सं. 32-प्रेज/2026—राष्ट्रपति, गणतंत्र दिवस, 2026 के अवसर पर निम्नलिखित अफसरों को विशिष्ट सेवा के लिए राष्ट्रपति का तटरक्षक पदक सहर्ष प्रदान करती हैं:—

1.1. 0250-क्यू, महानिरीक्षक इकबाल सिंह चौहान, तटरक्षक पदक

1.2. 0254-सी, महानिरीक्षक दत्तविन्दर सिंह सैनी, तटरक्षक पदक

2. विशिष्ट सेवा के लिए राष्ट्रपति का तटरक्षक पदक प्रदान करने संबंधी नियम 4(iv) के तहत राष्ट्रपति का तटरक्षक पदक (विशिष्ट सेवा) प्रदान किया जाता है जो कि राष्ट्रपति सचिवालय अधिसूचना सं. 50-प्रेस/89 दिनांक 7 जून 1989 में अधिसूचित है ।

सं. 33-प्रेज/2026—राष्ट्रपति, गणतंत्र दिवस, 2026 के अवसर पर, स्वर्गीय 0706-डी, समादेशक राके श कु मार राणा को वीरता के लिए तटरक्षक पदक (मरणोपरांत) सहर्ष प्रदान करती हैं।

प्रशस्ति उल्लेख

स्वर्गीय 0706-डी, समादेशक राके श कु मार राणा ने 26 दिसंबर 2006 को भारतीय तटरक्षक में सेवा आरंभ की।

2. दिनांक 28 और 29 अगस्त 2024 को, गुजरात के कच्छ और सौराष्ट्र क्षेत्रों में आए गहरे दबाव के दौरान, भारी बारिश और बाढ़ के कारण कई ग्रामीणों का जीवन खतरे में पड़ गया था। जिला प्रशासन ने सहायता का अनुरोध किया और बाढ़ प्रभावित विभिन्न स्थानों पर फं से ग्रामीणों को निकालने के लिए एएलएच एमके -III हेलीकॉप्टर को भेजा गया।

3. विमान के कप्तान के रूप में अधिकारी ने सबसे चुनौतीपूर्ण बचाव अभियानों में से एक का नेतृत्व करते हुए अदम्य साहस का प्रदर्शन किया। उन्होंने कम दृश्यता, लगातार बारिश और खतरनाक बाधाओं के बीच कई चुनौतीपूर्ण बचाव अभियानों को अंजाम दिया। उन्होंने प्रतिकू ल मौसम की स्थिति में 200-250 फीट की ऊं चाई पर उड़ान भरी, जहां हवा की गति 45 समुद्री मील तक थी और उच्च तनाव वाले बिजली के तारों और खंभों की उपस्थिति में परिचालन स्थान सीमित था। बचाव स्थल पूरी तरह से जलमग्न था और उच्च बिजली प्रेषण लाइनों के खतरनाक रूप से निकट थे, जहां बचे हुए लोग दो दिनों से फं से हुए थे और उनके पास भोजन/पानी नहीं था। बचाव के दौरान, हवा के विपरीत दिशा में मंडराते हुए एक मानक बचाव प्रयििा में टेल रोटर को उच्च तनाव वाले के बलों में ले जाना पड़ता। बचाव के वल लगभग तिरछी हवा में मंडराने से ही संभव हो सका, जिससे हेलीकॉप्टर की नियंत्रणीयता और शक्ति सीमा बुरी तरह प्रभावित हुए। हवा 45 समुद्री मील तक पहुंच रही थी और निचले बादलों के कारण दृश्यता लगभग शून्य थी, जिससे समस्याएं और बढ़ गईं। जान जोखिम में होने के बावजूद, विमान के कप्तान के रूप में अधिकारी ने स्पष्ट और पूर्ण खतरे के बावजूद निस्वार्थता और असाधारण साहस का प्रदर्शन करते हुए बचाव अभियान शुरु किया। उन् होंने दो दिनों तक अथक परिश्रमपूर्वक यूनिट के बचाव अभियान का नेतृत्व किया और 12 महिलाओं और 9 बच्चों सहित 45 लोगों को बचाया। अधिकारी का दृढ़ संकल्प और साहस उनके स्क्वाड्रन के दल के लिए प्रेरणा का स्रोत था।

4. दिनांक 02 सितंबर 24 को, रात 2015 बजे, यूनिट को एम टी हरि लीला पर गंभीर रूप से घायल एक भारतीय पोत कर्मी को चिकित्सा निकासी के लिए एएलएच के प्रेक्षपण की सूचना मिली। अधिकारी ने एक बार अपनी सुविधा को दरकिनार करते हुए तुरंत कार्रवाई की और घोर अंधेरी रात के बावजूद मिशन का नेतृत्व करने का निर्णय लिया। एमटी हरि लीला के निकट एएलएच के पहुंचने पर, चालक दल ने पोत को घायल व्यक्ति को विंचिंग ऑपरेशन के लिए डेक तैयार करने का निदेश दिया। ऑपरेशन के दौरान रात 11:15 बजे हेलीकॉप्टर समुद्र में गिर गया, जिसमें चालक दल के सदस्यों को गंभीर चोटें आई और उन्होंने राष्ट्र के प्रति अपने कर्तव्य का पालन करते हुए सवोच्च बलिदान दिया।

5. प्रतिकू ल मौसम की स्थिति में बचाव अभियान का सफल और साहसिक निष्पादन अधिकारी की अद्वितीय वीरता, साहसी निर्णय लेने की क्षमता और सूझबूझ को दर्शाता है। उनके अनुकरणीय नेतृत्व और दृढ़ शौर्य के लिए, जिसके परिणामस्वरूप बचाव अभियान के दौरान 45 बहुमूल्य जिंदगियों को सुरक्षित निकाला गया, स्वर्गीय 0706-डी, समादेशक राके श कु मार राणा ने स्वयं को बखूबी सिद्ध किया है और फलस्वरुप इन्हें तटरक्षक पदक (वीरता) मरणोपरांत प्रदान किया जाता है।

6. तटरक्षक पदक प्रदान करने संबंधी नियम 11(i) के तहत तटरक्षक पदक (वीरता) प्रदान किया जाता है तथा परिणामस्वरूप नियम 13 के अधीन तटरक्षक पदक (वीरता) प्राप्त करने वाले तटरक्षक कार्र्मकों को विशेष भत्ता स्वीकार्य है जो कि राष्ट्रपति सचिवालय अधिसूचना सं. 50-प्रेस/89 दिनांक 7 जून 1989 में अधिसूचित है ।

सं. 34-प्रेज/2026—राष्ट्रपति, गणतंत्र दिवस, 2026 के अवसर पर, स्वर्गीय 1112-सी, समादेशक (क. श्रे.) विपिन बाबु को वीरता के लिए तटरक्षक पदक (मरणोपरांत) सहर्ष प्रदान करती हैं।

प्रशस्ति उल्लेख

स्वर्गीय 1112-सी, समादेशक (क. श्रे.) विपिन बाबु ने 22 जून 2012 को भारतीय तटरक्षक में सेवा आरंभ की।

2. दिनांक 28 और 29 अगस्त 2024 को समादेशक (क. श्रे.) विपिन बाबु ने गुजरात के कच्छ और सौराष्ट्र क्षेत्रों में आए गहरे दबाव की वजह से आई भंयकर बाढ़ के दौर एएलएच एमके -III हेलीकॉप्टर के कमान पायलट के तौर पर कार्य किया। जिला प्रशासन के तत्काल निकासी अनुरोध पर प्रतियििा देते हुए अधिकारी ने अत्यंत खतरनाक मौसम में भी कई बचाव अभियानों को अंजाम देने के लिए बिना किसी हिचकिचाहट के स्वेच्छा से कार्य किया, जिससे एएलएच की परिचालन क्षमता की सीमाएं भी परखी गई।

3. असाधारण उड़ान कौशल और अदम्य साहस का परिचय देते हुए, उन्होंने मात्र 300 फीट की बादलों की परत, 500 मीटर से कम दृश्यता और 45 नॉटस की तेज हवाओं की बीच उड़ान भरी। उन्होंने घटनास्थल पर अधिकतम समय तक रुके रहने के लिए ईंधन की सावधानीपूर्वक जांच की – यह निर्णय अंतिम जीवित व्यक्ति को सुरक्षित निकालने में महत्वपूर्ण साबित हुआ। तेज हवाओं और कम ऊर्जा संसाधनों के बावजूद, जिससे उड़ना मुश्किल हो गया था, अधिकारी ने अद्वितीय दृढ़ता और उड़ान कौशल का प्रदर्शन किया और कई अभियानों के दौरान सफलतपूर्वक 45 अनमोल जिंदगियों को सुरक्षित निकाला। उन्होंने सोच-समझकर जोखिम उठाते हुए, मनुष्य और मशीन की सीमाओं को परखा और "किसी को पीछे न छोड़े" के सवोच्च सिद्वांत को कायम रखा।

4. इसके अतिरिक्त, दिनांक 02 सितंबर 24 को रात 2015 बजे, अधिकारी ने एक महत्वपूर्ण रात्रिकालीन चिकित्सा निकासी अभियान के लिए तुरंत स्वेच्छा से भाग लिया, जिसका उद्देश्य एम टी हरि लीला से गंभीर रूप से घायल भारतीय पोत कर्मी को निकालना था। घोर अंधेरी रात में विंचिंग ऑपरेशन के दौरान, एएलएच रात 1115 बजे समुद्र में गिर गया, जिसमें चालक दल के सदस्यों को गंभीर चोटें आई और उन्होंने राष्ट्र के प्रति अपने कर्तव्य का पालन करते हुए सवोच्च बलिदान दिया।

5. अत्यंत खतरे और प्रतिकू ल परिस्थितियों का सामना करते हुए, अधिकारी ने अद्वितीय साहस, धैर्य और कौशल का प्रदर्शन किया, जिससे 45 बहुमूल्य जीवन बचाए गए और बाद में चिकित्सा निकासी अभियान के दौरान उन्होंने अपने प्राण त्याग दिए। इस अतुलनीय वीरतापूर्ण कार्य के लिए, स्वर्गीय 1112-सी, समादेशक (क. श्रे.) विपिन बाबु ने स्वयं को बखूबी सिद्ध किया है और फलस्वरुप इन्हें तटरक्षक पदक (वीरता) मरणोपरांत प्रदान किया जाता है।

सं. 35-प्रेज/2026—राष्ट्रपति, गणतंत्र दिवस, 2026 के अवसर पर, स्वर्गीय 12585-एच, प्रधान नाविक (आर पी) कर्ण सिंह को वीरता के लिए तटरक्षक पदक (मरणोपरांत) सहर्ष प्रदान करती हैं।

प्रशस्ति उल्लेख

स्वर्गीय 12585-एच, प्रधान नाविक (आर पी) कर्ण सिंह जो 14 अगस्त 2013 को भारतीय तटरक्षक में शामिल हुए थे, उन्होनें सेवा और सवोच्च बलिदान के उच्चतम आदशो को प्रस्तुत किया।

2. दिनांक 28 अगस्त 2024 को, गहरे दबाव क्षेत्र के कारण गुजरात के कच्छ और सौराष्ट्र क्षेत्र में भारी बारिश और तेज हवाओं ने कहर बरपाया जिससे अचानक आई बाढ़ ने अनेकों ग्रामीणों के जीवन को खतरे में डाल दिया। लगभग 13:45 बजे एक एएलएच, एमके -III हेलीकॉप्टरभाग I—खण्ड 1] भारत का राजपत्र, अप्रैल 18, 2026 (चैत्र 28, 1948) 167 को महत्वपूर्ण बचाव अभियान के लिए रवाना किया गया। प्रधान नाविक (आर पी) कर्ण सिंह ने निडर होकर एक गोताखोर के रुप में जान माल की रक्षा करने के लिए अपने अटूट समर्पण का प्रदर्शन किया। उन्होनें अदम्य साहस का परिचय देते हुए, भयावह परिस्थतियों में 200-250 फीट की खतरनाक उँ चाई पर 45 समुद्री मील तक की तेज हवाओं के बीच एवं उच्च प्रेषण वाले बिजली के तारों ओर जमीन पर सीमित लैंडिग स्थानों के बीच से उड़ान भरने में पायलटों की सहायता की।

3. पोरबंदर के पास बाढ़ग्रस्त गांवों में पहुँचने पर, उनके सटीक और त्वरित निदेशन में हेलीकॉप्टर को तुरंत एक चुनौतीपूर्ण स्थिर स्थिति में लाया गया । प्रधान नाविक (आर पी) कर्ण सिंह को बार-बार खतरनाक जलमग्न इलाकों में उतारा गया। एक स्वतंत्र गोताखोर के रुप में, उन्होनें लगातार उड़ानों के दौरान कई बार फं से हुए लोगों को बचाने के लिए 45 समुद्री मील प्रति घंटे की रफ्तार से चलने वाली हवाओं का बहादुरी से सामना किया, और अपनी सुरक्षा से पहले, दूसरों के जीवन की रक्षा को प्राथमिकता दी। मानवीय करुणा और साहस के इस असाधारण प्रदर्शन में, उन्होंने बेहद प्रतिकू ल और खतरनाक मौसम के बीच, अपनी जान की परवाह किए बिना, 12 महिलाओं और 9 बच्चों सहित कु ल 45 अनमोल जिंदगियों को बचाने में महत्वपूर्ण भूमिका निभाई।

4. दिनांक 02 सितंबर 2024 को रात 2015 बजे एक बार फिर ड्यूटी का आह्वान हुआ जब इकाई को पोरबंदर लाइट हाउस से 06 समुद्री मील दूर स्थित व्यापारिक टैंकर एमटी हरि लीला पर सवार एक गंभीर तत्काल चिकित्सा निकासी का अनुरोध प्राप्त हुआ। टीम भावना से प्रेरित होकर, उन्होंने एक बार फिर समुद्र के ऊपर घोर अंधेरी रात में ऑपरेशन के अंर्तर्नहित खतरे के बावजूद इस मिशन के लिए स्वेच्छा से भाग लिया।

5. एम टी हरि लीला के पास पहुँचने पर, जहाज को विंचिंग ऑपरेशन के लिए डेक तैयार करने का निदेश दिया गया। प्रधान नाविक (आर पी) कर्ण सिंह, जो मुख्य बचावकर्मी के रुप में कार्यरत थे, ने सतर्क रुप से स्थिति की जानकारी रखते हुए विंचिंग क्षेत्र पर स्पष्ट नजर रखी।

दुर्भाग्यवश, रात 11.15 बजे, अभियान के दौरान, एएलएच,एमके -III समुद्र में गिर गया। अपनी ड्यूटी निभाते हुए उन्हें कई जानलेवा चोटें आई, जिसके कारण उन्होनें देश के लिए सवोच्च बलिदान दिया।

1221-एक्स, समादेशक (क. श्रे.) शैलेंद्र सिंह बिष्ट ने भारतीय तटरक्षक में 26 दिसंबर 2013 में सेवा आरंभ की।

2. 1221-एक्स, समादेशक (क. श्रे.) शैलेंद्र सिंह बिष्ट, कमान अधिकारी, भारतीय तटरक्षक पोत अर्नवेश (तीव्र गश्ती पोत) ने तेज मानसूनी लहरों के बीच कोच्ची तट से दूर एक अत्यंत जोखिम भरे खोज एवं बचाव (एसएआर) अभियान के दौरान अनुकरणीय साहस और नेतृत्व का प्रदर्शन किया। दिनांक 25 मई 2025 को एमवी एमएससी एल्सा 3 से सहायता के लिए संकटकालीन कॉल प्राप्त होने पर पोत, कोच्ची से 42 समुद्री मील दक्षिण-पमिि में स्थित घटना स्थल की ओर शीघ्रता से अग्रसर हुआ, जबकि उस समय समुद्र की स्थिति 4-5 (अत्यंत खराब) थी, 30 समुद्री मील से अधिक की तूफानी हवाएं, मूसलाधार बारिश, आंधी और लगभग शून्य दृश्यता जैसी स्थितियां थी, जिनमें इस श्रेणी के पोत के लिए तैनाती लगभग असंभव होती है।

3. संकट स्थल पर पहुंचने पर, एमवी एमएससी एल्सा 3 खतरनाक रूप से दाहिनी ओर (लगभग 30 डिग्री) झुका हुआ पाया गया, जो बहते हुए कं टेनरों के एक खतरनाक क्षेत्र के बीच स्थित था, जिनमें से कई कं टेनरों में अंतर्राष्ट्रीय समुद्री खतरनाक वस्तुएं (आईएमडीजी) भरी हुई थी, जिससे विस्फोट होने, विषाक्त पदाथों के संपर्क में आने और पर्यावरणीय आपदा का तत्काल खतरा मंडरा रहा था। अद्वितीय सूझबूझ और साहस का प्रदर्शन करते हुए, उन्होंने खराब मौसम के क्षणिक और सीमित अवसरों के बीच अपने चालक दल और जहाज पर मंडरा रहे गंभीर खतरे के प्रति निरंतर सचेत रहते हुए अपने पोत को संकटग्रस्त जहाज के करीब पहुंचाया।

4. संकटग्रस्त पोत तेजी से अस्थिर हो रहा था और उसके चालक दल में दहशत फै ली हुई थी, फिर भी वे पोत छोड़ने में हिचकिचा रहे थे।

ऐसे में समादेशक (क. श्रे.) बिष्ट ने शांत भाव से उन्हें आश्वस्त किया और फं से हुए बारह चालक दल के सदस्यों को जीवनरक्षक नौका पर सवार होने के लिए प्रेरित किया। असाधारण रूप से चुनौतीपूर्ण परिस्थितियों में, जहां पोत के लगातार हिलने-डुलने से बचाव कार्य जोखिमपूर्ण हो गया था, उन्होंने अपने पोत और चालक दल के लिए तत्काल और संभावित खतरे को ध्यान में रखते हुए एक साहसी और बेमिसाल बचाव अभियान का संचालन किया। अटूट संकल्प, दृढ़ता और अटूट निश्चय के बल पर उन्होंने सभी बारह कर्र्मयों को सफलतपूर्वक बचा लिया।

12181-पी, प्रधान नाविक (आर पी) गौतम यादव ने भारतीय तटरक्षक में 18 अगस्त 2012 में सेवा आरंभ की।

2. दिनांक 02 सितंबर 2024 को रात के 20.15 बजे, भारतीय तटरक्षक इकाई को पोरबंदर से 60 समुद्री मील की दूरी पर तैनात मचेंट टैंकर (एम टी) हरि लीला पर सवार एक गंभीर रुप से घायल नाविक की महत्वपूर्ण चिकित्सा निकासी का काम सौंपा गया। वायुकर्मी दल के गोताखोर, जो की एक अनुकरणीय प्रतिबद्धता के सैन्य कार्र्मक थे, वह घोर अंधेरी रात और अशांत खुले समुद्र के बावजूद उच्च जोखिम वाले निकास के लिए तुरंत ही स्वेच्छा से आगे आए और साहस तथा व्यवसायिक जोश का प्रदर्शन किया।

3. वहाँ पहुँचने पर, उन्होनें शीघ्र ही पोत का पता लगाया और उसके पास पहुँचने के लिए सटीक दिशा-निदेश प्रदान किए। पूरे आत्मविश्वास और दृढ़ संकल्प के साथ, वह स्वेच्छा से एक गोताखोर के तौर पर अस्थिर समुद्र में उतरे और गतिशील पोत के पास स्थित अनेक खतरनाक अवरोधों और रस्सियों के बीच से नीचे उतारे जाने के गंभीर जोखिम को उठाया। उन्होंने सफलापूर्वक अत्यावश्यक संपर्क बनाया, डेक को ध्यान पूर्वक से तैयार किया और घायल कार्र्मकों के विंचिंग ऑपरेशन के लिए तैयार होने तक हालात का पूरा ध्यान रखा।

4. हालाँकि, करीब 2315 बजे, मिशन दुखद रुप से बाधित हो गया, जब एएलएच-863 को एक भयावह दुर्घटना का सामना करना पड़ा, जिसके परिणामस्वरुप तीन बहादुर वायुकर्मी दल के सदस्यों की मौत हो गयी। गंभीर चोटें और अत्याधिक क्षति होने के बावजूद, वायुकर्मी दल के गोताखोर ने हादसे के तुरंत बाद असाधारण धैर्य और अटूट सहभागिता निभायी। घोर अंधेरे में डूबते मलबे के बीच तैरते हुए और अपने जख्मों से पीड़ित होते हुए भी, उन्होनें अपने साथियों को ढू ंढने और उनकी मदद करने की लगातार कोशिश की, लेकिन विपरीत पतवार के कारण उनके प्रयासों में रुकावट आ रही थी। दूर खड़े पोत की ओर तैरते हुए तेज़ लहरों में बह जाने के बाद भी, उन्होनें अद्भुत शारीरिक सहनशक्ति और जीवित रहने की अदम्य इच्छाशक्ति का प्रदर्शन किया, और अगली सुबह भारतीय तटरक्षक के एक पोत द्वारा सुरक्षित बचाए जाने तक उस दर्दनाक रात को झेला।

5. इस सैन्य कार्र्मक ने मुश्किल समय में जो निस्वार्थ हिम्मत, अद्वितीय साहस और सेवा के प्रति संपूर्ण समर्पण दिखाया वह अद्वित्तीय है। समुद्र में अंधकार में जोखिम भरी स्वंयसेवी गोताखोरी से लेकर आने वाले खतरे के सामने अपने सहयोगियों के प्रति उनकी दृढ़ उत्तरजीविता और अटूट निष्ठा तक, उनके कार्य सेवा की उच्चतम परंपराओं को दर्शाते है।

2. और जबकि, यूजीसी अधिनियम, 1956 की धारा 3 के तहत प्रदत्त शक्तियों का प्रयोग करते हुए, इस मंत्रालय ने यूजीसी की सलाह पर दिनांक 09.11.2020 की अधिसूचना संख्या 9/3/2018-यू.3 (ए) के माध्यम से, राष्ट्रीय आयुवेद संस्थान (एनआईए), जयपुर, राजस्थान को कु छ शतों के अध्यधीन पांच वर्ष की अनंतिम अवधि के लिए डी-नोवो श्रेणी के तहत एक सम विश्वविद्यालय के रूप में घोषित किया।

3. और आगे जबकि, राष्ट्रीय आयुवेद संस्थान, जयपुर, राजस्थान द्वारा अपने सम विश्वविद्यालय के दजे को दिनांक 08.11.2025 से आगे बढ़ाने के लिए एक प्रस्ताव प्रस्तुत किया गया। विश्वविद्यालय अनुदान आयोग से अनुरोध किया गया कि वह इस प्रस्ताव की जांच करे और इस मंत्रालय को अपनी सलाह प्रस्तुत करे।

4. और जबकि, यूजीसी ने दिनांक 03.03.2026 के अपने पत्र संख्या 1-5/2023 (सीपीपी-I/डीयू) के माध्यम से सूचित किया कि यूजीसी (सम विश्वविद्यालय संस्थान) विनियम, 2023 के अनुसार इसके आवेदन की जांच विशेषज्ञ समिति की मदद से की गई। विशेषज्ञ समिति ने सम विश्वविद्यालय के दजे को दिनांक 08.11.2025 से आगे बढ़ाने की सिफारिश की। आयोग ने दिनांक 30.01.2026 को हुई अपनी 595वीं बैठक (मद संख्या 2.08) में यूजीसी विशेषज्ञ समिति की सिफारिशों पर विचार किया और उन्हें मंजूरी दी ।

2. और जबकि, यूजीसी ने दिनांक 11.10.2022 के पत्र संख्या 19-1/2022 (सीपीपी-I/डीयू) के बाद में दिनांक 28.08.2023 के स्पष्टीकरण के माध्यम से कु छ शतों के साथ एनसीईआरटी को आशय पत्र (एलओआई) जारी करने की सिफारिश की। यूजीसी विशेषज्ञ समिति की सिफारिश पर आयोग द्वारा विचार किया गया और इसे अनुमोदित किया गया।

3. और जबकि, शिक्षा मंत्रालय ने यूजीसी की सलाह पर एनसीईआरटी, नई दिल्ली को सम विश्वविद्यालय संस्थान के रूप में घोषित करने से पहले तीन वर्ष की अवधि के भीतर कु छ शतों को पूरा करने के लिए एनसीईआरटी, नई दिल्ली को दिनांक 31.08.2023 को आशय पत्र (एलओआई) जारी किया।

4. और आगे जबकि, संस्थान ने दिनांक 04.11.2025 के पत्र के माध्यम से एलओआई की शतों की अनुपालन रिपोर्ट प्रस्तुत की, जिसे सत्यापन और सलाह के लिए यूजीसी को भेजा गया। यूजीसी ने सूचित किया कि अनुपालन रिपोर्ट को उसकी विशेषज्ञ समिति द्वारा स्वीकार कर लिया गया। यूजीसी विशेषज्ञ समिति की सिफारिश पर आयोग द्वारा दिनांक 30.01.2026 को हुई अपनी 595वीं बैठक (मद संख्या 2.15) में विचार किया गया और अनुमोदित किया गया।

5. अब, इसलिए, यूजीसी अधिनियम, 1956 की धारा 3 के तहत प्रदत्त शक्तियों का प्रयोग करते हुए, शिक्षा मंत्रालय, यूजीसी की सलाह पर, राष्ट्रीय शैक्षिक अनुसंधान और प्रशिक्षण परिषद, श्री अरबिंदो मार्ग, नई दिल्ली को अलग-अलग श्रेणी के तहत एक सम-विश्वविद्यालय संस्थान के रूप में घोषित करता है। उक्त घोषणा निम्नलिखित शतों के अध्यधीन है:

i. यूजीसी और कें द्र सरकार की पूर्व अनुमति के बिना सम-विश्वविद्यालय संस्थान/या इसकी घटक शिक्षण इकाइयों की परिसंपत्तियों या निधियों/राजस्व का कोई अन्यत्र उपयोग नहीं किया जाएगा।

ii. एनसीईआरटी , नई दिल्ली किसी भी ऐसी गतिविधि में शामिल नहीं होगा या उसमें सम्मिलित नहीं होगा जो वाणिज्यिक और लाभ कमाने वाली प्रकृ ति की हो।

iii. एनसीईआरटी, नई दिल्ली में चलाए जाने वाले शैक्षिक कार्यमि विश्वविद्यालय अनुदान आयोग और संबंधित सांविधिक परिषदों/निकायों द्वारा निर्धारित मानदंडों और मानकों के अनुरूप होंगे।

iv. एनसीईआरटी, नई दिल्ली इस विषय पर विश्वविद्यालय अनुदान आयोग द्वारा समय-समय पर जारी मानदंडों और दिशा-निदेशों के अनुसार ही नए शैक्षिक पाठ्यमि/कार्यमि, ऑफ-कैं पस (कार्यमि), अपतटीय परिसर शुरू करेगा।

v. राष्ट्रीय शैक्षिक अनुसंधान एवं प्रशिक्षण परिषद, नई दिल्ली अनुसंधान कार्यमिों के साथ-साथ डॉक्टरेट और नवाचारी शैक्षणिक कार्यमि शुरू करने के लिए उचित कदम उठाएगी। संस्थान के वल वतर्मान में उभरते क्षेत्रों तक ही सीमित नहीं रहेगा, बल्कि यूजीसी विनियमों/दिशानिदेशों के साथ-साथ राष्ट्रीय शिक्षा नीति-2020 के अनुसार अन्य क्षेत्रों में विस्तार करने का प्रयास करेगा।

vi. एनसीईआरटी, नई दिल्ली समय-समय पर यथा संशोधित यूजीसी (सम विश्वविद्यालय संस्थान) विनियम, 2023 में निहित प्रावधानों के अनुसार सभी पात्र शैक्षणिक पाठ्यमिों/कार्यमिों को राष्ट्रीय प्रत्यायन बोर्ड (एनबीए) द्वारा वैध प्रत्यायन के लिए मूल्यांकित कराने और संस्थान को राष्ट्रीय मूल्यांकन एवं प्रत्यायन परिषद (एनएएसी) द्वारा वैध प्रत्यायन प्राप्त कराने जैसा भी मामला हो, के लिए सभी अपेक्षित कदम उठाएगा।

vii. छात्रों के प्रवेश, छात्रों की प्रवेश क्षमता, शैक्षणिक पाठ्यमि/कार्यमि के अनुमोदन के नवीनीकरण, छात्रों की प्रवेश क्षमता में संशोधन, नए पाठ्यमि/कार्यमि शुरू करने आदि के मामले में संबंधित सांविधिक परिषदों के सभी निर्धारित मानदंड और प्रयििाएं लागू रहेंगी और राष्ट्रीय शैक्षिक अनुसंधान और प्रशिक्षण परिषद (एनसीईआरटी), श्री अरबिंदो मार्ग, नई दिल्ली द्वारा इनका अनुपालन किया जाएगा।

viii. एनसीईआरटी, नई दिल्ली यूजीसी (सम विश्वविद्यालय संस्थान) विनियम, 2023 के प्रावधानों के अनुसार यूजीसी/शिक्षा मंत्रालय को जल्द से जल्द अपना संशोधित संगम ज्ञापन (एमओए)/नियम प्रस्तुत करेगा। जब भी आवश्यक हो, संस्थान प्रचलित विनियमों के प्रावधानों के अनुसार अपने एमओए/नियमों को अद्यतित या संशोधित या परिर्वर्तत करेगा।

No. 33-Pres/2026—The President is pleased to award the Tatrakshak Medal for Gallantry (Posthumously) to Late 0706-D, Commandant Rakesh Kumar Rana on the occasion of the Republic Day, 2026.

CITATION

Late 0706-D, Commandant Rakesh Kumar Rana joined the Indian Coast Guard on 26 December 2006.

2. On 28 and 29 August 2024, during Deep Depression over Kutch and Saurashtra region of Gujarat, the lives of several villagers were in mortal peril due to torrential rainfall and floods. District administration requested for assistance and ALH MK-III was launched to evacuate villagers stranded at various flood affected locations.

3. The officer as Captain of Aircraft displayed indomitable courage in spearheading one of the most challenging rescue operations. He undertook highly challenging multiple rescue missions in low visibility, incessant rain and amidst dangerous obstructions. He successfully navigated through adverse weather conditions flying at 200-250 ft with wind speed gusting upto 45 knots and constrained operating space in presence of high tension electric wires and poles. The rescue sites were completely swamped and in dangerous proximity to high power transmission lines with the survivors stranded and devoid of food/water for 2 days. During the rescue, a standard rescue procedure with hover into wind would entail the tail rotor into high tension cables. The rescue could be carried out only by a nearly cross wind hover which heavily degraded helicopter controllability and power margins. The winds were gusting upto 45 knots and low clouds rendered almost nil visibility thus compounding the problems. With lives at stake, the officer as Captain of Aircraft commenced rescue displaying selflessness and extra ordinary courage in face of clear and absolute danger. He tirelessly spearheaded SAR efforts of unit for two days and rescued 45 personnel which include 12 women and 09 children. The officer's stoic determination and courage was a beacon to his squadron's crew.

4. On 02 September 2024, at 2015 hours, unit received information regarding launch of ALH for Medical Evacuation of severely injured one Indian crew on MT Hari Leela. The officer again keeping his comfort aside swung into action and decided to lead the mission despite pitch dark night conditions. On arrival of ALH in vicinity of MT Hari Leela, aircrew asked ship to prepare the deck for recovery of injured person for winching operation. During the operation officer was carrying out assessment circuit and in process aircraft plunged into the sea at 2315 hours, wherein aircrew sustained fatal injuries leading to supreme sacrifice in the line of duty towards the nation.

5. The successful and bold execution of rescue operations in extreme weather conditions highlights the unparalleled bravery, bold decision making, and presence of mind of the officer. For his exemplary leadership and resolute valour, which resulted in safe evacuation of 45 precious lives during rescue operations, Late 0706-D, Commandant Rakesh Kumar Rana has accredited himself well and therefore he is awarded the Tatrakshak Medal (Gallantry) posthumously.

No. 34-Pres/2026—The President is pleased to award the Tatrakshak Medal for Gallantry (Posthumously) to Late 1112-C, Commandant (JG) Vipin Babu on the occasion of the Republic Day, 2026.

CITATION

Late 1112-C, Commandant (JG) Vipin Babu joined the Indian Coast Guard on 22 June 2012.

2. On 28 and 29 August 2024, Commandant (JG) Vipin Babu served as Pilot in Command of an ALH MK-III helicopter during severe flooding caused by a Deep Depression over the Kutch and Saurashtra regions of Gujarat. Responding174 THE GAZETTE OF INDIA, APRIL 18, 2026 (CHAITRA 28, 1948) [PART I—Sec.1 to the District Administration's urgent request for evacuation, the officer volunteered without hesitation to undertake multiple rescue sorties in extremely hazardous weather conditions that pushed the ALH's operational limits.

3. Displaying exceptional flying skill and indomitable courage, he navigated with a cloud base of just 300 feet, visibility less than 500 metres, and winds gusting up to 45 knots. He meticulously calculated fuel to maximize on-scene endurance - a decision that proved critical to securing the final survivor. Despite the powerful winds and reduced power margins that made hovering arduous, the officer exhibited unmatched resilience and flying prowess, successfully winching 45 precious lives to safety during the multiple missions. He took a calculated operational risk, pushing the limits of man and machine, upholding the highest commitment of 'no man left behind'.

4. Further, on 02 September 2024, at 2015 hours, the officer again instantly volunteered for a critical night Medical Evacuation mission over the sea, 66 nautical miles off Porbandar, to evacuate a critically injured Indian crew member from MT Hari Leela. While conducting an essential assessment circuit for the winching operation in pitch dark night conditions, the ALH plunged into the sea at 2315 hours, wherein aircrew sustained fatal injuries leading to supreme sacrifice in the line of duty towards the nation.

5. The officer, in the face of extreme danger and unforgiving conditions, displayed unmatched exceptional courage, fortitude and skill, thereby saving 45 precious lives and laying down his own life during the subsequent Medical Evacuation operation. In recognition of the unmatchable act of bravery, Late 1112-C, Commandant (JG) Vipin Babu has accredited himself well and therefore he is awarded the Tatrakshak Medal (Gallantry) posthumously.

CITATION

Late 12585-H, Pradhan Navik(RP) Karan Singh, having joined the Indian Coast Guard on 14 August 2013, embodied the highest ideals of service and supreme sacrifice.

2. On 28 August 2024, as a deep depression unleashed heavy rain and gusting winds over the Kutch and Saurashtra regions of Gujarat, flash floods imperiled the lives of countless villagers. At approximately 1345 hours, an ALH MK-III helicopter was launched for critical rescue operations. Pradhan Navik(RP) Karan Singh volunteered unflinchingly as a Free Diver, demonstrating an unswerving focus on saving lives. With audacious courage, he assisted the Pilots in navigating through the harrowing conditions-flying at a perilous altitude of 200-250 feet amidst wind gusts of up to 45 knots, navigating high- tension wires and constrained landing spaces over land.

3. Upon reaching the severely inundated villages near Porbandar, the aircraft was swiftly maneuvered into a demanding hover under his accurate and prompt conning. Pradhan Navik(RP) Karan Singh was repeatedly lowered into the treacherous, swamped fields. As a Free Diver, he bravely faced the 45 knots, winds to rescue stranded personnel multiple times during continuous sorties, putting the lives of others before his own comfort and safety. In this extraordinary display of human compassion and courage, he was instrumental in saving a total of 45 precious lives, including 12 women and 9 children, amidst extremely hostile and perilous weather, showing utter disregard for his personal safety.

4. The call for duty came again on 02 September 2024, at 2015 hours, when the unit received an urgent request for the Medical Evacuation of a critically injured Indian crew member aboard the merchant tanker MT Hari Leela, positioned 66 nautical miles from Porbandar Light. Driven by profound esprit de corps, he once more volunteered for the mission, despite the inherent dangers of a pitch-dark night operation over the sea.

5. Upon arrival near the MT Hari Leela, the ship was directed to prepare the deck for the winching operation. Pradhan Navik(RP) Karan Singh, serving as the chief rescuer, maintained vigilant situational awareness and positive sight of the winching area. Tragically, at 2315 hours, during an assessment circuit, the ALH MK-III ditched into the sea. He sustained fatal injuries while performing his duties, leading to his supreme sacrifice for the Nation.

6. Late 12585-H, Pradhan Navik(RP) Karan Singh displayed unprecedented bravery and exceptional valour. His actions in saving 45 precious lives stand as a monumental testament to his dedication, and his ultimate sacrifice during the critical Medical Evacuation operation epitomizes the highest traditions of the Indian Coast Guard.

7. For this unmatchable act of gallantry, Late 12585-H, P/Nvk(RP) Karan Singh has earned himself the highest esteem and therefore he is awarded the Tatrakshak Medal (Gallantry) posthumously.

No. 36-Pres/2026—The President is pleased to award the Tatrakshak Medal for Gallantry to 1221-X, Commandant (JG) Shailendra Singh Bisht on the occasion of the Republic Day, 2026.

CITATION

1221-X, Commandant (JG) Shailendra Singh Bisht joined the Indian Coast Guard on 26 December 2013.

2. 1221-X, Commandant (JG) Shailendra Singh Bisht, Commanding Officer of Indian Coast Guard Ship Arnvesh (Fast Patrol Vessel), displayed exemplary courage and leadership during an extremely high risk Search and Rescue (SAR) operation off the coast of Kochi, in heavy monsoon seas. Responding to a distress call from MV MSC ELSA 3 on 25 May 2025, ship proceeded to the incident site 42 nautical miles South West of Kochi, with utmost urgency, despite being exposed to sea state 4-5 (very rough), gale-force winds exceeding 30 knots, blinding rain, thunderstorm and near zero visibility- conditions in which deployment is nearly unsustainable for a vessel of her class.

3. On reaching the distress site, MV MSC ELSA 3 was found dangerously listed (approximately 30 Degree) to starboard amidst a treacherous field of drifting containers, several of them with International Maritime Dangerous Goods (IMDG) cargo, posing imminent threats of explosion, toxic exposure, and environmental disaster. Demonstrating unmatched presence of mind and daring, he seized a narrow and fleeting window of marginal weather to manoeuvre his ship close to the distressed vessel while remaining constantly mindful of the grave threat to his own crew and ship.

4. With the distressed vessel rapidly losing stability and its crew in panic yet hesitant to abandon ship, Commandant (JG) Bisht provided calm reassurance, motivating 12 stranded crew members to evacuate onto a life raft. In extraordinarily challenging conditions, where the rolling and pitching of the ship rendered recovery perilous, he orchestrated a daring and flawless SAR operation while factoring in the immediate and overwhelming risk to his ship and crew. Through unwavering resolve, grit, and sheer determination, he successfully executed the rescue of all 12 personnel.

5. The daring act of the officer as a team leader in the face of grave and imminent danger upheld the highest ideals of maritime service and humanitarian commitment. The rescue of the Filipino and Ukrainian crew has not only been acknowledged by the international community but stands as a testament to the finest traditions of valour in the service of the nation.

6. In recognition of his extraordinary bravery in the most challenging conditions, steadfast leadership and selfless service to the nation in the face of grave danger, 1221-X, Commandant (JG) Shailendra Singh Bisht has accredited himself well and therefore he is awarded the Tatrakshak Medal (Gallantry).

12181-P, Pradhan Navik(RP) Gautam Yadav joined the Indian Coast Guard on 18 August 2012.

2. On the night of 02 September 2024, at 2015 hours, the Indian Coast Guard unit was tasked with a critical Medical Evacuation for a severely injured mariner aboard the Merchant Tanker (MT) Hari Leela, positioned 66 NM off Porbandar. The aircrew diver, an Enrolled Person of exemplary commitment, immediately volunteered for the high-risk extraction despite the pitch-dark night conditions and turbulent open sea, exhibiting uncommon grit and professional zeal.

3. Upon arrival, he swiftly located the vessel and provided precise directional guidance for the approach. Demonstrating supreme confidence and unflinching resolve, he voluntarily entered the treacherous waters as a free diver, accepting the grave risk of being winched down amidst numerous hazardous obstructions and rigging lines adjacent to the moving vessel. He successfully established vital communication, meticulously preparing the deck and maintaining unwavering situational awareness until the injured personnel were ready for the winching operation.

4. However, at 2315 hours, during the assessment circuit mission was tragically interrupted when ALH CG 863 suffered a catastrophic ditching, resulting in the fatal loss of three valiant aircrew members. Despite sustaining critical personal injuries and severe trauma, the aircrew diver exhibited extraordinary composure and steadfast comradeship immediately following the disaster. Floating amid the sinking wreckage in the absolute darkness, and suffering from his wounds, he relentlessly attempted to locate and assist his shipmates, his efforts hampered by the inverted hull. Swept away by the relentless strong currents while attempting to swim toward the distant vessel, he displayed remarkable physical endurance and an indomitable will to survive, enduring the agonizing night until his safe rescue by an Indian Coast Guard ship the following morning.

5. The selfless courage, exemplary bravery, and supreme devotion to duty demonstrated by this enrolled person during a harrowing ordeal are beyond the call of ordinary service. His actions, from the high-risk volunteer dive into the dark sea to his resilient survival and unwavering loyalty to his colleagues in the face of imminent peril, reflect the highest traditions of the service.

6. In recognition of the selfless and courageous act along with unmatched bravery and comradeship in the face of adversity, 12181-P, Pradhan Navik(RP) Gautam Yadav has accredited himself well and therefore he is awarded the Tatrakshak Medal (Gallantry).

2. 12736-W, Pradhan Navik (RP) Banti Kumar commended for his exceptional devotion to duty, professional and exemplary courage displayed during Operation Sindoor. Through proactive liaison and effective coordination with port authorities and terminal operators, he ensured expeditious berthing of Indian Coast Guard Offshore Patrol Vessels at Adani Terminal, Hazira; APM Terminal, Pipavav; and Ultratech Jetty, Jafarabad, thereby facilitating uninterrupted deployment and enhancing operational readiness during a critical phase of operations.

3. During Humanitarian Assistance and Disaster Relief (HADR) operations at Mahuva and Pipavav Bandar, the Enrolled Personnel (EP) exhibited extraordinary initiative, composure, and gallantry under perilous conditions. Placing his own life at risk, he ensured continuous situational assessment, mobilization of essential rescue equipment, and timely assembly and deployment of a Gemini craft. Displaying exceptional courage and presence of mind, he leapt into turbulent waters to rescue a stranded crane operator, successfully directing the craft to safely embark the distressed personnel.

4. Through his decisive actions, unwavering commitment, and indomitable spirit, the EP rescued 22 precious lives, upholding the highest traditions of the Indian Coast Guard. In recognition of his act of conspicuous gallantry and selfless devotion to duty, 12736-W, Pradhan Navik (RP) Banti Kumar has been accorded himself well and therefore he is awarded Tatrakshak Medal (Gallantry).

No. 10/15/2018-U3(A)—Whereas, D.Y. Patil (Deemed to be University), Navi Mumbai, Maharashtra had submitted an online application on UGC Portal for starting an off-campus Centre at Talegaon, Dabhade, Maharashtra as per the UGC (Institutions deemed to be Universities) Regulations, 2023.

2. And whereas, UGC, vide its letter No. F. 30-3/2024 (CPP-I/DU) dated 06.05.2024, recommended for issuance of Letter of Intent (LoI) to D.Y. Patil (Deemed to be University), Navi Mumbai, Maharashtra with certain conditions. Accordingly, the Ministry, on the advice of UGC, issued Letter of Intent (LoI) dated 21.01.2025 to D.Y. Patil (Deemed to be University), Navi Mumbai, Maharashtra for fulfilment of the certain conditions within a period of 3 years before starting an off-campus at Talegaon, Dabhade, Maharashtra.

3. And whereas, the Vice-Chancellor, D.Y. Patil (Deemed to be University), Navi Mumbai, Maharashtra, vide letter dated 09.09.2025, submitted compliance report in respect of fulfillment of the conditions of the LoI. The same was forwarded to UGC for verification and advice. UGC, vide letter No. F. 30-3/2024 (CPP-I/DU) dated 02.02.2026, informed that the compliance report was accepted by the Standing Committee and the report of the Committee was approved by the Chairman, UGC.

4. Now, therefore, in exercise of the powers conferred under Section 3 of the UGC Act, 1956, the Ministry of Education, on the advice of UGC, hereby accords approval to D.Y. Patil (Deemed to be University), Navi Mumbai, Maharashtra to start an off-campus Centre at Talegaon, Dabhade, Maharashtra with conditions that the students shall be admitted in professional courses only after approval of respective Statutory Councils.

5. D.Y. Patil (Deemed to be University), Navi Mumbai, Maharashtra shall abide by all other conditions mentioned in the earlier Notification(s) of this Ministry as well as provisions of the Rules / Regulations of UGC and other Statutory Councils, issued from time to time.

No. 9/3/2018-U.3(A)—Whereas, the Central Government is empowered under Section 3 of the University Grants Commission (UGC) Act, 1956 to declare, on the advice of the UGC, an Institution of higher learning as an Institution deemed to be University.

2. And whereas, in exercise of powers conferred under Section 3 of the UGC Act, 1956, this Ministry, vide Notification No.9/3/2018-U.3(A) dated 09.11.2020, on the advice of UGC, declared National Institute of Ayurveda (NIA), Jaipur, Rajasthan as an Institution deemed to be University under de-novo category for a provisional period of five years subject to certain conditions.

3. And further whereas, a proposal was submitted by National Institute of Ayurveda, Jaipur, Rajasthan for extension of its deemed to be University status beyond 08.11.2025. UGC was requested to examine the proposal and submit its advice to this Ministry.

4. And whereas, UGC, vide its letter no. 1-5/2023 (CPP-I/DU) dated 03.03.2026, informed that the application was examined with the help of its Expert committee in accordance with the UGC (Institutions deemed to be Universities) Regulations, 2023. The Expert Committee recommended for extension of the deemed to be University status beyond 08.11.2025. The Commission considered and approved the recommendation of UGC Expert Committee in its 595th meeting (Item No. 2.08) held on 30.01.2026

5. Now, therefore, on the advice of UGC, the Central Government, in exercise of the powers conferred under section 3 of the UGC Act, 1956, hereby extends the deemed to be University status of National Institute of Ayurveda, Jaipur, Rajasthan beyond 08.11.2025.

6. All the other conditions mentioned in the earlier Notification(s) of this Ministry as well as the rules / regulations of UGC and other Statutory Councils, issued from time to time, shall continue to be adhered to by National Institute of Ayurveda (Deemed to be University), Jaipur, Rajasthan.

No. 9-1/2022-U.3(A)—Whereas, the Central Government is empowered under Section 3 of the University Grants Commission (UGC) Act, 1956 to declare, on the advice of the UGC, an Institution of higher learning as an Institution deemed to be University.

2. And whereas, an online application was uploaded on UGC Portal for grant of Institution deemed to be University status under distinct category to National Council of Educational Research and Training (NCERT), Sri Aurobindo Marg, New Delhi with the following six constituent units under Section 3 of the UGC Act, 1956.

i. Regional Institute of Education, Ajmer, Rajasthan

ii. Regional Institute of Education, Bhopal, Madhya Pradesh

iii. Regional Institute of Education, Bhubaneswar, Odisha

iv. Regional Institute of Education, Manasagangotri, Mysore, Karnataka

v. North East Regional Institute of Education, Shillong, Meghalaya

vi. Pandit Sunderlal Sharma Central Institute of Vocational Education, Bhopal, Madhya Pradesh.

2. And whereas, UGC, vide letter No.19-1/2022 (CPP-I/DU) dated 11.10.2022 and subsequent clarification dated 28.08.2023, recommended for issuance of Letter to Intent (LoI) to NCERT with certain conditions. The recommendation of the UGC Expert Committee was considered and approved by the Commission.

3. And whereas, the Ministry of Education, on the advice of UGC, issued Letter of Intent (LoI) dated 31.08.2023 to NCERT, New Delhi for fulfilment of certain conditions within a period of three years before declaration of NCERT, New Delhi as an Institution deemed to be University.

4. And further whereas, the Institution, vide letter dated 04.11.2025, submitted compliance report of the conditions of the LoI which was sent to UGC for verification and its advice. UGC informed that the compliance report was accepted by its Expert Committee. The recommendation of UGC Expert Committee was considered and approved by the Commission in its 595th meeting (Item No. 2.15) held on 30.01.2026.

5. Now, therefore, in exercise of powers conferred under Section 3 of the UGC Act, 1956, the Ministry of Education, on the advice of the UGC, hereby declares National Council of Educational Research and Training, Sri Aurobindo Marg, New Delhi consisting of above mentioned six constituent units as an Institution deemed to be University under distinct category. The said declaration is subject to the following conditions:

i. There shall be no diversion of assets or funds/revenues of the Institution Deemed to be University/or of its constituent teaching units, without prior permission of the UGC and Central Government.

ii. NCERT, New Delhi shall not engage or indulge in any activities that are of commercial and profit making in nature.

iii. The academic programmes to be offered at NCERT, New Delhi shall conform to the norms and standards prescribed by the UGC and the Statutory Councils/Bodies concerned.

iv. NCERT, New Delhi shall start new academic Courses/Programmes, Off-Campus(es), Off-Shore Campus(es) only in accordance with the norms and guidelines issued by the UGC, from time to time, on the subject.

v. NCERT, New Delhi shall take appropriate steps to commence research programmes as well as doctoral and innovative academic programmes. The Institute shall not keep confined only to presently new emerging areas but make endeavour to expand in other areas in accordance with the UGC Regulations / Guidelines as well as National Education Policy-2020.

vi. NCERT, New Delhi shall take all the required steps to get all the eligible academic courses/programmes rated for valid accreditation by National Board of Accreditation (NBA) and the Institute to get valid accreditation by National Assessment and Accreditation Council (NAAC), as the case may be, in terms of the provisions as contained in the UGC (Institutions Deemed to be Universities) Regulations, 2023, as amended from time to time.

vii. All the prescribed norms and procedures of the Statutory Councils concerned in the matter of admission of students, intake capacity of students, renewal of approval to the academic course / programme, revision of intake capacity of students, starting of new courses / programmes, etc. shall continue to be in force, and shall be adhered to by National Council of Educational Research and Training (NCERT), Sri Aurobindo Marg, New Delhi.

viii. NCERT, New Delhi shall submit its revised Memorandum of Association (MoA) / Rules to UGC/Ministry of Education as per the provisions of the UGC (Institutions deemed to be Universities) Regulations, 2023 at the earliest. As and when necessary, the Institute shall update or revise or modify its MoA / Rules, as per the provisions of the prevailing Regulations.

ix. NCERT, New Delhi shall follow the fee structure as per the Rules and Regulations of the UGC and relevant Statutory Councils.

x. NCERT, New Delhi shall participate in annual Indian rankings issued by National Institutional Ranking Framework (NIRF) of this Ministry.

xi. NCERT, New Delhi shall compulsorily create Academic Bank of Credits (ABC), identities of their students and upload their credit score in digital lockers and ensure that the credit scores are reflected in ABC Portal and adopt Samarth e-Gov.
