सा.का.नि. 110.— रामपुर रजा पुस्तकालय अधिनियम, 1975 (1975 की संख्या 22) की धारा 28 द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए तथा रामपुर रजा पुस्तकालय सेवा भर्ती नियमावली 2002 और 2011 के अधिक्रमण में, उन बातों के सिवाय अधिक्रांत करते हुए, जिन्हें ऐसे अधिक्रमण से पूर्व किया गया है या करने का लोप किया गया है, रामपुर रजा पुस्तकालय बोर्ड, के न्द्र सरकार के पूर्व अनुमोदन से, एतद्द्वारा निम्नलिखित विनियम बनाता है, अर्थात् :-

(i) इन नियमों का नाम रामपुर रजा पुस्तकालय सेवा भर्ती नियमावली, 2022 होगा।
(ii) ये सरकारी राजपत्र में उनके प्रकाशन की तारीख को प्रवृत्त होंगे।
2. अनुप्रयोग :—ये विनियम रामपुर रजा पुस्तकालय बोर्ड, रामपुर के अंतर्गत सभी कर्मचारियों पर लागू होंगे।
बशर्तें कि ये निम्नलिखित व्यक्तियों पर लागू नहीं होंगे- :
(i) जो बोर्ड द्वारा पूर्णकालिक रूप से नियोजित नहीं हैं;
(ii) जो दैनिक मजदूरी पर नियोजित किए गए हैं;
(iii) जिनकी सेवाओं को सरकारी कार्यालय से या संस्थान से उधार के रूप में लिया गया है, जब तक कि संबंधित व्यक्ति, ऋणदात्री प्राधिकारी के अनुमोदन से, इन विनियमों द्वारा शासित होने का विकल्प न दे।
(iv) जो सेवा के विशिष्ट निबंधन एवं शर्तों को शामिल करने वाली विशेष संविदाओं द्वारा शासित हैं, जब तक कि संबंधित व्यक्ति इन विनियमों द्वारा शासित होने का विकल्प न दे।
3. परिभाषाएं : —इन विनियमों में, जब तक कि किसी परिप्रेक्ष्य में अन्यथा अपेक्षित हो;
(क) ''अधिनियम'' का अर्थ रामपुर रजा पुस्तकालय अधिनियम, 1975 (1975 की संख्या 22) है;
(ख) किसी पद के संबंध में ''नियुक्ति करने वाले प्राधिकारी'' का अर्थ है विनियम के तहत नियुक्ति करने हेतु सक्षम प्राधिकारी;
(ग) ''बोर्ड'' का अर्थ है रामपुर रजा पुस्तकालय बोर्ड;
(घ) ''अध्यक्ष'' का अर्थ है बोर्ड का अध्यक्ष;
(ड.) ''निदेशक'' का अर्थ है पुस्तकालय का निदेशक;
(च) ''सरकार'' का अर्थ है भारत सरकार ।

G.S.R. 110.— In exercise of the powers conferred by section 28 of the Rampur Raza Library Act, 1975 (22 of 1975) and in supersession of the Rampur Raza Library Service Recruitment Rules, 2002 and the Rampur Raza Library Service Regulations, 2011, except as respects things done or omitted to be done before such supersession, the Rampur Raza Library Board with the previous approval of the Central Government, hereby makes the following regulations, namely:-
1. Short title and commencement.—(1) These regulations may be called the Rampur Raza Library Service Recruitment Regulations, 2022.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. Applications.—These regulations shall apply to all employees under Rampur Raza Library Board, Rampur: Provided that they shall not apply to persons -
i. not in whole -time employment of the Board ;
ii. employed on daily wages;
iii. whose services have been borrowed from Government Office or from the Institutions, unless the concerned persons, with approval of the lending authority, opts to be governed by these regulations;
iv. who are governed by special contracts with contain specified terms and conditions of service unless the concerned person opts to be governed by these regulations.
3. Definitions. – In these regulations unless the context otherwise requires,–
a. "Act" means the Rampur Raza Library Act, 1975( 22 of 1975);
b. "Appointing Authority" in relation to any post means the authority competent to make appointment under regulation;
c. "Board" means the Rampur Raza Library Board;
d. "Chairman'' means the Chairman of the Board;
e. "Director" means the Director of the Library;
f. "Government'' means the Government of India.

सा.का.नि. 111.—राष्ट्रपति, संविधान के अनुच्छेद 309 के परन्तुक द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए और राष्ट्रीय परीक्षण शाला (कनिष्ठ अनुवादक), भर्ती नियम, 2017 की, उन बातों के सिवाय अधिक्रांत करते हुए जिन्हें ऐसे अधिक्रमण से पूर्व किया गया है या करने का लोप किया गया है, उपभोक्ता मामले विभाग, उपभोक्ता मामले, खाद्य और सार्वजनिक वितरण मंत्रालय, के अधीन राष्ट्रीय परीक्षण शाला में कनिष्ठ अनुवादक के पद पर भर्ती की पद्धति को विनियमित करने के लिए निम्नलिखित नियम बनाते हैं अर्थात:-
[भाग II—खण्ड 3(i)] भारत का राजपत्र : अगस्त 20, 2022/श्रावण 29, 1944 7331. संक्षिप्त नाम और प्रारंभ- (1) ये नियम राष्ट्रीय परीक्षण शाला, कोलकाता (कनिष्ठ अनुवादक) भर्ती नियम, 2022 हैं।
(2) ये राजपत्र में प्रकाशन की तारीख को प्रवृत्त होंगे।
2. पदों की संख्या, वर्गीकरण और वेतन मैट्रिक्स में स्तर.—पद की संख्या, उसका वर्गीकरण और उससे संलग्न वेतन मैट्रिक्स में स्तर वह होगा जो नियमों से उपाबद्ध अनुसूची के स्तंभ (2) से स्तंभ (4) में विनिर्दिष्ट हैं।
3. भर्ती की पद्धति, आयु-सीमा, शैक्षिक अर्हताएं, आदि.—उक्त पद पर भर्ती की पद्धति, आयु-सीमा, शैक्षिक अर्हताएं और उससे संबंधित अन्य बातें वे होंगी जो उक्त अनुसूची के स्तंभ (5) से स्तंभ (13) में विनिर्दिष्ट हैं।
4. अनर्हता.—वह व्यक्ति –
(क) जिसने ऐसे व्यक्ति से, विवाह किया है या विवाह की संविदा की है; जिसका पति या जिसकी पत्नी जीवित है, या
(ख) जिसने अपने पति या पत्नी के जीवित रहते हुए किसी व्यक्ति से विवाह किया है, उक्त पद पर नियुक्ति के लिए पात्र होगा:
परंतु यदि कें द्रीय सरकार का यह समाधान हो जाता है कि ऐसा विवाह ऐसे व्यक्ति और विवाह के अन्य पक्षकार को लागू स्वीय विधि के अधीन अनुज्ञेय है और ऐसा करने के लिए अन्य आधार हैं तो वह किसी व्यक्ति को इस नियम के प्रवर्तन से छू ट दे सके गी।
5. शिथिल करने की शक्ति.—जहां कें द्रीय सरकार की यह राय है कि ऐसा करना आवश्यक या समीचीन है, वहां वह उसके लिए जो कारण हैं, उन्हें लेखबद्ध करके , इन नियमों के किसी उपबंध को किसी वर्ग या प्रवर्ग के व्यक्तियों की बाबत, आदेश द्वारा शिथिल कर सके गी।
6. व्यावृति.—इन नियमों की कोई बात, ऐसे आरक्षण, आयु-सीमा में छू ट और अन्य रियायतों पर प्रभाव नहीं डालेगी, जिनका कें द्रीय सरकार द्वारा इस संबंध में समय-समय पर निकाले गए आदेशों के अनुसार अनुसूचित जातियों, अनुसूचित जनजातियों, भूतपूर्व सैनिकों और अन्य अन्य विशेष प्रवर्ग के व्यक्तियों के लिए उपलब्ध करना अपेक्षित है।

G.S.R. 111.—In exercise of the powers conferred by the proviso to article 309 of the Constitution, and in supersession of the National Test House (Junior Translator) Recruitment Rules, 2017, except as respects things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment to the post of Junior Translator in the National Test House, Kolkata, under the Ministry of Consumer Affairs, Food and Public Distribution, Department of Consumer Affairs, namely :-
1. Short title and commencement.—(1) These rules may be called the National Test House (Junior Translator) Recruitment Rules, 2022.
(2). They shall come into force on the date of their publication in the Official Gazette.
2. Number of post, classification, level in pay matrix. – The number of post, it's classification, level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.
3. Method of recruitment, age-limit, educational qualifications, etc. – The method of recruitment, age- limit, educational qualifications and other matters relating to the said post shall be as specified in columns (5) to (13) of the Schedule.
4. Disqualification. – No person, –
(a) who has entered into or contracted a marriage with a person having a spouse living; or
(b) who, having a spouse living, has entered into or contracted a marriage with any other person,
shall be eligible for appointment to the said post:
Provided that the Central Government may, if satisfied, that such marriage is permissible under the personal law applicable to such person and other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule.
5. Power to relax. —Where the Central Government is of the opinion that it is necessary and expedient so to do, it may, by order and for the reasons to be recorded in writing, relax any of the provisions of these rules with respect to any class or category of persons.
