सा.का.नि. 110.—केन्द्रीय सरकार, असम राइफल्स अधिनियम, 2006 (2006 का 47) की धारा 165 की उपधारा (2) के खंड (क) और खंड (ख) के साथ पठित उपधारा (1) द्वारा प्रदत्त षक्तियों का प्रयोग करते हुए, असम राइफल्स (समूह 'ग' के योधक पद) भर्ती संषोधन नियम, 2000 को जहां तक उनका संबंध नायब सूबेदार (भंडारी तकनीकी इंजीनियर) के पद से है, उन बातो के सिवाय अधिक्रांत करते हुए, जिन्हें ऐसे अधिक्रमण से पूर्व किया गया है या करने का लोप किया गया है, गृह मंत्रालय के अधीन असम राइफल्स में नायब सूबेदार (भंडारी तकनीकी इंजीनियर) समूह 'ख' योद्धक के पद पर भर्ती की पद्धति का विनियमन करने के लिए निम्नलिखित नियम बनाते हैं, अर्थातः-

1. संक्षिप्त नाम और प्रारंभ.-(1) इन नियमों का संक्षिप्त नाम गृह मंत्रालय, असम राइफल्स नायब सूबेदार (भंडारी तकनीकी इंजीनियर) समूह 'ख' योद्धक पद भर्ती नियम 2024 है।

2. पद की संख्या, वर्गीकरण और वेतन मैट्रिक्स में स्तर-पद की संख्या, उसका वर्गीकरण तथा वेतन मैट्रिक्स में उसका स्तर वह होगा, जो इन नियमों से उपाबद्ध अनुसूची के कॉलम (2) से (4) में विनिर्दिष्ट है।

3. भर्ती की पद्धति, आयु-सीमा और अर्हताएं आदि. -उक्त पद पर भर्ती की पद्धति, आयु-सीमा, अर्हताएं और उससे संबंधित अन्य बातें वे होंगी जो पूर्वोक्त अनुसूची के स्तंभ (5) से (13) में विनिर्दिश्ट हैं।

4. निरर्हता. -वह व्यक्ति, -

(क) जिसने ऐसे व्यक्ति से जिसका पति या जिसकी पत्नी जीवित है, विवाह किया है या विवाह की संविदा की है; या (ख) जिसने अपने पति या अपनी पत्नी के जीवित रहते हुए किसी व्यक्ति से विवाह किया है या विवाह की संविदा की है, उक्त पद पर नियुक्ति का पात्र नहीं होगा :

परन्तु यदि केंद्रीय सरकार का यह समाधान हो जाता है कि ऐसा विवाह, ऐसे व्यक्ति और विवाह के अन्य पक्षकार को लागू स्वीय विधि के अधीन अनुज्ञेय है और ऐसा करने के अन्य आधार हैं तो वह किसी व्यक्ति को इस नियम के प्रवर्तन से छूट दे सकेगी।

5. चिकित्सा दृष्टया योग्यता.-चिकित्सा दृष्टया योग्यता स्वस्थता केन्द्रीय सशस्त्र बलों और असम राइफल्स में भर्ती के लिए चिकित्सा दृष्टया योग्यता गृह मंत्रालय द्वारा जारी एक समान दिशा-निर्देशों या तत्पष्चात किए गये संंषोधन के अनुसार होगी।

6. अधिवर्षिता.-इन नियमो के अधीन नियुक्त प्रत्येक व्यक्ति उस माह के अंतिम तारीख को जिसमे वह साठ वर्ष की आयु प्राप्त करता है या करती है केंन्द्रीय सरकार द्वारा समय-समय पर विहित अनुसार सेवानिवृत्त होगा।

परन्तु एक व्यक्ति जिसकी जन्म की तारीख मास के पहले दिन को है, वह उस मास से पूर्वमास के अंतिम दिन को 60 वर्ष की आयु पूरी होने पर अपराहान्‌ में सेवानिवृत्त होगाः

परन्तु यह और कि किसी भी व्यक्ति को अधिवर्षिता पर सेवानिवृत्त की विहित आयु से अधिक सेवा में विस्तार की अवधि अनुदत्त नही की जाएगी।

7. निर्वचन.-यदि इन नियमों के निर्वचन के संबंध में कोई प्रष्न उठता है तो उसे केन्द्रीय सरकार को निर्दिष्ट किया जाएगा जो उसका विनिष्चय करेगी।

8. षिथिल करने की शक्ति.-जहां केन्द्रीय सरकार की राय है कि ऐसा करना आवष्यक या समीचीन है वहां वह उसके लिए जो कारण है उन्हें लेखबद्ध करके इन नियमों के किसी उपबंध को किसी वर्ग या प्रवर्ग के व्यक्तियों की बाबत आदेष द्वारा षिथिल कर सकेगी।

9. व्यावृति.-इन नियमों की कोई बात, ऐसे आरक्षण, आयु-सीमा में छूट और अन्य रियायतों पर प्रभाव नहीं डालेगी, जिनका केन्द्रीय सरकार द्वारा इस संबंध में समय-समय पर जारी किये गए आदेषों के अनुसार अनुसूचित जातियों, अनुसूचित जनजातियों, अन्य पिछड़े वर्गो, भूतपूर्व सैनिकों और अन्य विषेश प्रवर्ग के व्यक्तियों के लिए उपबंध करना अपेक्षित है।

G.S.R 110.—In exercise of the powers conferred by sub-section (1) read with clauses (a) and (b) of sub-section (2) of section 165 of the Assam Rifles Act, 2006 (47 of 2006) and in supersession of the Assam Rifles (Group 'C' Combatised Posts) Recruitment Amendment Rules, 2000, in so far as it relates to the post of Naib Subedar (Store Keeper Technical Engineer), except as respects things done or omitted to be done before such supersession, the Central Government hereby makes the following rules regulating the method of recruitment to the post of Naib Subedar (Store Keeper Technical Engineer) Group 'B' Combatised in the Assam Rifles under the Ministry of Home Affairs, namely :-

1. Short title and commencement.-(1) These rules may be called the Ministry of Home Affairs Assam Rifles Naib Subedar (Store Keeper Technical Engineer), Group 'B' Combatised Post, Recruitment Rules, 2024.

(2) They shall come into force on the date of their publication in the Official Gazette.

3. Method of recruitment, age-limit, qualifications, etc.–The method of recruitment, age-limit, qualifications and other matters relating to the said post shall be as specified in columns (5) to (13) of the afore said Schedule.

4. Disqualification.–No person, –

(a) who has entered into or contracted a marriage with a person having a spouse living; or

(b) who, having a spouse living, has entered into or contracted a marriage with any person, shall be eligible for appointment to the said post:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule.

5. Medical fitness.–Medical fitness shall be as per uniform guidelines for recruitment in the Central Armed Police Forces and Assam Rifles issued by the Ministry of Home Affairs and subsequent amendment thereof.

6. Superannuation.-Every person appointed under these rules shall retire from service on the afternoon of the last day of the month in which he or she attains the age of sixty years or as prescribed by the Central government from time to time:

Provided that a person whose date of birth is on the first day of the month shall retire from service in the afternoon of the last day of the preceding month on attaining the age of sixty years:

Provided further that no person shall be granted extension in service beyond the prescribed age of retirement on superannuation.

7. Interpretation.-If any question relating to the interpretation of these rules arises it shall be referred to the Central Government who shall decide the same.

8. Power to relax.–Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order and for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any class or category of persons.

9. Saving.–Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, the Other Backward Classes, Ex-servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

सा.का.नि. 111.—राष्ट्रपति, संविधान के अनुच्छेद 309 के परंतुक द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए और समन्वय निदेशालय, पुलिस बेतार (अपर निदेशक, संयुक्त निदेशक एवं उप निदेशक), भर्ती नियम, 2007 को, जहां तक उनका संबंध अपर निदेशक के पद से है, उन बातों के सिवाय अधिक्रांत करते हुए, जिन्हें ऐसे अधिक्रमण से पूर्व किया गया है770 THE GAZETTE OF INDIA : AUGUST 17, 2024/SHRAVANA, 26, 1946 [PART II—SEC. 3(i)] या करने का लोप किया गया है, गृह मंत्रालय के अधीन, समन्वय निदेशालय, पुलिस बेतार में अपर निदेशक के पद में भर्ती की पद्धति का विनियमन करने के लिए निम्नलिखित नियम बनाते हैं, अर्थात्:-

G.S.R. 111.—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in supersession of the Directorate of Co-ordination Police Wireless (Additional Director, Joint Director and Deputy Director) Recruitment Rules, 2007, in so far as they relate to the post of Additional Director except as respects things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the773 [भाग II—खण्ड ³(i)] भारत का राजपत्र: अगस्त ¹⁷, ²⁰²⁴/श्रावण ²⁶, ¹⁹⁴⁶ method of recruitment to the post of Additional Director in the Directorate of Co-ordination Police Wireless, under the Ministry of Home Affairs, namely :-

1. Short title and commencement.–(1) These rules may be called the Ministry of Home Affairs, Directorate of Co-ordination, Police Wireless, Additional Director, (Group 'A' Post) Recruitment Rules, 2024.

3. भर्ती की विधि, आयु-सीमा, अर्हता आदि- उक्त पद से संबंधित भर्ती की विधि, आयु-सीमा, अर्हता और अन्य मामले उक्त अनुसूची के स्तंभ (5) से (13) में यथा निर्दिष्ट होंगे।

4. निरर्हता- कोई व्यक्ति-

(क) जिसने किसी ऐसे व्यक्ति के साथ विवाह किया है या अनुबंध किया है जिसके पति या पत्नी जीवित हैं; या

(ख) जिसने पति या पत्नी के जीवित रहते हुए किसी अन्य व्यक्ति के साथ विवाह किया हो या अनुबंध किया हो,

उक्त पद पर नियुक्ति के लिए पात्र नहीं होंगे:

परन्तु यदि के न्द्रीय सरकार का यह समाधान हो जाता है कि ऐसे व्यक्ति और विवाह के दूसरे पक्ष पर लागू स्वीय विधि के अधीन ऐसा विवाह अनुमेय है और ऐसा करने के अन्य आधार हैं, तो किसी व्यक्ति को इस नियम के प्रवर्तन से छू ट दे सकती है।

5. शिथिल करने की शक्ति-जहां के न्द्रीय सरकार की राय है कि ऐसा करना आवश्यक या समीचीन है, वह आदेश द्वारा, ऐसे कारणों से जो लेखबद्ध किए जाएंगे और संघ लोक सेवा आयोग के परामर्श से व्यक्तियों के किसी वर्ग या श्रेणी के संबंध में इन नियमों के किसी भी उपबंध में छू ट दे सकती है।

1. (1) संक्षिप्त नाम और प्रारंभ -(1) इन नियमों का संक्षिप्त नाम स्वास्थ्य और परिवार कल्याण मंत्रालय, के न्द्रीय सरकार स्वास्थ्य योजना संगठन, परा-चिकित्सा एवं साधारण श्रेणी (समूह 'ग' पद) भर्ती(संशोधन) नियम, 2024 है।

(2) ये राजपत्र में प्रकाशन की तारीख को प्रवृत्त होंगे।

2. स्वास्थ्य और परिवार कल्याण मंत्रालय, के न्द्रीय सरकार स्वास्थ्य योजना संगठन, परा-चिकित्सा एवं साधारण श्रेणी (समूह 'ग' पद) भर्ती नियम, 2015 (इसमें इसके पश्चात मूल नियम कहा गया है) में अनुसूचित हैं ।

(i) क्रम सं. 1 पर, फार्मासिस्ट-सह-लिपिक (यूनानी) के पद के संबंध में स्तंभ (7) के अंतर्गत प्रविष्टियों के स्थान पर निम्नलिखित को प्रतिस्थापित किया जाएगा, अर्थात्:-

"अनिवार्य :

सहित 12वीं कक्षा उत्तीर्ण अथवा उदू

(ii) कें द्र या राज्य सरकार से मान्यताप्राप्त विश्वविद्यालय या संस्थान से यूनानी फार्मेसी में कम से कम दो वर्ष की अवधि का डिप्लोमा; और

(iii) कें द्र या राज्य सरकार के यूनानी अस्पताल या फार्मेसी से या कें द्र या राज्य सरकार द्वारा मान्यताप्राप्त अथवा पैनलबद्ध यूनानी अस्पताल या फार्मेसी में यूनानी फार्मासिस्ट के रूप में दो वर्ष का अनुभव;

अथवा

II. कें द्र या राज्य सरकार से मान्यताप्राप्त किसी विश्वविद्यालय या संस्थान से यूनानी फार्मेसी में डिग्री।

टिप्पण 1 : अर्हताएं, अन्यथा सुअर्हित अभ्यर्थियों की दशा में कर्मचारी चयन आयोग या सक्षम प्राधिकारी के विवेकानुसार शिथिल की जा सकती हैं।

(iii) कें द्र सरकार या राज्य सरकार के अस्पताल से या कें द्र या राज्य सरकार द्वारा मान्यताप्राप्त अथबा पैनलबद्ध अस्पताल में ई.सी.जी मशीन पर कार्य करने का एक वर्ष का अनुभव।

टिप्पण 1 :अर्हताएं, अन्यथा सुअर्हित अभ्यर्थियों की दशा में कर्मचारी चयन आयोग या सक्षम प्राधिकारी के विवेकानुसार शिथिल की जा सकती हैं।

(iii). कें द्र सरकार या राज्य सरकार अस्पताल से या कें द्र या राज्य सरकार द्वारा मान्यताप्राप्त या पैनलबद्ध अस्पताल में डेंटल तकनीशियन के रूप मे दो वर्ष का अनुभव:

G.S.R. 113.—In exercise of the powers conferred by the proviso to article 309 of the Constitution, the President hereby makes the following rules to amend the Ministry of Health and Family Welfare, Central Government Health Scheme Organisation, Paramedical and general categories (Group 'C' Posts) Recruitment Rules, 2015 namely:-

1. Short title and commencement. -(1) These rules may be called the Ministry of Health and Family Welfare, Central Government Health Scheme Organisation, Paramedical and general categories (Group 'C' Posts) Recruitment (Amendment) Rules, 2024.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. In the schedule to the Ministry of Health and Family Welfare, Central Government Health Scheme Organisation, Paramedical and general categories (Group 'C' Posts) Recruitment Rules, 2015 (hereinafter referred to as the principal rules)-

(i) Against the post of Pharmacist-cum-clerk (Unani) at serial number 1 for the entries under column (7), the following shall be substituted, namely:-

" Essential :

I. (i) 12th class pass with Science Subjects [Physics, Chemistry, Mathematics or Biology] or equivalent from a recognised Board or University or an equivalent oriental qualification in Urdu or Arbic or Persian;

(ii) Diploma in Unani Pharmacy of minimum two years duration from a Central or State Government recognised University or institute; and

(iii) Two years' experience as Unani Pharmacist from a Central or State Government Unani Hospital or Pharmacy or Unani Hospital or Pharmacy recognised or empanelled by Central or State Government.

Or

II. Degree in Unani Pharmacy from a Central or State Government recognised University or Institute.

Note 1 : The qualifications are relaxable at the discretion of the Staff Selection Commission or Competent Authority in the case of candidates otherwise well qualified.

Note 2 : The qualification(s) regarding experience is relaxable at the discretion of the Staff Selection Commission or Competent Authority in the case of candidates belonging to the Scheduled Castes or the Scheduled Tribes, if at any stage of selection, the Staff Selection Commission or Competent Authority is of the opinion that sufficient number of candidates belonging to these communities possessing the requisite experience are not likely to be available to fill up the posts reserved for them.";

सा.का.नि. 114.—राष्ट्रपति, संविधान के अनुच्छेद 309 के परन्तुक द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए, और कें द्रीय सरकार स्वास्थ्य योजना, भौतिक चिकित्साविद (श्रेणी -I) भर्ती नियम 1995 को, उन बातों के सिवाय अधिक्रांत करते हुए जिन्हें ऐसे अधिक्रमण से पूर्व किया गया है, या करने से लोप किया गया है, स्वास्थ्य और परिवार कल्याण मंत्रालय, कें द्रीय सरकार स्वास्थ्य योजना में ज्येष्ठ भौतिक चिकित्साविद के पद पर भर्ती की पद्धति का विनियमन करने के लिए निम्नलिखित नियम बनाते हैं, अर्थात:-

1. संक्षिप्त नाम और प्रांरभ.-(1) इन नियमों का संक्षिप्त नाम स्वास्थ्य और परिवार कल्याण मंत्रालय, कें द्रीय सरकार स्वास्थ्य योजना संगठन, ज्येष्ठ भौतिक चिकित्साविद भर्ती नियम, 2024 है।

2. पद की संख्या, वर्गीकरण, वेतन मैट्रिक्स में स्तर-उक्त पद की संख्या और उसका वर्गीकरण और वेतन मेट्रिक्स में उसका स्तर वह होगा, जो इन नियमों में उपाबद्ध अनुसूची के स्तंभ (2) से (4) में विनिर्दिष्ट है।

3. भर्ती की पद्धति, आयु सीमा, अर्हताएं आदि –उक्त पद पर भर्ती की पद्धति, आयु सीमा, अर्हताएं और उस से संबंधित अन्य बातें वे होंगी जो उक्त अनुसूची के स्तंभ (5) से (13) में यथा विनिर्दिष्ट हैं।

4. निरर्हता – वह व्यक्ति –

(क) जिसने ऐसे व्यक्ति से जिसका पति या जिसकी पत्नी जीवित है, विवाह किया है या विवाह की संविदा की है; या (ख) जिसने अपने पति या अपनी पत्नी के जीवित रहते हुए किसी व्यक्ति से विवाह किया है, या विवाह की संविदा की है उक्त पद पर नियुक्ति का पात्र नहीं होगा :

परंतु यदि कें द्रीय सरकार का यह समाधान हो जाता है कि ऐसा विवाह ऐसे व्यक्ति और विवाह के अन्य पक्षकार को लागू स्वीय विधि के अधीन अनुज्ञेय है और ऐसा करने के लिए अन्य आधार हैं तो वह किसी व्यक्ति को इस नियम के प्रवर्तन से छू ट दे सके गी।

5. शिथिल करने की शक्ति –जहां कें द्रीय सरकार की यह राय है कि ऐसा करना आवश्यक या समीचीन है, वहां वह उसके लिए जो कारण हैं, उन्हें लेखबद्ध करके तथा संघ लोक सेवा आयोग से परमर्श करके , इन नियमों के किसी उपबंध को किसी वर्ग या प्रवर्ग के व्यक्तियों की बाबत, आदेश द्वारा शिथिल कर सके गी।

6. व्यावृति –इन नियमों की कोई बात, ऐसे आरक्षण, आयु-सीमा में छू ट और अन्य रियायतों पर प्रभाव नहीं डालेगी, जिनका कें द्रीय सरकार द्वारा इस संबंध में समय-समय पर जारी किए गए आदेशों के अनुसार अनुसूचित जातियों, अन्य पिछड़े वर्गो, अनुसूचित जनजातियों, भूतपूर्व सैनिकों और अन्य विशेष प्रवर्ग के व्यक्तियों के लिए उपबंध करना अपेक्षित है।

G.S.R. 114.—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in supersession of the Central Government Health Scheme, Physiotherapist (Grade -I) Recruitment Rules, 1995, except as respect things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment to the post of Senior Physiotherapist in the Ministry of Health and Family Welfare, Central Government Health Scheme, namely:-

1. Short title and commencement.-(1) These rules may be called the Ministry of Health and Family Welfare, Central Government Health Scheme Organisation, Senior Physiotherapist Recruitment Rules, 2024.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. Number of post, classification and level in pay matrix.- The number of post, its classification and level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.

3. Method of recruitment, aged limit, qualifications, etc.-The method of recruitment, aged limit, qualifications and other matters relating to the said post shall be as specified in columns (5) to (13) of the said Schedule.

4. Disqualification.-No person,-

(a) who has entered into or contracted a marriage with a person having a spouse living; or

(b) who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said post:

Provided that the Central Government may, if satisfied that such a marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule.

5. Power to relax.-Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order and for reasons to be recorded in writing and in consultation with the Union Public Service Commission, relax any of the provisions of these rules with respect to any class or category of persons.

6. Saving.-Nothing in these rules shall affect reservation, relaxation of aged-limit and other concession required to be provided for the Scheduled Castes, the Scheduled Tribes, the Other Backward Classes, the Ex-servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

1. संक्षिप्त नाम और प्रारम्भ. –(1) इन नियमों का संक्षिप्त नाम स्वास्थ्य और परिवार कल्याण मंत्रालय, स्वास्थ्य सेवा महानिदेशालय, के न्द्रीय औषध मानक नियंत्रण संगठन, के न्द्रीय औषध परीक्षण प्रयोगशाला, हैदराबाद, समूह 'क' एवं 'ख'भर्ती नियम 2024 है।

(2) ये राजपत्र में उनके प्रकाशन की तारीख को प्रवृत्त होंगे ।

2. लागू होना –ये नियम इन नियमों से उपाबद्ध अनुसूची के स्तंभ (1) में विनिर्दिष्ट पदों को लागू होंगे ।

3. पदों की संख्या, वर्गीकरण और वेतन मैट्रिक्स में स्तर.-उक्त पदों की संख्या उनका वर्गीकरण और वेतन मैट्रिक्स में उनका स्तर वह होगा जो उक्त अनुसूची के स्तंभ (2) से स्तंभ (4) में विनिर्दिष्ट हैं ।

4. भर्ती की पद्धति, आयु-सीमा, अन्य अर्हताएं आदि.-उक्त पदों पर भर्ती की पद्धति, आयु-सीमा, अर्हताएं और उनसे संबंधित अन्य बातें वे होंगी जो उक्त अनुसूची के स्तंभ (5) से स्तंभ (13) में विनिर्दिष्ट हैं ।

5. निरर्हता.-वह व्यक्ति, –

(क) जिसने ऐसे व्यक्ति से, जिसका पति या पत्नी जीवित है, विवाह किया है या विवाह की संविदा की है; या

(ख) जिसने अपने पति या पत्नी के जीवित रहते हुए, किसी व्यक्ति से विवाह किया है या विवाह की संविदा की है;

उक्त पदों पर नियुक्ति का पात्र नहीं होगा।

परन्तु यदि के न्द्रीय सरकार का यह समाधान हो जाता है कि ऐसा विवाह ऐसे व्यक्ति और विवाह के अन्य पक्षकार को लागू स्वीय विधि के अधीन अनुज्ञेय है और ऐसा करने के लिए अन्य आधार हैं, तो वह किसी व्यक्ति को इस नियम के प्रवर्तन से छू ट दे सके गी ।

6. शिथिल करने की शक्ति.-जहां के न्द्रीय सरकार की यह राय है कि ऐसा करना आवश्यक या समीचीन है, वहां वह उसके लिए जो कारण हैं उन्हें लेखबद्ध करके और संघ लोक सेवा आयोग से परामर्श करके , इन नियमों के किसी उपबंध को किसी वर्ग या प्रवर्ग के व्यक्तियों की बाबत, आदेश द्वारा शिथिल कर सके गी ।

7. व्यावृत्ति.-इन नियमों की कोई बात, ऐसे आरक्षण, आयु सीमा में छू ट और अन्य रियायतों पर प्रभाव नहीं डालेगी, जिनका के न्द्रीय सरकार द्वारा इस सम्बन्ध में समय – समय पर जारी किए गए आदेशों के अनुसार अनुसूचित जातियों, अनुसूचित जनजातियों, अन्य पिछड़े वर्गों, भूतपूर्व सैनिकों और अन्य विशेष प्रवर्ग के व्यक्तियों के लिए उपबंध करना अपेक्षित है ।

अनुसूची

मान्यता प्राप्त विश्वविद्यालय या मान्यता प्राप्त अनुसंधान संस्थाओं के अधिकारी, -

(क) (i) जिन्होंने मूल काडर या विभाग में नियमित आधार पर सदृश पद धारण किया हो; या

(ii) जिन्होंने मूल काडर या विभाग में वेतन मैट्रिक्स के स्तर 11 (67700-208700) या समतुल्य पद पर नियमित आधार पर नियुक्ति के पश्चात् पांच वर्ष की सेवा प्रदान की हो; और

(ख) जिसके पास निम्नलिखित शैक्षिक अर्हताएं और अनुभव हों,-

आवश्यक :

(i) किसी मान्यता प्राप्त विश्वविद्यालय या मान्यता प्राप्त संस्थान से रसायन विज्ञान या जैव रसायन या भेषजी या भेषजीय रसायन विज्ञान या भेषजगुण विज्ञान या जीवाणु विज्ञान या चिकित्सा या सूक्ष्मजीव विज्ञान या जैव प्रौधोगिकी में मास्टर डिग्री; और (ii) औषध परीक्षण और मानकीकरण तथा अनुसंधान में दस वर्ष का अनुभव ।

वांछनीय: किसी मान्यता प्राप्त विश्वविद्यालय या मान्यता प्राप्त संस्थान से रसायन विज्ञान या जैव रसायन या भेषजी या भेषजीय रसायन विज्ञान या भेषजगुण या जीवाणु विज्ञान या चिकित्सा या सूक्ष्मजीव विज्ञान या जैव प्रौधोगिकी में डॉक्टरेट डिग्री।

टिप्पण 1 : विभागीय ज्येष्ठ वैज्ञानिक अधिकारी जिन्होंने वेतन मैट्रिक्स के स्तर 11 (67700-208700 रू.) , ग्रेड में पांच वर्ष की नियमित सेवा के साथ विहित शैक्षिक अर्हता और अनुभव के साथ बाहरी लोगों के साथ विचार किया जाता है । यदि पद पर नियुक्ति हेतु विभागीय अभ्यर्थी का चयन हो जाता है तो इसे प्रोन्नति द्वारा भरा गया माना जायेगा ।

(iii) मूल काडर या विभाग में वेतन मैट्रिक्स के स्तर 8 (47600-151100 रू.) या समतुल्य में नियमित आधार पर पद पर नियुक्ति के पश्चात चार वर्ष सेवा प्रदान की हो; और

(ख) जिसके पास निम्नलिखित शैक्षिक अर्हताएं और अनुभव हों,-

आवश्यक : किसी मान्यता प्राप्त विश्वविद्यालय या मान्यता प्राप्त संस्थान से रसायन विज्ञान या जैव रसायन या भेषजी या भेषजीय रसायन विज्ञान या भेषजगुण विज्ञान या जीवाणु विज्ञान या चिकित्सा या सूक्ष्मजीव विज्ञान या जैव प्रौधोगिकी में मास्टर डिग्री; और अनुभव: औषध परीक्षण और मानकीकरण तथा अनुसंधान में आठ वर्ष का अनुभव।

टिप्पण 1 : प्रोषक प्रवर्ग के ऐसे विभागीय अधिकारी जो प्रोन्नति की सीधी पंक्ति में हैं, प्रतिनियुक्ति पर नियुक्ति के लिए विचार के पात्र नहीं होंगे। इसी प्रकार, प्रतिनियुक्त व्यक्ति प्रोन्नति द्वारा नियुक्ति के लिए विचार के पात्र नहीं होंगे।

टिप्पण 2 : प्रतिनियुक्ति की अवधि जिसके अंतर्गत के न्द्रीय सरकार के उसी या किसी अन्य संगठन या विभाग में इस नियुक्ति से ठीक पहले धारित किन्ही अन्य काडर बाह्य पद पर प्रतिनियुक्ति की अवधि है, साधारणतया तीन वर्ष से अधिक नहीं होगी ।

टिप्पण 1: प्रोषक प्रवर्ग के विभागीय अधिकारी जो प्रोन्नति की सीधी पंक्ति में हैं, प्रतिनियुक्ति पर नियुक्ति के लिए विचार के पात्र नहीं होंगे। इसी प्रकार, प्रतिनियुक्ति पर नियुक्त व्यक्ति प्रोन्नति द्वारा नियुक्ति के लिए विचार के पात्र नहीं होंगे।

G.S.R. 115.—In exercise of the powers conferred by the proviso to article 309 of the Constitution, the President hereby makes the following rules regulating the method of recruitment to the posts of Deputy Director, Senior Scientific Officer, Scientific Officer, Junior Scientific Officer, Senior Scientific Assistant and Junior Scientific Assistant in the Central Drugs Testing Laboratory, Hyderabad, in the Central Drugs Standard Control Organisation, Directorate General of Health Services, Ministry of Health and Family Welfare, namely:-

1. Short title and commencement. –(1) These rules may be called the Ministry of Health and Family Welfare, Directorate General of Health Services, Central Drugs Standard Control Organisation, Central Drugs Testing Laboratory, Hyderabad, Group 'A' and 'B' Posts, Recruitment Rules, 2024.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. Application. -These rules shall apply to the posts specified in column (1) of the Schedule annexed to these rules.

3. Number of posts, classification and level in pay matrix.-The number of the said posts, their classification and level in the pay matrix attached thereto, shall be as specified in columns (2) to (4) of the said Schedule.

4. Method of recruitment, age-limit, other qualifications, etc.–The method of recruitment, age-limit, qualifications and other matters relating to the said post shall be as specified in columns (5) to (13) of the said Schedule.

5. Disqualification. –No person, -

(a) who has entered into or contracted a marriage with a person having a spouse living; or

(b) who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said posts:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and there are other grounds for so doing, exempt such person from the operation of this rule.

6. Power to relax. –Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order and for reasons to be recorded in writing and in consultation with the Union Public Service Commission, relax any of the provisions of these rules with respect to any class or category of persons.

7. (2) ये राजपत्र में उनके प्रकाशन की तारीख को प्रवृत्त होंगे।

2. पद-संख्या, वर्गीकरण और वेतन मैट्रिक्स में स्तर.-उक्त पदों की संख्या, उनका वर्गीकरण और वेतन मैट्रिक्स में उनका स्तर वे होंगे, जो इन नियमों से उपाबद्ध अनुसूची के स्तंभ (2) से स्तंभ (4) में विनिर्दिष्ट हैं।

3. भर्ती की पद्धति, आयु-सीमा, अर्हताएं, आदि.-उक्त पदों पर भर्ती की पद्धति, आयु-सीमा, अर्हताएं और उनसे संबंधित अन्य बातें वे होंगी जो पूर्वोक्त अनुसूची के स्तंभ (5) से स्तंभ (13) में विनिर्दिष्ट हैं।

4. निरर्हता.-वह व्यक्ति, -

6 व्यावृत्ति.-इन नियमों की कोई भी बात, ऐसे आरक्षण, आयु-सीमा में छू ट और अन्य रियायतों पर प्रभाव नही डालेगी, जिनका कें द्रीय सरकार द्वारा इस संबंध में समय-समय पर जारी किए गए आदेशों के अनुसार अनुसूचित जातियों, अनुसूचित जनजातियों, अन्य पिछडें वर्गों, भूतपूर्व सैनिकों और अन्य विशेष प्रवर्ग के व्यक्तियों के लिए उपबंध करना अपेक्षित है।

साधारणतया तीन वर्ष से अधिक नहीं होगी।

G.S.R. 117.—In exercise of the powers conferred by the proviso to article 309 of the Constitution, and in supersession of the Central Ground Water Board (Driller-Cum-Mechanic) Recruitment Rules, 1976 in so far as they relates to the post of Master Electrician, the Central Ground Water Board (Assistant Foreman) Recruitment Rules, 1980, Central Ground Water Board (Foreman) Recruitment Rules, 1982 and the Central Ground Water Board (Master Mechanic) Recruitment Rules, 2005, except as respects things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment to the post of Foreman in the Central Ground Water Board, in the Ministry of Jal Shakti, Department of Water Resources, River Development and Ganga Rejuvenation, namely:-

1. Short title and commencement–(1) These rules may be called the Ministry of Jal Shakti, Department of Water Resources, River Development and Ganga Rejuvenation, Central Ground Water Board (Foreman) Recruitment Rules, 2024.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. Number of post, classification and level in pay matrix.–The number of said post, its classification and level in the pay matrix attached thereto, shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.

3. Method of recruitment, age-limit, qualifications, etc. – The method of recruitment, age-limit, qualifications and other matters relating thereto, shall be as specified in columns (5) to (13) of the aforesaid Schedule.

4. Disqualification. –No person-

(a) who has entered into or contracted a marriage with a person having a spouse living; or

(b) who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said post:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule.

5. Power to relax. –Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order, for reasons to be recorded in writing and in consultation with the Union Public Service Commission, relax any of the provision of these rules with respect to any class or category of persons.

6. Saving–Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, the other backward classes, ex-Servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

सा.का.नि. 118.—राष्ट्रपति संविधान के अनुच्छेद 309 के परन्तुक द्वारा प्रदत शक्तियों का प्रयोग करते हुए राष्ट्रीय अनुसूचित जनजाति आयोग में अनुसंधान अधिकारी की भर्ती की प्रक्रिया को विनियमित करते हुए निम्नलिखित नियमों को एतदद्वारा बनाते हैं, अर्थात् -

1. संक्षिप्त शीर्षक और प्रारम्भ.–(1) इन नियमों को 'राष्ट्रीय अनुसूचित जनजाति आयोग, अनुसंधान अधिकारी (समूह 'ख' पद)) भर्ती नियम, 2024 कहा जा सकता है।

(2) वे अधिकारिक राजपत्र में उनके प्रकाशन की तारीख से प्रवृत्त होंगे।

2. प्रारंभिक संविधान–(1) मौजूदा भर्ती नियमों, अर्थात् अनुसंधान अधिकारी अनुसूचित जाति और अनुसूचित जनजाति आयोग, अनुसूचित जाति तथा अनुसूचित जनजाति आयुक्त और गृह मंत्रालय भर्ती नियम 1985 के अंतर्गत भर्ती किए गये पदधारी और इन नियमों के प्रारम्भ होने से ठीक पहले नियमित आधार पर अनुसंधान अधिकारी का पद धारण करने वाले पदधारियों को इन नियमों के प्रावधानों के अनुसार नियुक्त किया गया समझा जाएगा।

(2) इन नियमों के लागू होने से ठीक पहले उप-नियम (1) में निर्दिष्ट पदधारियों की नियमित निरंतर सेवा को परिवीक्षा अवधि, वरिष्ठता, पदोन्नति, स्थायीकरण के लिए अर्हक सेवा के प्रयोजन के लिए गिना जाएगा।

3. पदों की संख्या, वर्गीकरण और वेतन मैट्रिक्स में स्तर-पद की संख्या, इसका वर्गीकरण और उनसे जुड़े वेतन मैट्रिक्स में स्तर, इन नियमों के साथ सलंग्न अनुसूची के कॉलम (2) से (4) में निर्दिष्ट होंगे ।

4. भर्ती की विधि, आयु-सीमा और योग्यताएं, आदि-भर्ती की विधि, आयु सीमा, योग्यताएं और उक्त पदों से संबंधित अन्य मामले उक्त अनुसूची के कॉलम (5) से (13) में यथा निर्दिष्ट होंगे।

5. अयोग्यता–व्यक्ति पात्र नहीं होगा, -

(क) जिसने ऐसे व्यक्ति के साथ विवाह किया है या विवाह का अनुबंध किया है जिसका जीवनसाथी जीवित है; या (ख) जिसने अपने पति/पत्नी के जीवित होते हुए भी किसी व्यक्ति के साथ विवाह किया है या विवाह का अनुबंध किया है;

उक्त पदों पर नियुक्ति के लिए पात्र होगा:

बशर्ते कि के न्द्र सरकार, यदि संतुष्ट हो कि ऐसा विवाह ऐसे व्यक्ति और विवाह के दुसरे पक्ष पर लागू व्यक्तिगत कानून (पर्सनल लॉ) के तहत स्वीकार्य है और ऐसा करने के लिए अन्य आधार हैं, तो किसी भी व्यक्ति को इस नियम के संचालन से छू ट दे सकती है।

6. शिथिल करने की शक्ति–जहॉं कें द्र सरकार की राय है कि ऐसा करना आवश्यक या समीचीन है, वह लिखित में दर्ज किये जाने वाले कारणों से और संघलोक सेवा आयोग के परामर्श से आदेश द्वारा किसी भी वर्ग या श्रेणी के व्यक्तियों के संबंध में इन नियमों के किसी प्रावधान को शिथिल कर सकती है।

7. व्यावृत्ति–इन नियमों में से कोई भी बात कें द्र सरकार द्वारा इस संबंध में समय-समय पर जारी आदेशों के अनुसार अनुसूचित जाति, अनुसूचित जनजाति, अन्य पिछड़ा वर्ग और अन्य विशेष श्रेणियों के व्यक्तियों के लिए प्रदान किए जाने वाले आरक्षण, आयु-सीमा में छू ट और अन्य रियायतों को प्रभावित नहीं करेगी।

G.S.R. 118.—In exercise of the powers conferred by the proviso to article 309 of the Constitution, the President hereby makes the following rules regulating the method of recruitment to the posts of Research Officer in the National Commission for Scheduled Tribes, Ministry of Tribal Affairs, namely: -

1. Short title and commencement.—(1) These rules may be called the National Commission for Scheduled Tribes, Research Officer (Group 'B' post) Recruitment Rules, 2024.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. Initial Constitution.—(1) The incumbents recruited under the existing recruitment rules, namely, Research Officer, the Commission for Scheduled Castes and Scheduled Tribes, the Commissioner for Scheduled Castes and Scheduled Tribes and the Ministry of Home Affairs Recruitment Rules, 1985 and holding the post of Research Officer on regular basis, immediately before the commencement of these rules, shall be deemed to have been appointed in accordance with the provisions of these rules.

(2) The regular continuous service of incumbents referred to in sub-rule (1) immediately before the commencement of these rules shall be counted for the purpose of period of probation , seniority, qualifying service for promotion, confirmation.

3. Number of post, classification and level in pay matrix.—The number of the post, its classification and level in the pay matrix attached thereto, shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.
