आ.अ. 85.—लोक प्रतिनिधित्व अधिनियम, 1950 (1950 का 43) की धारा 13-क की उप-धारा (1) द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए भारत निर्वाचन आयोग आन्ध्र प्रदेश राज्य सरकार के परामर्श से एतद्द्वारा, श्री मुके श कु मार मीना] आई.ए.एस., के स्थान पर श्री विवेक यादव, आई.ए.एस. (ए.पीः 2008) को उनके कार्यभार ग्रहण करने की तारीख से आगामी आदेशों तक के लिए आन्ध्र प्रदेश राज्य के मुख्य निर्वाचन अधिकारी के रूप में नामित करता है।

2. श्री विवेक यादव, आन्ध्र प्रदेश सरकार के अधीन सभी पदभार या किसी कार्य के पदभारों को तत्काल सौंप देंगे या धारण करना समाप्त कर देंगे, जो कि वे ऐसा पदभार ग्रहण करने से पहले धारण कर रहे थे।

3. श्री विवेक यादव, मुख्य निर्वाचन अधिकारी, आन्ध्र प्रदेश के रूप में कार्य करते हुए आन्ध्र प्रदेश सरकार के अधीन किसी भी प्रकार का कोई अतिरिक्त कार्यभार ग्रहण नहीं करेंगे सिवाय इसके कि उनको राज्य सचिवालय में निर्वाचन विभाग के प्रभारी, सरकार के सचिव पदाभिहित किया जाएगा।

New Delhi, the 12th July, 2024

O.N. 85.—In exercise of the powers conferred by sub-section (1) of section 13A of the Representation of the People Act, 1950 (43 of 1950), the Election Commission of India in consultation with the Government of Andhra Pradesh hereby designates Shri Vivek Yadav, IAS (AP: 2008) as the Chief Electoral Officer for the State of Andhra Pradesh with immediate effect and until further orders in place of Shri Mukesh Kumar Meena, IAS.

2. Shri Vivek Yadav cease to hold and hand over forthwith the charge of all or any charges of work under the Government of Andhra Pradesh, which he may be holding before such assumption of office.

3. Shri Vivek Yadav while functioning as the Chief Electoral Officer, Andhra Pradesh shall not hold any additional charges whatsoever under the Government of Andhra Pradesh except that he should be designated Secretary to the Government in charge of Election Department in the State Secretariat.

आ.अ. 86.—यतः, भारत निर्वाचन आयोग द्वारा अधिसूचना सं . 464/ गोवा-वि .स/.2022 दिनांक 21 जनवरी, 2022 ,के जरिए गोवा के 17- सँके लिम विधान सभा निर्वाचन क्षेत्र के लिए साधारण निर्वाचन, 2022 की घोषणा की गई थी; और

यत:, लोक प्रतिनिधित्व अधिनियम, 1951 की धारा 78 के अनुसार, निर्वाचन लड़ने वाले प्रत्येक अभ्यर्थी को निर्वाचित अभ्यर्थी के निर्वाचन की तारीख से 30 दिनों के भीतर, जिला चुनाव अधिकारी के पास अपने चुनाव खर्च का लेखा-जोखा प्रस्तुत करेगा जो उक्त अधिनियम की धारा 77 के तहत उसके या उसके चुनाव एजेंट द्वारा रखे गए खाते की सही प्रति होगी; और

यतः, 17- सँके लिम विधान सभा निर्वाचन क्षेत्र के निर्वाचन परिणाम रिटर्निंग अधिकारी द्वारा 10 मार्च, 2022 को घोषित किया गया था और इस प्रकार निर्वाचन व्यय के लेखे दाखिल करने की अन्तिम तारीख 9 अप्रैल, 2022 थी; और

यतः, जिला निर्वाचन अधिकारी, उत्तरी गोवा के द्वारा प्रस्तुत और मुख्य निर्वाचन अधिकारी, गोवा द्वारा पत्र सं .

5-39-2022/ELEC/765 दिनांक 18 अगस्त, 2022 के जरिए अग्रेषित की गई रिपोर्ट के अनुसार श्री सूनिल सुरेश फु लारी ,जो गोवा विधान सभा का साधारण निर्वाचन 2022 के निर्वाचन क्षेत्र 17- सँके लिम से लड़ने वाले अभ्यर्थी हैं, विधि द्वारा यथापेक्षित रीति से अपने निर्वाचन व्यय का कोई भी लेखा दाखिल करने में विफल रहे हैं ;और,

यतः, जिला निर्वाचन अधिकारी की उक्त रिपोर्ट के आधार पर, भारत निर्वाचन आयोग द्वारा निर्वाचनों का संचालन नियम, 1961 के नियम 89 के उप-नियम )5 ( के अंतर्गत श्री सूनिल सुरेश फु लारी, को अपने निर्वाचन व्यय के लेखे प्रस्तुत नहीं करने के लिए कारण बताओ नोटिस सं. 76/GOA-LA/17/2022/CEMS-IV दिनांक 21 सितम्बर, 2022 जारी किया गया था; और

यत:, उपयु र्क्त कारण बताओ नोटिस के माध्यम से और निर्वाचनों का संचालन नियम, 1961 के नियम 89 के उप- नियम )6 ( के अंतर्गत, श्री सूनिल सुरेश फु लारी, को लेखा प्रस्तुत न किए जाने संबंधी कारणों को स्पष्ट करते हुए आयोग को अपना अभ्यावेदन लिखित रूप में प्रस्तुत करने और नोटिस के प्राप्त होने की तारीख से 20 दिनों के अंदर जिला निर्वाचन अधिकारी ,उत्तरी गोवा को अपने निर्वाचन व्यय का लेखा भी प्रस्तुत करने का निर्देश दिया गया था; और

यत:, जिला चुनाव अधिकारी, उत्तरी गोवा ने पत्र संख्या 5-59-2021/ईएलएन/मुख्य/810 दिनांक 30 नवम्बर,195 [भाग II—खण्ड 3(iii)] भारत का राजपत्र : अगस्त 10, 2024/श्रावण 19, 1946 2023 के माध्यम से अपनी रिपोर्ट प्रस्तुत की है और सीईओ, गोवा द्वारा पत्र संख्या 5-39-2022/ईएलईसी/1935 दिनांक 05 फरवरी, 2024 के माध्यम से अग्रेषित करके सूचित किया है कि उक्त नोटिस उम्मीदवार को 27 अक्टूबर, 2022 को प्राप्त हुआ है; और

यत:, जिला निर्वाचन अधिकारी ,उत्तरी गोवा, द्वारा अपनी अनुपूरक रिपोर्ट दिनांक 21 मई, 2024 जो मुख्य निर्वाचन अधिकारी, गोवा पत्र सं 0 4-1-2024/ELEC/1540 दिनांक 24 मई, 2024 के द्वारा अग्रेषित कर भेजी गई रिपोर्ट में यह बताया गया है कि श्री सूनिल सुरेश फु लारी ,ने भारत निर्वाचन आयोग के दिनांक 21 सितम्बर, 2022 के कारण बताओ नोटिस की प्राप्ति के बाद भी न तो कोई अभ्यावेदन और न ही अपने निर्वाचन व्यय के खाते का कोई विवरण प्रस्तुत किया है; और

यत:, उक्त नोटिस प्राप्त होने के बाद, श्री सूनिल सुरेश फु लारी ने कानून के तहत निर्धारित खाते को दर्ज करने में विफलता के लिए भारत के चुनाव आयोग को न तो कोई कारण और न ही कोई स्पष्टीकरण प्रस्तुत किया है; और

यत:, तथ्यों और उपलब्ध अभिलेखों के आधार पर आयोग का यह समाधान हो गया है कि श्री सूनिल सुरेश फु लारी अपने निर्वाचन व्यय का लेखा दाखिल करने में असफल रहे हैं और उनके पास इस विफलता के लिए कोई भी उचित कारण अथवा औचित्य नहीं है; और

यत:, लोक प्रतिनिधित्व अधिनियम, 1951 की धारा 10 क में यह उपबंधित किया गया है कि:-

''यदि निर्वाचन आयोग का समाधान हो जाता है कि कोई व्यक्ति-

(क) निर्वाचन व्ययों का लेखा उस समय के भीतर और उस रीति में जैसी इस अधिनियम के द्वारा या अधीन अपेक्षित है, दाखिल करने में असफल रहा है, तथा

(ख) उस असफलता के लिए कोई अच्छा कारण या न्यायोचित्य नहीं रखता है,तो निर्वाचन आयोग शासकीय राजपत्र में प्रकाशित आदेश द्वारा उसको निरर्हित घोषित करेगा और ऐसा व्यक्ति उस आदेश की तारीख से तीन वर्ष की कालावधि के लिए निरर्हित होगाI"

अत:, अब, लोक प्रतिनिधित्व अधिनियम, 1951 की धारा 10 क के अनुसरण में, भारत निर्वाचन आयोग एतद्द्वारा घोषणा करता है कि गोवा राज्य के 17- सँके लिम विधान सभा निर्वाचन क्षेत्र से गोवा राज्य में विधान सभा के साधारण निर्वाचन, 2022 में निर्वाचन लड़ने वाले अभ्यर्थी, श्री सूनिल सुरेश फु लारी, मकान नं. 897, कॉटेज अस्पताल के पास सांखली, तालुका बिचोलिम गोकु लवाड़ी, संके लिम, उत्तरी गोवा, गोवा-403505, को इस आदेश की तारीख से तीन वर्ष की अवधि के लिए संसद के किसी भी सदन अथवा राज्य अथवा संघ राज्य-क्षेत्र की विधान सभा अथवा विधान परिषद का सदस्य चुने जाने अथवा होने के लिए निरर्हित होंगे।

O.N. 86.—WHEREAS, the General Election for 17-Sanquelim Assembly Constituency of Goa, 2022 was held in pursuance of the Election Commission of India Notification No. 464/GOA-LA/2022 dated 21st January, 2022; and

WHEREAS, as per Section 78 of the Representation of the People Act, 1951, every contesting candidate at an election shall, within 30 days from the date of election of the returned candidate, lodge with the District Election Officer, an account of his election expenses which shall be true copy of the account kept by him or his election agent under Section 77 of the said act; and196 THE GAZETTE OF INDIA AUGUST 10, 2024/SHRAVANA 19, 1946 [PART II—SEC. 3(iii)] WHEREAS, the result of the election for 17-Sanquelim Assembly Constituency of Goa, was declared by the Returning Officer on 10th March, 2022 and hence the last date for lodging the account of Election Expenses was 9th April, 2022; and

WHEREAS, as per the report submitted by the District Election Officer, North Goa and forwarded by the Chief Electoral Officer, Goa vide their letter no. 5-39-2022/ELEC/765 dated 18 August, 2022, Sh. Sunil Suresh Fulari, a contesting candidate from 17-Sanquelim Assembly Constituency of Goa, 2022, has failed to lodge account of his election expenses, as required under law; and

WHEREAS, on the basis of the said reports of the District Election Officer, a Show-Cause notice No. 76/GOA-LA/17/2022/CEMS-IV, dated 21st September, 2022 was issued under sub rule (5) of Rule 89 of the Conduct of Elections Rules, 1961 by the Election Commission of India to Sh. Sunil Suresh Fulari, for not lodging of account of Election Expenses; and

WHEREAS, through the above said Show Cause Notice and under sub rule (6) of Rule 89 of the Conduct of Elections Rules, 1961, Sh. Sunil Suresh Fulari, was directed to submit his representation in writing to the Commission explaining the reason for not lodging the account and also to lodge account of election expenses with the District Election Officer, North Goa within 20 days from the date of receipt of the notice; and

WHEREAS, the District Election Officer, North Goa has submitted his report vide letter No.5-59- 2021/ELN/Main/810 dated 30th November, 2023 and the CEO, Goa has forwarded it vide letter No.5-39- 2022/ELEC/1935 dated 05th February, 2024 informing that the said notice has been received by the candidate on 27th October, 2022; and

WHEREAS, the District Election Officer, North Goa in his Supplementary Report dated 21st May, 2024 forwarded by the Chief Electoral Officer, Goa, vide letter no. 4-1-2024/ELEC/1540 dated 24th May, 2024 has reported that Sh. Sunil Suresh Fulari has neither submitted any representation nor any statement of account of election expenses even after receipt of the Show Cause Notice dated 21st September, 2022 of the Election Commission of India; and

WHEREAS, after receipt of the said notice, Sh. Sunil Suresh Fulari has neither furnished any reason nor any explanation to the Election Commission of India, for failure to lodge the account of election expenses as prescribed under law; and

WHEREAS, on the basis of facts and available records, the Commission is satisfied that Sh. Sunil Suresh Fulari has failed to lodge account of election expenses and has not furnished any reason or justification for the failure to do so; and

WHEREAS, Section 10 A of the Representation of the People Act, 1951 provides that:-

"If the Election Commission is satisfied that a person-

(a) has failed to lodge an account of election expenses, within the time and in the manner required by or under

this Act, and

(b) has no good reason or justification for the failure,

the Election Commission shall, by order published in the Official Gazette, declare him to be disqualified and any

such person shall be disqualified for a period of three years from the date of the order."

NOW, THEREFORE, in pursuance of Section 10A of the Representation of the People Act, 1951, the Election Commission of India hereby declares Sh. Sunil Suresh Fulari resident of H. No. 897, Near Cottage Hospital, Sankhali, Taluka Bicholim, Gokulwadi, Sanquelim, North Goa, Goa-403505, a contesting candidate from 17- Sanquelim Assembly Constituency of the State of Goa in the General Election to the Legislative Assembly, 2022 to be disqualified for being chosen as and for being a member of either House of Parliament or the Legislative Assembly or Legislative Council of a State or Union Territory for a period of three years from the date of this order.

अत:, अब, लोक प्रतिनिधित्व अधिनियम, 1951 की धारा 10 क के अनुसरण में, भारत निर्वाचन आयोग एतद्द्वारा घोषणा करता है कि गोवा राज्य के 14- सेंटआंद्रेविधान सभा निर्वाचन क्षेत्र से गोवा राज्य में विधान सभा के साधारण निर्वाचन, 2022 में निर्वाचन लड़ने वाले अभ्यर्थी, श्री जगदीश भोबे , मकान नंबर -549, फोरगोटेम, गोवा वेल्हा तीसवादी, उत्तरी गोवा, गोवा - 403108, को इस आदेश की तारीख से तीन वर्ष की अवधि के लिए संसद के किसी भी सदन अथवा राज्य अथवा संघ राज्य-क्षेत्र की विधान सभा अथवा विधान परिषद का सदस्य चुने जाने अथवा होने के लिए निरर्हित होंगे।

WHEREAS, the District Election Officer, North Goa has submitted his report vide letter No. 5-59- 2021/ELN/Main/810 dated 30th November, 2023 and the CEO, Goa has forwarded it vide letter No. 5-39-199 [भाग II—खण्ड 3(iii)] भारत का राजपत्र : अगस्त 10, 2024/श्रावण 19, 1946 2022/ELEC/1935 dated 05th February, 2024 informing that the said notice has been received by the candidate on 14th October, 2022; and

WHEREAS, the District Election Officer, North Goa in his Supplementary Report dated 21st May, 2024 forwarded by the Chief Electoral Officer, Goa, vide letter no. 4-1-2024/ELEC/1540 dated 24th May, 2024 has reported that Sh. Jagdish Bhobe has neither submitted any representation nor any statement of account of election expenses even after receipt of the Show Cause Notice dated 21st September, 2022 of the Election Commission of India; and

WHEREAS, after receipt of the said notice, Sh. Jagdish Bhobe has neither furnished any reason nor any explanation to the Election Commission of India, for failure to lodge the account of election expenses as prescribed under law; and

WHEREAS, on the basis of facts and available records, the Commission is satisfied that Sh. Jagdish Bhobe has failed to lodge account of election expenses and has not furnished any reason or justification for the failure to do so; and

WHEREAS, Section 10 A of the Representation of the People Act, 1951 provides that:-

"If the Election Commission is satisfied that a person-

(c) has failed to lodge an account of election expenses, within the time and in the manner required by or under

this Act, and

(d) has no good reason or justification for the failure,

the Election Commission shall, by order published in the Official Gazette, declare him to be disqualified and any

such person shall be disqualified for a period of three years from the date of the order."

NOW, THEREFORE, in pursuance of Section 10A of the Representation of the People Act, 1951, the Election Commission of India hereby declares Sh. Jagdish Bhobe resident of H. No.549, Forgotem Goa Velha Tiswadi, North Goa, Goa - 403108, a contesting candidate from 14-St. Andre Assembly Constituency of the State of Goa in the General Election to the Legislative Assembly, 2022 to be disqualified for being chosen as and for being a member of either House of Parliament or the Legislative Assembly or Legislative Council of a State or Union Territory for a period of three years from the date of this order.

आ.अ. 88.—यतः, भारत निर्वाचन आयोग द्वारा अधिसूचना सं . 464/ गोवा-वि .स/.2022 दिनांक 21 जनवरी, 2022 ,के जरिए गोवा के 04- तिविम विधान सभा निर्वाचन क्षेत्र के लिए साधारण निर्वाचन, 2022 की घोषणा की गई थी; और

यतः, 04- तिविम विधान सभा निर्वाचन क्षेत्र के निर्वाचन परिणाम रिटर्निंग अधिकारी द्वारा 10 मार्च, 2022 को घोषित किया गया था और इस प्रकार निर्वाचन व्यय के लेखे दाखिल करने की अन्तिम तारीख 9 अप्रैल, 2022 थी; और

5-39-2022/ELEC/765 दिनांक 18 अगस्त, 2022 के जरिए अग्रेषित की गई रिपोर्ट के अनुसार श्री गॉडफ्रे डलिमा ,जो गोवा विधान सभा का साधारण निर्वाचन 2022 के निर्वाचन क्षेत्र 04- तिविम से लड़ने वाले अभ्यर्थी हैं, विधि द्वारा यथापेक्षित रीति से अपने निर्वाचन व्यय का कोई भी लेखा दाखिल करने में विफल रहे हैं ;और,200 THE GAZETTE OF INDIA AUGUST 10, 2024/SHRAVANA 19, 1946 [PART II—SEC. 3(iii)] यतः, जिला निर्वाचन अधिकारी की उक्त रिपोर्ट के आधार पर, भारत निर्वाचन आयोग द्वारा निर्वाचनों का संचालन नियम, 1961 के नियम 89 के उप-नियम )5 ( के अंतर्गत श्री गॉडफ्रे डलिमा, को अपने निर्वाचन व्यय के लेखे प्रस्तुत नहीं करने के लिए कारण बताओ नोटिस सं. 76/GOA-LA/4/2022/CEMS-IV दिनांक 21 सितम्बर, 2022 जारी किया गया था; और

यत:, उपयु र्क्त कारण बताओ नोटिस के माध्यम से और निर्वाचनों का संचालन नियम, 1961 के नियम 89 के उप- नियम )6 ( के अंतर्गत, श्री गॉडफ्रे डलिमा, को लेखा प्रस्तुत न किए जाने संबंधी कारणों को स्पष्ट करते हुए आयोग को अपना अभ्यावेदन लिखित रूप में प्रस्तुत करने और नोटिस के प्राप्त होने की तारीख से 20 दिनों के अंदर जिला निर्वाचन अधिकारी ,उत्तरी गोवा को अपने निर्वाचन व्यय का लेखा भी प्रस्तुत करने का निर्देश दिया गया था; और

यत:, जिला चुनाव अधिकारी, उत्तरी गोवा ने पत्र संख्या 5-59-2021/ईएलएन/मुख्य/810 दिनांक 30 नवम्बर, 2023 के माध्यम से अपनी रिपोर्ट प्रस्तुत की है और सीईओ, गोवा द्वारा पत्र संख्या 5-39- 2022/ईएलईसी/1935 दिनांक 05 फरवरी, 2024 के माध्यम से अग्रेषित करके सूचित किया है कि उक्त नोटिस उम्मीदवार को 30 सितम्बर, 2022 को प्राप्त हुआ है; और

यत:, जिला निर्वाचन अधिकारी ,उत्तरी गोवा, द्वारा अपनी अनुपूरक रिपोर्ट दिनांक 21 मई, 2024 जो मुख्य निर्वाचन अधिकारी, गोवा पत्र सं 0 4-1-2024/ELEC/1540 दिनांक 24 मई, 2024 के द्वारा अग्रेषित कर भेजी गई रिपोर्ट में यह बताया गया है कि श्री गॉडफ्रे डलिमा ,ने भारत निर्वाचन आयोग के दिनांक 21 सितम्बर, 2022 के कारण बताओ नोटिस की प्राप्ति के बाद भी न तो कोई अभ्यावेदन और न ही अपने निर्वाचन व्यय के खाते का कोई विवरण प्रस्तुत किया है; और

यत:, उक्त नोटिस प्राप्त होने के बाद, श्री गॉडफ्रे डलिमा ने कानून के तहत निर्धारित खाते को दर्ज करने में विफलता के लिए भारत के चुनाव आयोग को न तो कोई कारण और न ही कोई स्पष्टीकरण प्रस्तुत किया है; और यत:, तथ्यों और उपलब्ध अभिलेखों के आधार पर आयोग का यह समाधान हो गया है कि श्री गॉडफ्रे डलिमा अपने निर्वाचन व्यय का लेखा दाखिल करने में असफल रहे हैं और उनके पास इस विफलता के लिए कोई भी उचित कारण अथवा औचित्य नहीं है; और

यत:, लोक प्रतिनिधित्व अधिनियम, 1951 की धारा 10 क में यह उपबंधित किया गया है कि:-

''यदि निर्वाचन आयोग का समाधान हो जाता है कि कोई व्यक्ति-

(ङ) निर्वाचन व्ययों का लेखा उस समय के भीतर और उस रीति में जैसी इस अधिनियम के द्वारा या अधीन अपेक्षित है, दाखिल करने में असफल रहा है, तथा

(च) उस असफलता के लिए कोई अच्छा कारण या न्यायोचित्य नहीं रखता है,तो निर्वाचन आयोग शासकीय राजपत्र में प्रकाशित आदेश द्वारा उसको निरर्हित घोषित करेगा और ऐसा व्यक्ति उस आदेश की तारीख से तीन वर्ष की कालावधि के लिए निरर्हित होगाI"

अत:, अब, लोक प्रतिनिधित्व अधिनियम, 1951 की धारा 10 क के अनुसरण में, भारत निर्वाचन आयोग एतद्द्वारा घोषणा करता है कि गोवा राज्य के 04- तिविम विधान सभा निर्वाचन क्षेत्र से गोवा राज्य में विधान सभा के साधारण निर्वाचन, 2022 में निर्वाचन लड़ने वाले अभ्यर्थी, श्री गॉडफ्रे डलिमा,मकान नंबर -1064, थिविम लिमाथोर्ड, बर्देज़ – गोवा - 403101, को इस आदेश की तारीख से तीन वर्ष की अवधि के लिए संसद के किसी भी सदन अथवा राज्य अथवा संघ राज्य-क्षेत्र की विधान सभा अथवा विधान परिषद का सदस्य चुने जाने अथवा होने के लिए निरर्हित होंगे।

O.N. 88.—WHEREAS, the General Election for 04-Tivim Assembly Constituency of Goa, 2022 was held in pursuance of the Election Commission of India Notification No. 464/GOA-LA/2022 dated 21st January, 2022; and

WHEREAS, the result of the election for 04-Tivim Assembly Constituency of Goa, was declared by the Returning Officer on 10th March, 2022 and hence the last date for lodging the account of Election Expenses was 9th April, 2022; and

WHEREAS, as per the report submitted by the District Election Officer, North Goa and forwarded by the Chief Electoral Officer, Goa vide their letter no. 5-39-2022/ELEC/765 dated 18th August, 2022, Sh. Godfrey D'Lima, a contesting candidate from 04-Tivim Assembly Constituency of Goa, 2022, has failed to lodge account of his election expenses, as required under law; and

WHEREAS, on the basis of the said reports of the District Election Officer, a Show-Cause notice No. 76/GOA-LA/4/2022/CEMS-IV, dated 21st September, 2022 was issued under sub rule (5) of Rule 89 of the Conduct of Elections Rules, 1961 by the Election Commission of India to Sh. Godfrey D'Lima, for not lodging of account of Election Expenses; and

WHEREAS, through the above said Show Cause Notice and under sub rule (6) of Rule 89 of the Conduct of Elections Rules, 1961, Sh. Godfrey D'Lima, was directed to submit his representation in writing to the Commission explaining the reason for not lodging the account and also to lodge account of election expenses with the District Election Officer, North Goa within 20 days from the date of receipt of the notice; and

WHEREAS, the District Election Officer, North Goa in his Supplementary Report dated 21st May, 2024 forwarded by the Chief Electoral Officer, Goa, vide letter no. 4-1-2024/ELEC/1540 dated 24th May, 2024 has reported that Sh. ढाल, आई.ए.एस. के स्थान पर श्री आर. संथानागोपालन, आई.ए.एस. (ओ.आऱ: 2001) को उनके कार्यभार ग्रहण करने की तारीख से आगामी आदेशों तक के लिए उड़ीसा राज्य के मुख्य निर्वाचन अधिकारी के रूप में नामित करता है।

2. श्री आर. संथानागोपालन, उड़ीसा सरकार के अधीन सभी पदभार या किसी कार्य के पदभारों को तत्काल सौंप देंगे

या धारण करना समाप्त कर देंगे, जो कि वे ऐसा पदभार ग्रहण करने से पहले धारण कर रहे थे।

NOTIFICATION

O.N. 89.—In exercise of the powers conferred by sub-section (1) of section 13A of the Representation of the People Act, 1950 (43 of 1950), the Election Commission of India in consultation with the Government of Odisha hereby designates Shri R. Santhanagopalan, IAS, (OR: 2001) as the Chief Electoral Officer for the State of Odisha with effect from the date he takes over charge and until further orders in place of Shri Nikunja Bihari Dhal, IAS.

2. Shri R. Santhanagopalan shall cease to hold and hand over forthwith the charge of all or any charges of work under the Government of Odisha, which he may be holding before such assumption of office.

3. Shri R. Santhanagopalan while functioning as the Chief Electoral Officer, Odisha shall not hold any additional charge whatsoever under the Government of Odisha except that he should be designated Secretary to the Government in charge of Election Department in the State Secretariat.
