काकाकाका....िनिनिनिन....आआआआ.... 77.77.77.77.————राष्ट्रपति, संिवधान के अनु(cid:18)छेद 309 के परंतुक द्वारा प्रदत्त शक्तियों का प्रयोग करते (cid:29)ए, रक्षा मंत्रालय, महािनदेशालय, आयुध निर्माणी मुख्यालय स्टाफ ऑफिसर और सहायक स्टाफ ऑफिसर िसिवल पद भर्ती िनयम, 2005 का अधि-मण करते (cid:29)ए, जहां तक कि वे स्टाफ ऑफिसर के पद से संबंिधत हैं, उन बातों के िसवाय जिन्हें ऐसे अधि-मण से पूर्व किया गया है या करने का लोप किया गया है, रक्षा मंत्रालय, महािनदेशालय, 'आयुध निर्माणी मुख्यालय में स्टाफ ऑफिसर के पद पर भर्ती की प8ति का िविनयमन करने के िलए निम्नलिखित िनयम बनाते हैं अर्थातः-
1.1.1.1. संक्षिप्तसंक्षिप्तसंक्षिप्तसंक्षिप्त नामनामनामनाम औरऔरऔरऔर प्रारंभप्रारंभप्रारंभप्रारंभ....————(1) इन िनयमों का संक्षिप्त नाम रक्षा मंत्रालय, महािनदेशालय, आयुध निर्माणी मुख्यालय स्टाफ ऑफिसर िसिवल पद (समूह 'क' पद) भर्ती िनयम, 2019 है ।
(2) यह राजपत्र में उनके प्रकाशन की तारीख को प्रवृत्त होंगे ।

4.4.4.4. अनर्हताअनर्हताअनर्हताअनर्हता....———— वह Gक्ति-
(क) िजसने ऐसे Gक्ति से िजसका पित या जिसकी पHी जीिवत है, िववाह किया है या िववाह की संिवदा की है; या
(ख) िजसने, अपने पित या अपनी पHी के जीिवत रहते (cid:29)ए किसी अन्य Gक्ति से िववाह कर िलया है, या िववाह की संिवदा की है , उक्त पद पर नियुक्ति का पात्र नहI होगा :
परंतु यदि कें Kीय सरकार का यह समाधान हो जाता है कि ऐसा िववाह उस Gक्ति और के अन्य पक्षकार के िलए पर्सनल लॉ के अधीन अनेLय है और ऐसा करने के अन्य आधार हैं तो वह किसी भी Gक्ति को इन नियमों के प्रवर्तन से छू ट दे सके गी ।
5.5.5.5. िशिथलिशिथलिशिथलिशिथल करनेकरनेकरनेकरने कीकीकीकी शक्तिशक्तिशक्तिशक्ति....————जहां कें Kीय सरकार की यह राय है कि ऐसा करना आवश्यक या समीचीन है तो वह उसके िलए जो करण हैं उन्हें लेखब8 करके तथा संघ लोक सेवा आयोग से परामर्श करके , इन नियमों के किसी भी उपबंध को किसी वर्ग या प्रवर्ग के Gक्तियों की बाबत, आदेश द्वारा िशिथल कर सके गी।
6.6.6.6. )ावृति)ावृति)ावृति)ावृति....————इन नियमों की कोई बात आरक्षण, आयु-सीमा में छू ट और अन्य रियायतों पर प्रभाव नहI डालेगी, िजनका कें Kीय सरकार द्वारा इस संबंध में समय-समय पर िनकाले गए आदेश के अनुसार अनुसूिचत जातियों, अनुसूिचत जनजातियों, अन्य िपछड़े वगO भूतपूर्व सैनिकों और अन्य िवशेष प्रवर्ग के Gक्तियों के िलए उपबंध करना अपेक्षित है ।

| प्रोन्नतिः वेतन मैट्रिक्स में स्तर '7' (P. प्रोन्नतिः प्रोन्नतिः प्रोन्नतिः 44,900-1,42,400) में सहायक स्टाफ ऑफिसर Tेड में सात वषO की िनयिमत सेवा की हो दो से चार सप्ताह का सफलता पूर्वक प्रशिक्षण पूरा किया हो । टिप्पण िलए ऐसे टिप्पण---- जहां प्रोन्नति के टिप्पण टिप्पण कनिष्ठों का िवचार किया जा रहा हो जिन्होंने अपनी अर्हक/पात्रता सेवा पूरी कर ली है, वहां उनके वरिष्ठों का भी िवचार किया जाएगा बशतW उनके द्वारा की गई अर्हक/पात्रता सेवा अपेक्षित अर्हक/पात्रता सेवा के आधे से अिधक या अपेक्षित अर्हक/पात्रता सेवा से दो वर्ष कम, इनमें से जो भी कम हो पूरी की गई हो और उन्होंने अपने ऐसे अर्हक/पात्रता सेवा पहले ही पूरी कर ली है, अगली उYतर Sेणी में प्रोन्नति के िलए अपनी परिवीक्षा की अविध सफलतापूर्वक पूरी कर ली हो। | प्रोन्नतिः िवभागीय प्रोन्नति सिमित (प्रोन्नति के संबंध में िवचार करने के िलए) निम्नलिखित में से िमलकर बनेगीः- 1. अध्यक्ष/सदस्य, संघ लोक सेवा आयोग 2. संयुक्त िनदेशक, रक्षा मंत्रालय 3. महािनदेशक/आयुध निर्माणी और अध्यक्ष/ आयुध निर्माणी बोर्ड | स ंघ लोक स ेवा आयोग स परामर्श करना आवश् यक है । | NaN |

S.R.O. 77 .—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in supersession of the Ministry of Defence, Directorate General, Ordnance Factories Headquarters Staff Officer and Assistant Staff Officer Civil Posts Recruitment Rules, 2005, in so far as they relate to the post of Staff Officer, except as respects things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment to the post of Staff Officer in the Ministry of Defence, Directorate General, Ordnance Factories Headquarters, namely :-
1. Short Title and Commencement.— (1) These rules may be called the Ministry of Defence, Directorate General, Ordnance Factories Headquarters Staff Officer Civil Post (Group 'A' Post) Recruitment Rules, 2019.
398 THE GAZETTE OF INDIA : AUGUST 31, 2019/BHADRA 9, 1941 [PART II—SEC. 4](2) They shall come into force on the date of their publication in the Official Gazette.
2. Number of post, classification, level in pay matrix .— The number of said post, its classification and level in the pay matrix attached thereto, shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.
3. Method of recruitment, age-limit, qualifications etc. .—The method of recruitment to the said post, age-limit, qualifications and other matters relating to the said post shall be as specified in columns (5) to (13) of the said Schedule.
4. Disqualifications .— No person ,−
(a) who has entered into or contracted a marriage with a person having a spouse living; or
(b) who, having a spouse living, has entered into or contracted a marriage with any person,
shall be eligible for appointment to any of the said post :
Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of these rule.
5. Power to relax .—Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order, for reasons to be recorded in writing, and in consultation with the Union Public Service Commission, relax any of the provisions of these rules with respect to any class or category of persons.
6. Saving.—Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, the Other Backward Classes, the Ex-servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.
