का.नि.आ. 54—राष्ट्रपति, संविधान के अनुच्छेद 309 के परन्तुक द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए और रक्षा मंत्रालय (सांख्यिकीय सहायक और आंकड़ा प्रविष्टि आपरेटर) भर्ती नियम, 1995 को, जहाँ तक उसका संबंध सांख्यिकीय सहायक के पद से है, उन बातों के सिवाय अधिक्ांत करते हुए, जिन्हें ऐसे अधिक्मण से पहले किया गया है या करने का लोप किया गया है, रक्षा मंत्रालय (सेना) के एकीकृ त मुख्यालय में सांख्यिकीय सहायक के पद पर भर्ती की पद्धति का विनियमन करने के लिए निम्नलिखित नियम बनाते हैं, अर्थात् :-
1. संक्षिप्त नाम और प्रारंभ : (1) इन नियमों का संक्षिप्त नाम रक्षा मंत्रालय, रक्षा मंत्रालय (सेना) के एकीकृ त मुख्यालय, सेना क्य संगठन, सांख्यिकीय सहायक (समूह 'ख' पद) भर्ती नियम, 2023 है।
(2) ये राजपत्र में प्रकाशन की तारीख को प्रवृत्त होंगे ।
2. पद-संख्या, वर्गीकरण और वेतन मैट्रिक्स में स्तर : उक्त पद की संख्या, उसका वर्गीकरण और इससे संलग्न वेतन मैट्रिक्स में स्तर वह होगा, जो इन नियमों से उपाबद्ध अनुसूची के स्तंभ (2) से स्तंभ (4) में विर्निर्दष्ट हैं ।

4. निरर्हता : वह व्यक्ति –
(क) जिसने ऐसे व्यक्ति से, जिसका पति या जिसकी पत्नी जीवित हैं, विवाह किया है या विवाह की संविदा की है;
या
(ख) जिसने अपने पति या अपनी पत्नी के जीवित रहते हुए किसी व्यक्ति से विवाह किया है या विवाह की संविदा की है
उक्त पद पर नियुक्ति का पात्र नहीं होगा :
परन्तु यदि के न्रीय सरकार का यह समाधान हो जाता है कि ऐसा विवाह ऐसे व्यक्ति और विवाह के अन्य पक्षकार को लागू स्वीय विधि के अधीन अनुज्ञेय है और ऐसा करने के लिए अन्य आधार हैं तो वह किसी व्यक्ति को इस नियम के प्रवर्तन से छू ट दे सके गी ।
5. शिथिल करने की शक्ति : जहां के न्रीय सरकार की यह राय है कि ऐसा करना आवश्यक या समीचीन है, वहां वह उसके लिए जो कारण हैं, उन्हें लेखबद्ध करके तथा संघ लोक सेवा आयोग से परामर्श करके इन नियमों के किसी उपबंध को किसी वर्ग या प्रवर्ग के व्यक्तियों की बाबत, आदेश द्वारा शिथिल कर सके गी।
6. व्यावृत्ति : इन नियमों की कोई बात, ऐसे आरक्षणों, आयु-सीमा में छू ट और अन्य रियायतों पर प्रभाव नहीं डालेगी, जिनका के न्रीय सरकार द्वारा इस संबंध में समय-समय पर जारी किए गए आदेशों के अनुसार अनुसूचित जातियों, अनुसूचित जनजातियों, अन्य पिछड़ें वगों, भूतपूर्व सैनिकों और अन्य विशेष प्रवर्ग के व्यक्तियों के लिए उपबंध करना अपेक्षित है।

S.R.O. 54.—In exercise of the powers conferred by the proviso to article 309 of the Constitution, and in supersession of the Ministry of Defence (Statistical Assistant and Data Entry Operators) Recruitment Rules, 1995, in so far as they relate to the post of Statistical Assistant, except as respects things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment to the post of Statistical Assistant in the Integrated Headquarters of Ministry of Defence (Army), namely:-
1. Short title and commencement.–(1) These rules may be called the Ministry of Defence, Integrated Headquarters of Ministry of Defence (Army), Army Purchase Organisation, Statistical Assistant (Group 'B' post) Recruitment Rules, 2023.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. Number of posts, classification and Level in the Pay Matrix.-The number of the said post, its classification and the Level in the Pay Matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.
3. Method of recruitment, age limit and qualifications, etc.- The method of recruitment to the said post, age limit, qualifications and other matters relating to the said post shall be as specified in columns (5) to (13) of the said Schedule.
4. Disqualification.– No person, -
(a) who has entered into or contracted a marriage with a person having a spouse living; or
(b) who, having a spouse living, has entered into or contracted a marriage with any person,
shall be eligible for appointment to the said post :
Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule.
5. Power to relax.- Where the Central Government is of opinion that it is necessary or expedient so to do, it may, by order, and for reasons to be recorded in writing and in consultation with Union Public Service Commission, relax any of the provisions of these rules with respect to any class or category of persons.
6. Saving.- Nothing in these rules shall affect reservations, relaxation of age limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, the Other Backward Classes, the Ex- Servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

का.नि.आ. 58.—छावनी बोर्ड, जलापहाड़ के न्रीय सरकार की पूर्व मंजूरी से, छावनी अधिनियम, 2006 की धारा 66 की उप-धारा (2) द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए, अधिसूचना संख्यांक का.नि.आ. 12683 पी तारीख 19 अक्तू बर, 1935, का.नि.आ. 948 एम तारीख 07 मार्च, 1931 का.नि.आ. 456 तारीख 18 मार्च, 1950 और का.नि.आ.
451 तारीख 10 अक्तू बर, 1953 का और संशोधन करने के लिए निम्नलिखित संशोधन करता है, अर्थात:-
उक्त अधिसूचनाओं में, विद्यमान प्रविष्टियों के पश्चात, निम्नलिखित अंतः स्थापित किया जाएगा, अर्थात:-
"यदि कर राशि ई-छावनी पोर्टल पर स्वयं-सेवा मोड द्वारा ऑनलाइन जमा की जाती है और छावनी बोर्ड, जलापहाड़ के कार्यालय में मैनुअल रूप से या हेल्प डेस्क के माध्यम से जमा नहीं की जाती है तो चालू वित्तीय वर्ष की मांग पर कर पर 2% का रिबेट दिया जाएगा।"

S.R.O. 58.—In exercise of the powers conferred by sub-section (2) of section 66 of the Cantonments Act, 2006, Cantonment Board, Jalapahar, with the previous sanction of the Central Government, hereby makes the following amendments further to amend the notifications number S.R.O. 12683 P dated the 19th October, 1935, S.R.O. 948 M dated the 07th March, 1931, S.R.O. 456 dated the 18th March, 1950 and S.R.O. 451 dated the 10th October, 1953, namely:-
In the said notifications, after the existing entries, the following shall be inserted namely:-
"A rebate of 2% will be granted on tax on the demand of current financial year if the tax amount is deposited online by self-service mode on E-Chhawani portal and not manually or through help desk in the office of Cantonment Board, Jalapahar.".

उक्त अधिसूचनाओं में, विद्यमान प्रविष्टियों के पश्चात, निम्नलिखित अंतः स्थापित किया जाएगा, अर्थात:-
"यदि कर/उपकर राशि ई-छावनी पोर्टल पर स्वयं-सेवा मोड द्वारा ऑनलाइन जमा की जाती है और छावनी बोर्ड, लेबांग के कार्यालय में मैनुअल रूप से या हेल्प डेस्क के माध्यम से जमा नहीं की जाती है तो चालू वित्तीय वर्ष की मांग पर कर/उपकर पर 2% का रिबेट दिया जाएगा।"

In the said notifications, after the existing entries, the following shall be inserted namely:-
