गई विध्तिर नियमों, विनियमों, आदेशों तथा संकल्पों से संबंधित अधिसूचनाएं]

नई दिल्ली, दिनांक 8 मार्च 2024

सं. 9-1/2023-यू.3(ए)—जबकि, कें द्र सरकार को विश्वविद्यालय अनुदान आयोग (यूजीसी) अधिनियम, 1956 की धारा 3 के तहत यूजीसी की सलाह पर किसी उच्च शिक्षण संस्थान को सम विश्वविद्यालय संस्थान के रूप में घोषित करने का अधिकार प्राप्त है।

2. और जबकि, नेताजी सुभाष चंद्र बोस उच्च शिक्षण संस्थान, पोर्ट ब्लेयर (अंडमान और निकोबार द्वीप समूह का संघ राज्य क्षेत्र) को यूजीसी अधिनियम, 1956 की धारा 3 के अंतर्गत डी-नोवो श्रेणी के तहत सम विश्वविद्यालय संस्थान का दर्जा प्रदान करने के लिए यूजीसी पोर्टल पर एक ऑनलाइन आवेदन प्राप्त हुआ था, जिसमें यूजीसी अधिनियम, 1956 की धारा 3 के तहत निम्नलिखित सात संस्थान/कॉलेज शामिल हैं:

i. जवाहरलाल नेहरू राजकीय कॉलेज;

ii. टैगोर राजकीय बी.एड. कॉलेज;

iii. डॉ. बी.आर. अम्बेडकर प्रौद्योगिकी संस्थान;

iv. महात्मा गांधी राजकीय कॉलेज;

v. अंडमान और निकोबार कॉलेज;

vi. मेडिकल कॉलेज एएनआईआईएमएस; और

vii. अंडमान लॉ कॉलेज।

3. और जबकि, यूजीसी द्वारा यूजीसी विनियम, 2019 के अनुसार अपनी विशेषज्ञ समिति के माध्यम से आवेदन की जांच की गई। समग्र मूल्यांकन के बाद समिति द्वारा सिफारिश की गई कि नेताजी सुभाष चन्द्र बोस उच्च शिक्षण संस्थान, पोर्ट ब्लेयर को कतिपय शतों के साथ आशय पत्र जारी किया जाए। यूजीसी विशेषज्ञ समिति की सिफारिश पर आयोग द्वारा दिनांक 20.01.2023 को आयोजित 565वीं बैठक (आइटम संख्या 2.02) में विचार किया गया और इसे अनुमोदित किया गया।

4. और जबकि, शिक्षा मंत्रालय ने यूजीसी की सलाह पर, नेताजी सुभाष चंद्र बोस उच्च शिक्षण संस्थान, पोर्ट ब्लेयर (अंडमान और निकोबार द्वीप समूह का संघ राज्य क्षेत्र) के नाम पर एक सम विश्वविद्यालय (डी-नोवो श्रेणी के तहत) शुरू करने से पहले निम्नलिखित शतों को पूरा करने के लिए अंडमान और निकोबार प्रशासन को आशय पत्र (एलओआई), दिनांकित 21.03.2023 जारी किया, जिसमें उपयु र्क्त सात संस्थान/कॉलेज शामिल हैं

i. प्रस्तावित सम विश्वविद्यालय के नाम से एक पृथक और अनन्य गैर-लाभार्थ सोसायटी/ट्रस्ट/कं पनी सृजित की जाएगी।

प्रमुख शैक्षणिक और प्रशासनिक कर्र्मयों के विवरण के साथ प्रायोजक निकाय का विवरण प्रदान किया जाना है।

ii. इस आशय का एक वचनपत्र कि यह समय-समय पर संशोधित यूजीसी [सम विश्वविद्यालय संस्थान] विनियम, 2019 के सभी प्रावधानों का पालन करेगा।

iii. सम विश्वविद्यालय संस्थान घोषित होने के बाद भी संस्थान को वित्तीय सहायता जारी रखने के लिए संबंधित सरकार की ओर से प्रतिबद्धता पत्र।

iv. प्रस्तावित सम विश्वविद्यालय के लिए निर्धारित संपूर्ण चल और अचल संपत्ति कानूनी रूप से नव निर्र्मत गैर-लाभार्थ सोसायटी/ट्रस्ट/कं पनी को हस्तांतरित कर दी जाएगी।

v. प्रायोजक निकाय संबद्ध विश्वविद्यालय (विश्वविद्यालयों) से अनापत्ति प्रमाण पत्र प्राप्त करेगा जिसके तहत प्रस्तावित सम विश्वविद्यालय के दायरे में लाए जाने के लिए संस्थान/कॉलेज कार्य कर रहे हैं।

vi. प्रायोजक निकाय अपने मुख्य परिसर और छह घटक इकाइयों में पेश किए जाने वाले स्नातक कार्यक्रमों के लिए राष्ट्रीय क्रे डिट फ्रे मवर्क /पाठ्यचर्या और क्रे डिट फ्रे मवर्क के अनुरूप क्रे डिट संरचना, अवधि आदि के साथ उभरते क्षेत्रों में कार्यक्रमों के लिए विस्तृत पाठ्यक्रम तैयार करेगा;

vii. प्रायोजक निकाय राष्ट्रीय चिकित्सा परिषद और बार काउं सिल ऑफ इंडिया से अनापत्ति प्रमाण पत्र प्रस्तुत करेगा।

viii. प्रायोजक निकाय मुख्य परिसर और घटक इकाइयों में अपेक्षित योग्यता वाले संकाय की भर्ती करेगा;

ix. प्रायोजक निकाय प्रस्तावित मुख्य परिसर और घटक इकाइयों में आवश्यक अवसंरचना तैयार करेगा;

x. प्रायोजक निकाय तदनुसार डीपीआर, कार्यनीतिक संकल्पना योजना और रोलिंग कार्यान्वयन योजना को संशोधित करेगा।

5. और इसके अतिरिक्त जबकि, संस्थान ने दिनांक 28.12.2023 के पत्र के माध्यम से एलओआई की शतों के संबंध में अनुपालन रिपोर्ट प्रस्तुत की। संस्थान की अनुपालन रिपोर्ट को यूजीसी विशेषज्ञ समिति द्वारा सत्यापित किया गया था। समिति ने संस्थान की अनुपालन रिपोर्ट को स्वीकार कर लिया। यूजीसी विशेषज्ञ समिति की रिपोर्ट पर आयोग द्वारा दिनांक 13.02.2024 को आयोजित 577वीं बैठक (मद संख्या 2.06) में विचार किया गया और अनुमोदित किया गया।

6. अतः, अब, यूजीसी अधिनियम, 1956 की धारा 3 के तहत प्रदत्त शक्तियों का प्रयोग करते हुए, शिक्षा मंत्रालय, यूजीसी की सलाह पर, नेताजी सुभाष चंद्र बोस उच्च शिक्षण संस्थान, पोर्ट ब्लेयर को पांच वर्ष की प्रारंभिक अवधि के लिए डी-नोवो श्रेणी के तहत एक सम विश्वविद्यालय के रूप में घोषित करता है। उक्त घोषणा निम्नलिखित शतों के अध्यधीन है:

i. यूजीसी विनियमों के प्रावधानों के साथ कामकाज और संतोषजनक प्रदर्शन की समीक्षा के आधार पर सम विश्वविद्यालय संस्थान के दजे की स्थिति की पुष्टि की जाएगी।

ii. नेताजी सुभाष चंद्र बोस उच्च शिक्षण संस्थान, पोर्ट ब्लेयर इस अधिसूचना के जारी होने की तारीख से छह वर्ष की अवधि के भीतर यूजीसी (सम विश्वविद्यालय संस्थान) विनियम, 2023 का अनुपालन करेगा।

iii. संपूर्ण चल और अचल परिसंपत्तियां नेताजी सुभाष चंद्र बोस उच्च शिक्षण संस्थान, पोर्ट ब्लेयर के नाम पर होंगी।

iv. यूजीसी और शिक्षा मंत्रालय की पूर्व अनुमति के बिना, सम विश्वविद्यालय संस्थान/या इसकी घटक शिक्षण इकाइयों की परिसंपत्तियों या निधियों/राजस्व का कोई विचलन नहीं किया जाएगा।

v. नेताजी सुभाष चंद्र बोस उच्च शिक्षण संस्थान, पोर्ट ब्लेयर ऐसी किसी भी गतिविधि में शामिल नहीं होगा जो वाणिज्यिक और लाभ कमाने वाली प्रकृ ति की हो।

vi. नेताजी सुभाष चंद्र बोस उच्च शिक्षण संस्थान, पोर्ट ब्लेयर में प्रदान किए जाने वाले शैक्षणिक कार्यक्रम यूजीसी और संबंधित सांविधिक परिषदों/निकायों द्वारा निर्धारित मानदंडों और मानकों के अनुरूप होंगे।

vii. नेताजी सुभाष चंद्र बोस उच्च शिक्षण संस्थान, पोर्ट ब्लेयर, राष्ट्रीय प्रत्यायन बोर्ड (एनबीए) द्वारा वैध प्रत्यायन हेतु नियत सभी पात्र अकादमिक पाठ्यक्रमों/कार्यक्रमों को प्राप्त करने के लिए सभी अपेक्षित कदम उठाएगा और संस्थान समय-समय पर यथासंशोधित यूजीसी (सम विश्वविद्यालय संस्थान) विनियम, 2023 में यथा निहित उपबंधों के अनुसार राष्ट्रीय मूल्यांकन और प्रत्यायन परिषद (एनएएसी), जैसा भी मामला हो, द्वारा वैध प्रत्यायन प्राप्त करेगा।

viii. छात्रों के प्रवेश, छात्रों की प्रवेश क्षमता, शैक्षणिक पाठ्यक्रम/कार्यक्रम के अनुमोदन का नवीकरण, छात्रों की प्रवेश क्षमता में संशोधन, नए पाठ्यक्रम/कार्यक्रम शुरू करने आदि के मामले में संबंधित सांविधिक परिषदों के सभी निर्धारित मानदंड और प्रक्रियाएं प्रभावी रहेंगी और नेताजी सुभाष चंद्र बोस उच्च शिक्षण संस्थान, पोर्ट ब्लेयर, द्वारा उनका पालन किया जाएगा।

ix. नेताजी सुभाष चंद्र बोस उच्च शिक्षण संस्थान, पोर्ट ब्लेयर जून, 2024 तक यूजीसी (सम विश्वविद्यालय संस्थान) विनियम, 2023 के प्रावधानों के अनुसार अपना संशोधित संगम ज्ञापन (एमओए) / यूजीसी नियमावली /शिक्षा मंत्रालय को प्रस्तुत करेगा। जब भी आवश्यक हो, संस्थान प्रचलित विनियमों के प्रावधानों के अनुसार अपने संगम ज्ञापन/नियमावली को अद्यतन या संशोधित करेगा।

x. नेताजी सुभाष चंद्र बोस उच्च शिक्षण संस्थान, पोर्ट ब्लेयर विश्वविद्यालय अनुदान आयोग की नियमावली और विनियमों तथा संबंधित सांविधिक परिषदों के अनुसार शुल्क संरचना का पालन करेगा।

xi. नेताजी सुभाष चंद्र बोस उच्च शिक्षण संस्थान, पोर्ट ब्लेयर इस मंत्रालय के राष्ट्रीय संस्थागत रैंककं ग फ्रे मवर्क (एनआईआरएफ) द्वारा जारी र्वार्षक भारतीय रैंककं ग में भाग लेगा।

xii. नेताजी सुभाष चंद्र बोस उच्च शिक्षण संस्थान, पोर्ट ब्लेयर अनिवार्य रूप से एके डमिक बैंक ऑफ क्रे डिट (एबीसी), अपने छात्रों की पहचान बनाएगा और उनके क्रे डिट स्कोर को डिजिटल लॉकर में अपलोड करेगा एवं सुनितिि करेगा कि क्रे डिट स्कोर एबीसी पोर्टल पर प्रर्दर्शत हों और समर्थ ई-जीओवी को अंगीकृ त करेगा।

2. और जबकि, वेलागपुडी रामकृ ष्ण सिद्धार्थ इंजीनियररंग कॉलेज, वसंत नगर, कानुरु, विजयवाड़ा, कृ ष्णा जिला, आंध्र प्रदेश को यूजीसी अधिनियम, 1956 की धारा 3 के अंतर्गत सामान्य श्रेणी के तहत सम विश्वविद्यालय का दर्जा प्रदान करने के लिए यूजीसी पोर्टल पर एक ऑनलाइन आवेदन प्रस्तुत किया गया था।

3. और जबकि, यूजीसी ने दिनांक 23.02.2024 के पात्र के माध्यम से सूचित किया कि विश्वविद्यालय अनुदान आयोग (सम विश्वविद्यालय संस्थान) विनियम, 2023 के अनुसार अपनी विशेषज्ञ समिति के माध्यम से आवेदन की जांच की गई थी। विशेषज्ञ समिति ने कतिपय शतों के साथ वेलागपुडी रामकृ ष्ण सिद्धार्थ इंजीनियररंग कॉलेज, विजयवाड़ा, आन्ध्र प्रदेश को सामान्य श्रेणी के अंतर्गत सम-विश्वविद्यालय संस्थान का दर्जा प्रदान करने की सिफारिश की है।

4. और इसके अलावा जबकि, यूजीसी विशेषज्ञ समिति की सिफारिशों पर आयोग द्वारा दिनांक 13.02.2024 को आयोजित अपनी 577वीं बैठक (आइटम संख्या 7.05) में विचार किया गया था और अनुमोदित किया गया था।

5. अब इसलिए, शिक्षा मंत्रालय, यूजीसी अधिनियम, 1956 की धारा 3 द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए, यूजीसी की सलाह पर, वेलागपुडी रामकृ ष्ण सिद्धार्थ इंजीनियररंग कॉलेज, वसंत नगर, कानुरू, विजयवाड़ा, कृ ष्णा जिला, आंध्र प्रदेश को सामान्य श्रेणी के तहत सम विश्वविद्यालय संस्थान घोषित करता है। उक्त घोषणा निम्नलिखित शतों के अध्यधीन है:

i. वेलागपुडी रामकृ ष्ण सिद्धार्थ इंजीनियररंग कॉलेज, विजयवाड़ा, आंध्र प्रदेश संकाय भर्ती के लिए यूजीसी विनियमों का पालन करेगा और संकाय और गैर-शिक्षण कर्मचारियों हेतु 7वीं सीपीसी लागू करेगा।

ii. प्रायोजक निकाय यूजीसी विनियम, 2023 के अनुसार अवसंरचना और अन्य सुविधाओं को बढ़ाएगा।

iii. प्रायोजक निकाय को व्यावसायिक पाठ्यक्रम शुरू करने से पूर्व संबंधित सांविधिक निकाय से अनुमोदन प्राप्त करना होगा।

iv. वेलागपुडी रामकृ ष्ण सिद्धार्थ इंजीनियररंग कॉलेज, विजयवाड़ा, आंध्र प्रदेश इस अधिसूचना के जारी होने की तिथि से छह वर्ष की अवधि के भीतर यूजीसी (सम विश्वविद्यालय संस्थान) विनियम, 2023 का अनुपालन करेगा।

v. संपूर्ण चल और अचल परिसंपत्तियां वेलागपुड़ी रामकृ ष्ण सिद्धार्थ इंजीनियररंग कॉलेज, विजयवाड़ा, आंध्र प्रदेश के नाम पर होंगी।

vi. यूजीसी और शिक्षा मंत्रालय की पूर्व अनुमति के बिना, सम विश्वविद्यालय संस्थान/या इसकी घटक शिक्षण इकाइयों की परिसंपत्तियों या निधियों/राजस्व का कोई विचलन नहीं किया जाएगा।

vii. वेलागपुडी रामकृ ष्ण सिद्धार्थ इंजीनियररंग कॉलेज, विजयवाड़ा, आंध्र प्रदेश ऐसी किसी भी गतिविधि में शामिल नहीं होगा जो वाणिज्यिक और लाभ कमाने वाली प्रकृ ति की हो।

viii. वेलागपुड़ी रामकृ ष्ण सिद्धार्थ इंजीनियररंग कॉलेज, विजयवाड़ा, आंध्र प्रदेश में प्रदान किए जाने वाले शैक्षणिक कार्यक्रम यूजीसी और संबंधित सांविधिक परिषदों/निकायों द्वारा निर्धारित मानदंडों और मानकों के अनुरूप होंगे।

ix. संस्थान के वल वतर्मान में उभरते नए क्षेत्रों तक ही सीमित नहीं रहेगा, अपितु यूजीसी विनियमों/दिशानिदेशों के साथ- साथ राष्ट्रीय शिक्षा नीति-2020 के अनुरूप अन्य क्षेत्रों में भी विस्तार करने का प्रयास करेगा।

x. वेलागपुडी रामकृ ष्ण सिद्धार्थ इंजीनियररंग कॉलेज, विजयवाड़ा, आंध्र प्रदेश राष्ट्रीय प्रत्यायन बोर्ड (एनबीए) द्वारा वैध प्रत्यायन हेतु नियत सभी पात्र अकादमिक पाठ्यक्रमों/कार्यक्रमों को प्राप्त करने के लिए सभी अपेक्षित कदम उठाएगा और संस्थान समय-समय पर यथासंशोधित यूजीसी (सम विश्वविद्यालय संस्थान) विनियम, 2023 में यथा निहित उपबंधों के अनुसार राष्ट्रीय मूल्यांकन और प्रत्यायन परिषद (एनएएसी), जैसा भी मामला हो, द्वारा वैध प्रत्यायन प्राप्त करेगा।

xi. छात्रों के प्रवेश, छात्रों की प्रवेश क्षमता, शैक्षणिक पाठ्यक्रम/कार्यक्रम के अनुमोदन का नवीकरण, छात्रों की प्रवेश क्षमता में संशोधन, नए पाठ्यक्रम/कार्यक्रम शुरू करने आदि के मामले में संबंधित सांविधिक परिषदों के सभी निर्धारित मानदंड और प्रक्रियाएं प्रभावी रहेंगी और वेलागपुडी रामकृ ष्ण सिद्धार्थ इंजीनियररंग कॉलेज, विजयवाड़ा, आंध्र प्रदेश, द्वारा उनका पालन किया जाएगा।

xii. जब भी आवश्यक हो, संस्थान प्रचलित विनियमों के प्रावधानों के अनुसार अपने एमओए/नियमों को अद्यतन या संशोधित करेगा।

xiii. वेलागपुडी रामकृ ष्ण सिद्धार्थ इंजीनियररंग कॉलेज, विजयवाड़ा, आंध्र प्रदेश यूजीसी के नियमों और विनियमों और संबंधित सांविधिक परिषदों के अनुसार शुल्क संरचना का पालन करेगा।

xiv. वेलागपुडी रामकृ ष्ण सिद्धार्थ इंजीनियररंग कॉलेज, विजयवाड़ा, आंध्र प्रदेश इस मंत्रालय के राष्ट्रीय संस्थागत रैंककं ग फ्रे मवर्क (एनआईआरएफ) द्वारा जारी र्वार्षक भारतीय रैंककं ग में भाग लेगा।

xv. वेलागपुड़ी रामकृ ष्ण सिद्धार्थ इंजीनियररंग कॉलेज, विजयवाड़ा, आंध्र प्रदेश अनिवार्य रूप से एके डमिक बैंक ऑफ क्रे डिट (एबीसी), अपने छात्रों की पहचान बनाएगा और उनके क्रे डिट स्कोर को डिजिटल लॉकर में अपलोड करेगा और यह सुनितिि करेगा कि क्रे डिट स्कोर एबीसी पोर्टल पर प्रर्दर्शत हो और समर्थ ई-जीओवी को अंगीकृ त करेगा।

No. 9-1/2023-U.3(A)—Whereas, the Central Government is empowered under Section 3 of the University Grants Commission (UGC) Act, 1956 to declare, on the advice of the UGC, an Institution of higher education as an Institution Deemed to be University.

2. And whereas, an online application was recieved on the UGC Portal for conferment of Institution deemed to be University status under de-novo category to Netaji Subhash Chandra Bose Institute of Higher Learning, Port Blair (UT of A&N Island) consisting of the following seven Institutions/colleges under Section 3 of the UGC Act, 1956:

i. Jawaharlal Nehru Rajkeeya Mahavidyalaya;

ii. Tagore Government B.Ed College;

iii. Dr. B. R. Ambedkar Institute of Technology;

iv. Mahatma Gandhi Government College;

v. Andaman and Nicobar College;

vi. Medical College ANIIMS; and

vii. Andaman Law College.

3. And whereas, UGC examined the application through its Expert Committee in accordance with UGC Regulations, 2019. The Committee, after overall assessment, recommended that Letter of Intent (LoI) may be issued to Netaji Subhash Chandra Bose Institute of Higher Learning, Port Blair with certain conditions. The recommendation of the UGC Expert Committee was considered and approved by the Commission in its 565th meeting (item No. 2.02) held on 20.01.2023.

4. And whereas, the Ministry of Education, on the advice of UGC, issued Letter to Intent (LoI) 21.03.2023 to Andaman & Nicobar Administration for fulfilment of the following conditions before starting of an Institution deemed to be University (under de-novo category) in the name of Netaji Subhash Chandra Bose Institute of Higher Learning, Port Blair (UT of A&N Islands) consisting of above mentioned seven Institutions/colleges:

i. A separate & exclusive not for profit Society/Trust/Company shall be created in the name of proposed Deemed to be University. Details of sponsoring body, along with the details of key academic and administrative personnel are to be provided.

ii. An undertaking to the effect that it shall abide by all provisions of UGC [Institutions Deemed to be Universities] Regulations, 2019, as amended from time to time.

iii. A letter of commitment from the respective Government to continue financial support to the institution even after declaration as an institution Deemed to be University.

iv. The entire moveable and immovable assets earmarked for the proposed Deemed to be University shall be legally transferred to the newly created not for profit Society/Trust/Company.

v. The sponsoring body shall obtain no objection certificate from the affiliating University( ies) under which the Institutions/colleges proposed to be brought under the ambit of proposed Deemed to be University, are functioning.

vi. The Sponsoring body shall prepare detailed syllabi for the programmes in the emerging areas with credit structure, duration etc. in alignment with the National Credit Framework/Curriculum and Credit Framework for Undergraduate Programmes, to be offered at its main campus and six constituent units;

vii. The sponsoring body shall submit NoC from National Medical Council and Bar Council of India.

viii. The sponsoring body shall recruit faculty with the requisite qualifications at the main campus and constituent units;

ix. The sponsoring body shall create necessary infrastructure at the proposed main campus and constituent units;

x. The sponsoring body shall revise DPR, Strategic Vision Plan, and Rolling implementation plan accordingly.

5. And further whereas, the Institution, vide letter 22.05.2023, submitted compliance report in respect of the conditions of LoI. The compliance report of the Institution was verified by the UGC Expert Committee. The Committee accepted the compliance report of the Institution. The report of the UGC Expert Committee was considered and approved by the Commission in its 577th meeting (Item No 2.06) held on 13.02.2024.

6. Now, therefore, in exercise of powers conferred under Section 3 of the UGC Act, 1956, the Ministry of Education, on the advice of the UGC, hereby declares Netaji Subhash Chandra Bose Institute of Higher Learning, Port Blair as an Institution Deemed to be University under de-novo category for an initial period of five years. The said declaration is subject to the following conditions:

i. The status of Institution deemed to be University status would be confirmed on the basis of its review of the functioning and satisfactory performance with the provisions of the UGC Regulations.

ii. Netaji Subhash Chandra Bose Institute of Higher Learning, Port Blair shall become compliant with the UGC (Institutions deemed to be Universities) Regulations, 2023 within a period of six years from the date of issuance of this Notification.

iii. The entire moveable & immoveable assets shall be in the name of Netaji Subhash Chandra Bose Institute of Higher Learning, Port Blair.

iv. There shall be no diversion of assets or funds/revenues of the Institution Deemed to be University/or of its constituent teaching units, without prior permission of the UGC and Ministry of Education.

v. Netaji Subhash Chandra Bose Institute of Higher Learning, Port Blair shall not engage or indulge in any activities that are of commercial and profit making in nature.

vi. The academic programmes to be offered at Netaji Subhash Chandra Bose Institute of Higher Learning, Port Blair shall conform to the norms and standards prescribed by the UGC and the Statutory Councils/Bodies concerned.

vii. Netaji Subhash Chandra Bose Institute of Higher Learning, Port Blair shall take all the required steps to get all the eligible academic courses/programmes rated for valid accreditation by National Board of Accreditation (NBA) and the Institute to get valid accreditation by National Assessment and Accreditation Council (NAAC), as the case may be, in terms of the provisions as contained in the UGC (Institutions Deemed to be Universities) Regulations, 2023, as amended from time to time.

viii. All the prescribed norms and procedures of the Statutory Councils concerned in the matter of admission of students, intake capacity of students, renewal of approval to the academic course / programme, revision of intake capacity of students, starting of new courses / programmes, etc. shall continue to be in force, and shall be adhered to by Netaji Subhash Chandra Bose Institute of Higher Learning, Port Blair.

ix. Netaji Subhash Chandra Bose Institute of Higher Learning, Port Blair shall submit its revised Memorandum of Association (MoA) / Rules to UGC/ Ministry of Education as per the provisions of the UGC (Institutions deemed to be Universities) Regulations, 2023 by June, 2024. As and when necessary, the Institute shall update or revise or modify its MoA / Rules, as per the provisions of the prevailing Regulations.

x. Netaji Subhash Chandra Bose Institute of Higher Learning, Port Blair shall follow the fee structure as per the Rules and Regulations of the UGC and relevant Statutory Councils.

xi. Netaji Subhash Chandra Bose Institute of Higher Learning, Port Blair shall participate in annual Indian rankings issued by National Institutional Ranking Framework (NIRF) of this Ministry.

xii. Netaji Subhash Chandra Bose Institute of Higher Learning, Port Blair shall compulsorily create Academic Bank of Credits (ABC), identities of their students and upload their credit score in digital lockers and ensure that the credit scores are reflected in ABC Portal and adopt Samarth e-Gov.

3. And whereas, UGC, vide 23.02.2024, informed that the application was examined through its Expert Committee as per the UGC (Institutions Deemed to be Universities) Regulations, 2023. The Expert Committee recommended for grant of Institution deemed to be University status under general category to Velagapudi Ramakrishna Siddhartha Engineering College, Vijayawada, Andhra Pradesh with certain conditions.

4. And further whereas, the recommendations of UGC Expert Committee were considered and approved by the Commission in its 577th meeting (Item No. 7.05) held on 13.02.2024.

5. Now, therefore, in exercise of powers conferred under Section 3 of the UGC Act, 1956, the Ministry of Education, on the advice of the UGC, hereby declares Velagapudi Ramakrishna Siddhartha Engineering College, Vasantha Nagar, Kanuru, Vijayawada, Krishna District, Andhra Pradesh as an Institution deemed to be University under general category. The said declaration is subject to the following conditions:

i. Velagapudi Ramakrishna Siddhartha Engineering College, Vijayawada, Andhra Pradesh shall follow UGC Regulations for faculty recruitment and shall implement 7th CPC to faculty and non-teaching staff.

ii. The Sponsoring body shall augment the infrastructure and other facilities in accordance with the UGC Regulations, 2023.

iii. The sponsoring body shall obtain approval from the statutory body concerned before starting professional courses.

iv. Velagapudi Ramakrishna Siddhartha Engineering College, Vijayawada, Andhra Pradesh shall become compliant with the UGC (Institutions deemed to be Universities) Regulations, 2023 within a period of six years from the date of issuance of this Notification.

v. The entire moveable & immoveable assets shall be in the name of Velagapudi Ramakrishna Siddhartha Engineering College, Vijayawada, Andhra Pradesh.

vi. There shall be no diversion of assets or funds/revenues of the Institution deemed to be University/or of its constituent teaching units, without prior permission of the UGC and Ministry of Education.

vii. Velagapudi Ramakrishna Siddhartha Engineering College, Vijayawada, Andhra Pradesh shall not engage or indulge in any activities that are of commercial and profit making in nature.

Velagapudi Ramakrishna Siddhartha Engineering College, Vijayawada, Andhra Pradesh shall take all the required steps to get all the eligible academic courses/programmes rated for valid accreditation by National Board of Accreditation (NBA) and the Institute to get valid accreditation by National Assessment and Accreditation Council (NAAC), as the case may be, in terms of the provisions as contained in the UGC (Institutions Deemed to be Universities) Regulations, 2023, as amended from time to time.

xi.
