संकल्प

सं. 11034/01/2023-राजभाषा(नीति)—राजभाषा नीति के कार्यान्वयन को प्रोत्साहित करने के लिए विभाग द्वारा जारी संकल्प सं. 11034/01/2023-राजभाषा(नीति) दिनांक 21.03.2023 का अधिक्रमण करते हुए वर्ष 2025-26 से संशोधित "राजभाषा र्कीर्त पुरस्कार" योजना जारी की जाती है। इस योजना के अंतर्गत अब निम्नलिखित को पुरस्कृ त किया जाएगा:—

2. राजभाषा नीति के सर्वश्रेष्ठ कार्यान्वयन के परिणामस्वरूप राजभाषा के प्रयोग में बेहतर प्रगति दर्ज करने वाले मंत्रालयों, विभागों, सार्वजनिक क्षेत्र के उपक्रमों, राष्ट्रीयकृ त बैंकों, बोडों/स्वायत्त निकायों/ट्रस्टों, आदि को पुरस्कार स्वरूप राजभाषा शील्ड देकर सम्मानित किया जाएगा। प्रत्येक क्षेत्र के लिए प्रथम, द्वितीय एवं तृतीय पुरस्कार शील्ड के रूप में दिए जाएंगे। पुरस्कारों का निर्णय राजभाषा नीति के कार्यान्वयन से संबंधित तिमाही प्रगति रिपोटों के आधार पर किया जाएगा। पुरस्कारों के लिए मूल्यांकन सचिव, राजभाषा विभाग के अनुमोदन से गठित एक समिति द्वारा किया जाएगा, जिसमें विभाग के अधिकारियों के अतिरिक्त गैर सरकारी सदस्यों को भी शामिल किया जाएगा। इसके अंतर्गत हिंदी दिवस समारोह के अवसर पर निम्नानुसार पुरस्कार दिए जाएंगे:—

3. (क) राजभाषा र्कीर्त पुरस्कार के लिए प्रदान की जाने वाली शील्डों के लिए मंत्रालय/विभाग/उपक्रम/बोर्ड/स्वायत्त निकाय/ट्रस्ट/बैंक आदि के कार्र्मकों की संख्या कम से कम 30 होने पर ही पुरस्कार के लिए विचार किया जाएगा।

(ख) राजभाषा र्कीर्त/ क्षेत्रीय पुरस्कार के लिए 60 प्रतिशत से कम अंक पाने वाले को पुरस्कार की श्रेणी में शामिल नहीं किया जाएगा।

4. यदि किसी मंत्रालय/विभाग को लगातार दो वषों तक प्रथम पुरस्कार दिया जाता है तो उसे तीसरे वर्ष पुरस्कार न देते हुए अन्य विभाग को अवसर दिया जाएगा।

आदेश

आदेश दिया जाता है कि इस संकल्प की प्रति सभी राज्य सरकारों, संघ राज्य क्षेत्र प्रशासनों, भारत सरकार के सभी मंत्रालयों/ विभागों, राष्ट्रपति सचिवालय, प्रधानमंत्री कार्यालय, मंत्रिमंडल सचिवालय, नीति आयोग, भारत के नियंत्रक व महालेखा परीक्षक, लोकसभा सचिवालय और राज्य सभा सचिवालय को भेजी जाए।

यह भी आदेश दिया जाता है कि इस संकल्प को सार्वजनिक सूचना के लिए भारत के राजपत्र में प्रकाशित किया जाए।

सं. 9-19/2025- यू.3(ए)—जबकि, के न्र सरकार को विश्वविद्यालय अनुदान आयोग (यूजीसी) अधिनियम, 1956 की धारा 3 के तहत विश्वविद्यालय अनुदान आयोग की सलाह पर उच्चतर शिक्षा संस्थान को सम-विश्वविद्यालय संस्था के रूप में घोषित करने का अधिकार प्राप्त है।

2. और जबकि, जगदू सिंह चैरिटेबल ट्रस्ट, कांदिवली, मु ंबई द्वारा यूजीसी पोर्टल पर ठाकु र कॉलेज ऑफ इंजीनियररंग एंड टेक्नोलॉजी (टीसीईटी), ए ब्लॉक, ठाकु र एजुके शनल कैं पस, ठाकु र श्यामनारायण मार्ग, ठाकु र गांव, कांदिवली ई, मु ंबई, महाराष्ट्र को सामान्य श्रेणी के तहत सम-विश्वविद्यालय का दर्जा प्रदान करने के लिए एक ऑनलाइन आवेदन प्रस्तुत किया गया था।

3. और जबकि, यूजीसी ने दिनांक 21.02.2025 के अपने पत्र संख्या 29-3/2024 (सीपीपी-आई/डीयू) के माध्यम से सूचित किया कि यूजीसी विशेषज्ञ समिति ने यूजीसी (सम-विश्वविद्यालय संस्थान) विनियम, 2023 के अनुसार आवेदन की जांच करने के बाद, सर्वसम्मति से कु छ शतों के साथ टीसीईटी, मु ंबई को सामान्य श्रेणी के तहत सम-विश्वविद्यालय संस्थान का दर्जा देने की सिफारिश की। यूजीसी विशेषज्ञ समिति की सिफारिशों पर आयोग द्वारा दिनांक 23.07.2025 को हुई अपनी 592वीं बैठक (मद संख्या 2.17) में विचार किया गया और अनुमोदित किया गया।

4. अब, इसलिए, यूजीसी अधिनियम, 1956 की धारा 3 के तहत प्रदत्त शक्तियों का प्रयोग करते हुए, शिक्षा मंत्रालय, यूजीसी की सलाह पर, एतदद्वारा ठाकु र कॉलेज ऑफ इंजीनियररंग एंड टेक्नोलॉजी (टीसीईटी), ठाकु र गांव, कांदिवली ई, मु ंबई, महाराष्ट्र को सामान्य श्रेणी के तहत एक सम-विश्वविद्यालय संस्थान का दर्जा देने की घोषणा करता है। यह अनुमोदन निम्नलिखित शतों के अध्यधीन है:—

i. प्रायोजक निकाय द्वारा दिए गए सभी वचनों का सम विश्वविद्यालय द्वारा सख़्ती से पालन किया जाएगा।

ii. संस्थान पीजी और रिसर्च के छात्रों और कु ल छात्रों का अनुपात 1:5 बनाए रखेगा और इस संबंध में अनुपालन प्रस्तुत करेगा।

iii. प्रायोजक ट्रस्ट महाराष्ट्र राज्य सरकार से अनापत्ति प्रमाण पत्र प्राप्त करेगा जैसा कि मु ंबई विश्वविद्यालय (टीसीईटी से संबद्ध विश्वविद्यालय) द्वारा अधिदेशित किया गया है।

iv. यूजीसी और शिक्षा मंत्रालय की पूर्व अनुमति के बिना सम विश्वविद्यालय संस्थान/या इसके घटक शिक्षण इकाइयों की परिसंपत्तियों या निधियों/राजस्व का अन्यत्र उपयोग नहीं किया जाएगा।

v. टीसीईटी, मु ंबई, महाराष्ट्र किसी भी ऐसी गतिविधि में शामिल नहीं होगा या उसमें सम्मिलित नहीं होगा जो वाणिज्यिक और लाभ कमाने वाली प्रकृ ति की हो।

vi. टीसीईटी, मु ंबई, महाराष्ट्र में प्रस्तुत किए जाने वाले शैक्षणिक कार्यक्रम यूजीसी और संबंधित सांविधिक परिषदों/निकायों द्वारा निर्धारित मानदंडों और मानकों के अनुरूप होंगे।

vii. टीसीईटी, मु ंबई, महाराष्ट्र अपने पाठ्यक्रम को राष्ट्रीय शिक्षा नीति-2020 के अनुरूप बनाएगा।

viii. टीसीईटी, मु ंबई, महाराष्ट्र समय-समय पर यथा संशोधित यूजीसी (सम विश्वविद्यालय संस्थान) विनियम, 2023 में निहित प्रावधानों के अनुसार सभी पात्र शैक्षणिक पाठ्यक्रमों/कार्यक्रमों को राष्ट्रीय प्रत्यायन बोर्ड (एनबीए) द्वारा वैध मान्यता के लिए मूल्यांकित कराने और संस्थान को राष्ट्रीय मूल्यांकन एवं प्रत्यायन परिषद (एनएएसी) द्वारा वैध मान्यता प्राप्त कराने जैसा भी मामला हो, के लिए सभी अपेक्षित कदम उठाएगा।

ix. छात्रों के प्रवेश, छात्रों की प्रवेश क्षमता, शैक्षणिक पाठ्यक्रम/कार्यक्रम के अनुमोदन के नवीनीकरण, छात्रों की प्रवेश क्षमता में संशोधन, नए पाठ्यक्रम/कार्यक्रम शुरू करने आदि के मामले में संबंधित सांविधिक परिषदों के सभी निर्धारित मानदंड और प्रक्रियाएं लागू रहेंगी और टीसीईटी, मु ंबई, महाराष्ट्र द्वारा उनका अनुपालन किया जाएगा।

x. टीसीईटी, मु ंबई, महाराष्ट्र यूजीसी (सम विश्वविद्यालय संस्थान) विनियम, 2023 के अनुसार इस मंत्रालय और यूजीसी को संगम ज्ञापन प्रस्तुत करेगा। इसके अलावा, जब भी आवश्यक होगा, यह मौजूदा विनियमों के प्रावधानों के अनुसार अपने संगम ज्ञापन/नियमों को अद्यतित या संशोधित करेगा।

xi. टीसीईटी, मु ंबई, महाराष्ट्र यूजीसी और संबंधित सांविधिक परिषदों के नियमों और विनियमों के अनुसार शुल्क संरचना का पालन करेगा।

xii. टीसीईटी, मु ंबई, महाराष्ट्र इस मंत्रालय के राष्ट्रीय संस्थागत रैंककं ग फ्रे मवर्क (एनआईआरएफ) द्वारा जारी र्वार्षक भारतीय रैंककं ग में भाग लेगा।

xiii. टीसीईटी, मु ंबई, महाराष्ट्र को अनिवार्य रूप से अकादमिक बैंक ऑफ क्रे डिट (एबीसी) बनाना होगा, अपने छात्रों की पहचान करनी होगी और उनके क्रे डिट स्कोर को डिजिटल लॉकर में अपलोड करना होगा और यह सुनितिि करना होगा कि क्रे डिट स्कोर एबीसी पोर्टल में प्रर्दर्शत और समर्थ ई-गवनेंस को अपनाएं।

RESOLUTION

No. 11034/01/2023OL(Policy)—To encourage the implementation of the Official Language Policy the Department has revised the award scheme named "Rajbhasha Kirti Puraskar" scheme from the year 2025-26 in supersession of earlier resolution No. 11034/01/2023-OL(Policy) dated 21.03.2023. The following will be rewarded under the scheme:—

(A) Ministries/Departments

(B) Public Sector Undertakings

(C) Boards/Autonomous Bodies/trusts etc.

(D) Nationalised Banks

(E) Departmental Hindi Magazines

(F) TOLIC - Town official language implementation committee

2. As a result of implementation of Official Language Policy in the best manner possible the Ministries, Departments, Public Sector Undertakings, Nationalised Banks, Boards/Autonomous bodies/Trusts etc will be honoured with shields for doing outstanding work in promoting the progressive use of Official Language. For each region, the first, second and third prizes will be given as a shield. The decision of award will be based on quarterly progress reports related to the implementation of the official language policy. The evaluation of awards will be done by a committee formed with the approval of the Secretary, Department of Official Language in which non-governmental members will also be included. The following awards will be conferred at the Hindi Day celebrations:—

3. (a) For consideration under "Rajbhasha Kirti Puraskar", the number of Officials in Ministry/Department/ PSU/Autonomous Body/Bank etc. should be minimum 30.

(b) Those who score marks less than 60% will not be considered for the awards under Rajbhasha Kirti/Regional Awards.

4. If a Ministry/Department gets first prize consecutively for two years then that Ministry/Department will not be awarded the third time, instead some other Ministry/Department will be given an opportunity.

ORDER

IT IS HEREBY ORDERED that a copy of this resolution should be communicated to the Secretariat of all the State Governments, UT Administrations, all Ministries/Departments, President's Secretariat, Prime Minister's Office, Cabinet Secretariat, NITI Aayog, The Comptroller and Auditor General of India, Lok Sabha and Rajya Sabha Secretariat.

It is also ordered that this Resolution be published in the Gazette of India for public information.

No. 9-19/2025-U.3(A)—Whereas, the Central Government is empowered under Section 3 of the University Grants Commission (UGC) Act, 1956 to declare, on the advice of the UGC, an Institution of higher learning as an Institution deemed to be University.

2. And whereas, an online application was submitted by Zagdu Singh Charitable Trust, Kandivali, Mumbai on the UGC Portal for grant of Institution deemed to be University status under general category to Thakur College of Engineering and Technology (TCET), A Block, Thakur Educational Campus, Thakur Shyamnarayan Marg, Thakur Village, Kandivali E, Mumbai, Maharashtra.

3. And whereas, UGC, vide its letter No. 29-3/2024 (CPP-I/DU) dated 21.02.2025, informed that UGC Expert Committee, after examining the application as per the UGC (Institutions deemed to be Universities) Regulations, 2023, unanimously recommended for grant of Institution deemed to be University status under general category to TCET, Mumbai, with the certain conditions. The recommendation of UGC Expert Committee was considered and approved by the Commission in its 592nd meeting (Item No. 2.17) held on 23.07.2025.

4. Now, therefore, in exercise of powers conferred under Section 3 of the UGC Act, 1956, the Ministry of Education, on the advice of the UGC, hereby declares Thakur College of Engineering and Technology (TCET), Thakur Village, Kandivali E, Mumbai, Maharashtra as an Institution deemed to be University under general category. The said declaration is subject to the following conditions:—

i. All the undertakings given by the sponsoring body shall be strictly followed by the deemed to be University.

ii. The Institution shall maintain the ratio of PG & Research students and total students is 1:5 and submit compliance in this regard.

iii. The sponsoring Trust shall obtain NoC from the State Government of Maharashtra as mandated by the University of Mumbai (affiliating University of TCET).

iv. There shall be no diversion of assets or funds/revenues of the Institution deemed to be University/or of its constituent teaching units, without prior permission of the UGC and Ministry of Education.

v. TCET, Mumbai, Maharashtra shall not engage or indulge in any activities that are of commercial and profit making in nature.

vi. The academic programmes to be offered at TCET, Mumbai, Maharashtra shall conform to the norms and standards prescribed by the UGC and the Statutory Councils/Bodies concerned.

vii. TCET, Mumbai, Maharashtra shall align its courses with National Education Policy-2020.

viii. TCET, Mumbai, Maharashtra shall take all the required steps to get all the eligible academic courses/programmes rated for valid accreditation by National Board of Accreditation (NBA) and the Institute to get valid accreditation by National Assessment and Accreditation Council (NAAC), as the case may be, in terms of the provisions as contained in the UGC (Institutions Deemed to be Universities) Regulations, 2023, as amended from time to time.

ix. All the prescribed norms and procedures of the Statutory Councils concerned in the matter of admission of students, intake capacity of students, renewal of approval to the academic course / programme, revision of intake capacity of students, starting of new courses / programmes, etc. shall continue to be in force, and shall be adhered to by TCET, Mumbai, Maharashtra.

x. TCET, Mumbai, Maharashtra shall submit MoA in accordance with UGC (Institutions Deemed to be Universities) Regulations, 2023 to this Ministry and UGC. Further, as and when necessary, it shall update or revise or modify its MoA / Rules, as per the provisions of the prevailing Regulations.

xi. TCET, Mumbai, Maharashtra shall follow the fee structure as per the Rules and Regulations of the UGC and relevant Statutory Councils.

xii. TCET, Mumbai, Maharashtra shall participate in annual Indian rankings issued by National Institutional Ranking Framework (NIRF) of this Ministry.

xiii. TCET, Mumbai, Maharashtra shall compulsorily create Academic Bank of Credits (ABC), identities of their students and upload their credit score in digital lockers and ensure that the credit scores are reflected in ABC Portal and adopt Samarth e-Gov.
