1. संन(cid:6979)(cid:7009)त नाम और (cid:7079)ार(cid:7013)भ— (1) ये र्नननयम कम(cid:6981)चारी रा(cid:6996)य बीमा ननगम, भौनतक नचनक(cid:7004)सक, भत(cid:7278) र्नननयम, 2020 कहे ािएंगे।
(2) ये ासकीय रापि(cid:7074) म(cid:7286) इनके (cid:7079)कान की तारीख से लागू ह(cid:7298)गे।
2. रा(cid:7398)ीयता- अ(cid:7012)य(cid:7278) को ननयुन(cid:7334) के नलए होना चानहए :-
(क) भारत का नागनरक; र्अा
(ख)र् ह (cid:7390)न(cid:7334)य(cid:7298) की ऐसी (cid:7088)ेनणय(cid:7298) से संबंध रखता/रखती हो ोि इस संबंध म(cid:7286) भारत सरकार के कानम(cid:6981)क, लोक नकायत और प(cid:7286)न मं(cid:7074)ालय के कानम(cid:6981)क र्एं (cid:7079)न(cid:6979)ण र्नभाग (cid:7367)ारा समय-समय पर अनधसूनचत की गई ह(cid:7298)।

5. ारीनरक (cid:7021र्)(cid:7021)ता :-
(क) अ(cid:7012)य(cid:7278) का अ(cid:6994)छा माननसक र्एं ारीनरक (cid:7021र्)ा(cid:7021)(cid:7005)य हो ता र्ह नकसी भी ऐसे ारीनरक र्नकार से मु(cid:6989)त हो नसिसे र्सेा म(cid:7286) एक अनधकारी/कम(cid:6981)चारी के (cid:7272)प म(cid:7286) अपने कत(cid:6981)(cid:7390)(cid:7298) के नर्न(cid:6981)हन म(cid:7286) नकसी भी (cid:7079)कार की बाधा उ(cid:7004)प(cid:7382) होने की आंका हो।
(ख) अ(cid:7012)य(cid:7278) ोि महाननदेक (cid:7367)ारा ननधा(cid:6981)नरत इस (cid:7079)कार की ारीनरक परी(cid:6979)ा के प(cid:7391)ात इस र्नननयम के खंड (1) की र्आ(cid:7019)यकता को संतोषनिक (cid:7272)प से पूण(cid:6981) करता नह(cid:7277) पाया ािता है, तो ननयु(cid:7334) नह(cid:7277) नकया ािएगा ।
नट(cid:7009)पणी : ारीनरक (cid:7021र्)(cid:7021)ता ता अ(cid:7012)य(cid:7278) की परी(cid:6979)ा कर उसे ननयुन(cid:7334) हेतु ारीनरक (cid:7272)प से (cid:7021र्)(cid:7021) घोनषत करने के नलए स(cid:6979)म नचनक(cid:7004)सा (cid:7079)ानधकानरय(cid:7298) हेतु मानदंड क(cid:7286) (cid:7076)ीय सरकार के अधीन तदनु(cid:7271)पी ननयुन(cid:7334) के समान ही होगा।
6. ननरह(cid:6981)ता— ऐसा कोई (cid:7018)यन(cid:7334)—
(क) नसिने ऐसे (cid:7018)यन(cid:7334) से र्र्नाह नकया है या र्र्नाह करने का करार नकया है, नसिका र्र्नानहती ीिर्नत है; र्अा
(ख) नसिने अपने र्र्नानहती के ीिर्नत रहते (cid:7263)ए नकसी (cid:7018)यन(cid:7334) से र्र्नाह नकया है र्अा र्र्नाह करने का करार नकया है,
उ(cid:6989)त पद पर ननयुन(cid:7334) का पा(cid:7074) नह(cid:7277) होगा।
पर(cid:7008)तु यनद कम(cid:6981)चारी रा(cid:6996)य बीमा ननगम के महाननदेक इस बात से संतु(cid:7020)ट ह(cid:7289) नक ऐसा र्र्नाह ऐसे (cid:7018)यन(cid:7334) और र्र्नाह के अ(cid:7008)य प(cid:6979)कार पर लागू (cid:7021र्)ीय र्ननध के अधीन अनु(cid:6980)ेय है और ऐसा करने के नलए अ(cid:7008)य आधार ह(cid:7289), तोर् े नकसी (cid:7018)यन(cid:7334) पर इन र्नननयम(cid:7298) के (cid:7079)चालन से छू ट दे सक(cid:7286) गे।
7. ननलता (cid:7079)द(cid:7004)त करने की न(cid:7334)— हिां कम(cid:6981)चारी रा(cid:6996)य बीमा ननगम के महाननदेक की राय म(cid:7286) ऐसा करना र्आ(cid:7019)यक र्अा समीचीन है, तोर् े त(cid:7004)संबंधी कारण(cid:7298) को लेखब(cid:7373) करके ता क(cid:7286) (cid:7076)ीय सरकार के र्पू(cid:6981) र्नन(cid:7020)ट अनुमोदन ता संघ लोक र्सेा आयोग से पराम(cid:6981) करने के प(cid:7019)चात् नकसी (cid:7088)ेणी र्अार् ग(cid:6981) के (cid:7018)यन(cid:7334)य(cid:7298) के संबंध म(cid:7286) इन र्नननयम(cid:7298) के नकसी भी उपबंध म(cid:7286) आदे (cid:7367)ारा ननलता दे सकते ह(cid:7289)।
8. (cid:7018)र्याृन(cid:7275)— इन र्नननयम(cid:7298) की कोई बात, ऐसे आर(cid:6979)ण, आयु-सीमा म(cid:7286) छू ट और अ(cid:7008)य नरयायत(cid:7298) पर (cid:7079)र्भा नह(cid:7277) डालेगी, ननिका क(cid:7286) (cid:7076)ीय सरकार (cid:7367)ारा इस संबंध म(cid:7286) समय-समय पर ािरी नकए गए आदे(cid:7298) के अनु(cid:7271)प अनुसूनचत ािनतय(cid:7298), अनुसूनचत निािनतय(cid:7298), अ(cid:7008)य नपछेर् ग(cid:7300), भूतर्पू(cid:6981) सैननक(cid:7298) ता अ(cid:7008)य र्नेषर् ग(cid:7300) के (cid:7018)यन(cid:7334)य(cid:7298) के नलए (cid:7079)दान करना अपेन(cid:6979)त है।

1. संन(cid:6979)(cid:7009)त नाम और (cid:7079)ार(cid:7013)भ— (1) ये र्नननयम कम(cid:6981)चारी रा(cid:6996)य बीमा ननगम (ई.सी.ीि. तकनीनयन औरर् नर(cid:7020)ठ ई.सी.ीि. तकनीनयन) भत(cid:7278) र्नननयम, 2020 कहे ािएंगे।
(2) ये ासकीय रापि(cid:7074) म(cid:7286) इनके (cid:7079)कान की तारीख से लागू ह(cid:7298)गे।
2. रा(cid:7398)ीयता- अ(cid:7012)य(cid:7278) को ननयुन(cid:7334) के नलए होना चानहए :-
(क) भारत का नागनरक; र्अा
(ख)र् ह (cid:7390)न(cid:7334)य(cid:7298) की ऐसी (cid:7088)ेनणय(cid:7298) से संबंध रखता/रखती हो ोि इस संबंध म(cid:7286) भारत सरकार के कानम(cid:6981)क, लोक नकायत और प(cid:7286)न मं(cid:7074)ालय के कानम(cid:6981)क र्एं (cid:7079)न(cid:6979)ण र्नभाग (cid:7367)ारा समय-समय पर अनधसूनचत की गई ह(cid:7298)।

4. भत(cid:7278) की प(cid:7373)नत, आयु सीमा, अह(cid:6981)ताएं, आनद— भत(cid:7278) की प(cid:7373)नत, आयु सीमा, अह(cid:6981)ताएं और उससे संबंनधत अ(cid:7008)य मामले उ(cid:6989)त अनुसूची के कॉलम (5) से (13) म(cid:7286) यार्ननननद(cid:6981)(cid:7020)ट ह(cid:7298)गे।
5. ारीनरक (cid:7021र्)(cid:7021)ता :-
(1) अ(cid:7012)य(cid:7278) का अ(cid:6994)छा माननसक र्एं ारीनरक (cid:7021र्)ा(cid:7021)(cid:7005)य हो ता र्ह नकसी भी ऐसे ारीनरक र्नकार से मु(cid:6989)त हो नसिसे र्सेा म(cid:7286) एक अनधकारी/कम(cid:6981)चारी के (cid:7272)प म(cid:7286) अपने कत(cid:6981)(cid:7390)(cid:7298) के नर्न(cid:6981)हन म(cid:7286) नकसी भी (cid:7079)कार की बाधा उ(cid:7004)प(cid:7382) होने की आंका हो।

(ख) नसिने अपने र्र्नानहती के ीिर्नत रहते (cid:7263)ए नकसी (cid:7018)यन(cid:7334) से र्र्नाह नकया है र्अा र्र्नाह करने का करार नकया है,
उ(cid:6989)त पद पर ननयुन(cid:7334) का पा(cid:7074) नह(cid:7277) होगा।

7. ननलता (cid:7079)द(cid:7004)त करने की न(cid:7334)— हिां कम(cid:6981)चारी रा(cid:6996)य बीमा ननगम के महाननदेक की राय म(cid:7286) ऐसा करना र्आ(cid:7019)यक र्अा समीचीन है, तोर् े त(cid:7004)संबंधी कारण(cid:7298) को लेखब(cid:7373) करके अ(cid:7007)य(cid:6979), कम(cid:6981)चारी रा(cid:6996)य बीमा ननगम के र्पू(cid:6981) र्नन(cid:7020)ट अनुमोदन के प(cid:7019)चात् नकसी (cid:7088)ेणी र्अार् ग(cid:6981) के (cid:7018)यन(cid:7334)य(cid:7298) के संबंध म(cid:7286) इन र्नननयम(cid:7298) के नकसी भी उपबंध म(cid:7286) आदे (cid:7367)ारा ननलता दे सकते ह(cid:7289)।
8. (cid:7018)र्याृन(cid:7275)— इन र्नननयम(cid:7298) की कोई बात, ऐसे आर(cid:6979)ण, आयु-सीमा म(cid:7286) छू ट और अ(cid:7008)य नरयायत(cid:7298) पर (cid:7079)र्भा नह(cid:7277) डालेगी, ननिका क(cid:7286) (cid:7076)ीय सरकार (cid:7367)ारा इस संबंध म(cid:7286) समय-समय पर ािरी नकए गए आदे(cid:7298) के अनु(cid:7271)प अनुसूनचत ािनतय(cid:7298), अनुसूनचत निािनतय(cid:7298), अ(cid:7008)य नपछेर् ग(cid:7300), भूतर्पू(cid:6981) सैननक(cid:7298) ता अ(cid:7008)य र्नेषर् ग(cid:7300) के (cid:7018)यन(cid:7334)य(cid:7298) के नलए (cid:7079)दान करना अपेन(cid:6979)त है।

4. भत(cid:7278) की प(cid:7373)नत, आयु-सीमा, अह(cid:6981)ताएं, आनद— उ(cid:7334) पद(cid:7298) पर भत(cid:7278) की प(cid:7373)नत, आयु-सीमा, अह(cid:6981)ताएं और उससे संबंनधत अ(cid:7008)य मामले उ(cid:6989)त अनुसूची के कॉलम (5) से (13) म(cid:7286) यार्ननननद(cid:6981)(cid:7020)ट ह(cid:7298)गे।
5. ारीनरक (cid:7021र्)(cid:7021)ता :-
(1) अ(cid:7012)य(cid:7278) का अ(cid:6994)छा माननसक र्एं ारीनरक (cid:7021र्)ा(cid:7021)(cid:7005)य हो ता र्ह नकसी भी ऐसे ारीनरक र्नकार से मु(cid:6989)त हो नसिसे र्सेा म(cid:7286) एक अनधकारी/कम(cid:6981)चारी के (cid:7272)प म(cid:7286) अपने कत(cid:6981)(cid:7390)(cid:7298) के नर्न(cid:6981)हन म(cid:7286) नकसी भी (cid:7079)कार की बाधा उ(cid:7004)प(cid:7382) होने की आंका हो।
(2) अ(cid:7012)य(cid:7278) ोि महाननदेक (cid:7367)ारा ननधा(cid:6981)नरत इस (cid:7079)कार की ारीनरक परी(cid:6979)ा के प(cid:7391)ात इस र्नननयम के खंड (1) की र्आ(cid:7019)यकता को संतोषनिक (cid:7272)प से पूण(cid:6981) करता नह(cid:7277) पाया ािता है, तो ननयु(cid:7334) नह(cid:7277) नकया ािएगा।
नट(cid:7009)पणी : ारीनरक (cid:7021र्)(cid:7021)ता ता अ(cid:7012)य(cid:7278) की परी(cid:6979)ा कर उसे ननयुन(cid:7334) हेतु ारीनरक (cid:7272)प से (cid:7021र्)(cid:7021) घोनषत करने के नलए स(cid:6979)म नचनक(cid:7004)सा (cid:7079)ानधकानरय(cid:7298) हेतु मानदंड क(cid:7286) (cid:7076)ीय सरकार के अधीन तदनु(cid:7271)पी ननयुन(cid:7334) के समान ही होगा।
6. ननि पद(cid:7298) के नलए सीधी भत(cid:7278) ननधा(cid:6981)नरत है, उनके संबंध म(cid:7286) चयन बोड(cid:6981) का संघटन, चयन (cid:7079)न(cid:7059)या आनद :
(1) चयन बोड(cid:6981) :
(i) चयन बोड(cid:6981) म(cid:7286) ानमल ह(cid:7298)गे :-
(क) सनर्च या अपर सनर्च, भारत सरकार के द(cid:7287) का अंकानलक अ(cid:7007)य(cid:6979), ोि अ(cid:7007)य(cid:6979), कम(cid:6981)चारी रा(cid:6996)य बीमा ननगम के र्नन(cid:7020)ट र्पू(cid:6981) अनुमोदन से सनर्च या महाननदेक, कम(cid:6981)चारी रा(cid:6996)य बीमा ननगम (cid:7367)ारा ननयु(cid:6989)त नकए ािएंगे।
(ख) नसि र्नषय या र्नेषीकृ त (cid:6979)े(cid:7074) के संबंध म(cid:7286) भत(cid:7278) की ािनी है, उससे ुिे दो नचनक(cid:7004)सा र्नेष(cid:6980) ोि महाननदेक, कम(cid:6981)चारी रा(cid:6996)य बीमा ननगम (cid:7367)ारा इस (cid:7079)योनिा(cid:6981) अनुरन(cid:6979)त र्नेष(cid:6980)(cid:7298) के पैनल से, अ(cid:7007)य(cid:6979), चयन बोड(cid:6981) (cid:7367)ारा चुने ािएंगे।
(ग) नचनक(cid:7004)सा आयु(cid:6989)त, कम(cid:6981)चारी रा(cid:6996)य बीमा ननगम, नई नद(cid:7016)ली म(cid:7286) र्नभागीय (cid:7079)नतनननध ह(cid:7298)गे और अ(cid:7008)य रा(cid:6996)य(cid:7298) के मामले म(cid:7286), संबंनधत रा(cid:6996)य(cid:7298) के अपर आयु(cid:6989)त या (cid:6979)े(cid:7074)ीय ननदेक र्नभागीय (cid:7079)नतनननध ह(cid:7298)गे। यनद नक(cid:7008)ह(cid:7277) कारण(cid:7298) से ये अनधकारी उपल(cid:7011)ध नह(cid:7277) होते ह(cid:7289) तो महाननदेक नकसी अ(cid:7008)य अनधकारी को र्नभागीय (cid:7079)नतनननध के (cid:7272)प म(cid:7286) नानमत कर सकते ह(cid:7289)।
(ii) अंकानलक अ(cid:7007)य(cid:6979) की पर्दानध सामा(cid:7008)यत: चयन बोड(cid:6981) के गठन की नतन से एक र्ष(cid:6981) की होगी। हालांनक, उनकी र्अनध को अ(cid:7007)य(cid:6979), कम(cid:6981)चारी रा(cid:6996)य बीमा ननगम के र्नन(cid:7020)ट र्पू(cid:6981) अनुमोदन से महाननदेक (cid:7367)ारा घटाया या बाया ाि सकता है।
(iii) अंकानलक अ(cid:7007)य(cid:6979) और नचनक(cid:7004)सा र्नेष(cid:6980) या(cid:7074)ा भ(cid:7004)त(cid:7298), बैठक ु(cid:7016)क आनद के हदिार ह(cid:7298)गे ोि सरकार (cid:7367)ारा ननधा(cid:6981)नरत दर(cid:7298) को (cid:7007)यान म(cid:7286) रखते (cid:7263)ए समय-समय पर महाननदेक (cid:7367)ारा ननयत नकए ािएंगे।
(2) चयन की (cid:7079)न(cid:7059)या र्एं रीनत :-
(क) अनुसूची म(cid:7286) ानमल पद(cid:7298) पर सीधी भत(cid:7278), हिां भी लागू हो, सामा(cid:7008)यत: अनखल भारतीय (cid:7021)तर पर होनेर् ाली नलनखत परी(cid:6979)ा के बाद पा(cid:7074) और सल अ(cid:7012)यन(cid:6981)य(cid:7298) के सा(cid:6979)ा(cid:7004)कार पर आधानरत होगी।
यनद अलग भत(cid:7278) (cid:7079)न(cid:7059)या अपनाना र्आ(cid:7019)यक हो ािता है, तो अ(cid:7007)य(cid:6979), कम(cid:6981)चारी रा(cid:6996)य बीमा ननगम का र्नन(cid:7020)ट र्पू(cid:6981) अनुमोदन (cid:7079)ा(cid:7009)त करने के बाद महाननदेक (cid:7367)ारा उसे अपनाया ािएगा। हालांनक, यनद र्न(cid:6980)ापन म(cid:7286) एक बार भत(cid:7278) (cid:7079)न(cid:7059)या अनधसूनचत हो ािती है, तो बाद म(cid:7286) उसम(cid:7286) कोई पनर्रत(cid:6981)न नह(cid:7277) नकया ािएगा।
(ख) सा(cid:6979)ा(cid:7004)कार के नलए आमंन(cid:7074)त नकए ािनेर् ाले अ(cid:7012)यन(cid:6981)य(cid:7298) की सं(cid:6990)या का ननण(cid:6981)य अ(cid:7007)य(cid:6979), चयन बोड(cid:6981) (cid:7367)ारा नरन(cid:7334)य(cid:7298) की सं(cid:6990)या र्एं ननधा(cid:6981)नरत अपे(cid:6979)ा(cid:7312) को पूण(cid:6981) करनेर् ाले अ(cid:7012)यन(cid:6981)य(cid:7298) की सं(cid:6990)या को (cid:7007)यान म(cid:7286) रखकर नकया ािएगा।

(ङ) चयन बोड(cid:6981) को र्आ(cid:7019)यक सनर्चीय सहयोग महाननदेक, कम(cid:6981)चारी रा(cid:6996)य बीमा ननगम काया(cid:6981)लय (cid:7367)ारा (cid:7079)दान नकया ािएगा।
7. ननरह(cid:6981)ता— ऐसा कोई (cid:7018)यन(cid:7334)—
(क) नसिने ऐसे (cid:7018)यन(cid:7334) से र्र्नाह नकया है या र्र्नाह करने का करार नकया है, नसिका र्र्नानहती ीिर्नत है; र्अा
(ख) नसिने अपने र्र्नानहती के ीिर्नत रहते (cid:7263)ए नकसी (cid:7018)यन(cid:7334) से र्र्नाह नकया है र्अा र्र्नाह करने का करार नकया है,
उ(cid:6989)त पद पर ननयुन(cid:7334) का पा(cid:7074) नह(cid:7277) होगा।
पर(cid:7008)तु यनद कम(cid:6981)चारी रा(cid:6996)य बीमा ननगम के महाननदेक इस बात से संतु(cid:7020)ट ह(cid:7289) नक ऐसा र्र्नाह ऐसे (cid:7018)यन(cid:7334) और र्र्नाह के अ(cid:7008)य प(cid:6979)कार पर लागू (cid:7021र्)ीय र्ननध के अधीन अनु(cid:6980)ेय है और ऐसा करने के नलए अ(cid:7008)य आधार ह(cid:7289), तोर् े नकसी (cid:7018)यन(cid:7334) पर इस र्नननयम के (cid:7079र्)त(cid:6981)न से छू ट दे सक(cid:7286) गे।
8. ननलता (cid:7079)द(cid:7004)त करने की न(cid:7334)— हिां कम(cid:6981)चारी रा(cid:6996)य बीमा ननगम के महाननदेक की राय म(cid:7286) ऐसा करना र्आ(cid:7019)यक र्अा समीचीन है, तोर् े त(cid:7004)संबंधी कारण(cid:7298) को लेखब(cid:7373) करके ता अ(cid:7007)य(cid:6979), कम(cid:6981)चारी रा(cid:6996)य बीमा ननगम के र्पू(cid:6981) र्नन(cid:7020)ट अनुमोदन के प(cid:7019)चात् नकसी (cid:7088)ेणी र्अा र्ग(cid:6981) के (cid:7018)यन(cid:7334)य(cid:7298) के संबंध म(cid:7286) इन र्नननयम(cid:7298) के नकसी भी उपबंध म(cid:7286) आदे (cid:7367)ारा ननलता दे सकते ह(cid:7289)।

No. A-12/11/3/Physio-Occup-RR/2017-Med.-VI.—In exercise of the powers conferred by sub-section (1) of section 97, read with clause (xxi) of sub-section (2) and sub-section (2A) of the said section and sub-section (2) of section 17 of the Employees' State Insurance Act, 1948 (34 of 1948) and in supersession of the Employees State Insurance Corporation (Para Medical Post), Recruitment Regulations, 2010, in so far as they relate to the post of Physiotherapist, except as respect things done or omitted to be done before such supersession, the Employees' State Insurance Corporation hereby makes the following regulations regulating the method of recruitment to the post of Physiotherapist in Employees' State Insurance Corporation, namely:—
1. Short title and commencement.—(1) These Regulations may be called the Employees' State Insurance Corporation, Physiotherapist, Recruitment Regulations, 2020.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. Nationality.—A candidate for appointment must be:—
(a) a Citizen of India; or
(b) he/she must belong to such categories of persons as may from time to time, be notified in this behalf by the Government of India in the Department of Personnel and Training, Ministry of Personnel, Public Grievances and Pensions.
3. Number of posts, classification and level in the pay matrix.—The number of posts, their classification and level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these Regulations.
4. Method of recruitment, age -limit, qualifications, etc.—The method of recruitment, age -limit, qualifications and other matters relating thereto shall be as specified in columns (5) to (13) of the said Schedule.
5. Physical fitness.—(1) A candidate must be in good mental and bodily health and free from any physical defect likely to interfere with the discharge of his duties as an officer/employee in the service.
(2) A candidate who after such physical examination as the Director General may prescribe is found not to satisfy the requirement of clause (1) of this regulation will not be appointed.
Note: The standard of physical fitness and the competent medical authorities to examine and declare a candidate physically fit for appointment, will be same as for corresponding appointment under the Central Government.
6. Disqualification.—No person,—
(a) who has entered into or contracted a marriage with a person having a spouse living; or
(b) who, having a spouse living, has entered into or contracted a marriage with any person,
shall be eligible for appointment to the said post:
Provided that the Director General of the Employees' State Insurance Corporation may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this regulation.
7. Power to relax.—Where the Director General of the Employees' State Insurance Corporation is of the opinion that it is necessary or expedient to do so, he may, by order, for reasons to be recorded in writing and after obtaining specific prior approval of the Central Government, and in consultation with Union Public Service Commission relax any of the provisions of these regulations with respect to any class or category of persons.
8. Savings.—Nothing in these regulations shall affect reservation, relaxation of age-limit and other concessions required to be provided for the Scheduled Castes, the Schedules Tribes, the Other Backward Classes, the Ex-servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

1. Short title and commencement.—(1) These regulations may be called the Employees' State Insurance Corporation, Senior Technical Assistant (Radiology), Recruitment Regulations, 2020.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. Number of posts, classification and level in the pay matrix.—The number of posts, their classification and level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these regulations.
3. Method of recruitment, age-limit, qualifications, etc.—The method of recruitment, age-limit, qualifications and other matters relating thereto shall be as specified in columns (5) to (13) of the Schedule annexed to these regulations.
4. Disqualification.—No person,—
(a) who has entered into or contracted a marriage with a person having a spouse living; or
(b) who, having a spouse living, has entered into or contracted a marriage with any person,
shall be eligible for appointment to the said post:

Savings.- Nothing in these regulations shall affect reservation, relaxation of age- limit and other concessions required to be provided for the Scheduled Castes, the Schedules Tribes, the Other Backward Classes, the Ex-servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

5. Physical fitness. - (1) A candidate must be in good mental and bodily health and free from any physical defect likely to interfere with the discharge of his duties as an officer/employee in the service.
(2) A candidate who after such physical examination as the Director General may prescribe is found not to satisfy the requirement of clause (1) of this regulation will not be appointed.
Note: The standard of physical fitness and the competent medical authorities to examine and declare a candidate physically fit for appointment, will be same as for corresponding appointment under the Central Government.
6. Composition of Selection Board, procedure of Selection, etc., in respect of posts for which direct recruitment is prescribed:
(1) Selection Board:
(i) The Selection Board shall consist of:-
(a) A part-time Chairman of the status of Secretary or Additional Secretary to the Government of India, who may be appointed by Secretary or the Director General, Employees' State Insurance Corporation, with the specific prior approval of the Chairman, Employees' State Insurance Corporation.
(b) Two Medical experts from the discipline or specialised filed pertaining to which recruitment is to be made, who may be chosen by the Chairman, Selection Board from the panel of experts maintained for the purpose by the Director General, Employees' State Insurance Corporation.
(c) The Medical Commissioner, Employees' State Insurance Corporation will be the Departmental representative in New Delhi, and in case of other States, the Additional Commissioner or Regional Director of the respective States will be departmental representative. In case, these officers are not available for some reason then Director General can nominate some other officer as the Departmental representative.
(ii) The term of office of the part-time Chairman shall ordinarily be one year from the date of constitution of the Selection Board. His term may, however, be curtailed or extended by the Director General, with the specific prior approval of the Chairman, Employees' State Insurance Corporation.
(iii) The part-time Chairman and the Medical Experts shall be entitled to traveling allowances, sitting fees etc. at much rates as may be fixed by the Director General from time to time keeping in view the rates prescribed by the Government.
(2) Procedure and manner of Selection: —
(a) Direct recruitment to the posts included in the schedule, wherever applicable, shall ordinarily be made at All India level on the basis of a written examination followed by an interview of eligible and successful candidates.
In case, it becomes necessary to adopt a different mode of recruitment, the same may be adopted by the Director General after obtaining specific prior approval of the Chairman, Employees' State Insurance Corporation. However, once a mode of recruitment is notified in the advertisement, no change shall be made subsequently.
(b) The number of candidates to be invited for interview shall be decided by the Chairman, Selection Board, keeping in view the number of vacancies and the number of applicants who satisfy the prescribed requirement.
(c) Mere fulfillment of the prescribed requirement of age, qualification, experience etc. will not confer any right on the applicant to be called for interview or to any claim over the post advertised.
(d) All work relating to issue of advertisement in respect of applications and processing of applications for submission to the Chairman, Selection Board will be handled by the office of the Director General, Employees' State Insurance Corporation.
(e) The Selection Board will be provided necessary Secretarial assistant by the office of the Director General, Employees' State Insurance Corporation.
