सं. 53-प्रेस/2025—राष्ट्रपति, गणतंत्र दिवस, 2025 के अवसर पर, समादेशक अंशुमन रतूडी (0707-ई) को वीरता के लिए तटरक्षक पदक सहर्ष प्रदान करते हैं।
प्रशस्ति उल्लेख
समादेशक अंशुमन रतूडी (0707-ई) ने 26 दिसंबर 2006 को भारतीय तटरक्षक में सेवा आरंभ की।
2. समादेशक अंशुमन रतूडी ने उन्नत हल्के हेलीकॉप्टर(एएलएच) एम के III हेलीकॉप्टर के कप्तान के रूप में एमवी फ्रैं कफर्ट पोत पर लगी भीषण आग पर काबू पाने के लिए 20-31 जुलाई 24 को गोवा/न्यू मैंगलोर के करीब समुद्र में खराब मौसम में साहसिक अभियान का नेतृत्व किया। अ ििस्थल (एसओएफ) पर तेजी से बदलते वायु घनत्व और घने काले धुएं का सामना करते हुए, अफसर ने सीमित दृश्य संके तों के साथ आग के ऊपर मंडराते हुए अ ििस्थल (एसओएफ) पर सूखे के मिकल पाउडर (डीसीपी) बैग का पहली बार हवाई तैनाती के दौरान इस्तेमाल किया।
3. दक्षिण पमििी-मानसून के कारण तूफानी समुद्र की खराब परिस्थितियों में संकटग्रस्त पोत पर अशििमन विशेषज्ञों और उपकरणों को उतारना संभव नहीं हो पाया। पायलट ने संभावित जोखिमों को ध्यान में रखते हुए 04 साल्वर्स और सभी भारी अशििमन, प्रतिबंधित उपकरणों को तटरक्षक पोत के हेलो डेक पर रोल/पिच के बीच नीचे उतारने का चुनौतीपूर्ण कार्य किया।
4. ऑपरेशन सहायता -1 के दौरान लगभग 39 घंटों की कठिन उड़ान, जिसमें 20 विंच ऑपरेशन और 1,250 किलोग्राम सूखे के मिकल पाउडर (डीसीपी) की हवाई गिरावट शामिल थी, जो आग बुझाने में महत्वपूर्ण थी। यह पायलट की बहादुरी और उड़ान कौशल का प्रमाण है, जिससे संभावित राष्ट्रीय समुद्री आपदा को टाला जा सका।
5. भारतीय तटरक्षक द्वारा समुद्री अशििमन तकनीकों में नए मानक स्थापित करने के लिए उनकी वीरता और अग्रणी दृष्टिकोण के लिए, समादेशक अंशुमन रतूडी (0707-ई) ने स्वयं को बखूबी सिद्ध किया है और फलस्वरुप इन्हें तटरक्षक पदक (वीरता) प्रदान किया जाता है।

सं. 54-प्रेस/2025—राष्ट्रपति, गणतंत्र दिवस, 2025 के अवसर पर, सहायक समादेशक मनीष सिंह (1809-एल) को वीरता के लिए तटरक्षक पदक सहर्ष प्रदान करते हैं।
प्रशस्ति उल्लेख
सहायक समादेशक मनीष सिंह (1809-एल) ने भारतीय तटरक्षक में 20 दिसंबर, 2018 में सेवा आरंभ की।
2. वतर्मान में अफसर रत्नागिरी स्थित भारतीय तटरक्षक पोत सी-452 के कमान अधिकारी के रूप में नियुक्त हैं। युवा अफसर एक योग्य गोताखोर हैं और हमेशा कमान की जिम्मेदारियों के दोषरहित निष्पादन सहित सौंपे गए सभी कायों में नेतृत्व करने और उत्कृ ष्टता प्राप्त करने के लिए उत्सुक रहते हैं।
3. अफसर ने हाल ही में भारतीय तटरक्षक पोत सी-406 पर जल भराव की घटना के दौरान अनुकरणीय साहस दिखाया है। दिनांक 22 अगस्त 2024 को सी-406 ने सी-402 की आवाजाही को सुविधाजनक बनाने के लिए पोत को रवाना किया, हालांकि, इसके स्टीयररंग ने नियंत्रण खो दिया और यह पीछे की ओर जाने लगा और सी-452 से टकरा गया। सहायक कमांडेंट मनीष सिंह, कमान अधिकारी उस समय सी-452 पोत पर थे और सी-402 की ओर दौड़े, जो जेट्टी के साथ खडा था। जैसे ही सी-406, सी-402 के साथ बर्थ करने में सफल हो गया, अफसर पोत की सुरक्षा का पता लगाने के लिए पोत पर चढ़ गए। सी-406 के वॉटरजेट कम्पाटर्मेंट में बाढ़ अलार्म सयिि हो गया। अफसर ने जल्दी से नुकसान/छेद का पता लगाने में सहायता की और चालक दल को सबर्मर्सबल पंप, आपातकालीन लैंप और डीजल चालित पंप लगाने और वॉटरजेट कम्पाटर्मेंट को बंद करने तथा पानी को हटाने का निदेश दिया। पानी को हटाने के शुरू होने के बाद, अफसर बाहर से नुकसान का आकं लन करने के लिए क्वार्टर डेक पर पहुंचे और पानी भरने की गंभीरता को समझते हुए, सीधे एक र्सर्वस कं बल और एक लाइफबॉय (सुरक्षा के लिए) के साथ पानी में कू द गए। उन्होंने जलीय रेखा के नीचे छेद का पता लगाया और डुबकी लगाते समय नियंत्रित सांस के साथ, अपने पैरों का उपयोग करके छेद के अंदर कं बल को धके ल दिया और बाद में कं बल को छेद में मजबूती से डालने के लिए वेजेस का उपयोग किया। बाद में, उन्होंने एक अधिक स्थायी व्यवस्था बनाने में मदद की, जिसमें उन्होंने एक विशेष निर्र्मत स्टॉपर प्लेट का उपयोग किया और पोत के संतुलन को विभिन्न प्रचलित एस ओ पी के अनुसार समायोजित किया गया।
4. अफसर ने अत्यंत साहस, दृढ़ नियि और दृढ़ संकल्प के साथ-साथ तीव्र बुद्धिमता का परिचय देते हुए सी-406 पोत पर गंभीर समुद्री संकट के दौरान बड़ी क्षति को रोका और भारतीय तटरक्षक की एक महत्वपूर्ण परिसंपत्ति तथा संभवतः चालक दल के सदस्यों के जीवन को बचाया।
उनकी मेहनत, साहस, पेशेवराना कौशल और बहादुरी के अनुकरणीय कार्य सैन्य सेवा की बेहतरीन परंपराओं के अनुरूप हैं।
5. सहायक समादेशक मनीष सिंह (1809-एल) ने स्वयं को बखूबी सिद्ध किया है और फलस्वरुप इन्हें तटरक्षक पदक (वीरता) प्रदान किया जाता है।

सं. 55-प्रेस/2025—राष्ट्रपति, गणतंत्र दिवस, 2025 के अवसर पर, समीर रंजन, उत्तम नाविक (आर), 14163-आर को वीरता के लिए तटरक्षक पदक सहर्ष प्रदान करते हैं।
प्रशस्ति उल्लेख
समीर रंजन, उत्तम नाविक (आर), 14163-आर ने भारतीय तटरक्षक में 19 अगस्त 2016 में सेवा आरंभ की।
2. समीर रंजन एक योग्य एयर ूि गोताखोर है जिन्होंने एक महत्वपूर्ण चिकित्सा निकासी के दौरान असाधारण साहस और समर्पण दिखाया। दिनांक 21 जुलाई 2024 को, मोटर पोत एमटी ज़ील पर एक गंभीर चिकित्सा आपातकाल के संबंध में एक रोगी के बारे में संकट कॉल प्राप्त हुई थी, जो समुद्री बीमारी और खून की उल्टी के कारण 24 घंटे से अधिक समय से बेहोश था।
3. विमान ने सुबह-सुबह उड़ान भरी और जब वह घटनास्थल पर पहुंचा तो उक्त कार्र्मक को एक बेहोश और गंभीर रूप से बीमार रोगी को पोत से बचाने का चुनौतीपूर्ण कार्य करना पड़ा, जो तूफानी समुद्र की खराब परिस्थितियों के कारण काफी हिल रहा था। रोगी की बेहोशी और खराब मौसम ने ऑपरेशन को विशेष रूप से चुनौतीपूर्ण बना दिया।

4. समीर रंजन को मोटर पोत के संकीर्ण अस्थिर डेक पर उतारा गया, जहाँ उन्होंने बेहोश रोगी को सावधानी से बचाव बास्के ट में रखा। 20-25 नॉट से अधिक की तेज़ हवाओं और खराब समुद्री परिस्थितियों के कारण पोत की अस्थिरता के बावजूद, समीर रंजन ने डेक फिरटंग और अवरोधों से बचते हुए रोगी को सुरक्षित रूप से विमान में स्थानांतरित किया।
5. एयर ूि डाइवर समीर रंजन ने प्रतिकू ल मौसम की स्थिति में एक बेहोश रोगी को बचाने में असाधारण प्रदर्शन किया, जो उनकी असाधारण बहादुरी को दर्शाता है।

No. 53-Pres/2025— The President is pleased to award the Tatrakshak Medal for Gallantry to Commandant Anshuman Raturi (0707-E) on the occasion of the Republic Day, 2025.
CITATION
Commandant Anshuman Raturi (0707-E) joined the Indian Coast Guard on 26 December 2006.
2. Comdt Anshuman Raturi as Captain of Advanced Light Helicopter (ALH) MK III helicopter led a daring operation of combating severe fire onboard MV Frankfurt in adverse weather off Goa/New Mangalore (20-31 July 24). Braving rapidly changing air density over Seat Of Fire (SOF) with thick black smoke, the officer executed first-ever aerial deployment of Dry Chemical Powder (DCP) bags precisely over Seat Of Fire(SOF) by maintaining steady hover over the inferno with limited visual cues.
3. The prevailing South West monsoon precluded transshipment of fire-fighting experts (Salvors) and gears on distressed vessel in rough sea conditions. The pilot undertook daunting task of winching down 04 Salvors and all bulky fire- fighting gears onboard restricted Coast Guard helo deck amidst vicious roll/pitch with due diligence to possible risks involved.
4. Over approximately 39 hours of arduous flying during Op Sahayata-1, including 20 winch operations and maiden aerial dropping of 1,250 kg of Dry Chemical Powder (DCP) is a testimony of pilot's bravery and flying skills in dousing fire thereby averting a potential national maritime disaster.
5. For his valour and pioneering approach, setting new standard in maritime fire-fighting techniques by Indian Coast Guard, Commandant Anshuman Raturi (0707-E) has accredited himself well and therefore he is awarded the Tatrakshak Medal (Gallantry).

No. 54-Pres/2025—The President is pleased to award the Tatrakshak Medal for Gallantry to Assistant Commandant Manish Singh (1809-L) on the occasion of the Republic Day, 2025.
CITATION
Assistant Commandant Manish Singh (1809-L) joined the Indian Coast Guard on 20 December 2018.
2. The officer is presently appointed as Commanding Officer ICGS C-452 based at Ratnagiri. The young officer is a qualified Diver and is always keen to take lead and excel in all tasks.
PART I—Sec.1] THE GAZETTE OF INDIA, MAY 10, 2025 (VAISAKHA 20, 1947) 2813. The officer showed exemplary courage during a recent Flooding incident onboard C-406.On 22 Aug 24, C-406 cast off for facilitating the movement of C-402 however, lost its steering controls and started falling astern and collided with C-452. Asst Comdt Manish Singh, Commanding Officer C-452 was onboard and immediately sprinted towards C-402 which was berthed alongside jetty. As soon as C-406 berthed alongside C-402 the Officer embarked to ascertain the wellbeing of the ship. Flood alarm got activated in the waterjet compartment of C-406, officer quickly helped to locate the damage/hole and directed crew to place submersible pumps, emergency lamps and DD pump to shut the waterjet compartment and started de-flooding. Once de-flooding started, the officer rushed towards quarter deck to assess the damage from outside and being aware of the gravity of flooding, directly jumped into the water with a Service blanket and lifebuoy (for Safety). He located the hole below waterline and with controlled breath dives, pushed the blanket inside the hole using his legs and later used wedges to insert the blanket rigidly in the hole. Later, he helped put a more durable arrangement wherein he inserted a specially fabricated stopper plate and adjusted the trim of the ship by various SOPs in vogue.
4. The officer showcased extreme courage, steely resolve and determination along with acute presence of mind in preventing major damage onboard C-406 saving an important ICG Asset and possibly the lives of the crew. His diligence, courage, professional acumen, and exemplary act of bravery are in keeping with the finest traditions of the uniform service.
5. Assistant Commandant Manish Singh (1809-L) has accredited himself well and therefore he is awarded the Tatrakshak Medal (Gallantry).

No. 55-Pres/2025—The President is pleased to award the Tatrakshak Medal for Gallantry to Sameer Ranjan, Uttam Navik(R), 14163-R on the occasion of the Republic Day, 2025.
CITATION
Sameer Ranjan, Uttam Navik(R), 14163-R joined the Indian Coast Guard on 19 August 2016.
2. Sameer Ranjan is a qualified Aircrew Diver who displayed exceptional courage and dedication during a critical medical evacuation. On 21 July 2024, a distress call was received regarding critical medical emergency onboard Motor Vessel MT Zeal regarding a patient who had been unconscious for over 24 hours due to sea sickness and severe vomiting of blood.
3. The aircraft took off during early morning hours and upon arriving at the datum, he faced daunting task of rescuing an unconscious and critically ill patient from a vessel that was rolling and pitching heavily due to rough sea conditions. The patient's unconsciousness and inclement weather made the operation particularly challenging.
4. Sameer Ranjan was lowered onto narrow unstable deck of Merchant Vessel, where he carefully placed unconscious patient into the rescue basket. Despite strong winds in excess of 20-25 knots and the vessel's instability due to rough sea conditions, Sameer Ranjan managed to avoid deck fittings and obstructions while safely shifting patient into the aircraft.
5. Aircrew Diver Sameer Ranjan's exceptional performance in rescuing an unconscious patient under most adverse weather conditions highlights his extraordinary bravery.
6. Sameer Ranjan, Uttam Navik (R), 14163-R has accredited himself well and therefore he is awarded the Tatrakshak Medal (Gallantry).
