Stations where residence are earmarked for certain appointments or Head of Establishment and Key personnel for essential services, the respective applicants shall be entitled the earmarked house irrespective of the type of residence mentioned in column (I) of the table above and License Fees shall be as per house type allotted.
(f) Estate Officers or Coordinating Officers of the Estate or Station to have local Standard Operating Procedure for the Estate or Station for allotment of accommodation as per the availability of accommodation and as per Estate or Station conditions in the premises under their administrative control and jurisdictions and the Standard Operating Procedure to be in line with the provisions contained in these rules.
