सा.का.नि. 137.—राष्ट्रपति, संविधान के अनुच्छेद 309 के परन्तुक द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए और राष्ट्रीय संचारी रोग संस्थान, राष्ट्रीय फाईलेरिया नियंत्रण कार्यक्रम तथा राष्ट्रीय मलेरिया उन्मूलन कार्यक्रम श्रेणी-। तथा श्रेणी-II (गैर-चिकित्सीय राजपत्रित पद) भर्ती नियमावली, 1976 को, जहाँ तक उनका संबंध कीटविज्ञ (के न्द्रीय क्रास चैकिं ग संगठन), राष्ट्रीय मलेरिया उन्मूलन कार्यक्रम के पद से है, उन बातों के सिवाय अधिक्रांत करते हुए, जिन्हें ऐसे अधिक्रमण से पूर्व किया गया है या करने का लोप किया गया है, परिवार कल्याण मंत्रालय, स्वास्थ्य सेवा महानिदेशालय के अधीन राष्ट्रीय वेक्टर जनित रोग नियंत्रण निदेशालय में कीटविज्ञ (के न्द्रीय क्रासचैकिं ग संगठन) के पद पर भर्ती की पद्धति का विनियमन करने के लिए निम्नलिखित नियम बनाते हैं, अर्थात् :-

(807)808 THE GAZETTE OF INDIA : OCTOBER 14, 2023/ASVINA 22, 1945 [PART II—SEC. 3(i)] 1. संक्षिप्त नाम और प्रारंभ – (1) इन नियमों का संक्षिप्त नाम परिवार कल्याण मंत्रालय, स्वास्थ्य सेवा महानिदेशालय, राष्ट्रीय वेक्टर जनित रोग नियंत्रण कें द्र, कीटविज्ञ (के न्द्रीय क्रास चैकिं ग संगठन) समूह 'क' पद भर्ती नियम, 2023 है ।
(2) ये राजपत्र में उनके प्रकाशन की तारीख को प्रवृत्त होंगे ।
2. पद की संख्या, वर्गीकरण और वेतन मैट्रिक्स में स्तर – उक्त पद की संख्या, उसका वर्गीकरण और इससे संलग्न वेतन मैट्रिक्स में स्तर वह होगा जो इन नियमों से उपाबद्ध अनुसूची के स्तंभ (2) से स्तंभ (4) में विनिर्दिष्ट हैं ।
3. भर्ती की पद्धति, आयु-सीमा, अर्हताएं, आदि – भर्ती की पद्धति, आयु-सीमा, अर्हताएं और उससे संबंधित अन्य बातें वे होंगी जो उक्त अनुसूची के स्तंभ (5) से स्तंभ (13) में विनिर्दिष्ट हैं।
4. निरर्हता – वह व्यक्ति –
(1) जिसने ऐसे व्यक्ति से जिसका पति या जिसकी पत्नी जीवित है, विवाह किया है या विवाह की संविदा की है ; या
(2) जिसने अपने पति या अपनी पत्नी के जीवित रहते हुए किसी व्यक्ति से विवाह किया है या विवाह की संविदा की है,
उक्त पद पर नियुक्ति का पात्र नहीं होगा :
परन्तु यदि के न्द्रीय सरकार का यह समाधान हो जाता है कि ऐसा विवाह ऐसे व्यक्ति और विवाह के अन्य पक्षकार को लागू स्वीय विधि के अधीन अनुज्ञेय है और ऐसा करने के लिए अन्य आधार हैं तो वह किसी व्यक्ति को इस नियम के प्रवर्तन से छू ट दे सके गी ।
5. शिथिल करने की शक्ति – जहां के न्द्रीय सरकार की यह राय है कि ऐसा करना आवश्यक या समीचीन है, वहाँ वह उसके लिए जो कारण हैं उन्हें लेखबद्ध करके , और संघ लोक सेवा आयोग से परामर्श करके , इन नियमों के किसी उपबंध को किसी वर्ग या प्रवर्ग के व्यक्तियों की बाबत, आदेश द्वारा शिथिल कर सके गी ।
6. व्यावृत्ति – इन नियमों की कोई बात, ऐसे आरक्षण, आयु-सीमा में छू ट और अन्य रियायतों पर प्रभाव नहीं डालेगी, जिनका के न्द्रीय सरकार द्वारा इस संबंध में समय-समय पर जारी किए गए आदेशों के अनुसार अनुसूचित जातियों, अनुसूचित जनजातियों, अन्य पिछडें वर्गों, भूतपूर्व सैनिकों और अन्य विशेष प्रवर्ग के व्यक्तियों के लिए उपबंध करना अपेक्षित है ।

G.S.R. 137.—In exercise of the powers conferred by the proviso to Article 309 of the Constitution and in supersession of the National Institute of Communicable Diseases, National Filaria Control Programme and National Malaria Eradication Programme (Class I and Class II, Non-medical, Gazetted posts) Recruitment Rules, 1976, in so far as they relate to the post of Entomologist (Central Cross Checking Organization), National Malaria Eradication Programme except as respects things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment to the post of Entomologist (Central Cross Checking Organization) in the Directorate of National Centre for Vector Borne Disease Control, Delhi under the Directorate General of Health Services, Ministry of Health and Family Welfare, namely :-
1. Short title and commencement.- (1)These rules may be called the Ministry of Health and Family Welfare, Directorate General of Health Services, National Center for Vector Borne Disease Control, Entomologist (Central Cross Checking Organization) Group 'A' Post Recruitment Rules, 2023.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. Number of post, classification and level in the pay matrix.- The number of the said post, its classification and the level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.
3. Method of recruitment, age-limit, qualifications etc.- The method of recruitment, age-limit, qualifications and other matters relating thereto shall be as specified in columns (5) to (13) of the said Schedule.
4. Disqualification.- No person-
(a) who has entered into or contracted a marriage with any person having a spouse living; or
(b) who, having a spouse living, has entered into or contracted a marriage with any person,
shall be eligible for appointment to the said post:
Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule.
5. Power to relax.- Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order, for reasons to be recorded in writing and in consultation with the Union Public Service Commission, relax any of the provisions of these rules with respect to any class or category of persons.
6. Saving.- Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, the Other Backward Classes, the Ex-servicemen and[भाग II—खण्ड 3(i)] भारत का राजपत्र: अक्तूबर 14, 2023/आश्विन 22, 1945 811 other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

सा.का.नि. 138.—राष्ट्रपति, संविधान के अनुच्छेद 309 के परन्तुक द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए और अखिल भारतीय भौतिक चिकित्सा एवं पुनर्वास संस्थान, बॉम्बे (वर्ग III और IV पद) भर्ती नियम 1968 को, जहाँ तक उसका संबंध अनुदेशक के पद से है, उन बातों के सिवाय अधिक्रांत करते हुए, जिन्हें ऐसे अधिक्रमण से पूर्व किया गया है या करने का लोप किया गया है, स्वास्थ्य और परिवार कल्याण मंत्रालय, अखिल भारतीय भौतिक चिकित्सा एवं पुनर्वास संस्थान, मु ंबई में अनुदेशक (ऑर्थोटिक्स) के पद पर भर्ती की पद्धति का विनियमन करने के लिए निम्नलिखित नियम बनाते हैं, अर्थात्:-

G.S.R. 138.—In exercise of the powers conferred by the proviso to article 309 of the Constitution, and in supersession of the All India Institute of Physical Medicine and Rehabilitation, Bombay (Class III and IV post) Recruitment Rules, 1968, in so far as they relate to the post of Instructors, except as respects things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment for the post of Instructor(Orthotics)in the Ministry of Health and Family Welfare, All India Institute Physical Medicine and Rehabilitation, Mumbai, namely:-
1. Short title and commencement. – (1) These rules may be called the Ministry of Health and Family Welfare, All India Institute of Physical Medicine and Rehabilitation, Mumbai, Instructor(Orthotics)(Group 'C' post) Recruitment Rules, 2023.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. Number of post, classification, level in the pay matrix. – The number of the said post, its classification and level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.
3. Method of recruitment, age-limit, qualification, etc. – The method of recruitment to said post, age limit, qualification and other matters relating to the said post shall be as specified in columns (5) to (13) of the said Schedule.
4. Disqualification. – No person, -
(a) who has entered into or contracted a marriage with a person having a spouse living ; or
(b) who, having a spouse living, has entered into or contracted a marriage with any person;
shall be eligible for appointment to the said post:
Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule.
5. Power to relax. – Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order, for reasons to be recorded in writing relax any of the provisions of these rules with respect to any class or category of persons.
6. Saving .- Nothing in these rules shall affect reservation, relaxation of age limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, Other Backward Classes, Ex-servicemen and other special categories of persons, in accordance with the orders issued by the Central Government from time to time in this regard.

1. संक्षिप्त नाम और प्रारंभ- (i) इन नियमों का संक्षिप्त नाम स्वास्थ्य और परिवार कल्याण मंत्रालय, अखिल भारतीय भौतिक चिकित्सा एवं पुनर्वास संस्थान, मुम्बई, स्टाफ कार ड्राइवर (सामान्य श्रेणी) भर्ती नियम, 2023 है।
(ii) ये राजपत्र में उनके प्रकाशन की तारीख को प्रवृत्त होंगे ।
2. पद की संख्या, वर्गीकरण और वेतन मैट्रिक्स में स्तर- उक्त पद की संख्या, उसका वर्गीकरण और उससे संलग्न वेतन मैट्रिक्स में स्तर वह होगा जो इन नियमों से उपाबद्ध उक्तअनुसूची के स्तंभ (2) से स्तंभ (4) में विनिर्दिष्ट है ।
3. भर्ती की पद्धति, आयु-सीमा, अर्हताएं, आदि- उक्त पद पर भर्ती की पद्धति, आयु-सीमा, अर्हताएं और उससे संबंधित अन्य बातें वे होंगी जो उक्त अनुसूची के स्तंभ (5) से स्तंभ (13) में विनिर्दिष्ट हैं ।
4. निरर्हता- वह व्यक्ति,-
क. जिसने ऐसे व्यक्ति से, जिसका पति या जिसकी पत्नी जीवित है, विवाह किया है या विवाह की संविदा की है;या
ख. जिसने अपने पति या अपनी पत्नी के जीवित रहते हुए किसी व्यक्ति से विवाह किया है या विवाह की संविदा की है,
उक्त पद पर नियुक्ति का पात्र नहीं होगा :
परंतु यदि के न्द्रीय सरकार का यह समाधान हो जाता है कि ऐसा विवाह, उस व्यक्ति और विवाह के अन्य पक्षकार को लागू स्वीय विधि के अधीन अनुज्ञेय है और ऐसा करने के लिए अन्य आधार हैं,तो वह किसी व्यक्ति को इस नियम के प्रवर्तन से छू ट दे सके गी ।
5. शिथिल करने की शक्ति.- जहां के न्द्रीय सरकार की यह राय है कि ऐसा करना आवश्यक या समीचीन है, वहां वह उसके लिए कारणों को लेखबद्ध करके , इन नियमों के किसी उपबंध को किसी वर्ग या प्रवर्ग के व्यक्तियों की बाबत, आदेश द्वारा शिथिल कर सके गी ।
6. व्यावृत्ति.- इन नियमों की कोई बात ऐसे आरक्षण, आयु-सीमा में छू ट और अन्य रियायतों पर प्रभाव नहीं डालेगी जिनका के न्द्रीय सरकार द्वारा इस संबंध में समय-समय पर जारी किए गए आदेशों के अनुसार अनुसूचित जातियों, अनुसूचित जनजातियों, अन्य पिछड़े वर्गों,भूतपूर्व सैनिकों और अन्य विशेष प्रवर्ग के व्यक्तियों के लिए उपबंध करना अपेक्षित है ।

सा.का.नि. 140.— राष्ट्रपति, संविधान के अनुच्छेद 309 के परन्तुक द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए और स्वास्थ्य और परिवार कल्याण मंत्रालय, अखिल भारतीय भौतिक चिकित्सा एवं पुनर्वास संस्थान, बॉम्बे (वर्ग 3 और वर्ग 4 पद) भर्ती नियम, 1968 को, जहां तक उनका संबंध कनिष्ठ आशुलिपिक के पद से है, उन बातों के सिवाय अधिक्रांत करते हुए, जिन्हें ऐसे अधिक्रमण से पूर्व किया गया है या करने का लोप किया गया है, स्वास्थ्य और परिवार कल्याण मंत्रालय के अखिल भारतीय भौतिक चिकित्सा एवं पुनर्वास संस्थान, मुम्बई में आशुलिपिक श्रेणी 2 के पद पर भर्ती की पद्धति का विनियमन करने के लिए निम्नलिखित नियम बनाते हैं, अर्थात्:-
1. संक्षिप्त नाम और प्रारंभ: (1) इन नियमों का संक्षिप्त नाम स्वास्थ्य और परिवार कल्याण मंत्रालय, अखिल भारतीय भौतिक चिकित्सा एवं पुनर्वास संस्थान, मुम्बई, आशुलिपिक श्रेणी 2 (समूह 'ग' पद), भर्ती नियम, 2023 है।
(2) ये राजपत्र में उनके प्रकाशन की तारीख को प्रवृत्त होंगे ।
2. पद की संख्या, वर्गीकरण और वेतन मैट्रिक्स में स्तर- उक्त पद की संख्या, उसका वर्गीकरण और उससे संलग्न वेतन मैट्रिक्स में स्तर वह होगा जो इन नियमों से उपाबद्ध अनुसूची के स्तंभ (2) से स्तंभ (4) में विनिर्दिष्ट है ।
3. भर्ती की पद्धति, आयु-सीमा, अर्हताएं, आदि- उक्त पद पर भर्ती की पद्धति, आयु-सीमा, अर्हताएं और उससे संबंधित अन्य बातें वे होंगी जो उक्त अनुसूची के स्तंभ (5) से स्तंभ (13) में विनिर्दिष्ट हैं ।
4. निरर्हता: वह व्यक्ति-
(क) जिसने ऐसे व्यक्ति से, जिसका पति या जिसकी पत्नी जीवित है, विवाह किया है या विवाह की संविदा की है;
या
(ख) जिसने अपने पति या अपनी पत्नी के जीवित रहते हुए, किसी अन्य व्यक्ति से विवाह किया है या विवाह की संविदा की है;
उक्त पद पर नियुक्ति का पात्र नहीं होगा :
[भाग II—खण्ड 3(i)] भारत का राजपत्र: अक्तूबर 14, 2023/आश्विन 22, 1945 823परंतु यदि के न्द्रीय सरकार का यह समाधान हो जाता है कि ऐसा विवाह, ऐसे व्यक्ति और विवाह के अन्य पक्षकार को लागू स्वीय विधि के अधीन अनुज्ञेय है और ऐसा करने के लिए अन्य आधार हैं, तो वह किसी व्यक्ति को इस नियम के प्रवर्तन से छू ट दे सके गी ।
5. शिथिल करने की शक्ति: जहां के न्द्रीय सरकार की यह राय है कि ऐसा करना आवश्यक या समीचीन है, वहां वह उसके लिए जो कारण हैं उन्हें लेखबद्ध करके , इन नियमों के किसी उपबंध को किसी वर्ग या प्रवर्ग के व्यक्तियों की बाबत, आदेश द्वारा, शिथिल कर सके गी ।
6. व्यावृत्ति: इन नियमों की कोई बात ऐसे आरक्षण, आयु-सीमा में छू ट और अन्य रियायतों पर प्रभाव नहीं डालेगी जिनका के न्द्रीय सरकार द्वारा इस संबंध में समय-समय पर जारी किए गए आदेशों के अनुसार अनुसूचित जातियों, अनुसूचित जनजातियों, अन्य पिछड़े वर्गों, भूतपूर्व सैनिकों और अन्य विशेष प्रवर्ग के व्यक्तियों के लिए उपबंध करना अपेक्षित है ।

G.S.R. 140.—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in supersession of the All India Institute of Physical Medicine and Rehabilitation, Bombay (Class III and Class IV Posts) Recruitment Rules, 1968,in so far as they relate to the post of Junior Stenographer, except as respects things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of[भाग II—खण्ड 3(i)] भारत का राजपत्र: अक्तूबर 14, 2023/आश्विन 22, 1945 825 recruitment to the post of Stenographer Grade II in the All India Institute of Physical Medicine and Rehabilitation, Mumbai, Ministry:-of Health and Family Welfare, namely:-
1. Short title and commencement.– (1) These rules may be called the Ministry of Health and Family Welfare, All India Institute of Physical Medicine and Rehabilitation, Mumbai, Stenographer Grade II (Group 'C' Post) Recruitment Rules, 2023.
(2)They shall come into force on the date of their publication in the Official Gazette.
2. Number of post, classification and level in pay matrix. – The number of the said post, its classification and level in the pay matrix attached there to shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.
3. Method of recruitment, age-limit, qualifications, etc.–The method of recruitment, age-limit, qualifications and other matters relating to the said post shall be as specified in columns(5) to (13) of the said Schedule.
4. Disqualification. –No person,-
a. Who has entered into or contracted a marriage with a person having a spouse living; or
b. who, having a spouse living, has entered into or contracted a marriage with any person,
shall be eligible for appointment to the said post:
Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule.
5. Power to relax. – Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order and for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any class or category of persons.
6. Saving- Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, the Other Backward Classes, the Ex-servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

सा.का.नि. 142.—राष्ट्रपति, संविधान के अनुच्छेद 309 के परन्तुक द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए और सफ़दरजंग अस्पताल, नई दिल्ली,दृष्टिविज्ञानी (समूह 'ख' पद) भर्ती नियम,2014 को,उन बातों के सिवाय अधिक्रांत करते हुए,जिन्हें ऐसे अधिक्रमण से पूर्व किया गया है या करने का लोप किया गया है,सफ़दरजंग अस्पताल, नई दिल्ली में स्वास्थ्य और परिवार कल्याण मंत्रालय में दृष्टिविज्ञानी के पद पर भर्ती की पद्धति का विनियमन करने के लिए निम्नलिखित नियम बनाते हैं,अर्थात्:-
1. संक्षिप्त नाम और प्रारंभ- (1) इन नियमों का संक्षिप्त नाम स्वास्थ्य और परिवार कल्याण मंत्रालय,सफ़दरजंग अस्पताल, नई दिल्ली,दृष्टिविज्ञानी,(समूह 'ख' पद),भर्ती नियम, 2023 है।
(2) ये राजपत्र में उनके प्रकाशन की तारीख को प्रवृत्त होंगे।
2. पद की संख्या, वर्गीकरण और वेतन मैट्रिक्स में स्तर - उक्तपद की संख्या,उसका वर्गीकरण और इससे संलग्न वेतन मैट्रिक्स में स्तर वह होगा जो इन नियमों से उपाबद्ध अनुसूची के स्तंभ (2) से स्तंभ (4) में विनिर्दिष्ट है।
3. भर्ती की पद्धति,आयु-सीमा,अर्हताएं,आदि- उक्त पद पर भर्ती की पद्धति,आयु-सीमा,अर्हताएं और उससे संबंधित अन्य बातें वे होंगी जो उक्त अनुसूची के स्तंभ (5) से स्तंभ (13) में विनिर्दिष्ट हैं।
4. निरर्हता: वह व्यक्ति-
(क) जिसने ऐसे व्यक्ति से, जिसका पति या जिसकी पत्नी जीवित है,विवाह किया है या विवाह की संविदा की है; या
(ख) जिसने अपने पति या अपनी पत्नी के जीवित रहते हुए, किसी व्यक्ति से विवाह किया हैया विवाह की संविदा की है;
उक्त पद पर नियुक्ति का पात्र नहीं होगा:
परंतु यदि के न्द्रीय सरकार का यह समाधान हो जाता है कि ऐसा विवाह उस व्यक्ति और विवाह के अन्य पक्षकार को लागू स्वीय विधि के अधीन अनुज्ञेय है और ऐसा करने के लिए अन्य आधार हैं, तो वह किसी व्यक्ति को इस नियम के प्रवर्तन से छू ट दे सके गी।
5. शिथिल करने की शक्ति: जहां के न्द्रीय सरकार की यह राय है कि ऐसा करना आवश्यक या समीचीन है, वहां वह उसके लिए जो कारण हैं उन्हें लेखबद्ध करके और संघ लोक सेवा आयोग से परामर्श करके , इन नियमों के किसी उपबंध को किसी वर्ग या प्रवर्ग के व्यक्तियों की बाबत,आदेश द्वारा शिथिल कर सके गी।
6. व्यावृत्ति: इन नियमों की कोई बात ऐसे आरक्षण, आयु-सीमा में छू ट और अन्य रियायतों पर प्रभाव नहीं डालेगी, जिनका के न्द्रीय सरकार द्वारा इस संबंध में समय-समय परजारी किए गए आदेशों के अनुसार अनुसूचित जातियों, अनुसूचित जन जातियों, अन्य पिछड़े वर्गों, भूत पूर्व सैनिकों और अन्य विशेष प्रवर्ग के व्यक्तियों के लिए उपबंध करना अपेक्षित है।

G.S.R. 142.—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in supersession of the Safdarjung Hospital, New Delhi ( Optometrist – Group 'B' Post) , Recruitment Rules, 2014, except as respects things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment to the posts of Optometrist in the Safdarjung Hospital, New Delhi, Ministry of Health and Family Welfare, namely:-
1. Short title and commencement. – (1) These rules may be called the Ministry of Health and Family Welfare Safdarjung Hospital, New Delhi, Optometrist ( Group 'B' Post) Recruitment Rules, 2023.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. Number of posts, classification and level in pay matrix. – The number of the said posts, its classification and level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the said Schedule annexed to these rules.
3. Method of recruitment, age-limit, qualifications, etc. – The method of recruitment, age-limit, qualifications and other matters relating to the said posts shall be as specified in columns (5) to (13) of the said Schedule.
4. Disqualification. – No person, -
(a) who has entered into or contracted a marriage with a person having a spouse living ; or (b) who, having a spouse living, has entered into or contracted a marriage with any person, shall be eligible for appointment to the said posts:

5. Power to relax. – Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order and for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any class or category of persons.
6. Saving .- Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, the Other Backward Classes, the Ex-servicemen and other special categories of person in accordance with the orders issued by the Central Government from time to time in this regard.

G.S.R. 143.—In exercise of the powers conferred by proviso to article 309 of the Constitution, and in supersession of the National Library, Calcutta, Ministry of Tourism & Culture, Department of Culture, (Group 'C' and Group 'D' posts) Recruitment Rules, 2000, in so far as they relate to the post of the Lower Division Clerk, except as respects things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment to the post of Lower Division Clerk in Ministry of Culture, National Library, Kolkata , namely : -
1. Short title and commencement.– (a) These rules may be called the Ministry of Culture, National Library, Kolkata, Lower Division Clerk Recruitment Rules, 2023.
(b) They shall come into force on the date of their publication in the Official Gazette.
2. Number of post, classification and level in pay matrix.–The number of post, its classification and level in pay matrix thereto shall be a specified in columns (2) to (4) of the Schedule annexed to these rules.
3. Method of recruitment, age-limit, other qualifications, etc.–The method of recruitment, age- limit, qualifications and other matters relating to the said post shall be as specified in columns (5) to (13) of the said Schedule.
[भाग II—खण्ड 3(i)] भारत का राजपत्र: अक्तूबर 14, 2023/आश्विन 22, 1945 8374. Disqualification.– No person, –
(a) who has entered into or contracted a marriage with a person having a spouse living, or
(b) who, having a spouse living, has entered into or contracted a marriage with any person,
shall be eligible for appointment to the said post:
Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule.
5. Power to relax.–Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order and for reasons to be recorded in writing and in consultation with the Staff Selection Commission, relax any of the provisions of these rules with respect to any class or category of persons.
6. Saving.–Nothing in these rules shall affect reservations, relaxation of age-limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, ex-servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

के पद से है, उन बातों के सिवाय अधिक्रांत करते हुए, जिन्हें ऐसे अधिक्रमण से पूर्व किया गया है या करने का लोप किय
गया है, उपभोक्ता मामले, खाद्य और सार्वजनिक वितरण मंत्रालय, खाद्य और सार्वजनिक वितरण विभाग, भंडारण और
अनुसंधान प्रभाग में प्रयोगशाला सहायक के पद पर भर्ती की पद्धति का विनियमन करने के लिए निम्नलिखित नियम बनाते
हैं, अर्थात्:-
1. संक्षिप्त नाम और प्रारंभ. - (1) इन नियमों का संक्षिप्त नाम उपभोक्ता मामले, खाद्य और सार्वजनिक वितरण मंत्रालय,
खाद्य और सार्वजनिक वितरण विभाग, भंडारण और अनुसंधान प्रभाग, प्रयोगशाला सहायक (समूह 'ग' पद)
भर्ती नियम, 2023 है।
[भाग II—खण्ड 3(i)] भारत का राजपत्र: अक्तूबर 14, 2023/आश्विन 22, 1945 839(2) ये राजपत्र में उनके प्रकाशन की तारीख को प्रवृत्त होंगे।
2. पद-संख्या, वर्गीकरण और वेतन मैट्रिक्स में स्तर. – उक्त पद संख्या, उसका वर्गीकरण और इससे संलग्न वेतन मैट्रिक्स में स्तर वह होगा, जो इन नियमों से उपाबद्ध अनुसूची के स्तंभ (2) से स्तंभ (4) में विनिर्दिष्ट हैं।
3. भर्ती की पद्धति, आयु-सीमा, अर्हताएं आदि. - उक्त पद पर भर्ती की पद्धति, आयु-सीमा, अर्हताएं और उससे संबंधित अन्य बातें वे होंगी, जो उक्त अनुसूची के स्तंभ (5) से स्तंभ (13) में विनिर्दिष्ट हैं।
4. निरर्हता. - वह व्यक्ति -
(क) जिसने ऐसे व्यक्ति से, जिसका पति या जिसकी पत्नी जीवित है, विवाह किया है, या विवाह की संविदा की है;
या
(ख) जिसने अपने पति या अपनी पत्नी के जीवित रहते हुए किसी व्यक्ति से विवाह किया है, या विवाह की संविदा की है,
उक्त पद पर नियुक्ति का पात्र नहीं होगा :
परन्तु यदि के न्द्रीय सरकार का यह समाधान हो जाता है कि ऐसा विवाह ऐसे व्यक्ति और विवाह के अन्य पक्षकार को लागू स्वीय विधि के अधीन अनुज्ञेय है और ऐसा करने के लिए अन्य आधार हैं तो वह किसी व्यक्ति को इस नियम के प्रवर्तन से छू ट दे सके गी।
5. शिथिल करने की शक्ति. - जहां के न्द्रीय सरकार की यह राय है कि ऐसा करना आवश्यक या समीचीन है, वहां वह उसके लिए जो कारण हैं, उन्हें लेखबद्व करके इन नियमों के किसी उपबंध को वर्ग या प्रवर्ग के व्यक्तियों की बाबत, आदेश द्वारा शिथिल कर सके गी।
6. व्यावृत्ति. - इन नियमों की कोई बात, ऐसे आरक्षण, आयु-सीमा में छू ट और अन्य रियायतों पर प्रभाव नहीं डालेगी, जिनका के न्द्रीय सरकार द्वारा इस संबंध में समय-समय पर जारी किए गए आदेशों के अनुसार अनुसूचित जातियों, अनुसूचित जनजातियों, अन्य पिछड़े वर्गों, भूतपूर्व सैनिकों और अन्य विशेष प्रवर्ग के व्यक्तियों के लिए उपबंध करना अपेक्षित है।

1. Short title and commencement. - (1) These rules may be called Ministry of Consumer Affairs, Food and Public Distribution, Department of Food and Public Distribution, Storage and Research Division, Fumigation Assistant Recruitment Rules, 2023.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. Number of posts, classification and level in pay matrix. - The number of said post, its classification and level in the pay matrix attached thereto shall be specified in columns (2) to (4) of the Schedule annexed to these rules.
3. Method of recruitment, age-limit, qualifications, etc. - The method of recruitment, age-limit, qualifications and other matters relating thereto shall be as specified in columns (5) to (13) of the aforesaid Schedule.
4. Disqualification. - No person, –
(a) who has entered into or contracted a marriage with a person having a spouse living; or
(b) who, having a spouse living, has entered into or contracted a marriage with any person,
shall be eligible for appointment to the said post:
Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for doing so, exempt any person from the operation of this rule.
5. Power to relax. - Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order, and for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any class or category of persons.
6. Saving. - Nothing in these rules shall affect the reservations, relaxation of age-limit and other concessions required to be provided to the Scheduled Castes, the Scheduled Tribes, the Other Backward Classes, the Ex- servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

सा.का.नि. 146.—राष्ट्रपति, संविधान के अनुच्छेद 309 के परन्तुक द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए और के न्द्रीय भूजलबोर्ड,(सहायक कार्यपालक इंजीनियर) भर्ती नियम, 2004 को उन बातो के सिवाय अधिक्रांत करते हुए जिन्हे ऐसे अधिक्रमण से पूर्व किया गया है, या करने से लोप किया है, जल संसाधन नदी विकास और गंगा संरक्षण विभाग, जल शक्ति मंत्रालय, मेंसहायक कार्यपालक इंजीनियर के पदों पर भर्ती की पद्धति का विनियमन करने के लिए निम्नलिखित नियम बनाती है, अर्थात्-
1. संक्षिप्त नाम और प्रारम्भ.- (1) इन नियमों का संक्षिप्त नाम जल शक्ति मंत्रालय, जल संसाधन, नदी विकास और गंगा संरक्षण विभाग,के न्द्रीय भूजल बोर्ड,सहायक कार्यपालक इंजीनियर (समूह''क'' पद) भर्ती नियम, 2023 है।
(2) ये राजपत्र में प्रकाशन की तारीख को प्रवृत्त होंगे।
2. पद संख्या, वर्गीकरण और वेतन मैट्रिक्स में स्तर.- पदों की संख्या, उनका वर्गीकरण और वेतन मैट्रिक्स में स्तर वे होंगे जो इन नियमों से उपाबद्ध अनुसूची के स्तंभ (2) सेस्तंभ (4) में विनिर्दिष्ट हैं।
3. भर्ती की पद्धति, आयु सीमा, अर्हताएं आदि.- उक्त पद पर भर्ती की पद्धति, आयु सीमा, अर्हताएं और उससे संबंधित अन्य बातें वे होगी जो उक्त अनुसूची के स्तंभ (5) से स्तंभ (13) में विनिर्दिष्ट है।
4. निरर्हता.- वह व्यक्ति-
(क) जिसने ऐसे व्यक्ति से 'जिसका पति या जिसकी पत्नी जीवित है, विवाह किया है, या विवाह की सविदा की है' या;

उक्त पद पर नियुक्ति का पात्र नहीं होगा:
परन्तु यदि कें द्र सरकार का यह समाधानहो जाता है कि ऐसा विवाह ऐसे व्यक्ति और विवाह के अन्य पक्षकार को लागू स्वीकार्य विधि के अधीन अनुज्ञेय है और ऐसा करने के लिए अन्य आधार हैं तो वह किसी व्यक्ति को इस नियम के प्रवर्तन से छू ट दे सके गी।
5. शिथिल करने की शक्ति.- जहाँ कें द्र सरकार की यह राय है कि ऐसा करना आवश्यक या समीचीन है, वहां वह उसके लिए जो कारण हैं, उन्हे लेखबद्ध करके , तथा संघ लोक आयोग से परामर्श करके इन नियमों के किसी उपबंध को किसी वर्ग या प्रवर्ग से व्यक्तियो की बाबत, आदेश द्वारा शिथिल कर सके गी।
6 व्यावृत्ति.- इन नियमों की कोई भी बात, ऐसे आरक्षण, आयु-सीमा में छू ट और अन्य रियायतों पर प्रभाव नही डालेगी, जिनका कें द्र सरकार द्वारा इस संबंध में समय-समय पर जारी किए गए आदेशों के अनुसार अनुसूचित जातियों,अनुसूचित जनजातियों, अन्य पिछडें वर्गो, भूतपूर्व सैनिकों और अन्य विशेष प्रवर्ग के व्यक्तियों के लिए उपबंध करना अपेक्षित है।

| Promotion: - Assistant Engineer and Driller-in-charge in Level-8 (Rs. 47600-151100) of the pay matrix with four years of regular service in the grade and having successfully completed following six weeks training from National Ground Water Training Research Institute or in any other National level Institute: (1.)two weeks training on water well construction technology and management; (2.)two weeks training on material management; and (3.)two weeks training on maintenance management. Note 1: The eligibility service for promotion shall continue to be two years regular service in the grade in the case of incumbents holding the feeder posts of Assistant Engineer or Driller-in-charge,as on the date of notification of these rules. Note 2: The eligibility list for promotion shall be prepared with reference to the date of completion by the officers of the prescribed qualifying service in the respective grade or post. Note 3: Where juniors who have completed their qualifying or eligibility service are being considered for promotion, their seniors would also be considered provided they are not short of the requisite qualifying or eligibility service by more than half of such qualifying or eligibility service or two years, whichever is less and have successfully completed their probation period for promotion to the next higher grade along with their juniors who have already completed such qualifying or eligibility service. सा.का.नि. 147.—राष्ट्रपति, संविधान के अनुच्छेद 309 के परंतुक द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए और जल संसाधन मंत्रालय, कमान क्षेत्र विकास (समूह क पद) भर्ती निमय, 2013 को, जहां तक कि उनका संबंध ज्येष्ठ संयुक्त आयुक्त (कृ षि विद्या) के पद से है, उन बातों के सिवाए अधिक्रांत करते हुए, जिन्हें ऐसे अधिक्रमण से पहले किया गया है, या करने का लोप किया गया है, जल शक्ति मंत्रालय के अधीन, जल संसाधन नदी विकास और गंगा संरक्षण विभाग, कमान क्षेत्र विकास में ज्येष्ठ संयुक्त आयुक्त (कृ षि विद्या) के पद पर भर्ती की पद्धति का विनियमन करने के लिए निम्नलिखित नियम बनाते है, अर्थात:-
1. संक्षिप्त नाम और प्रारंभ - (1) इन नियमों का संक्षिप्त नाम जल शक्ति मंत्रालय, जल संसाधन, नदी विकास और गंगा संरक्षण विभाग, (समूह 'क' पद) भर्ती नियम, 2023 है।
(2) ये राजपत्र में प्रकाशन की तारीख को प्रवृत्त होंगे।
2. पदों की संख्या, वर्गीकरण और वेतन मैट्रिक्स में स्तर- पद की संख्या, उसका वर्गीकरण, और वेतन मैट्रिक्स में स्तर वह होगा जो इन नियमों के उपाबह अनुसूची के स्तंभ (2) से स्तंभ (4) में विनिर्दिष्ट हैं।
3. भर्ती की पद्धति, आयु-सीमा, अर्हताएं आदि- भर्ती की पद्धति, आयु-सीमा, अर्हताएं और उससे संबंधित अन्य बातें वह होंगी जो उपाबह की अनुसूची के स्तंभ (5) से स्तंभ (13) में विनिर्दिष्ट हैं।
4. निरर्हता- वह व्यक्ति –
(क) जिसने ऐसे व्यक्ति से जिसका पति या जिसकी पत्नी जीवित है, विवाह किया है या विवाह की संविदा की है;
या
(ख) जिसने अपने पति या अपनी पत्नी के जीवित रहते हुए किसी व्यक्ति से विवाह किया है या विवाह की संविदा की है,
उक्त पद पर नियुक्ति का पात्र नहीं होगा:
परंतु यदि कें द्रीय सरकार का यह समाधन हो कि ऐसा विवाह उस व्यक्ति और विवाह के अन्य पक्षकार को लागू स्वीय विधि के अधीन अनुज्ञेय है और ऐसा करने के लिए अन्य आधार हैं तो वह किसी व्यक्ति को इस नियम के प्रवर्तन से छू ट दे सके गी।
5. शिथिल करने की शक्ति- जहां कें द्रीय सरकार की यह राय है कि ऐसा करना आवश्यक या समीचीन है, वहां वह उसके जो कारण हैं, उन्हें लेखबह करके तथा संघ लोक सेवा आयोग से परामर्श करके , इन नियमों के किसी उपबंध को किसी वर्ग या प्रवर्ग के व्यक्तियों की बाबत, आदेश द्वारा शिथिल कर सके गी।
6. व्यावृत्ति- इन नियमों की कोई बात ऐसे आरक्षण, आयु-सीमा में छू ट और अन्य रियायतों पर प्रभाव नहीं डालेगी, जिनका कें द्रीय सरकार द्वारा इस संबंध में समय-समय पर जारी किए गए आदेशों के अनुसार अनुसूचित जातियों, अनुसूचित जनजातियों, अन्य पिछड़े वर्गों, भूतपूर्व सैनिकों और अन्य विशेष प्रवर्ग के व्यक्तियों के लिए उपबंध करना अपेक्षित है।

G.S.R. 147.—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in supersession of the Ministry of Water Resources, Command Area Developmentposts Recruitment Rules, 2013, in so far as it relates to the post of Senior Joint Commissioner (Agricultural Discipline) except as respects things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment to the post of Senior Joint Commissioner (Agricultural Discipline) in the Command Area Development, Department of Water Resources, River Development and Ganga Rejuvenation under the Ministry of Jal Shakti, , namely:-
Short title and commencement. - (1) These rules may be called the Ministry of Jal Shakti, Department of Water Resources, River Development and Ganga Rejuvenation, Command Area Development (Group 'A' Posts) Recruitment Rules, 2023.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. Number of posts, classification and level in pay matrix. - The number of post, its classification and level in the pay matrix attached thereto, shall be as specified in columns (2) to (4) of theSchedule annexed to these rules.
3. Method of recruitment, age-limit, qualifications, etc. – The method of recruitment, age-limit, qualifications and other matters relating thereto, shall be as specified in columns (5) to (13) of the annexed Schedule.
4. Disqualification. – No person,
(a) who has entered into or contracted a marriage with a person having a spouse living; or
(b) who, having a spouse living, has entered into or contracted a marriage with any person,
shall be eligible for appointment to the said posts:
Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule.

Power to relax. – Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order, for reasons to be recorded in writing and in consultation with the Union Public Service Commission, relax any of the provision of these rules with respect to any class or category of persons.
6. Saving. – Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required to be provided for the Scheduled Castes, the Schedules Tribes, the Other Backward Classes, ex-servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.
