(ii) The ad-hoc appointment shall not confer any right to continue in the grade indefinitely or for inclusion in Select List for regular appointments or to claim seniority in the Section Officer Grade of CSS;

(iii) The ad-hoc appointment may be terminated at any point of time without giving any reason there of;

(iv) The appointment on ad-hoc basis will take effect from the date of assuming the charge of the post of Section Officer in the Ministry/Department in which the officer has been posted/adjusted.

(v) The service rendered on adhoc basis in the Section Officer grade would not count for the purpose of seniority in that grade or for promotion to the next higher grade or for garnt of NFSG.

(vi) The ad-hoc promotion will remain subject to the outcome of:-

(a) The SLP (C) No. 30621/2011 arising out of final judgement and order dated 15.07.2011 in CWP No. 13218/2009 passed by the Hon'ble High Court of Punjab & Haryana and other connected cases before the Hon'ble Supreme Court.

(b) The SLP (C) No. 31288/2017 arising out of Hon'ble Delhi High Court judgement dated 23.08.2017 in WP(c) No 3490/2010 filed by the All India Equality Forum & Others vs. UOI and Ors and other related court cases in any competent court; and

(c) Any other court case in a connected matter.

(ii) The ad-hoc appointment shall not confer any right to continue in the grade indefinitely or for inclusion in Select List for regular appointments or to claim seniority in the Section Officer Grade of CSS;

(iii) The ad-hoc appointment may be terminated at any point of time without giving any reason thereof;

(iv) The service rendered on adhoc basis in the Section Officer grade would not count for the purpose of seniority in that grade or for promotion to the next higher grade or for grant of NFS.

(v) The officer(s) who fail to avail ad-hoc promotion would not be considered for ad-hoc promotion for a period of one year from the date of issue of the promotin order by the Cadre Unit.

(vi) The ASOs in the zone who are on Level 'B' Training as on 01.07.2019 and have been found fit by the Screening Committee, shall submit their joining report for joining the promotional post on ad- hoc basis to their concerned Ministry/Department and these officers shall be deemed to have assumed the charge of the promotional post from the date of submission of joining report. (vii) The exemption from mandatory training has been granted for adhoc promotions only. The officers promoted on ad-hoc basis shall have to undergo Level "B" training programme as and when nominated by DoPT unless they fall in the exempted category, before their regular promotions. Failure to do so may attract relevant provisions of CSS Rules, 2009 and Regulations there-under and the Cadre Training Plan (CTP) for CSS officers, including reversion to their substantive grade i.e. ASO grade.

(viii) If any of the officers included in the zone is on deputation, he/she may give his/her willingness to avail ad-hoc promotion within one week of the issue of promotion order and will have to join the cadre unit within one month to avail ad-hoc promotion.

(ix) The ad-hoc promotion will remain subject to outcome of:

(a) The SLP(C) No. 30621/2011 arising out of final judgment and order dated 15.07.2011 in CWP No. 13218/2009 passed by the Hon'ble High Court of Punjab & Haryana and other connected cases before the Hon'ble Supreme Court.

(b) The SLP (C) No. 31288/2017 arising out of the Hon'ble Delhi High Court judgment dated 23.08.2017 in WP(C) No 3490/2010 filed by the All India Equality Forum & others vs. UOI & Ors and other related court cases in any competent court; and

(c) Any other court case in a connected matter.

The Ministry/ Department where the officer is working should promote him/her only after verifying that no disciplinary proceedings are pending or being contemplated against the officer;

(vi) If any officer fails to avail ad-hoc promotion by 30.06.2019, the promotion order is liable to be cancelled. Officers who refuse ad-hoc promotion on personal grounds would not be considered for ad-hoc promotion for a period of one year from the date of issue of this promotion order;

(vii) The SLP (C) NO. 30621/2011 arising out of the final judgment and order dated 15.07.2011 in CWP No. 13218/2009 passed by the Hon'ble High court of Punjab & Haryana and other connected cases before the Hon'ble Supreme Court.
