सा.का.नि. 114.—राष्ट्रपति, संविधान के अनुच्छेद 309 के परंतुक द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए, गृह मंत्रालय के अधीन, समन्वय निदेशालय पुलिस बेतार में संयुक्त सहायक निदेशक (प्रशासन) और सहायक अनुभाग अधिकारी के पदों पर भर्ती की पद्धति के विनियमन के लिए निम्नलिखित नियम बनाते हैं, अर्थात्:-

736 THE GAZETTE OF INDIA : AUGUST 29, 2020/BHADRA 7, 1942 [PART II—SEC. 3(i)]1. संक्षिप्त नाम और प्रारंभ.—(1) इन नियमों का संक्षिप्त नाम गृह मंत्रालय, समन्वय निदेशालय पुलिस बेतार, संयुक्त सहायक निदेशक (प्रशासन) और सहायक अनुभाग अधिकारी भर्ती नियम, 2020 है।
(2) ये राजपत्र में उनके प्रकाशन की तारीख को प्रवृत्त होंगे।
2. प्रारंभिक गठन.—इन नियमों के प्रारंभ होने की तारीख को समन्वय निदेशालय पुलिस बेतार में संयुक्त सहायक निदेशक (प्रशासन), सहायक अनुभाग अधिकारी के पदधारकों को नियमित आधार पर धारित करने वाले अधिकारी को इन नियमों के अन्तर्गत अनुसूची में उल्लिखित अनुरूप पद पर नियुक्त माना जाएगा और उक्त नियमों के प्रारम्भ से पूर्व उक्त पद पर उनके द्वारा नियमित आधार पर की गई सेवाओं को उनके परिवीक्षा की अवधि, ज्येष्ठता को तय करने तथाप्रोन्नति, पुष्टि औरपेंशन के लिए अहर्क सेवा को विनिश्चायक करने के लिए ध्यान में रखा जाएगा।
3. पदों की संख्या, वर्गीकरण, वेतन मैट्रिक्स में स्तर.—पदों की संख्या,उनका वर्गीकरण और वेतन मैट्रिक्स में स्तर वे होगें, जो इन नियमों से उपाबद्ध अनुसूची के स्तंभ (2) से स्तंभ (4) में विर्निदिष्ट हैं ।
4. भर्ती की पद्धति,आयु-सीमा और अर्हताएं आदि.—उक्त पद पर भर्ती की पद्धति, आयु-सीमा, अर्हताएं और उनसे संबंधित अन्य बातें वे होंगी, जो पूर्वोक्त अनुसूची के स्तंभ (5) से स्तंभ(13)में विर्निदिष्ट हैं।
5. निरर्हता.— वह व्यक्ति, -
(क) जिसने ऐसे व्यक्ति से जिसका पति या जिसकी पत्नी जीवित है,विवाह किया है या विवाह की संविदा की है; या
(ख) जिसने अपने पति या पत्नी के जीवित रहते हुए किसी व्यक्ति से विवाह किया है,या विवाह की संविदा की है,
उक्त पदों पर नियुक्ति का पात्र नहीं होगा:
परन्तु यदि कें द्रीय सरकार का यह समाधान हो जाता है कि ऐसा विवाह ऐसे व्यक्ति और विवाह के अन्य पक्षकार का लागू स्वीय विधि के अधीन अनुज्ञेय है और यह कि ऐसा करने के लिए अन्य आधार हैं,
तो के न्द्रीय सरकार किसी व्यक्ति को इस नियम के प्रवर्तन से छू ट दे सके गी।
6. शिथिल करने की शक्ति.—जहाँ के न्द्रीय सरकार की यह राय है कि ऐसा करना आवश्यक या समीचीन है, तो वे उसके लिए जो कारण हैं, उन्हें लेखबद्ध करके और संघ लोक सेवा आयोग से परामर्श करके , इन नियमों के किसी उपबन्ध को किसी वर्ग या प्रवर्ग के व्यक्तियों की बाबत आदेश द्वारा शिथिल कर सके गी।
7. व्यावृत्ति.—इन नियमों की कोई बात, ऐसे आरक्षण, आयु-सीमा में छू ट और अन्य रियायतों पर प्रभाव नहीं डालेगी, जिनका के न्द्रीय सरकार द्वारा इस संबंध में समय-समय पर जारी किए गए आदेशों के अनुसार अनुसूचित जातियों, अनुसूचित जनजातियों, अन्य पिछड़े वर्गां, भूत-पूर्व सैनिकों और अन्य विशेष प्रवर्ग के व्यक्तियों के लिए उपबंध करना अपेक्षित है।

G.S.R. 114.—In exercise of the powers conferred by the proviso to article 309 of the Constitution, the President hereby makes the following rules regulating the method recruitment to the post of Joint Assistant Director (Administration) and Assistant Section Officer in the Directorate of Coordination Police Wireless, under the Ministry of Home Affairs, namely:-
1. Short title and commencement .—(1) These rules may be called the Ministry of Home Affairs, Directorate of Coordination Police Wireless Joint Assistant Director (Administration) and Assistant Section Officer Recruitment Rules, 2020.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. Initial constitution .—The incumbents holding the post of Joint Assistant Director (Administration), Assistant Section Officer in the Directorate of Coordination Police Wireless on regular basis on the date of the commencement of these rules shall be deemed to have been appointed under these rules to the corresponding post mentioned in the Schedule and the services rendered by them in the said post on regular basis before the commencement of said rules shall be taken into account for deciding their period of probation, seniority and qualifying service for promotion, confirmation and pension.
3. Number of posts, classification and level in pay matrix .—The number of the said post(s), their classification and level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.
4. Method of recruitment, age-limit and qualifications etc. .—The method of recruitment, age-limit, qualifications and other matters relating to the said post, shall be as specified in columns (5) to (13) of the aforesaid Schedule.
5. Disqualifications.—No person.—
(a) who has entered into or contracted a marriage with a person having a spouse living; or
(b) who, having a spouse living, has entered into or contracted a marriage with any person,
shall be eligible for appointment to the said posts :
Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule.

Power to relax.—Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order, for reasons to be recorded in writing and in consultation with the Union Public Service Commission, relax any of the provisions of these rules with respect to any class or category of persons.
7. Saving .—Nothing in these rules shall affect reservations, relaxation of age-limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, Other Backward Classes, the Ex-Servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

| Promotion:- Assistant Section Officer in Level 7 in the Pay Matrix Rs. 44900-142400 with two years of regular service in the grade rendered after appointment thereto on a regular basis and having successfully completed five weeks training programme of Joint Assistant Director (Administration) Promotional Course conducted by Directorate of Coordination Police Wireless /The Institute of Secretariat Training and Management, New Delhi Central Secretariat Services Level B course. Note: Where juniors who have completed their qualifying or eligibility service are being considered for promotion, their seniors would also be considered provided they are not short of the requisite qualifying or eligibility service by more than half of such qualifying or eligibility service or two years, whichever is less, and have successfully complete probation period for promotion to the next higher grade along with their juniors who have already such qualifying or eligibility service. Deputation:- Officials of the Central Government or State Government or Union territories. (a) (i) holding analogous posts on regular basis in the parent cadre or department; or (ii) with 02 years service rendered after appointment to the post on a regular basis in the level 7 in the pay matrix Rs. 44900-142400 or equivalent in the parent cadre or department; AND (b) possessing the following qualifications and experience: (i) Bachelor Degree in science with Electronics or Electronics and Communication or Physics as one of the subject from a recognised University or Institute. (ii) Three years experience of general administration/Store/Procurement with computer proficiency in word processing, spread sheet, slide generation etc. Note 1: The departmental officers in the feeder category who are in the direct line of promotion will not be eligible for consideration for appointment on deputation. Similarly, deputationist shall not be eligible for consideration for appointment by promotion. Note 2: Period of deputation including period of deputation in another ex-cadre post held immediately preceding this appointment in the same or some other organisation or Department of the Central Government shall ordinarily not exceed three years. Note 3: The maximum age limit for appointment by deputation shall be not exceeding 56 years as on the closing date of the receipt of applications. | NaN |

सा.का.नि. 115.—राष्ट्रपति, संविधान के अनुच्छेद 309 के परंतुक द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए,और वर्ग III [समन्वय निदेशालय (पुलिस बेतार)]भर्ती नियम, 1962 तथा समन्वय निदेशालय (पुलिस बेतार) वर्ग I और वर्ग II पद भर्ती नियम, 1966, जहाँ तक उनका संबंध तकनीकी सहायक, तकनीकी सहायक (भंडार)और वरिष्ठ तकनीकी सहायक (भंडार) पद से है, का उन बातों के सिवाय अधिक्रांत करते हुए, जिन्हें ऐसे अधिक्रमण से पूर्व किया गया है या किए जाने का लोप किया गया है, गृह मंत्रालय के अधीन, समन्वय निदेशालय पुलिस बेतार में सहायक के पदों पर भर्ती की पद्धति के संबंध में निम्नलिखित नियम बनाते हैं,अर्थात्:-
1. संक्षिप्त नाम और प्रारंभ.—(1) इन नियमों का संक्षिप्त नाम गृह मंत्रालय, समन्वय निदेशालय पुलिस बेतार, सहायक, भर्ती नियम 2020 है।
(2) ये राजपत्र में उनके प्रकाशन की तारीख से प्रवृत्त होंगे।
2.पदों की संख्या, वर्गीकरण, वेतन मैट्रिक्स में स्तर.—पदों की संख्या, उनका वर्गीकरण और वेतन मैट्रिक्स में स्तर वे होगें, जो इन नियमों से उपाबद्ध अनुसूची के स्तंभ (2) से स्तंभ (4) में विर्निदिष्ट हैं ।
3.भर्ती की पद्धति,आयु-सीमा और अर्हताएं आदि.—उक्त पद पर भर्ती की पद्धति, आयु-सीमा,अर्हताएं और उनसे संबंधित अन्य बातें वे होंगी, जो पूर्वोक्त अनुसूची के स्तंभ (5) से स्तंभ(13)में विर्निदिष्ट हैं।
4.निरर्हता.—वह व्यक्ति-
(क) जिसने ऐसे व्यक्ति से जिसका पति या जिसकी पत्नी जीवित है,विवाह किया है या विवाह की संविदा की है; या
(ख) जिसने अपने पति या पत्नी के जीवित रहते हुए किसी व्यक्ति से विवाह किया है,या विवाह की संविदा की है,
उक्त पदों पर नियुक्ति का पात्र नहीं होगा:
परन्तु यदि कें द्रीय सरकार का यह समाधान हो जाता है कि ऐसा विवाहऐसे व्यक्ति और विवाह के अन्य पक्षकार का लागू स्वीय विधि के अधीन अनुज्ञेय है और यह कि ऐसा करने के लिए अन्य आधार हैं, तो वह किसी व्यक्ति को इस नियम के प्रवर्तन से छू ट दे सके गी।
5. शिथिल करने की शक्ति.—जहाँ के न्द्रीय सरकार की यह राय है कि ऐसा करना आवश्यक एंव समीचीन है, तो वे उसके लिए जो कारण हैं, उन्हें लेखबद्ध करके और संघ लोक सेवा आयोग से परामर्श करके , इन नियमों के किसी भी उपबन्ध को किसी वर्ग या प्रवर्ग के व्यक्तियों की बाबत आदेश द्वारा शिथिल कर सके गी।
6. व्यावृत्ति.—इन नियमों की कोई बात, ऐसे आरक्षण, आयु-सीमा में छू ट और अन्य रियायतों पर प्रभाव नहीं डालेगी, जिनका के न्द्रीय सरकार द्वारा इस संबंध में समय-समय पर जारी किए गए आदेशों के अनुसार अनुसूचित जातियों, अनुसूचित जनजातियों, अन्य पिछड़े वर्गां, भूत-पूर्व सैनिकों और अन्य विशेष प्रवर्ग के व्यक्तियों के लिए उपबंध करना अपेक्षित है।

G.S.R. 115.—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in supersession of Class III Posts [Directorate of Coordination (Police Wireless)] Recruitment Rules, 1962 and Directorate of Coordination (Police Wireless) Recruitment to Class I and Class II Posts Recruitment Rules, 1966, in so far as they relate to the post of Technical Assistant, Technical Assistant (Store) and Senior Technical Assistant (Store) except as respects things done or omitted to be done before such suppression, the President hereby makes the following rules relating to recruitment to the method of recruitment to the post of Assistant in the Directorate of Coordination Police Wireless, under the Ministry of Home Affairs, namely:-
1. Short title and commencement.— (1) These rules may be called the Ministry of Home Affairs, Directorate of Coordination Police Wireless, Assistant, Recruitment Rules, 2020.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. Number of posts, classification, level in the pay matrix.—The number of posts, their classification and level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.
3. Method of recruitment, age limit and qualifications etc.—The method of recruitment, age limit, qualifications and other matters relating to the said post shall be as specified in columns (5) to (13) of the aforesaid Schedule.
4. Disqualifications.—No person, —
(a) who has entered into or contracted a marriage with a person having a spouse living; or
(b) who, having a spouse living, has entered into or contracted a marriage with any person,
shall be eligible for appointment to the said posts :
Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and there are other grounds for so doing, exempt any person from the operation of this rule.

Power to relax.—Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order, for reasons to be recorded in writing and in consultation with the Union Public Service Commission, relax any of the provisions of these rules with respect to any class or category of persons.

Saving.—Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, other backward classes, Ex-Servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

| प्रोन्नति: राजस् व विभाग में वेतन मैट्रिक् स में स्तर-4 (25,500-81,100 रु.) में ऐसे स् टाफ कार ड्राइवर (श्रेणी–II) जिन्होंने इस श्रेणी में छह वर्ष नियमित सेवा की है या जिन्होंने स् टाफ कार ड्राइवर (श्रेणी-II) और स् टाफ कार ड्राइवर (सामान् य श्रेणी) में पंद्रह वर्ष सम्मिलित सेवा की है और जिन् होंने निम् नलिखित विनिर्दिष् ट व् यावसायि क परीक्षण उत् तीर्ण की है:- (i) जो अंग्रेज़ी अंकों और आकृ तियों को पढ़ने में समर्थ हो; (ii) जो यातायात विनियमों का अच् छा ज्ञान रखता हो; (iii) जो पेट्रोल और डीजल इंजिन के कार्यकरण का अच् छा ज्ञान रखता हो और छोटी त्रुटियों को दूर करने में समर्थ हो; और (iv) जो काब्यू र्रेटर, प् लग इत् यादि साफ करने में समर्थ हो । टिप्पण: जहां ऐसे कनिष् ठ व् यक्तियों के संबंध में, जिन् होंने अपनी अर्हक या पात्रता सेवा पूरी कर ली है, प्रो न् नति के लिए विचार किया जा रहा हो वहां उनसे ज् येष् ठ व् यक्तियों के संबंध में भी विचार किया जाएगा परंतु यह तब जबकि उनके द्वारा की गई ऐसी अर्हक या पात्रता सेवा, अपेक्षित अर्हक या पात्रता सेवा के आधे से अधिक से या दो वर्ष से, इनमें से जो भी कम हो, कम न हो और उन् होंने अपने ऐसे कनिष् ठ व् यक्तियों सहित जिन् होंने ऐसी अर्हक या पात्रता सेवा पहले ही पूरी कर ली है, अगली उच् चतर श्रेणी में प्रोन् नति के लिए अपनी परिवीक्षा की अवधि सफलतापूर्वक पूरी कर ली हो। |

G.S.R. 116.—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in supersession of the Ministry of Finance (Department of Revenue) Staff Car Drivers and Despatch Riders/Scooter Drivers Recruitment Rules, 1994, except as respects thing done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment to the posts of Staff Car Driver (Grade-I, Grade-II752 THE GAZETTE OF INDIA : AUGUST 29, 2020/BHADRA 7, 1942 [PART II—SEC. 3(i)] and Ordinary Grade) and Despatch Riders or Scooter Drivers in the Ministry of Finance, Department of Revenue, namely: -
1. Short title and commencement.— (1) These rules may be called the Ministry of Finance, Department of Revenue, Staff Car Drivers (Grade-I, Grade-II and Ordinary Grade) and Despatch Riders or Scooter Drivers Recruitment Rules, 2020.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. Application.—These rules shall apply to the posts specified in the column (1) of the Schedule annexed to these rules.
3. Number of posts, their classification and level in pay matrix.—The number of posts, their classification and level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the aforesaid Schedule.
4. Method of recruitment, age-limit, qualification, etc. .— The method of recruitment, age-limit, qualifications and other matters relating thereto, shall be as specified in columns (5) to (13) of the aforesaid Schedule.
5. Disqualification.—No person, -
(a) who has entered into or contracted a marriage with a person having a spouse living; or
(b) who, having a spouse living, has entered into or contracted a marriage with any person,
shall be eligible for appointment to the said posts:
Provided that the Central Government may, if satisfied, that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule.
6. Power to relax.—Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order, for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any class or category of persons.
7. Saving.—Nothing in these rules shall affect reservations, relaxation of age-limit and other concessions required to be provided for candidates belonging to the Scheduled Castes, the Scheduled Tribes, ex-Servicemen and other special categories in accordance with the orders issued by the Central Government from time to time in this regard.

सा.का.नि. 117.—राष्ट्रपति, संविधान के अनुच्छेद 309 के परन्तुक द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए और वनस्पति संरक्षण, संगरोध एवं संग्रह निदेशालय, पुस्तकालय कर्मचारी (समूह 'ग' और 'घ'), भर्ती नियम 1994 को, जहां तक पुस्तकालय लिपिक और पुस्तकालय सूचना सहायक के पदों से संबंधित हैं, उन बातों के सिवाय अधिक्रांत करते हुए जिन्हें ऐसे अधिक्रमण से पहले किया गया है या करने का लोप किया गया है, कृ षि और किसान कल्याण मंत्रालय, कृ षि, सहकारिता एवं किसान कल्याण विभाग के अधीन वनस्पति संरक्षण, संगरोध एवं संग्रह निदेशालय में पुस्तकालय लिपिक और पुस्तकालय सूचना सहायक के पदों पर भर्ती की पद्धति का विनियमन करने के लिए निम्नलिखित नियम बनाते हैं, अर्थात्:—
1. संक्षिप्त नाम और प्रारंभ .—(1) इन नियमों का संक्षिप्त नाम वनस्पति संरक्षण, संगरोध एवं संग्रह निदेशालय, पुस्तकालय कर्मचारी (समूह ''ख'' और ''ग'' पद) भर्ती नियम 2020 है।
(2) ये सरकारी राजपत्र में उनके प्रकाशन की तारीख को प्रवृत्त होंगे।
2. पदों की संख्या, वर्गीकरण और वेतन मैट्रिक्स में स्तर .—उक्त पदों की संख्या, उनका वर्गीकरण और वेतन मैट्रिक्स में स्तर वे होंगे जो इन नियमों से अनुबद्ध अनुसूची के स्तंभ (2) से स्तंभ (4) में विनिर्दिष्ट किए जाएंगे।
3. भर्ती की पद्धति, आयु सीमा और अर्हताएं आदि.—उक्त पदों पर भर्ती की पद्धति, आयु सीमा, अर्हताएं और उससे संबंधित अन्य बातें वे होंगी जो पूर्वोक्त अनुसूची के स्तंभ (5) से स्तंभ (13) में विनिर्दिष्ट की जाएंगी।
4. निरर्हता.—वह व्यक्ति
(क) जिसने ऐसे व्यक्ति से, जिसका पति या पत्नी जीवित हैं, विवाह किया है या विवाह की संविदा की है; या
(ख) जिसने अपने पति या अपनी पत्नी के जीवित रहते हुए किसी व्यक्ति से विवाह किया है या विवाह की संविदा की है,
उक्त पद पर नियुक्ति का पात्र नहीं होगा:
परन्तु यदि के न्द्रीय सरकार का यह समाधान हो जाता है कि ऐसा विवाह ऐसे व्यक्ति और विवाह के अन्य पक्षकार पर लागू स्वीय विधि के अधीन अनुज्ञेय है और ऐसा करने के लिए अन्य आधार हैं तो वह किसी व्यक्ति को इस नियम के प्रवर्तन से छू ट दे सकें गी।
[भाग II—खण्ड (i)] भारत का राजपत्र : अगस्त 29, 2020/भाद्र 7, 1942 7575. शिथिल करने की शक्ति.—जहां के न्द्रीय सरकार की यह राय है कि ऐसा करना आवश्यक या समीचीन है, वहां वह उसके लिए जो कारण हैं, उन्हें लेखबद्ध करके इन नियमों के किसी उपबंध को किसी वर्ग या प्रवर्ग के व्यक्तियों की बाबत, आदेश द्वारा शिथिल कर सके गी।
6. व्यावृत्ति .—इन नियमों की कोई बात, ऐसे आरक्षणों, आयु-सीमा में छू ट और अन्य रियायतों पर प्रभाव नहीं डालेगी, जिनका के न्द्रीय सरकार द्वारा इस संबंध में समय-समय पर जारी किए गए आदेशों के अनुसार अनुसूचित जातियों, अनुसूचित जनजातियों, भूतपूर्व सैनिकों और अन्य विशेष प्रवर्ग के व्यक्तियों के लिए उपबंध करना अपेक्षित है।

G.S.R. 117.— In exercise of the powers conferred by the proviso to article 309 of the Constitution and in supersession of the Directorate of Plant Protection, Quarantine and Storage Library Staff, (Group C and D) Recruitment Rules, 1994, in so far as they relate to the posts of Library Clerk and Library Information Assistant, except as respects things done or omitted to be done before such suppression, the President hereby makes the following rules regulating the method of recruitment to the posts of Library Clerk and Library Information Assistant in the Directorate of Plant Protection, Quarantine and Storage under the Ministry of Agriculture and Farmers Welfare, Department of Agriculture Cooperation and Farmers Welfare, namely:-
1. Short title and commencement.— (1) These rules may be called the Directorate of Plant Protection, Quarantine and Storage, Library Staff (Group 'B' and Group 'C') Recruitment Rules, 2020.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. Number of posts, classification and level in pay matrix.—The number of said posts, their classification and level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.
3. Method of recruitment, age-limit, qualifications, etc. .—The method of recruitment to the said posts, age-limit, qualifications and other matters relating thereto shall be as specified in columns (5) to (13) of the said Schedule.
4. Disqualification.—No person,-
(a) who has entered into or contracted a marriage with a person having a spouse living; or
(b) who having a spouse living, has entered into or contracted a marriage with any person,
shall be eligible for appointment to the said post:
Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule.
5. Power to relax.—Where the Central Government is of opinion that it is necessary or expedient so to do, it may, by order and for reasons to be recorded the writing, relax any of the provisions of these rules with respect to any class or category of persons.
6. Saving.—Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, ex-servicemen, and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard:

1. संक्षिप्त नाम और प्रारंभ.— (1) इन नियमों का संक्षिप्त नाम स्वास्थ्य एवं परिवार कल्याण मंत्रालय, के न्द्रीय अनुसंधान संस्थान, कसौली, सहायक निदेशक (गैर-चिकित्सा) समूह 'क'पद भर्ती नियम, 2020 है ।

2. पद–संख्या, वर्गीकरण और वेतन मैट्रिक्स में स्तर.— उक्त पद की संख्या, उसका वर्गीकरण और उसका वेतन मैट्रिक्स में स्तर वे होंगे जो इन नियमों से उपाबद्ध अनुसूची के स्तंभ (2) से स्तंभ (4) में विनिर्दिष्ट हैं।
3. भर्ती की पद्धति, आयु-सीमा, अर्हताएं आदि.— उक्त पद पर भर्ती की पद्धति, आयु-सीमा, अर्हताएं और उससे संबंधित अन्य बातें वे होंगी जो उक्त अनुसूची के स्तंभ (5) से स्तंभ (13) में विनिर्दिष्ट हैं ।
4. निरर्हता.— वह व्यक्ति –

उक्त पद पर नियुक्ति का पात्र नहीं होगा:
परन्तु यदि के न्द्रीय सरकार का यह समाधान हो जाता है कि ऐसा विवाह ऐसे व्यक्ति और विवाह के अन्य पक्षकार को लागू स्वीय विधि के अधीन अनुज्ञेय है और ऐसा करने के लिए अन्य आधार हैं तो वह किसी व्यक्ति को इस नियम के प्रवर्तन से छू ट दे सके गी ।
5. शिथिल करने की शक्ति.—जहां के न्द्रीय सरकार की यह राय है कि ऐसा करना आवश्यक या समीचीन है, वहां वह उसके लिए जो कारण हैं, उन्हें लेखबद्ध करके , तथा संघ लोक सेवा आयोग से परामर्श करके इन नियमों के किसी उपबंध को किसी वर्ग या प्रवर्ग के व्यक्तियों की बाबत, आदेश द्वारा शिथिल कर सके गी ।

वांछनीय :
किसी मान्यताप्राप्त विश्वविद्यालय या संस्थान से जैव – रसायन या सूक्ष्मजीव विज्ञान या औषधीय रसायन में डाक्टरेट ।
टिप्पण 1:- पोषक प्रवर्ग के ऐसे विभागीय अधिकारी, जो प्रोन्नति की सीधी पंक्ति में है, प्रतिनियुक्ति पर नियुक्ति के लिए विचार किए जाने के पात्र नहीं होंगे । इसी प्रकार प्रतिनियुक्त व्यक्ति प्रोन्नति द्वारा नियुक्ति के लिए विचार किए जाने के पात्र नहीं होंगे ।
टिप्पण 2:- प्रतिनियुक्ति की अवधि, जिसके अंतर्गत के न्द्रीय सरकार के उसी या किसी अन्य संगठन या विभाग में इस नियुक्ति के ठीक पहले धारित किसी अन्य काडर बाह्य पद पर प्रतिनियुक्ति की अवधि है साधारणतया 3 वर्ष से अधिक नहीं होगी ।

G.S.R. 118.—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in supersession of the Central Research Institute, Kasauli, Assistant Director (Non-Medical) Recruitment Rules, 1968, in so far it relates to the post of Assistant Director (Non-Medical) except as respects things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment to the post of Assistant Director (Non-Medical) in the Central Research Institute, Kasauli under the Ministry of Health and Family Welfare, namely:
1. Short title and commencement.— (1) These rules may be called the Ministry of Health and Family Welfare, Central Research Institute, Kasauli, Assistant Director (Non-Medical) Group 'A' post Recruitment Rules, 2020.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. Number of post, classification, level in the pay matrix.—The number of said post, its classification level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.
3. Method of recruitment, age-limit, qualifications etc.—The method of recruitment, age-limit, qualifications and other matters relating to the said post shall be as specified in columns (5) to (13) of the said Schedule.
4. Disqualification.—No persons,-
(a) who has entered into or contracted a marriage with a person having a spouse living; or
(b) who, having a spouse living, has entered into or contracted a marriage with any person,
shall be eligible for appointment to the said post:

G.S.R. 119.—In exercise of the powers conferred by proviso to article 309 of the Constitution, and in supersession of the Directorate General of Health Services [Assistant Drugs Controller (India)], Recruitment Rules, 2011 in so far as they relate to the post of the Assistant Drugs Controller (India), except as respects things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment to the post of Assistant Drugs Controller (India) in the Central Drugs Standard Control Organisation, Directorate General of Health Services, Ministry of Health and Family Welfare, namely:-
1. Short title and commencement.—(a) These rules may be called the Central Drugs Standard Control Organisation [Assistant Drugs Controller (India)], Recruitment Rules, 2020.-
(b) They shall come into force on the date of their publication in the Official Gazette.
2. Number of post, classification and pay level in the pay matrix.—The number of post, its classification and the pay level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.
3. Method of recruitment, age limit, qualifications, etc.—The method of recruitment, age limit, qualifications and other matters relating to the said post shall be as specified in columns (5) to (13) of the said Schedule.
4. Disqualification.—No person, -
(a) who has entered into or contracted a marriage with a person having a spouse living, or
(b) who, having a spouse living, has entered into or contracted a marriage with any person,
shall be eligible for appointment to the said post;
Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule.
5. Power to Relax.—Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order and for reasons to be recorded in writing and in consultation with the Union Public Service Commission, relax any of the provisions of these rules with respect to any class or category of persons.

सा.का.नि. 120 .— राष्ट्रपति, संविधान के अनुच्छेद 309 के परंतुक द्वारा प्रदत्त शाक्तियों का प्रयोग करते हुए और कें द्रीय ओषधि मानक नियंत्रण संगठन [ संयुक्त ओषधि नियंत्रक (भारत )] भर्ती नियम, 2011 को जहां तक उनका संबंध संयुक्त ओषधि नियंत्रक (भारत) के पद से है, उन बातों के सिवाय अधिक्रांत करते हुए जिन्हे ऐसे अधिक्रमण से पूर्व किया गया है या करने से लोप किया गया है, स्वास्थ्य और परिवार कल्याण मंत्रालय, कें द्रीय ओषधि मानक नियंत्रण संगठन, स्वास्थ्य सेवा महानिदेशालय में संयुक्त ओषधि नियंत्रक के पद पर भर्ती की पद्धति का विनियमन करने के लिए निम्नलिखित नियम बनाते हैं, अर्थात:-
1. संक्षिप्त नाम और प्रारंभ.— (क) इन नियमों का संक्षिप्त नाम कें द्रीय ओषधि मानक नियंत्रण संगठन [संयुक्त ओषधि नियंत्रक ( भारत )] भर्ती नियम, 2020 है।
(ग) ये राजपत्र में उनके प्रकाशन की तारीख को प्रवृत्त होंगे ।
2. पद की संख्या, वर्गीकरण और वेतन मेट्रिक्स में वेतन स्तर.— उक्त पद की संख्या, उसका वर्गीकरण और उससे संलग्न वेतन मेट्रिक्स में वेतन स्तर वह होगा जो इन नियमों से उपाबद्ध अनुसूची के स्तंभ (2) से स्तंभ (4) में विनिर्दिष्ट हैं ।
3. भर्ती की पद्धति, आयु-सीमा, अर्हताएं आदि.— भर्ती की पद्धति, आयु-सीमा, अर्हताएं और उक्त पद से संबंधित अन्य बातें वे होंगी जो उक्त अनुसूची के स्तंभ (5) से (13) में विनिर्दिष्ट हैं ।
4. निरर्हता.— वह व्यक्ति-
(क) जिसने ऐसे व्यक्ति से जिसका पति या जिसकी पत्नी जीवित है, विवाह किया है या विवाह की संविदा की है, या
(ख) जिसने अपने पति या अपनी पत्नी के जीवित रहते हुए किसी व्यक्ति से विवाह किया है या विवाह की संविदा की है, उक्त पद पर नियुक्ति का पात्र नहीं होगा:
परन्तु यदि कें द्रीय सरकार का यह समाधान हो जाता है कि ऐसा विवाह ऐसे व्यक्ति और विवाह के अन्य पक्षकार को लागू स्वीय विधि के अधीन अनुज्ञेय है और ऐसा करने के लिए अन्य आधार हैं तो वह किसी व्यक्ति को इस नियम के प्रवर्तन से छू ट दे सके गी ।

3. भर्ती की पद्धति, आयु-सीमा, अर्हताएं, आदि.—भर्ती की पद्धति, आयु-सीमा, अर्हताएं और उक्त पद से संबंधित अन्य बातें वे होंगी जो उक्त अनुसूची के स्तंभ (5) से (13) में विनिर्दिष्ट हैं ।
4. निरर्हता.—वह व्यक्ति-
(क) जिसने ऐसे व्यक्ति से जिसका पति या जिसकी पत्नी जीवित है विवाह किया है या विवाह की संविदा की है, या[भाग II—खण्ड (i)] भारत का राजपत्र : अगस्त 29, 2020/भाद्र 7, 1942 777 (ख) जिसने अपने पति या अपनी पत्नी के जीवित रहते हुए किसी व्यक्ति से विवाह किया है या विवाह की संविदा की है, उक्त पद पर नियुक्ति का पात्र नहीं होगा:
परन्तु यदि कें द्रीय सरकार का यह समाधान हो जाता है कि ऐसा विवाह ऐसे व्यक्ति और विवाह के अन्य पक्षकार को लागू स्वीय विधि के अधीन अनुज्ञेय है और ऐसा करने के लिए अन्य आधार हैं तो वह किसी व्यक्ति को इस नियम के प्रवर्तन से छू ट दे सके गी ।
5. शिथिल करने की शक्ति.—जहां कें द्रीय सरकार की यह राय है कि ऐसा करना आवश्यक या समीचीन है, वहां वह उसके लिए जो कारण हैं, उन्हें लेखबद्ध करके तथा संघ लोक सेवा आयोग से परामर्श करके , इन नियमों के किसी उपबंध को किसी वर्ग या प्रवर्ग के व्यक्तियों की बाबत, आदेश द्वारा शिथिल कर सके गी ।
6. व्यावृति.—इन नियमों की कोई बात, ऐसे आरक्षणों, आयु-सीमा में छू ट और अन्य रियायतों पर प्रभाव नहीं डालेगी, जिनका कें द्रीय सरकार द्वारा इस संबंध में समय-समय पर जारी किए गए आदेशों के अनुसार अनुसूचित जातियों, अनुसूचित जनजातियों, अन्य पिछड़े वर्गों, भूतपूर्व सैनिकों और अन्य विशेष प्रवर्ग के व्यक्तियों के लिए उपबंध करना अपेक्षित है।

G.S.R. 121.—In exercise of the powers conferred by proviso to article 309 of the Constitution, and in supersession of the Central Drugs Standard Control Organisation [Deputy Drugs Controller (India)], Recruitment Rules, 1990 in so far as they relate to the post of the Deputy Drugs Controller (India), except as respects things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment to the post of Deputy Drugs Controller (India) in the Central Drugs Standard Control Organisation, Directorate General of Health Services, Ministry of Health and Family Welfare , namely:
1. Short title and commencement.— (a) These rules may be called the Central Drugs Standard Control Organisation [Deputy Drugs Controller (India)], Recruitment Rules, 2020.
(b) They shall come into force on the date of their publication in the Official Gazette.
780 THE GAZETTE OF INDIA : AUGUST 29, 2020/BHADRA 7, 1942 [PART II—SEC. 3(i)]3. Method of recruitment, age limit, qualifications, etc.—The method of recruitment, age limit, qualifications and other matters relating to the said post shall be as specified in columns (5) to (13) of the said Schedule.
4. Disqualification.—No person,
(a) who has entered into or contracted a marriage with a person having a spouse living, or
(b) who, having a spouse living, has entered into or contracted a marriage with any person,
shall be eligible for appointment to the said post:
Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule.
5. Power to Relax.—Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order and for reasons to be recorded in writing and in consultation with the Union Public Service Commission, relax any of the provisions of these rules with respect to any class or category of persons.
6. Saving.—Nothing in these rules shall affect reservations, relaxation of age limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, Other Backward Class, Ex-servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

Or (ii) Post Graduate Degree in Pharmacy or Pharmaceutical Sciences or Clinical Pharmacology or Microbiology from a University established in India by Law; with 10 years experience in ealing with matters related to the Drugs and Cosmetics Act, 1940 (23 of 1940) and rules thereunder or 9 years experience in dealing with drugs standardization or control of drugs standards or in the manufacture or testing of drugs. Note 1: The Departmental officers in the feeder category who are in direct line of promotion shall not be eligible for consideration for appointment on deputation. Similarly, deputationists shall not be eligible for consideration for appointment by Promotion. सा.का.नि. 122.—राष्ट्रपति, संविधान के अनुच्छेद 309 के परंतुक द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए, और राष्ट्रीय एटलस और थिमैटिक मानचित्रण संगठन (अनुसंधान अधिकारी) भर्ती नियम, 1989 को उन बातों के सिवाय अधिक्रांत करते हुए, जिन्हें ऐसे अधिक्रमण से पूर्व किया गया है या करने का लोप किया गया है, विज्ञान और प्रौद्योगिकी मंत्रालय, विज्ञान और प्रौद्योगिकी विभाग, राष्ट्रीय एटलस और थिमैटिक मानचित्रण संगठन में अनुसंधान अधिकारी के पद पर भर्ती की पद्धति का विनियमन करने के लिए निम्नलिखित नियम बनाते हैं, अर्थात्:-
1. संक्षिप्त नाम और प्रारंभ.—(1) इन नियमों का संक्षिप्त नाम विज्ञान और प्रौद्योगिकी मंत्रालय, राष्ट्रीय एटलस और थिमैटिक मानचित्रण संगठन, अनुसंधान अधिकारी (समूह 'क' पद) भर्ती व नियम, 2020 है।
(2) ये राजपत्र में उनके प्रकाशन की तारीख को प्रवृत्त होंगे।
2. पद-संख्या, वर्गीकरण और वेतन मैट्रिक्स में स्तर.—उक्त पदों की संख्या, उनका वर्गीकरण और उनका वेतन मैट्रिक्स में स्तर वे होंगे जो इन नियमों से उपाबद्ध अनुसूची के स्तंभ (2) से स्तंभ (4) में विनिर्दिष्ट हैं।
[भाग II—खण्ड (i)] भारत का राजपत्र : अगस्त 29, 2020/भाद्र 7, 1942 7833. भर्ती की पद्धति, आयु-सीमा और अन्य अर्हताएं आदि .—उक्त पद पर भर्ती की पद्धति, आयु-सीमा, अर्हताएं और उससे संबंधित अन्य बातें वे होंगी जो उक्त अनुसूची के स्तंभ (5) से स्तंभ (13) में विनिर्दिष्ट हैं।
4. निरर्हता.—वह व्यक्ति-

| प्रोन् नति: वेतन मैट्रिक् स के स् तर-7 (44900-142400 रु.) में उस श्रेणी में तीन वर्ष की नियमित सेवा की हो और किसी मान् यता प्राप् त विश् वविद्यालय या संस् थान से भूगोल या भूविज्ञान या अनुप्रयुक् त् भूविज्ञान या भूसूचना या भौगोलिक सूचना प्रणाली और सुदूर संवेदन या भूमितिकी या भूस् थानिक तकनीक में मास् टर डिग्री हो और किसी मान् यता प्राप् त संस् था से भूस् थानिक तकनीक में दो सप् ताह का अग्रिम प्रशिक्षण सफलतापूर्वक पूरा किया हो । टिप् पण: जहॉं ऐसे कनिष् ठ व् यक्तियों के संबंध में, जिन् होंने अपनी अर्हक या पात्रता सेवा पूरी कर ली है, प्रोन् नति के लिए विचार किया जा रहा हो, वहां अनके ज् येष् ठ व् यक् ितयों के संबंध में भी विचार किया जाएगा परंतु यह तब जब कि उसके द्वारा की गई ऐसी अर्हक या पात्रता सेवा, अपेक्षित अर्हक या पात्रता सेवा के आधे से अधिक से या दो वर्ष से, इनमें से जो भी कम हो, कम न हो और उन् होंने अपने ऐसे कनिष् ठ व् यक्तियों सहित, जिन् होंने ऐसी अर्हक या पात्रता सेवा पहले ही पूरी कर ली है, अगली उच् चतर श्रेणी में प्रोन् नति के लिए अपनी परिवीक्षा की अवधि सफलतापूर्वक पूरी कर ली हो। प्रतिनियुक्ति (जिसके अंतर्गत अल्पकालिक संविदा भी है): क े न् द्रीय सरकार या राज् य सरकारों या संघ राज् य क्षेत्रों या स् वशासी या कानूनी संगठनों या मान् यता प्राप् त विश् वविद्यालयों या अनुसंधान संस् थाओं के ऐसे अधिकारी:- (क) (i) जो मूल कॉडर या विभाग में नियमित आधार पर सदृश पद धारण किए हुए हैं; या (ii) जिन् होंने मूल कॉडर या विभाग में वेतन मैट्रिक् स के स् तर-9 में (53100-167800 रु.) या वेतन मैट्रिक् स के स् तर-8 (47600- 151100 रु.) या समतुल् य में दो वर्ष की नियमित सेवा की है; और (ख) जो स् तंभ-7 के अधीन सीधी भर्ती के लिए विहित किए गए अनुभव और शैक्षिक अर्हताएं रखता हो। टिप्पण 1:- प्रतिनियुक्ति की अवधि, जिसके अंतर्गत के न्द्रीय सरकार के उसी या किसी अन्य संगठन या विभाग में इस नियुक्ति से ठीक पहले धारित किसी अन्य काडर बाह्य पद पर प्रतिनियुक्ति की अवधि है साधारणतया 3 वर्ष से अधिक नहीं होगी। टिप्पण 2:- प्रतिनियुक्ति द्वारा नियुक्ति के लिए अधिकतम आयु-सीमा आवेदन प्राप् त करने की अंतिम तारीख 56 वर्ष से अधिक नहीं होगी। टिप् पण 3:- पोषक प्रवर्ग के ऐसे विभागीय अधिकारी, जो प्रोन् नति की सीधी पंक्ति में है, प्रतिनियुक्ति पर नियुक्ति के लिए विचार किए जाने क े पात्र नहीं होंगे । इसी प्रकार प्रतिनियुक् त व् यक्ति प्रोन् नति द्वारा नियुक् ित के लिए विचार किए जाने के पात्र नहीं होंगे। |

G.S.R. 122.—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in supersession of the National Atlas and Thematic Mapping Organisation ( Research Officer ) Recruitment Rules, 1989 except as respects things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment to the post of Research Officer in the National Atlas and Thematic Mapping Organisation, Department of Science and Technology, Ministry of Science and Technology namely:-
1. Short title and commencement.—(1) These rules may be called the Ministry of Science and Technology, National Atlas and Thematic Mapping Organisation, Research Officer (Group 'A' Post ) Recruitment Rules, 2020.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. Number of posts, classification and level in pay matrix.—The number of the said post, its classification, level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.
3. Method of recruitment, age-limit and other qualifications etc.—The method of recruitment, age-limit, qualifications and other matters relating to the said posts shall be as specified in columns (5) to (13) of the said Schedule.
4. Disqualification.—No person, -
(a) who has entered into or contracted a marriage with a person having a spouse living; or
shall be eligible for appointment to the said posts:
Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule.
5. Power to relax.—Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order and for reasons to be recorded in writing and in consultation with Union Public Service Commission, relax any of the provisions of these rules with respect to any class or category or persons.
6. Saving.—Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, the Other Backward Classes, the Ex-servicemen and other Special Categories of persons, in accordance with the orders issued by the Central Government from time to time in this regard.

सा. का. नि. 123.—राष्ट्रपति, संविधान के अनुच्छेद 309 के परंतुक द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए, और (i) राष्ट्रीय एटलस और थिमैटिक मानचित्रण संगठन (अनुसंधान सहायक) भर्ती नियम, 1989 (ii) राष्ट्रीय एटलस एवं थीमेटिक मानचित्रण संगठन, वरिष्ठ भौगोलिक सहायक और कनिष्ठ भौगोलिक सहायक (समूह 'ग' पद) भर्ती नियमावली, 1999, जहॉं तक कि वे वरिष्ठ भौगोलिक सहायक के पद से संबंधित हैं और (iii) राष्ट्रीय एटलस और थिमैटिक मानचित्रण संगठन (वैज्ञानिक अधिकारी) भर्ती नियम, 1989, को उन बातों के सिवाय अधिक्रांत करते हुए, जिन्हें ऐसे अधिक्रमण से पूर्व किया गया है या करने का लोप किया गया है, विज्ञान और प्रौद्योगिकी मंत्रालय, विज्ञान और प्रौद्योगिकी विभाग, राष्ट्रीय एटलस एवं थिमैटिक मानचित्रण संगठन में अनुसंधान सहायक और वैज्ञानिक अधिकारी के पदों पर भर्ती की पद्धति का विनियमन करने के लिए निम्नलिखित नियम बनाते हैं, अर्थात्:-
1. संक्षिप्त नाम और प्रारंभ.— (1) इन नियमों का संक्षिप्त नाम विज्ञान और प्रौद्योगिकी मंत्रालय, राष्ट्रीय एटलस और थिमैटिक मानचित्रण संगठन, अनुसंधान सहायक और वैज्ञानिक अधिकारी (समूह 'ख' पद) भर्ती नियम, 2020 है।
(2) ये राजपत्र में उनके प्रकाशन की तारीख को प्रवृत्त होंगे।
2. लागू होना.— ये नियम, इन नियमों से उपाबद्ध अनुसूची के स्तंभ (1) में विनिर्दिष्ट पदों पर लागू होंगे।
3. पद-संख्या, वर्गीकरण और वेतन मैट्रिक्स में स्तर.— उक्त पदों की संख्या, उनका वर्गीकरण और उनका वेतन मैट्रिक्स में स्तर वे होंगे जो इन नियमों से उपाबद्ध अनुसूची के स्तंभ (2) से (4)में विनिर्दिष्ट हैं।
4. भर्ती की पद्धति, आयु-सीमा, अर्हताएं आदि .— उक्त पद पर भर्ती की पद्धति, आयु-सीमा,अर्हताएं और उससे संबंधित अन्य बातें वे होंगी जो उक्त अनुसूची के स्तंभ (5) से स्तंभ(13) में विनिर्दिष्ट हैं।
5. निरर्हता.—वह व्यक्ति-
(क) जिसने ऐसे व्यक्ति से जिसका पति या जिसकी पत्नी जीवित है, विवाह किया हैं; या विवाह की संविदा की है या

परन्तु यदि के न्द्रीय सरकार का यह समाधान हो जाता है कि ऐसा विवाह उस व्यक्ति और विवाह के अन्य पक्षकार को लागू स्वीय विधि के अधीन अनुज्ञेय है और ऐसा करने के लिए अन्य आधार हैं तो वह किसी व्यक्ति को इस नियम के प्रवर्तन से छू ट दे सके गी।
6. शिथिल करने की शक्ति.—जहां के न्द्रीय सरकार की यह राय है कि ऐसा करना आवश्यक या समीचीन है, वहां वह उसके लिए जो कारण हैं, उन्हें लेखबद्ध करके , तथा संघ लोक सेवा आयोग से परामर्श करके इन नियमों के किसी उपबंध को किसी वर्ग या प्रवर्ग के व्यक्तियों की बाबत, आदेश द्वारा शिथिल कर सके गी।
7. व्यावृत्ति .—इन नियमों की कोई बात, ऐसे आरक्षणों, आयु-सीमा में छू ट और अन्य रियायतों पर प्रभाव नहीं डालेगी, जिनका के न्द्रीय सरकार द्वारा इस संबंध में समय-समय पर जारी किए गए आदेशों के अनुसार अनुसूचित जातियों, अनुसूचित जनजातियों, अन्य पिछड़े वर्गों,भूतपूर्व सैनिकों और अन्य विशेष प्रवर्ग के व्यक्तियों के लिए उपबंध करना अपेक्षित है।

G.S.R. 123.—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in supersession of (i) the National Atlas and Thematic Mapping Organisation (Research Assistant) Recruitment Rules, 1989 (ii) the National Atlas and Thematic Mapping Organisation, Senior Geographical Assistant and Junior Geographical Assistant (Group 'C' Posts) Recruitment Rules, 1999, in so far as they relate to the post of Senior Geographical Assistant and (iii) the National Atlas and Thematic Mapping Organisation (Scientific Officer) Recruitment Rules, 1989, except as respects things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment to the posts of Research Assistant and Scientific Officer, in the National Atlas and Thematic Mapping Organisation, Department of Science and Technology, Ministry of Science and Technology, namely:-
1. Short title and commencement.— (1) These rules may be called the Ministry of Science and Technology, National Atlas and Thematic Mapping Organisation, Research Assistant and Scientific Officer (Group 'B' Posts) Recruitment Rules, 2020.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. Application.- These rules shall apply to posts specified in column (1) of the Schedule annexed to these rules.
3. Number of posts, classification and level in pay matrix.—The number of the said posts, its classification and level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the said Schedule.
4. Method of recruitment, age-limit and other qualifications etc.—The method of recruitment, age-limit, qualifications and other matters relating to the said posts shall be as specified in columns (5) to (13) of the said Schedule.
5. Disqualification.—No person, –
(a) who has entered into or contracted a marriage with a person having a spouse living; or
(b) who, having a spouse living, has entered into or contracted a marriage with any person,
shall be eligible for appointment to the said posts:
Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule.
7. Saving.—Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, the Other Backward Classes, the Ex-servicemen and other special categories of persons, in accordance with the orders issued by the Central Government from time to time in this regard.

सा.का.नि. 124.—राष्ट्रपति, संविधान के अनुच्छेद 309 के प्रावधानों द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए और भारत मौसम विज्ञान विभाग (प्रशासनिक संवर्ग समूह'ख') भर्ती नियमावली,2000, का अधिक्रमण करते हुए, ऐसे अधिक्रमण से पहले के मामलों को छोड़कर अथवा छोड़ने पर, भारत मौसम विज्ञान विभाग ,पृथ्वी विज्ञान मंत्रालय में प्रशासनिक अधिकारी ग्रेड-। के पद की भर्ती की पद्धति में निम्नलिखित नियमों को विनियमित करते हैं, नामत:-
1. संक्षिप्त नाम और लागू होने की तारीख .—
(1) इन नियमों को भारत मौसम विज्ञान विभाग प्रशासनिक अधिकारी (समूह 'क'पद), भर्ती नियमावली कहा जाएगा ।
(2) ये नियम सरकारी राजपत्र में प्रकाशित होने की तारीख से प्रभावी होंगे ।
2. पदों की संख्या, वर्गीकरण, स्तर.—
पदों की संख्या, इनके वर्गीकरण और स्तर इन नियमों के साथ संलग्न अनुसूची के कॉलम (2) से (4) में बताए गए अनुसार होंगे ।
3. भर्ती की पद्धति, आयुसीमा और अन्य अर्हताएं आदि.—
उक्त पदों से संबंधित भर्ती की पद्धति, आयुसीमा, अर्हताएं और उससे सम्बंधित अन्य विषय उक्त अनुसूची के कॉलम (5) से (13) में बताए गए अनुसार होंगे ।
4. अनर्हता :- कोई भी ऐसा व्यक्ति .—
(क) जिसने, किसी ऐसे व्यक्ति से विवाह कर लिया है या करने वाला है जिसका पति अथवा जिसकी पत्नी जीवित है;
अथवा
(ख) जिसने, अपने पति या अपनी पत्नी के जीवित रहते हुए किसी अन्य व्यक्ति से विवाह कर लिया है या करने वाला है ।
उक्त किसी भी पद पर नियुक्ति के लिए अयोग्य माना जाएगा :
बशर्ते कि कें द्र सरकार इस नियम में किसी को छू ट दे सकती है यदि वह इस बात से संतुष्ट हो कि उस व्यक्ति ने जिससे विवाह किया है उसकी उन दोनों के वैयक्तिक कानून के अनुसार अनुमति दी जा सकती है और ऐसा करने के अन्य कारण भी हों ।
5. छू ट देने का अधिकार.—
जिन मामलों में कें द्र सरकार की राय में ऐसा करना आवश्यक या व्यावहारिक हो तो संघ लोक सेवा आयोग की सलाह से और ऐसा करने से संबंधित कारणों को लिखित में रिकॉर्ड करके आदेश द्वारा किसी भी वर्ग या श्रेणी के कर्मचारियों के मामले में इन नियमों से संबंधित किसी भी प्रावधान से छू ट दी जा सकती है ।
6. सेविंग.—
इन नियमों का कोई भी प्रावधान कें द्र सरकार द्वारा अनुसूचित जाति,अनुसूचित जनजाति, अन्य पिछ्ड़े वर्ग, भूतपूर्व सैनिक और व्यक्तियों की अन्य विशिष्ट श्रेणियों को दिए जाने वाले आरक्षण, आयु सीमा में छू ट तथा अन्य रियायतों के संबंध में समय-समय पर जारी किए गए आदेशों को प्रभावित नहीं करेगा ।

G. S. R. 124.—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in supersession of the India Meteorological Department(Administrative Cadres Group'A') Recruitment Rules ,2000,except as respects things done before such supersession, the President hereby makes the following rules regulating the method of recruitment to Group 'A' Administrative Office Grade-I posts in the office of the India Meteorological Department, Ministry of Earth Sciences, namely:-
1. Short title and commencement.— (1) These rules may be called the India Meteorological Department (Administrative Cadres Group 'A') Recruitment Rules.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. Number of posts, classification and Level of pay in Pay matrix.—The number of posts, their classification and the level of pay in Pay matrix attached thereto shall be as specified in Column 2 to 4 of the said Schedule.
3. Method of recruitment, age limit and other qualifications etc. .—The method of recruitment, age limit, qualifications and other matters relating to the said posts, shall be as specified in Columns 5 to 13 of the Schedule aforesaid.
4. Disqualification.—No person . –
(a) who has entered into or contracted a marriage with a person having a spouse living, or
(b) who having a spouse living, has entered into or contracted a marriage with any person, shall be eligible for appointment to any of the said posts.
Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party the marriage and there are other grounds for so doing, except any
person from the operation of this rule:
5. Power to relax .—Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order, for reasons to be recorded in writing and in consultation with the Union Public Service Commission, relax any of the provisions of these rules with respect to any class or category of persons.
6. Savings .- Nothing in these rules shall affect reservations, relaxation of age limit and other concessions, required to be provided for the Scheduled Castes, the Scheduled Tribes, the Other Backward Classes and other special categories of person in accordance with the orders issued by the Central Government from time to time in this regard.

| Promotion : Administrative Officer Grade-II in Level-8 (Rs. 47,600-151,100) of the Pay Matrix with six years regular service in the Grade or Level-9(Rs. 53,100-1,67,800) of the Pay Matrix with five years regular service in the Grade and have successfully completed training of at least two weeks in the field of administration, establishment and accounts. Note1.-Where juniors who have completed their qualifying or eligibility service are being considered for promotion, their seniors would also be considered provided they are not short of the requisite qualifying or eligibility service by more than half of such qualifying or eligibility service or two years whichever is less and have successfully completed their probation period for promotion to the next higher grade along with their juniors who have already completed such qualifying or eligibility service.
