G.S.R. 85.— In exercise of the powers conferred by sub-section (1) read with clauses (a) and (b) of sub- section (2) of section 165 of the Assam Rifles Act, 2006 (47 of 2006) and in supersession of the Assam Rifles (Group 'C' Combatised Posts) Recruitment Amendment Rules, 2000, in so far as it relates to the post of Naib Subedar (Store Keeper Technical Engineer), except as respects things done or omitted to be done before such supersession, the Central Government hereby makes the following rules regulating the method of recruitment to the post of Naib Subedar (Store Keeper Technical Engineer) Group 'B' Combatised in the Assam Rifles under the Ministry of Home Affairs, namely:—
1. Short title and commencement.—(1) These rules may be called the Ministry of Home Affairs Assam Rifles Naib Subedar (Store Keeper Technical Engineer), Group 'B' Combatised Post, Recruitment Rules, 2024.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. Number of posts, classification and level in the pay matrix.–The number of post, its classification and level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.
3. Method of recruitment, age-limit, qualifications, etc. – The method of recruitment, age-limit, qualifications and other matters relating to the said post shall be as specified in columns (5) to (13) of the afore said Schedule.
4. Disqualification. – No person, –
(a) who has entered into or contracted a marriage with a person having a spouse living; or
(b) who, having a spouse living, has entered into or contracted a marriage with any person, shall be eligible for appointment to the said post:
Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule.
5. Medical fitness. – Med ical fitness sh all b e as p er un ifo rm gu id elin es for recru itm ent in the Central Arm ed Po lice Forces and Assam Rifles issued by th e Min istry o f Hom e Affairs and sub sequ ent am end men t th ereof .
6. Superannuation.- Every person appointed under these rules shall retire from service on the afternoon of the last day of the month in which he or she attains the age of sixty years or as prescribed by the Central government from time to time:
Provided that a person whose date of birth is on the first day of the month shall retire from service in the afternoon of the last day of the preceding month on attaining the age of sixty years:
Provided further that no person shall be granted extension in service beyond the prescribed age of retirement on superannuation.
7. Interpretation.—If any question relating to the interpretation of these rules arises it shall be referred to the Central Government who shall decide the same.
8. Power to relax.–Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order and for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any class or category of persons.
9. Saving.—Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, the Other Backward Classes, Ex-servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

सा. का. नि. 86.—राष्ट्रपति, संविधान के अनुच्छेद 309 के परन्तुक द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए और राष्ट्रीय अशििमन सेवा महाविद्यालय, नागपुर, समूह 'ग' (अराजपत्रित) भर्ती नियम, 2014, को, जहां तक उनका संबंध इलेक्ट्रिशियन के पद से है, उन बातों के सिवाय अधिक्ांत करते हुए, जिन्हें ऐसे अधिक्मण से पूर्व किया गया है या करने का लोप किया गया है, गृह मंत्रालय के अधीन राष्ट्रीय अशििमन सेवा महाविद्यालय में इलेक्ट्रिशियन के पद पर भर्ती की पद्धति का विनियमन करने के लिए निम्नलिखित नियम बनाते हैं, अर्थात् :-
628 THE GAZETTE OF INDIA : JUNE 29, 2024/ASHADHA, 8, 1946 [PART II—SEC. 3(i)]1. संक्षिप्त नाम और प्रारंभ : (1) इन नियमों का संक्षिप्त नाम गृह मंत्रालय, राष्ट्रीय अशििमन सेवा महाविद्यालय, नागपुर, इलेक्ट्रिशियन (समूह 'ग' पद) भर्ती नियम, 2024 है।
(2) ये राजपत्र में उनके प्रकाशन की तारीख को प्रवृत्त होंगे।
2. पद संख्या, वर्गीकरण और वेतन मैट्रिक्स का स्तर : उक्त पद की संख्या, उसका वर्गीकरण और वेतन मैट्रिक्स में उसका स्तर वह होगा, जो इन नियमों से उपाबद्ध अनुसूची के स्तंभ (2) से स्तंभ (4) में विर्निर्दष्ट हैं।
3. भर्ती की पद्धति, आयु-सीमा, अर्हताएं आदि : उक्त पद पर भर्ती की पद्धति, आयु-सीमा, अर्हताएं और उससे संबंधित अन्य बातें वे होंगी जो उक्त अनुसूची के स्तंभ (5) से स्तंभ (13) में विर्निर्दष्ठ हैं।
4. निरर्हता : वह व्यक्ति,-
(क) जिसने ऐसे व्यक्ति से, जिसका पति या जिसकी पत्नी जीवित है, विवाह किया है या विवाह की संविदा की है; या
(ख) जिसने अपने पति या अपनी पत्नी के जीवित रहते हुए किसी व्यक्ति से विवाह किया है या विवाह की संविदा की है,
उक्त पद पर नियुक्ति का पात्र नहीं होगा :
परंतु यदि कें रीय सरकार का यह समाधान हो जाता है कि ऐसा विवाह ऐसे व्यक्ति और विवाह के अन्य पक्षकार को लागू स्वीय विधि के अधीन अनुज्ञेय है और ऐसा करने के लिए अन्य आधार हैं तो वह किसी व्यक्ति को इस नियम के प्रवर्तन से छू ट दे सके गी ।
5. शिथिल करने की शक्ति : जहां कें रीय सरकार की यह राय है कि ऐसा करना आवश्यक या समीचीन है, वहां वह उसके लिए जो कारण हैं, उन्हें लेखबद्ध करके , इन नियमों के किसी उपबंध को किसी वर्ग या प्रवर्ग के व्यक्तियों की बाबत, आदेश द्वारा शिथिल कर सके गी।
6. व्यावृत्ति : इन नियमों की कोई बात, ऐसे आरक्षण, आयु-सीमा में छू ट और अन्य रियायतों पर प्रभाव नहीं डालेगी, जिनका कें रीय सरकार द्वारा इस संबंध में समय-समय पर जारी किए गए आदेशों के अनुसार अनुसूचित जातियों, अनुसूचित जनजातियों, अन्य पिछड़े वगों, भूतपूर्व सैनिकों और अन्य विशेष प्रवर्ग के व्यक्तियों के लिए उपबंध करना अपेक्षित है।

G.S.R. 86.— In exercise of the powers conferred by the proviso to article 309 of the Constitution and in supersession of the National Fire Service College, Nagpur, Group 'C' (Non-Gazetted) Recruitment Rules, 2014, in so far as they relate to the post of Electrician, except as respects things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment to the post of Electrician in the National Fire Service College, Nagpur under the Ministry of Home Affairs, namely:-
1. Short title and commencement. - (1) These rules may be called the Ministry of Home Affairs, National Fire Service College, Nagpur, Electrician (Group 'C' Post) Recruitment Rules, 2024.
(2) They shall come into force on the date of their publication in the Official Gazette.

2. पद संख्या, वर्गीकरण और वेतन मैट्रिक्स में स्तर - उक्त पद की संख्या, उसका वर्गीकरण और वेतन मैट्रिक्स में उसका स्तर वह होगा, जो इन नियमों से उपाबद्ध अनुसूची के स्तंभ (2) से स्तंभ (4) में विर्निर्दष्ट हैं।
3. भर्ती की पद्धति, आयु-सीमा, अर्हताएं, आदि – उक्त पद पर भर्ती की पद्धति, आयु-सीमा, अर्हताएं और उससे संबंधित अन्य बातें वे होंगी जो उक्त अनुसूची के स्तंभ (5) से स्तंभ (13) में विर्निर्दष्ट हैं।
4. निरर्हता - वह व्यक्ति --
(क) जिसने ऐसे व्यक्ति से, जिसका पति या जिसकी पत्नी जीवित है, विवाह किया है या विवाह की संविदा की है; या
(ख) जिसने अपने पति या अपनी पत्नी के जीवित रहते हुए किसी व्यक्ति से विवाह किया है या विवाह की संविदा की है
उक्त पद पर नियुक्ति का पात्र नहीं होगा :
परंतु यदि कें रीय सरकार का यह समाधान हो जाता है कि ऐसा विवाह ऐसे व्यक्ति और विवाह के अन्य पक्षकार को लागू स्वीय विधि के अधीन अनुज्ञेय है और ऐसा करने के लिए अन्य आधार हैं तो वह किसी व्यक्ति को इस नियम के प्रवर्तन से छू ट दे सके गी ।
5. शिथिल करने की शक्ति - जहां कें रीय सरकार की यह राय है कि ऐसा करना आवश्यक या समीचीन है, वहां वह उसके लिए जो कारण हैं उन्हें लेखबद्ध करके इन नियमों के किसी उपबंध को किसी वर्ग या प्रवर्ग के व्यक्तियों की बाबत, आदेश द्वारा शिथिल कर सके गी।
6. व्यावृत्ति - इन नियमों की कोई बात, ऐसे आरक्षण, आयु-सीमा में छू ट और अन्य रियायतों पर प्रभाव नहीं डालेगी, जिनका कें रीय सरकार द्वारा इस संबंध में समय-समय पर जारी किए गए आदेशों के अनुसार अनुसूचित जातियों,633 [भाग II—खण्ड 3(i)] भारत का राजपत्र: जून 29, 2024/आषाढ 8, 1946 अनुसूचित जनजातियों, अन्य पिछड़े वगों, भूतपूर्व सैनिकों और अन्य विशेष प्रवर्ग के व्यक्तियों के लिए उपबंध करना अपेक्षित है।

(i) मान्यता प्राप्त बोर्ड से बारहवी पास; और
(ii) अभ्यर्थी के पास विधिमान्य भारी वाहन चालन अनुज्ञप्ति होगी; और
(ग) शारीरिक और चिकित्सीय मानक :
(अ ) पुरुषों के लिए :
(i) ऊं चाई : 165 से.मी. से कम नहीं (गढ़वाली , असामी , गोरखा और अनुसूचित जनजातियों के सदस्य की दशा में पांच से.मी. शिथिल की जा सकती है );
(ii) छाती : 81 से.मी. सामान्य ,न्यूनतम पांच से.मी. फु लाव ;
(iii) भार : 50 कि.ग्रा. से कम नही ;
(iv) श्रवण शक्ति : सामान्य;
(v) भाषा : सामान्य और कमान के अंग्रेजी और हिन्दी शब्द समझने में समर्थ होना चाहिए |
(आ) महिलाओं के लिए :
(i) ऊं चाई : 157 से.मी. से कम नही (गढ़वाली , असामी , गोरखा और अनुसूचित जनजातियों के सदस्य की दशा में 2.5 से.मी. शिथिल की जा सकती है);
(ii) भार : 46 कि.ग्रा. से कम नही ;
(iii) श्रवण शक्ति : सामान्य;
(iv) भाषा : सामान्य और कमान के अंग्रेजी और हिन्दी शब्द समझने में समर्थ होना चाहिए |

टिप्पण 1 : पोषक प्रवर्ग के ऐसे विभागीय अधिकारी, जो प्रोन्नति की सीधी पंक्ति में है, प्रतिनियुक्ति पर नियुक्ति के लिए विचार किए जाने के पात्र नहीं होंगे | इसी प्रकार प्रतिनियुक्त व्यक्ति प्रोन्नति द्वारा नियुक्ति के लिए विचार किए जाने के पात्र नहीं होंगे |

G.S.R. 87.—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in supersession of the National Fire Service College, Nagpur, Leading Fireman (Group 'C' post) Recruitment Rules, 2018, except as respects things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment to the post of Leading Fireman in the National Fire Service College, Nagpur in the Ministry of Home Affairs, namely:-
1. Short title and commencement.- (1) These rules may be called the Ministry of Home Affairs, National Fire Service College, Nagpur, Leading Fireman (Group 'C' Post) Recruitment Rules, 2024.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. Number of post, classification and level in pay matrix.-The number of the said post, its classification and level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.
3. Method of recruitment, age-limit, qualifications, etc.- The method of recruitment, age-limit, qualifications and other matters relating to the said post shall be as specified in columns (5) to (13) of the said Schedule.
4. Disqualification.- No person,-
(a) who has entered into or contracted a marriage with a person having spouse living; or
(b) who, having a spouse living, has entered into or contracted a marriage with any person,
shall be eligible for appointment to the said post:
Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule.
5. Power to relax.- Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order and for reason to be recorded in writing, relax any of the provisions of these rules with respect to any class or category of persons.
6. Saving.- Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, the Other Backward Classes, the Ex- servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

Note 2.- The period of deputation (including short -term contract) including the period of deputation (including short-term contract) in another ex-cadre post held immediately preceding this appointment in the same or some other organisation or department shall ordinarily not exceed three years.
Note 3.- The maximum age-limit for appointment by deputation (including short-term contract) shall be not exceeding fifty-six years as on the closing date of receipt of applications.

G.S.R. 89.— In exercise of the powers conferred by the proviso to article 309 of the Constitution, the President hereby makes the following rules regulating the method of recruitment to the post of Principal Scientific Officer (Building) in the Bureau of Police Research and Development, Ministry of Home Affairs, namely :-
1. Short title and commencement.- (1) These rules may be called the Ministry of Home Affairs, Bureau of Police Research and Development, Principal Scientific Officer (Building), Group 'A' Post, Recruitment Rules, 2024.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. Number of post, classification and level in pay matrix. – The number of the said post, its classification and level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.
3. Method of recruitment, age-limit, qualifications, etc.–The method of recruitment, age-limit, qualifications and other matters relating to the said post shall be as specified in columns (5) to (13) of the said Schedule.
4. Disqualification. – No person, -
(a) who has entered into or contracted a marriage with a person having a spouse living; or (b) who, having a spouse living, has entered into or contracted a marriage with any person, shall be eligible for appointment to the said post:
Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule.
5. Power to relax. – Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order and for reasons to be recorded in writing and in consultation with the Union Public service Commission, relax any of the provisions of these rules with respect to any class or category of persons.

1. संक्षिप्त नाम और प्रारंभ : (1) इन नियमों का संक्षिप्त नाम के न्रीय कु क्कु ट विकास संगठन और के न्रीय कु क्कु ट निष्पादन परीक्षण के न्र (प्रयोगशाला परिचर) भर्ती नियम, 2024 है।

2. प्रारंभिक गठन- इन नियमों के प्रारंभ की तारीख को नियमित या दीर्घ कालिक आधार पर प्रयोगशाला परिचर का पद धारण करने वाले पदधारियों को इन नियमों के उपबंधों के अधीन सम्यक रुप से नियुक्त समझा जाएगा और उक्त प्रारंभ से पहले उक्त पदों पर ऐसे व्यक्तियों द्वारा की गई सेवा की, परिवीक्षा, पुष्टि, वरीयता और प्रोन्नति के लिए गणना की जाएगी।
3. पद संख्या, वर्गीकरण और वेतन मैट्रिक्स में स्तर- उक्त पदों की संख्या, उसका वर्गीकरण और वेतन मैट्रिक्स में स्तर या वेतनमान वे होंगे जो इन नियमों से उपाबद्ध अनुसूची के स्तंभ (2) से स्तंभ (4) में विर्निर्दष्ट हैं।
4. भर्ती की पद्धति, आयु सीमा, अन्य अर्हतांए आदि –उक्त पद पर भर्ती की पद्धति, आयु सीमा, अर्हतांए और उससे संबंधित अन्य बातें वे होंगी जो उक्त अनुसूची के स्तभं (5) से (13) में विर्निर्दष्ट हैं।
5. निरर्हता – वह व्यक्ति
(क) जिसने ऐसे व्यक्ति से जिसका पति या जिसकी पत्नी जीवित है, विवाह किया है,; या विवाह की संविदा की है या
(ख) जिसने अपने पति या अपनी पत्नी के जीवित रहते हुए किसी व्यक्ति से विवाह किया है, या विवाद की संविदा की है।
उक्त पद पर नियुक्ति का पात्र नहीं होगा:
परन्तु यदि के न्रीय सरकार का यह समाधान हो जाता है कि ऐसा विवाह ऐसे व्यक्ति और विवाह के अन्य पक्षकार को लागू स्वीय विधि के अधीन अनुज्ञेय है और ऐसा करने के लिए अन्य आधार हैं तो वह किसी व्यक्ति को इस नियम के प्रवर्तन से छू ट दे सके गी।
6. शिथिल करने की शक्ति – जहां के न्रीय सरकार की यह राय है कि ऐसा करना आवश्यक या समीचीन है, वहां वह उसके लिए जो कारण हैं, उन्हें लेखबद्ध करके , तथा संघ लोक सेवा आयोग से परामर्श करके इन नियमों के किसी उपबंध को किसी वर्ग या प्रवर्ग के व्यक्तियों की बाबत, आदेश द्वारा शिथिल कर सके गी।
7. व्यावृत्ति - इन नियमों की कोई बात, ऐसे आरक्षणों, आयु-सीमा में छू ट और अन्य रियासतों पर प्रभाव नही डालेगी, जिनका के न्रीय सरकार द्वारा इस संबंध में समय-समय पर जारी किए गए आदेशों के अनुसार अनुसूचित जातियों, अनुसूचित जनजातियों, अन्य पिछडें वगों, भूतपूर्व सैनिकों और अन्य विशेष प्रवर्ग के व्याक्ति के लिए उपबंध करना अपेक्षित है।

Initial constitution.- The incumbent holding the post of Laboratory Attendant on regular or long term basis on the date of commencement of these rules shall be deemed to have been duly appointed under the provisions of these rules and the services rendered by such person in the said post before the said commencement shall be taken into account for the purposes of probation, confirmation, seniority and promotion.
3. Number of post, classification and level in pay matrix.- The number of said post, its classification and level in the pay matrix relating thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.
4. Method of recruitment, age-limit, other qualifications, etc.- The method of recruitment, age-limit, qualifications and other matters relating to the said post shall be as specified in columns (5) to (13) of the aforesaid Schedule.
