सं. 10-1/2026-यू.3(अ)—जबकि, होमी भाभा राष्ट्रीय संस्थान (सम विश्वविद्यालय संस्थान), मु ंबई ने यूजीसी (सम विश्वविद्यालय, संस्थान) विनियम, 2023 के अनुसार कैं सर के लिए एडवांस्ड सेंटर फॉर ट्रीटमेंट रिसर्च एंड एजुके शन (एसीटीआरईसी) के नाम से खारघर, नवी मु ंबई, महाराष्ट्र में ऑफ-कैं पस सेंटर शुरू करने के लिए यूजीसी पोर्टल पर अपना आवेदन अपलोड किया था।
2. और जबकि, यूजीसी ने दिनांक 27.02.2026 के अपने पत्र संख्या 35-5/2026 (सीपीपी-I/डीयू) के माध्यम से सूचित किया कि अध्यक्ष, यूजीसी ने आवेदन की जांच करने के लिए एक स्थायी समिति का गठन किया। समिति ने कु छ शतों के साथ होमी भाभा राष्ट्रीय संस्थान, मु ंबई को आशय पत्र (एलओआई) जारी करने की सिफारिश की। तदनुसार, मंत्रालय ने यूजीसी की सलाह पर, कैं सर के लिए एडवांस्ड सेंटर फॉर ट्रीटमेंट रिसर्च एंड एजुके शन (एसीटीआरईसी) के नाम से खारघर, नवी मु ंबई, महाराष्ट्र में ऑफ-कैं पस सेंटर शुरू करने से पहले 3 वर्ष की अवधि के भीतर कु छ शतों को पूरा करने के लिए होमी भाभा राष्ट्रीय संस्थान, मु ंबई को दिनांक 02.03.2026 को आशय पत्र (एलओआई) जारी किया।
3. और आगे जबकि, कु लसचिव, होमी भाभा राष्ट्रीय संस्थान (सम विश्वविद्यालय), मु ंबई, महाराष्ट्र ने दिनांक 11.03.2026 के अपने पत्र के माध्यम से एलओआई की शतों को पूरा करने के संबंध में अनुपालन रिपोर्ट प्रस्तुत की। इसे सत्यापन और आगे की सलाह के लिए यूजीसी को अग्रेषित किया गया। यूजीसी ने दिनांक 24.03.2026 के पत्र सं एफ. 35-5/2026 (सीसीपीपी-I/डीयू) के माध्यम से, सूचित किया कि अनुपालन रिपोर्ट स्थायी समिति द्वारा स्वीकार कर ली गई।
4. अब, इसलिए, शिक्षा मंत्रालय एतदद्वारा यूजीसी अधिनियम, 1956 की धारा 3 के तहत प्रदत्त शक्तियों का प्रयोग करते हुए, यूजीसी की सलाह पर, होमी भाभा राष्ट्रीय संस्थान, मु ंबई को कैं सर के लिए एडवांस्ड सेंटर फॉर ट्रीटमेंट रिसर्च एंड एजुके शन (एसीटीआरईसी) के नाम से खारघर, नवी मु ंबई, महाराष्ट्र में ऑफ-कैं पस सेंटर शुरू करने की मंजूरी देता है।
5. होमी भाभा राष्ट्रीय संस्थान, मु ंबई इस मंत्रालय की पूर्व की अधिसूचना (ओं) में उल्लिखित अन्य सभी शतों के साथ-साथ यूजीसी और अन्य सांविधिक परिषदों के समय-समय पर जारी नियमों/विनियमों के प्रावधानों का पालन करेगा।

New Delhi, the 27th March 2026
No. 10-1/2026-U.3(A)—Whereas, Homi Bhabha National Institute (Institution deemed to be University), Mumbai had uploaded its application on UGC Portal to start an off-campus Centre at Kharghar, Navi Mumbai, Maharashtra in the name of Advanced Centre for Treatment Research & Education in Cancer (ACTREC) as per the UGC (Institutions deemed to be Universities) Regulations, 2023.
2. And whereas, UGC, vide its letter No. 35-5/2026 (CPP-I/DU) dated 27.02.2026, informed that the Chairman, UGC constituted a Standing Committee to examine the application. The Committee had recommended for issuance of Letter of Intent (LoI) to Homi Bhabha National Institute, Mumbai with certain conditions. Accordingly, the Ministry, on the advice of UGC, issued Letter of Intent (LoI) dated 02.03.2026 to Homi Bhabha National Institute, Mumbai for fulfilment of certain conditions within a period of 3 years before starting an off-campus centre at Kharghar, Navi Mumbai, Maharashtra in the name of Advanced Centre for Treatment Research & Education in Cancer (ACTREC).
3. And further whereas, the Registrar, Homi Bhabha National Institute (Deemed to be University), Mumbai, Maharashtra vide his letter dated 11.03.2026, submitted compliance report in respect of fulfilment of the conditions of the LoI. The same was forwarded to UGC for verification and further advice. UGC, vide letter No. F. 35-5/2026 (CPP-I/DU) dated 24.03.2026, informed that the compliance report was accepted by the Standing Committee and approved by Chairman, UGC.
4. Now, therefore, in exercise of the powers conferred under Section 3 of the UGC Act, 1956, the Ministry of Education, on the advice of UGC, hereby accords approval to Homi Bhabha National Institute, Mumbai to start an off-campus Centre at Kharghar, Navi Mumbai, Maharashtra in the name of Advanced Centre for Treatment Research & Education in Cancer (ACTREC).
5. Homi Bhabha National Institute, Mumbai shall abide by all other conditions mentioned in the earlier Notification(s) of this Ministry as well as provisions of the Rules / Regulations of UGC and other Statutory Councils, issued from time to time.
