अध्यक्ष समिति की बैठक में भाग लेने या समिति की सहायता करने के लिए किसी अन्य व्यक्ति/ व्यक्तियों को भी आमंत्रित कर सकते हैं।
एमओपीएनजी के अन्य संयुक्त सचिवों को कार्यसूची की आवश्यकताओं के अनुसार आमंत्रित किया जाएगा।
2. एसएसी की अवधि:—
समिति का कार्यकाल भारत के आधिकारिक राजपत्र में प्रकाशन की तारीख से तीन वर्ष की अवधि के लिए होगा। समिति जितनी बार आवश्यक हो बैठक करेगी और समय-समय पर पेट्रोलियम और प्राकृ तिक गैस मंत्रालय को उपयुक्त सिफारिशें करेगी।
एसएसी की निबंधन और शतें:—
क) उद्देश्य
हाइड्रोकार्बन क्षेत्र (अपस्ट्रीम क्षेत्र को छोड़कर) में विज्ञान और प्रौद्योगिकी के अनुप्रयोग को बढ़ावा देना।
ख) समिति के विचारार्थ विषय निम्नानुसार होंगे:—
(i) ईंधन के उत्पादन के लिए हाइड्रोकार्बन से संबंधित प्रौद्योगिकियों के विकास और रसायनों और पेट्रोरसायनों के लिए फीड स्टॉक की पहचान करना और बढ़ावा देना।
(ii) ईंधन और रसायनों के रूप में उपयोग के लिए हाइड्रोकार्बन कच्चे माल का इष्टतम प्रसंस्करण सुनितिि करना।
(iii) हाइड्रोकार्बन क्षेत्र और ऊर्जा दक्ष प्रचालनों में कार्बन फु टप्रिन्ट में कमी सुनितिि करना।
(iv) हाइड्रोकार्बन क्षेत्र में वैकल्पिक ऊर्जा स्त्रोतों के अनुप्रयोग को बढ़ावा देना।
(v) हाइड्रोकार्बन क्षेत्र की दीर्घकालिक प्रौद्योगिकीय आवश्यकताओं की पहचान करना।
(vi) तेल और गैस संगठनों और अन्य पणधारकों की बीच सहयोगात्मक अनुसंधान कार्यक्रमों को सुसाध्य बनाना।
(vii) उच्च प्रौद्योगिकी कें द्र (सीएचटी) के माध्यम से ओआईडीबी द्वारा वित्त पोषण के लिए विभिन्न अनुसंधान एवं विकास संगठनों और शैक्षणिक संस्थाओं द्वारा प्रस्तुत अनुसंधान एवं विकास परियोजना प्रस्तावों की जांच करना और उन पर विचार करना।
(viii) स्वदेशी रूप से विकसित प्रौद्योगिकियों के प्रदर्शन और फास्ट ट्रैक वाणिज्यिकरण के लिए तंत्र तैयार करना।
(ix) हाइड्रोकार्बन क्षेत्र में हाल में हुए बदलावों की जानकारी के प्रसार को बढ़ावा देना।
ग) पदेन सदस्यों/सरकारी अधिकारियों/सार्वजनिक क्षेत्र के उपक्रमों के प्रतिनिधियों के यात्रा भत्ते/दैनिक भत्ते पर होने वाला व्यय संबंधित विभाग/उपक्रमों द्वारा वहन किया जाएगा। समिति पर होने वाला कोई अन्य व्यय सीएचटी द्वारा वहन किया जाएगा।
घ) गैर-सरकारी अधिकारियों/शैक्षणिक सदस्यों के यात्रा भत्ते/दैनिक भत्ते पर होने वाला व्यय सीएचटी द्वारा वहन किया जाएगा।
उन्हे एसएसी की बैठकों में भाग लेने और अपने कार्यस्थल से बैठक के स्थान तक यात्रा करने के लिए उन्हें पात्र श्रेणी से हवाई यात्रा के वास्तविक किराये की प्रतिर्पूर्त की जाएगी।
ड़) एसएसी बैठकों में भाग लेने के लिए स्थानीय परिवहन के वास्तविक खर्च की प्रतिर्पूर्त की जाएगी। तथापि, यदि एसएसी सदस्य को वाहन उपलब्ध कराया जाता है तो स्थानीय परिवहन के लिए कोई प्रतिर्पूर्त नहीं की जाएगी।
भाग I—खण्ड 1] भारत का राजपत्र, जनवरी 10, 2026 (पौष 20, 1947) 7च) एसएसी के अध्यक्ष और गैर-सरकारी सदस्यों को प्रत्येक बैठक में भाग लेने के लिए 7500/- रुपए (सात हजार पाँच सौ रुपए मात्र) का मानदेय देय होगा और सीएचटी द्वारा तकनीकी जानकारी देने के लिए समिति की बैठकों में आमंत्रित पेशेवर/तकनीकी विशेषज्ञों को 5000/- रुपए का मानदेय देय होगा।
छ) समिति को आवश्यक सचिवीय सहायता उच्च प्रौद्योगिकी कें द्र (सीएचटी) द्वारा प्रदान की जाएगी।
आदेश
आदेश दिया जाता है कि इस संकल्प की प्रति सभी राज्य सरकारों, संघ शासित राज्य प्रशासनों, लोक सभा और राज्य सचिवालयों तथा भारत सरकार के संबंधित मंत्रालयों और विभागों को भेजी जाए।
यह भी आदेश दिया जाता है कि इस संकल्प को सर्वसाधारण की जानकारी के लिए भारत के राजपत्र में प्रकाशित किया जाए।

No. R-11022(12)/1/2017-OR-I/E-7712—The Scientific Advisory Committee (SAC) on Hydrocarbons of the Ministry of Petroleum and Natural Gas is hereby reconstituted for a period of three years with effect from date of publishing in the Official Gazette of India on the terms and conditions specified hereunder. The Chairman may also invite any other person(s) to attend the meeting of the Committee or to assist the Committee.
Other Joint Secretaries of MoPNG would be invited as per agenda requirements.
2. Duration of the SAC:—
The Committee's term will be for a period of three years from date of publishing in the Official Gazette of India. The Committee shall meet as often as necessary and will make suitable recommendations to the Ministry of Petroleum & Natural Gas from time to time.
PART I—Sec.1] THE GAZETTE OF INDIA, JANUARY 10, 2026 (PAUSA 20, 1947) 9Terms & Conditions of the SAC:—
a) Mission
To promote application of science and technology in the hydrocarbon sector (excluding upstream sector).
b) The terms of reference of the Committee will be as under:—
i. To identify and promote development and development of technologies related to hydrocarbons for production of fuels and feed stocks for chemicals and petrochemicals.
ii. To ensure optimum processing of hydrocarbons raw material for use as fuels and chemicals.
iii. To ensure reduction in carbon footprint of hydrocarbon sector and energy efficient operations.
iv. To promote application of alternate energy sources in hydrocarbon sector.
v. To identify long term technological needs of hydrocarbon sector.
vi. To facilitate collaborative research programmes among oil and gas organizations and other stake holders.
vii. To examine and deliberate on R&D project proposals submitted by various R&D organizations and academic institutions for funding by OIDB through Centre for High Technology (CHT).
viii. To formulate mechanism for demonstration and fast track commercialization of indigenously developed technologies.
ix. To promote dissemination of information on latest developments in hydrocarbon sector.
c) Expenditure on TA/ DA of Ex officio members/ Government officials/ representatives of Public Sector Undertakings will be met by the respective concerned department/ Undertaking(s). Any other expenditure on the committee will be borne by CHT.
d) The expenditure on TA/ DA of non-officials/ members from Academia will be met by CHT. They will be reimbursed entitled class airfare at actual for attending the SAC meetings and travelling from their place of working to the place of meeting.
e) Local transport for attending the SAC meetings will be reimbursed at actuals. However, in case SAC member is provided with transport, no reimbursement for the local transport shall be made.
f) An honorarium of Rs.7,500/- (Rupees Seven Thousand Five Hundred only) will be payable to the Chairman and non-official members of the SAC and Rs.5,000/- for professional/ technical experts invited to the committee meetings to give technical inputs by CHT for participating in each SAC meeting.
g) The Secretarial assistance required to the Committee will be provided by Centre for High Technology (CHT).
ORDER
Ordered that a copy of the Resolution be communicated to all the State Governments, Union Territory Administrations, Lok Sabha and Rajya Sabha Secretariats and the concerned Ministries and Departments of the Government of India.
Ordered also that the Resolution be published in the Gazette of India for general information.
