4. और बिनक, यूीिसी की सलाह को (cid:7007)यान म(cid:7286) रखते (cid:7263)ए, मं(cid:7074)ालय ने 27.04.2021 को तीन साल की र्अनध के भीतर नन(cid:7013)ननलनखत त(cid:7300) को पूरा करने के नलए आय प(cid:7074) (एलओआई) ािरी नकया:
I. सं(cid:7021)ान उपरो(cid:7334) (cid:7021)कू ल म(cid:7286) (cid:7079)दान नकए ािनेर् ाले पा(cid:7353)(cid:7059)म(cid:7298) के नलए र्न(cid:7021)तृत पा(cid:7353)(cid:7059)म तैयार करेगा;
II. सं(cid:7021)ान अपेन(cid:6979)त यो(cid:6991)यता(cid:7312) के सा पया(cid:6981)(cid:7385) न(cid:6979)क(cid:7298) की भत(cid:7278) करेगा;
III. सं(cid:7021)ान (cid:7079)(cid:7021)तार्नत (cid:7021)कू ल(cid:7298) के नलए र्आ(cid:7019)यक बुननयादी ढांचे का ननमा(cid:6981)ण करेगा;
IV. सं(cid:7021)ान सर्मत र्न(cid:7019र्)र्न(cid:7378)ालय का दाि(cid:6981) (cid:7079)ा(cid:7385) करने के बाद संब(cid:7373) र्न(cid:7019र्)र्न(cid:7378)ालय से पा(cid:7353)(cid:7059)म(cid:7298) की असंब(cid:7373)ता के नलए प(cid:7074) (cid:7079)ा(cid:7385) करेगा।
5. और इसके अर्लाा बिनक, सं(cid:7021)ान ने भारत सरकार को अनुपालन नरपोट(cid:6981) (cid:7079)(cid:7021)तुत की, नसिे स(cid:7004)यापन और सलाह के नलए यूीिसी को 11.06.2021 को भेाि गया ा। आय-प(cid:7074) (एलओआई) की त(cid:7300) को स(cid:7004)यानपत करने के नलए सं(cid:7021)ान की अनुपालन नरपोट(cid:6981) को यूीिसी की र्नेष(cid:6980) सनमनत के सम(cid:6979) 14.06.2021 को रखा गया ा। अ(cid:7007)य(cid:6979), यूीिसी ने सनमनत की नन(cid:7013)ननलनखत नसानर(cid:7298) को मंूिरी दी:
"सनमनत ने सं(cid:7021)ान (cid:7367)ारा (cid:7079)(cid:7021)तुत अनुपालन नरपोट(cid:6981) का र्अलोकन नकया और सं(cid:7021)ान के ननदेक (cid:7367)ारा (cid:7079)(cid:7021)तुत (cid:7079)(cid:7021)तुनत पर र्नचार नकया।

ैिसा नक रा(cid:7398)ीय खा(cid:7378) सुर(cid:6979)ा अनधननयम, 2013 की धारा 4 और 5 के तहत हदिानरयां उ(cid:7334) अनधननयम की अनुसूची II के तहत पहले से ही ानमल ह(cid:7289), मानक(cid:7298) और गुर्ण(cid:7275)ा सनहत, (cid:7079)चालन पहलू और ननगरानी गनतील और पनर्रत(cid:6981)न के अधीन ह(cid:7289) और इसनलए ननयम(cid:7298) म(cid:7286) उनका उ(cid:7016)लेख करना र्आ(cid:7019)यक नह(cid:7277) है।
ैिसा नक यह भी (cid:7007)यान देने यो(cid:6991)य है नक रा(cid:7398)ीय खा(cid:7378) सुर(cid:6979)ा अनधननयम, 2013 की धारा 39(2) म(cid:7286) कहा गया है नक ऐसे ननयम इसम(cid:7286) उन(cid:7016)लनखत सभी या नकसी मामले से संबंनधत हो सकते ह(cid:7289)। अतर्ए, ननयम(cid:7298) के तहत उ(cid:7334) म(cid:7286) से नकसी या सभी मामल(cid:7298) के नलए (cid:7079र्)ाधान करना अनर्नाय(cid:6981) नह(cid:7277) है।
ैिसा नक मनहला र्एं बाल र्नकास मं(cid:7074)ालय (cid:7367)ारा नदनांक 13 र्निरी, 2021 को ािरी नकए गए सु(cid:7390र्)न(cid:7021)त नदाननद(cid:7287)(cid:7298) म(cid:7286) र्ननभ(cid:7382) (cid:7079)चालन पहलु(cid:7312) का समाधान नकया गया है और ये पहले ािरी नकए गए नदाननद(cid:7287)(cid:7298) के (cid:7079)नत(cid:7272)प उ(cid:7334) ननयम(cid:7298) की सीमा तक संपूरक पोषण(समेनकत बाल र्नकास र्सेाएं (cid:7021)कीम के तहत) ननयर्माली, 2017 का (cid:7021)ान ल(cid:7286)गे। इसके अर्लाा, समेनकत पोषण सहयोग काय(cid:6981)(cid:7059)म- नमन पोषण 2.0 (cid:7021)कीम के (cid:7079)(cid:7021)तार्नत होने से मौूिदा संपूरक पोषण ननयर्माली, 2017 के तहत अनेक (cid:7079र्)ाधान नन(cid:7020)(cid:7079)यो(cid:6996)य हो गए ह(cid:7289)।
उपरो(cid:7334) के म(cid:7374)ेनर, मौूिदा संपूरक पोषण(समेनकत बाल र्नकास र्सेाएं (cid:7021)कीम के तहत) ननयर्माली, 2017 को मनहला र्एं बाल र्नकास मं(cid:7074)ालय ने स(cid:6979)म (cid:7079)ानधकारी के अनुमोदन से एत(cid:7375)ारा अन-अनधसूनचत नकया ािता है।

New Delhi, the 18th June 2021
No. F.9-9/2020-U3(A)—Whereas, the Central Government is empowered under Section 3 of the University Grants Commission (UGC) Act, 1956 to declare, on the advice of the UGC, an Institution of higher learning as an Institution Deemed to be University.
2. And whereas, an online application was received on 18.08.2020 for grant of Deemed to be University status (under De-novo category) to Morarji Desai National Institute of Yoga, 68, Ashok Road, New Delhi under Section 3 of the UGC Act, 1956. The Institute had proposed to start the following six schools under de-novo category:-
(i) School of Yoga Education and Human Excellence
(ii) School of Yoga and Spirituality
(iii) School of Yoga and integrative Therapies
(iv) School of Yoga and Life Sciences
(v) School of Yoga and Management
(vi) School of Yoga and Humanities
3. And whereas, the application was forwarded to University Grants Commission (UGC) for examination and advice in accordance with provisions contained in the UGC (Institutions Deemed to be Universities) Regulations, 2019. UGC constituted an Expert Committee to assess the de-novo aspects of the application.
4. And whereas, taking into consideration the advice of UGC, the Ministry issued Letter of Intent (LoI) on 27.04.2021 for fulfilment of the following conditions within a period of three years:
i. The Institute shall prepare detailed syllabi for the courses to be offered in the above School;
ii. The Institution shall recruit adequate faculty with the requisite qualifications;
iii. The Institution shall create necessary infrastructure for the proposed Schools;
iv. The Institution shall obtain letter from the affiliating university for disaffiliation of Courses after obtaining the status of Deemed to be University.
5. And further whereas, the Institution submitted compliance report to the Government of India which was forwarded to UGC on 11.06.2021 for verification and advice. In order to verify the conditions of LoI, the compliance report of the Institution was placed before the Expert Committee of UGC on 14.6.2021. The Chairman, UGC approved the following recommendation of the Committee:
"The Committee perused the compliance report submitted by the Institute and considered the presentation made by the Director of the Institute. After due deliberation, the Committee is satisfied with the compliance report and is of view that the conditions of the Letter of Intent (LoI) have been fulfilled. The Committee recommends granting Deemed to be University status to Morarji Desai National Institute of Yoga, 68, Ashoka Road, New Delhi under De-Novo Category."
6. Now, therefore, in exercise of the powers conferred by Section 3 of the UGC Act, 1956, the Central Government, on the advice of UGC, hereby declares Morarji Desai National Institute of Yoga, 68, Ashok Road, New Delhi as an Institution Deemed to be University under de-novo category for a provisional period of five years subject to conditions that Morarji Desai National Institute of Yoga, 68, Ashok Road, New Delhi will submit compliance report for recruitment of the adequate number of faculties as per the norms of UGC and letter from affiliating University i.e. Guru Gobind Singh Indraprastha University, Dwarka, Delhi for disaffiliation of its courses.
7. This declaration is further subject to the compliance of the UGC (Institutions Deemed to be Universities) Regulations, 2019 and other relevant Norms/Rules/Regulations/Directions issued by the Central Government, UGC and other Statutory Councils, from time to time.

No. CD-III-22/3/2016-CD-III—Whereas the Supplementary Nutrition (under the Integrated Child Development Services Scheme) Rules, 2017 were notified by the Ministry of Women and Child Development vide Notification dated 20th February, 2017.
Whereas the entitlements under Sections 4 and 5 of the National Food Security Act, 2013 are already covered under Schedule II of the said Act. Operational aspects including standards and quality, monitoring etc., are dynamic and subject to change and therefore need not be referred under Rules.
Whereas it may be noted that Section 39 (2) of the National Food Security Act, 2013, states that such rules may provide for all or any of the matters, cited thereunder. There is therefore, no compulsion to provide for any or all of the said matters under the Rules.
Whereas the Streamlined Guidelines dated 13th January, 2021 issued by the Ministry of Women and Child Development have addressed various operational aspects and shall therefore supersede the Supplementary Nutrition (under the Integrated Child Development Services Scheme) Rules, 2017 to the extent the said Rules duplicate the guidelines already issued. Besides, many of the provisions under the extant Supplementary Nutrition Rules, 2017 have become redundant as a new scheme, the Integrated Nutrition Support Programme – Mission Poshan 2.0, is proposed.
In view of the above, the extant Supplementary Nutrition (under the Integrated Child Development Services Scheme) Rules, 2017 are de-notified forthwith with the approval of the Competent Authority in the Ministry of Women and Child Development.
