का.नि.आ. 9.—राष्ट्रपति, संविधान के अनुच्छेद 309 के परन्तुक द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए, जहां तक कनिष्ठ अनुवादक के पद से संबंधित है, रक्षा मंत्रालय, रक्षा उत्पादन विभाग, वैमानिक गुणवत्ता आश्वासन महानिदेशालय, राजभाषा काडर भर्ती नियम, 2018 संशोधन करने के लिए निम्नलिखित नियम बनाते हैं, अर्थात:-

1. संक्षिप्त नाम और प्रारंभ.–(1) इन नियमों का संक्षिप्त नाम रक्षा मंत्रालय, रक्षा उत्पादन विभाग, वैमानिक गुणवत्ता आश्वासन महानिदेशालय, राजभाषा काडर (कनिष्ठ अनुवादक) भर्ती (संशोधन) नियम, 2020 है।
(2) ये राजपत्र में उनके प्रकाशन की तारीख को प्रवृत्त होंगे।
2. रक्षा मंत्रालय, रक्षा उत्पादन विभाग, वैमानिक गुणवत्ता आश्वासन महानिदेशालय, राजभाषा काडर (कनिष्ठ अनुवादक) में, स्तंभ (7) में कनिष्ठ अनुवादक से संबंधित प्रविष्टियों के अधीन अनुसूची में शब्दों के स्थान पर, "किसी मान्यताप्राप्त विश्वविद्यालय से हिन्दी या अंग्रेजी से भिन्न किसी भी विषय में मास्टर डिग्री जिसमें डिग्री स्तर पर अंग्रेजी और हिन्दी अनिवार्य या वैकल्पिक विषय रहा हो या इन दोनों में से एक परीक्षा का माध्यम के रूप में रहा हो;
और
कें द्रीय सरकार या राज्य सरकार के , जिनके अंतर्गत, सरकार के उपक्रम भी है, के कार्यालय में हिन्दी से अंग्रेजी में और अंग्रेजी से हिन्दी में अनुवाद का मान्यताप्राप्त डिप्लोमा या प्रमाण पत्र हो"
शब्द रखे जाएंगे
"किसी मान्यताप्राप्त विश्वविद्यालय से हिन्दी और अंग्रेजी से भिन्न किसी विषय में मास्टर डिग्री जिसमें डिग्री स्तर पर अंग्रेजी और हिन्दी अनिवार्य या वैकल्पिक विषय रहे हों या इन दोनों में से एक परीक्षा का माध्यम के रूप में रहा हो और दूसरा अनिवार्य या वैकल्पिक विषय के रूप में रहा हो;
और
हिन्दी से अंग्रेजी में और अंग्रेजी से हिन्दी में अनुवाद का मान्यताप्राप्त डिप्लोमा या प्रमाण पत्र पाठ्यक्रम या कें द्रीय सरकार या राज्य सरकार के विभागों के कार्यालय में जिसके अंतर्गत भारत सरकार के उपक्रम भी है, हिन्दी से अंग्रेजी में तथा अंग्रेजी से हिन्दी में अनुवाद कार्य का दो वर्ष अनुभव हो"।

New Delhi, the 4th June, 2020
S.R.O. 9 .—In exercise of the powers conferred by the proviso to article 309 of the Constitution, the President hereby makes the following rules to amend the Ministry of Defence, Department of Defence Production, Directorate General of Aeronautical Quality Assurance, Official Language Cadre, Recruitment Rules, 2018, so far as they relate to the post of Junior Translator, namely:-
1. Short title and commencement.—(1)These rules may be called the Ministry of Defence, Department of Defence Production, Directorate General of Aeronautical Quality Assurance, Official Language Cadre (Junior Translator), Recruitment (Amendment) Rules, 2020.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. In the Ministry of Defence, Department of Defence Production, Directorate General of Aeronautical Quality Assurance, Official Language Cadre (Junior Translator) Recruitment Rules, 2018, in the Schedule, under the entries relating to the post of Junior Translator, in column(7),: -
(a) for the words "Master"s degree from a recognised university in any subject other than Hindi or English, with Hindi and English as compulsory or elective subjects at degree level;

and
Recognised Diploma or certificate course in translation from Hindi to English and vice versa in Central or State Government office, including Government of India Undertaking", the words
"Master"s degree from a recognised university in any subject other than Hindi or English, with Hindi and English as compulsory or elective subjects or either of the two as a medium of examination and the other as a compulsory or elective subject at degree level;
and
Recognised Diploma or Certificate course in translation from Hindi to English and vice versa or two years experience of translation work from Hindi to English and vice versa in Central or State Government office, including Government of India Undertaking." shall be substituted.
