सा.का.नि. 68 .—राष्ट्रपति, संविधान के अनुच्छेद 309 के परन्तुक द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए और संघ लोक सेवा आयोग, भाषायी प्रशासक, समूह 'क' पद भर्ती नियम, 2017 को, उन बातो के सिवाय अधिक्रान्त करते हुए,

390 THE GAZETTE OF INDIA : MARCH 21, 2020/CHAITRA 1, 1942 [PART II—SEC. 3(i)]जिन्हे ऐसे अधिक्रमण से पूर्व किया गया है या करने का लोप किया गया है, संघ लोक सेवा आयोग में भाषायी प्रशासक के पद पर भर्ती की पद्धति का विनियमन करने के लिए निम्नलिखित नियम बनाते हैं, अर्थात् :-
1. संक्षिप्त नाम और प्रारंभ .—
(क) इन नियमों का संक्षिप्त नाम संघ लोक सेवा आयोग, भाषायी प्रशासक, समूह 'क' पद भर्ती नियम, 2020 है ।
(ख) ये राजपत्र में प्रकाशन की तारीख को प्रवृत्त होंगे ।
2. पद की संख्या, वर्गीकरण और वेतन मैट्रिक्स में स्तर .—उक्त पद की संख्या, उसका वर्गीकरण और उसका वेतन मैट्रिक्स में स्तर वह होगा, जो इन नियमों से उपाबद्ध अनुसूची के स्तंभ (2) से स्तंभ (4) में विनिर्दिष्ट है ।
3. भर्ती की पद्धति, आयु सीमा, अर्हताएं आदि .— भर्ती की पद्धति, आयु सीमा, अर्हताएं और उक्त पद से संबंधित अन्य बातें वे होगी जो उक्त अनुसूची के स्तंभ (5) से स्तंभ (13) में विनिर्दिष्ट हैं ।
4. निरर्हता.—वह व्यक्ति –
(क) जिसने ऐसे व्यक्ति से जिसका पति या जिसकी पत्नी जीवित है, विवाह किया है, या विवाह की संविदा की है, या
(ख) जिसने अपने पति या अपनी पत्नी के जीवित रहते हुए किसी व्यक्ति से विवाह किया है या विवाह की संविदा की है, उक्त पद पर नियुक्ति का पात्र नहीं होगा ।
परन्तु यदि के न्द्रीय सरकार का यह समाधान हो जाता है कि ऐसा विवाह ऐसे व्यक्ति और विवाह के अन्य पक्षकार को लागू स्वीय विधि के अधीन अनुज्ञेय है और ऐसा करने के लिए अन्य आधार है तो वह किसी व्यक्ति को इस नियम के प्रवर्तन में छू ट दे सके गी ।
5. शिथिल करने की शक्ति.—जहां के न्द्रीय सरकार की यह राय है कि ऐसा करना आवश्यक या समीचीन है, वहां वह उसके लिए जो कारण है, उन्हें लेखबद्ध करके तथा संघ लोक सेवा आयोग से परामर्श करके , इन नियमों के किसी उपबंध को किसी वर्ग या प्रवर्ग के व्यक्तियों की बाबत, आदेश द्वारा शिथिल कर सके गी ।
6. व्यावृत्ति .—इन नियमों की कोई बात, ऐसे आरक्षण, आयु-सीमा में छू ट और अन्य रियायतों पर प्रभाव नहीं डालेगी, जिनका के न्द्रीय सरकार द्वारा इस संबंध में समय-समय पर जारी किए गए आदेशों के अनुसार अनुसूचित जातियों, अनुसूचित जनजातियों, भूतपूर्व सैनिकों और अन्य विशेष प्रवर्ग के व्यक्तियों के लिए उपबंध करना अपेक्षित है ।

| अंग्रेजी माध् यम में मास् टर डिग्री ; या किसी मान् यताप्राप् त विश् वविद्यालय से डिग्री स् तर पर अनिवार्य या वैकल् िपक विषय के रूप में हिन् दी तथा अंग्रेजी या इनमें से कोई एक परीक्षा के माध् यम तथा दूसरी अनिवार्य या वैकल् िपक विषय के रूप में होते हुए हिन् दी या अंग्रेजी से भिन्न किसी विषय में मास् टर डिग्री । क े न् द्र सरकार या राज् य सरकार या संघ राज् य क्षेत्रों या स् वायत् त निकायों या कानूनी संगठनों या पब् िलक सेक् टर के उपक्रमों या विश् वविद्यालयों या मान् यताप्राप् त अनुसंधान या शैक्षिक संस् थानों के अधीन परीक्षा कार्य संभालने में अनुभव सहित हिन् दी में शब् दावली (शब् दकोषीय कार्य) के प्रयोग या लागू करने और मानविकी, सामाजिक विज्ञान, विज्ञान और प्रौद्योगिकी के विभिन् न विषयों में शैक्षिक और तकनीकी सामग्री की विषय वस् तु का अंग्रेजी से हिन् दी या विलोमत: अनुवाद कार्य में पांच वर्ष का अनुभव । वांछनीय : (i) शिक्षाविदों या विशेषज्ञों के राष् ट्रीय या अंतर्राष् ट्रीय सम् मेलन या विचार गोष् िठयों को आयोजित करने या उनसे संबद्ध रहने में तीन वर्ष का अनुभव । (ii) हिन् दी में प्रदत् त पी.एचडी. डिग्री या भाषायी अनुसंधान में प्रकाशित कार्य । (iii) किसी मान् यताप्राप् त बोर्ड से 10वीं स् तर पर भारत के संविधान की आठवीं अनुसूची में सम् िमलित हिन् दी के अतिरिक् त किसी अन् य भाषा का अध् ययन किया हो । टिप् पण – 1 : वेतन मैट्रिक्स के स्तर 11 (67700-208700/- रुपए) में ऐसे विभागीय वरिष् ठ अनुसंधान अधिकारी (भाषा माध् यम) जिन्होंने उस श्रेणी में दस वर्ष की नियमित सेवा की हो और प्रतिनियुक् ित के लिए यथाविहित आवश्यक और वांछनीय अर्हताएं रखता है, के नाम पर भी बाहरी उम् मीदवारों के साथ विचार किया जाएगा और यदि वे इस पद के लिए चयनित होते हैं तो पद को प्रोन् नति द्वारा भरा हुआ माना जाएगा । टिप् पण – 2 : प्रतिनियुक् ित की अवधि (जिसके अंतर्गत अल् पकालिक संविदा भी है) जिसके अंतर्गत के न् द्रीय सरकार के उसी या किसी अन् य संगठन या विभाग में इस नियुक् ित से ठीक पहले धारित किसी अन् य काडर बाह्य पद पर प्रतिनियुक् ित की अवधि है, साधारणतया पांच वर्ष से अधिक नहीं होगी । टिप् पण – 3 : प्रतिनियुक् ित (जिसके अंतर्गत अल् पकालिक संविदा भी है) द्वारा नियुक् ित के लिए अधिकतम आयु-सीमा आवेदन प्राप् त करने की अंतिम तारीख को 56 वर्ष से अधिक नहीं होगी । |

G.S.R. 68.—In exercise of the powers conferred by the proviso to article 309 of the Constitution, and in supersession of the Union Public Service Commission, Linguistic Administration, Group 'A' Post, Recruitment Rules, 2017 except as respects things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment to the post of Linguistic Administrator in the Union Public Service Commission, namely:-
393 [भाग II—खण्ड 3(i)] भारत का राजपत्र : मार्च 21, 2020/चैत्र 1, 19421. Short title and commencement.— (1) These rules may be called the Union Public Service Commission, Linguistic Administrator, Group 'A' Post, Recruitment Rules, 2020.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. Number of post, classification and level in the pay matrix.— The number of post, its classification and level in the pay matrix attached thereto shall be as specified in columns (2) to ( 4) of the Schedule annexed to these rules.
3. Method of recruitment, age-limit, qualifications, etc.—The method of recruitment, age-limit, qualifications and other matters relating to the said post shall be as specified in columns (5) to (13) of the aforesaid Schedule.
4. Disqualification.— No person,-
(a) who has entered into or contracted a marriage with any person having a spouse living; or
(b) who, having a spouse living, has entered into or contracted a marriage with any person,
shall be eligible for appointment to the said post:
Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule.
5. Power to relax.—Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order and for reasons to be recorded in writing, relax in consultation with Union Public Service Commission, any of the provisions to these rules with respect to any class or category of persons.
6. Saving.—Nothing in these rules shall affect reservation, relaxation of age limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, Ex-servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

Desirable: (i) three years experience in organising or associating in national or international conference or seminars of academicians or experts; (ii) Doctor of Philosophy awarded in Hindi by a recognized university or published work in linguistic research; (iii) studied one of the languages other than Hindi included in the Eighth Schedule to the Constitution at 10th standard level from a recognised Board. Note 1: The Departmental Senior Research Officer (Language Medium) in level 11 in the pay matrix Rs. 67700-208700/- with ten years' of regular service in the grade and having essential and desirable qualifications as prescribed for deputationists shall also be considered along with outsiders and in case he is selected for appointment to the post, it shall be deemed to have been filled by promotion. Note 2: The period of deputation (including short-term contract) including period of deputation (including short-term contract) in another ex-cadre post held immediately preceding this appointment in the same or some other organisation or department of the Central Government shall ordinarily not exceed five years. Note 3: The maximum age limit for appointment by deputation (including short-term contract) shall be not exceeding fifty-six years as on the closing date of receipt of application. |

सा.का.नि. 69.—राष्ट्रपति, संविधान के अनुच्छेद 309 के परन्तुक द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए, और संघ लोक सेवा आयोग (सुरक्षा अधिकारी) भर्ती नियम, 1993 तथा संघ लोक सेवा आयोग (सुरक्षा सहायक) समूह 'ग' भर्ती नियम, 2007 का उन बातों के सिवाय अधिक्रांत करते हुए जिन्हें ऐसे अधिक्रमण से पूर्व किया गया है या किए जाने से लोप किया गया है, संघ लोक सेवा आयोग के सुरक्षा इकाई में सुरक्षा अधिकारी तथा सुरक्षा सहायक के पदों पर भर्ती की पद्धति का विनियम करने हेतु निम्नलिखित नियम बनाते हैं`, अर्थात् :-
1. संक्षिप्त नाम और प्रारंभ .— (i) इन नियमों का संक्षिप्त नाम संघ लोक सेवा आयोग,(सुरक्षा इकाई) समूह 'ख' पद भर्ती नियम, 2020 है।
(ii) ये राजपत्र में प्रकाशन की तारीख को प्रवृत्त होंगे ।
2. लागू होना.— ये नियम इन नियमों से उपाबद्ध अनुसूची के स्तंभ (1) में विनिर्दिष्ट पदों पर लागू होंगे ।

G.S.R. 69.—In exercise of the powers conferred by the proviso to Article 309 of the Constitution and in supersession of the Union Public Service Commission (Security Officer) Recruitment Rules, 1993 and the Union Public Service Commission (Security Assistant) Group 'C' post Recruitment Rules, 2007 except as respects things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment to the posts of Security Officer and Security Assistant in the Security Unit of Union Public Service Commission, namely:-
1. Short title and commencement.—(i) These rules may be called the Union Public Service Commission, (Security Unit) Group 'B' posts Recruitment Rules, 2020.
(ii) They shall come into force on the date of their publication in the Official Gazette.
2. Application.— These rules shall apply to the posts specified in the Column (1) of the Schedule annexed to these rules.
3. Number of posts, classification and level in the pay matrix.— The number of posts, their classification and level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.
4. Method of recruitment, age-limit, qualifications, etc.—The method of recruitment, age-limit, qualifications and other matters relating to the said posts shall be as specified in columns (5) to (13) of the afore-said Schedule.

(a) who has entered into or contracted a marriage with a person having a spouse living; or
(b) who, having a spouse living, has entered into or contracted a marriage with any person,
shall be eligible for appointment to the said posts:
Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule.
6. Power to relax.—Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order, and for reasons to be recorded in writing, and in consultation with Union Public Service Commission, relax any of the provisions of these rules with respect of any class or category of persons.
7. Saving.—Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, Ex-servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

सा.का.नि.70.—राष्ट्रपति, संविधान के अनुच्छेद 309 के परन्तुक द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए, और वरिष्ठ वैज्ञानिक अधिकारी(आयुर्विज्ञान),वैज्ञानिक तथा तकनीकी शब्दावली आयोग, भर्ती नियम 2014 को उन बातों के सिवाय अधिक्रांत करते हुए, जिन्हें ऐसे अधिक्रमण से पहले किया गया है,या करने का लोप किया गया है, वैज्ञानिक तथा402 THE GAZETTE OF INDIA : MARCH 21, 2020/CHAITRA 1, 1942 [PART II—SEC. 3(i)] तकनीकी शब्दावली आयोग में वरिष्ठ वैज्ञानिक अधिकारी, आयुर्विज्ञान (संवर्ग बाह्य पद), के पद पर भर्ती की पद्धति का विनियमन करने के लिए निम्नलिखित नियम बनाते हैं, अर्थात :-
1. संक्षिप्त नाम और प्रारंभ.—
(1) इन नियमों का संक्षिप्त नाम वरिष्ठ वैज्ञानिक अधिकारी, आयुर्विज्ञान (संवर्ग बाह्य पद), वैज्ञानिक तथा तकनीकी शब्दावली आयोग, भर्ती नियम, 2020 है ।
(2) ये राजपत्र में उनके प्रकाशन की तारीख से प्रवृत्त होंगे ।
2. पद की संख्या, वर्गीकरण, वेतन मैट्रिक्स में स्तर.— उक्त पद की संख्या, उनका वर्गीकरण और उनका वेतन मैट्रिक्स में स्तर वे होंगे, जो नियमों से उपाबंध अनुसूची के स्तंभ (2) से (4) में विनिर्दिष्ट हैं I
3. भर्ती की पद्धति, आयु-सीमा और अन्य अर्हताएं.— उक्त पदों पर भर्ती की पद्धति, आयु-सीमा अर्हताएं और उससे संबंधित अन्य बातें वे होंगी जो उक्त अनुसूची के स्तंभ (5) से (13) में विनिर्दिष्ट हैं ।
4. निरर्हता: वह व्यक्ति.—
(क) जिसने ऐसे व्यक्ति से जिसका पति या जिसकी पत्नी जीवित है, विवाह किया है; या विवाह संविदा की है या
(ख) जिसने अपने पति या पत्नी के जीवित रहते हुए किसी व्यक्ति से विवाह किया है या विवाह संविदा की है, उक्त पद पर नियुक्ति का पात्र नहीं होगा :
परन्तु यदि के न्द्रीय सरकार का समाधान हो जाता है कि ऐसा विवाह, उस व्यक्ति और विवाह के अन्य पक्षकार को लागू स्वीय विधि के अधीन अनुज्ञेय है और ऐसा करने के लिए अन्य आधार हैं तो वह किसी व्यक्ति को इस नियम के प्रवर्तन से छू ट दे सके गी ।
5. शिथिल करने की शक्ति .— जहाँ के न्द्रीय सरकार की यह राय है कि ऐसा करना आवश्यक या समीचीन है, वहां वह उसके लिए जो कारण हैं उन्हें लेखबद्ध करके तथा संघ लोक सेवा आयोग से परामर्श करके इन नियमों के किसी उपबंध को किसी वर्ग या प्रवर्ग के व्यक्तियों की बाबत, आदेश द्वारा शिथिल कर सके गी ।
6. व्यावृत्ति .—इन नियमों की कोई बात, ऐसे आरक्षणों, आयु-सीमा में छू ट और अन्य रियायतों पर प्रभाव नहीं डालेगी, जिनका के न्द्रीय सरकार द्वारा इस संबंध में समय-समय पर जारी किए गए आदेशों के अनुसार अनुसूचित जातियों, अनुसूचित जनजातियों, अन्य पिछड़े वर्गों, भूतपूर्व सैनिकों और अन्य विशेष प्रवर्ग के व्यक्तियों के लिए उपबंध करना अपेक्षित है I

G.S.R. 70.—In exercise of the powers conferred by proviso to article 309 of the Constitution, and in supersession of the Senior Scientific Officer (Medicine),Commission for Scientific and Technical Terminology, New Delhi, Recruitment Rules, 2014,except as respects things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment to the post of Senior Scientific Officer (Medicine) (Ex-cadre),the Commission for Scientific and Technical Terminology in Department of Higher Education, Ministry of Human Resource Development, namely: -
1. Short title and commencement.—(1)These rules may be called the Ministry of Human Resource Development, Department of Higher EducationSenior Scientific Officer (Medicine) (Ex-cadre), Commission for Scientific and Technical Terminology, New Delhi, Recruitment Rules, 2020.
(2) They shall come into force on the date of their publication in the Official Gazette.
3. Number of post, classification and elple t i l vel matrix.—The number of post, its classification and the level in the pay matrix attached thereto shall be a specified in columns (2) to (4)of the Schedule annexed to these rules.
4. Method of recruitment, age–limit, other qualifications, etc.—The method of recruitment, age limit, qualifications and other matters relating to the said post shall be as specified in columns (5) to (13) of the said Schedule.
5. Disqualification.—No person,-
(a) who has entered into or contracted a marriage with a person having a spouse living, or
(b) who, having a spouse living, has entered into or contracted a marriage with any person,
shall be eligible for appointment to the said post:
Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule.
5. Power to relax.—Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order and for reasons to be recorded in writing and in consultation with the Union Public Service Commission, relax any of the provisions of these rules with respect to any class or category of persons.
6. Saving.—Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, Ex-servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

सा.का.नि. 71.—राष्ट्रपति, संविधान के अनुच्छेद 309 के परन्तुक द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए, कें द्रीय हिंदी निदेशालय और वैज्ञानिक तथा तकनीकी शब्दावली आयोग समूह 'क ' और समूह 'ख ' 'राजपत्रित पदों के भर्ती नियम 1995 जहाँ तक उनका संबंध उप-निदेशक(विषय) सहायक निदेशक (विषय) तथा सहायक वैज्ञानिक अधिकारी (विषय) के पदों से है और सहायक वैज्ञानिक अधिकारी, वैज्ञानिक तथा तकनीकी शब्दावली आयोग भर्ती नियम, 2014, को उन बातों के सिवाय अधिक्रांत करते हुए जिन्हें ऐसे अतिक्रमण से पहले किया गया है या करने का लोप किया गया है, वैज्ञानिक तथा तकनीकी शब्दावली आयोग, उच्चतर शिक्षा विभाग, मानव संसाधन विकास मंत्रालय में उप-निदेशक(विषय), सहायक निदेशक (विषय) तथा सहायक वैज्ञानिक अधिकारी (विषय)के पद पर भर्ती पद्धति का विनियमन करने के लिए निम्नलिखित नियम बनाते हैं अर्थात:—
1. संक्षिप्त नाम और प्रारंभ . —
(1) इन नियमों का संक्षिप्त नाम उच्चतर शिक्षा विभाग, मानव संसाधन विकास मंत्रालय में उप-निदेशक(विषय) सहायक निदेशक (विषय) तथा सहायक वैज्ञानिक अधिकारी (विषय) वैज्ञानिक तथा तकनीकी शब्दावली आयोग, नई दिल्ली भर्ती नियम, 2020 है I (2) ये राजपत्र में उनके प्रकाशन की तारीख से प्रवृत्त होंगे ।
2. पद की संख्या, वर्गीकरण, वेतन मैट्रिक्स में स्तर, —पदों की संख्या, वर्गीकरण और वेतन मैट्रिक्स में स्तर वे होंगे, जो नियमों से उपबंध अनुसूची के स्तंभ (2) से (4) में विनिर्दिष्ट हैं I
3. भर्ती की पद्धति, आयु-सीमा और अन्य अर्हताएं. — उक्त पदों पर भर्ती की पद्धति, आयु-सीमा अर्हताएं और उससे संबंधित अन्य बातें वे होंगी जो उक्त अनुसूची के स्तंभ (5) से (13) में विनिर्दिष्ट हैं ।
4. निरर्हता:- वह व्यक्ति:
(क) जिसने ऐसे व्यक्ति से जिसका पति या जिसकी पत्नी जीवित है, विवाह किया है; या विवाह संविदा की है या
(ख) जिसने अपने पति या पत्नी के जीवित रहते हुए किसी व्यक्ति से विवाह किया है या विवाह संविदा की है, उक्त पद पर नियुक्ति का पात्र नहीं होगा :
परन्तु यदि के न्द्रीय सरकार का समाधान हो जाता है कि ऐसा विवाह, उस व्यक्ति और विवाह के अन्य पक्षकार को लागू स्वीय विधि के अधीन अनुज्ञेय है और ऐसा करने के लिए अन्य आधार हैं तो वह किसी व्यक्ति को इस नियम के प्रवर्तन से छू ट दे सके गी I 5. शिथिल करने की शक्ति . —जहाँ के न्द्रीय सरकार की यह राय है कि ऐसा करना आवश्यक या समीचीन है, वहां वह उसके लिए जो कारण हैं उन्हें लेखबद्ध करके तथा संघ लोक सेवा आयोग से परामर्श करके इन नियमों के किसी उपबंध को किसी वर्ग या प्रवर्ग के व्यक्तियों की बाबत, आदेश द्वारा शिथिल कर सके गी ।
6. व्यावृत्ति . — इन नियमों की कोई बात, ऐसे आरक्षणों, आयु-सीमा में छू ट और अन्य रियायतों पर प्रभाव नहीं डालेगी, जिनका के न्द्रीय सरकार द्वारा इस संबंध में समय-समय पर जारी किए गए आदेशों के अनुसार अनुसूचित जातियों, अनुसूचित जनजातियों, अन्य पिछड़े

G.S.R. 71.—In exercise of the powers conferred by proviso to article 309 of the Constitution, and in supersession of the Central Hindi Directorate andCommission for Scientific and Technical Terminology Group (A) and Group (B)Gazetted and Non Gazetted posts Recruitment Rules, 1995 in so far as they relate to the posts of the Deputy Director (Subjects),Assistant Director (Subjects)and the Assistant Scientific Officer (Medicine),Commission for Scientific and Technical Terminology,New Delhi,Recruitment Rules,2014 except as respects things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment to the posts of Deputy Director (Subjects),Assistant Director (Subjects), andAssistant Scientific Officer (Subjects),the Commission for Scientific and Technical Terminology in Department of Higher Education, Ministry of Human Resource Development, namely: -
1. Short title and commencement.— (1) These rules may be called the Ministry of Human Resource Development, Department of Higher Education,Deputy Director (Subjects),Assistant Director (Subjects) and Assistant Scientific Officer (Subjects)Commission for Scientific andTechnical Terminology, New Delhi, Recruitment Rules, 2020.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. Number of post, classification and elple t i l vel meirtx.- The number of posts, their classification and the level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.
3. Method of recruitment, age-limit, other qualifications, etc.- The method of recruitment, age limit, qualifications and other matters relating to the said posts shall be as specified in columns (5) to (13) of the said Schedule.
4. Disqualification.—No person,-
(a) who has entered into or contracted a marriage with a person having a spouse living, or
(b) who, having a spouse living, has entered into or contracted a marriage with any person,
shall be eligible for appointment to the said posts:
Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule.
5. Power to Relax.—Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order and for reasons to be recorded in writing and in consultation with the Union Public Service Commission, relax any of the provisions of these rules with respect to any class or category of persons.
6. Saving.—Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, Ex-servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

सा.का.नि. 72.— राष्ट्रपति, संविधान के अनुच्छेद 309 के परन्तुक द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए, और कें द्रीय मृदा एवं सामग्री अनुसंधानशाला, (पुस्तकालय परिचर) श्रेणी 'ग' पद भर्ती नियम, 2010 को, उन बातों के सिवाय अधिक्रांत करते हुए, जिन्हें ऐसे अधिक्रमण से पहले किया गया है या करने का लोप किया गया है, जल शक्ति मंत्रालय, जल संसाधन, नदी विकास और गंगा संरक्षण विभाग, कें द्रीय मृदा एवं सामग्री अनुसंधानशाला, नई दिल्ली में पुस्तकालय परिचर समूह 'ग' के पद पर भर्ती की पद्धति का विनियमन करने के लिए निम्नलिखित नियम बनाते हैं, अर्थात्:-

(2) ये राजपत्र में उनके प्रकाशन की तारीख को प्रवृत्त होंगे।
2. पद-संख्या, वर्गीकरण और वेतन मैट्रिक्स में स्तर — पद की संख्या, उनका वर्गीकरण और उनका वेतन मैट्रिक्स में स्तर वे होंगे, जो इन नियमों से उपाबद्ध अनुसूची के स्तंभ (2) से स्तंभ (4) में विनिर्दिष्ट हैं।
3. भर्ती की पद्धति, आयु-सीमा, अर्हताएं, आदि — भर्ती की पद्धति, आयुसीमा, अर्हताएं और उससे संबंधित अन्य बातें वे होंगी जो उक्त अनुसूची के स्तंभ (5) से स्तंभ(13) में विनिर्दिष्ट हैं।
4. निरर्हता — वह व्यक्ति,-
(क) जिसने ऐसे व्यक्ति से जिसका पति या जिसकी पत्नी जीवित है, विवाह किया है; या विवाह की संविदा की है या (ख) जिसने अपने पति या अपनी पत्नी के जीवित रहते हुए किसी व्यक्ति से विवाह किया है, या विवाह की संविदा की है उक्त पद पर नियुक्ति का पात्र नहीं होगा :
परन्तु यदि के न्द्रीय सरकार का यह समाधान हो जाता है कि ऐसा विवाह उस व्यक्ति और विवाह के अन्य पक्षकार को लागू स्वीय विधि के अधीन अनुज्ञेय है और ऐसा करने के लिए अन्य आधार हैं तो वह किसी व्यक्ति को इस नियम के प्रवर्तन से छू ट दे सके गी।
5. शिथिल करने की शक्ति — जहां के न्द्रीय सरकार की यह राय है कि ऐसा करना आवश्यक या समीचीन है, वहां वह उसके लिए जो कारण हैं, उन्हें लेखबद्ध करके , इन नियमों के किसी उपबंध को किसी वर्ग या प्रवर्ग के व्यक्तियों की बाबत, आदेश द्वारा शिथिल कर सके गी।
6. व्यावृत्ति — इन नियमों की कोई बात, ऐसे आरक्षणों, आयु-सीमा में छू ट और अन्य रियायतों पर प्रभाव नहीं डालेगी, जिनका के न्द्रीय सरकार द्वारा इस संबंध में समय-समय पर जारी किए गए आदेशों के अनुसार अनुसूचित जातियों, अनुसूचित जनजातियों, भूतपूर्व सैनिकों और अन्य विशेष प्रवर्ग के व्यक्तियों के लिए उपबंध करना अपेक्षित है।

G.S.R. 72.—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in supersession of the Central Soil and Materials Research Station, (Library Attendant) Group 'C' Post Recruitment Rules, 2010, except as respects things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment to the post of Library Attendant, Group 'C' Post in the Ministry of Jal Shakti, Department of Water Resources, River Development and Ganga Rejuvenation, Central Soil and Materials Research Station, New Delhi, namely:—

Short title and commencement. — (1) These rules may be called the Ministry of Jal Shakti, Department of Water Resources, River Development and Ganga Rejuvenation, Central Soil and Materials Research Station, New Delhi, Library Attendant (Group 'C' Post), Recruitment Rules, 2020.
(2) They shall come into force on the date of their publication in the official Gazette.
2. Number of posts, classification and level in pay matrix. —The number of post, its classification and level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.
3. Method of recruitment, age-limit, qualifications, etc. —The method of recruitment, age-limit, qualifications and other matters relating thereto shall be as specified in columns (5) to (13) of the said Schedule.
4. Disqualification.—No person , —
(a) who has entered into or contracted a marriage with a person having a spouse living; or
(b) who, having a spouse living, has entered into or contracted a marriage with any person,
shall be eligible for appointment to the said post:
Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule.
5. Power to relax.—Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order and for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any class or category of persons.
6. Saving. – Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, Ex-servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

सा.का.नि. 73.—राष्ट्रपति, संविधान के अनुच्छेद 309 के परंतुक द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए तथा भारतीय मानवविज्ञान सर्वेक्षण (साधारण के न्द्रीय सेवा श्रेणी I और श्रेणी II पद) भर्ती नियम, 1967, जहां तक उनका संबंध उक्त नियम की अनुसूची के क्रमांक 11 (घ) पर अनुसंधान सहायक (पारिस्थितिकी) के पद से है, उन बातों के सिवाय अधिक्रांत करते हुए, जिन्हें ऐसे अधिक्रमण से पहले किया गया है या करने का लोप किया गया है, भारतीय मानवविज्ञान सर्वेक्षण में समूह 'ख' पदों की भर्ती की पद्धति का विनियमन करने के लिए निम्नलिखित नियम बनाते हैं, अर्थात् :-
1. संक्षिप्त नाम और प्रारंभ .— (I) इन नियमों का संक्षिप्त नाम भारतीय मानवविज्ञान सर्वेक्षण (समूह 'ख' पद), भर्ती नियम, 2019 है।
(2) ये राजपत्र में इनके प्रकाशन की तारीख को प्रवृत्त होंगे।
2. पद-संख्या, वर्गीकरण और वेतन मैट्रिक्स में स्तर .— उक्त पदों की संख्या, उसका वर्गीकरण तथा वेतन मैट्रिक्स में उससे संलग्न स्तर वह होगा, जो इन नियमों से उपाबद्ध अनुसूची के स्तंभ (2) से (4) में विनिर्दिष्ट हैं।
3. भर्ती की पद्धति, आयु-सीमा और अर्हताएं, आदि .—भर्ती की पद्धति, आयु-सीमा, अर्हताएं और उससे संबंधित अन्य बातें वे होंगी जो उक्त अनुसूची के स्तंभ (5) से (13) में विनिर्दिष्ट हैं।
4. निरर्हता .— वह व्यक्ति, -
(क) जिसने ऐसे व्यक्ति से जिसका पति या जिसकी पत्नी जीवित है, विवाह किया है या विवाह की संविदा की है; या
(ख) जिसने अपने पति या अपनी पत्नी के जीवित रहते हुए किसी अन्य व्यक्ति से विवाह किया है, या विवाह की संविदा की है,
उक्त पद पर नियुक्ति का पात्र होगा :-
परन्तु, यदि के न्द्रीय सरकार का यह समाधान हो जाता है कि ऐसा विवाह ऐसे व्यक्ति और विवाह के अन्य पक्षकार पर लागू स्वीय विधि के अधीन अनुज्ञेय है और ऐसा करने के लिए अन्य आधार हैं तो वह किसी व्यक्ति को इस नियम के प्रवर्तन से छू ट दे सके गी।
6. शिथिल करने की शक्ति .—जहां के न्द्रीय सरकार की यह राय है कि ऐसा करना आवश्यक या समीचीन है, वहां वह उसके लिए जो कारण हैं उन्हें लेखबद्ध करके और संघ लोक सेवा आयोग के परामर्श से इन नियमों के किसी उपबंध को किसी वर्ग या प्रवर्ग के व्यक्तियों की बाबत, आदेश द्वारा शिथिल कर सके गी।
7. व्यावृत्ति:- इन नियमों की कोई बात, ऐसे आरक्षण, आयु-सीमा में छू ट और अन्य रियायतों पर प्रभाव नहीं डालेगी, जिनका के न्द्रीय सरकार द्वारा इस संबंध में समय-समय पर निकाले गए आदेशों के अनुसार अनुसूचित जातियों, अनुसूचित जनजातियों, भूतपूर्व सैनिकों और अन्य विशेष प्रवर्ग के व्यक्तियों के लिए उपबंध करना अपेक्षित है।

1. Short title and commencement.— (1) These rules may be called the Anthropological Survey of India, (Group 'B' Posts) Recruitment Rules, 2019.

सा.का.नि. 74.—राष्ट्रपति, संविधान के अनुच्छेद 309 के परंतुक द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए तथा भारतीय मानवविज्ञान सर्वेक्षण (साधारण के न्द्रीय सेवा श्रेणी I और श्रेणी II पद) भर्ती नियम, 1967, जहां तक उनका संबंध उक्त नियम की अनुसूची के क्रमांक 5 (ड.) पर वरिष्ठ पारिस्थितिकीविद क्रमांक 5 (छ) पर मानव पारिस्थितिकीविद के पद से है, उन बातों के सिवाय अधिक्रांत करते हुए, जिन्हें ऐसे अधिक्रमण से पहले किया गया है या करने का लोप किया गया है, भारतीय मानवविज्ञान सर्वेक्षण के भौतिक मानवविज्ञान प्रभाग में समूह 'क' पदों की भर्ती की पद्धति का विनियमन करने के लिए निम्नलिखित नियम बनाते हैं, अर्थात् :-
1. संक्षिप्त नाम और प्रारंभ.—(1) इन नियमों का संक्षिप्त नाम भारतीय मानवविज्ञान सर्वेक्षण (समूह 'क' पद), भर्ती नियम, 2019 है।
(2) ये राजपत्र में इनके प्रकाशन की तारीख को प्रवृत्त होंगे।
2. लागू होना.—ये नियम इन नियमों से उपाबद्ध अनुसूची के स्तंभ (1) में विनिर्दिष्ट पदों पर लागू होंगे।
3. पद-संख्या, वर्गीकरण और वेतन मैट्रिक्स में स्तर.—उक्त पदों की संख्या, उसका वर्गीकरण तथा वेतन मैट्रिक्स में उससे संलग्न स्तर वह होगा, जो इन नियमों से उपाबद्ध अनुसूची के स्तंभ (2) से (4) में विनिर्दिष्ट हैं।
4. भर्ती की पद्धति, आयु-सीमा और अर्हताएं, आदि.—भर्ती की पद्धति, आयु-सीमा, अर्हताएं और उससे संबंधित अन्य बातें वे होंगी जो उक्त अनुसूची के स्तंभ (5) से (13) में विनिर्दिष्ट हैं।
5. निरर्हता .—वह व्यक्ति, -
(क) जिसने ऐसे व्यक्ति से जिसका पति या जिसकी पत्नी जीवित है, विवाह किया है या विवाह की संविदा की है; या
(ख) जिसने अपने पति या अपनी पत्नी के जीवित रहते हुए किसी अन्य व्यक्ति से विवाह किया है या विवाह की संविदा की है, उक्त पद पर नियुक्ति का पात्र होगा :-
परन्तु, यदि के न्द्रीय सरकार का यह समाधान हो जाता है कि ऐसा विवाह ऐसे व्यक्ति और विवाह के अन्य पक्षकार पर लागू स्वीय विधि के अधीन अनुज्ञेय है और ऐसा करने के लिए अन्य आधार हैं तो वह किसी व्यक्ति को इस नियम के प्रवर्तन से छू ट दे सके गी।
6. शिथिल करने की शक्ति.—जहां के न्द्रीय सरकार की यह राय है कि ऐसा करना आवश्यक या समीचीन है, वहां वह उसके लिए जो कारण हैं उन्हें लेखबद्ध करके और संघ लोक सेवा आयोग के परामर्श से इन नियमों के किसी उपबंध को किसी वर्ग या प्रवर्ग के व्यक्तियों की बाबत, आदेश द्वारा शिथिल कर सके गी।
7. व्यावृत्ति.—इन नियमों की कोई बात, ऐसे आरक्षण, आयु-सीमा में छू ट और अन्य रियायतों पर प्रभाव नहीं डालेगी, जिनका के न्द्रीय सरकार द्वारा इस संबंध में समय-समय पर निकाले गए आदेशों के अनुसार अनुसूचित जातियों, अनुसूचित जनजातियों, भूतपूर्व सैनिकों और अन्य विशेष प्रवर्ग के व्यक्तियों के लिए उपबंध करना अपेक्षित है।

G.S.R. 74.—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in supersession of the Anthropological Survey of India (General Central Service Class I and II Posts), Recruitment Rules, 1967, in so far as they relate to the post of Senior Ecologist at serial number 5(e)and Human Ecologist at serial number 5(g) thereof, except as respects things done or omitted to be done before such supersession, the President hereby make the following rules, regulating the method of recruitment to Group 'A' posts in the Anthropological Survey of India, namely: -
1. Short title and commencement.—(1) These rules may be called the Anthropological Survey of India (Group 'A' Posts) Recruitment Rules, 2019.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. Application.—These rules shall apply to the posts specified in column (1) of the Schedule annexed to these rules.
3. Number of posts, classification and level in the pay matrix.—The number of the said posts, their classification and the level in the pay matrix attached thereto, shall be as specified in columns (2) to (4) of the said Schedule.
4. Method of recruitment, age-limit, qualifications, etc.—The method of recruitment, age- limit, qualifications and other matters shall be as specified in columns (5) to (13) of the aforesaid Schedule.
5. Disqualification.—No person, -
(a) who has entered into or contracted a marriage with a person having a spouse living, or
(b) who, having a spouse living, has entered into or contracted a marriage with any person,
shall be eligible for appointment to the said post:
Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule.
6. Power to relax.—Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order, for reasons to be recorded in writing and in consultation with the Union Public Service Commission, relax any of the provisions of these rules with respect to any class or category of persons.
7. Saving.—Nothing in these rules shall affect reservations, relaxation of age-limit and other concessions required to be provided for the Scheduled Castes, Scheduled Tribes, ex-servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.
