नई दिल्ली, दिनांक 15 जुलाई 2025
सं. 9-1/2025-यू.3(ए)—चू ंकि, कें द्र सरकार को विश्वविद्यालय अनुदान आयोग (यूजीसी) अधिनियम, 1956 की धारा 3 के तहत यूजीसी के सुझाव पर उच्चतर शिक्षा के किसी संस्था को सम विश्वविद्यालय संस्था घोषित करने का अधिकार प्राप्त है।
2. और जबकि, यूजीसी अधिनियम, 1956 की धारा 3 के तहत मदनपल्ले इंस्टीट्यूट ऑफ टेक्नोलॉजी एंड साइंस (एमआईटीएस), अंगल्लू, मदनपल्ले, आंध्र प्रदेश को सामान्य श्रेणी के तहत सम विश्वविद्यालय संस्था का दर्जा देने के लिए रताकोंडा रंगा रेड्डी एजुके शनल अकादमी सोसाइटी द्वारा एक ऑनलाइन आवेदन प्रस्तुत किया गया।
3. और जबकि, यूजीसी ने दिनांक 31.12.2024 के अपने पत्र संख्या 10-1/2024 (सीपीपी-I/डीयू) के माध्यम से सूचित किया है कि आवेदन की यूजीसी की विशेषज्ञ समिति द्वारा यूजीसी (सम विश्वविद्यालय संस्था) विनियम, 2023 के अनुसार जाँच की गई। समिति ने मदनपल्ले इंस्टीट्यूट ऑफ टेक्नोलॉजी एंड साइंस (एमआईटीएस), अंगल्लू, मदनपल्ले, आंध्र प्रदेश को कु छ शतों के साथ सामान्य श्रेणी के अंतर्गत सम विश्वविद्यालय संस्था का दर्जा देने की सिफारिश की। यूजीसी की विशेषज्ञ समिति की सिफारिशों पर आयोग द्वारा दिनांक 13.11.2024 को हुई अपनी 585 वीं बैठक (मद संख्या 2.08) में विचार किया गया और उन्हें अनुमोदित किया गया।
4. और इससे आगे, जबकि, यूजीसी की सलाह और यूजीसी की विशेषज्ञ समिति की रिपोर्ट की जाँच के बाद, यूजीसी से कु छ बिंदुओं को स्पष्ट करने का अनुरोध किया गया। इसके उत्तर में, यूजीसी ने दिनांक 30.06.2025 के पत्र संख्या 10-1/2024 (सीपीपी-I/डीयू) के माध्यम से सूचित किया कि संस्था द्वारा प्रस्तुत अनुपालन पर सहमति दी जा सकती है।
5. अब, इसलिए, यूजीसी अधिनियम, 1956 की धारा 3 के तहत प्रदत्त शक्तियों का उपयोग करते हुए, शिक्षा मंत्रालय, यूजीसी के सुझाव पर, एतदद्वारा मदनपल्ले इंस्टीट्यूट ऑफ टेक्नोलॉजी एंड साइंस (एमआईटीएस), अंगल्लू, मदनपल्ले, आंध्र प्रदेश को निम्नलिखित शतों के अध्यधीन सामान्य श्रेणी के तहत एक सम विश्वविद्यालय संस्थान घोषित करता है:—
i. प्रायोजक निकाय द्वारा प्रदत्त सभी वचन पत्रों का सम विश्वविद्यालय द्वारा सख्ती से पालन किया जाएगा।
ii. सभी चल एवं अचल परिसंपत्तियां सम विश्वविद्यालय अथवा रताकोंडा रंगा रेड्डी एजुके शनल अकादमी सोसाइटी के नाम पर होनी चाहिए।
iii. यूजीसी और शिक्षा मंत्रालय की पूर्व अनुमति के बिना, सम विश्वविद्यालय संस्था/या उसके घटक शिक्षण इकाइयों की परिसंपत्तियों या निधियों/राजस्व का कोई अन्यत्र उपयोग नहीं किया जाएगा।
iv. मदनपल्ले इंस्टीट्यूट ऑफ टेक्नोलॉजी एंड साइंस (एमआईटीएस), अंगल्लू, मदनपल्ले, आंध्र प्रदेश किसी भी ऐसी गतिविधि में शामिल नहीं होगा जो वाणिज्यिक और लाभ कमाने वाली प्रकृ ति की हो।
v. मदनपल्ले इंस्टीट्यूट ऑफ टेक्नोलॉजी एंड साइंस (एमआईटीएस), अंगल्लू, मदनपल्ले, आंध्र प्रदेश में प्रस्तुत किए जाने वाले शैक्षणिक कार्यक्रम यूजीसी और संबंधित सांविधिक परिषदों/निकायों द्वारा निर्धारित मानदंडों और मानकों के अनुरूप होंगे।

vi. मदनपल्ले इंस्टीट्यूट ऑफ टेक्नोलॉजी एंड साइंस (एमआईटीएस), अंगल्लू, मदनपल्ले, आंध्र प्रदेश अपने पाठ्यक्रमों को राष्ट्रीय शिक्षा नीति-2020 के साथ अनुकू लित करेगा।
vii. मदनपल्ले प्रौद्योगिकी एवं विज्ञान संस्थान (एमआईटीएस), अंगल्लू, मदनपल्ले, आंध्र प्रदेश को समय-समय पर संशोधित यूजीसी (सम विश्वविद्यालय संस्था) विनियम, 2023 में निहित प्रावधानों के अनुसार, राष्ट्रीय प्रत्यायन बोर्ड (एनबीए) द्वारा वैध मान्यता के लिए सभी पात्र शैक्षणिक पाठ्यक्रमों/कार्यक्रमों का मूल्यांकन करवाने के लिए सभी आवश्यक कदम उठाने होंगे और संस्थान को राष्ट्रीय मूल्यांकन एवं प्रत्यायन परिषद (एनएएसी) द्वारा वैध मान्यता प्राप्त करने के लिए सभी आवश्यक कदम उठाने होंगे।
viii. छात्रों के प्रवेश, छात्रों की प्रवेश क्षमता, शैक्षणिक पाठ्यक्रम / कार्यक्रम के अनुमोदन के नवीकरण, छात्रों की प्रवेश क्षमता में संशोधन, नए पाठ्यक्रम / कार्यक्रम शुरू करने आदि के मामले में संबंधित सांविधिक परिषदों के सभी निर्धारित मानदंड और प्रक्रियाएं लागू रहेंगी, और मदनपल्ले इंस्टीट्यूट ऑफ टेक्नोलॉजी एंड साइंस (एमआईटीएस), अंगल्लू, मदनपल्ले, आंध्र प्रदेश द्वारा उनका पालन किया जाएगा।
ix. मदनपल्ले प्रौद्योगिकी एवं विज्ञान संस्थान (एमआईटीएस), अंगल्लू, मदनपल्ले, आंध्र प्रदेश, यूजीसी (सम विश्वविद्यालय संस्था) विनियम, 2023 के अनुसार यूजीसी को एमओए प्रस्तुत करेगा। इसके अतिरिक्त, आवश्यकतानुसार, यह प्रचलित विनियमों के प्रावधानों के अनुसार अपने एमओए/नियमों को अद्यतन, संशोधित या संशोधित करेगा।
x. मदनपल्ले इंस्टीट्यूट ऑफ टेक्नोलॉजी एंड साइंस (एमआईटीएस), अंगल्लू, मदनपल्ले, आंध्र प्रदेश यूजीसी और संबंधित सांविधिक परिषदों के नियमों और विनियमों के अनुसार शुल्क संरचना का पालन करेगा।
xi. मदनपल्ले प्रौद्योगिकी एवं विज्ञान संस्थान (एमआईटीएस), अंगल्लू, मदनपल्ले, आंध्र प्रदेश इस मंत्रालय के राष्ट्रीय संस्थागत रैंककं ग फ्रे मवर्क (एनआईआरएफ) द्वारा जारी र्वार्षक भारतीय रैंककं ग में भाग लेगा।
xii. मदनपल्ले इंस्टीट्यूट ऑफ टेक्नोलॉजी एंड साइंस (एमआईटीएस), अंगल्लू, मदनपल्ले, आंध्र प्रदेश को अनिवार्य रूप से एके डमिक बैंक ऑफ क्रे डिट (एबीसी) बनाना होगा, अपने छात्रों की पहचान करनी होगी और उनके क्रे डिट स्कोर को डिजिटल लॉकर में अपलोड करना होगा और यह सुनितिि करना होगा कि क्रे डिट स्कोर एबीसी पोर्टल में दिखाई दें और समर्थ ई-गवनेंस को अपनाएं।

New Delhi, the 15th July 2025
No. 9-1/2025-U.3(A)—Whereas, the Central Government is empowered under Section 3 of the University Grants Commission (UGC) Act, 1956 to declare, on the advice of the UGC, an Institution of higher learning as an Institution deemed to be University.
2. And whereas, an online application was submitted by Ratakonda Ranga Reddy Educational Academy Society for grant of Institution deemed to be University status under general category to Madanapalle Institute of Technology & Science (MITS), Angallu, Madanapalle, Andhra Pradesh under Section 3 of the UGC Act, 1956.
3. And whereas, UGC, vide its letter No. 10-1/2024 (CPP-I/DU) dated 31.12.2024, informed that the application was examined by the UGC Expert Committee in accordance with the UGC (Institutions deemed to be Universities) Regulations, 2023. The Committee recommended for grant of Institution deemed to be University status under general category to Madanapalle Institute of Technology & Science (MITS), Angallu, Madanapalle, Andhra Pradesh, with certain conditions. The recommendations of the UGC Expert Committee were considered and approved by the Commission in its 585th meeting (Item No. 2.08) held on 13.11.2024.
4. And further whereas, after examining the advice of UGC as well as the report of UGC Expert Committee, UGC was requested to clarify certain points. In response, UGC, vide letter No. 10-1/2024 (CPP-I/DU) dated 30.06.2025, informed that the compliance submitted by the Institution may be agreed to.
5. Now, therefore, in exercise of the powers conferred under Section 3 of the UGC Act, 1956, the Ministry of Education, on the advice of UGC, hereby declares Madanapalle Institute of Technology & Science (MITS), Angallu, Madanapalle, Andhra Pradesh as an Institution deemed to be University under general category subject to the following conditions:—
i. All the undertakings given by the sponsoring body shall be strictly followed by the deemed to be University.
ii. All the moveable and immoveable assets should be either in the name of the deemed to be University or Ratakonda Ranga Reddy Educational Academy Society.
iii. There shall be no diversion of assets or funds/revenues of the Institution deemed to be University/or of its constituent teaching units, without prior permission of the UGC and Ministry of Education.
iv. Madanapalle Institute of Technology & Science (MITS), Angallu, Madanapalle, Andhra Pradesh shall not engage or indulge in any activities that are of commercial and profit making in nature.
v. The academic programmes to be offered at Madanapalle Institute of Technology & Science (MITS), Angallu, Madanapalle, Andhra Pradesh shall conform to the norms and standards prescribed by the UGC and the Statutory Councils/Bodies concerned.
vi. Madanapalle Institute of Technology & Science (MITS), Angallu, Madanapalle, Andhra Pradesh shall align its courses with National Education Policy-2020.
vii. Madanapalle Institute of Technology & Science (MITS), Angallu, Madanapalle, Andhra Pradesh shall take all the required steps to get all the eligible academic courses/programmes rated for valid accreditation by National Board of Accreditation (NBA) and the Institute to get valid accreditation by National Assessment and Accreditation Council (NAAC), as the case may be, in terms of the provisions as contained in the UGC (Institutions Deemed to be Universities) Regulations, 2023, as amended from time to time.
viii. All the prescribed norms and procedures of the Statutory Councils concerned in the matter of admission of students, intake capacity of students, renewal of approval to the academic course / programme, revision of intake capacity of students, starting of new courses / programmes, etc. shall continue to be in force, and shall be adhered to by Madanapalle Institute of Technology & Science (MITS), Angallu, Madanapalle, Andhra Pradesh.
ix. Madanapalle Institute of Technology & Science (MITS), Angallu, Madanapalle, Andhra Pradesh shall submit MoA in accordance with UGC (Institutions Deemed to be Universities) Regulations, 2023 to UGC. Further, as and when necessary, it shall update or revise or modify its MoA / Rules, as per the provisions of the prevailing Regulations.
x. Madanapalle Institute of Technology & Science (MITS), Angallu, Madanapalle, Andhra Pradesh shall follow the fee structure as per the Rules and Regulations of the UGC and relevant Statutory Councils.

xii. Madanapalle Institute of Technology & Science (MITS), Angallu, Madanapalle, Andhra Pradesh shall compulsorily create Academic Bank of Credits (ABC), identities of their students and upload their credit score in digital lockers and ensure that the credit scores are reflected in ABC Portal and adopt Samarth e-Gov.
