सं.10/14/2018-यू3(ए)—जबकि, रासायनिक प्रौद्योगिकी संस्थान (समवत विश्वविद्यालय), मु ंबई, महाराष्ट्र ने मराठवाड़ा, जालना, महाराष्ट्र और भुवनेश्वर, ओडिशा में दो ऑफ-कैं पस कें द्र शुरू करने के लिए दिनांक 25.07.2018 को आवेदन प्रस्तुत किया था।
2. और जबकि, समवत विश्वविद्यालय संस्थान के आवेदन की जांच विश्वविद्यालय अनुदान आयोग द्वारा अपनी विशेषज्ञ समितियों के माध्यम से की गई थी। समिति ने समग्र मूल्यांकन के बाद यह सिफारिश की कि कतिपय शर्तों के साथ जालना (महाराष्ट्र और भुवनेश्वर (ओडिशा)) में ऑफ-कैं पस कें द्र शुरू करने के लिए रासायनिक प्रौद्योगिकी संस्थान (समवत विश्वविद्यालय), मु ंबई को आशय पत्र (एलओआई) जारी किया जाए। विश्वविद्यालय अनुदान आयोग विशेषज्ञ समिति की सिफारिशों को विश्वविद्यालय अनुदान आयोग के अध्यक्ष द्वारा स्वीकार कर लिया गया।
3. और जबकि, विश्वविद्यालय अनुदान आयोग की सलाह पर विचार करते हुए मंत्रालय ने रासायनिक प्रौद्योगिकी संस्थान (समवत विश्वविद्यालय), मु ंबई को यूजीसी (समवत विश्वविद्यालय संस्थान) विनियम, 2019 के अनुसार अपने समझौता ज्ञापन/नियमावली को संशोधित करने, आवश्यक प्रशासनिक और शैक्षिक सुविधाओं के सृजन, शिक्षक आवास, छात्रावासों, खेल और स्वास्थ्य परिचर्या सुविधाओं के लिए आवश्यक व्यवस्था करने, उपकरणों, पुस्तकों और पत्रिकाओं की खरीद और जालना (महाराष्ट्र) व भुवनेश्वर (ओडिशा) में प्रस्तावित दोनों ऑफ-कै म्पसों में शिक्षण और गैर-शिक्षण कर्मचारियों की पहचान करने के लिए आशय पत्र (एलओआई) जारी किया है।
4. और आगे जबकि, समवत विश्वविद्यालय संस्थान द्वारा दिनांक 22.04.2022 के पत्र सं.आईसीटी/वीसी/एबीपी/253 के माध्यम से प्रस्तुत अनुपालन रिपोर्ट सत्यापन और सलाह हेतु यूजीसी को अग्रेषित की गई थी। इसके जवाब में, अध्यक्ष, यूजीसी ने दिनांक 26.12.2023 के अपने पत्र संख्या 30-6/2018 (सीपीपी-आई/डीयू) के माध्यम से, मराठवाड़ा, जालना (महाराष्ट्र) और भुवनेश्वर (ओडिशा) में रासायनिक प्रौद्योगिकी संस्थान (समवत विश्वविद्यालय), मु ंबई के ऑफ-कैं पस कें द्रों के लिए कार्योत्तर अनुमोदन से संबंधित मुद्दों की जांच हेतु एक विशेषज्ञ समिति का गठन किया है।
5. और जबकि, समिति ने प्रस्तावित ऑफ-कैं पस कें द्रों का वचु र्अल दौरा करने, संस्थान के रिकॉर्ड का सत्यापन करने और समवत विश्वविद्यालय संस्थान की प्रस्तुति के आधार पर यह पाया कि प्रस्तावित ऑफ-कैं पस कें द्र ऑफ-कैं पस की स्थापना हेतु सूचीबद्ध कु छेक मानदंडों जैसे प्रत्यायन, रैंकिं ग, संबंधित नियामक निकाय का अनुमोदन, आदि को पूरा करते हैं। तथापि, समिति ने निम्नलिखित कमियों का संज्ञान लिया:
i. मराठवाड़ा, जालना परिसर में के वल 476 छात्र और 23 संकाय सदस्य हैं, जबकि यूजीसी विनियम, 2023 के अनुसार ऑफ-कैं पस बनने के लिए न्यूनतम 1000 छात्रों की आवश्यकता है, जिनमें से 50 शिक्षकों के साथ कम से कम प्रत्येक पांचवां छात्र स्नातकोत्तर या शोध छात्र हो।
iii. भुवनेश्वर परिसर में के वल 478 छात्र और 25 संकाय सदस्य हैं, जबकि यूजीसी विनियम, 2023 के अनुसार ऑफ-कैं पस बनने के लिए न्यूनतम 1000 छात्रों की आवश्यकता है, जिनमें से 50 शिक्षकों के साथ कम से कम प्रत्येक पांचवां छात्र स्नातकोत्तर या शोध छात्र हो।
iii. भुवनेश्वर परिसर की लीज अवधि पहले ही समाप्त हो चुकी है। रासायनिक प्रौद्योगिकी संस्थान, मु ंबई लीज करार का नवीकरण करके लीज की अवधि को कम से कम 30 वर्ष तक बढ़ा सकता है।
iv. संगम ज्ञापन यूजीसी (समवत विश्वविद्यालय संस्थान) विनियम, 2023 के अनुरूप नहीं है।
6. और आगे जबकि, समिति ने उपरोक्त समुक्तियां करते हुए सिफारिश की है कि यदि वह उपयु र्क्त कमियों को दूर करता है तो विश्वविद्यालय अनुदान आयोग शिक्षा मंत्रालय को मराठवाड़ा और भुवनेश्वर में रासायनिक प्रौद्योगिकी संस्थान (समवत विश्वविद्यालय), मु ंबई के ऑफ-कैं पस के लिए कार्योत्तर अनुमोदन प्रदान करने और 2018-19 से 2022-23 तक उत्तीर्ण छात्रों की डिग्री को वैधता प्रदान करने के लिए16 भारत का राजपत्र, जनवरी 20, 2024 (पौष 30, 1945) [भाग I—खण्ड 1 सलाह दे सकता है। यूजीसी विशेषज्ञ समिति की सिफारिशों पर आयोग द्वारा दिनांक 07.12.2023 को आयोजित 575वीं बैठक (मद संख्या 2.08) में विचार किया गया और अनुमोदित किया गया।
7. अब, इसलिए, यूजीसी अधिनियम, 1956 की धारा 3 के तहत प्रदत्त शक्तियों का प्रयोग करते हुए, कें द्र सरकार यूजीसी की सलाह पर मराठवाड़ा, जालना (महाराष्ट्र) और भुवनेश्वर (ओडिशा) में ऑफ-कैं पस सेंटर शुरू करने के लिए रासायनिक प्रौद्योगिकी संस्थान (समवत विश्वविद्यालय), मु ंबई को शैक्षणिक वर्ष 2018-19 से 2022-23 बैचों के दौरान इन परिसरों में प्रवेशित/उत्तीर्ण छात्रों की डिग्री को विधिवत मान्य करते हुए कार्योत्तर अनुमोदन प्रदान करती है। यह अनुमोदन इस शर्त के अध्यधीन है कि संस्थान यूजीसी विशेषज्ञ समिति द्वारा इंगित कमियों को समयबद्ध ढंग से ठीक करेगा।
8. इस मंत्रालय की पूर्ववर्ती अधिसूचनाओं में उल्लिखित अन्य सभी शर्तों के साथ-साथ समय-समय पर यूजीसी और अन्य सांविधिक परिषदों द्वारा जारी नियमावली/विनियमों का रासायनिक प्रौद्योगिकी संस्थान (समवत विश्वविद्यालय), मु ंबई द्वारा पालन जारी रहेगा।

New Delhi, the 9th January 2024
No. 10/14/2018-U3(A)—Whereas, Institute of Chemical Technology (Deemed to be University), Mumbai, Maharashtra had submitted application on 25.07.2018 for starting two Off-Campus Centres at Marathwada, Jalna, Maharashtra and Bhubaneswar, Odisha.
2. And whereas, the application of the Institution deemed to be University was examined by UGC through its Expert Committees. The Committee, after overall assessment, recommended that Letter of Intent (LoI) may be issued to Institute of Chemical Technology (Deemed to be University), Mumbai for starting off-campus centres at Jalna (Maharashtra) and Bhubaneswar (Odisha) with certain conditions. The recommendations of the UGC Expert Committee were accepted by the Chairman, UGC.
3. And whereas, considering the advice of UGC, the Ministry, issued Letter of Intent (LoI) to Institute of Chemical Technology (Deemed to be University), Mumbai for revising its MoA/Rules, creation of necessary administrative and academic facilities, making necessary arrangements for teacher accommodation, student hostels, sports and healthcare facilities, procurement of equipment, books and journals and identification of the teaching & non teaching staff in both the proposed off-campuses at Jalna (Maharashtra) and Bhubaneswar (Odisha) as per the UGC (Institutions Deemed to be Universities) Regulations, 2019.
4. And further whereas, the compliance report submitted by the Institution deemed to be University, vide letter No. ICT/VC/ABP/253 dated 22.04.2022, were forwarded to UGC for verification and advice. In response, UGC, vide its letter No.30-6/2018 (CPP-I/DU) dated 26.12.2023, the Chairman, UGC constituted an Expert Committee to look into the issues related to ex-post facto approval for the off-campus centres of Institute of Chemical Technology (Deemed to be University), Mumbai at Marathwada, Jalna (Maharashtra) and Bhubaneswar (Odisha).
5. And whereas, the Committee, after conducting the virtual visit of the proposed off-campus centres, verifying the records of the Institution and based on the presentation of the Institution deemed to be University, observed that the proposed off-campus centres meet some of the criteria listed for the establishment of off-campus such as accreditation, ranking, approval of regulatory body concerned, etc. However, the following deficiencies were noticed by the Committee:
i. There are only 476 students and 23 faculty members in the Marathwada, Jalna campus, whereas the requirement as per UGC Regulations, 2023 is minimum of 1000 students of which not less than one-fifth of the students are post-graduate or research students with 50 teachers to become off-campus.
ii. There are only 478 students and 25 faculty members in the Bhubaneswar campus, whereas the requirement as per UGC Regulations, 2023 is minimum of 1000 students of which not less than one-fifth of the students are post-graduate or research students to become off-campus.
iii. Lease period of Bhubaneswar campus already expired. Institute of Chemical Technology, Mumbai may extend the lease period for not less than 30 years by renewing the lease agreement.
iv. MoA is not in accordance with UGC (Institutions Deemed to be Universities) Regulations, 2023.
6. And further whereas, the Committee, while making the above observations, recommended that the UGC may advise the Ministry of Education for granting ex-post facto approval for the off-campuses of the Institute of Chemical Technology (Deemed to be University), Mumbai at Marathwada and Bhubaneswar and validation of the degrees of the students passed out from 2018-19 to 2022-23 if it rectifies the above-mentioned deficiencies. The recommendations of the UGC Expert Committee were considered and approved by the Commission in its 575th meeting (Item No 2.08) held on 07.12.2023.
7. Now, therefore, in exercise of the powers conferred under Section 3 of the UGC Act, 1956, the Central Government, on the advice of UGC, hereby accords ex-post facto approval to Institute of Chemical Technology (Deemed to be University), Mumbai for starting Off-Campus Centre at Marathwada, Jalna (Maharashtra) and Bhubaneswar (Odisha) duly validating the degrees of the students admitted/passed out in these Campuses during Academic Year 2018-19 to 2022-23 batches. This approval is further subject to condition that the Institution shall rectify the deficiencies pointed out by the UGC Expert Committee in a time bound manner.
8. All other conditions mentioned in the earlier Notification(s) of this Ministry as well as the Rules / Regulations of UGC and other Statutory Councils, issued from time to time, shall continue to be adhered by Institute of Chemical Technology (Deemed to be University), Mumbai.
