संकल्प
सं. 5(3)-बी(पी.डी.)/2023—आम जानकारी के लिए यह घोषित किया जाता है कि वर्ष 2025-26 के दौरान सामान्य भविष्य निधि तथा उसी प्रकार की अन्य निधियों के अभिदाताओं की कु ल जमा रकमों पर दी जाने वाली ब्याज दर 1 जनवरी, 2026 से 31 मार्च, 2026 तक 7.1% (सात दशमलव एक प्रतिशत) होगी। यह दर 1 जनवरी, 2026 से लागू होगी। संबंधित निधियां निम्नलिखित हैः—
1. सामान्य भविष्य निधि (कें द्रीय सेवाएं)।
2. अंशदायी भविष्य निधि (भारत)।
3. अखिल भारतीय सेवा भविष्य निधि।
4. राज्य रेलवे भविष्य निधि।
5. सामान्य भविष्य निधि (रक्षा सेवाएं)।
6. भारतीय आयुध विभाग भविष्य निधि।
7. भारतीय आयुध कारखाना कामगार भविष्य निधि।

सदस्य II समिति के कार्य
यह समिति, कें द्रीय हिंदी समिति और राजभाषा विभाग द्वारा समय-समय पर निर्धारित नीतियों और मार्गदर्शी सिद्ांतों के अनुसार, पत्तन, पोत परिवहन और जलमार्ग मंत्रालय के सरकारी कामकाज में हिंदी के प्रगामी प्रयोग से संबंधित मामलों में सलाह देगी।
III कार्यकाल
इस समिति का कार्यकाल, सामान्य रूप से इसके गठन की तारीख से निम्नलिखित बातों के अध्यधीन 3 वर्ष का होगा :—
क. जो संसद सदस्य, इस समिति के सदस्य हैं, वे संसद-सदस्य नहीं रहने पर इस समिति के सदस्य नहीं रहेंगे;
ख. जो संसद सदस्य, संसदीय राजभाषा समिति के सदस्य होने की हैसियत से इस समिति के सदस्य हैं, वे संसदीय राजभाषा समिति के सदस्य नहीं रहने पर इस समिति के सदस्य नहीं रहेंगे;
ग. इस समिति के पदेन सदस्य अपने पद पर कार्य करते रहने तक इस समिति के सदस्य रहेंगे; तथा
घ. यदि किसी सदस्य की मृत्यु हो जाने के कारण अथवा किसी सदस्य द्वारा समिति की सदस्यता से त्याग-पत्र दे दिए जाने के कारण कोई स्थान खाली हुआ, तो उस स्थान पर नियुक्त सदस्य, इस समिति के कार्यकाल की शेष अवधि तक ही सदस्य रहेगा।
IV यात्रा तथा अन्य भत्ते
राजभाषा विभाग के दिनांक 03.02.2006 के कार्यालय ज्ञापन सं.-।।/20034/4/2005- रा.भा.(नीति-2) के अनुसार समिति के गैर सरकारी सदस्यों को यात्रा एवं दैनिक भत्तों का भुगतान निम्नानुसार किया जाएगा:—
(क) समिति में नामित सांसदों को "संसद सदस्य (वेतन, भत्ता एवं पेंशन) अधिनियम, 1954'' के प्रावधानों तथा उनके अधीन बनाए गए नियमों एवं समय-समय पर जारी किए गए संशोधनों के अनुसार यात्रा भत्तों तथा दैनिक भत्तों का भुगतान किया जाएगा।
(ख) समिति के अन्य गैर सरकारी सदस्यों को राजभाषा विभाग के दिनांक 22 जनवरी, 1987 के कार्यालय ज्ञापन सं0-II/22034/ 4/86- रा. भा. (क-2) में निहित दिशा-निदेशों के अनुसार और भारत सरकार द्वारा समय-समय पर संशोधित निर्धारित दरों एवं नियमों के अनुरूप यात्रा भत्तों और दैनिक भत्तों का भुगतान किया जाएगा।
V सामान्य
समिति का मुख्यालय नई दिल्ली में होगा, लेकिन आवश्यक होने पर समिति की बैठकें किसी अन्य स्थान पर भी आयोजित की जा सकती हैं।
VI आदेश
आदेश दिया जाता है कि इस संकल्प की प्रति सभी राज्य सरकारों और संघ राज्य क्षेत्र प्रशासनों, भारत सरकार के सभी मंत्रालयों तथा विभागों, राष्ट्रपति सचिवालय, प्रधानमंत्री कार्यालय, मंत्रिमंडल सचिवालय, संसदीय कार्य मंत्रालय, लोक सभा सचिवालय, राज्य सभा सचिवालय, नीति आयोग, संसदीय राजभाषा समिति, भारत के नियंत्रक और महालेखा परीक्षक और पत्तन, पोत परिवहन और जलमार्ग मंत्रालय के वेतन एवं लेखा कार्यालय तथा इसके सभी नियंत्रणाधीन सरकारी उपक्रमों/ सहकारी समितियों/ संबद्/ अधीनस्थ कार्यालयों/ स्वायत्त संगठनों को भेजी जाए।
यह भी आदेश दिया जाता है कि इस संकल्प को जनसाधारण की जानकारी के लिए भारत के राजपत्र में प्रकाशित किया जाए।

No. 5(3)-B(PD)/2023—It is announced for general information that during the year 2025-26, accumulations at the credit of subscribers to the General Provident Fund and other similar funds shall carry interest at the rate of 7.1% (Seven point one percent) w.e.f. 1st January, 2026 to 31st March, 2026. II Functions of the Committee
The Samiti will advise on the matters relating to the progressive use of Hindi in Official work of the Ministry of Ports,
Shipping and Waterways in accordance with the policies laid down and the guidelines issued by the Kendriya Hindi Samiti and
Department of Official Language in this regard from time to time.
III Tenure
The Tenure of the Samiti will ordinarily be three years from the date of its constitution provided that:—
a. The Members of the Parliament who are the members of the Samiti shall cease to be the members of the Samiti
as soon as they cease to be the Members of Parliament.

b. The Members of Parliament who are the members of the Samiti by virtue of their being members of the Committee of the Parliament on Official Language shall cease to be the members of the Samiti as soon as they cease to be the Members of the Committee of the Parliament on Official Language;
c. Ex-Officio members of the Samiti shall continue to be Members of the Samiti as long as they hold the office by virtue of which they are the members of the Samiti; and
d. If any vacancy arises in the Samiti owing to the death of a member or owing to tendering of resignation by a member, the member so appointed against that vacancy shall hold office for the residual term of the Samiti.
IV Travelling and other allowances
As per Department of Official Language's Office Memorandum No.II/20034/4/2005-O.L.(Policy-2) dated 03.02.2006, Travelling Allowance and Daily Allowance to non-Official Members of the Samiti will be paid as under:-
a. The Members of Parliament nominated in this committee will be paid Travelling Allowance and Daily allowance for attending the meetings of the Samiti as per the provisions of the Members of Parliament (Salary, Allowance and Pension) Act, 1954 and Rules made thereunder and the amendments issued from time to time.
b. Travelling Allowance and Daily Allowance to other Non Official Members of the Samiti will be paid as per guidelines contained in the Department of Official Language's Office Memorandum No.II/22034/04/86- O.L. (A- 2) dated 22 January, 1987 and in accordance with the prescribed rates and rules of the Government of India as amended from time to time.
V General
Headquarter of the Committee will be at New Delhi, but it may hold its meetings at any other station also, if required.
VI Order
Ordered that a copy of the Resolution be communicated to all the State Governments and Union Territory Administrations, All Ministries/ Departments of Government of India, President's Secretariat, Prime Minister's Office, Cabinet Secretariat, Ministry of Parliamentary Affairs, Lok Sabha Secretariat, Rajya Sabha Secretariat, Niti Aayog, Parliamentary Committee on Official Language, Comptroller and Auditor General of India and Pay & Accounts Office and PSUs/ Cooperatives/ Attached/Subordinate offices/ Autonomous Bodies under the Ministry of Ports, Shipping and Waterways.
It is also ordered that the Resolution be published in the Gazette of India for general public information.
