नई दिल्ली, दिनांक 17 मार्च 2026

संकल्प

सं. क्यू/हिन्दी/621/23/2019—राजभाषा विभाग के दिनांक 28.10.2024 के कार्यालय ज्ञापन सं. 11011/03/2024-रा.भा.(अनु.) में निहित निदेशों के अनुसरण में तथा दिनांक 10 मार्च 2022 के समसंख्यक संकल्प का अधिक्रमण करते हुए भारत सरकार द्वारा विदेश मंत्रालय की हिन्दी सलाहकार समिति का पुनर्गठन करने का निश्चय किया गया है। समिति की संरचना और कार्य आदि इस प्रकार होंगे:—

1. गठन

समिति के निम्नलिखित सरकारी तथा गैर-सरकारी सदस्य होंगे:—

II. कार्यक्षेत्र

समिति का कार्य संविधान, राजभाषा अधिनियम एवं नियमों में राजभाषा के संबंध में दिए गए उपबंधों, कें रीय हिन्दी समिति के निर्णयों और राजभाषा विभाग द्वारा जारी किए गए निदेशों/अनुदेशों के कार्यान्वयन के बारे में तथा विदेश मंत्रालय के कामकाज में हिन्दी के प्रगामी प्रयोग को बढ़ाने के बारे में सलाह देना होगा।

III. कार्यकाल

इस समिति का कार्यकाल समिति के गठन की तारीख से, निम्नलिखित बातों के अध्यधीन सामान्यतः तीन वर्ष का होगाः—

(क) जो संसद सदस्य समिति के सदस्य हैं वे संसद सदस्य न रहने पर इस समिति के सदस्य नहीं रहेंगे।

(ख) समिति के पदेन सदस्य अपने पद पर कार्य करते रहने तक ही समिति के सदस्य होंगे।

(ग) किसी सदस्य की मृत्यु हो जाने अथवा समिति की सदस्यता से त्यागपत्र दे देने के कारण रिक्त हुए स्थान पर मनोनीत सदस्य समिति के कार्यकाल की शेष अवधि के लिए ही सदस्य होगा।

(घ) समिति के कार्यकाल की अवधि के बीच यदि किसी व्यक्ति को समिति का सदस्य नामित किया जाता है, तो वह समिति के कार्यकाल की शेष अवधि के लिए ही सदस्य होगा।

(ङ) विशेष परिस्थितियों में मंत्रालय द्वारा राजभाषा विभाग की सहमति से समिति का कार्यकाल घटाया या बढ़ाया जा सकता है।

IV. सामान्य

समिति का मुख्यालय नई दिल्ली में होगा, ककं तु समिति अपनी बैठकें आवश्यकता पड़ने पर किसी अन्य स्थान पर भी आयोजित कर सकती है।

V. यात्रा भत्ता और अन्य भत्ते

(क) राजभाषा विभाग के दिनांक 03 फरवरी, 2006 के का.ज्ञा.सं. II/20034/04/2005-रा.भा. (नीति-2) के तहत समिति में नामित संसद सदस्यों को समिति की बैठकों में भाग लेने के लिए "संसद सदस्य (वेतन, भत्ता एवं पेंशन) अधिनियम, 1954" के प्रावधानों एवं समय-समय पर जारी किए गए संशोधनों तथा उनके अधीन बनाए गए नियमों के अनुसार यात्रा भत्ता/दैनिक भत्ता देय होगा।

(ख) समिति के गैर-सरकारी सदस्यों को इस समिति के उच्चस्तरीय स्वरूप के दृष्टिगत राजभाषा विभाग के दिनांक 22 जनवरी 1987 के कार्यालय ज्ञापन संख्या II/20034/4/86-रा.भा (क-2) में निहित दिशानिदेशों के अनुरूप और भारत सरकार द्वारा समय- समय पर संशोधित/निर्धारित दरों एवं नियमों के अनुसार यात्रा-भत्ता/दैनिक भत्ता देय होगा।

आदेश

आदेश दिया जाता है कि इस संकल्प की एक-एक प्रति समिति के सभी सदस्यों, सभी राज्य सरकारों और संघ राज्य क्षेत्रों के प्रशासनों, राष्ट्रपति सचिवालय, उपराष्ट्रपति सचिवालय, प्रधानमंत्री कार्यालय, मंत्रिमंडल सचिवालय, संसदीय कार्य मंत्रालय, लोक सभा सचिवालय, राज्य सभा सचिवालय, नीति आयोग, भारत के नियंत्रक और महालेखापरीक्षक, महालेखाकार, कें रीय राजस्व और भारत सरकार के सभी मंत्रालयों तथा विभागों को भेजी जाए।

यह भी आदेश दिया जाता है कि इस संकल्प को सर्वसाधारण की जानकारी के लिए भारत के राजपत्र में प्रकाशित किया जाए।

संकल्प

सं. 5(3)-बी(पी.डी.)/2023—आम जानकारी के लिए यह घोषित किया जाता है कि वर्ष 2026-27 के दौरान सामान्य भविष्य निधि तथा उसी प्रकार की अन्य निधियों के अभिदाताओं की कु ल जमा रकमों पर दी जाने वाली ब्याज दर 1 अप्रैल, 2026 से 30 जून, 2026 तक 7.1% (सात दशमलव एक प्रतिशत) होगी। यह दर 1 अप्रैल, 2026 से लागू होगी। संबंधित निधियां निम्नलिखित हैं:—

1. सामान्य भविष्य निधि (कें रीय सेवाएं)।

2. अंशदायी भविष्य निधि (भारत)।

3. अखिल भारतीय सेवा भविष्य निधि।

4. राज्य रेलवे भविष्य निधि।

5. सामान्य भविष्य निधि (रक्षा सेवाएं)।

6. भारतीय आयुध विभाग भविष्य निधि।

7. भारतीय आयुध कारखाना कामगार भविष्य निधि।

8. भारतीय नौसेना गोदी कामगार भविष्य निधि।

9. रक्षा सेवा अधिकारी भविष्य निधि।

10. सशस्त्र सेना कार्र्मक भविष्य निधि।

2. आदेश दिया जाता है कि यह संकल्प भारत के राजपत्र में प्रकाशित किया जाए।

सं. 9-18/2025-U.3(A)—जबकि, के न्र सरकार को विवििद्यालय अनुदान आयोग (यूजीसी) अधिनियम, 1956 की धारा 3 के तहत विवििद्यालय अनुदान आयोग की सलाह पर उच्चतर शिक्षा संस्थान को सम-विवििद्यालय संस्था के रूप में घोषित करने का अधिकार प्राप्त है।

2. और जबकि, श्री दुर्गा मल्लेरिी एजुके शनल सोसाइटी द्वारा यूजीसी पोर्टल पर डॉ. आरवीआर एनआरआई इंस्टीट्यूट ऑफ टेक्नोलॉजी, पोथावरप्पाडु (वी), वाया नुन्ना, अगिरिपल्ली (एम), कृ ष्णा, आंध्र प्रदेश को विशिष्ट श्रेणी के तहत सम-विवििद्यालय का दर्जा प्रदान करने के लिए एक ऑनलाइन आवेदन प्रस्तुत किया गया था। जिसमें निम्नलिखित दो कॉलेज शामिल हैं:

i. एनआरआई कॉलेज ऑफ फामेसी, पोट्टावरप्पाडु (वी), अगिरिपल्ली (एम), कृ ष्णा जिला, आंध्र प्रदेश

ii. एनआरआई प्रौद्योगिकी संस्थान, पोट्टावरप्पाडु (वी), अगिरिपल्ली (एम), विजयवाड़ा (ग्रामीण), आंध्र प्रदेश।

3. और जबकि, शिक्षा मंत्रालय ने यूजीसी की सलाह पर, श्री दुर्गा मल्लेरिी एजुके शनल सोसाइटी को डॉ. आरवीआर एनआरआई इंस्टीट्यूट ऑफ टेक्नोलॉजी, पोथावरप्पाडु (V), वाया नुन्ना, अगिरिपल्ली (एम), कृ ष्णा, आंध्र प्रदेश के नाम से विशिष्ट श्रेणी के तहत सम विवििद्यालय का दर्जा प्रदान करने से पहले तीन वर्ष की अवधि के भीतर कु छ शतों को पूरा करने के लिए दिनांक 26.09.2025 को आशय पत्र (एलओआई) जारी किया।

4. और इसके अलावा, अध्यक्ष, श्री दुर्गा मल्लेरिी एजुके शनल सोसाइटी ने दिनांक 01.12.2025 के अपने मेल के माध्यम से एलओआई में उल्लिखित शतों के संबंध में अनुपालन रिपोर्ट प्रस्तुत की, जिसे सत्यापन और आगे की सलाह के लिए यूजीसी को भेज दिया गया था। प्रत्युत्तर में, यूजीसी ने सूचित किया कि अनुपालन रिपोर्ट को उसी विशेषज्ञ समिति के समक्ष रखा गया था जिसने आशय पत्र (एलओआई) जारी करने की सिफारिश की थी। विशेषज्ञ समिति ने संस्थान की अनुपालन रिपोर्ट को स्वीकार कर लिया। यूजीसी विशेषज्ञ समिति की सिफारिश पर आयोग द्वारा दिनांक 30.01.2026 को आयोजित अपनी 595वीं बैठक (मद संख्या 2.25) में विचार किया गया और अनुमोदित किया गया।

5. अब, इसलिए, यूजीसी अधिनियम, 1956 की धारा 3 के तहत प्रदत्त शक्तियों का प्रयोग करते हुए, शिक्षा मंत्रालय, यूजीसी की सलाह पर, एतदद्वारा डॉ. आरवीआर एनआरआई इंस्टीट्यूट ऑफ टेक्नोलॉजी, पोथावरप्पाडु (वी), वाया नुन्ना, अगिरिपल्ली (एम), कृ ष्णा, आंध्र प्रदेश को विशिष्ट श्रेणी के तहत सम विवििद्यालय दर्जा देने की घोषणा करता है, जिसमें (i) एनआरआई कॉलेज ऑफ फामेसी, पोथावरप्पाडु (वी), अगिरिपल्ली (एम), कृ ष्णा जिला, आंध्र प्रदेश और (ii) एनआरआई प्रौद्योगिकी संस्थान, पोथावरप्पाडु (वी), अगिरिपल्ली (एम), विजयवाड़ा (ग्रामीण), आंध्र प्रदेश शामिल हैं। उक्त घोषणा निम्नलिखित शतों के अध्यधीन है:—

i. प्रायोजक निकाय द्वारा दिए गए सभी वचनों का सम विवििद्यालय द्वारा सख़्ती से पालन किया जाएगा।

ii. यूजीसी और कें र सरकार की पूर्व अनुमति के बिना सम-विवििद्यालय संस्थान/या इसकी घटक शिक्षण इकाइयों की परिसंपत्तियों या निधियों/राजस्व का कोई अन्यत्र उपयोग नहीं किया जाएगा।

iii. डॉ. आरवीआर एनआरआई प्रौद्योगिकी संस्थान, आंध्र प्रदेश किसी भी ऐसी गतिविधि में शामिल नहीं होगा या उसमें सम्मिलित नहीं होगा जो वाणिज्यिक और लाभ कमाने वाली प्रकृ ति की हो।

iv. डॉ. आरवीआर एनआरआई प्रौद्योगिकी संस्थान, आंध्र प्रदेश में पेश किए जाने वाले शैक्षणिक कार्यक्रम विवििद्यालय अनुदान आयोग और संबंधित सांविधिक परिषदों/निकायों द्वारा निर्धारित मानदंडों और मानकों के अनुरूप होंगे।

v. डॉ. आरवीआर एनआरआई प्रौद्योगिकी संस्थान, आंध्र प्रदेश अपने पाठ्यक्रमों को राष्ट्रीय शिक्षा नीति-2020 के अनुरूप बनाएगा।

vi. डॉ. आरवीआर एनआरआई प्रौद्योगिकी संस्थान, आंध्र प्रदेश समय-समय पर यथा संशोधित यूजीसी (सम विवििद्यालय संस्थान) विनियम, 2023 में निहित प्रावधानों के अनुसार सभी पात्र शैक्षणिक पाठ्यक्रमों/कार्यक्रमों को राष्ट्रीय प्रत्यायन बोर्ड (एनबीए) द्वारा वैध मान्यता के लिए मूल्यांकित कराने और संस्थान को राष्ट्रीय मूल्यांकन एवं प्रत्यायन परिषद (एनएएसी) द्वारा वैध मान्यता प्राप्त कराने जैसा भी मामला हो, के लिए सभी अपेक्षित कदम उठाएगा।

vii. छात्रों के प्रवेश, छात्रों की प्रवेश क्षमता, शैक्षणिक पाठ्यक्रम/कार्यक्रम के अनुमोदन के नवीनीकरण, छात्रों की प्रवेश क्षमता में संशोधन, नए पाठ्यक्रम/कार्यक्रम शुरू करने आदि के मामले में संबंधित सांविधिक परिषदों के सभी निर्धारित मानदंड और प्रक्रियाएं लागू रहेंगी और डॉ. आरवीआर एनआरआई प्रौद्योगिकी संस्थान, आंध्र प्रदेश द्वारा इनका अनुपालन किया जाएगा।

viii. डॉ. आरवीआर एनआरआई प्रौद्योगिकी संस्थान, आंध्र प्रदेश यूजीसी (सम विवििद्यालय संस्थान) विनियम, 2023 के अनुसार इस मंत्रालय और यूजीसी को संगम ज्ञापन प्रस्तुत करेगा। इसके अलावा, जब भी आवश्यक होगा, यह मौजूदा विनियमों के प्रावधानों के अनुसार अपने संगम ज्ञापन/नियमों को अद्यतित या संशोधित करेगा।

ix. डॉ. आरवीआर एनआरआई प्रौद्योगिकी संस्थान, आंध्र प्रदेश यूजीसी और संबंधित सांविधिक परिषदों के नियमों और विनियमों के अनुसार शुल्क संरचना का पालन करेगा।

x. डॉ. आरवीआर एनआरआई प्रौद्योगिकी संस्थान, आंध्र प्रदेश इस मंत्रालय के राष्ट्रीय संस्थागत रैंककं ग फ्रे मवर्क (एनआईआरएफ) द्वारा जारी र्वार्षक भारतीय रैंककं ग में भाग लेगा।

xi. डॉ. आरवीआर एनआरआई प्रौद्योगिकी संस्थान, आंध्र प्रदेश को अनिवार्य रूप से अकादमिक बैंक ऑफ क्रे डिट (एबीसी) बनाना होगा, अपने छात्रों की पहचान करनी होगी और उनके क्रे डिट स्कोर को डिजिटल लॉकर में अपलोड करना होगा और यह सुनितिि करना होगा कि क्रे डिट स्कोर एबीसी पोर्टल में प्रर्दर्शत हों और समर्थ ई-गवनेंस को अपनाएगा।

सं. 33/1/2013-FM—चू ंकि ऊपरी यमुना समीक्षा समिति और ऊपरी यमुना नदी बोर्ड का गठन जल संसाधन मंत्रालय के संकल्प सं. 10(66)/74-II दिनांक 11.03.1995 के माध्यम से उत्तर प्रदेश, हरियाणा, राजस्थान, हिमाचल प्रदेश राज्यों और राष्ट्रीय राजधानी क्षेत्र दिल्ली द्वारा 12.05.1994 को हस्ताक्षरित समझौता ज्ञापन की समग्र रूपरेखा के भीतर ओखला तक यमुना नदी के उपलब्ध प्रवाह के आवंटन को विनियमित करने के लिए किया गया था।

2. और जबकि जल संसाधन मंत्रालय के दिनांक 16.03.2001 के संकल्प सं. 26/3/2000-II के अनुसार उत्तराखंड राज्य (तत्कालीन उत्तरांचल) को उत्तर प्रदेश पुनर्गठन अधिनियम, 2000 के अंतर्गत ऊपरी यमुना समीक्षा समिति और ऊपरी यमुना नदी बोर्ड में सदस्य के रूप में शामिल किया गया था।

3. और जबकि ऊपरी यमुना समीक्षा समिति (यूवाईआरसी) ने दिनांक 27.11.2025 को हुई अपनी 9वीं बैठक में यह निर्णय लिया है कि राष्ट्रीय स्वच्छ गंगा मिशन के महानिदेशक और कें रीय प्रदूषण नियंत्रण बोर्ड (सीपीसीबी) के अध्यक्ष को ऊपरी यमुना समीक्षा समिति (यूवाईआरसी) में स्थायी आमंत्रित सदस्य के रूप में और राष्ट्रीय स्वच्छ गंगा मिशन (एनएमसीजी) के एक प्रतिनिधि को ऊपरी यमुना नदी बोर्ड में सदस्य के रूप में शामिल किया जाएगा।

4. अतः, जल संसाधन मंत्रालय के दिनांक 11.03.1995 के संकल्प सं. 10(66)/74-आई.टी. के पैरा 6 और 7 में आंशिक संशोधन करते हुए, महानिदेशक, राष्ट्रीय स्वच्छ गंगा मिशन और अध्यक्ष, कें रीय प्रदूषण नियंत्रण बोर्ड (सीपीसीबी) ऊपरी यमुना समीक्षा समिति (यूवाईआरसी) में स्थायी आमंत्रित सदस्य होंगे और राष्ट्रीय स्वच्छ गंगा मिशन (एनएमसीजी) का एक प्रतिनिधि, जो मुख्य अभियंता के पद से कम न हो, इस आदेश के जारी होने की तिथि से ऊपरी यमुना नदी बोर्ड (यूवाईआरबी) के सदस्य के रूप में शामिल किया जाएगा।

आदेश है कि इस संकल्प को उत्तर प्रदेश, उत्तराखंड, हरियाणा, राजस्थान, हिमाचल प्रदेश और राष्ट्रीय राजधानी क्षेत्र दिल्ली की राज्य सरकारों, राष्ट्रपति के निजी और सैन्य सचिव, प्रधानमंत्री कार्यालय, भारत के नियंत्रक और महालेखापरीक्षक, नीति आयोग और कें र सरकार के सभी मंत्रालयों/विभागों को सूचना हेतु भेजा जाए।

यह भी आदेश है कि इस संकल्प को भारत के राजपत्र में प्रकाशित किया जाए और संबंधित राज्य सरकारों से अनुरोध किया जाए कि वे इसे सूचना के लिए राज्य के राजपत्रों में प्रकाशित करें।

RESOLUTION

No. Q/Hindi/621/23/2019—In pursuance of the directions contained in the Department of Official Language's OM No. 11011/03/2024-OL(Re.) dated 28.10.2024 and in supersession of the resolution of even number dated 10 March 2022, the Government of India has decided to reconstitute the Hindi Advisory Committee of the Ministry of External Affairs. The composition and functions of the committee will be as follows:—

1. COMPOSITON :

Committee shall have the following official and non-official members:—

I Chairman & Vice-Chairman

II. Functions

The functions of the Committee will be to advise on the implementation of the provisions relating to the official language in the Constitution, the Official Languages Act and Rules, the decisions of the Central Hindi Committee and the directions/instructions issued by the Department of Official Language and to promote the progressive use of Hindi in the functioning of the Ministry of External Affairs.

III. Tenure

The tenure of the Committee shall ordinarily be three years from the date of constitution of the Committee, subject to the following:—

(a) Members of Parliament who are members of the Committee shall cease to be members of this Committee if they cease to be members of Parliament.

(b) (b) Ex-officio members of the Committee shall be members of the Committee as long as they hold their office.

(c) The member nominated on the vacancy caused due to death of any member or resignation from the membership of the committee will be a member only for the remaining period of the tenure of the committee.

(d) If a person is nominated as a member of the committee during the tenure of the committee, then he will be a member only for the remaining period of the tenure of the committee.

(e) Under special circumstances, the tenure of the committee can be reduced or extended by the Ministry with the consent of the Department of Official Language.

IV. General

The headquarters of Committee will be in New Delhi, but the Committee can hold its meetings at any other place if necessary.

V. Travelling Allowance and other Allowances

(a) Under the Department of Official Language's OM No. 11/20034/04/2005-OL. (Pol-2) dated 03 February, 2006, the Members of Parliament nominated to the Committee shall be paid travelling Allowance/daily Allowance for attending the meetings of the Committee as per the provisions of the "Members of Parliament (Salaries, Allowances and Pension) Act, 1954" and the amendments issued from time to time and the rules made thereunder. (b) In view of the highlevel nature of this Committee, the non-official members of the Committee shall be paid Travelling Allowance/ Daily Allowance as per the guidelines contained in the Department of Official Language's OM No. 11 / 20034 /4/86- OL (A-2) dated 22 January, 1987 and as per the rates and rules as amended / fixed by the Government of India from time to time.

ORDERED that a copy of this Resolution be sent to all the members of the Committee, all State Governments and Union Territory Administrations, the President's Secretariat, the Vice President's Secretariat, the Prime Minister's Office, the Cabinet Secretariat, the Ministry of Parliamentary Affairs, Lok Sabha Secretariat, Rajya Sabha Secretariat, NITI Aayog, the Comptroller and Auditor General of India, the Accountant General, Central Revenue and all the Ministries and Departments of the Government of India.

No. 9-18/2025-U.3(A)—Whereas, the Central Government is empowered under Section 3 of the University Grants Commission (UGC) Act, 1956 to declare, on the advice of the UGC, an Institution of higher learning as an Institution deemed to be University.

2. And whereas, an online application was submitted by Sri Durga Malleswari Educational Society on the UGC's Portal for grant of Institution deemed to be University status under distinct category in the name of Dr. RVR NRI Institute of Technology, Pothavarappadu (V), Via Nunna, Agiripalli(M), Krishna, Andhra Pradesh consisting of the following two colleges:—

i. NRI College of Pharmacy, Pothavarappadu (V), Agiripalli (M), Krishna District, Andhra Pradesh ii. NRI Institute of Technology, Pothavarappadu (V), Agiripalli (M), Vijayawada (Rural), Andhra Pradesh.

3. And whereas, the Ministry of Education, on the advice of UGC, issued Letter of Intent (LoI) dated 26.09.2025 to Sri Durga Malleswari Educational Society for fulfilment of certain conditions within a period of three years before conferment of Institution Deemed to be University status under distinct category in the name of Dr. RVR NRI Institute of Technology, Pothavarappadu (V), Via Nunna, Agiripalli(M), Krishna, Andhra Pradesh.

4. And further whereas, the Chairman, Sri Durga Malleswari Educational Society, vide its mail dated 01.12.2025, submitted compliance report in respect of the conditions mentioned in the LoI, which was then forwarded to UGC for verification and advice. In response, UGC informed that the compliance report was placed before the same Expert Committee which had recommended for issuance of Letter of Intent (LoI). The Expert Committee accepted the compliance report of the Institution. The recommendation of UGC Expert Committee was considered and approved by the Commission in its 595th meeting (Item No. 2.25) held on 30.01.2026.

5. Now, therefore, in exercise of powers conferred under Section 3 of the UGC Act, 1956, the Ministry of Education, on the advice of the UGC, hereby declares Dr. RVR NRI Institute of Technology, Pothavarappadu (V), Via Nunna,158 THE GAZETTE OF INDIA, APRIL 4, 2026 (CHAITRA 14, 1948) [PART I—Sec.1 Agiripalli(M), Krishna, Andhra Pradesh as an Institution deemed to be University under distinct category consisting of (i) NRI College of Pharmacy, Pothavarappadu (V), Agiripalli (M), Krishna District, Andhra Pradesh and (ii) NRI Institute of Technology, Pothavarappadu (V), Agiripalli (M), Vijayawada (Rural), Andhra Pradesh. The said declaration is subject to the following conditions:—

i. All the undertakings given by the sponsoring body shall be strictly followed by the deemed to be University.

ii. There shall be no diversion of assets or funds/revenues of the Institution Deemed to be University/or of its constituent teaching units, without prior permission of the UGC and Central Government.

iii. Dr. RVR NRI Institute of Technology, Andhra Pradesh shall not engage or indulge in any activities that are of commercial and profit making in nature.

iv. The academic programmes to be offered at Dr. RVR NRI Institute of Technology, Andhra Pradesh shall conform to the norms and standards prescribed by the UGC and the Statutory Councils/Bodies concerned.

v. Dr. RVR NRI Institute of Technology, Andhra Pradesh shall align its courses with National Education Policy – 2020.

vi. Dr. RVR NRI Institute of Technology, Andhra Pradesh shall take all the required steps to get all the eligible academic courses/programmes rated for valid accreditation by National Board of Accreditation (NBA) and the Institute to get valid accreditation by National Assessment and Accreditation Council (NAAC), as the case may be, in terms of the provisions as contained in the UGC (Institutions Deemed to be Universities) Regulations, 2023, as amended from time to time.

vii. All the prescribed norms and procedures of the Statutory Councils concerned in the matter of admission of students, intake capacity of students, renewal of approval to the academic course / programme, revision of intake capacity of students, starting of new courses / programmes, etc. shall continue to be in force, and shall be adhered to by Dr. RVR NRI Institute of Technology, Andhra Pradesh.

viii. Dr. RVR NRI Institute of Technology, Andhra Pradesh shall submit MoA in accordance with UGC (Institutions Deemed to be Universities) Regulations, 2023 to this Ministry and UGC. Further, as and when necessary, it shall update or revise or modify its MoA / Rules, as per the provisions of the prevailing Regulations.

ix. Dr. RVR NRI Institute of Technology, Andhra Pradesh shall follow the fee structure as per the Rules and Regulations of the UGC and relevant Statutory Councils.

x. Dr. RVR NRI Institute of Technology, Andhra Pradesh shall participate in annual Indian rankings issued by National Institutional Ranking Framework (NIRF) of this Ministry.

xi. Dr. RVR NRI Institute of Technology, Andhra Pradesh shall compulsorily create Academic Bank of Credits (ABC), identities of their students and upload their credit score in digital lockers and ensure that the credit scores are reflected in ABC Portal and adopt Samarth e-Gov.

No. 33/1/2013-FM—Whereas the Upper Yamuna Review Committee and Upper Yamuna River Board was constituted vide Ministry of Water Resources Resolution No. 10(66)/74-II dated 11-3-1995 for regulating the allocation of available flows of river Yamuna up to Okhla within the overall framework of Memorandum of Understanding signed by the States of Uttar Pradesh, Haryana, Rajasthan, Himachal Pradesh and NCT of Delhi on 12-5-1994.

2. And whereas the State of Uttarakhand (then Uttaranchal) was included as a member in Upper Yamuna Review Committee and Upper Yamuna River Board in accordance with the Uttar Pradesh Reorganisation Act, 2000 vide Ministry of Water Resources Resolution No. 26/3/2000-II dated 16.3.2001.

3. And whereas Upper Yamuna Review Committee (UYRC) in its 9th meeting dated 27.11.2025 has taken a decision to include Director General, National Mission for Clean Ganga and Chairman, Central Pollution Control Board (CPCB) asPART I—Sec.1] THE GAZETTE OF INDIA, APRIL 4, 2026 (CHAITRA 14, 1948) 159 Permanent Invitee in Upper Yamuna Review Committee (UYRC) and a representative of National Mission for Clean Ganga (NMCG) as a member in Upper Yamuna River Board.

4. Now, therefore, in partial modification of Para 6 and 7 of the Ministry of Water Resources Resolution No. 10(66)/74-I.T. dated 11-3-1995, Director General, National Mission for Clean Ganga and Chairman, Central Pollution Control Board (CPCB) shall be the Permanent Invitee in Upper Yamuna Review Committee (UYRC) and a representative of National Mission for Clean Ganga (NMCG) not below the rank of Chief Engineer is included as a member of Upper Yamuna River Board (UYRB) with effect from issue of this order.
