सा.का.नि. 91.— राष्ट्रपति, संविधान के अनुच्छेद 309 के परंतुक द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए, गृह मंत्रालय, पुलिस अनुसंधान एवं विकास ब्यूरो में प्रधान वैज्ञानिक अधिकारी (इलेक्ट्रॉनिक) के पद पर भर्ती की पद्धति को विनियमित करने के लिए निम्नलिखित नियम बनाते हैं, अर्थातः -
1. संक्षिप्त नाम और प्रारंभः- (i) इन नियमों का संक्षिप्त नाम गृह मंत्रालय, पुलिस अनुसंधान एवं विकास ब्यूरो, प्रधान वैज्ञानिक अधिकारी (इलेक्ट्रॉनिक) भर्ती नियम, 2024 है।

2. पदों की संख्या, वर्गीकरण और वेतन मैट्रिक्स में स्तर – उक्त पद की संख्या, उसका वर्गीकरण और वेतन मैट्रिक्स में स्तर वह होगा, जो इन नियमों से उपाबद्ध अनुसूची के स्तंभ (2) से स्तंभ (4) में विर्निर्दष्ट हैं।
3. भर्ती की पद्धति, आयु-सीमा और अर्हताएं, आदिः- उक्त पद पर भर्ती की पद्धति, आयु-सीमा, अर्हताएं और उनसे संबंधित अन्य बातें वे होंगी जो पूवोक्त अनुसूची के स्तंभ (5) से स्तंभ (13) में विर्निर्दष्ट हैं।
4. निरर्हता- वह व्यक्ति -
(क) जिसने ऐसे व्यक्ति से, जिसका पति या जिसकी पत्नी जीवित है, विवाह किया है या विवाह की संविदा की है; या
(ख) जिसने अपने पति या अपनी पत्नी के जीवित रहते हुए किसी व्यक्ति से विवाह किया है या विवाह की संविदा की है,
उक्त पद पर नियुक्ति का पात्र नहीं होगाः
परंतु यदि कें रीय सरकार यह समाधान हो जाता है कि ऐसा विवाह ऐसे व्यक्ति और विवाह के अन्य पक्षकार को लागू स्वीय विधि के अधीन अनुज्ञेय है और ऐसा करने के लिए अन्य आधार हैं तो वह किसी व्यक्ति को इस नियम के प्रवर्तन से छू ट दे सके गी।
5. शिथिल करने की शक्ति – जहां कें रीय सरकार की यह राय है कि ऐसा करना आवश्यक या समीचीन है वहां वह उसके लिए जो कारण हैं, उन्हें लेखबद्ध करके तथा संघ लोक सेवा आयोग से परामर्श करके , इन नियमों के किसी भी उपबंध को किसी वर्ग या प्रवर्ग के व्यक्तियों की बाबत आदेश द्वारा शिथिल कर सके गी।
6. व्यावृति – इन नियमों की कोई बात, ऐसे आरक्षणों, आयु सीमा में छू ट और अन्य रियायतों पर प्रभाव नहीं डालेगी, जिनका के न्रीय सरकार द्वारा इस संबंध में समय-समय पर जारी किए गए आदेशों के अनुसार अनुसूचित जातियों, अनुसूचित जनजातियों, अन्य पिछड़े वगों, भूतपूर्व सैनिकों और अन्य विशेष प्रवर्ग के व्यक्तियों के लिए उपबंध करना अपेक्षित है।

New Delhi, the 27th June, 2024
G.S.R. 91.— In exercise of the powers conferred by the proviso to article 309 of the Constitution, the President hereby makes the following rules regulating the method of recruitment to the post of Principal Scientific Officer (Electronics) in the Bureau of Police Research and Development, Ministry of Home Affairs, namely :-
1. Short title and commencement.- (1) These rules may be called the Ministry of Home Affairs, Bureau of Police Research and Development, Principal Scientific Officer (Electronics), Recruitment Rules, 2024.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. Number of posts, classification and level in pay matrix. – The number of said post, its classification and the level in the pay matrix attached thereto, shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.
3. Method of recruitment, age-limit, qualifications, etc. – The method of recruitment, age-limit, qualifications and other matters relating to the said posts shall be as specified in columns (5) to (13) of the aforesaid Schedule.
4. Disqualifications. – No person, -
(a) who has entered into or contracted a marriage with a person having a spouse living; or
(b) who, having a spouse living, has entered into or contracted a marriage with any person,
shall be eligible for appointment to the said post:
Provided that the Central Government may if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing exempt any person from the operation of this rule.
5. Power to relax. – Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order, for reasons to be recorded in writing and in consultation with Union Public Service Commission, relax any of the provisions of these rules, with respect to any class or category of persons.
6. Saving.- Nothing in these rules shall affect reservations, relaxation of age-limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, the Other Backward Classes, the Ex-servicemen and other special categories of persons, in accordance with the orders issued by the Central Government from time to time in this regard.

If the departmental candidate is selected for appointment to the post; it shall be treated as having been filled by promotion. Note 2.- The period of deputation including the period of deputation in another ex-cadre post held immediately preceding this appointment in the same or some other organisation or department of the Central Government shall ordinarily not exceed five years. Note 3.- The maximum age-limit for appointment by deputation shall be not exceeding fifty-six years as on the last date of receipt of applications. |

सा. का. नि. 92.—राष्ट्रपति, संविधान के अनुच्छेद 309 के परन्तुक द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए और लाल बहादुर शास्त्री राष्ट्रीय प्रशासन अकादमी, ज्येष्ठ तकनीशियन भर्ती नियमावली, 1987 को, उन बातों के सिवाय अधिक्रांत करते हुए, जिन्हें ऐसे अधिक्रमण से पूर्व किया गया है या करने का लोप किया गया है, कार्र्मक, लोक शिकायत और पेंशन मंत्रालय, कार्र्मक और प्रशिक्षण विभाग के अधीन लाल बहादुर शास्त्री राष्ट्रीय प्रशासन अकादमी, मसूरी, में ज्येष्ठ तकनीशियन के पद पर भर्ती की पद्धति का विनियमन करने के लिए निम्नलिखित नियम बनाते हैं, अर्थात् :-

2. पद संख्या, वर्गीकरण और वेतन मैट्रिक्स में स्तर – उक्त पद की संख्या, उसका वर्गीकरण और इससे संलग्न वेतन मैट्रिक्स में स्तर वे होंगे जो इन नियमों से उपाबद्ध अनुसूची के स्तंभ (2) से स्तंभ (4) में विर्निर्दष्ट हैं ।
3. भर्ती की पद्धति, आयु-सीमा, अर्हता, आदि – भर्ती की पद्धति, आयु-सीमा, अर्हताएं और संबंधित अन्य बातें वे होंगी जो उक्त अनुसूची के स्तंभ (5) से स्तंभ (13) में विर्निर्दष्ट हैं।

(क) जिसने ऐसे व्यक्ति से जिसका पति या जिसकी पत्नी जीवित है, विवाह किया है या विवाह की संविदा की है ; या
(ख) जिसने अपने पति या अपनी पत्नी के जीवित रहते हुए किसी व्यक्ति से विवाह किया है या विवाह की संविदा की है, उक्त पद पर नियुक्ति का पात्र नहीं होगा :
परन्तु यदि के न्रीय सरकार का यह समाधान हो जाता है कि ऐसा विवाह ऐसे व्यक्ति और विवाह के अन्य पक्षकार को लागू स्वीय विधि के अधीन अनुज्ञेय है और ऐसा करने के लिए अन्य आधार हैं तो वह किसी व्यक्ति को इस नियम के प्रवर्तन से छू ट दे सके गी ।

G.S.R. 92.— In exercise of the powers conferred by the proviso to article 309 of the Constitution and in supersession of the Lal Bahadur Shastri National Academy of Administration, Senior Technician Recruitment Rules, 1987, except as respects things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment to the post of Senior Technician in the Lal Bahadur Shastri National Academy of Administration, Mussoorie, under the Ministry of Personnel, Public Grievances and Pensions, Department of Personnel and Training, namely:-
1. Short title and commencement.- (1) These rules may be called the Ministry of Personnel, Public Grievances and Pensions, Department of Personnel and Training, Lal Bahadur Shastri National Academy of Administration, Mussoorie, Senior Technician, Group 'B' post Recruitment Rules, 2024.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. Number of post, classification and level in pay matrix.- The number of the post, its classification and level in pay matrix attached thereto, shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.
3. Method of recruitment, age-limit, qualification etc.- The method of recruitment, age-limit, qualification and other matters relating to the said post shall be as specified in columns (5) to (13) of the aforesaid Schedule.
4. Disqualification.- No person,
(a) who has entered into or contracted a marriage with a person having a spouse living; or
(b) who, having a spouse living, has entered into or contracted a marriage with any person, Shall be eligible for appointment to the said post:
Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for doing so, exempt any person from the operation of this rule.
5. Power to relax.- Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order for reasons to be recorded in writing and in consultation with Union Public Service Commission, relax any of the provisions of these rules with respect to any class or category of persons.
6. Saving.- Nothing in these rules shall affect reservation, relaxation of age-limit, and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, Ex-Servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard

सा. का. नि.93. — राष्ट्रपति एतद्द्वारा संविधान के अनुच्छेद 309 के परंतुक द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए राष्ट्रीय अनुसूचित जाति आयोग, सामाजिक न्याय और अधिकारिता मंत्रालय में बहुकार्य कर्मचारिवृ ंदके पद पर भर्ती प्रक्रिया को विनियमित करने के लिए निम्नलिखित नियम बनाती हैं, अर्थात:-
1. संक्षिप्त नाम और प्रारंभ – (1) इस नियम का संक्षिप्त नामसामाजिक न्याय और अधिकारिता मंत्रालय, राष्ट्रीय अनुसूचित जाति आयोग, बहुकार्य कर्मचारिवृ ंद(समूह 'ग'पद) भर्ती नियम, 2023 है।
(2) यह नियम राजपत्र में प्रकाशन की तारीख से प्रवृत्त होगी।
2. पद की संख्या, वर्गीकरण तथा वेतन मैट्रिक्स में स्तर – उक्त पद की संख्या, इनका वर्गीकरण तथा वेतन मैट्रिक्स में इनके स्तर का निर्धारण इस नियम के साथ उपाबद्ध अनुसूची के स्तंभ(2) से (4) के अनुसार होगा।
661 [भाग II—खण्ड 3(i)] भारत का राजपत्र: जुलाई 6, 2024/आषाढ 15, 19463. भर्ती की प्रक्रिया, आयु-सीमा, अर्हता आदि-उक्त पद पर भर्ती की पद्धति, आयु-सीमा, अर्हता तथा उससे संबंधित अन्य बातें वे होंगी जो उक्त अनुसूची के स्तंभ(5) से (13) में विर्निर्दष्ट हैं।
4. निरर्हता – कोई भी व्यक्ति,-
(क) जिसने किसी ऐसे व्यक्ति के साथ विवाह किया है अथवा विवाह का अनुबंध किया है, जिसका पति अथवा पत्नी जीवित है: अथवा
(ख) जिसने पति अथवा पत्नी के जीवित रहते हुए किसी व्यक्ति के साथ विवाह किया है अथवा विवाह का अनुबंध किया है,
उक्त पद पर नियुक्ति के लिए पात्र नहीं होगा:
परंतु यदि के न्रीय सरकारका यह समाधान हो जाता है कि ऐसा विवाह ऐसे व्यक्ति तथा विवाह के अन्य पक्षकार के लिए लागू स्वीय विधि के अधीन अनुजेय है तथा ऐसा करने के अन्य आधार हैं, तो वह इस नियम के प्रर्वतन से छू ट दे सके गा।
5. प्रारंभिक गठन:- राष्ट्रीय अनुसूचित जाति आयोग, सामाजिक न्याय और अधिकारिता मंत्रालय में बहुकार्य कर्मचारिवृ ंद, इन नियमों के अधीन बहुकार्य कर्मचारिवृ ंद का पद धारण करने वाले व्यक्ति को वरिष्ठता तथा पदोन्नति आदि के प्रयोजनार्थ नियमित सेवा के रूप में माना जाएगा तथा ऐसे कर्मचारियों की वरिष्ठता को अखिल भारतीय आधार पर बनाए रखा जाएगा और इस संबंध में, समय-समय पर, के न्रीय सरकार द्वारा जारी वरिष्ठता संबंधी आदेशों अथवा अनुदेशों के अनुसार उनकी वरिष्ठता का निर्धारण किया जाएगा।
6. शिथिल करने की शक्ति: जहां के न्रीय सरकार की यह राय है कि ऐसा करना आवश्यक या समीचीन है, वहां वह उसके लिए जो कारण हैं उन्हें लेखबद्ध करके तथा संघ लोक सेवा आयोग से परामर्श करके इन नियमों के किसी उपबंध को किसी वर्ग या प्रवर्ग के व्यक्तियों की बाबत, आदेश द्वारा शिथिल कर सके गी।
7. व्यावृत्ति – इननियमोंकी कोई बात, ऐसे आरक्षण/आरक्षणों, आयु-सीमा में छू ट और अन्य रियायतों पर प्रभाव नहीं डालेगी, जिनका के न्रीय सरकार द्वारा इस संबंध में समय-समय पर जारी किए गए आदेशों के अनुसार अनुसूचित जातियों, अनुसूचित जनजातियों, अन्य पिछड़े वगों, भूतपूर्व सैनिकों तथा अन्य विशेष प्रवर्ग के व्यक्तियों के लिए उपबंध करना अपेक्षित है।

2. पद की संख्या, वर्गीकरण और वेतन मैट्रिक्स में स्तर: - उक्त पद की संख्या, उसका वर्गीकरण और वेतन मैट्रिक्स में उसका स्तर वह होगा, जो इन नियमों से उपाबद्ध अनुसूची के स्तंभ (2) से स्तंभ (4) में विर्निर्दष्ट हैं ।
3. भर्ती की पद्धति, आयु-सीमा और अन्य अर्हताएं आदि- भर्ती की पद्धति, आयु-सीमा, अर्हताएं और उससे संबंधित अन्य बातें वे होंगी जो उक्त अनुसूची के स्तंभ (5) से स्तंभ (13) में विर्निर्दष्ट हैं।
4. निरर्हता- वह व्यक्ति-
(i) जिसने ऐसे व्यक्ति से, जिसका पति या जिसकी पत्नी जीवित है, विवाह किया है या विवाह की संविदा की है; या (ii) जिसने अपने पति या अपनी पत्नी के जीवित रहते हुए किसी व्यक्ति से विवाह किया है या विवाह की संविदा की है, उक्त पद पर नियुक्ति का पात्र नहीं होगा:
परन्तु यदि के न्रीय सरकार का यह समाधान हो जाता है कि ऐसा विवाह ऐसे व्यक्ति और विवाह के अन्य पक्षकार को लागू स्वीय विधि के अधीन अनुज्ञेय है और ऐसा करने के लिए अन्य आधार हैं तो वह किसी व्यक्ति को इस नियम के प्रवर्तन से छू ट दे सके गी।
5. शिथिल करने की शक्ति– जहां के न्रीय सरकार की यह राय है कि ऐसा करना आवश्यक या समीचीन है, वहां वह उसके लिए जो कारण है, उन्हें लेखबद्ध करके और संघ लोक सेवा आयोग से परामर्श करके इन नियमों के किसी उपबंध को किसी वर्ग या प्रवर्ग के व्यक्तियों की बाबत, आदेश द्वारा शिथिल कर सके गी।
6. व्यावृत्ति –इन नियमों की कोई बात, ऐसे आरक्षण, आयु-सीमा में छू ट और अन्य रियायतों पर प्रभाव नहीं डालेगी, जिनका के न्रीय सरकार द्वारा इस संबंध में समय-समय पर जारी किए गए आदेशों के अनुसार अनुसूचित जातियों, अनुसूचित जनजातियों, अन्य पिछड़े वगों, भूतपूर्व सैनिकों और अन्य विशेष प्रवर्ग के व्यक्तियों के लिए उपबंध करना अपेक्षित है।

(ख) जिनके पास निम्नलिखित शैक्षिक अर्हताएं और अनुभव हो:

किसी मान्यताप्राप्त विश्वविद्यालय या संस्थान से प्राणि-विज्ञान या समुर विज्ञान या भौतिक विज्ञान या गणित या कं प्यूटर एप्लीके शन या मात्स्यिकी विज्ञान या समुरी जीव विज्ञान या मत्स्य उद्योग में मास्टर डिग्री; या
के न्रीय मात्स्यिकी शिक्षा संस्थान, मुम्बई से मात्स्यिकी विज्ञान में स्नातकोत्तर डिप्लोमा; या
के न्रीय मात्स्यिकी शिक्षा संस्थान, मुम्बई (भारतीय कृ षि अनुसंधान परिषद) से मात्स्यिकी में सहयुक्त डिप्लोमा; या वाणिज्य पोत परिवहन (सक्षमता प्रमाणपत्र) नियम, 1987 के अधीन पोत परिवहन विभाग द्वारा जारी किसी विदेशगामी पोत के मास्टर के रूप में सक्षमता प्रमाण पत्र या मोटरशिप का प्रथम श्रेणी इंजीनियर; या
स्नातक सहित वाणिज्यिक समुरी विभाग द्वारा मत्स्य जलयान के स्किपर ग्रेड-I के रूप में जारी सक्षमता प्रमाण पत्र; और
(ii) के न्रीय सरकार या राज्य सरकार द्वारा मान्यता प्राप्त संस्था मत्स्य जलयान में उपरोक्त उपर्दर्शत किसी भी विषय या क्षेत्र में पांच साल का शिक्षण और प्रशिक्षण का अनुभव प्राप्त हो, साथ ही तट अधिकारी या प्रदर्शक के रूप में मत्स्य प्रशिक्षण जलयान पर व्यावहारिक प्रशिक्षण देने में कम से कम दो साल का अनुभव हो ।
वांछनीयः
मात्स्यिकी प्रशिक्षण संस्थान में प्रशासन या लेखा या भंडार का दो वर्ष का अनुभव।
टिप्पण 1: पोषक प्रवर्ग के ऐसे विभागीय अधिकारी, जो प्रोन्नति की सीधी पंक्ति में है, प्रतिनियुक्ति पर नियुक्ति के लिए विचार किए जाने के पात्र नहीं होंगे । इसी प्रकार प्रतिनियुक्त व्यक्ति प्रोन्नति द्वारा नियुक्ति के लिए विचार किए जाने के पात्र नहीं होंगे।
टिप्पण 2: प्रतिनियुक्ति की अवधि, जिसके अंतर्गत कें रीय सरकार के उसी या किसी अन्य संगठन या विभाग में इस नियुक्ति से ठीक पहले धारित किसी अन्य बाह्य काडर पद पर प्रतिनियुक्ति की अवधि है साधारणतया चार वर्ष से अधिक नहीं होगी।

1. Short title and commencement. - (1) These rules may be called the Central Institute of Fisheries, Nautical and Engineering Training, Deputy Director (Group 'A' Post) Recruitment Rules, 2024.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. Number of post, classification and level in pay matrix. - The number of said post, its classifications and level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.
3. Method of recruitment, age-limit, qualification, etc. - The method of recruitment, age-limit, qualifications and other matters relating thereto, shall be as specified in columns (5) to (13) of the said Schedule.
4. Disqualifications. - No person, -
(a) Who has entered into or contracted a marriage with a person having a spouse living; or
(b) Who, having a spouse living, has entered into or contracted a marriage with any person,
shall be eligible for appointment to the said post:
Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and other party to the marriage and that there are other ground for so doing, exempt any person from the operation of this rule.
5. Power to relax. - Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order and for reason to be recorded in writing, relax any of the provisions of these rules with respect to any class or category of persons.
6. Saving. - Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required to be provided for the Scheduled Castes, the Schedules Tribes, other Backward Classes, the ex-servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

Desirable: Two years experience in Administration or Accounts or Stores in the Fisheries training Institute. Note 1: The departmental officers in the feeder category who are on the direct line of promotion shall not be eligible for consideration for appointment by deputation. Similarly, deputationists shall not be eligible for consideration for appointment by promotion. Note 2: The Period of deputation including period of deputation in another ex-cadre post held immediately preceding this appointment in the same or some other organization or Department of the Central Government shall ordinarily not exceed four years. Note 3: The maximum age-limit for appointment by deputation shall not be exceeding fifty-six years as on the closing date of applications. |

Power to relax. - Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order and for reasons to be recorded in writing and in consultation with the Union Public Service Commission, relax any of the provisions of these rules with respect to any class or category of persons.
6. Savings. - Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, the Other Backward Classes, the Ex-servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

- Initial constitution. - Multi-Tasking Staff in the National Commission for Scheduled Castes, Ministry of Social Justice and Empowerment, A person holding the post of Multi-Tasking Staff under these rules shall be taken into account as regular service for the purpose of seniority and promotion, etc. and the seniority of such officers shall be maintained on all India basis and shall be fixed as per orders or instructions on seniority issued by the Central Government from time to time in this regard. ↩
