नई दिल्ली, दिनांक 10 दिसंबर 2024
सं. 9-1/2024-यू.3(ए)—जबकि, के न्र सरकार को विश्वविद्यालय अनुदान आयोग (यूजीसी) अधिनियम, 1956 की धारा 3 के तहत यूजीसी की सलाह पर किसी उच्चतर शिक्षा संस्थान को समविश्वविद्यालय संस्थान घोषित करने का अधिकार प्राप्त है।
2. और जबकि, यूजीसी अधिनियम, 1956 की धारा 3 के तहत प्रदत्त शक्तियों का प्रयोग करते हुए, इस मंत्रालय ने यूजीसी की सलाह पर दिनांक 11.03.2024 की अधिसूचना संख्या 9-1/2024-यू.3(ए) के तहत वेलागापुडी रामकृ ष्ण सिद्धार्थ इंजीनियररंग कॉलेज, विजयवाड़ा, आंध्र प्रदेश को कु छ शतों के साथ एक सम विश्वविद्यालय संस्थान घोषित किया था।
3. और जबकि, दिनांक 02.05.2024 के अपने पत्र के तहत प्राचार्य वेलागापुड़ी रामकृ ष्ण सिद्धार्थ इंजीनियररंग कॉलेज, विजयवाड़ा ने सम विश्वविद्यालय संस्थान का नाम 'वेलागापुड़ी रामकृ ष्ण सिद्धार्थ इंजीनियररंग कॉलेज' से बदलकर 'सिद्धार्थ उच्चतर शिक्षा अकादमी' करने का प्रस्ताव प्रस्तुत किया।
4. और आगे जबकि, यूजीसी की सलाह पर विचार करते हुए, इस मंत्रालय ने दिनांक 16.07.2024 के पत्र के माध्यम से, कु छ शतों की र्पूर्त के अध्यधीन, 'वेलागापुडी रामकृ ष्ण सिद्धार्थ इंजीनियररंग कॉलेज' का नाम बदलकर 'सिद्धार्थ उच्चतर शिक्षा अकादमी' करने के लिए सैद्धांतिक अनुमोदन दिया।
5. और जबकि, संस्थान ने दिनांक 05.09.2024 के पत्र के माध्यम से उन शतों की र्पूर्त के संबंध में अनुपालन रिपोर्ट प्रस्तुत की। यूजीसी ने अनुपालन रिपोर्ट की जांच की और इस मंत्रालय को अपनी सलाह प्रस्तुत की।
6. अब, इसलिए, यूजीसी की सलाह पर विचार करते हुए, शिक्षा मंत्रालय, यूजीसी अधिनियम, 1956 की धारा 3 द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए, इस अधिसूचना की तिथि से संस्थान के नाम को 'वेलगापुडी रामकृ ष्ण सिद्धार्थ इंजीनियररंग कॉलेज' से बदलकर 'सिद्धार्थ उच्चतर शिक्षा अकादमी' करने के लिए अपना अनुमोदन प्रदान करता है।
7. 'सिद्धार्थ उच्चतर शिक्षा अकादमी', विजयवाड़ा, आंध्र प्रदेश अपने नाम के आगे या पीछे 'विश्वविद्यालय' शब्द का प्रयोग नहीं करेगा।
इसे अपने नामकरण के अंतर्गत सभी उद्देश्यों के लिए (कोष्ठक में) "यूजीसी अधिनियम, 1956 की धारा 3 के अंतर्गत सम विश्वविद्यालय के रूप में घोषित संस्थान" लिखकर नामकरण का स्पष्ट उल्लेख करना होगा।
8. यह अनुमति इस मंत्रालय की पूर्व अधिसूचनाओं की शतों की र्पूर्त तथा के न्र सरकार, यूजीसी और अन्य सांविधिक परिषदों द्वारा समय-समय पर जारी प्रासंगिक मानदंडों/नियमों/विनियमों/निदेशों के अनुपालन के अध्यधीन है।

New Delhi, the 10th December 2024
No. 9-1/2024-U.3(A)—Whereas, Central Government is empowered under Section 3 of the University Grants Commission (UGC) Act, 1956 to declare, on the advice of the UGC, an Institution of higher learning as an Institution deemed to be University.
2. And whereas, in exercise of powers conferred under Section 3 of the UGC Act, 1956, this Ministry, vide Notification No. 9-1/2024-U.3(A) dated 11.03.2024, on the advice of UGC, declared Velagapudi Ramakrishna Siddhartha Engineering College, Vijayawada, Andhra Pradesh as an Institution deemed to be University with certain conditions.
3. And whereas, the Principal, Velagapudi Ramakrishna Siddhartha Engineering College, Vijayawada, vide letter dated 02.05.2024, submitted proposal for change of name of the Institution deemed to be University from 'Velgapudi Ramakrishna Siddhartha Engineering College' to 'Siddhartha Academy of Higher Education.'
4. And further whereas, considering the advice of UGC, this Ministry, vide letter dated 16.07.2024, conveyed in- principle approval for change of name of 'Velgapudi Ramakrishna Siddhartha Engineering College' to 'Siddhartha Academy of Higher Education' subject to fulfilment of certain conditions.
5. And whereas, the Institution, vide letter dated 05.09.2024, submitted compliance report in respect of the fulfilment of those conditions. The UGC examined the compliance report and submitted its advice to this Ministry.
6. Now therefore, considering the advice of UGC, the Ministry of Education, in exercise of the powers conferred by Section 3 of the UGC Act, 1956, hereby conveys its approval for change of name of the Institution deemed to be University from 'Velgapudi Ramakrishna Siddhartha Engineering College' to 'Siddhartha Academy of Higher Education' with effect from the date of this Notification.
7. Siddhartha Academy of Higher Education, Vijayawada, Andhra Pradesh shall not use the word 'University' either in prefix or suffix to its name. It shall distinctly mention the nomenclature under its nomenclature by inserting (within brackets) "Declared as Institution deemed to be University under Section 3 of the UGC Act, 1956" for all the purposes.
8. This permission is further subject to the fulfilment of the conditions of earlier Notifications of this Ministry and also in compliance to the relevant norms/rules/regulations/directions issued by the Central Government, UGC and other Statutory Councils, from time to time.
