सा.का.नि. 120.—राष्ट्रपति, संविधान के अनुच्छेद 309 के परंतुक द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए और पुलिस अनुसंधान एवं विकास ब्यूरो (हिदी अनुवादक) भर्ती नियम 1980 का अधिक्रमण करते हुए, उन बातों के सिवाय जिन्हे ऐसे अधिक्रमण से पूर्व किया गया है या करने का लोप किया गया है, न्यायालयिक विज्ञान सेवा निदेशालय, गृह मंत्रालय में वरिष्ठ अनुवादक के पद पर भर्ती की पद्धति का विनियमन करने के लिए निम्नलिखित नियम बनाते हैं, अर्थात्: -

1. संक्षिप्त नाम और प्रारंभ.- (1)इन नियमों का संक्षिप्त नाम गृह मंत्रालय, न्यायालयिक विज्ञान सेवा निदेशालय वरिष्ठ अनुवादक (समूह 'ख' पद) भर्ती नियम, 2023 है।

2. पदों की संख्या, वर्गीकरण और वेतन मैट्रिक्स में स्तर.- पदों की संख्या, उनका वर्गीकरण और वेतन मैट्रिक्स में स्तर वे होंगे जो इन नियमों से उपबद्ध अनुसूची में स्तम्भ (2) से स्तंभ (4) में विनिदिष्ट है ।

3. भर्ती की पद्धति, आयु सीमा, अर्हताएं आदि.- उक्त पदों की भर्ती की पद्धति, आयु सीमा, अर्हताएं और उनसे संबंधित अन्य बातें वे होंगी जो उक्त अनुसूची के स्तंभ (5) से (13) तक में विनिदिष्ट हैं ।

4. निरर्हता.- कोई भी व्यक्ति,-

(क) जिसने ऐसे व्यक्ति के साथ विवाह किया है या विवाह का अनुबंध किया है जिसका पति या पत्नी जीवित है, या (ख) जिसने पति या पत्नी के जीवित रहते हुए, किसी व्यक्ति से विवाह किया है या विवाह का अनुबंध किया है;

उक्त पद पर नियुक्ति का पात्र नहीं होगा।

परन्तु यदि के न्द्रीय सरकार का यह समाधान हो जाता है कि ऐसा विवाह, ऐसे व्यक्ति और विवाह के अन्य पक्षकार को लागू स्वीय विधि के अधीन अनुज्ञेय है और ऐसा करने के लिए अन्य आधार है तो वह किसी व्यक्ति को इस नियम के प्रवर्तन से छू ट दे सके गी।

5. शिथिल करने की शक्ति.- जहां के न्द्रीय सरकार की यह राय हो कि ऐसा करना आवश्यक या समीचीन है, तो वह, उसके लिए जो कारण है, उन्हें लेख्बद्ध करके , तथा संघ लोक सेवा आयोग से परामर्श करके , इन नियमों के किसी उपबंध को किसी वर्ग या प्रवर्ग के व्यक्तियों की बाबत, आदेश द्वारा शिथिल कर सके गी ।

6. व्यावृति.- इन नियमों की कोई बात, ऐसे आरक्षण, आयु-सीमा में छू ट और अन्य रियायतों पर प्रभाव नहीं डालेगी ,जिनका के न्द्रीय सरकार द्वारा इस संबंध में निकाले गए आदेशों के अनुसार अनुसूचित जातियों, अनुसूचित जनजातियों, भूतपूर्व सैनिकों और अन्य विशेष प्रवर्ग के व्यक्तियों के लिए उपबंध करना अपेक्षित है ।

New Delhi, the 10th August, 2023

G.S.R. 120.—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in supersession of the Bureau of Police Research and Development (Hindi Translator) Recruitment Rules, 1980, except as respects things done or omitted to have been done before such supersession, the President hereby makes the following rules regulating the method of recruitment to the post of Senior Translator in the Directorate of Forensic Science Services, Ministry of Home Affairs, namely:-

1. Short title and commencement. - (1) These rules may be called the Ministry of Home Affairs, Directorate of Forensic Science Services, Senior Translator (Group ‗B' Post) Recruitment Rules, 2023.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. Number of post, classification and level in the pay matrix. - The number of post, its classification and the pay level in pay matrix attached thereto shall be as specified in Columns (2) to (4) of the Schedule annexed to these rules.

3. Method of recruitment, age-limit, qualifications, etc. .- The method of recruitment, age-limit, qualifications and other matters relating to the said post shall be as specified in Columns (5) to (13) of the said Schedule.

4. Disqualification. - No person, -

a. who has entered into or contracted a marriage with a person having a spouse living; or

b. who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said post:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule.

5. Power to relax. - Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order, for reasons to be recorded in writing and in consultation with Union Public Service Commission, relax any of the provisions of these rules with respect to any class or category or persons.

6. Saving. - Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, the Ex-servicemen, the Other Backward Class and other special categories of persons in accordance with the orders issued by the Central Government.

सा.का.नि. 121.—कें द्रीय सरकार, के बल टेलीविजन नेटवर्क (विनियमन) अधिनियम, 1995 (1995 का 7) की धारा 22 की उपधारा (1) तथा (2) द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए, के बल टेलीविजन नेटवर्क नियम, 1994 का और संशोधन करने के लिए निम्नलिखित नियम बनाती है, अर्थात् :--

2. के बल टेलीविजन नेटवर्क नियम, 1994 (जिसे इसमें इसके पश्चात् उक्त नियम कहा गया है) के नियम 5ख के पश्चात्, निम्नलिखित नियम अंत:स्थापित किया जाएगा, अर्थात् :--

"5ग. ब्रॉड-बैंड सेवा प्रदाताओं की अंतिम बिदु तक पहुंच—के बल आपरेटर, ब्रॉड-बैंड सेवाओं के प्रसार के लिए ऋजु, पारदर्शी और भेदभाव रहित रीति में इंटरनेट सेवा या पहुंच सेवा प्रदान करने वाले ब्रॉड-बैंड सेवा प्रदाताओं को अंतिम बिदु तक पहुंच प्रदान करने के लिए कठिन प्रयास कर सकें गे ।"।

3. उक्त नियम के नियम 11क के स्थान पर, निम्नलिखित नियम रखा जाएगा, अर्थात् :--

"11क. मल्टी-सिस्टम आपरेटर के रूप में रजिस्ट्रीकरण के लिए आवेदन और उसका नवीनीकरण -- (1) अंकीय संबोध्य प्रणाली वाली के बल टेलीविजन नेटवर्क सेवाओं के प्रचालन के प्रयोजन के लिए, कोई व्यक्ति, जो ऐसी सेवा प्रदान करने की वांछा करता है, मल्टी-सिस्टम आपरेटर के रूप में रजिस्ट्रीकरण या रजिस्ट्रीकरण के नवीनीकरण के लिए, प्ररूप 6 में, रजिस्ट्रीकरण प्राधिकारी को ऑन-लाइन आवेदन करेगा ।

(2) उपनियम (1) के अधीन प्रत्येक आवेदन के साथ, निम्नलिखित होंगे,--

(i) एक लाख रुपए की प्रोसेसिग फीस ;

(ii) प्ररूप 2 में घोषणा ।

(3) जहां आवेदन, रजिस्ट्रीकरण के नवीनीकरण के लिए है, तो इसे मल्टी-सिस्टम आपरेटर रजिस्ट्रीकरण के अवसान होने के सात मास पूर्व से पहले तथा रजिस्ट्रीकरण के अवसान होने के दो मास पूर्व के पश्चात् नहीं किया जाएगा :

परंतु रजिस्ट्रीकरण प्राधिकारी, आवेदक द्वारा प्रस्तुत कारणों पर विचार करने के पश्चात् विलंब को क्षमा कर सके गा, यदि ऐसा आवेदन रजिस्ट्रीकरण के अवसान के पूर्व किया जाता है ।"।

4. उक्त नियम के नियम 11ख में,--

(i) खंड (ग) में, "कं पनी अधिनियम, 1956" शब्दों और अंकों के स्थान पर, "कं पनी अधिनियम, 2013 (2013 का 18)" शब्द, अंक और कोष्ठक रखे जाएंगे ;

(ii) खंड (च) के पश्चात्, निम्नलिखित खंड अंत:स्थापित किया जाएगा, अर्थात् :--

"(छ) जहां आवेदन, रजिस्ट्रीकरण के नवीनीकरण के लिए है, तो इसके साथ इस प्रभाव का स्व-घोषित कथन होगा कि विनियामक प्राधिकारी द्वारा, समय-समय पर, जारी आदेशों तथा बनाए गए विनियमों का अनुपालन किया गया है ।"।

5. उक्त नियम के नियम 11ग के स्थान पर, निम्नलिखित नियम रखा जाएगा, अर्थात् :--

"11ग. मल्टी-सिस्टम आपरेटर के रूप में रजिस्ट्रीकरण और उसका नवीनीकरण-- (1) रजिस्ट्रीकरण प्राधिकारी, यह समाधान हो जाने पर कि आवेदक नियम 11ख के अधीन विनिदिट पात्रता मानदंड और नियम 11क की अपेक्षाओं को पूरा करता है, नियम 11घ में विनिदिट निबंधनों और शर्तों तथा कें द्रीय सरकार से सुरक्षा अनापत्ति के अधीन रहते हुए रजिस्ट्रीकरण या रजिस्ट्रीकरण के नवीनीकरण का प्रमाणपत्र जारी करेगा ।

(2) जहां रजिस्ट्रीकरण प्राधिकारी का यह समाधान हो जाता है कि रजिस्ट्रीकरण या रजिस्ट्रीकरण का नवीनीकरण अनुदत्त नहीं किया जा सकता है, वहां वह ऐसे नामंजूर किए जाने के कारण देते हुए आवेदक को लिखित में सूचित करेगा ।

(3) रजिस्ट्रीकरण या रजिस्ट्रीकरण का नवीनीकरण दस वर्ष की अवधि के लिए अनुदत्त किया जाएगा :

परंतु रजिस्ट्रीकरण प्राधिकारी, दस वर्ष से कम की अवधि के लिए रजिस्ट्रीकरण या रजिस्ट्रीकरण का नवीनीकरण, इसके कारण अभिलेखबद्ध किए जाने के पश्चात्, अनुदत्त कर सके गा ।"।

6. उक्त नियम के प्ररूप 6 के स्थान पर, निम्नलिखित प्ररूप रखा जाएगा, अर्थात् :--

महोदय,

रजिस्ट्रीकरण अनुदत्त करने के लिए मैं निम्नलिखित ब्यौरे प्रस्तुत करता हूं,--

1. (क) आवेदक का नाम (व्यष्टि/फर्म/कं पनी/व्यक्तियों का संगम/व्यष्टियों का निकाय){{^{{FOOTNOTE *}}}}*

3. (क) वेतन और लेखा अधिकारी, सूचना और प्रसारण मंत्रालय के पक्ष में देय 1,00,000 रुपए के संदाय के ब्यौरे (ख) स्थायी खाता संख्या

(ग) वतर्मान आय-कर, माल और सेवा कर तथा मनोरंजन कर विवरणियों की प्रति । यदि उपलब्ध नहीं हैं, तो उसके कारण

(घ) व्यष्टि/फर्म/कं पनी/व्यक्तियों का संगम/व्यष्टियों का निकाय की माल और सेवा कर रजिस्ट्रीकरण संख्यांक (यदि आवेदन के समय संख्या उपलब्ध नही हो तो उसे प्रस्तुत करने के लिए दो मास की अवधि अनुज्ञात की जा सकती है ।

आवेदक द्वारा इस निमित्त अनुज्ञप्ति प्रदान करने के आवेदन के साथ एक शपथपत्र प्रस्तुत करना अपेक्षित है) (ङ) मनोरंजन कर रजिस्ट्रीकरण संख्यांक

17. ग्राहकों के लिए पर्याप्त संख्या में सैट टॉप बाक्सों की अपूति और अनुरक्षण तथा ग्राहक प्रबंध प्रणाली के प्रतिष्ठापन के लिए तैयारी (पहले से उपलब्ध सैट टॉप बाक्सों की संख्या/किए गए आर्डर/प्राधिकृ त व्यक्तियों के नेटवर्क /आपूति और बिक्री उपरांत सेवा उपलब्ध कराने के लिए अभिकर्ता सहित अपने दावे के समर्थन में ब्यौरे दें) ।

18. डिजिटल संबोध्य प्रणाली (डीएएस) स्कीम के अधीन चैनलों की आपूति के लिए प्रसारणकर्ताओं के साथ हस्ताक्षर किए गए करारों की संख्या (प्रसारणकर्ताओं का नाम और उनके चैनलों की संख्या के साथ अपने दावे के समर्थन में करारों की प्रतियां दें) ।

19. प्ररूप 2 के अनुसार 10 रुपए के स्टांप पेपर में वचनबंध

G.S.R. 121.—In exercise of the powers conferred by sub-sections(1) and (2) of section 22 of the Cable Television Networks (Regulation) Act, 1995 (7 of 1995), the Central Government hereby makes the following rules further to amend the Cable Television Networks Rules, 1994, namely:-

1. (1) These rules may be called the Cable Television Networks (Amendment) Rules, 2023.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. In the Cable Television Networks Rules, 1994 (hereinafter referred to as the said rules), after rule 5B, the following rule shall be inserted, namely:-

―5C. Last mile access to Broadband Service Providers. – Cable operators may strive to provide last mile access to broadband service providers providing internet service or access service, in a fair, transparent and non-discriminatory manner for proliferation of broadband services.‖

3. In the said rules, for rule 11A, the following rule shall be substituted, namely:-

―11A. Application for registration as multi-system operator and renewal thereof.- (1) For the purpose of operation of cable television network services with digital addressable system, a person who desires to provide such service shall make an online application to the registering authority in Form 6 for registration or renewal of registration as Multi-System operator.

(2) Every application under sub-rule (1) shall be accompanied by-

(i) a processing fee of rupees one lakh; and

(ii) declaration in Form 2.

(3) Where the application is for renewal of registration, it shall be made not earlier than seven months prior to the expiry of the multi-system operator registration and not later than two months before the expiry of registration:

Provided that the registering authority may condone the delay after considering the reasons furnished by the applicant, if such application is made before the expiry of registration.‖

4. In the said rules, in rule 11B,-

(i) in clause (c), for the words and figures ―Companies Act, 1956‖, the words, figures and brackets ―Companies Act 2013 (18 of 2013)‖ shall be substituted,

(ii) after clause (f), the following clause shall be inserted, namely:-

―(g) where the application is for renewal of registration, it shall be accompanied by a statement making self-declaration to the effect that the orders issued and the regulations made from time to time by the regulatory authority have been complied with.‖

5. In the said rules, for rule 11C, the following rule shall be substituted, namely-

―11C.Registration as multi-system operator and renewal thereof.- (1) On being satisfied that the applicant fulfils the eligibility criteria specified in rule 11B and the requirements of rule 11A, the registering authority shall, subject to the terms and conditions specified in rule 11D and the security clearance from the Central Government, issue certificate of registration or renewal of registration.

(2) Where the registering authority is satisfied that registration or renewal of registration cannot be granted, it shall inform the applicant in writing giving reasons for such refusal.

(3) The registration or renewal of registration shall be granted for a period of ten years:

Provided that registering authority may grant registration or renewal of registration for a period less than ten years after recording the reasons for the same. ‖

6. In the said rules, for FORM 6, the following form shall be substituted, namely:-

सा.का.नि. 122.—राष्ट्रपति, संविधान के अनुच्छेद 309 के परन्तुक द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए और पशुपालन, डेयरी और मत्स्यपालन विभाग, (मात्स्यिकी प्रभाग, समूह "क", समूह "ख" और समूह "ग" पद) भर्ती नियम, 2015 को, जहां तक उनका संबंध मात्स्यिकी अनुसंधान अन्वेषण अधिकारी के पद से है, उन बातों के सिवाए अधिक्रांत करते हुए, जिन्हें ऐसे अधिक्रमण से पूर्व किया गया है या करने का लोप किया गया है, मत्स्यपालन, पशुपालन और डेयरी मंत्रालय, मत्स्यपालन विभाग में अनुसंधान अधिकारी (मात्स्यिकी), के पद पर भर्ती की पद्धति का विनियमन करने के लिए निम्नलिखित नियम बनाते हैं, अर्थात्:-

1. संक्षिप्त नाम और प्रारंभ: -

1. इन नियमों का संक्षिप्त नाम मत्स्यपालन, पशुपालन और डेयरी मंत्रालय, मत्स्यपालन विभाग, अनुसंधान अधिकारी (मात्स्यिकी) भर्ती नियम, 2023 है।

2. ये राजपत्र में उनके प्रकाशन की तारीख को प्रवृत्त होंगे।

2. पद की संख्या, वर्गीकरण और वेतन मैट्रिक्स में स्तर: - पद की संख्या, उसका वर्गीकरण और इससे संलग्न वेतन मैट्रिक्स में स्तर वह होगा, जो इन नियमों से उपाबद्ध अनुसूची के स्तंभ (2) से स्तंभ (4) में विनिदिष्ट हैं ।

3. भर्ती की पद्धति, आयु-सीमा, अन्य अर्हताएं, आदि- भर्ती की पद्धति, आयु-सीमा, अर्हताएं और उससे संबंधित अन्य बातें वे होंगी जो उक्त अनुसूची के स्तंभ (5) से स्तंभ (13) में विनिदिष्ट हैं ।

4. निरर्हता - वह व्यक्ति-

(क) जिसने ऐसे व्यक्ति से जिसका पति या जिसकी पत्नी जीवित है, विवाह किया है या विवाह की संविदा की है; या

(ख) जिसने, अपने पति या अपनी पत्नी के जीवित रहते हुए किसी व्यक्ति से विवाह किया है या विवाह की संविदा की है,

उक्त पद पर नियुक्ति का पात्र नहीं होगा:

परन्तु यदि के न्द्रीय सरकार का यह समाधान हो जाता है कि ऐसा विवाह ऐसे व्यक्ति और विवाह के अन्य पक्षकार को लागू स्वीय विधि के अधीन अनुज्ञेय है और ऐसा करने के लिए अन्य आधार हैं तो वह किसी व्यक्ति को इस नियम के प्रवर्तन से छू ट दे सके गी।

5. शिथिल करने की शक्ति – जहां के न्द्रीय सरकार की यह राय है कि ऐसा करना आवश्यक या समीचीन है, वहां वह उसके लिए जो कारण है, उन्हें लेखबद्ध करके और संघ लोक सेवा आयोग के परामर्श से इन नियमों के किसी उपबंध को किसी भी वर्ग या प्रवर्ग के व्यक्तियों की बाबत आदेश द्वारा शिथिल कर सके गी।

6. व्यावृत्ति – इन नियमों की कोई बात, ऐसे आरक्षण, आयु-सीमा में छू ट और अन्य रियायतों पर प्रभाव नहीं डालेगी, जिनका के न्द्रीय सरकार द्वारा इस संबंध में समय-समय पर जारी किए गए आदेशों के अनुसार अनुसूचित जातियों, अनुसूचित जनजातियों, अन्य पिछड़े वर्गों, भूतपूर्व सैनिकों और अन्य विशेष प्रवर्ग के व्यक्तियों के लिए उपबंध करना अपेक्षित है।

अनुसूची

(ख) निम्नलिखित शैक्षणिक अर्हता और अनुभव रखते हैं:

(i) किसी मान्यताप्राप्त विश्वविद्यालय या संस्थान से मात्स्यिकी में विशेषज्ञता के साथ प्राणि विज्ञान में स्नातकोत्तर या मात्स्यिकी विज्ञान में स्नातकोत्तर या समद्री जीव विज्ञान में स्नातकोत्तर या औद्योगिकी मात्स्यिकी में स्नातकोत्तर या जलकृ षि में स्नातकोत्तर या मात्स्यिकी विज्ञान में स्नातकोत्तर।

(ii) कें द्रीय या राज्य सरकार या संघ राज्य क्षेत्र प्रशासन विभाग या सार्वजनिक क्षेत्र के उपक्रम या मान्यता प्राप्त विश्वविद्यालय या अनुसंधान संस्थान या वैधानिक या स्वायत्त संगठन से मात्स्यिकी विकास के क्षेत्र में तीन वर्ष का अनुभव जिसके अंतर्गत नीति और योजना, योजना स्कीमों को विचरित करना और तकनीकी मूल्यांकन, उनकी निगरानी और कार्यान्वयन भी है।

टिप्पण 3: पोषक प्रवर्ग श्रेणी के ऐसे विभागीय अधिकारी, जो प्रोन्नति की सीधी पंक्ति में हैं, प्रतिनियुक्ति पर नियुक्ति के लिए विचार किए जाने के पात्र नहीं होंगे। इसी प्रकार प्रतिनियुक्त व्यक्ति प्रोन्नति द्वारा नियुक्ति के लिए विचार किए जाने के पात्र नहीं होंगे ।

टिप्पण 4: प्रतिनियुक्ति की अवधि (लघु अवधि संविदा सहित), जिसके अंतर्गत कें द्रीय सरकार संवर्ग के उसी या किसी अन्य संगठन/विभाग में इस नियुक्ति से ठीक पहले धारित किसी अन्य कै डर बाह्य- पद पर प्रतिनियुक्ति की अवधि है सहित प्रतिनियुक्ति की अवधि सामान्यत: तीन वर्ष से अधिक नहीं होगी। प्रतिनियुक्ति पर नियुक्ति के लिए अधिकतम आयु सीमा आवेदन प्राप्त करने की अंतिम तारीख को 56 वर्ष से अधिक नहीं होगी।

G.S.R. 122.—In exercise of the powers conferred by the proviso to article 309 of the Constitution, and in supersession of the Department of Animal Husbandry, Dairying and Fisheries, (Fisheries Division, Group 'A', Group 'B' and Group 'C' posts) Recruitment Rules, 2015 in so far as they relate to the post of Fisheries Research Investigation Officer, except as respects things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment to the post of Research Officer (Fisheries) in the Ministry of Fisheries, Animal Husbandry and Dairying, Department of Fisheries namely: -

2. Number of post, classification and pay level in the pay matrix.- The number of said post, its classification and the level in the pay matrix attached thereto, shall be as specified in columns (2) to (4) of the Schedule.

3. Method of recruitment, age-limit and other qualification, etc. - The method of recruitment, age-limit, qualifications and other matters relating to the said post shall be as specified in columns (5) to (13) of the said Schedule.

4. Disqualifications. - No Person, -

(a) who has entered into or contracted a marriage with a person having a spouse living; or

(b) who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said post:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule.

5. Power to relax. - Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order, for reason to be recorded in writing and in consultation with the Union Public Service Commission, relax any of the provisions of these rules with respect to any class or category of persons.

6. Saving. - Nothing in these rules shall affect reservations, relaxation of age-limit and other concessions required to be provided for the Scheduled Castes, the Schedules Tribes, ex-Servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

SCHEDULE

Note 2: The eligibility service shall continue to be three years for persons holding the feeder post on regular basis on the date of notification of the revised rules.

Deputation (Including Short-Term Contract):

Officers of the Central Government or State Government or Union territory Administrations or Statutory or Autonomous Organisations or Public Sector Undertakings or Recognised Universities of Recognised Research Institutes:

(a) (i) holding analogous posts on regular basis in the parent cadre or Department; or

(ii) with two years' service in the grade rendered after appointment thereto on regular basis in Level 09 (Rs. 53100-167800) in the Pay Matrix or equivalent in the parent cadre or department; or,

(iii) With four years' service in the grade rendered after appointment thereto on regular basis in posts in Level-8 (Rs. 47600-151100) in the Pay Matrix or equivalent in the parent cadre or department; or,

(iv) with five years' service in the grade rendered after appointment thereto on regular basis in posts in level-7 (Rs. 44900-142400) in the Pay Matrix or equivalent in the parent cadre or department; and,

(b) Possessing the following educational qualifications and experience:

(i) Masters degree in Zoology with specialisation in Fisheries or Master of Fisheries Science or M.Sc. in Marine Biology or M.Sc. in Industrial Fisheries or M.Sc. in Aquaculture or Master of Science in Fisheries Science from a Recognised University or Institute.

(ii) Three years experience in the field of Fisheries development including policy and planning, formulation and technical evaluation of plan schemes, their monitoring and implementation from a Central or State Government or Union territory Administration department or Public Sector Undertaking or Recognised University or Research Institute or Statutory or Autonomous organisation.

Note 3: The departmental Officers in the feeder category who are in the direct line of promotion shall not be eligible for consideration for appointment on deputation. Similarly, deputationists shall not be eligible for consideration for appointment by promotion.

Note 4: The Period of deputation (including short term contract) including the period of deputation (including short term contract) in another ex-cadre post held immediately preceding this appointment in the same or some other organisation/department of the Central Government shall ordinarily not exceed three years. The maximum age limit for appointment on deputation shall be not exceed fifty-six years as on the last date of receipt of applications.
