संकल्प सं. 8-1/2022-एसएंडआई (ई-381310)—भारत के राजपत्र में दिनांक 31 जनवरी, 2014 के पत्र के माध्यम से अधिसूचित और प्रकाशित संकल्प 8-12/2000-एसएंडआई दिनांक 08 मई, 2000 के जरिए के न्रीय पूल खरीद के लिए माइनर मिलेट्स (श्री अन्न) सहित खाद्यान्नों के एक समान विनिदेशों को तैयार करने के लिए सरकार को सुझाव/सिफारिश करने के संबंध में पुनर्गर्ठत की गई समिति का दोबारा गठन करने का निर्णय लिया गया है। पुनर्गर्ठत समिति का ब्यौरा निम्नानुसार है:—

खरीफ और रबी विपणन मौसम के लिए के न्रीय पूल खरीद हेतु माइनर मिलेट्स (श्री अन्न) सहित खाद्यान्नों के एक समान विनिदेशों को तैयार करने हेतु सुझाव/सिफारिश देना।
3. इसके अतिरिक्त, समिति की बैठक आवश्यकतानुसार अर्थात् विनिदेशों में संशोधन, किसी अन्य मद पर समिति द्वारा लिए गए निर्णय, आदि के समय आयोजित की जाएगी और वह विनिदेशों के संबंध में सरकार को अपने सुझाव/सिफारिश प्रस्तुत करेगी।
4. इस कार्य के लिए सरकार द्वारा किसी प्रकार की लिपिकीय सहायता प्रदान नहीं की जाएगी। समिति अपने सदस्यों के पास उपलब्ध स्टाफ का उपयोग करके अपने कार्य करेगी। उपभोक्ता मामले, खाद्य और सार्वजनिक वितरण मंत्रालय (खाद्य और सार्वजनिक वितरण विभाग) के एसएंडआई अनुभाग द्वारा समिति की रिपोर्ट पर अनुवर्ती कार्रवाई की मानीटररंग की जाएगी।
5. समिति के अध्यक्ष और सदस्यों के यात्रा भत्ते/महंगाई भत्ते पर होने वाले व्यय को उनके संबंधित विभागों/संस्थानों द्वारा वहन किया जाएगा।

सं. 9-6/2017-यू.3(ए)—जबकि, कें र सरकार को विश्वविद्यालय अनुदान आयोग (यूजीसी) अधिनियम, 1956 की धारा 3 के तहत यूजीसी की सलाह पर किसी उच्च शिक्षण संस्थान को सम विश्वविद्यालय संस्थान के रूप में घोषित करने का अधिकार प्राप्त है।
2. और जबकि, यूजीसी अधिनियम, 1956 की धारा 3 के तहत भारतीय जनसंचार संस्थान (आईआईएमसी), नई दिल्ली ने जम्मू (जम्मू-कश्मीर), अमरावती (महाराष्ट्र), आइजोल (मिजोरम), कोट्टायम (के रल) और ढेंकनाल (ओडिशा) में इसके पांच क्षेत्रीय परिसरों सहित डी-नोवो श्रेणी के तहत सम विश्वविद्यालय संस्थान का दर्जा प्रदान करने के लिए दिनांक 29.05.2017 को आवेदन प्रस्तुत किया था। यूजीसी से अनुरोध किया गया था कि वह यूजीसी (सम विश्वविद्यालय संस्थान) विनियम, 2016 के अनुसार आवेदन की जांच करे और अपनी सलाह प्रस्तुत करें।
3. और जबकि, यूजीसी ने अपनी विशेषज्ञ समिति के माध्यम से आवेदन की जांच की। समिति ने 21-22 मई, 2018 के दौरान आईआईएमसी, नई दिल्ली और ढेंकनाल (ओडिशा) में स्थित इसके क्षेत्रीय परिसर का दौरा किया। समग्र मूल्यांकन के बाद, समिति ने सिफारिश की कि आईआईएमसी को कतिपय शतों के साथ आशय पत्र (एलओआई) जारी किया जाए। यूजीसी विशेषज्ञ समिति की रिपोर्ट पर आयोग द्वारा 02.08.2018 को आयोजित अपनी 534वीं बैठक (मद संख्या 2.03) में विचार किया गया था और भारतीय जन संचार संस्थान (आईआईएमसी) को डी-नोवो श्रेणी के तहत सम विश्वविद्यालय संस्थान का दर्जा दिए जाने हेतु मानव संसाधन विकास मंत्रालय को सिफारिश करने का संकल्प लिया गया था।
4. और जबकि, शिक्षा मंत्रालय ने यूजीसी की सलाह पर, तीन वर्ष की अवधि के भीतर निम्नलिखित शतों को पूरा करने के लिए दिनांक 15.11.2018 को आईआईएमसी को आशय पत्र (एलओआई) जारी किया था:—
i. संस्थान, आशय पत्र जारी होने के 3 वर्ष के भीतर ज्ञान के उभरते क्षेत्रों में कम से कम पांच पीजी विभाग (पांच पाठ्यक्रम नहीं) शुरू करेगा।
ii. संस्थान, उन प्रस्तावित पाठ्यक्रमों और अनुसंधान कार्यक्रमों के लिए विस्तृत पाठ्यक्रम प्रस्तुत करेगा जो ज्ञान के उभरते क्षेत्रों में प्रस्तावित हैं।
iii. संस्थान, यूजीसी (सम विश्वविद्यालय संस्थान) विनियम, 2016 के अनुसार प्रत्येक विभाग के लिए अपेक्षित योग्यता के साथ पर्याप्त संख्या में संकाय की भर्ती करेगा।
iv. संस्थान यूजीसी (सम विश्वविद्यालय संस्थान) विनियम, 2016 के अनुसार अपना संगम ज्ञापन(एमओए)/नियम प्रस्तुत करेगा।
v. संस्थान यूजीसी (सम विश्वविद्यालय संस्थान) विनियम, 2016 के अनुसार अपने मुख्य परिसर के साथ-साथ अपने क्षेत्रीय परिसरों में अकादमिक भवन, कें रीय पुस्तकालय, शिक्षक निवास, खेल क्षेत्र इत्यादि जैसी आवश्यक बुनियादी सुविधाएं तैयार करेगा।
गुणवत्तापूर्ण शोध के लिए अवसंरचना भी यूजीसी विनियम, 2016 की अपेक्षानुसार होनी चाहिए।
vi. सभी क्षेत्रीय परिसर यूजीसी (सम विश्वविद्यालय संस्थान) विनियम, 2016 के अनुसार किसी संस्थान के ऑफ-कैं पस कें र को शुरू करने के लिए यथा प्रयोज्य अपेक्षाओं को पूरा करेंगे।
भाग I—खण्ड 1] भारत का राजपत्र, फरवरी 10, 2024 (माघ 21, 1945) 755. और इसके अतिरिक्त जबकि, आईआईएमसी, नई दिल्ली ने इस मंत्रालय से कोविड महामारी को ध्यान में रखते हुए आशय पत्र (एलओआई) की अवधि की वैधता बढ़ाने का अनुरोध किया। संस्थान के अनुरोध को जांच और सलाह के लिए यूजीसी को भेजा गया था। इस बीच, यूजीसी ने नए यूजीसी (सम विश्वविद्यालय संस्थान) विनियम, 2023 अधिसूचित किए। यूजीसी विनियम, 2023 के विनियम 30 के संदर्भ में, आईआईएमसी, नई दिल्ली ने दिनांक 11.09.2023 के पत्र संख्या वी/995/2018-एमसीआई के माध्यम से अपने विकल्प का प्रयोग किया और यूजीसी विनियम, 2023 की 'विशिष्ट' श्रेणी के तहत उनके लंबित आवेदन पर विचार करने का अनुरोध किया।
6. और जबकि, आईआईएमसी के मामले पर आयोग द्वारा 03.11.2023 को आयोजित अपनी 574वीं बैठक (मद संख्या 2.04) में विचार किया गया था। आयोग ने आईआईएमसी के आशय पत्र (एलओआई) की वैधता को 3 वर्ष से अधिक बढ़ाने की सिफारिश की। यूजीसी की सलाह पर विचार करते हुए, शिक्षा मंत्रालय ने दिनांक 24.11.2023 के पत्र के माध्यम से आईआईएमसी, नई दिल्ली के आशय पत्र (एलओआई) की वैधता दिसंबर, 2023 तक बढ़ा दी।
7. और इसके अतिरिक्त जबकि, संस्थान ने दिनांक 05.12.2023 के पत्र के माध्यम से आशय पत्र (एलओआई) की शतों के संबंध में अनुपालन रिपोर्ट प्रस्तुत की। संस्थान की अनुपालन रिपोर्ट को यूजीसी विशेषज्ञ समिति द्वारा सत्यापित किया गया था। समिति ने संस्थान की अनुपालन रिपोर्ट को स्वीकार कर लिया। यूजीसी विशेषज्ञ समिति की रिपोर्ट पर आयोग द्वारा 16.01.2024 को आयोजित 576वीं बैठक (मद संख्या 2.07) में विचार किया गया और इसे अनुमोदित किया गया।
8. अब, इसलिए, यूजीसी की सलाह पर, शिक्षा मंत्रालय, यूजीसी अधिनियम, 1956 की धारा 3 के तहत प्रदत्त शक्तियों का प्रयोग करते हुए एतदद्वारा, भारतीय जन संचार संस्थान (आईआईएमसी), नई दिल्ली को जम्मू (जम्मू-कश्मीर), अमरावती (महाराष्ट्र), आइज़ोल (मिज़ोरम), कोट्टायम (के रल) और ढेंकनाल (ओडिशा) में स्थित उसके पांच क्षेत्रीय परिसरों के साथ विशिष्ट श्रेणी के तहत सम विश्वविद्यालय संस्थान के रूप में घोषित करता है। उक्त घोषणा निम्नलिखित शतों के अध्यधीन है:—
i. आईआईएमसी, नई दिल्ली इस अधिसूचना के जारी होने की तारीख से छह वर्ष की अवधि के भीतर यूजीसी (सम विश्वविद्यालय संस्थान) विनियम, 2023 का अनुपालन करेगा;
ii. इस अधिसूचना के एक वर्ष के भीतर संपूर्ण चल और अचल परिसंपत्तियां कानूनी रूप से आईआईएमसी, नई दिल्ली के नाम पर स्थानांतरित कर दी जाएगी।
iii. यूजीसी और शिक्षा मंत्रालय की पूर्व अनुमति के बिना, सम विश्वविद्यालय संस्थान/या इसकी घटक शिक्षण इकाइयों की परिसंपत्तियों या निधियों/राजस्व का कोई विचलन नहीं किया जाएगा।
iv. आईआईएमसी, नई दिल्ली ऐसी कोई भी गतिविधि नहीं करेगा या ऐसी किसी भी गतिविधि में शामिल नहीं होगा, जो वाणिज्यिक और लाभ कमाने वाली प्रकृ ति की हो।
v. आईआईएमसी, नई दिल्ली में पेश किए जाने वाले शैक्षणिक कार्यक्रम यूजीसी और संबंधित सांविधिक परिषदों/निकायों द्वारा निर्धारित मानदंडों और मानकों के अनुरूप होंगे।
vi. आईआईएमसी, नई दिल्ली इस विषय पर समय-समय पर यूजीसी द्वारा जारी मानदंडों और दिशानिदेशों के अनुसार ही नए शैक्षणिक पाठ्यक्रम/कार्यक्रम, ऑफ-कैं पस, ऑफ-शोर कैं पस शुरू करेगा।
vii. आईआईएमसी, नई दिल्ली अनुसंधान कार्यक्रमों के साथ-साथ डॉक्टोरल और नवोन्मेषी शैक्षणिक कार्यक्रमों को शुरू करने के लिए समुचित कदम उठाएगा। संस्थान के वल वतर्मान में नए उभरते क्षेत्रों तक ही सीमित नहीं रहेगा, अपितु यूजीसी विनियमों/दिशानिदेशों के साथ-साथ राष्ट्रीय शिक्षा नीति-2020 के अनुसार अन्य क्षेत्रों में भी विस्तार करने का प्रयास करेगा।
viii. आईआईएमसी, नई दिल्ली राष्ट्रीय प्रत्यायन बोर्ड (एनबीए) द्वारा वैध प्रत्यायन हेतु नियत सभी पात्र अकादमिक पाठ्यक्रमों/कार्यक्रमों को प्राप्त करने के लिए सभी अपेक्षित कदम उठाएगा और संस्थान समय-समय पर यथासंशोधित यूजीसी (सम विश्वविद्यालय संस्थान) विनियम 2023 में यथा निहित प्रावधानों के संदर्भ में राष्ट्रीय मूल्यांकन एवं प्रत्यायन परिषद, जैसा भी मामला हो, द्वारा वैध प्रत्यायन प्राप्त करेगा।
ix. छात्रों के प्रवेश, छात्रों की प्रवेश क्षमता, शैक्षणिक पाठ्यक्रम/कार्यक्रम के अनुमोदन का नवीनीकरण, छात्रों की प्रवेश क्षमता में संशोधन, नए पाठ्यक्रम/कार्यक्रम शुरू करने आदि के मामले में संबंधित सांविधिक परिषदों के सभी निर्धारित मानदंड और प्रक्रियाएं प्रभावी रहेंगी और आईआईएमसी नई दिल्ली द्वारा उनका पालन किया जाएगा।
x. आईआईएमसी, नई दिल्ली जून, 2024 तक यूजीसी (सम विश्वविद्यालय संस्थान) विनियम, 2023 के प्रावधानों के अनुसार अपना संशोधित संगम ज्ञापन (एमओए)/नियम, यूजीसी/शिक्षा मंत्रालय को प्रस्तुत करेगा। जब भी आवश्यक होगा, संस्थान मौजूदा विनियमों के प्रावधानों के अनुसार अपने एमओए/नियमों को अद्यतन करेगा या संशोधित करेगा या उनमें परिवर्तन करेगा।

3. Further, the committee will meet as and when required i.e. at the time of revision of specifications, any other agenda decided by the committee, etc. and will submit its suggestions/recommendations to the Government regarding the specifications.
4. No secretariat assistance of any kind shall be provided by the Government for the job. The Committee shall manage the work on their own utilising the staff available with the members. Monitoring of the follow up on the report of the Committee shall be done by the S&I Section in the Ministry of Consumer Affairs, Food & Public Distribution (Department of Food & Public Distribution).
5. Expenditure on account of TA/DA of the Chairman and the Members of the Committee shall be borne by their respective Departments/Institutions.

New Delhi, the 31st January 2024
No. 9-6/2017-U.3(A)—Whereas, the Central Government is empowered under Section 3 of the University Grants Commission (UGC) Act, 1956 to declare, on the advice of the UGC, an Institution of higher learning as an Institution Deemed to be University.
2. And whereas, an application dated 29.05.2017 was submitted for conferment of Institution deemed to be University status under de-novo category to Indian Institute of Mass Communication (IIMC), New Delhi alongwith its five regional Campuses at Jammu (J&K), Amravati (Maharashtra), Aizwal (Mizoram), Kottayam (Kerala) and Dhenkanal (Odisha) under Section 3 of the UGC Act, 1956. UGC was requested to examine the application and furnish its advice as per UGC (Institutions Deemed to be Universities) Regulations, 2016.
3. And whereas, UGC examined the application through its Expert Committee. The Committee visited IIMC, New Delhi and its regional campus at Dhenkanal (Odisha) during 21-22nd May, 2018. The Committee, after overall assessment, recommended that Letter of Intent (LoI) may be issued to IIMC with certain conditions. The report of the UGC Expert Committee was considered by the Commission in its 534th meeting (Item No.2.03) held on 02.08.2018 and resolved to recommend to MHRD for the status of Deemed to be University under de-novo category to Indian Institute of Mass Communication (IIMC).
4. And whereas, the Ministry of Education, on the advice of UGC, issued Letter to Intent (LoI) to IIMC on 15.11.2018 for fulfilment of the following conditions within a period of three years:—
i. The Institution will start at least Five PG Departments (not five Courses) in the emerging areas of knowledge within 3 years of issuance of Letter of Intent.
ii. The Institution will submit detailed syllabi for the proposed Courses and Research Programmes which are proposed in the emerging areas of knowledge.
iii. The Institution will recruit the adequate number of faculty with the requisite qualification for each of the Departments as per the UGC (Institutions Deemed to be Universities) Regulations, 2016.
iv. The Institution will submit its MoA/Rules in accordance with the UGC (Institutions Deemed to be Universities) Regulations, 2016.
v. The Institution will create necessary infrastructure facilities like Academic buildings, Central Library, Teacher's Residence, Sports Areas, etc. in its main Campus as well as its regional Campuses as per the UGC (Institutions Deemed to be Universities) Regulations, 2016. Infrastructure for quality research should also be as per the requirements of the UGC Regulations, 2016.
vi. All regional Campuses will fulfil the requirements as applicable to starting of Off-Campus Centre of an Institution Deemed to be University as per the UGC (Institutions Deemed to be Universities) Regulations, 2016.
5. And further whereas, IIMC, New Delhi requested this Ministry for extension of the validity of period of Letter of Intent (LoI) keeping in view the Covid pandemic. The request of the Institution was referred to UGC for examination and advice. In the meanwhile, UGC notified the new UGC (Institutions deemed to be Universities) Regulations, 2023. In terms of Regulation 30 of the UGC Regulations, 2023, IIMC, New Delhi, vide letter No. V/995/2018-MCI dated 11.09.2023, exercised its option and requested considering their pending application under 'distinct' category of UGC Regulations, 2023.
6. And whereas, the matter of IIMC was considered by the Commission in its 574th meeting (Item No.2.04) held on 03.11.2023. the Commission recommended for extension of the validity of LoI of IIMC beyond 3 years. Considering the advice of UGC, the Ministry of Education, vide letter 24.11.2023 extended the validity of Letter of Intent (LoI) of IIMC, New Delhi upto December, 2023.
7. And further whereas, the Institution, vide letter dated 05.12.2023, submitted compliance report in respect of the conditions of LoI. The compliance report of the Institution was verified by the UGC Expert Committee. The Committee accepted the compliance report of the Institution. The report of the UGC Expert Committee was considered and approved by the Commission in its 576th meeting (Item No.2.07) held on 16.01.2024.
8. Now, therefore, on the advice of the UGC, the Ministry of Education, in exercise of powers conferred under Section 3 of the UGC Act, 1956, hereby declares Indian Institute of Mass Communication (IIMC), New Delhi alongwith its five regional Campuses at Jammu (J&K), Amravati (Maharashtra), Aizwal (Mizoram), Kottayam (Kerala) and Dhenkanal (Odisha) as an Institution deemed to be University under distinct category. The said declaration is subject to the following conditions:
i. IIMC, New Delhi shall become compliant with the UGC (Institutions deemed to be Universities) Regulations, 2023 within a period of six years from the date of issuance of this Notification;
ii. The entire moveable & immoveable assets will be legally transferred in the name of IIMC, New Delhi within one year of this Notification.
PART I—Sec.1] THE GAZETTE OF INDIA, FEBRUARY 10, 2024 (MAGHA 21, 1945) 79iii. There shall be no diversion of assets or funds/revenues of the Institution Deemed to be University/or of its constituent teaching units, without prior permission of the UGC and Ministry of Education.
iv. IIMC, New Delhi shall not engage or indulge in any activities that are of commercial and profit making in nature.
v. The academic programmes to be offered at IIMC, New Delhi shall conform to the norms and standards prescribed by the UGC and the Statutory Councils/Bodies concerned.
vi. IIMC, New Delhi shall start new academic Courses/Programmes, Off-Campus(es), Off-Shore Campus(es) only in accordance with the norms and guidelines issued by the UGC, from time to time, on the subject.
vii. IIMC, New Delhi shall take appropriate steps to commence research programmes as well as doctoral and innovative academic programmes. The Institute shall not keep confined only to presently new emerging areas but it make endeavour to expand in other areas in accordance with the UGC Regulations / Guidelines as well as National Education Policy-2020.
viii. IIMC, New Delhi shall take all the required steps to get all the eligible academic courses/programmes rated for valid accreditation by National Board of Accreditation (NBA) and the Institute to get valid accreditation by National Assessment and Accreditation Council (NAAC), as the case may be, in terms of the provisions as contained in the UGC (Institutions Deemed to be Universities) Regulations, 2023, as amended from time to time.
ix. All the prescribed norms and procedures of the Statutory Councils concerned in the matter of admission of students, intake capacity of students, renewal of approval to the academic course / programme, revision of intake capacity of students, starting of new courses / programmes, etc. shall continue to be in force, and shall be adhered to by IIMC, New Delhi.
x. IIMC, New Delhi shall submit its revised Memorandum of Association (MoA) / Rules to UGC/ Ministry of Education as per the provisions of the UGC (Institutions deemed to be Universities) Regulations, 2023 by June, 2024. As and when necessary, the Institute shall update or revise or modify its MoA / Rules, as per the provisions of the prevailing Regulations.
xi. IIMC, New Delhi shall follow the fee structure as per the Rules and Regulations of the UGC and relevant Statutory Councils.
xii. IIMC, New Delhi shall participate in annual Indian rankings issued by National Institutional Ranking Framework (NIRF) of this Ministry.
xiii. IIMC, New Delhi shall compulsorily create Academic Bank of Credits (ABC), identities of their students and upload their credit score in digital lockers and ensure that the credit scores are reflected in ABC Portal and adopt Samarth e-Gov.
