450 THE GAZETTE OF INDIA : APRIL 25, 2020/VAISAKHA 5, 1942 [PART II—SEC. 3(i)]बेतार में स्टाफ कार ड्राईवर (ग्रेड-I), स्टाफ कार ड्राईवर (ग्रेड-II) और स्टाफ कार ड्राईवर (साधारण ग्रेड) के पदों पर भर्ती की पद्धति का विनियमन करने के लिए निम्नलिखित नियम बनाते हैं, अर्थात्:-
1. संक्षिप्त नाम और प्रारंभ.—(1) इन नियमों का संक्षिप्त नाम गृह मंत्रालय, समन्वय निदेशालय पुलिस बेतार, स्टाफ कार ड्राईवर (ग्रेड-I), स्टाफ कार ड्राईवर (ग्रेड- II) और स्टाफ कार ड्राईवर (साधारण ग्रेड), समूह 'ग' पद भर्ती नियम 2020 है।
(2) ये राजपत्र में उनके प्रकाशन की तारीख से प्रवृत्त होंगे।
2. लागू होना.— ये नियम, इससे उपाबद्ध अनुसूची के स्तम्भ (1) में विनिदिष्ट पदों के लिए लागू होंगे।
3. पदों की संख्या, वर्गीकरण एंव वेतन मैट्रिक्स में स्तर.— इससे संबद्ध पदों की संख्या, उनका वर्गीकरण और वेतन मैट्रिक्स में स्तर वे ही होंगे, जो इन नियमों से उपाबद्ध अनुसूची के स्तंभ (2) से स्तंभ (4) में विनिदिष्ट हैं।
4 . भर्ती की पद्धति, आयु-सीमा, अर्हताएं आदि.—उक्त पदों पर भर्ती की पद्धति, आयु- सीमा, अर्हताएं और उससे संबंधित अन्य बातें वे ही होंगी, जो उक्त अनुसूची के स्तंभ (5) से (13) में विनिदिष्ट हैं ।
5. निरहर्ता.—ऐसा कोई व्यक्ति,-
(क) जिसने ऐसे व्यक्ति से जिसका पति या जिसकी पत्नी जीवित है, विवाह किया है या विवाह की संविदा की है; या
(ख) जिसने, अपने पति या पत्नी के जीवित रहते हुए किसी व्यक्ति से विवाह किया है, या विवाह की संविदा की है,
उक्त पद पर नियुक्ति का पात्र नहीं होगा:
परन्तु यदि कें द्रीय सरकार का यह समाधान हो जाता है कि ऐसा विवाह उस व्यक्ति और विवाह के अन्य पक्षकार को लागू स्वीय विधि के अधीन अनुज्ञेय है और ऐसा करने के लिए अन्य आधार हैं, तो सरकार किसी व्यक्ति को इस नियम के प्रवर्तन से छू ट दे सके गी।
6. शिथिल करने की शक्ति.—जहाँ के न्द्रीय सरकार की यह राय हो कि ऐसा करना आवश्यक या समीचीन है, वहां वह उसके लिए जो कारण हैं, उन्हें लेखबद्ध करके , इन नियमों के किसी उपबन्ध को किसी वर्ग या श्रेणी के व्यक्तियों के संबंध में आदेश द्वारा शिथिल कर सके गी।
7. व्यावृत्ति.— के न्द्र सरकार द्वारा समय-समय पर जारी किए गए आदेशों के अनुसार अनुसूचित जातियों, अनुसूचित जनजातियों, भूत-पूर्व सैनिकों तथा विशेष श्रेणी के अन्तर्गत आने वाले अन्य व्यक्तियों को दिया जाने वाला आरक्षण, आयु- सीमा में छू ट तथा अन्य रियायतों को इन नियमों की कोई बात प्रभावित नहीं करेगी।

| प्रतिनियुक्ति/आमेलन: समन् वय निदेशालय पुलिस बेतार के उन नियमित सवार हरकारा (समूह 'ग') और समूह 'ग' कर्मचारियों में से, जो वेतन मैट्रिक् स रु. 18000-56900 के स् तर 1 में हैं, और मोटर कार चलाने की क्षमता की परख के लिए चालन परीक्षण के आधार पर जिनके पास मोटर कार चलाने के लिए वैध चालन अनुज्ञप्ति है, इसके ना होने पर वेतन मैट्रिक् स रु. 18000-56900 के स् तर 1 में के न् द्रीय सरकार के अन् य मंत्रालयों में नियमित आधार पर कार्यरत सवार हरकारा या नियमित समूह 'ग' के पद धारण करने वाले कर्मचारियों में से, जो स् तम् भ (7) में उल् िल खित आवश् यक अर्हताएं पूरी करते हों। सशस् त्र बल के कामिकों के लिए प्रतिनियुक्ति/पुननियोजन : सशस्त्र बल के ऐसे कामिकों के संबंध में भी विचार किया जाएगा जो एक वर्ष के भीतर सेवानिवृत् त होने वाले हैं या रिजर्व में स् थानांतरित किए जाने वाले हैं और जिनके पास विनिदिष्ट आवश् यक अनुभव और अर्हताएं हैं। ऐसे कामिकों को उस तारीख तक प्रतिनियुक्ति के निबंधनों में रखा जाएगा जिस तारीख से उन् हें सशस् त्र बल से निमु र्क् त किया जाना है ; और तत् पश् चात् उन् हें पुननियोजन पर बने रहने दिया जा सकता है। टिप्पण 1 : प्रतिनियुक्ति की अवधि, जिसके अंतर्गत कें द्रीय सरकार के उसी या किसी अन्य संगठन या विभाग में इस नियुक्ति से ठीक पहले धारित किसी संवर्ग बाह्य पद पर प्रतिनियुक्ति की अवधि है साधारणतया तीन वर्ष से अधिक नहीं होगी। टिप्पण 2 : प्रतिनियुक्ति द्वारा नियुक्ति के लिए अधिकतम आयु सीमा आवेदन प्राप्त करने की अंतिम तारीख को छप् पन वर्ष से अधिक नहीं होगी। |

G.S.R. 79.—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in supersession of the Class-III posts (Directorate of Coordination Police Wireless) Recruitment Rules, 1962 in so far as they relate to the posts of Staff Car Driver (Grade-I), Staff Car Driver (Grade-II) and Staff Car Driver (Ordinary Grade), except as respects things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment to the posts of Staff Car Driver (Grade I), Staff Car Driver (Grade II) and Staff Car Driver (Ordinary Grade) in the Directorate of Coordination Police Wireless, under the Ministry of Home Affairs, namely:-
1. Short title and commencement .__ (1) These rules may be called the Ministry of Home Affairs, Directorate of Co-ordination Police Wireless, Staff Car Driver (Grade I), Staff Car Driver (Grade II) and Staff Car Driver (Ordinary Grade) Group 'C' Posts Recruitment Rules, 2020.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. Application .__ These rules shall apply to the posts specified in the column (1) of the Schedule annexed to these rules.
3. Number of posts, classification, level in the pay matrix .__ The number of posts, their classification and level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the said Schedule.

Method of recruitment, age-limit, qualifications, etc. __ The method of recruitment, age-limit, qualifications and other matters relating to the said posts shall be as specified in columns (5) to (13) of the aforesaid Schedule.
5. Disqualification .__ No person, __
(a) who has entered into or contracted a marriage with a person having a spouse living; or
(b) who, having a spouse living, has entered into or contracted a marriage with any person,
shall be eligible for appointment to the said posts :
Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and there are other grounds for so doing, exempt any person from the operation of this rule.
6. Power to relax .__ Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order and for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any class or category of persons.
7. Saving .__ Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, ex-servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time-to-time in this regard.

सा.का.नि. 80.— राष्ट्रपति, संविधान के अनुच्छेद 309 के परंतुक द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए, और वर्ग III पद [समन्वय निदेशालय (पुलिस बेतार)] भर्ती नियम, 1962 जहाँ तक उनका संबंध बीजलेख सहायक और बीजलेख प्रचालक के पदों से है, का उन बातों के सिवाय अधिक्रांत करते हुए, और समन्वय निदेशालय (पुलिस बेतार) वर्ग I और वर्ग II पद भर्ती नियम, 1966, जहाँ तक उनका संबंध अतिरिक्त सहायक निदेशक (बीजलेख) तथा तकनीकी अधीक्षक (बीजलेख) के पद से है, का उन बातों के सिवाय अधिक्रांत करते हुए, जिन्हें ऐसे अधिक्रमण से पूर्व किया गया है या किए जाने[भाग II—खण्ड (i)] भारत का राजपत्र : अप्रैल 25, 2020/वैशाख 5, 1942 457 का लोप किया गया है, गृह मंत्रालय के अधीन, समन्वय निदेशालय पुलिस बेतार में संयुक्त सहायक निदेशक (बीजलेख), संचार अधिकारी (बीजलेख) और सहायक संचार अधिकारी (बीजलेख) के पदों पर भर्ती की पद्धति के विनियमन के लिए निम्नलिखित नियम बनाते हैं, अर्थात् :-
1. संक्षिप्त नाम और प्रारंभ.—(1) इन नियमों का संक्षिप्त नाम गृह मंत्रालय, समन्वय निदेशालय पुलिस बेतार [संयुक्त सहायक निदेशक (बीजलेख), संचार अधिकारी (बीजलेख) और सहायक संचार अधिकारी (बीजलेख) भर्ती नियम, 2020 है।
(2) ये राजपत्र में उनके प्रकाशन की तारीख को प्रवृत्त होंगे।
2. पदों की संख्या, वर्गीकरण एंव वेतन मैट्रिक्स में स्तर.—इससे संबद्ध पदों की संख्या, उनका वर्गीकरण और वेतन मैट्रिक्स में स्तर वही होंगे जो इन नियमों से उपाबद्ध अनुसूची के स्तंभ (2) से स्तंभ (4) में विनिदिष्ट हैं।
3. भर्ती की पद्धति, आयु-सीमा, अर्हताएं आदि.—उक्त पदों पर भर्ती की पद्धति, आयु-सीमा, अर्हताएं और उससे संबंधित अन्य बातें वही होंगी, जो उक्त अनुसूची के स्तंभ (5) से स्तंभ(13) में विनिदिष्ट हैं।
4. निरहर्ता— वह व्यक्ति — जिसका पति या जिसकी पत्नी जीवित है; या
(क) जिसने ऐसे व्यक्ति से जिसका पति या जिसकी पत्नी जीवित है, विवाह किया है या विवाह की संविदा की है; या (ख) जिसने, अपने पति या पत्नी के जीवित रहते हुए, किसी व्यक्ति से विवाह किया है, या विवाह की संविदा की है, उक्त पद पर नियुक्ति का पात्र नहीं होगा:
परन्तु यदि कें द्रीय सरकार का यह समाधान हो जाता है कि ऐसा विवाह ऐसे व्यक्ति और विवाह के अन्य पक्षकार का लागू स्वीय विधि के अधीन स्वीकार्य है और यह कि ऐसा करने के लिए अन्य आधार हैं, तो वह किसी व्यक्ति को इस नियम के प्रवर्तन से छू ट दे सके गी।
5. शिथिल करने की शक्ति.—जहाँ के न्द्रीय सरकार की यह राय हो कि ऐसा करना आवश्यक एंव समीचीन है, तो वे उसके लिए जो कारण हैं, उन्हें लेखबद्ध करके और संघ लोक सेवा आयोग से परामर्श करके , इन नियमों के किसी भी उपबन्ध को किसी वर्ग या प्रवर्ग के व्यक्तियों के संबंध में आदेश द्वारा शिथिल कर सके गी।
6. व्यावृत्ति.—इन नियमों की कोई बात ऐसे आरक्षण, आयु-सीमा में छू ट और अन्य रियायतों पर प्रभाव नहीं डालेगी, जिनका कें द्रीय सरकार द्वारा इस संबंध में समय-समय पर जारी किए गए आदेशों के अनुसार अनुसूचित जातियों, अनुसूचित जनजातियों और अन्य पिछड़े वर्गों, भूतपूर्व सैनिकों और अन्य विशेष प्रवर्ग के व्यक्तियों के लिए उपबंध करना अपेक्षित है।

| प्रतिनियुक्ति/आमेलन: क े न्द्रीय पुलिस संगठन या के न्द्रीय सशस्त्र पुलिस बल या रक्षा संगठन या राज्य पुलिस संगठन या के न् द्र शासित प्रदेश पुलिस संगठन के अधिकारी,जो:- (क) (i) मूल संवर्ग या विभाग में नियमित आधार पर सदृश पद धारण करते हों; या (ii) वेतन मैट्रिक्स (रू० 29,200-92,300) के स्तर 5 में या मूल संवर्ग या विभाग में समतुल्य वेतनमान में नियमित आधार पर उस पद पर नियुक्ति के पश्चात छह वर्ष की सेवा की हो; और (ख) स्तम्भ (7) में सीधी भर्ती के लिए विनिदिष्ट अहर्ताएं और अनुभव रखते हों। और भूतपूर्व सैनिकों के लिए: प्रतिनियुक्ति/पुननियोजन:- सशस्त्र सेना के सेवानिवृति होने वाले कामिक या जो स्थानांतरण होने पर एक वर्ष की अवधि तक सेवा में रहेंगे और पद के लिए विनिदिष्ट अनुभव और अहर्ताएं रखते हो, पर भी विचार किया जाएगा। ऐसे कामिकों को उनके सशस्त्र सेना से सेवामुक्त होने की तारीख तक प्रतिनियुक्ति की शर्त पर रखा जाएगा; उसके बाद वे पुननियोजन पर लगातार सेवा कर सकें गे। टिप्पण 1: प्रतिनियुक्ति की अवधि, जिसके अंतर्गत कें द्रीय सरकार के उसी या किसी अन्य संगठन या विभाग में इस नियुक्ति से ठीक पहले धारित किसी अन्य संवर्ग बाह्य पद पर प्रतिनियुक्ति की अवधि है, साधारणतया 3 वर्ष से अधिक नहीं होगी। टिप्पण 2: प्रतिनियुक्ति द्वारा नियुक्ति के लिए अधिकतम आयु-सीमा आवेदन प्राप्त करने की अंतिम तारीख को 56 वर्ष से अधिक नहीं होगी। | NaN | |

G.S.R. 80.—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in supersession of the Directorate of Co-ordination Police Wireless Recruitment to Group 'B' posts Rules, 1966 and Group C posts Rules, 1962 in so far as they relate to the posts of Cipher Operator, Cipher Assistant, which are, now merged and re-designated as Assistant Communication Officer (Cipher); Technical Superintendent (Cipher), which is, now re- designated as Communication Officer (Cipher) and Extra Assistant Director (Cipher) which is, now re-designated as Joint Assistant Director (Cipher), except as respects things done or omitted to be done before such supersession, the President hereby makes the following rules relating to recruitment to the posts of Assistant Communication Officer (Cipher), Communication Officer (Cipher) and Joint Assistant Director (Cipher) in the Directorate of Co-ordination Police Wireless, under the Ministry of Home Affairs, namely:—
1. Short title and commencement. — (1) These rules may be called the Ministry of Home Affairs, Directorate of Co-ordination Police Wireless [Joint Assistant Director (Cipher), Communication Officer (Cipher) and Assistant Communication Officer (Cipher)] Recruitment Rules,2020.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. Number of posts, classification, level in the pay matrix. — The number of posts, their classification and level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.
3. Method of recruitment, age-limit and qualifications etc.—The method ofrecruitment, age-limit, qualifications and other matters relating to the said posts shall be as specified in columns (5) to (13) of the aforesaid Schedule.
4. Disqualifications . —No person.
(a) who has entered into or contracted a marriage with a person having a spouse living; or
(b) who, having a spouse living, has entered into or contracted a marriage with any person,
shall be eligible for appointment to the said post :
Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and there are other grounds for so doing, exempt any person from the operation of this rule.
5. Power to relax . — Where the Central Government is of the opinion that it is necessary or expedient so to do, it may , by order, for reasons to be recorded in writing and in consultation with the Union Public Service Commission, relax any of the provisions of these rules with respect to any class or category of persons.
6. Saving . — Nothing in these rules shall affect reservations, relaxation of age-limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, Other Backward classes, Ex-Servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

| Promotion: Communication Officer (Cipher) in level 7 in the pay matrix Rs. 44900-142400 with two years of regular service in the grade rendered after appointment thereto on a regular basis and having successfully completed the refresher cipher course of two weeks duration conducted by Directorate of Coordination Police Wireless. Note :- Where juniors who have completed their qualifying or eligibility service are being considered for promotion, their seniors would also be considered provided they are not short of the requisite qualifying or eligibility service by more than half of such qualifying or eligibility service or two years, whichever is less, and have successfully completed probation period for promotion to the next higher grade along with their juniors who have already such qualifying or eligibility service. Deputation : Officials of the Central Police Organisations or Central Armed Police Forces or Defence Organisations or State Police Organisation or Union territory Police Organisation. (a)(i) holding analogous posts on regular basis in the parent cadre or department; or (ii) with two years service rendered after appointment to the post on a regular basis in the level 7 in the pay matrix Rs. 44900-142400 or equivalent in the parent cadre or department; and (b) possessing the following qualifications and experience:- (i)Bachelor of Technology or Bachelor of Engineering or Bachelor of Science (Engineering in Computer Science from a recognised University or Institute; or Bachelor Degree with Mathematics as a subject from a recognised university and having English as a subject at 12th Standard; (ii) should have passed police up-gradation cipher course Grade-I conducted by the Directorate of Coordination Police Wireless or equivalent and refresher cipher course of two weeks duration conducted by the Directorate of Coordination Police Wireless or State Police Organisation or Union Territory Police Organisation or equivalent. and (iii) two years working experience in cryptosystems. Note 1: The period of deputation including period of deputation in another excadre post held immediately preceding this appointment in the same or some other organisation or Department of the Central Government shall ordinarily not exceed three years. Note 2: The maximum age limit for appointment by deputation shall be not exceeding 56 years as on the closing date of the receipt of applications. Note 3: The departmental officers in the feeder category who are in the direct line of promotion shall not be eligible for consideration for appointment on deputation. | Promotion: Assistant Communication Officer (Cipher) in the level 6 in the pay matrix Rs. 35400-112400 with five years of service in the grade rendered after appointment thereto on a regular basis and having successfully completed Police Upgradation Cipher Course Grade-I conducted by the Directorate of Coordination Police Wireless.
