सा.का.नि. 96.—राष्ट्रपति, संविधान के अनुच्छेद 309 के परंतुक और अनुच्छेद 148 के खंड (5) द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए, और भारतीय लेखा परीक्षा और लेखा विभाग में कार्यरत व्यक्तियों के संबंध में भारत के नियंत्रक महालेखापरीक्षक से परामर्श करने के पश्चात्, सामान्य भविष्य निधि (कें द्रीय सेवाएं) नियमावली, 1960 में और संशोधन करने के लिए निम्नलिखित नियम बनाते हैं, अर्थात्:—

(601)602 THE GAZETTE OF INDIA : JULY 16, 2022/ASADHA 25, 1944 [PART II—SEC. 3(i)] 1. संक्षिप्त नाम और प्रारंभ - (1) इन नियमों का संक्षिप्त नाम सामान्य भविष्य निधि (कें द्रीय सेवाएं) संशोधन नियमावली, 2022 है।
(2) ये राजपत्र में उनके प्रकाशन की तारीख को प्रवृत्त होंगे।
2. सामान्य भविष्य निधि (कें द्रीय सेवाएं) नियमावली, 1960 में, (जिसे इसमें इसके पश्चात् उक्त नियम कहा जाएगा) नियम 7 में, उप-नियम (1) में, द्वितीय परंतुक के पश्चात्, निम्नलिखित परंतुक को अंत: स्थापित किया जाएगा, अर्थात्:—
"परंतु यह कि वित्तीय वर्ष के दौरान मासिक अंशदान का योग उस वित्तीय वर्ष में जमा की गई बकाया अंशदान की रकम के साथ नियम 8 के उप-नियम (1) के खंड (ख) के दूसरे परंतुक में विनिर्दिष्ट सीमा से अधिक नहीं होगा।
3. उक्त नियमों के नियम 8 में-
(क) उप-नियम (1) में, खंड (ख) में, परंतुक के पश्चात्, निम्नलिखित परंतुक को अंत: स्थापित किया जाएगा, अर्थात्:-
"परंतु यह और कि वित्तीय वर्ष में मासिक अंशदान का योग आयकर नियमावली, 1962 के नियम 9घ के उप-नियम (2) के नीचे दिए स्पष्टीकरण के खंड(ग) के उप-खंड(i) में दी गई सीमा से अधिक नहीं होगा।";
(ख) उप-नियम (4) में,-
(1) प्रथम परंतुक का लोप किया जाएगा।
(2) द्वितीय परंतुक में, 'और' शब्द को हटाया जाएगा।
(ग) उप-नियम (4) के पश्चात, निम्नलिखित उप-नियम को अंत: स्थापित किया जाएगा, अर्थात्:—
"(5) उप-नियम (3) के अधीन निर्धारित या उप-नियम (4) के तहत घटाई या बढ़ाई गई अंशदान की रकम उप-नियम (1) में विनिर्दिष्ट न्यूनतम और अधिकतम सीमाओं के अध्यधीन होगी";
(घ) उप-नियम (3) में उक्त नियमों के नियम 10 में, परंतुक के पश्चात, निम्नलिखित परंतुक को अंत: स्थापित किया जाएगा, अर्थात्:–
''परंतु यह और कि वित्तीय वर्ष के दौरान मासिक अंशदान की रकम का योग उस वित्तीय वर्ष में अंशदान की बकाया रकम और वसूल किए गए ब्याज के साथ नियम 8 के उप-नियम (1) के खंड (ख) के दूसरे परंतुक में विनिर्दिष्ट सीमा से किसी भी दशा में अधिक नहीं होगा''।

G.S.R. 96.—In exercise of the powers conferred by the proviso to article 309 and clause (5) of article 148 of the Constitution, and after consultation with the Comptroller and Auditor-General of India in relation to persons serving in the Indian Audit and Accounts department, the President here by makes the following rules further to amend the General Provident Fund (Central Services) Rules, 1960, namely:-
1. Short title and commencement.—(1) These rules may be called the General Provident Fund (Central Services) Amendment Rules, 2022.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. In the General Provident Fund (Central Services) Rules, 1960 (herein after referred to as the said rules) In rule7, in sub-rule (1), after the second proviso, the following proviso shall be inserted, namely:—
"Provided that the sum of the monthly subscriptions during a financial year together with the amount of arrear subscriptions deposited in that financial year shall not exceed the limit as specified in the second proviso to clause (b) of sub-rule (1) of rule 8,.
3. In rule 8 of the said rules —
(a) in sub-rule(1), in clause(b), after the proviso, the following proviso shall be inserted, namely:—
"Provided further that the sum of monthly subscriptions in a financial year shall not exceed the threshold limit referred to in sub-clause (i) of clause (c) of the Explanation below sub-rule (2) of rule 9D of the Income Tax Rules, 1962";
(b) in sub-rule(4),—
(1) The first proviso shall be omitted;
(2) In the second proviso, the word 'further' shall be deleted;
(c) after sub-rule (4), the following sub-rule shall be inserted, namely:—

(d) in rule 10 of the said rules in sub-rule (3), after the proviso, the following proviso shall be inserted, namely:-
"Provided further that the sum of the monthly subscriptions during a financial year together with arrears of subscription and the interest thereon recovered in that financial year shall, in no case, exceed the limit as specified in the second proviso to clause (b) of sub-rule (1) of rule 8".

सा.का.नि. 97.—राष्ट्रपति, संविधान के अनुच्छेद 309 के परन्तुक द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए और (i) राष्ट्रीय एटलस और थिमैटिक मानचित्रण संगठन (समूह 'ग' और समूह 'घ' पद) भर्ती नियम, 1988 को, जहां तक उसका संबंध मानचित्र क्यूरेटर, पुस्तकालय अध्यक्ष और पुस्तकालय सहायक के पद से है और (ii) राष्ट्रीय एटलस और थिमैटिक मानचित्रण संगठन (ज्येष्ठ पुस्तकालयाध्यक्ष) भर्ती नियम, 1990 को, उन बातों के सिवाय अधिक्रांत करते हुए, जिन्हें ऐसे अधिक्रमण से पूर्व किया गया है, या करने का लोप किया गया है, विज्ञान और प्रौद्योगिकी मंत्रालय, विज्ञान और[भाग II—खण्ड 3(i)] भारत का राजपत्र : जुलाई 16, 2022/आषाढ़ 25, 1944 605 प्रौद्योगिकी विभाग, राष्ट्रीय एटलस और थिमैटिक मानचित्रण संगठन में पुस्तकालय और सूचना सहायक के पद पर भर्ती की पद्धति का विनियमन करने के लिये निम्नलिखित नियम बनाते हैं, अर्थात् :—
1. संक्षिप्त नाम और प्रारंभ .—(1) इन नियमों का संक्षिप्त नाम राष्ट्रीय एटलस और थिमैटिक मानचित्रण संगठन, पुस्तकालय और सूचना सहायक (समूह 'ख' पद) भर्ती नियम, 2022 है ।
(2) ये राजपत्र में उनके प्रकाशन की तारीख को प्रवृत होंगे ।
2 .पद-संख्या, वर्गीकरण और वेतन मैट्रिक्स में स्तर .—उक्त पद की संख्या, उसका वर्गीकरण और वेतन मैट्रिक्स में स्तर वह होगा जो इन नियमों से उपाबद्ध अनुसूची के स्तंभ (2) से स्तंभ (4) में विनिर्दिष्ट हैं ।
3. भर्ती की पद्धति, आयु-सीमा और अर्हताएं, आदि.—उक्त पद पर भर्ती की पद्धति, आयु-सीमा, अर्हताएं और उससे संबंधित अन्य बातें वे होंगी जो उक्त अनुसूची के स्तंभ (5) से (13) में विनिर्दिष्ट हैं ।
4. निरर्हता.—वह व्यक्ति —
(क) जिसने ऐसे व्यक्ति से जिसका पति या जिसकी पत्नी जीवित हैं, विवाह किया है या विवाह की संविदा की है या
(ख) जिसने अपने पति या अपनी पत्नी के जीवित रहते हुए किसी व्यक्ति से विवाह किया है या विवाह की संविदा की है
उक्त पद पर नियुक्ति का पात्र नहीं होगा :
परंतु यदि कें द्रीय सरकार का यह समाधान हो जाता है कि ऐसा विवाह उस व्यक्ति और विवाह के अन्य पक्षकार को लागू स्वीय विधि के अधीन अनुज्ञेय है और ऐसा करने के लिये अन्य आधार हैं तो वह किसी व्यक्ति को इस नियम के प्रवर्तन से छू ट दे सके गी ।
5. शिथिल करने की शक्ति .—जहां कें द्रीय सरकार की यह राय है कि ऐसा करना आवश्यक या समीचीन है, वहां वह उसके लिये जो कारण हैं, उन्हें लेखबद्ध करके , इन नियमों के किसी उपबंध को किसी वर्ग या प्रवर्ग के व्यक्तियों की बाबत, आदेश द्वारा शिथिल कर सके गी ।
6. व्यावृत्ति - इन नियमों की कोई बात, ऐसे आरक्षणों, आयु.—सीमा में छू ट और अन्य रियायतों पर प्रभाव नहीं डालेगी, जिनका कें द्रीय सरकार द्वारा इस संबंध में समय-समय पर जारी किये गये आदेशों के अनुसार अनुसूचित जातियों, अनुसूचित जनजातियों, अन्य पिछडें वर्गों, भूतपूर्व सैनिकों और अन्य विशेष प्रवर्ग के व्यक्तियों के लिये उपबंध करना अपेक्षित है ।

| आवश्यक: (i) किसी मान्यताप्राप्त विश्वविद्यालय या संस्थान से पुस्तकालय विज्ञान या पुस्तकालय और सूचना विज्ञान में ब ैचलर डिग्री। (ii) क ें द्रीय सरकार या राज्य सरकार या संघ राज्यक्षेत्र प्रशासन या स्वायत्त या कानूनी संगठन या पब्लिक सेक्टर उपक्रम या विश्विद्यालय या मान्यताप्राप्त अनुसंधान या शैक्षणिक संस्था के अधीन किसी पुस्तकालय में दो वर्ष का वृत्तिक अनुभव । वांछनीय: किसी मान्यताप्राप्त विश्वविद्यालय या संस्थान से कं प्यूटर उपयोजन में डिप्लोमा । टिप्पण 1- अर्हताएं, अन्यथा सुअर्हित अभ्यर्थियों की दशा में उन कारणों के लिए जो लेखबद्ध किए जाएं कर्मचारी चयन आयोग या सक्षम प्राधिकारी के विवेकानुसार शिथिल की जा सकती है । टिप्पण 2- अनुभव संबंधी अर्हता (अर्हताएं) उन कारणों के लिए जो लेखबद्ध किए जाएं, कर्मचारी चयन आयोग या सक्षम प्राधिकारी के विवेकानुसार अनुसूचित जातियों या अनुसूचित जनजातियों के अभ्यर्थियों की दशा में तब शिथिल की जा सकती हैं जब चयन के किसी प्रक्रम पर कर्मचारी चयन आयोग या सक्षम प्राधिकारी की यह राय है कि उनके लिए आरक्षित रिक्तियों को भरने के लिए अपेक्षित अनुभव रखने वाले उन समुदायों के अभ्यर्थियों के पर्याप्त संख्या में उपलब्ध होने की सम्भावना नहीं है । |

G.S.R. 97.—In exercise of the powers conferred by the proviso to article 309 of the Constitution, and in supersession of (i) the National Atlas and Thematic Mapping Organisation (Group 'C' and 'D' posts) Recruitment Rules, 1988, in so far as it relates to the posts of Map Curator, Librarian and Library Assistant, and (ii) the National Atlas and Thematic Mapping Organisation (Senior Librarian) Recruitment Rules, 1989, and except as respects things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment to the post of Library and Information Assistant in the National Atlas and Thematic Mapping Organisation, Department of Science and Technology, Ministry of Science and Technology, namely:—
608 THE GAZETTE OF INDIA : JULY 16, 2022/ASADHA 25, 1944 [PART II—SEC. 3(i)]1. Short title and commencement. —(1) These rules may be called the National Atlas and Thematic Mapping Organisation, Library and Information Assistant (Group 'B' Post) Recruitment Rules, 2022.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. Number of post, classification and level in pay matrix. —The number of post, its classification and level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.
3. Method of recruitment, age-limit and qualifications etc. —The method of recruitment, age-limit, qualifications and other matters relating to the said post shall be as specified in columns (5) to (13) of the said Schedule.
4. Disqualification.—No person,
(a) who has entered into or contracted a marriage with a person having a spouse living; or
(b) who having a spouse living, has entered into or contracted a marriage with any person,
shall be eligible for appointment to the said post:
Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule.
5. Power to relax. — Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order, and for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any class or category of persons.
6. Saving. — Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, the Other Backward Classes, the Ex-servicemen and other special categories of persons, in accordance with the orders issued by the Central Government from time to time in this regard.

Note 1: Qualifications are relaxable at the discretion of the Staff Selection Commission or Competent Authority, for reasons to be recorded in writing, in the case of candidates otherwise well qualified.
Note 2: The qualification(s) regarding experience is or are relaxable at the discretion of the Staff Selection Commission or competent authority, for reasons to be recorded in writing in the case of candidates belonging to Scheduled Castes or Scheduled Tribes if at any stage of selection the Staff Selection Commission or competent authority, is of the opinion that sufficient number of candidates from these communities possessing the requisite experience are not likely to be available to fill up the vacancies reserved for them.
