संकल्प
सं. 5(3)-बी(पी.डी.)/2023—आम जानकारी के लिए यह घोषित किया जाता है कि वर्ष 2024-2025 के दौरान सामान्य भविष्य निधि तथा उसी प्रकार की अन्य निधियों के अभिदाताओं की कु ल जमा रकमों पर दी जाने वाली ब्याज दर 1 अप्रैल, 2024 से 30 जून, 2024 तक 7.1% (सात दशमलव एक प्रतिशत) होगी। यह दर 1 अप्रैल, 2024 से लागू होगी। संबंधित निधियां निम्नलिखित हैं:—
1. सामान्य भविष्य निधि (कें द्रीय सेवाएं)।
2. अंशदायी भविष्य निधि (भारत)।
3. अखिल भारतीय सेवा भविष्य निधि।
4. राज्य रेलवे भविष्य निधि।
5. सामान्य भविष्य निधि (रक्षा सेवाएं)।
6. भारतीय आयुध विभाग भविष्य निधि।
7. भारतीय आयुध कारखाना कामगार भविष्य निधि।
8. भारतीय नौसेना गोदी कामगार भविष्य निधि।

सं. 10/27/2018-यू3(ए)—जबकि, के न्द्र सरकार को विश्वविद्यालय अनुदान आयोग (यूजीसी) अधिनियम, 1956 की धारा 3 के तहत विश्वविद्यालय अनुदान आयोग की सलाह पर उच्च शिक्षण संस्थान को सम विश्वविद्यालय संस्थान घोषित करने का अधिकार है।
2. और जबकि, यूजीसी अधिनियम, 1956 की धारा 3 द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए, कें द्र सरकार ने यूजीसी की सलाह पर अधिसूचना संख्या 9-2/2002-यू.3 दिनांक 20.10.2006 के तहत, कलासलिंगम एके डमी ऑफ रिसर्च एंड एजुके शन (के एआरई), कृ ष्णनकोइल, तमिलनाडु को एक नितिि अवधि के लिए एक सम विश्वविद्यालय संस्थान के रूप में घोषित किया था। इसके अतिरिक्त, इस मंत्रालय की 458

अधिसूचना संख्या 12-25/2023-यू.3(ए) दिनांक 24.11.2023 के माध्यम से इसके सम विश्वविद्यालय का दर्जा हमेशा के लिए बढ़ा दिया गया था।
3. और इसके अतिरिक्त जबकि, कु ल सचिव, के एआरई, तमिलनाडु ने अपने पत्र संख्या के एआरई/एमएचआरडी/अनुमोदन/2018 दिनांक 13 नवम्बर, 2018 के माध्यम से चेन्नई में एक ऑफ-कैं पस कें द्र शुरू करने के लिए आवेदन प्रस्तुत किया था। इसे यूजीसी (सम-विश्वविद्यालय संस्थान) विनियम, 2016 के अनुसार जांच और सलाह के लिए यूजीसी को भेजा गया था।
4. और जबकि, यूजीसी ने सूचित किया कि एक विशेषज्ञ समिति द्वारा आवेदन की जांच की गई। समिति ने संस्थान का दौरा करने और दस्तावेजों का आकलन करने के बाद, सर्वसम्मति से कलासलिंगम एके डमी ऑफ रिसर्च एंड एजुके शन (के एआरई), कृ ष्णनकोइल, तमिलनाडु के कलासलिंगम नगर, काजीपत्तूर गांव, तिरुपोरुर तालुक, चेन्नई में एक ऑफ-कैं पस कें द्र के अनुमोदन हेतु सिफारिश की। आयोग ने दिनांक 16.10.2019 को आयोजित अपनी 544वीं बैठक (मद संख्या 2.09) में यूजीसी विशेषज्ञ समिति की सिफारिशों पर विचार किया और उन्हें अनुमोदित किया।
5. और जबकि, आयोग की सलाह की मंत्रालय में जांच की गई। जांच के बाद संस्थान को कु छेक बिंदुओं पर अनुपालन रिपोर्ट प्रस्तुत करने हेतु कहा गया था। संस्थान द्वारा प्रस्तुत अनुपालन रिपोर्ट का यूजीसी द्वारा सत्यापन तथा अनुमोदन किया गया था।
6. और इसके अतिरिक्त जबकि, जब मामला विचाराधीन था, तब यूजीसी ने यूजीसी (सम विश्वविद्यालय संस्थान) विनियम, 2023 को अधिसूचित किया। इन विनियमों के खंड 30 के अनुसार, के एआरई, तमिलनाडु ने एक वचनपत्र प्रस्तुत किया, जिसमें उनके आवेदन प्रस्तुत करने की तारीख की प्रचलित विनियमों के अनुसार उनके आवेदन पर कार्रवाई करने का अनुरोध किया गया।
7. अत:, अब, यूजीसी अधिनियम, 1956 की धारा 3 के तहत प्रदत्त शक्तियों का प्रयोग करते हुए, शिक्षा मंत्रालय द्वारा, यूजीसी की सलाह पर, कलासलिंगम एके डमी ऑफ रिसर्च एंड एजुके शन (के एआरई), कृ ष्णनकोइल, तमिलनाडु को शैक्षणिक वर्ष 2024-25 से कलासलिंगम नगर, काजीपत्तूर ग्राम, थिरुपोरूर तालुक, चेन्नई में एक ऑफ-कैं पस कें द्र शुरू करने की मंजूरी प्रदान की जाती है।
8. चेन्नई ऑफ-कैं पस के समग्र प्रदर्शन की निगरानी आयोग द्वारा द्विर्वार्षक रूप से छह वर्ष तक तथा उसके बाद पांच साल तक की जाएगी तथा प्रबंधन, शैक्षिक विकास और सुधार संबंधी आयोग के निदेश कैं पस पर बाध्यकारी होंगे। यह अनुमति कें द्र सरकार, यूजीसी और अन्य सांविधिक परिषदों द्वारा समय-समय पर जारी प्रासंगिक मानदंडों/नियमों/ विनियमों/ निदेशों की अनुपालना के अध्यधीन है।

RESOLUTION
No. 5(3)-B(PD)/2023—It is announced for general information that during the year 2024-2025, accumulations at the credit of subscribers to the General Provident Fund and other similar funds shall carry interest at the rate of 7.1% (Seven point one percent) w.e.f. 1st April, 2024 to 30th June, 2024. This rate will be in force w.e.f. 1 April, 2024. The funds concerned are:—
1. The General Provident Fund (Central Services).
2. The Contributory Provident Fund (India).
3. The All India Services Provident Fund.
4. The State Railway Provident Fund.
5. The General Provident Fund (Defence Services).
6. The Indian Ordnance Department Provident Fund.
7. The Indian Ordnance Factories Workmen's Provident Fund.
8. The Indian Naval Dockyard Workmen's Provident Fund.
9. The Defence Services Officers Provident Fund.
10. The Armed Forces Personnel Provident Fund.

No. 10/27/2018-U3(A)—Whereas, the Central Government is empowered under Section 3 of the University Grants Commission (UGC) Act, 1956 to declare, on the advice of the UGC, an institution of higher learning as an Institution deemed to be University.
2. And whereas, in exercise of the powers conferred by Section 3 of the UGC Act, 1956, the Central Government, vide Notification No. 9-2 /2002-U.3 dated 20.10.2006, on the advice of UGC, had declared Kalasalingam Academy of Research & Education (KARE), Krishnankoil, Tamil Nadu as an Institution deemed to be University for a certain period. Further, its deemed to be University status was extended in perpetuity vide this Ministry's Notification No.12-25/2023-U.3(A) dated 24.11.2023.
3. And further whereas, the Registrar, KARE, Tamil Nadu, vide letter No. KARE/MHRD/APPROVAL/2018 dated 13th November, 2018, submitted an application for starting an Off-Campus Centre at Chennai. The same was forwarded to UGC for examination and advice as per the UGC (Institutions Deemed to be Universities) Regulations, 2016.
4. And whereas, UGC informed the application was examined through an Expert Committee. The Committee, after visiting the Institution & assessing the documents, unanimously recommended for approval of an Off-Campus Centre of Kalasalingam Academy of Research & Education (KARE), Krishnankoil, Tamil Nadu at Kalasalingam Nagar, Kazhipattur Village, Thiruporur Taluk, Chennai. The Commission considered and approved the recommendations of the UGC Expert Committee in its 544th meeting (Item No. 2.09) held on 16.10.2019.
5. And whereas, the advice of the Commission was examined in the Ministry. After examination, the Institution was asked to submit compliance report on certain points. The compliance report submitted by the Institution was verified and approved by UGC.
6. And further whereas, while the matter was under consideration, UGC notified the UGC (Institutions deemed to be Universities) Regulations, 2023. As per Clause 30 of these Regulations, KARE, Tamil Nadu submitted an undertaking requesting to process its application in terms of the prevailing regulations on the date of submission of their application.

Now, therefore, in exercise of the powers conferred by Section 3 of the UGC Act, 1956, the Ministry of Education, on the advice of the UGC, do hereby permits Kalasalingam Academy of Research & Education (KARE), Krishnankoil, Tamil Nadu to start an off-campus centre at Kalasalingam Nagar, Kazhipattur Village, Thiruporur Taluk, Chennai from the academic year 2024-25.
8. The overall performance of the Chennai off-campus shall be monitored by the Commission biennially for six years and subsequently after five years and whose directions on management, academic development and improvement shall be binding on the Campus. This permission is further subject to the compliance of the relevant Norms/Rules/Regulations/ Directions issued by the Central Government, UGC and other Statutory Councils, from time to time.
