सा.का.नि. 137.—के न्द्रीय सरकार, सशस्त्र सीमा बल अधिनियम, 2007 (2007 का 53) की धारा 155 की उपधारा 2 के खंड (क) और खंड (ग) द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए, गृह मंत्रालय, सशस्त्र सीमा बल, समूह 'ख', योधक आयुधिक संवर्ग पद भर्ती नियम, 2012 का और संशोधन करने के लिए निम्नलिखित नियम बनाती है, अर्थात् :–

1. (1) इन नियमों का संक्षिप्त नाम गृह मंत्रालय, सशस्त्र सीमा बल, समूह 'ख' योधक आयुधिक संवर्ग पद भर्ती (संशोधन) नियम, 2024 है।

"3. पदों की संख्या, वर्गीकरण और वेतन मैट्रिक्स में स्तर.– उक्त पदों की संख्या, उनका वर्गीकरण और वेतन मैट्रिक्स में उनका स्तर वह होगा, जो इन नियमों से उपाबद्ध उक्त अनुसूची के स्तंभ (2) से स्तंभ (4) में विनिर्दिष्ट हैं । " 3. उक्त नियमों के नियम 5 का लोप किया जाएगा ।

4. उक्त नियमों में, नियम 12 के स्थान पर, निम्नलिखित नियम रखा जाएगा, अर्थात् ;–

"12. अधिवर्षिता.– इन नियमों के अधीन नियुक्त किया गया कोई कार्मिक उस मास के , जिसमें वह साठ वर्ष की आयु प्राप्त करता है अंतिम दिन के अपराह्न में सेवानिवृत होगा या जैसा कें द्रीय सरकार द्वारा समय- समय पर विहित किया जाएः

परन्तु ऐसा व्यक्ति जिसकी जन्म की तारीख किसी मास का पहला दिन है, अधिवर्षिता की आयु प्राप्त करने पर पूर्ववर्ती मास के अंतिम दिन के अपराह्न में सेवानिवृत होगा " ।

5. उक्त नियमों की, अनुसूची में,–

(क) निरीक्षक (आयुधिक)/(तकनीकी) के पद से संबंधित क्रम संख्यांक 1 के सामने,–

(i) स्तंभ (2) में, प्रविष्टियों के स्थान पर, निम्नलिखित प्रविष्टियां रखी जाएगी, अर्थात् :–

"20* (2024)

*कार्यभार के आधार पर परिवर्तन किया जा सकता है ।";

(ii) स्तंभ (4) में, स्तंभ, शीर्ष और उससे संबंधित प्रविष्टियों के स्थान पर निम्नलिखित स्तंभ, शीर्ष और उससे संबंधित प्रविष्टियां रखी जाएंगी, अर्थात् :–

(iii) स्तंभ (11) में दी गई प्रविष्टियों के स्थान पर, निम्नलिखित प्रविष्टियां रखी जाएंगी, अर्थात् :– "सशस्त्र सीमा बल के ऐसे उप-निरीक्षक (आयुधिक) जिन्होंने वेतन मैट्रिक्स के स्तर-6 (रु. 35400-112400) में चिकित्सा श्रेणी शेप-1 के साथ पाँच वर्ष नियमित सेवा की है और, और जिन्होंने महानिदेशक, सशस्त्र सीमा बल द्वारा समय-समय पर यथाविहित प्रोन्नतिपूर्व पाठ्यक्रम या पाठ्यक्रमों को सफलतापूर्वक पूरा किया हो। ";

टिप्पण.– जहां ऐसे कनिष्ठ व्यक्तियों के संबंध में, जिन्होंने अपनी अर्हक या पात्रता सेवा पूरी कर ली है, प्रोन्नति के लिए विचार किया जा रहा हो, वहां उनसे ज्येष्ठ व्यक्तियों के संबंध में भी विचार किया जाएगा परंतु यह तब जबकि उनके द्वारा की गई ऐसी अर्हक या पात्रता सेवा, अपेक्षित अर्हक या पात्रता सेवा के आधे से अधिक से या दो वर्ष से, इनमें से जो भी कम हो, कम न हो और उन्होंने अपने ऐसे कनिष्ठ व्यक्तियों सहित, जिन्होंने ऐसी अर्हक या पात्रता सेवा पहले ही पूरी कर ली है, अगली उच्चतर श्रेणी में प्रोन्नति के लिए अपनी परिवीक्षा की अवधि सफलतापूर्वक पूरी कर ली हो ।

(iv) स्तंभ (12) में, प्रविष्टियों के स्थान पर, निम्नलिखित प्रविष्टियां रखी जाएंगी, अर्थात् :–

"समूह 'ख' विभागीय प्रोन्नति समिति (प्रोन्नति पर विचार करने के लिए), जिसमें निम्नलिखित होंगे- 1. महानिरीक्षक, सशस्त्र सीमा बल : अध्यक्ष;

2. उप महानिरीक्षक, सशस्त्र सीमा बल : सदस्य;

3. द्वितीय कमान अधिकारी या उप कमांडेट, सशस्त्र सीमा बल : सदस्य ।";

(ख) उप-निरीक्षक (आयुधिक) के पद से संबंधित क्रम संख्यांक 2 के सामने,–

(i) स्तंभ (2) में, प्रविष्टियों के स्थान पर, निम्नलिखित प्रविष्टियां रखी जाएंगी, अर्थात् :–

"85* (2024)[भाग II—खण्ड ³(i)] भारत का राजपत्र : अक्तूबर ¹², ²⁰²⁴/आश्विन ²⁰, ^{1946 967} *कार्यभार के आधार पर परिवर्तन किया जा सकता है ।";

(ii) स्तंभ (4) में, स्तंभ, शीर्ष और उससे संबंधित प्रविष्टियों के स्थान पर निम्नलिखित स्तंभ, शीर्ष और उससे संबंधित प्रविष्टियां रखी जाएंगी, अर्थात् :–

(iii) स्तंभ (11) में , प्रविष्टियों के स्थान पर निम्नलिखित प्रविष्टियां रखी जाएंगी, अर्थात् :–

"सशस्त्र सीमा बल के ऐसे हैड कांस्टेबल (आयुधिक)/(तकनीकी) जिन्होंने वेतन मैट्रिक्स के स्तर-4 (रु. 25500- 81100) में चिकित्सा श्रेणी शेप-1 के साथ दस वर्ष नियमित सेवा की है और जिन्होंने महानिदेशक, सशस्त्र सीमा बल द्वारा यथाविहित प्रोन्नतिपूर्व पाठ्यक्रम या पाठ्यक्रमों को सफलतापूर्वक पूरा किया हो। ";

टिप्पण.– जहां ऐसे कनिष्ठ व्यक्तियों के संबंध में, जिन्होंने अपनी अर्हक या पात्रता सेवा पूरी कर ली है, प्रोन्नति के लिए विचार किया जा रहा हो, वहां उनसे ज्येष्ठ व्यक्तियों के संबंध में भी विचार किया जाएगा परंतु यह तब जबकि उनके द्वारा की गई ऐसी अर्हक या पात्रता सेवा, अपेक्षित अर्हक या पात्रता सेवा के आधे से अधिक से या दो वर्ष से, इनमें से जो भी कम हो, कम न हो और उन्होंने अपने ऐसे कनिष्ठ व्यक्तियों सहित, जिन्होंने ऐसी अर्हक या पात्रता सेवा पहले ही पूरी कर ली है, अगली उच्चतर श्रेणी में प्रोन्नति के लिए अपनी परिवीक्षा की अवधि सफलतापूर्वक पूरी कर ली हो।

"प्रतिनियुक्ति: कें द्रीय सरकार सशस्त्र पुलिस बलों या राज्य सरकार पुलिस संगठन या संघ राज्य क्षेत्र प्रशासन पुलिस संगठन के अधिकारी ,–

(क) (i) जिन्होंने मूल काडर या विभाग में नियमित आधार पर सदृश पद धारण किया हुआ हो; या

(ii) जिन्होंने मूल संवर्ग या विभाग में वेतन मैट्रिक्स के स्तर-5 (रु.29200-92300) या समतुल्य में नियमित आधार पर नियुक्ति के पश्चात् ग्रेड में छः वर्ष की सेवा प्रदान की हो; और

(ख) जिसके पास निम्नलिखित शैक्षिक अर्हताएं और अनुभव होः–

(i) किसी मान्यता प्राप्त बोर्ड से 10वीं कक्षा उत्तीर्ण; और

(ii) अभ्यर्थी के पास संबंधित संगठन द्वारा विहित आयुधिक उन्नयन पाठ्यक्रम अर्हित होना चाहिए ।

(ग) अभ्यर्थी चिकित्सा प्रवर्ग शेप-1 में होंगे।

टिप्पण 1.– पोषक वर्ग के ऐसे विभागीय अधिकारी, जो प्रोन्नति की सीधी पंक्ति में हैं, प्रतिनियुक्ति पर नियुक्ति के लिए विचार किए जाने के पात्र नहीं होंगे। इसी प्रकार प्रतिनियुक्त व्यक्ति प्रोन्नति द्वारा नियुक्ति के लिए विचार किए जाने के पात्र नहीं होंगे ।

टिप्पण 2.– प्रतिनियुक्ति की अवधि, जिसके अंतर्गत के न्द्रीय सरकार के उसी या किसी अन्य संगठन या विभाग में इस नियुक्ति से ठीक पहले धारित किसी अन्य काडर बाह्य पद पर प्रतिनियुक्ति की अवधि है, साधारणतया तीन वर्ष से अधिक नहीं होगी ।

टिप्पण 3.–प्रतिनियुक्ति द्वारा नियुक्ति के लिए अधिकतम आयु-सीमा आवेदन प्राप्त करने की अंतिम तारीख को छप्पन वर्ष से अधिक नहीं होगी ।

पुनर्नियोजन : ऐसे भूतपूर्व सैनकों का पुनर्नियोजन, जो सशस्त्र बल में, उसी या समतुल्य रैंक का पद धारण किए हुए हैं : सशस्त्र बल के ऐसे कार्मिकों के संबंध में भी, प्रतिनियुक्ति के लिए विचार किया जाएगा जो एक वर्ष की अवधि के भीतर सेवानिवृत्त होने वाले हैं या रिजर्व में स्थानान्तरित किए जाने वाले हैं और जिनके पास अपेक्षित अनुभव और विहित अर्हताएं हैं। ऐसे व्यक्तियों को उस तारीख तक प्रतिनियुक्ति के निबंधनों पर रखा जाएगा जिस तारीख से उन्हें सशस्त्र बल से निमु र्क्त किया जाना है; तत्पश्चात् उन्हें पुनर्नियोजन पर बने रहने दिया जा सकता है। अभ्यर्थी चिकित्सा श्रेणी शेप-1 में होंगे ।";

(iv) स्तंभ (12) में प्रविष्टियों के स्थान पर, निम्नलिखित प्रविष्टियां रखी जाएंगी, अर्थात् :–968 THE GAZETTE OF INDIA : OCTOBER 12, 2024/ASVINA, 20, 1946 [PART II—SEC. 3(i)] "समूह 'ख' विभागीय प्रोन्नति समिति (प्रोन्नति पर विचार करने के लिए), जिसमें निम्नलिखित होंगे-

1. उप महानिरीक्षक, सशस्त्र सीमा बल                         :  अध्यक्ष;
2. कमाण्डेंट, सशस्त्र सीमा बल                              :  सदस्य;
3. द्वितीय कमान अधिकारी या उप कमांडेट, सशस्त्र सीमा बल      :  सदस्य ।
समूह 'ख' विभागीय पुष्टि समिति (पुष्टि पर विचार करने के  लिए), जिसमें निम्नलिखित होंगे:-
1. उप महानिरीक्षक, सशस्त्र सीमा बल                         :  अध्यक्ष;
2. कमाण्डेंट, सशस्त्र सीमा बल                              :  सदस्य;
3. द्वितीय कमान अधिकारी या उप कमांडेट, सशस्त्र सीमा बल      :  सदस्य ।" ।

New Delhi, the 24th September, 2024

G.S.R. 137.—In exercise of the powers conferred by clauses (a) and (c) of sub-section (2) of section 155 of the Sashastra Seema Bal Act, 2007 (53 of 2007), the Central Government hereby makes the followings rules further to amend the Ministry of Home Affairs, Sashastra Seema Bal, Group 'B' Combatised Armourer Cadre posts Recruitment Rules, 2012, namely:-

1. (1) These rules may be called the Ministry of Home Affairs, Sashastra Seema Bal, Group 'B' Combatised Armourer Cadre posts Recruitment (Amendment) Rules, 2024.

2. In the Ministry of Home Affairs, Sashastra Seema Bal, Group 'B' Combatised Armourer Cadre posts Recruitment Rules, 2012 (hereinafter referred to as the said rules),for rule 3, the following rule shall be substituted, namely:-

"3. Number of posts, classification and level in pay matrix.- The number of the said posts, their classification and level in the pay matrix attached thereto shall be specified in columns (2) to (4) of the said Schedule.".

3. Rule 5 of the said rules shall be omitted.

4. In the said rules, for rule 12, the following rule shall be substituted, namely:-

"12. Superannuation.– The personnel appointed under these rules shall retire from service on the afternoon of the last day of the month in which he or she attains the age of sixty years or as per prescribed by the Central Government from time to time:

Provided that a person whose date of birth is on the first day of a month, shall retire from service on the afternoon of the last day of the preceding month on attaining the age of superannuation".

5. In the Schedule to the said rules,–

(a) against serial number 1, relating to the post of Inspector(Armourer)/(Tech),-

(i) in column (2), for the entries, the following entries shall be substituted, namely:-

"20* (2024)

*Subject to variation dependent on workload.";

(ii) in column (4), for the column, heading and the entries relating thereto, the following column, heading and entries shall be substituted, namely:-

(iii) in column (11), for the entries, the following entries shall be substituted, namely:-

"From amongst the Sub-Inspector (Armourer) of the Sashastra Seema Bal in level-6 (Rs. 35400-112400) of the pay matrix with five years regular service and medical category SHAPE-1, and who have successfully completed pre-promotional course or courses as prescribed by the Director General, Sashastra Seema Bal from time to time.

Note.- Where juniors who have completed their qualifying or eligibility service are being considered for promotion, their seniors shall also be considered provided they are not short of the requisite qualifying or eligibility service by more than half of such qualifying or eligibility service or two years, whichever is less, and have successfully completed probation period for promotion to the next higher grade along with their juniors who have already completed such qualifying or eligibility service.";

(iv) in column (12), for the entries, the following entries shall be substituted, namely:-

"Group 'B' Departmental Promotion Committee(for considering promotion) consisting of:–

1. Inspector General, Sashastra Seema Bal - Chairman;

2. Deputy Inspector General, Sashastra Seema Bal - Member;

3. Second-in-Command or Deputy Commandant, Sashastra Seema Bal - Member.;

(b) against serial number 2, relating to the post of Sub-Inspector (Armourer),–

(i) in column (2),for the entries, the following entries shall be substituted; namely:-

"85* (2024)

*Subject to variation dependent on workload.";

(ii) in column (4), for the column, heading and the entries relating thereto, the following column, heading and entries shall be substituted, namely:-

(iii) in column (11), for the entries, the following entries shall be substituted, namely:-

"Promotion:

From amongst Head Constable (Armourer)/(Tech) of the Sashastra Seema Bal in level-4 (Rs. 25500-81100) of the pay matrix with ten years regular service and medical category SHAPE-1, and who have successfully completed pre-promotional course or courses as prescribed by Director General, Sashastra Seema Bal from time to time.

Deputation:

Officers of the Central Government Armed Police Forces or State Governments Police Organisation or Union territory Administrations Police Organisation,-

(a) (i) holding analogous posts on a regular basis in the parent cadre or Department; or

(ii) with six years' service in the grade rendered after appointment to the posts on a regular basis in level-5 of the pay matrix (Rs. 29200-92300) or equivalent in the parent cadre or department; and

(b) possessing the following educational qualifications and experience.-

(i) 10th class passed from recognised board; and

(ii) the candidate shall have qualified Armourer up-gradation course prescribed by the respective organisation.

(c ) the candidate shall be in the Medical category SHAPE-1.

Note 1.- The departmental officers in the feeder category who are in the direct line of promotion shall not be eligible for consideration for appointment on deputation. Similarly, the deputationists shall not be eligible for consideration for appointment by promotion.

Note 2.- The period of deputation including the period of deputation in another ex-cadre post held immediately preceding this appointment in the same or some other organisation or department of the Central Government shall ordinarily not exceed three years.

Note 3.- The maximum age-limit for appointment on deputation (including short-term contract) shall be not exceeding fifty six years as on the closing date of receipt of applications.

Re-employment:

Re-employment of Ex-Servicemen who have held the same or equivalent rank in the Armed Forces: The Armed Forces personnel due to retire or who are to be transferred to reserve within a period of one year and having the requisite experience and qualifications prescribed, shall also be considered for deputation. Such person would also be given deputation term up to the date on which they are due for release from the Armed Forces. Thereafter, they may be continued on re-employment. The candidate shall be in the medical category SHAPE-1.";

(iv) in column (12), for the entries, the following entries shall be substituted, namely:–

"Group 'B' Departmental Promotion Committee (for considering promotion) consisting of :–

(1) Deputy Inspector General, Sashastra Seema Bal - Chairperson;

(2) Commandant, Sashastra Seema Bal - Member;

(3) Second-in-Command or Deputy Commandant, Sashastra Seema Bal - Member.

Group 'B' Departmental Confirmation Committee (for considering confirmation) consisting of :–

(1) Deputy Inspector General, Sashastra Seema Bal - Chairperson;

(2) Commandant, Sashastra Seema Bal - Member;

(3) Second-in-Command or Deputy Commandant, Sashastra Seema Bal - Member.".

सा.का.नि. 138.—के न्द्रीय सरकार, आपदा प्रबंधन अधिनियम, 2005 (2005 का 53) की धारा 75 के साथ पठित धारा 5 द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए और राष्ट्रीय आपदा प्रबंधन प्राधिकरण समूह 'ग' पद के भर्ती नियम, 2009 को उन बातों के सिवाय अधिक्रांत करने हुए, जिन्हें ऐसे अधिक्रमण से पूर्व किया गया है या करने का लोप किया गया है, गृह मंत्रालय राष्ट्रीय आपदा प्रबंधन प्राधिकरण में समूह 'ख' और समूह 'ग' के पदों पर भर्ती की पद्धति करने के लिए निम्नलिखित नियम बनाती है, अर्थात:-

1. संक्षिप्त नाम और प्रारंभ:-(1) इन नियमों का संक्षिप्त नाम राष्ट्रीय आपदा प्रबंधन प्राधिकरण (समूह 'ख' और समूह 'ग' पद) भर्ती नियम, 2024 है।

(2) ये राजपत्र में उनके प्रकाशन तारीख को प्रवृत्त होंगे।

2. लागू होना :-ये नियम इन नियमों से उपाबंद्ध अनुसूची के स्तंभ (2) से स्तंभ (4) में विनिर्दिष्ट पदों को लागू होंगे।

3. पदों की संख्या, वर्गीकरण और वेतन मैट्रिक्स में स्तर:- पदों की संख्या, उनका वर्गीकरण और वेतन मैट्रिक्स में उनका स्तर वो होगा, जो इन नियमों से उपाबद्ध अनुसूची के स्तंभ (2) से स्तंभ (4) में विनिर्दिष्ट है।

4. भर्ती की पद्धति, आयु-सीमा, अर्हताएँ, आदि:- उक्त पदों पर भर्ती की पद्धति, आयु-सीमा, अर्हताएँ और उनसे संबंधित अन्य बातें वे होंगी जो उक्त अनुसूची के स्तंभ (5) से स्तंभ (13) में विनिर्दिष्ट हैं।

5. निरर्हता:- वह व्यक्ति,-

(क) जिसने ऐसे व्यक्ति से विवाह किया है या विवाह की संविदा की है, जिसका पति या जिसकी पत्नी जीवित है;या

(ख) जिसने अपने पति या अपनी पत्नी के जीवित होते हुए, किसी अन्य व्यक्ति से विवाह की संविदा की है,

उक्त पदों पर नियुक्ति का पात्र नहीं होगा:

परंतु, यदि के न्द्रीय सरकार, का यह समाधान हो जाता है कि एस विवाह ऐसे व्यक्ति और विवाह के अन्य पक्षकार को दूसरे पक्ष पर लागू स्वीच विधि के अधीन और ऐसा करने के लिए अन्य आधार हैं, तो वोह किसी भी व्यक्ति को इस नियम के प्रवर्तन से छू ट दे सके गी।

(2) चयन समिति अभ्यर्थी के व्यक्तिगत साक्षात्कार तथा उसकी शैक्षिक अर्हता तथा अनुभव और अभ्यर्थी के कं प्यूटर ज्ञान, उसके सेवा-रिकॉर्ड के साथ-साथ साक्षात्कार में उसके प्रदर्शन को महत्व देते हुए, जो भी चयन समिति द्वारा अवधारित किया जाए, के आधार पर अपनी सिफारिश करेगी।

(3) समिति द्वारा विनिश्चित मापदण्डों के आधार पर, साक्षात्कार के लिए बुलाए जाने वाले अभ्यर्थियों की चयनित सूची का निर्णय करने का अधिकार चयन समिति अपने पास आरक्षित रखती है।

7. शिथिल करने की शक्ति:- जहां कें द्रीय सरकार की यह राय है कि ऐसा करना आवश्यक या समीचीन है, वहाँ वह उसके लिए जो करण हैं उन्हें लेखबद्ध करके इन नियमों के किसी उपबंध को किसी वर्ग या प्रवर्ग के व्यक्तियों की बाबत, आदेश द्वारा शिथिल कर सके गा।

G.S.R. 138.—In exercise of the powers conferred by section 5 read with section 75 of the Disaster Management Act, 2005 (53 of 2005) and in supersession of the National Disaster Management Authority, Group 'C' posts Recruitment Rules, 2009, except as respects things done or omitted to be done before such supersession, the Central Government hereby makes the following rules regulating the method of recruitment to the Group 'B' and Group 'C' posts in the National Disaster Management Authority, under the Ministry of Home Affairs, namely:-

1.       Short title and commencement.-(1)  These  rules  may  be  called  the  National  Disaster  Management  Authority
         (Group 'B' and Group 'C' Posts)Recruitment Rules, 2024.
         (2)      They shall come into force on the date of their publication in the Official Gazette.
2.       Application. – These rules shall apply to the posts specified in Column (2) to (4) of the Schedule annexed to
these rules.
3.       Number of posts, classification and level in the pay matrix.- The number of posts, their classification and level
in the pay matrix attached thereto, shall be as specified in Columns (2) to (4) of the said Schedule.
4.       Method of recruitment, age-limit, qualifications, etc..-  The method of recruitment, age-limit, qualifications
and other matters relating to the said posts, shall be as specified in Columns (5) to (13) of the said Schedule.
5.       Disqualification.-  No person, -
         (a)      who has entered into or contracted a marriage with a person having a spouse living; or

(3) The Selection Committee reserves the right to shortlist the candidates to be called for interview, based on the criteria to be decided by the Committee.

7. Power to relax.- Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by orders and for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any class or category of persons.

8. Saving.- Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required to be provided for the Scheduled Castes, Scheduled Tribes, the Other Backward Classes, the Ex-Servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

सा.का.नि. 143.—राष्ट्रपति, संविधान के अनुच्छेद 309 के परन्तुक द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए और सफदरजंग अस्पताल, नई दिल्ली फार्मेसिस्ट भर्ती नियम, 2012 को, उन बातों के सिवाए अधिक्रांत करते हुए, जिन्हें ऐसे अधिक्रमण से पूर्व किया गया है या करने का लोप किया गया है, स्वास्थ्य और परिवार कल्याण मंत्रालय, सफदरजंग अस्पताल, नई दिल्ली, में फार्मेसिस्ट के पद पर भर्ती की पद्धति का विनियमन करने के लिए निम्नलिखित नियम बनाते हैं, अर्थात:-

1. संक्षिप्त नाम और प्रारंभ.- (1) इन नियमों का नाम स्वास्थ्य और परिवार कल्याण मंत्रालय, सफदरजंग अस्पताल, नई दिल्ली, फार्मेसिस्ट (समूह 'ग' पद) भर्ती नियम, 2024 है ।

2. पद की संख्या, वर्गीकरण और वेतन मैट्रिक्स में स्तर.- उक्त पद की संख्या, उसका वर्गीकरण और वेतन मैट्रिक्स में उसका स्तर वह होगा जो इन नियमों से उपाबद्ध अनुसूची के स्तंभ (2) से स्तंभ (4) में विनिर्दिष्ट हैं ।

3. भर्ती की पद्धति, आयु-सीमा, अर्हताएं, आदि.- उक्त पद पर भर्ती की पद्धति, आयु-सीमा, अर्हताएं और उनसे संबंधित अन्य बातें वे होंगी जो उक्त अनुसूची के स्तंभ (5) से स्तंभ (13) में विनिर्दिष्ट हैं ।

4. निरर्हता: वह व्यक्ति.-

(क) जिसने ऐसे व्यक्ति से, जिसका पति या जिसकी पत्नी जीवित है, विवाह किया है या विवाह की संविदा की है;

या

(ख) जिसने अपने पति या अपनी पत्नी के जीवित रहते हुए, किसी व्यक्ति से विवाह किया है या विवाह की संविदा की है;

उक्त पद पर नियुक्ति का पात्र नहीं होगा:

परंतु यदि के न्द्रीय सरकार का यह समाधान हो जाता है कि ऐसा विवाह ऐसे व्यक्ति और विवाह के अन्य पक्षकार को लागू स्वीय विधि के अधीन अनुज्ञेय है और ऐसा करने के लिए अन्य आधार हैं, तो वह किसी व्यक्ति को इस नियम के प्रवर्तन से छू ट दे सके गी ।

5. शिथिल करने की शक्ति: जहाँ के न्द्रीय सरकार की यह राय है कि ऐसा करना आवश्यक या समीचीन है, वहाँ वह उसके लिए जो कारण हैं उन्हें लेखबद्ध करके इन नियमों के किसी उपबंध को किसी वर्ग या प्रवर्ग के व्यक्तियों की बाबत, आदेश द्वारा, शिथिल कर सके गी।

6. व्यावृत्ति: इन नियमों की कोई बात ऐसे आरक्षण, आयु-सीमा में छू ट और अन्य रियायतों पर प्रभाव नहीं डालेगी, जिनका के न्द्रीय सरकार द्वारा इस संबंध में समय-समय पर जारी किए गए आदेशों के अनुसार अनुसूचित जातियों, अनुसूचित जनजातियों, अन्य पिछड़े वर्गों, भूतपूर्व सैनिकों और अन्य विशेष प्रवर्ग के व्यक्तियों के लिए उपबंध करना अपेक्षित है।

G.S.R. 143.—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in supersession of the Safdarjung Hospital, New Delhi Pharmacist (Group 'C' Post) Recruitment Rules, 2012, except as respects things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment to the post of Pharmacist in the Safdarjang Hospital, New Delhi, under the Ministry of Health and Family Welfare, namely:-

1. Short title and commencement. -(1) These rules may be called the Ministry of Health and Family Welfare, Safdarjang Hospital, New Delhi, Pharmacist (Group 'C' Post), Recruitment Rules, 2024.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. Number of posts, classification and level in pay matrix. - The number of the said posts, their classification and level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the said Schedule.

3. Method of recruitment, age-limit, qualifications, etc. -The method of recruitment, age-limit, qualifications and other matters relating to the said posts shall be as specified in columns (5) to (13) of the said Schedule.

4. Disqualification. - No person, -

(a) who has entered into or contracted a marriage with a person having a spouse living; or

(b) who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said posts:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule.

5. Power to relax. - Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order and for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any class or category of persons.

6. Saving. - Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, the Other Backward Classes, the Ex-servicemen and other special categories of persons, in accordance with the orders issued by the Central Government from time to time in this regard.

1. Short title and commencement. – (1) These rules may be called the Ministry of Health and Family Welfare, Dr. Ram Manohar Lohia Hospital, New Delhi, Senior Technical Officer (Medical Laboratory Technology), (Group 'B' Post) Recruitment Rules, 2024.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. Number of post, classification and level in pay matrix. – The number of the said post, its classification and level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.

Sucheta Kripalani Hospital, New Delhi, namely:-

1. Short title and commencement. – (1) These rules may be called the Ministry of Health and Family Welfare, Lady Hardinge Medical College and Smt. Sucheta Kriplani Hospital, New Delhi, Stenographer Grade-II (Group 'C' Post) Recruitment Rules, 2024.

(2) They shall come into force on the date of their publication in the Official Gazette.

सा.का.नि. 146.—राष्ट्रपति, संविधान के अनुच्छेद 309 के परन्तुक द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए और कोयला नियंत्रक का संगठन (समूह 'ख' और 'ग') भर्ती नियम, 2004, जहां तक उनका संबंध हिंदी टंकक के पद से है, कोयला नियंत्रक संगठन (समूह 'ग' तकनीकी और अतकनीकी पद) भर्ती नियम, 2016 को, जहां तक उनका संबंध उच्च श्रेणी लिपिक, आशुलिपिक ग्रेड II, अवर श्रेणी लिपिक, बहु-कार्य स्टाफ, खान सर्वेक्षक और कं प्यूटर के पदों से है, उन बातों के सिवाय अधिक्रांत करते हुए, जिन्हें ऐसे अधिक्रमण से पूर्व किया गया है या करने का लोप किया गया है, कोयला मंत्रालय, कोयला नियंत्रक संगठन में खान सर्वेक्षक, उच्च श्रेणी लिपिक, कं प्यूटर, आशुलिपिक ग्रेड II, अवर ग्रेड लिपिक, हिंदी टंकक और बहु- कार्य स्टाफ के पदों पर भर्ती की पद्धति का विनियमन करने के लिए निम्नलिखित नियम बनाते हैं, अर्थात:-

1. संक्षिप्त नाम और प्रारंभ- (1) इन नियमों का संक्षिप्त नाम कोयला मंत्रालय, कोयला नियंत्रक संगठन के न्द्रीय सिविल सेवा (समूह 'ग' पद) भर्ती नियम, 2024 है।

(ii) ये राजपत्र में प्रकाशन की तारीख को प्रवृत्त होंगे।

2. लागू होना- ये नियम इन नियमों से उपाबद्ध अनुसूची के स्तंभ (1) में यथाविनिर्दिष्ट पदों पर लागू होंगे।

3. पदों की संख्या, वर्गीकरण और वेतन मैट्रिक्स में स्तर – उक्त पदों की संख्या, उनका वर्गीकरण और उससे संलग्न वेतन मैट्रिक्स में स्तर वही होगा, जो उक्त अनुसूची के स्तंभ 2 से स्तंभ 4 में विनिर्दिष्ट है।

4. भर्ती की पद्धति, आयु-सीमा, अर्हताएं आदि- (1) उक्त पदों पर भर्ती की पद्धति, आयु-सीमा, अर्हताएं और उनसे संबंधित अन्य बातें वही होंगी जो उक्त अनुसूची के स्तंभ (5) से स्तंभ (13) में विनिर्दिष्ट हैं।

5. निरर्हता – (1) वह व्यक्ति -

(क) जिसने ऐसे व्यक्ति से जिसका पति या जिसकी पत्नी जीवित है विवाह किया है या विवाह की संविदा की है या

(ख) जिसने अपने पति या अपनी पत्नी के जीवित रहते हुए किसी व्यक्ति से विवाह किया है या विवाह की संविदा की है,

उक्त पदों पर नियुक्ति के लिए पात्र नहीं होगा:

परंतु यदि कें द्रीय सरकार का यह समाधान हो जाता है कि ऐसा विवाह ऐसे व्यक्ति और विवाह के अन्य पक्षकार को लागू स्वीय विधि के अधीन अनुज्ञेय है और ऐसा करने के लिए अन्य आधार हैं तो वह किसी व्यक्ति को इस नियम के प्रवर्तन से छू ट दे सके गी।

6. शिथिल करने की शक्तियाँ – जहां के न्द्रीय सरकार की यह राय है कि ऐसा करना आवश्यक या समीचीन है, वहां वह उसके लिए जो कारण हैं उन्हें लेखबद्ध करके , इन नियमों के किसी उपबंध को किसी वर्ग या प्रवर्ग के व्यक्तियों की बाबत आदेश द्वारा शिथिल कर सके गी।

7. व्यावृत्ति - इन नियमों की कोई बात, ऐसे आरक्षण, आयु-सीमा में छू ट और अन्य रियायतों पर प्रभाव नहीं डालेगी, जिनका कें द्रीय सरकार द्वारा इस संबंध में समय-समय पर जारी किए गए आदेशों के अनुसार अनुसूचित जातियों, अनुसूचित जनजातियों, अन्य पिछडें वर्गों, भूतपूर्व सैनिकों और अन्य विशेष प्रवर्ग के व्यक्तियों के लिए उपबंध करना अपेक्षित है।

G.S.R. 146.—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in supersession of the Coal Controller's Organisation (Group B and C) Recruitment Rules, 2004, in so far as they relate to the post of Hindi Typist, the Coal Controller's Organisation (Group 'C' Technical and Non-Technical Posts) Recruitments Rules, 2016, in so far as they relate to the posts of Upper Division Clerk, Steno Grade II, Lower Division Clerk, Multi-Tasking Staff, Mines Surveyor and Computor, as respects things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment to the posts of Mines Surveyor, Upper Division Clerk, Computor, Steno Grade II, Lower Division Clerk, Hindi Typist and Multi-Tasking Staff in the Coal Controller's Organisation, Ministry of Coal namely:-

1. Short title and commencement— (i) These rules may be called the Ministry of Coal, the Coal Controller's Organization (Group 'C' Post) Recruitment Rules, 2024.

(ii) They shall come into force on the date of their publication in the Official Gazette.

2. Application – These rules shall apply to the posts as specified in column (1) of the Schedule annexed to these rules.

3. Number of Posts, classification and level in pay matrix – The number of said posts, their classification and level in the pay matrix attached thereto shall be as specified in columns 2 to 4 of the said Schedule.

4. Method of recruitment, age -limit, qualifications etc. - (1) The method of recruitment, age-limit, qualifications and other matters relating to the said posts shall be as specified in columns (5) to (13) of the said Schedule.

5. Disqualification – (1) No person-

(a) Who has entered into or contracted a marriage with a person having a spouse living; or

(b) Who, having a spouse living, has entered into or contracted a marriage with any person, shall be eligible for appointment to the said posts:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and there are other grounds for so doing, exempt any person from the operation of this rule.

6. Powers to relax – Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order and for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any class or category of persons.

7. Saving – Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, the Other Backward Classes, the Ex-servicemen and other special category of persons, in accordance with the orders issued by the Central Government from time to time in this regard.

6. व्यावृत्ति. - इन नियमों की कोई बात, ऐसे आरक्षण, आयु सीमा में छू ट और आने रियायतों पर प्रभाव नहीं डालेगी, जिनका के न्द्रीय सरकार द्वारा इस संबंध में समय-समय निकाले गए आदेशों के अनुसार अनुसूचित जातियों, अनुसूचित जनजातियों, अन्य पिछड़े वर्गों, भूतपूर्व सैनिकों, और अन्य विशेष प्रवर्ग के व्यक्तियों के लिए उपबंध करना अपेक्षित है ।

अनुसूची

(ii) जिन्होने मूल काडर या विभाग में वेतन मैट्रिक्स के स्तर 6 (35,400-1,12,400/ रु. ) या समतुल्य में नियमित आधार पर उस पद पर नियुक्ति के पश्चात पाँच वर्ष की सेवा की हो ।

(ख) जिनके पास निम्नलिखित शैक्षिक अर्हताएं और अनुभव हो, अर्थात्:

(i) किसी मान्यता प्राप्त विश्वविद्यालय या संस्थान से पुस्तकालय विज्ञान या पुस्तकालय और सूचना विज्ञान में स्नातक की डिग्री;

(ii) के न्द्रीय सरकार या राज्य सरकार या संघ राज्य क्षेत्र प्रशासनों या स्वशासी निकाय या कानूनी संगठन या पब्लिक सेक्टर उपक्रम या मान्यता प्राप्त विश्वविद्यालय या मान्यता प्राप्त अनुसंधान या संस्थाओं के अधीन पुस्तकालय में दो वर्ष का व्यावसायिक अनुभव ।

टिप्पण 1- वेतन मैट्रिक्स के स्तर 6 ( 35,400-1,12,400 रु.) में ऐसे विभागीय पुस्तकालय और सूचना सहायक जिन्होनें उस श्रेणी में पाँच वर्ष की नियमित सेवा की हो और प्रतिनियुक्ति के आधार पर विचार करने के लिए विहित शैक्षिक अर्हताएं और अनुभव हो, बाह्य व्यक्तियों के साथ विचार किया जाता है, यदि विभागीय अभ्यर्थी का उस पद पर नियुक्ति के लिए चयन कर लिया जाता है तो वह पद प्रोन्नति द्वारा भर लिया गया समझा जाएगा।

टिप्पण 2- प्रतिनियुक्ति (जिसके अंतर्गत अल्पकालिक संविदा भी है ) की अवधि जिसके अंतर्गत के न्द्रीय सरकार के उसी या किसी अन्य संगठन/विभाग में इस नियुक्ति से ठीक पहले धारित किसी अन्य काडर बाह्य पद पर प्रतिनियुक्ति (जिसके अंतर्गत अल्पकालिक संविदा भी है ), साधारणतया तीन वर्ष से अधिक नहीं होगी ।

टिप्पण 3- प्रतिनियुक्ति (जिसके अंतर्गत संविदा भी है) द्वारा नियुक्ति के लिए अधिकतम आयु सीमा आवेदन प्राप्त होने की अंतिम तारीख को छप्पन वर्ष से अधिक नहीं होगी ।

1. Short title and commencement. – (1) These rules may be called the Ministry of Consumer Affairs, Food and Public Distribution, Department of Food and Public Distribution, National Sugar Institute, Kanpur, Assistant Library and Information Officer, (Group 'B' post) Recruitment Rules, 2024.

(2) They shall come into force on the date of their publication in the Official Gazette.

4. Disqualification. – No person,

(ii) Two years professional experience in Library under the Central Government or State Government or Union territory Administrations or autonomous body or statutory organisation or public sector undertaking or recognized University or recognised research or institutions.

Note 1: Departmental Library and Information Assistant in level-6 in the pay matrix (Rs. 35,400-1,12,400) with five years regular service in the grade and having the educational qualifications and experiences prescribed for considering appointment on deputation basis is considered alongwith outsiders. If the departmental candidate is selected for appointment to the post; it shall be treated as having been filled by promotion.

Note 2: The period of deputation (including short-term contract), including the period of deputation (including short-term contract), in another ex-cadre post held immediately preceding this appointment in the same or some other organisation or department of the Central Government shall ordinarily not exceed three years.

Note 3: The maximum age-limit for appointment by deputation (including short-term contract) shall be not exceeding fifty-six years as on the last date of receipt of applications.

परन्तु यदि के न्द्रीय सरकार का यह समाधान हो जाता है कि ऐसा विवाह ऐसे व्यक्ति और विवाह के अन्य पक्षकार को लागू स्वीय विधि के अधीन अनुज्ञेय है और ऐसा करने के लिए अन्य आधार हैं तो वह किसी व्यक्ति को इस नियम के प्रवर्तन से छू ट दे सके गी।

5. शिथिल करने की शक्ति – जहां के न्द्रीय सरकार की यह राय है कि ऐसा करना आवश्यक या समीचीन है, वहां वह उसके लिए जो कारण हैं, उन्हें लेखबद्ध करके , इन नियमों के किसी उपबंध को किसी वर्ग या प्रवर्ग के व्यक्तियों की बाबत, आदेश द्वारा शिथिल कर सके गी।

6. वृव्यात्ति – इन नियमों की कोई बात, ऐसे आरक्षण, आयु-सीमा में छू ट और अन्य रियायतों पर प्रभाव नहीं डालेगी, जिनका के न्द्रीय सरकार द्वारा इस संबंध में समय-समय पर जारी किए गए आदेशों के अनुसार अनुसूचित जातियों, अनुसूचित जनजातियों, अन्य पिछड़ा वर्गो, भूतपूर्व सैनिकों और अन्य विशेष प्रवर्ग के व्यक्तियों के लिए उपबंध करना अपेक्षित है।

G.S.R. 149.—In exercise of the powers conferred by the proviso to article 309 of the Constitution, and in supersession of Ministry of Agriculture , the Central Institute of Fisheries, Nautical and Engineering Training, Cochin, Multi Tasking Staff (Group 'C' Posts) Recruitment Rules, 2011, except as respects things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment to the post of Multi Tasking Staff in Central Institute of Fisheries Nautical and Engineering Training, Kochi under the Ministry of Fisheries, Animal Husbandry and Dairying, Department of Fisheries, namely:-

1. Short title and commencement. - (1) These rules may be called the Central Institute of Fisheries Nautical and Engineering Training, Multi Tasking Staff, Recruitment Rules, 2024.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. Number of post, classification and level in pay matrix .-The number of said post, its classification and the level in the pay matrix attached thereto, shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.

3. Method of recruitment, age-limit ,qualifications, etc.-The method of recruitment, age-limit, qualifications and other matters relating thereto, shall be as specified in columns (5) to (13) of the said Schedule.

4. Disqualification. - No person,-

(i) who has entered into or contracted a marriage with the person having a spouse living ;or

(ii) who, having a spouse living, has entered into or contracted a marriage with any other person,

shall be eligible for appointment to the said post:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other ground for so doing, exempt any person from the operation of this rule.

5. Power to relax.-Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order, and for reason to be recorded in writing, relax any of the provisions of these rules with respect to any class or category of persons.

6. Saving.-Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required to be provided for the Scheduled Castes, Scheduled Tribes, Other Backward Classes, Ex-serviceman and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

सा.का.नि. 151.—राष्ट्रपति,संविधान के अनुच्छेद 309 के परंतुक द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए और जल संसाधन मंत्रालय, फरक्का बैराज परियोजना (सिस्टर एंड नर्स) भर्ती नियम, 2013 का अधिक्रमण करते हुए, जहां तक स्टाफ नर्स के पद से इनका संबंध है, उन बातों के सिवाए जो ऐसे अधिक्रमण से पहले की हों या करने का लोप किया गयाहों, फरक्का बैराज परियोजना में स्टाफ नर्स के पद पर भर्ती किए जाने की पद्धति को विनियमित करते हुए निम्नलिखित नियम बनाती हैं, अर्थात:-

1. संक्षिप्त नाम और प्रारंभ -(1) इन नियमों का संक्षिप्त नाम जल शक्ति मंत्रालय, जल संसाधन, नदी विकास और गंगा संरक्षण विभाग, फरक्का बैराज परियोजना (स्टाफ नर्स) भर्ती नियम, 2024 है ।

(2) ये नियम राजपत्र में प्रकाशन की तारीख से प्रवृत्त होंगे।

2. पदों की संख्या, वर्गीकरण और वेतन मैट्रिक्स में स्तर-पद की संख्या, उसका वर्गीकरण, और वेतन मैट्रिक्स में स्तर वही होगा जो इन नियमों से उपाबद्ध अनुसूची के स्तंभ (2) से स्तंभ (4) में विनिर्दिष्ट हैं।

3. भर्ती की पद्धति, आयु-सीमा, अर्हताएं आदि-भर्ती की पद्धति, आयु-सीमा, अर्हताएं और उससे संबंधित अन्य बातें वही होंगी जो उक्त अनुसूची के स्तंभ (5) से (13) में विनिर्दिष्ट हैं।

4. निरर्हता -ऐसा व्यक्ति जिसने

(क) ऐसा व्यक्ति जिसने ऐसे व्यक्ति से जिसका पति या जिसकी पत्नी जीवित है, विवाह किया है या विवाह की संविदा की है; या

(ख) ऐसा व्यक्ति जिसने अपने पति या अपनी पत्नी के जीवित रहते हुए किसी व्यक्ति से विवाह किया है या विवाह की संविदा की है,

उक्त पद पर नियुक्ति का पात्र नहीं होगा:
