सा.का.सा.का.सा.का.सा.का.िनिनिनिन.103.103.103.103....————राष्ट्रपति, संविधान के अनु(cid:25)छेद 309 के परंतुक द्वारा प्रदत्त शक्तियों का प्रयोग करते &ए और सीरम वि*ान संस्थान, कोलकाता (प्रयोगशाला तकनीशियन) (समूह 'ग' पद) भर्ती नियम, 2012 को, उन बातों के सिवाय अधि2ांत करते &ए, जिन्हें ऐसे अधि2मण से पूर्व किया गया है या करने का लोप किया गया है, स्वास्थ्य और परिवार कल्याण मंत्रालय, सीरम वि*ान संस्थान, कोलकाता में प्रयोगशाला तकनीशियन के पद पर भर्ती की प?ित का िविनयमन करने के लिए निम्नलिखित नियम बनाते हैं, अर्थात् :-

1. 1. 1. 1. संक्षिप्त नाम और प्रारंभसंक्षिप्त नाम और प्रारंभसंक्षिप्त नाम और प्रारंभसंक्षिप्त नाम और प्रारंभ---- (1) इन नियमों का संक्षिप्त नाम स्वास्थ्य और परिवार कल्याण मंत्रालय, सीरम वि*ान संस्थान, कोलकाता, प्रयोगशाला तकनीशियन (समूह 'ग' पद) भर्ती नियम, 2019 है ।

(2) ये राजपत्र में उनके प्रकाशन की तारीख को प्रवृत्त होंगे ।

4.4.4.4. निरर्हतानिरर्हतानिरर्हतानिरर्हता : वह Uक्ति-

(क) जिसने ऐसे Uक्ति से, िजसका पित या जिसकी पVी जीवित है, विवाह किया है या विवाह की संविदा की है;

या

(ख) जिसने अपने पति या अपनी पVी के जीवित रहते &ए किसी Uक्ति से विवाह किया है या विवाह की संविदा की है ;

उक्त पद पर नियुक्ति का पात्र नहW होगा :

परन्तु यदि के न्Xीय सरकार का यह समाधान हो जाता है कि ऐसा विवाह ऐसे Uक्ति और विवाह के अन्य पक्षकार को लागू स्वीय विधि के अधीन अनु*ेय है और ऐसा करने का अन्य आधार हैं तो वह किसी Uक्ति को इस नियम के प्रवर्तन से छू ट दे सके गी ।

5.5.5.5. शिथिल करने की शक्तिशिथिल करने की शक्तिशिथिल करने की शक्तिशिथिल करने की शक्ति: जहां के न्Xीय सरकार की यह राय है कि ऐसा करना आवश्यक या समीचीन है, वहां वह कारणों को लेखब? कर आदेश द्वारा इन नियमों के किसी उपबंध को किसी वर्ग या प्रवर्ग के Uक्तियों के संदर्भ में शिथिल कर सके गी ।

6.6.6.6. -ावृत्ति-ावृत्ति-ावृत्ति-ावृत्ति: इन नियमों की कोई बात ऐसे आरक्षण, आयु-सीमा में छू ट और अन्य रियायतों पर प्रभाव नहW डालेगी,जिनका के न्Xीय सरकार द्वारा इस संबंध में समय-समय पर जारी किए गए आदेशों के अनुसार अनुसूचित जातियों,अनुसूचित जनजातियों, भूतपूर्व सैनिकों और अन्य विशेष प्रवर्ग के Uक्तियों के लिए उपबंध करना अपेक्षित है ।

G.S.R. 103.—In exercise of the powers conferred by the proviso to article 309 of the Constitution, and in supersession of the Institute of Serology, Kolkata (Laboratory Technician) (Group 'C' Post) Recruitment Rules, 2012, except as respects things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment to the post of Laboratory Technician in Ministry of Health and Family Welfare, Institute of Serology, Kolkata, namely:—

1. Short title and commencement.—(1) These rules may be called the Ministry of Health and Family Welfare, Institute of Serology, Kolkata, Laboratory Technician (Group 'C' Post) Recruitment Rules, 2019.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. Number of posts, classification, level in pay matrix or pay scale.—The number of the said post, its classification and the level in pay matrix or pay scale attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.

3. Method of recruitment, age-limit, qualifications, etc.—The method of recruitment, age-limit, qualifications and other matters relating to the said post shall be as specified in columns (5) to (13) of the said Schedule.

4. Disqualification.—No person,—

(a) who has entered into or contracted a marriage with a person having a spouse living , or578 THE GAZETTE OF INDIA : MAY 4, 2019/VAISAKHA 14, 1941 [PART II—SEC. 3(i)] (b) who, having a spouse living, has entered into or contracted a marriage with any person

shall be eligible for appointment to the said post:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule.

5. Power to relax.—Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order, for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any class or category of persons.

6. Saving.—Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, ex-servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

1. (1) इन नियमों का संक्षिप्त नाम कृ षि मंत्रालय, कृ षि एवं सहकारिता विभाग, वनस्पति संरक्षण, संगरोध एवं सं_ह निदेशालय, फरीदाबाद, सहायक वनस्पति संरक्षण अधिकारी (पशुघर) भर्ती (संशोधन) नियम, 2019 है।

(2) ये राजपत्र में उनके प्रकाशन की तारीख को प्रवृत्त होंगें ।

2 कृ षि मंत्रालय, कृ षि एवं सहकारिता विभाग, वनस्पति संरक्षण, संगरोध एवं सं_ह निदेशालय, फरीदाबाद, सहायक वनस्पति संरक्षण अधिकारी (पशुघर) भर्ती नियम, 2014 (जिसे इसके पश्चात उक्त िनयम कहा गया है) में िनयम 2 के स्थान पर निम्निलिखत िनयम रखा जाएगा, अर्थात् :-

3. उक्त नियमों में, अनुसूची में, स्तंभ (4) में, स्तंभ शीर्षक और उससे संबंधित प्रविष्टियों के स्थान पर निम्निलिखत प्रविष्टियां प्रतिस्थापित की जाएंगी, अर्थात् :-

1. (1) These rules may be called the Ministry of Agriculture, Department of Agriculture and Cooperation, Directorate of Plant Protection, Quarantine and Storage, Faridabad, Assistant Plant Protection Officer (Animal House) Recruitment (Amendment) Rules, 2019.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. In the Ministry of Agriculture, Department of Agriculture and Cooperation, Directorate of Plant Protection, Quarantine and Storage, Faridabad, Assistant Plant Protection Officer (Animal House) Recruitment Rules, 2014 (hereinafter referred to as the said rules), for rule 2, the following rule shall be substituted, namely:-

"2. Number of post, classification and level in the pay matrix.—The number of post, its classification and the level in the pay matrix attached thereto, shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.".

3. In the said rules, in the Schedule, in column (4), for the column heading and the entries relating thereto, the following shall be substituted, namely:-

1. (1) These rules may be called the Directorate of Plant Protection, Quarantine and Storage, Faridabad, Artist-cum- Photographer, Recruitment (Amendment) Rules, 2019.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. In the Directorate of Plant Protection, Quarantine and Storage, Faridabad, Artist-cum-Photographer, Recruitment Rules, 2012 (hereinafter referred to as the said rules), for rule 2, the following rule shall be substituted, namely:-

"2. Number of post, classification and level in the pay matrix.- The number of post, its classification and the level in the pay matrix attached thereto, shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.".

3. In the said rules, in the Schedule,-

(a) in column (4), for the column heading and the entries relating thereto, the following shall be substituted, namely:-

2. वनस्पति संरक्षण, संगरोध एवं सं_ह िनदेशालय, (jाइवर-सह-तकनीकी) भर्ती नियम, 2011 (जिन्हें इसके पश्चात उक्त िनयम कहा गया है) में नियम 2 के स्थान पर निम्निलिखत िनयम रखा जाएगा, अर्थात्

सा.का.िन.सा.का.िन.सा.का.िन.सा.का.िन.112112112112....————राष्ट्रपित, संिवधान के अनु(cid:25)छेद 309 के परन्तुक द्वारा प्रदत्त शक्तियों का प्रयोग करते &ए, कृ िष मंत्रालय, वनस्पति संरक्षण, संगरोध एवं सं_ह निदेशालय, फरीदाबाद, तकनीकी सहायक भर्ती नियम, 2013 का संशोधन करने के लिए निम्निलखित नियम बनाते हैं, अर्थात:-

1. (1) इन नियमों का संक्षिप्त नाम कृ षि मंत्रालय, वनस्पति संरक्षण, संगरोध एवं सं_ह निदेशालय, फरीदाबाद, तकनीकी सहायक भर्ती (संशोधन) नियम, 2019 है ।

(2) ये राजपत्र में उनके प्रकाशन की तारीख को प्रवृत्त होंगे ।

2. कृ षि मंत्रालय, वनस्पति संरक्षण, संगरोध एवं सं_ह निदेशालय, फरीदाबाद में तकनीकी सहायक भर्ती नियम, 2013 (जिन्हें इसके पश्चात उक्त िनयम कहा गया है) में नियम 2 के स्थान पर निम्निलिखत िनयम रखा जाएगा, अर्थात्:-

''2. पद संख्यापद संख्यापद संख्यापद संख्या,,,, वर्गीकरण और वेतन मैट्रिक्सवर्गीकरण और वेतन मैट्रिक्सवर्गीकरण और वेतन मैट्रिक्सवर्गीकरण और वेतन मैट्रिक्स में स्त में स्त में स्त में स्तरररर---- पद की संख्या, उसका वर्गीकरण और वेतन मैट्रिक्स में स्तर वह होगा जो इन नियमों से उपाब? अनुसूची के स्तंभ (2) से स्तंभ (4) में विनिRदष्ट हैं।''

3. उक्त नियमों में, अनुसूची में,-

(क) स्तंभ (4) में, स्तंभ शीर्षक और उससे संबंधित प्रविष्टियों के स्थान पर निम्नलिखित प्रविष्टियां रखी जाएंगी, अर्थात्:-

(ख) स्तंभ (11) में, उप-शीर्ष ''प्रोन्नित'' के अधीन,-

(i) ''वेतन बैंड-1: 5200-20200/- dपये + _ेड वेतन 1800/- dपये'' शब्दों, अंकों और अक्षरों के स्थान पर ''वेतन मैट्रिक्स में ''स्तर-1 (18000-56900/- dपये)'' शब्द, अंक और अक्षर रखे जाएंगे;

(ii) टिप्पण 1 का लोप किया जाएगा।

G.S.R. 112.—In exercise of the powers conferred by the proviso to article 309 of the Constitution, the President hereby makes the following rules to amend the Ministry of Agriculture, Directorate of Plant Protection, Quarantine and Storage, Faridabad, Technical Assistant Recruitment Rules, 2013, namely:-

1. (1) These rules may be called the Ministry of Agriculture, Directorate of Plant Protection, Quarantine and Storage, Faridabad, Technical Assistant Recruitment (Amendment) Rules, 2019.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. In the Ministry of Agriculture, Directorate of Plant Protection, Quarantine and Storage, Faridabad, Technical Assistant Recruitment Rules, 2013 (hereinafter referred to as the said rules), for rule 2, the following rule shall be substituted, namely:-

"2. Number of post, classification and level in the pay matrix.—The number of post, its classification and the level in the pay matrix attached thereto, shall be as specified in column (2) to (4) of the Schedule annexed to these rules.".

3. In the said rules, in the Schedule,-

(a) in column (4), for the column heading and the entries relating thereto, the following shall be substituted, namely:-

(b) in column (11),under sub-heading "Promotion",-

(i) for the words, figures and letters "pay band-1, Rs.5200-20200+Grade Pay of Rs. 1800", the words, figures and letters "level-1 in the pay matrix (Rs.18000-56900/-)"shall be substituted.

(ii) Note 1 shall be omitted.

3. उक्त नियमों में, अनुसूची में,-

(i) बेतार प्रचालक के पद से संबंधित 2म संख्या 1 के सामने,-

(क) स्तंभ (4) में, स्तंभ शीर्षक और उससे संबंधित प्रविष्टियों के स्थान पर निम्निलिखत रखा जाएगा, अर्थात्:-

(ख) स्तंभ (11) में, टिप्पण-1 में, मद (ii) में, ''वेतन बैंड-1 + _ेड वेतन 1900/- dपये'' शब्दों, अंकों और अक्षरों के स्थान पर ''वेतन मैट्रिक्स में ''स्तर-2 (19900-63200/- dपये)'' शब्द, अंक और अक्षर रखे जाएंगे;

(i) बेतार पर्यवेक्षक के पद से संबंधित 2म संख्या 2 के सामने,-

(क) स्तंभ (4) में, संबंधित प्रविष्टियों के स्थान पर निम्निलिखत रखा जाएगा, अर्थात्:-

''स्तर-5 (29200-92300/- dपये)'',

(ख) स्तंभ (11) में,-

(I) उप-शीर्ष ''प्रोन्नित'', के अधीन, टिप्पण 1 का लोप किया जाएगा ;

(II) उप-शीर्ष ''प्रतिनियुक्ति'' के अधीन, टिप्पण 1, उप-मद (ii) में, ''वेतन बैंड-1 (5200-20200/- dपये + _ेड वेतन 2400/- dपये) शब्दों, अंकों और अक्षरों के स्थान पर ''वेतन मैट्रिक्स में ''स्तर-4 (25500-81100/- dपये)'' शब्द, अंक और अक्षर रखे जाएंगे।

1. (1) These rules may be called the Directorate of Plant Protection, Quarantine and Storage, Faridabad, Wireless Operator and Wireless Supervisor, Recruitment (Amendment) Rules, 2019.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. In the Directorate of Plant Protection, Quarantine and Storage, Faridabad, Wireless Operator and Wireless Supervisor, Recruitment Rules, 2012 (hereinafter referred to as the said rules), for rule 2, the following rule shall be substituted, namely:-

"2. Number of posts, classification and level in the pay matrix.—The number of posts, their classification and the level in the pay matrix attached thereto, shall be as specified in column (2) to (4) of the Schedule annexed to these rules.".

3. In the said rules, in the Schedule,-

(i) against serial number 1 relating to the post of Wireless Operator,-

(a) in column (4), for the column heading and the entries relating thereto, the following shall be substituted, namely:-

(b) in column (11), in Note 1, in item (ii), for the words, figures and letters "pay band-1, grade pay of Rs. 1900", the words, figures and letters "level-2 in the pay matrix (Rs.19900-63200/-)"shall be substituted;

(ii) against serial number 2 relating to the post of Wireless Supervisor,-

(a) for the entries under column (4), the following entries shall be substituted, namely:-

"Level-5 (Rs.29200-92300/-)";

(b) in column (11),-

(I) under heading "Promotion", Note 1 shall be omitted;

(II) under heading "Deputation", in Note 1, in item (ii), for the words, figures and letters "pay band-1, (Rs. 5200-20200 with grade pay of Rs. 2400), the words, figures and letters "level-4 in the pay matrix (Rs.25500-81100/-)"shall be substituted.
