2. तदर्थ नियुक्ति को दिनांक 31.12.2023 से आगे बढ़ाने की अवधि निम्नलिखित शर्तों के अधीन होगी:—

i. तदर्थ नियुक्ति से नियुक्त व्यक्तियों को ग्रेड में अनिश्चित काल तक बने रहने या नियमित नियुक्ति के लिए अनुभाग अधिकारियों की चयन सूची में शामिल होने या सीएसएस के अनुभाग अधिकारियों के ग्रेड में वरिष्ठता का दावा करने या अगले उच्च ग्रेड पद पर पदोन्नति या एनएफएस प्रदान करने का कोई अधिकार नहीं मिलेगा। ।

ii. जिन अधिकारियों ने अभी तक लेवल बी प्रशिक्षण पूरा नहीं किया है, उन्हें नियमित पदोन्नति से पहले कार्मिक एवं प्रशिक्षण विभाग द्वारा नामांकित होने पर इसमें भाग लेना होगा। ऐसा करने में विफल रहने पर उनके मूल ग्रेड अर्थात सहायक अनुभाग अधिकारी ग्रेड में वापसी सहित प्रशासनिक कार्रवाई हो सकती है।

iii. तदर्थ पदोन्नति की अवधि का विस्तार आरक्षण मामलों में माननीय उच्चतम न्यायालय के समक्ष लंबित सिविल अपील संख्या 629/2022 और अन्य संबंधित मामलों के परिणाम और किसी भी संबंधित मामले में किसी सक्षम न्यायालय के आदेश और किसी भी सक्षम न्यायालय के समक्ष लंबित एसओ/एएसओ/एसएसए ग्रेड में पदोन्नति/ वरिष्ठता के मामले के अधीन रहेगा।

iv. कार्मिक एवं प्रशिक्षण विभाग के दिनांक 26.06.2023 के कार्यालय ज्ञापन सं. 6/20/2022-सीएस.I (एस) में निहित अन्य नियम और शर्तें तदर्थ पदोन्नति की अवधि के इस विस्तार पर लागू होंगी।

ii. The officers who have not yet completed the Level B training shall have to attend the same as and when nominated by DoP&T before regular promotion. Failure to do so may attract administrative action including reversion to their substantive grade i.e. ASO grade.

iii. The extension of term of ad-hoc promotion will remain subject to outcome in Civil Appeal No. 629/2022 and other related cases pending before the Hon'ble Supreme Court in reservation matters and the orders of any competent court in any connected matters and seniority/promotion matters in SO/ASO/SSA grades pending before any competent court.

iv. The other terms and conditions as contained in Department of Personnel and Training's O.M.No.6/20/2022- CS.I (S), dated 26.06.2023 shall apply to this extension of term of ad-hoc promotion.

No. A-32014/1/2024-ADMN-I-MoHUA—In pursuance of Department of Personnel and Training's OM No. 6/11/2023-CS.I(S) dated 14.12.2023, the President of India is pleased to appoint the following officers of Ministry of Housing and Urban Affairs in the grade of Section Officer of Central Secretariat Service (CSS) on regular basis for the Select List Year 2021 & 2022 against LDCE Quota with effect from the date of assumption of charge mentioned against their names:—

Section Officer Select List Year 2021 (Exam Quota):

Section Officer Select List Year 2022 (Exam Quota):

2. The appointment of the above mentioned officers shall be subject to the outcome of the following Court cases and also as per any other order by any competent court in any of the connected matters:—

i. Civil Appeal No. 629/2022 in Hon'ble Supreme Court of India and connected matters (Jarnail Singh batch of cases);

ii. SLP No. 30621/2011 in the Hon'ble Supreme Court of India;

iii. SLP No. 31288/2017 in the Hon'ble Supreme Court of India; and,

iv. Any other court cases before/orders of the competent courts of law having bearing on the results of the examinations under reference.
