सं. 10-4/2021-यू3(अ)—बिनक, क(cid:7286) (cid:7076) सरकार को र्न(cid:7393)र्न(cid:7378)ालय अनुदान आयोग (यूीिसी) अनधननयम, 1956 की धारा 3 के तहत यूीिसी की सलाह पर नकसी उ(cid:6994)चतर न(cid:6979)ण सं(cid:7021)ा को सर्मत र्न(cid:7019र्)र्न(cid:7378)ालय के (cid:7272)प म(cid:7286) घोनषत करने का अनधकार है।

2. और बिनक, क(cid:7286) (cid:7076) सरकार ने यूीिसी अनधननयम, 1956 की धारा 3 (cid:7367)ारा (cid:7079)द(cid:7275) न(cid:7334)य(cid:7298) का (cid:7079)योग करते (cid:7263)ए, यूीिसी की सलाह पर अनधसूचना सं(cid:6990)या 9-13/2007-यू.3 (क) नदनांक 4 ूिन, 2008 के तहत नन(cid:7349)े र्न(cid:7393)र्न(cid:7378)ालय, म(cid:7289)गलोर, कना(cid:6981)टक, नसिम(cid:7286) ए. बी. े(cid:7349)ी मेमोनरयल इं(cid:7021)टी(cid:7351)ूट ऑ ड(cid:7286)टल साइंसे ि ानमल है, को सर्मत र्न(cid:7393)र्न(cid:7378)ालय सं(cid:7021)ा घोनषत नकया गया ा। इसके अर्लाा, उीसा नल(cid:7010)ट इरीगेन काप(cid:7299)रेन नलनमटेड बनाम रबी ंकर पा(cid:7074)ो और अ(cid:7008)य संबंधी नसर्नल अपील सं(cid:6990)या 17869-17870/2017 ता र्नयि कु मार और अ(cid:7008)य बनाम करतार नसंह र् अ(cid:7008)य संबंधी नसर्नल अपील सं. 17902-17905/2017 म(cid:7286) नदनांक 03.11.2017 को नदए गए ननण(cid:6981)य आदे के अनुसार, र्न(cid:7393)र्न(cid:7378)ालय (cid:7011)द को हटाकर सर्मत र्न(cid:7393)र्न(cid:7378)ालय का नाम 'नन(cid:7349)े र्न(cid:7393)र्न(cid:7378)ालय' से बदलकर 'नन(cid:7349)े' कर नदया गया ा।

3. और इसके अर्लाा, नन(cid:7349)े (सर्मत र्न(cid:7393)र्न(cid:7378)ालय), म(cid:7289)गलोर, कना(cid:6981)टक ने नन(cid:7349)े र्गां, उडुपी नलिा, कना(cid:6981)टक म(cid:7286) एक ऑ-क(cid:7289) पस क(cid:7286) (cid:7076) ु(cid:7272) करने के नलए यूीिसी पोट(cid:6981)ल पर नदनांक 04.08.2021 को ऑनलाइन र्आेदन अपलोड नकया, नसिम(cid:7286) दो कॉले िनामत: डॉ नन(cid:7349)े ंकरा अ(cid:7378)ंतया मेमोनरयल (cid:7021)ट(cid:6981) (cid:7061)ेड कॉले ि (एनएसएएमएफ़ीिसी), उडुपी और नन(cid:7349)े महानलंगा अ(cid:7378)ंतया मेमोनरयल इं(cid:7021)टी(cid:7351)ूट ऑ टे(cid:7331)ोलॉीि (एनएमएएमआईटी), नन(cid:7349)े, कना(cid:6981)टक ानमल ह(cid:7289)। यूीिसी को र्न(cid:7019र्)र्न(cid:7378)ालय अनुदान आयोग (समर्न(cid:7393)र्न(cid:7378)ालय सं(cid:7021)ान) र्नननयम, 2019 के अनुसार र्आेदन की ािंच करने और अपनी सलाह (cid:7079)(cid:7021)तुत करने के नलए कहा गया ा।

4. और बिनक, यूीिसी ने बताया नक सर्मत र्न(cid:7393)र्न(cid:7378)ालय के र्आेदन की ािंच,एक र्नेष(cid:6980) सनमनत, नसिम(cid:7286) अनखल भारतीय तकनीकी न(cid:6979)ा पनरषद (एआईसीटीई) के नानमत (cid:7390)न(cid:7334) भी े, के मा(cid:7007)यम से की गई ी। आयोग ने 26.10.2021 को आयोनति अपनी 55र्3(cid:7277) बैठक म(cid:7286) र्नेष(cid:6980) सनमनत की नरपोट(cid:6981) पर र्नचार नकया, नसिम(cid:7286) नन(cid:7388)नलनखत ननण(cid:6981)य नलया गया:

"आयोग ने यूीिसी र्नेष(cid:6980) सनमनत की नरपोट(cid:6981) पर र्नचार नकया और सर्मत र्न(cid:7393)र्न(cid:7378)ालय की एनएएसी (cid:7061)ेनडंग (ए+सीीिपीए 3.40) और एनआईआरए र(cid:7289)नकं ग, 2021 (र्न(cid:7393)र्न(cid:7378)ालय(cid:7298) की (cid:7088)ेणी म(cid:7286) 7र्7ां (cid:7021)ान) को (cid:7007)यान म(cid:7286) रखते (cid:7263)ए नन(cid:7349)े र्गां, उडुपी नलिा, कना(cid:6981)टक म(cid:7286) नन(cid:7349)े (सर्मत र्न(cid:7393)र्न(cid:7378)ालय), मंगलु(cid:7271) (कना(cid:6981)टक) के ऑ-क(cid:7289) पस स(cid:7286)टर के अनुमोदन की नसानर करने का संक(cid:7016)प नलया। नसानर(cid:7286) रा(cid:7398)ीय न(cid:6979)ा नीनत के अनु(cid:7272)प ह(cid:7289), ननिम(cid:7286) उ(cid:7340) न(cid:6979)ण सं(cid:7021)ान(cid:7298) के सन(cid:7334)करण और (cid:7088)ेणीब(cid:7373) (cid:7021र्)ाय(cid:7275)ता की सम(cid:7061) सं(cid:7021)कृ नत और संब(cid:7373) कॉले(िcid:7298) की (cid:7079)णाली को धीरे-धीरे समा(cid:7385) करने की क(cid:7016)पना की गई है। तानप, यूीिसी र्नननयम(cid:7298) के (cid:7079र्)ाधान(cid:7298) के अनुसार ऑ-क(cid:7289) पस के कामका ि की समी(cid:6979)ा की ािएगी। सर्मत र्न(cid:7393)र्न(cid:7378)ालय को यह सुननन(cid:7391)त करना होगा नक ऑ-क(cid:7289) पस म(cid:7286) मानक मु(cid:6990)य पनरसर के समान बनाए रखे ािएं और सभी यूीिसी ननयम(cid:7298) और र्नननयम(cid:7298) का दृता से पालन नकया ािए"।

5. और बिनक, मं(cid:7074)ालय म(cid:7286) आयोग की सलाह पर र्नचार नकया गया और कनतपय त(cid:7300) को पूरा करने के नलए आय प(cid:7074) (एलओआई) ािरी करने का ननण(cid:6981)य नलया गया। तदनुसार, मं(cid:7074)ालय ने तीनर् ष(cid:7300) की र्अनध के भीतर नन(cid:7388)नलनखत त(cid:7300) को पूरा करने के नलए 12.01.2022 को एलओआई ािरी नकया है:—

I. नन(cid:7349)े, कना(cid:6981)टक, म(cid:7289)गलोर र्न(cid:7393)र्न(cid:7378)ालय और र्न(cid:7393)े(cid:7393)रैया (cid:7079)ौ(cid:7378)ोनगकी र्न(cid:7393)र्न(cid:7378)ालय से (cid:7059)मः डॉ. नन(cid:7349)े ंकराचाय(cid:6981) अ(cid:7378)ंतया मेमोनरयल (cid:7021)ट(cid:6981) (cid:7061)ेड कॉले ि (एनएसएएमएीिसी), उडुपी और नन(cid:7349)े महानलंगा अ(cid:7378)ंतया मेमोनरयल इं(cid:7021)टी(cid:7351)ूट ऑ टे(cid:7331)ोलॉीि (एनएमएएमआईटी) की संब(cid:7373)ता समा(cid:7385) करने संबंधी (cid:7079)माण प(cid:7074) (cid:7079)(cid:7021)तुत करेगा।

II. नन(cid:7349)े, कना(cid:6981)टक को इस आय की घोषणा करनी होगी नक पहले से नामांनकत छा(cid:7074) अपने संबंनधत संब(cid:7373) र्न(cid:7393)र्न(cid:7378)ालय से अपनी नड(cid:7061)ी ािरी रख(cid:7286)गे और उसे पूण(cid:6981) कर(cid:7286)गे।

III. नन(cid:7349)े, कना(cid:6981)टक इस आय की घोषणा करनी होगी नक मौूिदा बुननयादी ढांचे को या तो (cid:7021)ानांतनरत कर नदया ािएगा या ऑ-क(cid:7289) पस (cid:7021)ानपत करने के नलए र्आ(cid:7019)यक नए बुननयादी ढांचे का ननमा(cid:6981)ण नकया ािएगा।

IV. नन(cid:7349)े, कना(cid:6981)टक यूीिसी र्नननयम, 2019 के अनुसार 10.00 करो (cid:7271)पये की सम(cid:7061) नननध बनाए रखने का एक प(cid:7074) (cid:7079)(cid:7021)तुत करेगा।

V. नन(cid:7349)े, कना(cid:6981)टक एआईसीटीई/यूीिसी (cid:7367)ारा अनुंनसत संकाय र्संग(cid:6981) अनुपात को बनाए रखने के संबंध म(cid:7286) एक (cid:7079)माण प(cid:7074) (cid:7079)(cid:7021)तुत करेगा।

6. और इसके अर्लाा बिनक, सर्मत र्न(cid:7393)र्न(cid:7378)ालय (cid:7367)ारा (cid:7079)(cid:7021)तुत एलओआई की त(cid:7300) के संबंध म(cid:7286) अनुपालन नरपोट(cid:6981), यूीिसी (cid:7367)ारा स(cid:7004)यानपत की गई ी। यूीिसी ने सूनचत नकया नक सर्मत र्न(cid:7393)र्न(cid:7378)ालय ने एलओआई की त(cid:7300) को पूरा नकया है और इसे यूीिसी के अ(cid:7007)य(cid:6979) (cid:7367)ारा अनुमोनदत नकया गया है।

7. और अब, क(cid:7286) (cid:7076) सरकार, यूीिसी अनधननयम, 1956 की धारा 3 (cid:7367)ारा (cid:7079)द(cid:7275) न(cid:7334)य(cid:7298) का (cid:7079)योग करते (cid:7263)ए, यूीिसी की सलाह पर, नन(cid:7349)े (सर्मत र्न(cid:7393)र्न(cid:7378)ालय), म(cid:7289)गलोर, कना(cid:6981)टक को नन(cid:7388)नलनखत त(cid:7300) की पूनत(cid:6981) नरपोट(cid:6981) (cid:7079)(cid:7021)तुत करने के अ(cid:7007)यधीन नन(cid:7349)े र्गां, उडुपी नलिा, कना(cid:6981)टक म(cid:7286) एक ऑ-क(cid:7289) पस क(cid:7286) (cid:7076) ु(cid:7272) करने की अनुमनत देती है:

I. डॉ. नन(cid:7349)े ंकरा अ(cid:7378)ंतया मेमोनरयल (cid:7021)ट(cid:6981) (cid:7061)ेड कॉले ि (एनएसएएमएीिसी), उडुपी और नन(cid:7349)े महानलंगा अ(cid:7378)ंतया मेमोनरयल इं(cid:7021)टी(cid:7351)ूट ऑ टे(cid:7331)ोलॉीि (एनएमएएमआईटी) के मौूिदा बुननयादी ढांचे को या तो (cid:7021)ानांतनरत कर नदया ािए या ऑ-क(cid:7289) पस (cid:7021)ानपत करने के नलए र्आ(cid:7019)यक नए बुननयादी ढांचे का ननमा(cid:6981)ण नकया ािए।

II. एआईसीटीई/यूीिसी (cid:7367)ारा अनुंनसत संकाय र्संग(cid:6981) अनुपात को बनाए रखने की नरपोट(cid:6981) (cid:7079)(cid:7021)तुत करना।

III. पहले से नामांनकत छा(cid:7074) अपने संबंनधत संब(cid:7373) र्न(cid:7393)र्न(cid:7378)ालय से अपनी नड(cid:7061)ी ािरी रख(cid:7286)गे और अपनी नड(cid:7061)ी पूरी कर(cid:7286)गे।

8. सरकार (cid:7367)ारा अनधसूचना की तारीख से पांच साल की र्अनध के बाद आयोग (cid:7367)ारा उ(cid:7334) ऑ-क(cid:7289) पस की समी(cid:6979)ा की ािएगी।

यह अनुमनत यूीिसी (सम र्न(cid:7393)र्न(cid:7378)ालय सं(cid:7021)ान) र्नननयम, 2019 और क(cid:7286) (cid:7076) सरकार, यूीिसी और अ(cid:7008)य सांर्ननधक पनरषद(cid:7298) (cid:7367)ारा समय-समय पर ािरी अ(cid:7008)य (cid:7079)ासंनगक मानदंड(cid:7298)/ननयम(cid:7298)/र्नननयम(cid:7298)/ननद(cid:7287)(cid:7298) के अनुपालन के अ(cid:7007)यधीन है।

i. अमृता इं(cid:7021)टी(cid:7351)ूट ऑ टे(cid:7331)ोलॉीि एंड साइंस, ए(cid:7349)ीमदई क(cid:7289) पस, कोयंबटूर;

ii. अमृता इं(cid:7021)टी(cid:7351)ूट ऑ मैनेमि(cid:7286)ट, ए(cid:7349)ीमदई क(cid:7289) पस, कोयंबटूर;

4. और इसके अर्लाा, अमृता र्न(cid:7393) र्न(cid:7378)ापीठम (सर्मत र्न(cid:7019र्)र्न(cid:7378)ालय), कोयंबटूर, तनमलनाडु ने अमर्राती, आं(cid:7077) (cid:7079)दे म(cid:7286) एक ऑ-क(cid:7289) पस क(cid:7286) (cid:7076) ु(cid:7272) करने के नलए यूीिसी पोट(cid:6981)ल पर नदनांक 28.02.2020 को एक ऑनलाइन र्आेदन अपलोड नकया ा। यूीिसी से अनुरोध नकया गया ा नक यूीिसी (सम र्न(cid:7393)र्न(cid:7378)ालय सं(cid:7021)ान) र्नननयम, 2019 के अनुसार र्आेदन की ािंच कर(cid:7286) और अपनी सलाह (cid:7079)दान करे।

5. और बिनक, यूीिसी ने नदनांक 21 माच(cid:6981), 2022 के अपने प(cid:7074) सं(cid:6990)या 40-11/2019 (सीपीपी-आई/डीयू) (cid:7367)ारा सूनचत नकया नक सर्मत र्न(cid:7393)र्न(cid:7378)ालय के र्आेदन की ािंच यूीिसी के अ(cid:7007)य(cid:6979) (cid:7367)ारा गनठत एक (cid:7021)ायी सनमनत (cid:7367)ारा की गई ी। सनमनत ने तीन साल की र्अनध के भीतर कनतपय त(cid:7300) को पूरा करने के नलए अमृता र्न(cid:7393) र्न(cid:7378)ापीठम, कोयंबटूर, तनमलनाडु को आय प(cid:7074) (एलओआई) ािरी करने की नसानर की। अ(cid:7007)य(cid:6979), यूीिसी (cid:7367)ारा (cid:7021)ायी सनमनत की नसानर को अनुमोनदत नकया गया ा।

6. और बिनक, यूीिसी की सलाह को (cid:7007)यान म(cid:7286) रखते (cid:7263)ए, मं(cid:7074)ालय ने तीनर् ष(cid:7300) की र्अनध के भीतर नन(cid:7388)नलनखत त(cid:7300) को पूरा करने के नलए 31.03.2022 को आय प(cid:7074) ािरी नकया:—

i. 10 करो (cid:7271)पये की सम(cid:7061) नननध को (cid:7021)ायी (cid:7272)प से सर्मत र्न(cid:7393)र्न(cid:7378)ालय के नाम पर अपनर्रत(cid:6981)नीय सरकारी (cid:7079)नतभूनतय(cid:7298) के (cid:7272)प म(cid:7286) रखा ािएगा।

ii. हिां कह(cid:7277) र्आ(cid:7019)यक हो, काय(cid:6981)(cid:7059)म को संबंनधत सांर्ननधक पनरषद(cid:7298) से अनुमोदन (cid:7079)ा(cid:7385) करना होगा।

iii. कम से कम 25 न(cid:6979)क(cid:7298) की संकाय (cid:6979)मता के सा न(cid:6979)क छा(cid:7074) अनुपात 1:20 से कम नह(cid:7277) होना चानहए और ननयनमत क(cid:6979)ा प(cid:7373)नत के तहत कम से कम 500 छा(cid:7074) नामांनकत होने चानहए ननिम(cid:7286) एक नतहाई पीीि/ोध छा(cid:7074) ह(cid:7298) और कम से कम ोध काय(cid:6981)(cid:7059)मर् ाले 3 पीीि र्नभाग ह(cid:7298)।

iv. आधारभूत संरचना यूीिसी/(cid:7079)ासंनगक सांर्ननधक पनरषद (पनरषद(cid:7298)) (cid:7367)ारा ननधा(cid:6981)नरत होगी।

v. नननम(cid:6981)त (cid:6979)े(cid:7074) (cid:7079)नत छा(cid:7074) 30र् ग(cid:6981) मीटर से कम नह(cid:7277) होगा नसिम(cid:7286) ै(cid:6979)नणक, (cid:7079)ासननक, सामा(cid:7008)य और मनोरंकि सुर्नधाएं ानमल ह(cid:7298)गी।

7. और इसके अर्लाा, सर्मत र्न(cid:7393)र्न(cid:7378)ालय (cid:7367)ारा आय प(cid:7074) की त(cid:7300) के संबंध म(cid:7286) या (cid:7079)(cid:7021)तुत अनुपालन नरपोट(cid:6981), यूीिसी (cid:7367)ारा स(cid:7004)यानपत की गई। यूीिसी ने नदनांक 9 मई, 2022 के अपने प(cid:7074) सं(cid:6990)या 40-11/2019 (सीपीपी-आई/डीयू) के मा(cid:7007)यम से सूनचत नकया नक सर्मत र्न(cid:7393)र्न(cid:7378)ालय ने आय प(cid:7074) की त(cid:7300) को पूरा कर नलया है और इसे अ(cid:7007)य(cid:6979), यूीिसी (cid:7367)ारा अनुमोनदत नकया गया है।

8. अब, इसनलए, यूीिसी अनधननयम, 1956 की धारा 3 (cid:7367)ारा (cid:7079)द(cid:7275) न(cid:7334)य(cid:7298) का (cid:7079)योग करते (cid:7263)ए, क(cid:7286) (cid:7076) सरकार, यूीिसी की सलाह पर, अमृता र्न(cid:7393) र्न(cid:7378)ापीठम, कोयंबटूर, तनमलनाडु को अमर्राती आं(cid:7077) (cid:7079)दे म(cid:7286) एक ऑ-क(cid:7289) पस क(cid:7286) (cid:7076) ु(cid:7272) करने की अनुमनत देती है ोि नन(cid:7388)नलनखत त(cid:7300) की पूनत(cid:6981) नरपोट(cid:6981) (cid:7079)(cid:7021)तुत करने के अ(cid:7007)यधीन है:—

i. सर्मत र्न(cid:7393)र्न(cid:7378)ालय अपनर्रत(cid:6981)नीय सरकारी (cid:7079)नतभूनतय(cid:7298) के मा(cid:7007)यम से (cid:7021)ायी (cid:7272)प से 10 करो (cid:7271)पये की सम(cid:7061) नननध बनाए रखेगा।

ii. ै(cid:6979)नणकर् ष(cid:6981) 2022-23 के नलए अनुमोदन भौनतकी र्नभाग, रसायन र्न(cid:6980)ान र्नभाग और गनणत र्नभाग के अंतग(cid:6981)त (cid:7079)(cid:7021)तार्नत नन(cid:7388)नलनखत 8 काय(cid:6981)(cid:7059)म(cid:7298) तक ही सीनमत होगा:—

No.10-4/2021-U3 (A): Whereas, the Central Government is empowered under Section 3 of the University Grants Commission (UGC) Act, 1956 to declare, on the advice of the UGC, an institution of higher learning as an Institution deemed to be University.

2. And whereas, in exercise of the powers conferred by Section 3 of the UGC Act, 1956, the Central Government, vide Notification No. 9-13/2007-U.3(A) dated 4th June, 2008, on the advice of UGC, had declared Nitte University, Mangalore, Karnataka consisting of A.B. Shetty memorial Institute of Dental Sciences as an Institution Deemed to be University. Further, pursuant to the judgment Order dated 03.11.2017 in Civil Appeal Nos. 17869-17870/2017 titled as Orissa Lift Irrigation Corp. Ltd versus Rabi Sankar Patro & Ors. and Civil Appeal Nos. 17902-17905/2017 titled as Vijay Kumar &Ors vs. Kartar Singh &Ors held, the name of deemed to be University was changed from 'Nitte University' to 'Nitte' by deleting the word University.

3. And further whereas, Nitte (Deemed to be University), Mangalore, Karnataka uploaded online application dated 04.08.2021 on UGC Portal for starting of an off-campus centre at Nitte Village, Udupi District, Karnataka comprising two Colleges namely Dr. Nitte Shankara Adyanthaya Memorial First Grade College (NSAMFGC), Udupi and Nitte Mahalinga Adyanthaya Memorial Institute of Technology (NMAMIT), Nitte, Karnataka.The UGC was asked to examine the application as per the UGC (Institutions Deemed to be Universities) Regulations, 2019 and furnish its advice.

4. And whereas, UGC conveyed that the application of the deemed to be University was examined through an Expert Committee consisting of the nominee of All India Council for Technical Education (AICTE). The report of the Expert Committee was considered by the Commission in its 553rd meeting held on 26.10.2021in which the following was resolved:

"The Commission considered the report of the UGC Expert Committee and resolved to recommend approval of Off-Campus Centre of Nitte (Deemed to be University), Mangaluru (Karnataka) at Nitte Village, Udupi Dt., Karnataka keeping in view the NAAC grading (A+ CGPA 3.40) and NIRF ranking, 2021 (77th in Universities category) of the Deemed to be University. The recommendations are in tune with the National Education Policy wherein the overall culture of empowerment & graded autonomy to higher educational Institutions and gradually phasing out the system of affiliating colleges is visualized. However, the functioning of the off-campus shall be reviewed as per the provisions of UGC Regulations. The Deemed to be University should ensure that the standard in the off-campus are maintained similar to the main campus and all the UGC Rules and Regulations are followed strictly".

5. And whereas, the advice of the Commission was considered in the Ministry and decided to issue Letter of Intent (LoI) for fulfilment of certain conditions. Accordingly, Ministry issued LoI on 12.01.2022 for fulfilment of the following conditions within a period of three years:

I. Nitte, Karnataka shall submit a certificate regarding disaffiliation of Dr.Nitte Shankara Adyanthaya Memorial First Grade College (NSAMFGC), Udupi and Nitte Mahalinga Adyanthaya Memorial Institute of Technology (NMAMIT) from Mangalore University and Visvesvaraya Technological University respectively.

II. Nitte, Karnataka shall submit the declaration that will be to the extent that the students already enrolled will continue and complete their degree from their respective affiliated University.

III. Nitte, Karnataka shall submit the declaration that will be to the extent that the existing infrastructure will either be transferred or new infrastructure will be created as may be required for setting up an Off-Campus.

IV. The Nitte, Karnataka shall submit a letter of maintaining corpus fund of Rs. 10.00 Crore as per the UGC Regulations, 2019.

V. The Nitte, Karnataka shall submit a certificate regarding maintaining of cadre ratio of faculty, as recommended by AICTE/UGC.

6. And further whereas, the compliance report in respect of conditions of LoI, as submitted by the deemed to be University, was verified by the UGC. UGC informed that the deemed to be University has fulfilled the conditions of the LoI and the same is approved by the Chairman, UGC.

7. Now, therefore, in exercise of the powers conferred by Section 3 of the UGC Act, 1956, the Central Government, on the advice of the UGC, do hereby permit Nitte (Deemed to be University), Mangalore, Karnataka for starting of an off- campus centre at Nitte Village, Udupi District, Karnataka subject to submission of fulfilment report of the following conditions:

I. The existing infrastructure of Dr. Nitte Shankara Adyanthaya Memorial First Grade College (NSAMFGC), Udupi and Nitte Mahalinga Adyanthaya Memorial Institute of Technology (NMAMIT) will either be transferred or new infrastructure will be created as may be required for setting up an Off-Campus.

II. Report of maintaining cadre ratio of faculty, as recommended by AICTE/UGC.

III. The students already enrolled will continue and complete their degree from their respective affiliated University.

8. The said off-campus shall be reviewed by the Commission after a period of five years from the date of Notification by the Government. This permission is subject to the compliance of the UGC (Institutions Deemed to be Universities) Regulations, 2019 and other relevant Norms/Rules/Regulations/Directions issued by the Central Government, UGC and other Statutory Councils, from time to time.

And whereas, in exercise of the powers conferred by Section 3 of the UGC Act, 1956, the Central Government, vide Notification No. 9-25/2000-U.3 dated 13th January, 2003, on the advice of UGC, had declared Amrita Vishwa Vidyapeetham, Coimbatore, Tamil Nadu as an Institution deemed to be University consisting of following five institutes subject to review after five years:

i. Amrita Institute of Technology and Science, Ettimadai Campus, Coimbatore;

ii. Amrita Institute of Management, Ettimadai Campus, Coimbatore;

iii. Amrita Institute of Medical Sciences and Research Centre, Kochi;

iv. Amrita Institute of Pharmaceutical Sciences, Kochi; and

v. Amrita Institute of Nursing Sciences, Kochi.

3. And whereas, the Central Government, in exercise of the powers conferred under Section 3 of the UGC Act, 1956, subsequently extended the deemed to be University status of Amrita Vishwa Vidyapeetham, Coimbatore, Tamil Nadu, on the advice of UGC.

4. And further whereas, Amrita Vishwa Vidyapeetham (Deemed to be University), Coimbatore, Tamil Nadu uploaded an online application dated 28.02.2020 on UGC Portal for starting of an off-campus centre at Amaravati, Andhra Pradesh. The UGC was requested to examine the application as per the UGC (Institutions Deemed to be Universities) Regulations, 2019 and furnish its advice.

5. And whereas, UGC, vide its letter No.40-11/2019 (CPP-I/DU) dated 21st March, 2022, conveyed that the application of the deemed to be University was examined by a Standing Committee constituted by Chairman, UGC. The Committee recommended issuing of Letter of Intent (LoI) to Amrita Vishwa Vidyapeetham, Coimbatore, Tamil Nadu for fulfilment of certain conditions within a period of three years. The recommendation of the Standing Committee was approved by the Chairman, UGC.

6. And whereas, taking into consideration the advice of UGC, Ministry issued LoI on 31.03.2022 for fulfilment of the following conditions within a period of three years:

i. Corpus fund of Rs. 10 crore shall be maintained permanently in the name of the Deemed to be University by way of irrevocable Government Securities.

ii. The programme shall have approval from the relevant Statutory Council(s), wherever required.

iii. The teacher student ratio should not be less than 1:20 with a faculty strength of not less than 25 teachers and a minimum of 500 students on the rolls under the regular class room mode, of which not less than one third being PG/research students; and at least 3 PG departments with research programmes.

iv. The infrastructure shall be as prescribed by the UGC/relevant Statutory Council(s).

v. The built up area shall not be less than 30 sq. mts. per student which shall include academic, administrative, common and recreational facilities.

7. And further whereas, the compliance report in respect of conditions of LoI, as submitted by the deemed to be University, was verified by the UGC. UGC, vide its letter No.40-11/2019 (CPP-I/DU) dated 9th May, 2022, informed that the deemed to be University has fulfilled the conditions of the LoI and the same is approved by the Chairman, UGC.

8. Now, therefore, in exercise of the powers conferred by Section 3 of the UGC Act, 1956, the Central Government, on the advice of the UGC, do hereby permits Amrita Vishwa Vidyapeetham, Coimbatore, Tamil Nadu for starting of an off- campus centre at Amaravati, Andhra Pradesh subject to submission of fulfilment report of the following conditions:

i. The Deemed to be University shall maintain Corpus fund of Rs. 10 Crore permanently in nature by way of irrevocable Government Securities.

ii. The approval for the academic year 2022-23 shall be confined to the following 8 programmes proposed under Deptt. of Physics, Deptt. of Chemistry & Deptt. of Mathematics:

a) M.Sc Physics (5 years integrated with 60 intake) b) M.Sc Physics (2 years with 60 intake) c) M.Sc Chemistry (5 years integrated with 60 intake) d) M.Sc Chemistry (2 years with 60 intake) e) M.Sc Mathematics (5 years integrated with 60 intake) f) M.Sc Mathematics (2 years with 60 intake) g) M.Sc Data Science (5 years integrated with 60 intake) h) M.Sc Computer Science (5 years integrated with 120 intake)

iii. The new Course(s) at the Amaravati Campus shall be started by the deemed to be University only in accordance with the provisions of the prevailing UGC Regulations.

9. The said off-campus shall be reviewed by the Commission after a period of five years from the date of Notification by the Government. This permission is subject to the compliance of the UGC (Institutions Deemed to be Universities) Regulations, 2019 and other relevant Norms/Rules/Regulations/Directions issued by the Central Government, UGC and other Statutory Councils, from time to time.
