No. F.9-65/2006-U3(A) Pt. 1—Whereas, the Central Government is empowered under Section 3 of the University Grants Commission (UGC) Act, 1956 to declare, on the advice of the UGC, an Institution of higher learning as 'Deemed to be University'.
2. And whereas, in exercise of the powers conferred by Section 3 of the UGC Act,1956, the Central Government vide its Notification No.9-65/2006-U3(A) dated 12.06.2007, on the advice of UGC, had declared Maharishi Markandeshwar University, Mullana, Ambala, Haryana as an Institution Deemed to be University consisting of the following Institutions, subject to review after five years:
i. MM Engineering College, Mullana, Ambala;
ii. MM Institute of Computer Technology & Business Management (MCA), Mullana, Ambala;
iii. MM College of Dental Sciences & Research, Mullana, Ambala;
iv. MM Institute of Physiotherapy & Rehabilitation, Mullana, Ambala;
v. MM Institute of Computer Technology & Business Management (Hotel Management), Mullana, Ambala;
vi. MM Institute of Medical Sciences & Research, Mullana, Ambala;
vii. MM Institute of Management, Mullana, Ambala;
viii. MM College of Nursing, Mullana, Ambala;
ix. MM College of Pharmacy, Mullana, Ambala; and
x. MM Institute of Medical Sciences & Research Nursing College, Mullana, Ambala.
3. And whereas, the Hon'ble Supreme Court of India vide its judgment/order dated 03.11.2017 in Civil Appeal Nos. 17869-17870/2017 held that UGC shall take appropriate steps for implementing Section 23 of the UGC Act and will restrain Deemed to be Universities from using the word 'University'.
4. And whereas, as per direction of the Hon'ble Supreme Court and on the advice of the UGC, the Central Government, in exercise of the powers conferred under Section 3 of the UGC Act, 1956, changed the name of "Maharishi Markandeshwar University" to "Maharishi Markandeshwar" by deleting the word 'University' from its name vide its Notification No. 9-65/2006-U3(A) dated 11.01.2018 with the condition that Maharishi Markandeshwar, Mullana, Ambala shall not use the word 'University' suffixed to its name but may mention the word "deemed to be university" within parenthesis suffixed thereto.
5. And further whereas, the functioning of Maharishi Markandeshwar, Mullana, Ambala was reviewed by the UGC in the year 2018 and in exercise of the powers conferred by Section 3 of the UGC Act,1956, the Central Government vide Notification No.9-65/2006-U3(A) dated 07.01.2019, on the advice of UGC, extended the deemed to be university status of Maharishi Markandeshwar, Mullana, Ambala, Haryana from 12.06.2012 to 30.06.2020 subject to review and advise of UGC on extension of deemed to be University status beyond 30.06.2020 within the expiry period taking into consideration the compliance of the conditions of the Notification.
6. And whereas, the UGC constituted an Expert Committee to examine the performance and academic outcomes of the Maharishi Markandeshwar, Mullana, Ambala. The Committe, in its report, gave the good grade to Maharishi Markandeshwar, Mullana, Ambala on academic performance of the Institution and recommended for the continuation of their Deemed to be University status. The report of the UGC Committee was considered and approved by the Commission in its 545th meeting (Item No.2.10) held on 19.12.2019.
7. Now therefore, in exercise of the powers conferred under Section 3 of the UGC Act, 1956, the Central Government, on the advice of the UGC, hereby extends the deemed to be university status to Maharishi Markandeshwar, Mullana, Ambala, Haryana from 01.07.2020 onwards.
8. The all other conditions mentioned in the earlier Notification(s) of this Ministry as well as the Rules/Regulations of UGC and other Statutory Councils, issued from time to time, shall continue to be adhered by Maharishi Markandeshwar, Mullana, Ambala, Haryana.
