संकल्प
सं. 5(3)-बी(पी.डी.)/2023—आम जानकारी के लिए यह घोषित किया जाता है कि वर्ष 2024-25 के दौरान सामान्य भविष्य निधि तथा उसी प्रकार की अन्य निधियों के अभिदाताओं की कु ल जमा रकमों पर दी जाने वाली ब्याज दर 1 जनवरी, 2025 से 31 मार्च, 2025 तक 7.1% (सात दशमलव एक प्रतिशत) होगी। यह दर 1 जनवरी, 2025 से लागू होगी। संबंधित निधियां निम्नलिखित हैः—
1. सामान्य भविष्य निधि (कें द्रीय सेवाएं)।
2. अंशदायी भविष्य निधि (भारत)।
3. अखिल भारतीय सेवा भविष्य निधि।
4. राज्य रेलवे भविष्य निधि।
5. सामान्य भविष्य निधि (रक्षा सेवाएं)।
6. भारतीय आयुध विभाग भविष्य निधि।
7. भारतीय आयुध कारखाना कामगार भविष्य निधि।
8. भारतीय नौसेना गोदी कामगार भविष्य निधि।
9. रक्षा सेवा अधिकारी भविष्य निधि।

2. आदेश दिया जाता है कि यह संकल्प भारत के राजपत्र में प्रकाशित किया जाए।

सं. 10-3/2024-यू.3(ए)—जबकि, सत्यभामा विज्ञान एवं प्रौद्योगिकी संस्थान (सम विश्वविद्यालय), चेन्नई, तमिलनाडु ने यूजीसी (सम विश्वविद्यालय संस्थान) विनियम, 2023 के अनुसार, वडामंगलम, श्रीपेरंबदूर, तमिलनाडु में एक ऑफ-कैं पस कें द्र की स्थापना के लिए यूजीसी पोर्टल पर एक ऑनलाइन आवेदन प्रस्तुत किया था।
2. और जबकि, यूजीसी ने दिनांक 20.06.2024 के अपने पत्र संख्या 40-8/2024 (सीपीपी-आई/डीयू) के माध्यम से सूचित किया कि आवेदन की जांच यूजीसी के अध्यक्ष द्वारा गठित स्थायी समिति के माध्यम से की गई। समिति ने कु छ शतों के साथ सत्यभामा विज्ञान एवं प्रौद्योगिकी संस्थान (सम विश्वविद्यालय), चेन्नई को आशय पत्र (एलओआई) जारी करने की सिफारिश की।

3. और जबकि, मंत्रालय ने यूजीसी की सलाह पर, सत्यभामा विज्ञान और प्रौद्योगिकी संस्थान (सम विश्वविद्यालय), चेन्नई को वडामंगलम, श्रीपेरंबदूर, तमिलनाडु में ऑफ-कैं पस शुरू करने से पहले 3 वर्ष की अवधि के भीतर निम्नलिखित शतों को पूरा करने के लिए दिनांक 15.07.2024 का आशय पत्र (एलओआई) जारी किया:
i. सम विश्वविद्यालय को 25 करोड़ रुपये के कॉर्पस फं ड का ब्यौरा प्रस्तुत करना होगा।
ii. उसे पीजी, पीजी और शोध कार्यक्रम चलाने के लिए कक्षाओं, प्रयोगशालाओं, कं प्यूटर आदि जैसे अतिरिक्त आवश्यक बुनियादी ढांचे का निर्माण करना होगा।
iii. शिक्षकों की भर्ती और संकाय सदस्यों की विस्तृत सूची उनके नाम, योग्यता, पदनाम आदि के साथ प्रस्तुत करनी होगी।
iv. स्नातकोत्तर या शोध छात्रों की संख्या कु ल छात्रों की संख्या अर्थात स्नातक, स्नातकोत्तर और शोध छात्रों की कु ल संख्या का कम से कम पांचवां हिस्सा होनी चाहिए।
v. उपरोक्त शतों को पूरा किए बिना तथा उसके बाद इस मंत्रालय के अंतिम अनुमोदन के बिना प्रस्तावित ऑफ-कैं पस कें द्र में कोई भी प्रवेश नहीं दिया जाएगा।
4. और आगे, जबकि, रजिस्ट्रार, सत्यभामा विज्ञान एवं प्रौद्योगिकी संस्थान (सम विश्वविद्यालय), चेन्नई ने दिनांक 06.08.2024 के पत्र के माध्यम से, आशय पत्र की शतों की र्पूर्त के संबंध में अनुपालन रिपोर्ट प्रस्तुत की। इसे सत्यापन और आगे की सलाह के लिए यूजीसी को भेज दिया गया। यूजीसी ने दिनांक 25.11.2024 के अपने पत्र के माध्यम से सूचित किया कि अनुपालन रिपोर्ट की स्थायी समिति द्वारा जांच की गई और उनके द्वारा स्वीकार कर ली गई।
5. अब, इसलिए, यूजीसी अधिनियम, 1956 की धारा 3 के तहत प्रदत्त शक्तियों का प्रयोग करते हुए, शिक्षा मंत्रालय, यूजीसी की सलाह पर, एतद द्वारा सत्यभामा विज्ञान और प्रौद्योगिकी संस्थान (सम विश्वविद्यालय), चेन्नई को वडामंगलम, श्रीपेरंबदूर, तमिलनाडु में एक ऑफ- कैं पस कें द्र शुरू करने का अनुमोदन देता है।
6. इस मंत्रालय की पूर्व अधिसूचना(ओं) में उल्लिखित अन्य सभी शतों के साथ-साथ कें द्र सरकार, यूजीसी और अन्य सांविधिक परिषदों द्वारा समय-समय पर जारी नियमों, विनियमों, निदेशों का सत्यभामा विज्ञान और प्रौद्योगिकी संस्थान (सम विश्वविद्यालय), चेन्नई द्वारा पालन किया जाना जारी रहेगा।

RESOLUTION
No. 5(3)-B(PD)/2023—It is announced for general information that during the year 2024-25, accumulations at the credit of subscribers to the General Provident Fund and other similar funds shall carry interest at the rate of 7.1% (Seven point one percent) w.e.f. 1st January, 2025 to 31st March, 2025. This rate will be in force w.e.f. 1st January, 2025. The funds concerned are:—
1. The General Provident Fund (Central Services).
2. The Contributory Provident Fund (India).
3. The All India Services Provident Fund.
4. The State Railway Provident Fund.
5. The General Provident Fund (Defence Services).
6. The Indian Ordnance Department Provident Fund.
7. The Indian Ordnance Factories Workmen's Provident Fund.
8. The Indian Naval Dockyard Workmen's Provident Fund.
9. The Defence Services Officers Provident Fund.
10. The Armed Forces Personnel Provident Fund.

No. 10-3/2024-U.3(A)—Whereas, Sathyabama Institute of Science and Technology (Deemed to be University), Chennai, Tamil Nadu submitted an online application on the UGC portal for establishment of an off-campus centre at Vadamangalam, Sriperumbudur, Tamil Nadu, as per the UGC (Institutions deemed to be Universities) Regulations, 2023.
2. And whereas, UGC, vide its letter No.40-8/2024 (CPP-I/DU) dated 20.06.2024, informed that the application was examined through Standing Committee constituted by Chairman, UGC. The Committee recommended for issuance of Letter of Intent (LoI) to Sathyabama Institute of Science and Technology (Deemed to be University), Chennai with certain conditions.
3. And whereas, the Ministry, on the advice of UGC, issued Letter of Intent (LoI) dated 15.07.2024 to Sathyabama Institute of Science and Technology (Deemed to be University), Chennai for fulfilment of the following conditions within a period of 3 years before starting an off-campus at Vadamangalam, Sriperumbudur, Tamil Nadu:
i. The deemed to be University shall submit details of Corpus fund of Rs.25 Crore.
ii. It should create additional necessary infrastructure such as classrooms, labs, computers, etc. to run PG, PG and Research Programmes.
iii. Recruitment of teachers and detail list of faculty members with their names, qualifications, designations, etc. to be submitted.
iv. Number of post-graduate or research students should be at least one fifth of the total number of students i.e. total number of under-graduate, post-graduate and research students.
v. No admission shall be done at the proposed off-campus centre without fulfilling the above conditions and final approval thereafter of this Ministry.
4. And further whereas, the Registrar, Sathyabama Institute of Science and Technology (Deemed to be University), Chennai, vide letter dated 06.08.2024, submitted compliance report in respect of fulfilment of the conditions of the LoI. The same was forwarded to UGC for verification and further advice. UGC, vide its letter dated 25.11.2024, informed that the compliance report was examined by the Standing Committee and was accepted by them.

Now, therefore, in exercise of the powers conferred under Section 3 of the UGC Act, 1956, the Ministry of Education, on the advice of UGC, hereby accords approval to Sathyabama Institute of Science and Technology (Deemed to be University), Chennai to start an off-campus Centre at Vadamangalam, Sriperumbudur, Tamil Nadu.
6. All other conditions mentioned in the earlier Notification(s) of this Ministry as well as the Rules, Regulations, directions of Central Government, UGC and other Statutory Councils, issued from time to time, shall continue to be adhered to by Sathyabama Institute of Science and Technology (Deemed to be University), Chennai.
