PRESIDENT'S SECRETARIAT

New Delhi, the 26th January, 2024

No. 1-Pres/2024—The President is pleased to award the President's Tatrakshak Medal for Distinguished Service to the under mentioned officer on the occasion of the Republic Day, 2024:—

(i) Inspector General Bhisham Sharma, Tatrakshak Medal (0247-L)

2. The President's Tatrakshak Medal for Distinguished Service award is made under Rule-4(iv) of the rules governing grant of the President's Tatrakshak Medal for Distinguished Service i.e President's Secretariat Notification No. 50-Pres/89 dated 7th June, 1989.

S. M. SAMI Under Secretary

——————

No. 2-Pres/2024— The President is pleased to award the Tatrakshak Medal for Gallantry to Commandant Sunil Dutt (0662-D) on the occasion of the Republic Day, 2024.

CITATION

Commandant Sunil Dutt (0662-D) joined the Indian Coast Guard on 26 Dec 2005.

2. On 16 Aug 2023 at about 1930 hours, Coast Guard Air Enclave Porbandar received information that a crew onboard the Chinese research vessel, MV Dong Fang Kan Tan-II, in Arabian sea off Mumbai had cardiac attack and required urgent medical evacuation. Considering operation in dark hours, ALH MK-III ex-835 SQN (CG) at Porbandar was immediately mobilized to undertake night ferry to Daman.

3. Without any delay the officer got airborne by 2030 hours and reached Daman at 2230 hours. After quick turnaround servicing and meteorological updation at Daman, helicopter got airborne for the mission. Flying against all odds he reached the datum, 130 nautical miles into rough seas in a pitch-dark night and descended helicopter to as low as 100 feet to identify the winching up point and obstructions in its vicinity. His risk was considerably enhanced by the fact that, neither the aircraft nor the crew was equipped with any Night Vision Devices. With his vast experience and superior piloting skills, the officer brought the aircraft into a hover at 30 feet over the vessel in raging sea without having night vision aids. The officer maintained an extremely difficult manual hover on winching up point for almost 20 minutes unmindful of his own safety, with the aircraft being subjected to extreme conditions. The bold decision and daring act of the officer enabled quick evacuation of critical patient under challenging and testing conditions.

4. The swift operation undertaken by CG Advanced Light Helicopter(ALH) during the dark hours enabled saving a precious life of a foreign national at sea and also brought appreciation to service from the Chinese Embassy.

5. In another challenging operation, on 12 June 2023, during extreme severe cyclone 'Biparjoy' the lives of crew on oil rig Key Singapore 25 nautical miles west of Okha were in mortal peril due to approaching storm. At about 1400 hours, ALH MK-III which was detached to Rajkot for safety was tasked to evacuate the crew stranded on oil rig as all efforts to do so were futile due extreme inclement weather and rough sea conditions.

6. The Officer as Detachment Commander immediately assessed the situation and launched helo within 30 mins of alert. Displaying exceptional piloting skills and indomitable courage, he successfully navigated adverse weather flying at 300 feet and below to reach the distressed oil rig. He executed a landing in severe weather conditions with wind speed exceeding 45 knots without any prior experience of operating on oil rigs with constrained landing space. The presence of multiple obstructions coupled with very poor visibility made the mission dangerous. To affect landing on a small slippery deck with gale force winds and high waves roaring around was exceptionally risky which demanded daring courage and outstanding skills. The officer flew nonstop for more than five hours in dangerous challenging cyclonic conditions rescuing a total of 26 crew.

7. His selfless dedication in saving a total of 27 precious lives in the face of life-threatening adversities exemplified courage and highest standards of professionalism which is in line with the highest traditions of service.

8. Commandant Sunil Dutt (0662-D) has accredited himself well and therefore he is awarded the Tatrakshak Medal (Gallantry).

PART I—Sec.1] THE GAZETTE OF INDIA, APRIL 27, 2024 (VAISAKHA 7, 1946) 211

9. The Tatrakshak Medal (Gallantry) award is made under Rule 11(i) of the rules governing grant of Tatrakshak Medal and consequently carry with them the special allowance admissible under Rule 13 in respect of Coast Guard personnel who have received the Tatrakshak Medal (Gallantry) award i.e President's Secretariat Notification No. 50-Pres/89 dated 7th June, 1989.

S. M. SAMI Under Secretary

No. 3-Pres/2024—The President is pleased to award the Tatrakshak Medal for Gallantry to Commandant (JG) Saurabh (0735-S) on the occasion of the Republic Day, 2024.

CITATION

Commandant (JG) Saurabh (0735-S) joined the Indian Coast Guard (ICG) on 23 Dec 2007.

2. On 12 June 2023, during extreme severe cyclone 'Biparjoy' the lives of 24 crew on oil rig 'Key Singapore' 25 nautical miles west of Okha were in mortal peril due to approaching cyclone. The officer volunteered for the rescue mission.

3. On first light of 13 June 2023, post quick update on weather, the officer took off in Advanced Light Helicopter(ALH) MK-III helicopter for the life saving mission. The oil rig was located 25 nautical miles into sea and the cyclone was about to hit the coast. The situation demanded outstanding flying skills and resolute courage. With cloud base at 500 feet and visibility less than 1000 meters, he navigated through adverse weather flying at 300 feet and below as required over sea to reach the oil rig. Landing on a miniature deck perched at 150 feet, completely open to vagaries of heavy weather was perilous. With wind speeds exceeding 45 knots, seas thundering below and torrential rains, he executed landing on a slippery deck with obstructions all around. Keeping the rotors on, he picked up 06 survivors and brought them to safety. He returned immediately for next rescue. With cyclone approaching nearer, weather deteriorating rapidly making the mission riskier. Placing his personal safety secondary, he decided to continue with the mission. With visibility dropping below 1000 meters, torrential rains lashing the rig, he landed once again on the slippery deck to pick up 08 more survivors and brought them to safety.

4. However, by then the weather became more difficult to negotiate, as the cyclone has been advancing quickly. The window of opportunity was narrowing further with 10 more lives on the rig at mortal peril. Having done 02 trips already, the helicopter was nearing limits of endurance. However, the officer decided against all odds for another attempt. He negotiated the squally weather, flew at very low altitude with raging seas below and landed on the rig. The feat was nothing short of being perilous with conscious calculated risk, and he picked up the last 10 survivors from the rig. Braving severe weather, at limits of safe endurance he brought the survivors to safety.

5. In another operation, on 27 June 2023, Coast Guard Air Enclave Porbandarreceived information that a crew onboard the MT Gas Pisces in Arabian sea approx. 35 nautical miles off Porbandar had cardiac attack and required urgent medical evacuation.
