नई दिल्ली, दिनांक 29 मई 2024
सं. 10-1/2023-यू.3(ए)—जबकि, एसआरएम इंस्टीट्यूट ऑफ साइंस एंड टेक्नोलॉजी (सम विश्वविद्यालय), कट्टनकु लथुर, चेंगलपट्टू जिला, तमिलनाडु ने यूजीसी (सम विश्वविद्यालय) विनियम, 2019 के अनुसार बाबूरायनपेट्टई, जिला चेंगलपट्टू, तमिलनाडु में एक ऑफ-कैं पस कें द्र की स्थापना के लिए यूजीसी के सम विश्वविद्यालय निगरानी पोर्टल पर एक आवेदन प्रस्तुत किया था।
2. और जबकि, आवेदन जांच के अधीन था, यूजीसी (सम विश्वविद्यालय संस्थान) विनियम, 2023 दिनांक 02.06.2023 को अधिसूचित किए गए। यूजीसी विनियम, 2023 के खंड 30 के अनुसार, संस्थान ने यूजीसी विनियम, 2019 के अनुसार उनके आवेदन पर विचार करने के लिए एक वचनपत्र प्रस्तुत किया।
3. और जबकि, यूजीसी ने अपने पत्र संख्या 40-3/2023(सीपीपी-आई/डीयू) दिनांक 12.02.2024 के माध्यम से सूचित किया कि उसकी स्थायी समिति द्वारा आवेदन की जांच की गई थी। समिति ने यूजीसी विनियम, 2019 में उपलब्ध प्रावधानों के अनुसार आवेदन की जांच की और कतिपय शतों के अध्यधीन संस्थान को आशय पत्र (एलओआई) जारी करने की सिफारिश की। समिति की सिफारिशों को यूजीसी के अध्यक्ष द्वारा अनुमोदित कर दिया गया है।
4. और जबकि, मंत्रालय ने यूजीसी की सलाह पर, बाबुरायनपेट्टई, चेंगलपट्टू जिला, तमिलनाडु में ऑफ-कैं पस शुरू करने से पहले 3 साल की अवधि के भीतर निम्नलिखित शतों को पूरा करने के लिए दिनांक 01.03.2024 को एसआरएम इंस्टीट्यूट ऑफ साइंस एंड टेक्नोलॉजी (सम विश्वविद्यालय), कट्टनकु लथुर, चेंगलपट्टू जिला, तमिलनाडु को आशय पत्र (एलओआई) जारी किया:
i. सम विश्वविद्यालय को परिसर में प्रस्तावित पाठ्यक्रमों के लिए सांविधिक परिषद (परिषदों) से अनुमोदन पत्र की प्रति प्रस्तुत करनी होगी।
ii. संस्था को 25 करोड़ रुपये के लिए पोषित समग्र निधि का विवरण प्रस्तुत करना होगा।
5. और इसके अलावा जबकि, एसआरएम इंस्टीट्यूट ऑफ साइंस एंड टेक्नोलॉजी (सम विश्वविद्यालय), कट्टनकु लथुर, चेंगलपट्टू जिला, तमिलनाडु ने अनुपालन रिपोर्ट प्रस्तुत की जिसे यूजीसी द्वारा सत्यापित किया गया था। यूजीसी ने इस मामले में अंतिम मंजूरी के लिए सिफारिश की।
6. अत:, अब, यूजीसी अधिनियम, 1956 की धारा 3 के तहत प्रदत्त शक्तियों का प्रयोग करते हुए, शिक्षा मंत्रालय द्वारा यूजीसी की सलाह पर, एसआरएम इंस्टीट्यूट ऑफ साइंस एंड टेक्नोलॉजी (सम विश्वविद्यालय), कट्टनकु लथुर, जिला चेंगलपट्टू, तमिलनाडु को वर्ष 2024-25 शैक्षणिक वर्ष से बाबूरायनपेट्टई,जिला चेंगलपट्टू, तमिलनाडु में एतदद्वारा एक ऑफ-कैं पस कें द्र शुरू करने की मंजूरी प्रदान की जाती है जो कि इस शर्त के अध्यधीन होगी कि इस अधिसूचना के जारी होने की तारीख से पाँच वषों की अवधि के बाद आयोग द्वारा इसकी समीक्षा की जाएगी।
7. इस मंत्रालय की पूर्व अधिसूचना(ओं) में उल्लिखित अन्य सभी शतों के साथ-साथ समय-समय पर जारी किए गए यूजीसी और अन्य वैधानिक परिषदों के नियमों/विनियमों/निदेशों का एसआरएम इंस्टीट्यूट ऑफ साइंस एंड टेक्नोलॉजी (सम विश्वविद्यालय) कट्टनकु लथुर, जिला चेंगलपट्टू, तमिलनाडु द्वारा पालन किया जाना जारी रहेगा।

New Delhi, the 29th May 2024
No. 10-1/2023-U.3(A)—Whereas, SRM Institute of Science & Technology (Deemed to be University), Kattankulathur, Chengalpattu Dist., Tamil Nadu submitted an application on UGC's Deemed University Monitoring Portal for establishment of an Off-Campus Centers at Baburayanpettai, Chengalpattu Dist., Tamil Nadu as per the UGC (Institutions deemed to be Universities) Regulations, 2019.
2. And whereas, while the application was under examination, UGC (Institutions Deemed to be Universities) Regulations, 2023 was notified on 02.06.2023. In accordance with Clause 30 of the UGC Regulations, 2023, the Institution submitted an undertaking to consider its application in accordance with the UGC Regulations, 2019.
3. And whereas, UGC, vide its letter no. 40-3/2023(CPP-I/DU) dated 12.02.2024, informed that the application was examined through its Standing Committee. The Committee examined the application in accordance with the provisions available in the UGC Regulations, 2019 and recommended for issuance of Letter of Intent (Lol) to the Institution subject to certain conditions. The recommendations of the Committee have been approved by the Chairman, UGC.
4. And whereas, the Ministry, on the advice of UGC, issued Letter of Intent (LoI) dated 01.03.2024 to SRM Institute of Science & Technology (Deemed to be University), Kattankulathur, Chengalpattu Dist., Tamil Nadu for fulfilment of the following conditions within a period of 3 years before starting an off-campus at Baburayanpettai, Chengalpattu Dist., Tamil Nadu:
i. The Deemed to be University to submit copy of approval letter from the statutory council(s) for the proposed courses at the campus.
ii. The institution shall submit details of corpus fund maintained for Rs. 25 crores.
5. And further whereas, SRM Institute of Science & Technology (Deemed to be University), Kattankulathur, Chengalpattu Dist., Tamil Nadu submitted compliance report which was verified by UGC. The UGC recommended for final approval in the matter.
6. Now, therefore, in exercise of the powers conferred under Section 3 of the UGC Act, 1956, the Ministry of Education, on the advice of UGC, hereby permits SRM Institute of Science & Technology (Deemed to be University), Kattankulathur, Chengalpattu Dist., Tamil Nadu to start an off-campus at Baburayanpettai, Chengalpattu Dist., Tamil Nadu from Academic Year 2024-25 subject to condition that it shall be reviewed by the Commission after a period of five years from the date of issuance of this Notification.
7. All other conditions mentioned in the earlier Notification(s) of this Ministry as well as the Rules / Regulations of UGC and other Statutory Councils, issued from time to time, shall continue to be adhered by SRM Institute of Science & Technology (Deemed to be University), Kattankulathur, Chengalpattu Dist., Tamil Nadu.
