ii. यदि स्थिति की मांग हो तो इन अधिकारियों को सहायक स्टाफ के बिना अनुभाग में स्वतंत्र रूप से कार्य करना होगा, जैसा कि संबंधित कै डर इकाइयों द्वारा निर्णय लिया जाएगा।

iii. तदर्थ पदोन्नति की अवधि का विस्तार, आरक्षण मामलों में माननीय सवोच्च न्यायालय के समक्ष लंबित सिविल अपील संख्या 629/2022 और अन्य संबंधित मामलों तथा किसी भी संबंधित मामले में किसी सक्षम न्यायालय के आदेश और किसी भी सक्षम न्यायालय के समक्ष लंबित एसओ/एएसओ/एसएसए ग्रेड में वरिष्ठता/पदोन्नति मामलों के परिणाम के अधीन रहेगा।

3. एसओएसएल 2023 (एसक्यू) के संबंध में पदोन्नति इस शर्त के अध्याधीन है कि पदोन्नत अधिकारी जिन्होंने अभी तक लेवल बी प्रशिक्षण सफलतापूर्वक पूरा नहीं किया है या छू ट वाली श्रेणी में नहीं आते हैं,वेकार्र्मक एवं प्रशिक्षण विभाग द्वारा नामांकित किए जाने पर अनिवार्य लेवल बी प्रशिक्षण कार्यक्रम को सफलतापूर्वक पूरा करेंगे और ऐसा करने में विफल रहने पर उनके स.अ.अ. के मूल पद पर वापसी सहित अनुशासनात्मक कार्रवाई की जा सकती है।

4. सीएसएस नियमावली के नियम 2 (सी) (iii) के अनुसार, एसओएसएल 2023 (एसक्यू) में शामिल अधिकारियों के संबंध में अनुमोदित सेवा की गणना 1जुलाई, 2023 से की जाएगी। हालांकि, डीपीसी दिशानिदेशों के अनुसार, पदोन्नति के वल भावी तारीख से ही प्रभावी होती है और वास्तविक पदोन्नति की तारीख से पूर्व की तारीख से किसी कल्पित वेतन निर्धारण करने की अनुमति नहीं दी जाएगी।

i. The ad-hoc appointment shall not confer any right on the appointees to continue in the grade indefinitely or for inclusion in the Select List of Section Officers for regular appointment or to claim seniority in the Section Officers' Grade of CSS or for promotion to the next higher grade or for grant of NFS.

ii. These officers are required to work independently in the Section without supporting staff, if situation demands as decided by the respective cadre units.

iii. The extension of term of ad-hoc promotion will remain subject to outcome in Civil Appeal No.629/2022 and other related cases pending before the Hon'ble Supreme Court in reservation matters and the orders of any competent court in any connected matters and seniority/promotion matters in SO/ASO/SSA grades pending before any competent court.

iv. The other terms and conditions as contained in the Department of Personnel and Training's O.M. No. 6/20/2022- CS-I(S), dated 26.06.2023 shall apply to this extension of term of ad-hoc promotion.

4. In terms of Rule 2 (c) (iii) of CSS Rules, approved service in respect of the officers included in SOSL 2023(SQ) will count from 1st July, 2023. However, in terms of DPC guidelines, promotions are effective from a prospective date only and no notional fixation of pay from a date prior to the date of actual promotion shall be allowed.
