समिति का कार्य संविधान में यथा उल्लिखित राजभाषा संबंधी सिद्धान्तों, राजभाषा अधिनियम, 1963 और उसके अंतर्गत बनाए गए नियमों, के न्द्रीय हिन्दी समिति के नीतिगत निर्णयों एवं गृह मंत्रालय (राजभाषा विभाग) द्वारा राजभाषा के संबंध में जारी किए गए अनुदेशों के क्रियान्वयन के संदर्भ में विधि और न्याय मंत्रालय (विधायी विभाग और विधि कार्य विभाग) को हिन्दी के प्रगामी प्रयोग के बारे में सलाह देना होगा।
3. कार्यकालः
1. समिति का कार्यकाल उसके गठन की तारीख से सामान्यतः 3 वर्ष का होगा ।
2. समिति के कार्य-काल के दौरान, यदि किसी व्यक्ति को समिति का सदस्य नामित किया जाता है, तो वह उस समिति के कार्यकाल की शेष अवधि के लिए ही सदस्य होगा।
3. विशेष परिस्थितियों में मंत्रालय द्वारा समिति का कार्यकाल कम या ज्यादा किया जा सकता है ।
4. जो संसद सदस्य समिति के सदस्य हैं, वे संसद सदस्य न रहने पर इस समिति के सदस्य नहीं रहेंगे ।
5. समिति के पदेन सदस्य, उस समय तक सदस्य बने रहेंगे, जब तक कि वे अपने उन पदों पर हैं, जिनके नाते वे समिति के सदस्य हैं।
4. सामान्य :
समिति का मुख्यालय नई दिल्ली में होगा, किन्तु समिति अपनी बैठकें आवश्यकता पड़ने पर किसी अन्य स्थान पर भी आयोजित कर सकती है।
5. यात्रा भत्ता और अन्य भत्ते
(क) समिति में नामित सांसदों को समिति की बैठकों में भाग लेने के लिए संसद सदस्य वेतन, भत्ता और पेंशन अधिनियम, 1954 के उपबंधों एवं समय-समय पर जारी किए गए संशोधनों तथा उनके अधीन बनाए गए नियमों के अनुसार यात्रा भत्ता/दैनिक भत्ता देय होगा।
भाग I—खण्ड 1] भारत का राजपत्र, सितम्बर 27, 2025 (आश्विन 5, 1947) 451(ख) समिति के अन्य गैर-सरकारी सदस्यों को इस समिति के उच्च स्तरीय स्वरूप के दृष्टिगत राजभाषा विभाग द्वारा जारी दिशा- निदेशों के अनुरूप और भारत सरकार द्वारा समय-समय पर संशोधित/ निर्धारित दरों एवं नियमों के अनुसार यात्रा-भत्ता/ दैनिक भत्ता देय होगा।
आदेश
आदेश दिया जाता है कि इस संकल्प की प्रति विधि और न्याय मंत्रालय की हिंदी सलाहकार समिति के सभी सदस्यों, सभी राज्य सरकारों तथा संघ राज्यक्षेत्र प्रशासन, राष्ट्रपति सचिवालय, प्रधान मंत्री कार्यालय, मंत्रिमंडल सचिवालय, संसदीय कार्य मंत्रालय, लोक सभा सचिवालय, राज्य सभा सचिवालय, भारत के नियंत्रक महालेखा परीक्षक, संघ लोक सेवा आयोग, नीति आयोग, महालेखाकार, के न्द्रीय राजस्व और भारत सरकार के सभी मंत्रालयों तथा विभागों को भेजी जाए ।
यह भी आदेश दिया जाता है कि इस संकल्प को सर्व साधारण की जानकारी के लिए भारत के राजपत्र में प्रकाशित किया जाए और विभाग की वेबसाइट पर भी उपलब्ध करवाया जाए।

RESOLUTION
No. E-4(1)/2019-O.L.(L.D.)—In supersession of the Government of India in the Ministry of Law and Justice, Legislative Department's Resolution No. E-4(1)/2019-0.L.(L.D.), dated the 11th May, 2023, as amended by resolution of even number dated the 08th December, 2023, the Government of India has decided to reconstitute the Hindi Salahakar Samiti of the Ministry of Law and Justice for Legislative Department and Department of Legal Affairs. The constitution, functions, tenure etc. of this Committee shall be as follows:—

The function of the Committee will be to advise the Central Government regarding the progressive use of Hindi in the Ministry of Law and Justice (Legislative Department and Department of Legal Affairs) in relation to the implementation of the principles relating to official language as mentioned in the Constitution, the Official Languages Act, 1963 and the rules made thereunder, the policy decisions of the Central Hindi Committee and the instructions issued in relation to the official language by the Ministry of Home Affairs (Department of Official Language).
3. TENURE OF TERM:
1. The tenure of the Committee shall ordinarily be 3 years from the date of its constitution.
2. During the tenure of the Committee, if a person is nominated as a member of the Committee, she/he shall be a member only for the remaining period of the tenure of that Committee.
3. The tenure of the Committee may be reduced or extended by the Ministry under special circumstances.
4. A Member of Parliament who is member of the Committee shall cease to be the member of this Committee if she/he ceases to be the Member of Parliament.
5. An ex officio member of the Committee shall continue to be the member so long as she/he holds the office by virtue of which she/ he is the member of the Committee.
4. General :
The headquarter of the Committee will be in New Delhi, but the Committee can hold its meetings at any other place if necessary.
5. Travelling Allowance and Other Allowances :
(a) The MPs nominated to the Committee shall be paid TA/DA for attending the meetings of the Committee as per the provisions of Salaries, Allowances and Pension of Members of Parliament Act, 1954 and the related amendments issued from time to time and the related rules made thereunder.
(b) In view of the high level nature of the Committee, the other non-official members of the Committee shall be paid travelling allowance/daily allowance as per the guidelines issued by Department of Official Language and as per the rates and rules as amended/prescribed by the Government of India from time to time.
ORDER
Ordered that a copy of this Resolution be communicated to the members of the Hindi Salahkar Samiti of Ministry of Law and Justice, all State Governments and Union Territory Administration, President's Secretariat, Prime Minister's Office, Cabinet Secretariat, Ministry of Parliamentary Affairs, Lok Sabha Secretariat, Rajya Sabha Secretariat, Comptroller and Auditor General of India, Union Public Service Commission, NITI Aayog, Accountant General, Central Revenues and all the Ministries and Departments of the Government of India.
Ordered also that this Resolution be published in the Gazette of India for general information and also made available on the Department's website.
